spoke of the wind and what it has been like to stand out there and to wait for the departure of officer sicknick and all the people can see represented in the high numbers of law enforcement, fbi agents and all those who support the u.s. capitol police as well, who support our law enforcement, are outside the capitol. i understand griff jenkins is still with me. you're in position to better be able to see this. tell us what's happening. >> reporter: well, harris, right now we're just watching these hundreds of u.s. capitol police officers who have been standing firmly in the cold, in the wind, at attention for the last 30 minutes or so honoring their colleague and friend brian sicknick. the family here really has been a touching moment. they put out a statement saying they essentially thanked the capitol and congressional leadership for bestowing a historic honor on their fallen hero, saying their personal tragedy and loss is shared by our nation, brings hope for healing. such a powerful message on a day like this. we're seeing more and more police cars lining constitution avenue as they really get ready for this motorcade to start to depart. of course, a day of history that we've watched unfold here in the last two hours here at the capitol, with the flag flying at half staff. it reminds you just how special this place, is harris. to get here, for the first time in the 27 years i have lived in washington, i walked through the barbed wire on the fencing to come through security. it's a reminder of, really, some of the threats we face and the concerns they have here on the capitol. right now it is simply calm, quiet, and a lot of respect happening here, harris. >> harris: and this is all about the life of capitol officer brian d. sicknick as well, griff. he is remembered as being part of that mountain bike force that took off moments ago to lead the procession to arlington. what can you tell us about the officer from the united states capitol police and just kind of what he would have been doing. that was the first time i had seen all of those blue jackets gathered in one place. many people may be thinking the same thing. >> reporter: well, brian sicknick was 42 years old. we've learned from everything we've heard about him that his dream in life really was to be a police officer. he was one. he was a hero and dad. you can hear the capitol police helicopter flying above me perhaps now. they'll provide some cover. he died doing what he wanted to do. he was in the new jersey national guard as well. that's a testament to everyone out here honoring him is feeling in their heart. a true law enforcement officer doing what he wanted. when he arrived here last night he went through some of the very doors that were battered, beaten and broken when the capitol came under siege on this very day, this very time. it is a chilling time as well with the helicopter circling and with the security here. this will be a very safe motorcade procession, harris. one thing is for sure. they are not even their guard down even amidst their grieving. >> harris: you talk about that capitol hill police helicopter giving cover. i thought of it as a cover of respect. in the military, you do always have that air cover, that air support to honor those when appropriate from above. you mentioned his national guard service, officer sicknick. it is common in the united states and in the capitol for members of our military, former and current, to serve in our law enforcement. it's about 19% of your forces across the nation. that military history of his also present, all garnering a very large crowd of law entpoersment and military to say good-bye, farewell to officer sicknick. the motorcade, as such, is on the move. we mentioned the capitol hill mountain bike force, in those bright blue jackets that i was talking about with griff, had led the way. now you have the motorcycle division behind that. now seconds from here you'll see them on the move. you also have the lawmakers off to the side who have been standing out there for awhile. speaker pelosi and minority leader in the senate mitch mcconnell. everybody making statements between yesterday and today. officer sicknick, of course, was lying in honor inside the u.s. rotunda. you gave us details of how rare that occasion really is, griff jenkins, for people who are not lawmakers. those comments and those statements began last night and continue today. >> reporter: they sure did. as you can maybe see from our camera and viewpoint here, you see the capitol police motorcycle coming. it's a sight we see here in washington on a near daily basis. the motorcade, the president, the vice president, the speaker of the house, majority leader around. this one today will be for officer brian sicknick and the sacrifice he made. we're just getting -- we're on the east capitol, for those watching. they're heading north. they'll go to constitution avenue. they'll head across the bridge just a mile or so away to arlington national cemetery. as you can see coming into the view of my camera now should be the hearse carrying that urn and brian sicknick's family. they go by here. you see every member of this u.s. capitol police force here saluting in honor, knowing the challenges that they have ahead in this heightened security moment, the u.s. capitol police carrying a lot of sicknick's fellow colleagues along with several other buses behind that. this motorcade, obviously, will be going slow, as it makes its way down constitution avenue. it will pass, obviously pass, 15 blocks from here where, on january 6th, after the president's speech, the rioters, many of them protesters, came down here. it was that january 6th when the crowds came this way that put everyone here under threat. now they're going the other direction, going to arlington, with officer brian sicknick's remains. >> harris: griff jenkins, that was beautifully put, and a great reminder of the reverse of course, in terms of officer sicknick's journey right now. thank you so very much for being with me throughout this coverage. i want to bring in now emily, kennedy, tommy and charles. charles, i want to come to you first. you and i have talked about military service. you are a former military officer yourself, a veteran. we love you for a lot of reasons. we're thankful for that. what are your thoughts on this day, exactly four weeks later and about an hour's time from now the insurrection would have just been beginning. >> i was enlisted in the u.s. air force when my father was an army veteran. he fought in vietnam. to be quite frank with you, he was never the