ripping the administration for fuelling this crisis. but today the white house says there's no crisis. we'll talk to a border sheriff about that in just a moment. welcome. i'm charles payne in for neil cavuto, this is "your world." first to kristin fisher with the very latest at the white house. >> thanks, charles. right now there's 4,000 illegal border crossings every day. the number is trending upwards according to a former top trump administration official. the numbers are more concerning when it comes to unaccompanied minors. nearly 400 were taken in to custody last friday alone. this former trump administration official tells me that 97% of the available beds for them with the office of refugee resettlement are full. despite this, the new secretary of homeland security says it does not constitute a crisis. >> do you believe right now there's a crisis at the border? >> i think the answer is no. i think there's a challenge at the border that we're managing, and we have our resources dedicated to managing it. >> now in about 30 minutes, president biden will be sitting down with the president of mexico. cooperation on migration tops the agenda. the head of this meeting, president obrador said he was asking biden to share part of the united states' coronavirus vaccine supply. i asked if this is something that president biden would consider. she said definitively no. >> the administration focus is on ensuring every american is vaccinated and then beyond that, we'll discuss it. >> president obrador worked with the trump administration and he was one of three world leaders not to acknowledge president joe biden's victory until after the electoral college formally voted. should be interested to watch the relationship between these two leaders when they sit down in about 30 minutes virtually. >> charles: absolutely. you're right. meanwhile, the new dhs secretary says there's no climate at the border. my next guest might disagree. joining me now, sheriff daniels from arizona. your thoughts as we have seen a dramatic change at the border. we've seen obviously the renewal of caravans and sort of message i guess south of the border that america's open again for this sort of traffic. you've done with it for a long time. what are we looking at? >> well, charles, thanks for having megan. it's upsetting to hear that the secretary saying there is no crisis on our border. i can assure you with my community, my fellow sheriffs, that that is not the case. to give you an example, in yuma county, the sheriff's office received 25 911 calls from illegal crossers that got into their county asking to be picked up by the sheriff's office because border patrol said they couldn't get to them the following day. my hats off to border patrol. they do a wonderful job. they're overwhelmed. reliving history in a negative way. now they're calling sheriff's offices to pick them up. what do they do? we pick them up and take them to border patrol. >> charles: what is also compounding this, the covid-19. you know, it was one thing you could debate what side of the aisle you're on with respect to how we manage our borders. most americans would like to see some sort of law and order. you add in the extra layer of not being able to vet people who are coming in, not knowing whether or not they have the covid-19. it just seems to me that to your point, there's some form of a crisis, whether they want to admit it or not. what would you like to see the biden administration do? >> well, as sheriff, we met with the department of homeland security senior team a couple times. it's not been -- we have not discussed questions and answers. it's here's what we're doing. i made a suggestion that we have to have our local health departments, sheriffs, governor's office, staff. we need to be at the table talking about what's going on on the southern border. that's not happening right now. that is frustrating. we have an upcoming meeting. we're passed through on questions and answers time. second to that, i'll say this. sheriffs think of public safety, national security and humanitarian. now we're adding covid on that. we're told that they're not tested for covid. they do a medical screening, which is not covid testing. they're being released. look at 26 countries have a travel ban, all the cdc guidelines. saw it on the news, make sure that we wear masks but opening up the southern border. we have a crisis here. when you have uncertainty, it's here. >> charles: we saw images last week of the facilities without getting too political that are being designed and ready for new arrivals. just your thoughts on is it morally -- from a moral perspective, the argument that we would induce people to travel here through several countries, hiring coyotes, paying off mafias and including unaccompanied children that it's the moral thing to do? let's get the reed from art laffer, former president to ronald reagan. art, do we need $1.9 trillion on top of all of the things that we're seeing in this economy? >> no, i don't think we do. i don't think we need any of it to be honest. we have a lot of money still left over from the previous stimulus packages. you know, if you talk about it's popular and the people want it, of course they want it. if you promise $500,000 per