>> secretary psaki: first, on that analysis we have seen that analysis and i talked to our economic team about it and the majority of studies on the plan including independent analyses from the wall street, and the brookings institution. the analysis concludes the economy is near capacity, which would be news to the millions of americans with reduced paychecks. so the starting place means that the model is way off. so our view is, we will listen to governors. we will listen to a broad range of economists. we will listen to health experts on what is needed. what the american people need at this point in time. one in seven american families don't have enough food to eat. it is clear there i is a great need for assistance. >> reporter: secondly, the state department tomorrow, how tone with regard to refugees, china, and russia relative to his predecessor? >> secretary psaki: well, first i would say the president said tomorrow we will reschedule because of snow is largely focused on his desire to thank the men and women who are foreign services officers, civil servants who are the heart and soul of the institution and frankly our government. i worked there too and have years and it is an incredible place. many of them have had a challenging couple of years. but he also talked broadly about foreign policy, how could he not if he was there? this will not be laid down as his vision for every issue in every foreign policy issue. he will have plenty of time to do that. so i just want an expectation set what to expect or tomorrow, but you are also asking about the difference between his approach of russia and china. i think on russia, his call to president putin was a couple of weeks ago, two weeks ago? clear evidence of exactly that. when he called president putin, he did not hold back. he made clear while there are areas we can work together come as new start and the improvements of security of the united states, he has concerns about a number of areas of their reporting interference whether elections, hacking of the united states and solar wind hacking, bounties on american troops. there is an ongoing review that is happening, which he also stated in that conversation. so is engagement even directly with president putin tells about the difference alone. and on china, the president and the administration's view is that we need to work with our allies. we need to work with our partners to align on how we will approach our relationship with china. we need to approach that relationship as strength. there are key components to that relationship, economic, strategic but we will work closely with our allies. he's having us engage now and we've done a lot of call redoubts, of course, and partners on the hills, democrats and republicans on the hill. go ahead. >> reporter: the republican plan that shows you up on the vaccine and you picked through significant differences. and daily at this point, but where is the states for bipartisan agreement? the differences are that significance against major components of what the president wants? >> secretary psaki: and iraq where agreement to work on is funding for small business. that is something of course democrats and republicans want to do. our view is this bill itself is bipartisan, 74% of the public and democrats and towns across the country. there is an agreement that it is important to work with many republicans and democrats who fall on different parts of the political spectrum to put their ideas forward and consider them here that is part of the conversation and part of the process now on the hill. we will see. we will see. what proposals improve the bill to make it better. they are certainly is an open to that. >> reporter: several republican senators in the present in a different place than his step on this issue in particular and he's more willing to deal perhaps then his staff but is there daylight between the president and his staff? >> secretary psaki: absolutely not. i've seen some of those reports. many of them are ludicrous. i've sat in a lot of meetings with the president of the united states and the last few weeks and even before then. there is no one who is going to tell him what to do or hold him back from his commitment to delivering relief to the american people. and i would point you to the fact that he talked about the importance of going big on a package back to the campaign. he talked about the importance of meeting this moment back to the campaign. so that is certainly his commitment and that is exactly what he is for. >> [inaudible] the prevention act, options on the table and you are working through it has been launched in a couple of areas. on vaccine supply, is the defense production act utilized on that front and is there a timeline on the table right now bolstered with one of the issues you identified? >> secretary psaki: absolutely it is on the table. the reason the president invokes the production act is because he wanted a range of options for any moment where there was a reduction in supply on, you know, materials ppe, syringes and at the appropriate time, we can certainly use it for that. but right now, her focus is on working with pfizer and moderna and we have confidence in their ability to produce the number of vaccines that the government has ordered on the timeline that we have committed to. and so that means we would have enough vaccines here to be able to vaccinate every american by summer. our focus is more on evaluating our team, evaluating needs for supplies and materials that would help deliver the