same when he returned. as you were describing all of this so eloquently, harris, i thought about the salutes and the process. i always said to myself, there's no one in this country who would hate the u.s. flag, america's flag, if they had ever been at a military funeral. from my dad, when they started to fold the flag, each process, higher ranking individual. finally some big high ranking officer came with the final fold to present it to his wife, i just -- you get the best of what it is and what we enjoy every single day, but almost all of us virtually take for granted. that freedom isn't free. then you look that it's not just fighting wars overseas. whether an fbi agent, whether you're trying to protect the capitol. so many people put their lives on the line. so many sacrifice every single day. i won't say we should be ashamed that we take it for granted, but we should make a better effort to appreciate what those men and women do for us. >> harris: thank you for all you've said, charles. it is so true. and maybe we have to give each other a little bit of a break on that because we live in such a great country, we don't think about these things front of mind. there have been recent examples and reasons to do exactly what you're talking about, and to not take it for granted. and appreciate the sacrifices some of us make and continue to make to keep us safe, to keep us free. emily, your thoughts? >> this was such a compelling and powerful morning as the nation came together to mourn the loss of officer sicknick and, to me, what was so striking is that he laid in honor. his remains laid in honor in the very place that he gave his life protecting. that the very people he had sworn to protect that he sacrificed his life to protect, were there honoring his memory, expressing their gratitude, expressing their condolences to his family and mourning as one. as griff jenkins pointed out, the procession of his remains now going towards arlington national cemetery, the opposite way the rioters took. my take as an american, in addition to mourning the loss of this brave hero, officer sicknick, is that these are the moments of unity that the american people feel that i hope will remain on the hill with our lawmakers. as they stood side by side today, there was no party there. it was just americans. i hope that continues. >> harris: amen to that. i had on representative andy bigs on a different topic last hour, but he said something that really pressed in on my heart. it was where we need to be with unity right now is this calm, persuasion when we have to debate mixed in with the facts. as emily is saying, wouldn't that just be a delicious and necessary outcome of all of this that we can get to that place. is that too hopeful? >> i don't think so. i think we can. >> no, i don't think anything is too hopeful. i think we have to have hope. that's the only way that we move forward. but it is also very nice to pause in solemnity. it is so easy to get wrapped up in a break neck news cycle that goes so fast that the casualties of events like this, we run the risk of losing sight of what it means to lose an officer. you think about his family and you think about his brothers and sisters, who served alongside of him and the danger that every officer is faced with when they leave for work that day. i'm sure he probably thought this would be a typical and kind of crazy day in washington, given the environment. he ended up giving his life in service. it was an act of brutality. but there is something really important about slowing down and taking stock in someone's life and really thinking about the courage and what it means to wear the badge. president biden, has softened his tone in terms of police. we're in a little bit different place now, considering what happened at the capitol, considering those fbi agents who were killed, in terms of talking about law enforcement than we were two months ago or five months ago or from last summer. hopefully, we are in a more rational place. it's moments like these that force us to hit the reset button. here we are having, hopefully, a better conversation about humanity. >> harris: tommy, your thoughts? >> as you know, i have long been an ardent supporter of law enforcement. quite frankly, watching this, it's beautiful, touching. it also reminds me of so many officers that died in the line of duty this year. oftentimes they don't get this service. i often ask people to remember one fallen officer and move people even who support law enforcement can't do it. i'm so happy he is getting the respect that he deserves. i hope the country takes a pause and understands that this officer and this day is dedicated to him and his family, but there are so many officers doing this day in, day out. the villainization of police has to end. i hope this is a reminder to the country of that. >> harris: amen. what we're watching. that is officer brian sicknick, who gave his life defending what he swore to defend, the u.s. capitol building, which is to the left. above him, just moments ago, officer sicknick's cremated remains came out, alongside an american flag. they were loaded into a hearse, and now by a mountain bike force that he was part of at the capitol, and then a motorcycle brigade behind that and then buses carrying lawmakers, he is on his way, his remains, to arlington national cemetery. we have been watching this with you and taking all of these moments in the president is defending his record number of executive actions and orders as democrats are laying the ground work to muscle through their nearly $2 trillion stimulus plan without republican reason, about the number of executive orders that i have signed. i'm not making new laws. i'm eliminating bad policy. >> harris: biden continued to bypass congress with executive actions despite promising an effort to work across party lines. just take a gander. remember this? >> unity and healing must begin with understanding and truth. we come together as one nation, under god, indivisible. we'll do it by coming together, by uniting after years of pain and loss, a year particularly needed to heal, to rebuild. >> harris: this comes as senate majority leader chuck shumer and democrats have approved a procedural motion to move ahead with president biden's nearly $2 trillion stimulus plan without any republican support. if we thought it could not or might not happen because the moment would overtake. something else overtook. what was it, charles? >> the agenda. it's not even a couple short weeks with respect to the new president. we've seen, i think, three distinct