person, they would love that. think of what that would do to the country long-term. it would be disastrous. the point of government here is to be mature, grown-up in the room and do things that are correct and sustainable for the u.s. economy. this is neither correct, nor sustainable for the u.s. economy. i have to credit the mike brown, a lovely set of comments from him. it's not the right thing to do. but it does boost that market in the short term and it does make people happy for a short while. but the days will be over when it comes and does its damage. >> charles: here's the thing. the $1,400. some people that might need some help. businesses were forced to go bankrupt. people were out of business. but we're still talking about 5,400 per american. the question is where is the rest of the money going on top of the fact that we just learned on friday that american households are sitting on $4 trillion in collective savings. >> yeah, you know, the rest of the money where it's going also matters. it's not whether people deserve it. obviously everyone that receives that money and a lot of people that would like that money and could change their standard of living. the problem i have with this is it's not looking to the future and the planning of how this economy grows. where will we be five years from now and ten years from now with this debt. i don't think it's going to help our growth path. these are not productive ventures where they increase gdp and capital expenditures. that's not what it is. it's a payment for consumption in the near term by a couple lating debt in the long-term. it's not the popular thing to say but there's people that need the mine and want the money but that's not good economics going forward to create a prosperous economy for a long run. >> charles: also, it's not $2 trillion worth. let's get your thoughts on this. >> $2 trillion is ridiculous, charles. >> charles: let me ask you about this though. if you thought that was ridiculous, i have to get your reports on this thought from the justice department. they're looking at fraud now tied to the pandemic related unemployment programs. a lot of them. 63 billion. that is mind boggling. is this what happens when you print money everywhere from all orifices? is this going to happen no matter what? >> of course. this is what happens. it goes through the government. there's nothing better than trying to defraud the government in these cases. the procedures for oversight are lacks to say the best and they're spotty. you'll get all sorts of fraud in this. that's what happens in these types of huge spending programs. the fraud is rampant. some of it goes to the right people. some of it does. some is really good. but the vast majority is not good and not good long run. when are they doing to do when it runs out? another one and another one? have you seen what has happened to the debt level of the u.s. in comparison to the gdp? you tell me how you can do that to your house hold spending or if you got dave ramsey on the show, you know dave well, what would you say about this debt stuff? it's crazy. it makes no sense. dave is a very good friend of mine. i know how frugal and careful you are with your money. >> charles: i am. >> borrowing needs to get a higher return on the capitol. but borrowing it and having the capitol much higher -- >> charles: here's the thing that they're saying though. progressives are saying. there's elizabeth warren and aoc. the notion is this new theory, modern monetary policy theory that the government prints money and they can print as much as they want. it will never have a negative impact. that's the old folks like art laffer talking about something that never existed. they're saying this is a drop in the bucket. print the money, pay the student loans and we'll live happily ever after. that's what they're saying. >> i know that's what they're saying. they may be correct and me being and old fuddy duddy. and we're weight overweighting the cost of debt historically. if you look at debt service relative to gdp, it's not very high right now. it's not. but every dollar we borrow today for a nonproductive purpose means there's one dollar less we can use in the future for a productive purpose. if god willing -- if interest rates rose, charles, where would we be? >> charles, good afternoon. new york governor cuomo issued an apology to the second former aide who has accused him of sexual harassment in the last week. 25-year-old charlotte bennett. she came out over the weekend saying that the governor had made inappropriate sexual remarks to her that made her uncomfortable and even scared. in the apology that cuomo released last night, he said "at work sometimes i think i'm being playful and making jokes that are funny. some of my comments made others feel in ways that i never intented". charlotte bennett accused him of inappropriate remarks and she says that cuomo asked about her sex life and whether or not she had sex with older men. she just released a statement about an hour ago blasting governor cuomo's apology. in that statement she says in part "it took the governor 24 hours and significant backlash to allow for a truly independent investigation. these are not the actions of someone who simply feels