vaccines in the arms of americans. >> reporter: you saw the president say earlier he is confident he can get republican support. mitt romney was asked about that a little while ago, if you will not budge on the $1 trillion number, it is not going to happen. can you give us a specific example of something that demonstrates the differences? he says $360 billion, is that something considered negotiable by the white house? >> secretary psaki: i would be interested because i'm i guess i'm asking you a question whether senator romney would provoke any funding for state and local. >> of the most recent report the average american, it should perhaps be adjusted. >> secretary psaki: they are not proposing any so i would suggest given they also supported 160 or $180 billion in a package that moved forward on the trump administration, that is a place where we would certainly welcome and offer on there and in what state and local me support. >> reporter: what other economic relief related to the pandemic? there was a full page in "the new york times" last week put there by prominent women calling on the biden administration, the marshall plan for mobs. does the president, would he support the idea of monthly payments to mothers who are settled by this pandemic? >> secretary psaki: as a mom myself, i can confirm for you the most conversation on zoom calls is about the impact of the pandemic on working moms across the country. what the president has certainly been concerned about as we all are is the fact that this has a disproportionate impact on communities of color, women of color who are working jobs as front-line workers and vital roles in industries across the country. and it certainly is an issue that secretary yellen, the economic team are focused on and will be looking for ways to help. >> reporter: the president, he has contacted the families of the fbi agents in south florida. has he been able to do that? >> secretary psaki: we will follow up after the briefing. i didn't get a chance to asset before the briefing today. >> reporter: the terrorist organization from al qaeda, isis. does the u.s. plan to do the same? >> secretary psaki: i had seen that before we came out here. and i ask certainly our team to make sure we had a little bit of guidance on that for you. of course, there is a review underway. the domestic violence extremism come i should say, reviewed by the national security team to take a look at violence in this type of concerning group activity across the country. i expect we will wait for that review to conclude before we make any determinations. it is an ongoing review and concluded, i'm sure we will have more to say about our view. go ahead. >> reporter: thank you again, the top republican on the armed health services is asking you to apologize for some of the comment you made yesterday in the briefing room about space force. will you apologize? >> secretary psaki: i did send a tweet and you may not be on twitter. but with that said, we invite the members of space force to provide an update to all of you on all of the important work they are doing and certainly look to see updates from their team. >> reporter: big future here, does the space force have the full support of the biden administration or is the president at some point going to try to get rid of it or in some way diminish it? >> secretary psaki: we absolutely have the full support of the biden administration. and we are not revisiting the decision to establish the space force. the desire for greater resources on the growing security challenges in space have long been a bipartisan issue and independent commissions and studies conducted across multiple administrations. thousands of men and women served in the space force as you know it was established by congress. any other steps that would have to be taken by congress and not by the administration. >> reporter: this base budget, nasa, the trump era program to return astronauts to space. what is the president plan and what is he going to do with the program? will he keep it intact? >> secretary psaki: i am personally interested in space and a fascinating area of study but let me see if we can get you a more informed overview of that. >> reporter: one more question, the president's comments last night paying to the dash he said by and large the vast majority of these men and women are decent, honorable people. what did he mean by that the vast majority? >> secretary psaki: that is exactly what he meant. go ahead, kristin. >> president biden has been very clear that the american people to be unified in this country. how can he take steps to unify the country when this impeachment trial is going on? >> secretary psaki: he can focus his efforts, which is exactly what he is doing on delivering necessary relief to the american public and using his forum to talk about how he is going to reopen schools, how he will get shots in the arms of americans, how he will ensure the one in seven american families who are concerned they can't put food on the table can do exactly that. that is how he is spending his time as we started this briefing and how he will spend it moving forward. >> reporter: what is the message to republicans the trial itself undercuts any effort? >> secretary psaki: heaton invites republicans to work with him on bringing relief to the american public pier that is why he invited them here, many of them here on monday and he will continue to engage with them. >> reporter: you talk about his agenda, president biden has been speaking to the american