misunderstood. they are the actions of an individual that wields his power to avoid justice." new york attorney general laticia james confirms that she received the official referral letter from the governor authorizing her office to on an independent investigation into these sexual harassment allegations as well as the allegations made by his other former aide, lindsey boylan last week. the ag will select a public law firm and a final record will come out. jen psaki said that president biden does support an independent investigation. when asked whether or not the governor should resign, she said this. >> in terms of the path forward and the outcome of the investigation, we will leave it to the attorney general and others to conclude that. >> hillary clinton just released a statement this afternoon as well. she's not only the former new york senator but also a political friend of governor cuomo. in the statement clinton said "these stories are difficult to read and the allegations raise serious questions that the woman that have come forward and all new yorkers deserve answers to. i'm glad to see there will be a full independent and thorough investigation." cuomo and his administration are facing reported fbi investigation into its handling of covid-19 and nursing homes and on that front, his administration according to the "wall street journal" has hired a defend attorney to represent the executive chamber on that front. so we have two investigations that are happening and the governor, by the way, charles, has not made an appearance on camera in a covid-19 briefing since monday. charles? bring in south carolina republican congress woman nancy mace. she thinks so. shows here to discuss. we reached out to dhs secretary on it. he was not able to join us. congresswoman mace, thanks for joining us. >> thanks for having me. >> charles: so i'd guess the mexican president has to ask. but how can we pass another stimulus bill adding this sort of layer of urgency and desperation and still negotiate to allow more workers in to this country at the same time? >> that's right. nobody should be surprised if the biden administration pursued this. they're not putting hard working americans first. we have millions of americans out of work and millions of kids that can't go to school and millions that want a vaccination and can't get it. opened borders and closed schools. he's not putting the american people first. like you said with the vote on the stimulus round, $2 trillion that we don't have, they're talking about lifting people out of poverty and they're going to keep them in poverty. this is not promoting economic prosperity for hard working americans right now. >> charles: you know, one of the big things that president biden did campaign on is a new foreign policy. we're not sure where that will take us but sounds like they would like to undo almost everything president trump achieved while in office. i was talking to a hedge fund manager. he said i'm apolitical. there's no way i can think everything that president trump did wrong. so we're going down this dangerous path of unwinding things for political purposes. where should we be with respect to mexico and other countries? >> you're right. the biden administration is trying to do undo everything good that the trump administration did. under his administration, we had record unemployment for women, black and brown african americans, hispanic americans, hard working americans. we want -- everyone wants free trade. we want support here and abroad. but we've got to take a stand and work for the american people. that's why we're here today. for nobody else but us. to pull us up, get us through covid-19 pandemic, to keep our doors open, put kids in school and we're failing right now. >> charles: the big issue is $15 minimum wage. obviously went through in the house version. won't be voted on in the senate version. it does get back to how we started this segment off. almost 20 million americans receiving some form of unemployment and benefits. what do we do for this portion of the society that is still lagging behind? the rest of the country has -- has taken off. we've seen this late last year and the momentum is there. but there's a large portion that is missing out. how do we help them? >> right. most of us know that minimum wage does need to increase over time. but we see it when there's a healthy market, supply and demand. those things are factored in. when unemployment is low, wages go up. we have to make sure we have the freest economy and market to continue to prosper. one of the things that president trump did when he was president, he did the tax couple and jobs act. that lifted millions out of poverty. unemployment was very low. we can't incentive rise unemployment and going from 300 to 400. there's loop holes. people can get benefits. these things hurt small businesses and we have to keep our states open. we don't need to reward blue state bad actors that shut everything down. florida, south carolina and other states have proven that you can put safety precautions, health precautions in place and have a fairly low unemployment. south carolina as a whole, we're just over 4% right now and we're in a safer place and people are back to work for the most