people on a daily basis and obviously it will ship to the sin next week. how concerned is he the senate trial will undercut his momentum? >> secretary psaki: i think the president has been clear there is an urgency to delivering relief to the american people. and it is important and vital that the house and senate work quickly to get this bill passed. >> reporter: in the week? >> secretary psaki: i'm not giving a deadline but conveying what he said publicly many times and confident he has the ability to walk and chew gum at the same time. >> reporter: one more question, there is discussion on the hill about stripping marjorie taylor greene of her -- >> secretary psaki: we resist speaking of her in this briefing room and i'm not going to do that today. because it's up to the hill to make that determination. go ahead. >> reporter: president biden has always got support from the unions and in fact, distributed a plan for organizing around the country. but there are thousands of workers at an amazon facility in alabama that are currently gearing to pass a vote and potentially form a union inside the company, which will be the first of its kind for amazon. does the white house and president biden support efforts to form a union? >> secretary psaki: as you noted, the president is a strong, long time believer and support of the efforts of labor unions and workers. i have not spoken with him or economic team about this particular nor have i seen it before i came out here. if there is more to provide you i will be happy to follow up. >> reporter: and a number of instructions on secretary yellen calling for a meeting of top financial regulators on gamestop. and we understand the meeting is likely to happen this week. will the meeting be held on thursday? and will the focus really be on whether robin hood cheated retail investors on fairly large institutional investors? >> secretary psaki: i would send you to the treasury department of the timing of the meeting where the focus of the meaning for those who have not seen this report. secretary yellen has called a meeting with the sec to believe that the integrity of markets are important and asked for a discussion of volatility. financial markets and whether recent activities are consistent with investor protection and fair and efficient markets. that will be the focus of the meeting, but for more details i will send you to the treasury team, go ahead jennifer. >> reporter: were you able to figure out technically the trump administration? >> secretary psaki: i was. we cannot. that is under the purview of the national archives. so i certainly point you to there. and in terms of our plans to release the laws, we will do that on a quarterly basis just as obama/biden administration did as well. >> reporter: mitch mcconnell critical today of giving generous funding to school districts where the unions are not allowed the schools to open. do you have a reaction to that? >> secretary psaki: i would say the purpose of getting funding or supporting funding and getting it to school districts is to ensure students are safe, kids are safe, that there is a necessary ppe, necessary ventilation in the school, that there is the environment that allows for children to return safely. and that is the president's focus. that is why he also wants to reopen schools and not just wants them open but to stay open. as a mom, that is pivotal. but he knows it is essential that it's done in a safe way. >> reporter: the union from the districts to reopen? >> secretary psaki: there is discussions as you well know between school districts and elected officials and the unions. we certainly hope and encourage progress on that front, but the presence focus is on the school's reopening safely and staying open, go ahead. >> reporter: i have a question. so the georgia runoff -- >> john: jen psaki, the press secretary. let's bring in joe concha, senator lindsey graham, first of all, joe concha is with us. a couple of things stood out to me, joe, as well. she is joining marsha blackburn not wanting to weigh in on the marjorie taylor greene controversy but the space force, she certainly didn't apologize when members of congress on the republican side saying she should for seemingly dismissing the space force yesterday. >> members of the military as well, john, asking for an apology on this. i think that is the most telling point of this press briefing. remember the bloomberg reporter asked psaki about space force yesterday. her response and the only word that came to mind when i was taking notes, condescending, wow, space force the plane of tomorrow. that is a branch of the military. so kristin fisher, white house press -- i'm sorry white house correspondent asked to apologize, she refused pointing to a tweet from yesterday, any members of spaceports welcome to come to the briefing room and update the american people how they are doing. that was pretty telling there, guys, guys. >> sandra: joe, she obviously, kristin fisher white house correspondent have key interest with both parents being astronauts. it was interesting to see her dig further on that. we also heard further questioning on the back and forth that we are seeing with lawmakers, the green controversy she would not touch. she said jen psaki in that briefing room that she will not even say her name. where does this story go next with so many lawmakers now speaking out on that and one senator that we just had here marsha blackburn wouldn't even comment or say where she stood on the issue. >> it is interesting. i guess we will have to see if she's pulled off any committees here that seems to be what democrats want, but then it that's a very dangerous precedent in terms of if the majority party can start to dictate who can serve and who cannot serve in congress or at least different capacities. i saw ari fleischer put out an interesting tree earlier "welcome if this is the precedent set regarding marjorie taylor greene, i believe the next time republicans controlled the house and that very well could help in 2022, then we have to flip a limited number of seats relatively, then maxine waters should also be dealt with because she incited violence or at least the argument that ari fleischer was saying her comments getting up into people's faces who served in the trump administration and telling them they were not welcome." this would be a dangerous precedent but the white house does not want to touch this right now. they want to punt to congress as far as that is concerned. speak to another moment that stuck out to me, joe, kristin fisher asked jen psaki, what did president biden mean when he said the vast majority of the people at the fbi are good, decent people? he meant exactly that. what does that mean? >> that was a very curt answer. he means exactly that. okay, well, guess that means the way we are supposed to interpret it now, what percentage of people are we talking, 80% good, decent people in the fbi credit domain? 90%, can he be more specific? since she is holding press conference daily briefings on a daily bay, there would be a follow up on this. it is interesting. my one take away from today, jen psaki echoed what anita dunn said over the weekend. and that is a biden advisor and served in the obama administration as well. talking about bipartisan support in terms of redefining bipartisan means, here is what anita dunn said, even narrow congress, mr. biden has the opportunity to build broad bipartisan support not necessarily in congress but with the american people. and then psaki cited a poll the american people supported mr. biden's covid package. that appears to be bipartisanship not working with republicans in congress but if the pole next to is popular that is good enough for democrats to move through this case with reconciliation around covid-19 relief. >> sandra: joe concha, thank you for sticking around with us in the briefing and joining us after come appreciate it. >> good to see you. >> john: the fight for the future of the g.o.p. front and center of this happening. house republicans it to me in an hour this state of marjorie taylor greene and liz cheney. let's bring in republican senator lindsey graham. senator on marjorie taylor greene, at the pentagon on 9/11 said the shootings in las vegas, and all prestaged. the clintons crash john f. kennedy's plane and the california wildfire cited by jewish lasers. i know you have spent some time with her. where do you come down and decide whether she should be stripped of committees? >> rather me talking about what she may have said i want to hear from her. air force one had a pleasant experience with her, very cordial, very pleasant. so here is what i think she owes herself, quite frankly and her constituents in the country, is that true? was she misquoted? was she taken out of context? i want to know does she still believes sandy hook was fake and that 9/11 was an inside job. that there is a jewish laser starting fires in california. i don't know. i know how words can be twisted. i know how you can be taken out of context. but rather than me talking about her, i would like for her to be definitive. did you believe that van? if you have changed your mind, why? what do you believe now? and then i will comment. i will give her a chance to come out and say definitively what she believes about all these events. if she doesn't say anything, i think she is making a mistake herself, her constituents, and quite frankly, the congress. >> sandra: but then the onus is on your party because you have karl rove speaking out on this. he is saying she has a problem for our party. >> could be. >> sandra: she beat stripped of house assignments. and use control of space. >> with all do respect, i don't care what karl rove thinks about what she said. i care about what she believes. and it's not an unreasonable thing to ask what the congressman endowment congressman believes. are these accurate or taken out of context? what do you believe today about sandy hook? about 9/11? >> sandra: what we do about getting the answers? >> if she doesn't answer, she is doing herself a great disservice and i would assume the reason she is not answering is because it would be. i don't know. you know, is that too much to ask of her, quite frankly? if she believes that sandy hook was fake, then that would be incredibly disturbing because it wasn't. i was there during nine 9/11. anybody who believes that it was an inside job and not an act of terrorism has lost their way. so if she actually believes this stuff, very severe consequences because she is out of touch with reality that may be, maybe she doesn't believe that. i want to bleed from her, that's what i want to hear from. >> john: what about liz cheney? she is being talked about losing her leadership positions, number three in the republican caucus right now because she voted in favor of impeachment for the president. i remember a moment where stood up in the senate and said, i tried to help, but it is over but should she be punished for voting her conscious >> it was a vote of congress, and she needs to reconcile with