part. >> charles: to your point, as soon as that bill went through, wages for blue collar workers were the best in over a decade. i want to follow up on former president trump ripping republicans that voted against him on his cpac speech. let's listen. >> top republicans should be fighting pelosi, schumer and the democrats. the democrats don't have grandstanders like romney, little ben sasse, richard burr, susan collins, ben christmas did, lisa murkowski, pat toomey. >> >> charles: congresswoman, is there a civil war in the grand old party? >> i think there was a pile-on on the -- on donald trump for a variety of reasons in addition to saudi arabia. >> charles: that was neil's exchange with former defense secretary william cohen on reaction to president biden's handling of the saudi arabia versus that of president trump. the white house defending their decision not to directly punish the crown prince for the killing of jamal khaishoggi. so should the president be doing more? let's ask kristin whiten. kristin, great having you on the show. i thought neil brought up an amazing point. this is different sets of standards. the press went apoplectic. everybody lost their minds over the limited amount of push back from the trump administration. you know better than anybody else, this is a delicate situation. one of our rare allies over there. peace has been prospering. look at the deals with israel. i don't want to answer all the questions. i'll let you take it. >> right. i think it is pretty clear that pile were peeling on donald trump and giving biden the pass on this. it's odd that the biden administration allowed this to become an issue now. there's not a lot of new information in this. what we're talking about here came from the intelligence bureaucracy but isn't real intelligence, this is a supposition. what it says is we think we know the saudi government and we think an issue of this importance would go through the crown prince, mohammed bin salman and we think he's involved. he probably was involved. but this is not real intelligence. real intelligence is not guessing. it's knowing. there's no signals in intelligence, doesn't appear to be any human intelligence that verifies that mbs ordered this death. as you point out, there's intricacies involved. khaishoggi is called a journalist. but he's an opinionist, really. an islamic activist that ran with the saudis and opposed with them and put out by "the washington post" in the forefront. you have to keep things in perspective. the biden administration is doing the right thing. when it comes to putting journalists in prison, there's erdogan. he doesn't butcher them but he does it nonetheless. a lot goes on here that is distasteful and we have to keep our eyes on the big kahuna, iran. the chief exporter of terrorists and technology. that's why the biden administration is keeping this in perspective. >> charles: i want to be clear. i don't want anybody to take it out of context. khaishoggi's murder was appalling. but the options you're suggesting are limited. we heard from citi bank saying that they will continue to do business with saudi arabia to underscore that. what did you make of the strike in syria? the middle east is going to be a quagmire. some are worried that president biden will bring us back into military confrontation as we were easing out and looked like we might finally have been able to pull out the last american and man and woman from the region. >> right. so much of what we've seen from president biden so far seems to be a return to the obama-biden administration, which as you recall went very heavy on drone strikes across the middle east. didn't really work. isis expanded throughout syria and across iraq. it was a failed policy. why did they do the strike? i did. until i realized something was missing...me. my symptoms were keeping me from being there for him. so, i talked to my doctor and learned... humira is for people who still have uc or crohn's symptoms after trying other medications. and humira helps people achieve remission that can last, so you can experience few or no symptoms. humira can lower your ability to fight infections. serious and sometimes fatal infections, including tuberculosis, and cancers, including lymphoma, have happened, as have blood, liver, and nervous system problems, serious allergic reactions, and new or worsening heart failure. tell your doctor if you've been to areas where certain fungal infections are common and if you've had tb, hepatitis b, are prone to infections, or have flu-like symptoms or sores. don't start humira if you have an infection. be there for you, and them. ask your gastroenterologist about humira. with humira, remission is possible. >> charles: the buckeye state of ohio bucking the trend and getting back to in-person learning today. part of the deal made by the ohio school districts and governor dewine allowing teachers to get vaccinated. we're pleased to have the governor here with us. thanks for joining us. congratulations. this has been an obstacle for many states. walk us through the process and how we got here. >> sure. january 1, we had half of our kids that were totally remote. basically what i told all the schools and we had 600 some school districts in the state, said we would love to have everybody back, our goal is to have everybody back march 1. if a school is willing to do that, then we will vaccinate everybody, all the adults in the school. we actually had them sign a piece of paper where they pledged to come back on march 1. today out of 600 some school districts, we have eight that are not back, seven of the eight will be back in the next several weeks. so we went from 50% now today better than 90%. it's just imperative that we did it. it was a tough decision. but you know, we need to get these kids back in school, particularly kids in the urban districts. we have many children in our big city districts that have not been in school since so we're a. we heard from mayors of the big cities of the state. said look, we have to get the kids back in school. >> charles: yeah, the so-called achievement gap is up to two to three years. who knows what kind of long lasting damage there there be. how much of the johnson & johnson vaccine will you get and how much will that help with the reopening process. >> we'll get over 90,000 doses the next several weeks. we're putting them out to independent pharmacies and also to health departments and to hospitals. so we're spreading it out around the state. it's very exciting. frankly that, plus the additional doses that we're getting because of the uptick from both moderna and pfizer. over 400,000 doses this week. enabled to us lower the age to 60. it's enabled us to add police officers, members of the fire department as well as some other groups. so we're very excited about this. >> charles: the stimulus package is on its way. the senate will vote on it. there's a sort of a formula for what states get part of that big $350 billion pile of cash. your feelings on this. as a governor, maybe you want any kind of money you can get, but seems like overkill at this particular point considering where the overall economy is. >> well, the formula that the house came out with, i don't think is good. number of the governors wrote letters. it's basically said look, this is not fair. what they're doing is basing it on unemployment instead of population. we think they should stick to population. historically that's what congress has done. you know, ohio, our unemployment is decent. we're about 5.5%. you know, we tried to balance between keeping things open but the same time keeping people safe. we brought the business community in early to design the system and the protocols that would be followed by business. so we've been able to do this. you know, we don't think ohio and other states should be punished for that we think we should stay with the normal population formula. whatever the senate does, we hope that they flip back to that. >> charles: feels like there's more irresponsible states were, the more they're rewarded. formers president trump speaking at cpac and putting blame on president biden. let's take a watch. >> there's no reason whatsoever why the vast majority of young americans should not be back in school immediately. the only a reason that most parents don't have that choice is because joe biden sold out america's children to the teacher's unions. his position is morally inexcusable. >> charles: governor, once we learned the science wasn't there and to keep these schools closed -- you cut a deal. i'm sure the teacher's union was a major obstacle. is there a lesson to be learned here? >> one thing that you and i have not talked about is very important. i didn't mention it. we started hearing from teachers. we had a lot of schools that stayed in all year. the question was if sally in class comes down with the virus, then, you know, who gets quarantined around her. we followed the cdc. we said anybody within six feet would have to be quarantined. teachers kept coming back and saying we're quarantining them and nobody is getting sick. so we went out to the school, seven different districts and we did a test. we started testing kids that were close to somebody who came down with it. we also did a control group. what we found is that there was about 3% from the control group, positive, about 3% for those that actually had been, you know, been close to someone and were able to be exposed. so what it showed us is when everyone is wearing a mask in classroom and kids were very good about it, teachers have been great about it. when that was happening, we were frankly not seeing much spread at all in the classroom. so that was another piece of evidence that when we talked, when teachers would say is it safe to go back a legitimate question, our answer is look, we tested and we showed in the classroom there's no spread. plus now we're going to vaccinate the teachers and everybody else in the school that wants the vaccine. >> charles: i'm out of time. but if you can give me a one-word answer. is there a civil war in the gop or are things getting better. yes or not. >> it will work out. we'll be okay. >> charles: we'll leave it there. governor dewine, thank you so much for watching. i appreciate. neil will be back tomorrow. big interviews on fox business. iowa republican senator will be with us, i'll be on making money tomorrow. right now it's "the five." ♪ ♪ >> greg: i am greg gutfeld with juan williams, katie pavlich, jesse watters, dana perino.