the conference. i don't believe in the impeachment process because it was signed 50 hours without a lawyer and not one witness called. it is not exactly the model due process you want any president whether you like him or not. but with having said that, liz cheney is an invaluable member of the republican party. no, i don't want her to go anywhere. i think she should stay in leadership in my view because her voice is important for the republican party. she is one of the leading experts on national security of the entire party. a role model for conservative women. she is conservative across the board. so i think liz cheney is a valuable member of the republican party. and i disagree with her impeachment. >> sandra: you, sir, heading to the impeachment trial for president trump next week. i would ask you as your party continues to go down that road with the democrats going down that road and your party has to respond, what is the state of the republican party at this moment, senator? >> i think republican party will be very united around the idea that impeaching a president who lives in florida who is out of office is unconstitutional and the constitution says the chief justice will preside over impeachments involving the president. we don't have the chief justice and the senate, and patrick leahy tells you a lot and the founders intended when it came to presidential impeachment, not judges but the highest form of impeachment a president that it would be done by a neutral person, the chief justice of the united states. nobody come i think ever impatient a post presidential impeachment. it will open a pandora's box for the presidency. i think there will be close to 47 or 48 votes for the idea that this is an unconstitutional exercise, but not enough to stop the case. here is the question. if we fall short of 51 to dismiss the impeachment trial, what happens next? >> john: let me ask you a specific part of president trump's response. this is the one dealing with whether the president did try to interfere in the electoral count vote. the response, the president's attorney say "it is denied that president trump intended to interfere with the counting of electoral votes." let's go back and play the sound from the morning of january 6th. >> mike pence, i hope you will stand up for the good of our constitution and for the good of our country. and if you are not, i'm going to be very disappointed in you, i will tell you right now. >> john: in your mind, senator, is that or is that not trying to interfere with the electoral count? >> being disappointed when somebody is a crime, we are all in trouble. i think the idea that mike pence has the power to unilaterally change some electoral count is absurd. in the least conservative think i can think of where you would believe that a single person of a particular party could actually change the outcome of the electoral college. if that were true, al gore, mr. great opportunity, so don't tell him that. he will be upset. >> sandra: senator noted. as you look at the amount of numbers of the executive action that the president has taken since then in office commit is safe to say dozens. we note 60/40 by now. you are taking on some of the changes that he is making particularly undoing some of the trump administration policies. you tweeted out that democrats should realize in spite of dislike for him that what president trump did in securing the border and asylum laws work. do you hear from any democrats who are acknowledging that and perhaps willing to push the new administration on that? >> i hear a lot of my democratic colleagues. i there are a handful that the changes that president biden is making is going to lead to another wave of illegal immigration. when you do away date in mexico policy that trump was able to achieve where you have to wait in mexico for asylum date. you start tearing down the walls. when you go back to if you come here, claim asylum and you can stay. there will be a run on the border and the democrats won that. here is what i think. these executive orders on energy and immigration will be the pathway back to the republican party in 2022. they took a program that was working. they chose to get rid of it, and they will play the political price. i will be all over this. i will go to the border in a couple of weeks. i want to hear from border patrol agents on the border itself to tell me if they think this is why. >> john: senator let me ask you about covid relief because the president had a meeting wits including chuck schumer in the senate who said there is agreement, universal agreement we must go big and bold appear to be cannot delay, we cannot dilute. the president has said he thinks we can get republicans. what do you say? i say you need to try mr. president. you took the one area where there was unity. we have passed $4 trillion of spending in the last year with the average vote about 95% or 96. it's not like we cannot work on covid. what changed? the senate and the white house, they are destroying the one area that we had unity fighting covid. they wanted $1.9 trillion package and we just passed $900 billion package around christmas. 20% of the money has been spent. of the $4 trillion, 40% is not been spent. who thinks $15 an hour minimum wage increase will help business when they are being shut down in terms of revenue generation? so this is what we want you about. we told you that if they get the house, the senate, the white house, they will ignore us and run wild with their liberal ideas. and this covid package i think is running wild. >> john: senator commit is always great to see you. we will see you a lot next week. >> sandra: come back and visit when you go to the border and report back, thanks, senator. house republicans meanwhile soon to discuss the future of liz cheney and marjorie taylor greene has we just just discussed. republican congressman will be part of that meeting, and he joins us now. i'm sure you were able to catch some of the conversation we had with your republican colleague in the senate there. what should we expect from this meeting that is about to happen? >> well, look we will have a discussion and i don't want to get into the details what will happen in a conference or put republican conference meeting but i said many weeks ago there needs to be a vote of confidence, no confidence in the conference chair. you can have the leader, the spokesperson of your conference out talking whose job is to talk to the american people about the republican position taking a position on one of the biggest votes we ever had in the united states congress. that is against 96% of the conference that you are supposed to represent. that is a concern and i am sure we will hear about that some in the upcoming conference. >> john: congressman, of course, people are saying one hand you have liz cheney and the other hand marjorie taylor greene. the wall street editorial offers up-to-date "if the house g.o.p. punishes liz cheney and nothing about marjorie taylor greene, a longer time in the wilderness. jenny should get credit to stand alone despite the political risk. all things trump witnessed test for being loyal, the republican should get use to continued losses in the suburbs." so the idea is you can't let marjorie taylor greene say what she says and then sanction liz cheney at the same time. where do you come down on that idea? >> look, john, there are two different ideas. >> john: of course they are. speak with the main point is when you start having people in washington dictate what happens to members of congress and what committee they can serve and what they can do and not leave that decision to the voters in the district, to the american people, that is a dangerous road to head down particularly in this situation, it is the democrats who are saying we will kick this individual off of the committee that the republican leader and committee put her on. that is a scary place. so now, who is next? are the democrats going to say any and all republican members? >> john: but in the same breath, can you remove liz cheney? i know she wasn't elected that position. she was appointed. about marjorie taylor greene was appointed as well. speak with that decision is for the republican conference and that will get made. so let's let the republican conference figure that out. let's not any voyeur and speaker pelosi say oh, the voters in this district in georgia, they don't get to say ? it will be decided by the washington? >> sandra: from your republican congressman, he said let's hear what she had to say on these issues now. let's see where she stands on these issues now. if she has changed her position, she needs to explain why. if she says i still back all of those things that i said. if she said she still believes in those things, are you comfortable with her maintaining her position? >> you should ask marjorie taylor greene and have her on your show. >> sandra: we would be happy to. >> what i know is my don't think it is appropriate for democrats toeing the folks in georgia who gets to represent them and what committees they get to serve on and if you think that is okay, -- >> john: we hear that argument, congressman but what about the g.o.p. caucus? what does it plan to do about this on both sides, liz cheney marjorie taylor greene? what do you think should happen? >> john, we will find out in a few hours when we have a conference. we do that behind closed doors and don't talk about that on the airway. all i am saying is the idea that we let democrats decide not the american people. >> john: can we move off the democratic idea because we are interested in what your thoughts are and what the republicans might do in terms of dealing with these two issues, which really are causing a rift in the republican party. >> john, you can't move off of what the democrats are going to do because they are bringing the resolution to the floor tomorrow. >> sandra: so many members of your own party taking issue here. let's take a quick break and listen to karl rove on this very issue and we will get your response, congressman. >> if you believe the control space laser that starts fires in northern california and that they are unnamed high-ranking government official whose gut here for unknown security classification and all the 90 things that go with that, you should be taken off of the prestigious house education and labor committee and complained to the dark recesses of the earth are going away from the house floor. and let the voters decide in the next election. she is a problem for our party. >> sandra: congressman, your response. >> no one is condoning the remarks she has made. i've not heard any republican say that is appropriate. that is not the issue. the issue is once this starts, tell me where it ends, sandra? who is next? the cancel culture, january 13th on the house floor during debate i told the republicans if you go down this road attacking people with free-speech rights, where does it end? it will not stop with republicans but will go to all of us. 13 days later, what happened in california?