occasions where this pledge of unity has fallen by the wayside. the impeachment trial where president biden repeatedly prompted to congress. now all these executive actions, without any form of compromise, not even the pro tense of compromise and now with the robinhood traders, not even willing to say anything to offend hedge funds which are big donors to both parties. i feel like the fabric that was frayed and stretching in this country has become even more tenuous. >> harris: here's the total number as of today the three extra ones today. executive order plus actions 47. wow. >> it's record breaking. i all want to point to and draw attention to the three executive orders he ramrodded through today. as someone who visited the border several times, who has taken time to speak with agents, what he did today, especially concerning for me. zero tolerance policy that they tout as being so immoral, that works when it comes to people crossing the border and helps protect and stablize, border agents told me themselves. when you say you have zero tolerance to those families coming, they don't make that dangerous journey because they know they might have to wait in mexico or they could potentially be separated. it is a life saving policy that's put into place to not only protect our borders but to protect the migrants themselves. i think it's incredibly insulting that president biden e taken the time to speak to homeland security officials and the border patrols, as presiden trump did. i would just tell everybody in the audience watching, pay very close attention to what this president does on immigration. i think that's going to be a paramount issue. it's going to be tossed under the rug for sexier items, but it's something to watch. so pay attention to what he does. >> harris: that is kind of what we do though, right? we pay more attention to what people do than what they say. >> hopefully. all of politics is a bunch of clap trap. congress doesn't want to do anything. they want to find the cameras and speak as much as they can. if adam schiff would remove the bull horns for a moment and maybe go caucus with some other democrats, they could figure out a way legislatively to tackle and clarify immigration. they don't have the back bones to do that. now each party just relies on their president, if their person happens to be the one in power, hoping they write as many executive actions as possible. that has become the new legislation. it's not a good sign. it's awful for immigration because it just creates so much more confusion. it creates really dangerous environment south of and north of our border. then you have this stampede to try and get in because people don't really know what's going on. they hear a rumor that the barn door has been swung wide open. so now pandemic begins. you hear about kids who have been separated by their kids. this is cross administrational. this is not just the trump administration, obama administration, now the biden administration. my question is, as a parent, where are those parents? go back and get your kids. it's not just a matter of not wanting to be held accountable in immigration support. go back and get your children. >> harris: it's interesting. i was reading today they are looking at the biden administration reopening some of the venues that would, i was saying deal with, handle, unaccompanied minors in the interim. it feels like we're going backwards on this issue. as tomi pointed out, when you look at those 47 executive actions and orders, you start to wonder, how much of that can be turned around by the next guy? what's permanent? >> exactly. it is a precedent being set or being furthered and exploded that you rule by a king and you, in fact, don't rule by the american people electing american representatives that legislate on their behalf. to your point about the unaccompanied minor children, that is one example of the fact that in these orders the actual effects are the totally opposite counter effect of the stated intended effect here. let me back up for a second. that president biden's campaign, remember, emphasized to the american people that his 24 years of service as a senator and eight years as vice president was what made him the best candidate to work across the aisle, to foster unity. that unity already existed. so what i don't understand is why he's not listening to even the commonsense within his own party when senators manchin and collins point out the actual consequences of these orders are polar opposite from the stated intended intentions of these orders in the ways of the immigration ripple effects, of job, basic economic recovery of small businesses and the like. given the president's longevity, i don't understand why he more than anyone can't see these obvious really negative long term consequences. >> harris: let's hope he doesn't and he's missing it. if he does see it and he's still doing these things, we're going to need to ask him more questions, if he would just sit down for them. president biden is facing criticism for his comments about the two fbi agents shot and killed in the line of duty yesterday. the agents were serving a warrant in a child pornography and crimes against children investigation when a man opened fire after spotting the fbi agents on his security camera. the bureau has identified the two agents. 43-year-old laura schwartzenberger and david alfin. three others were wounded. this is what president biden said yesterday. >> they put their lives on the line. it's a hell of a price to pay. every single day by and large vast vast majority of these men and women who decent, honorable people who put themselves on the line. we owe them. >> harris: why the need to say vast majority in the context of mourning two downed, three wounded at least? charles? >> large part of his constituents have been anti-law enforcement. let's be honest about it. i think he's trying to thread that needle. maybe trying to refer to index cards. you saw him fumbling there. it is a shame in that particular moment to sort of quantify who's good and who's not good amongst the men and women who protect us every single day. but he struggled. it is clear that there's a large constituency out there. we are all against police brutality. we are all against abuse of power. at that particular moment it was about this man and woman who were brutally murdered. listen, if you want to be political, you have to say this person was a person of interest in a heinous crime. they sent a much larger force to arrest roger stone. christopher wray needs to be questioned on this as well. i wish joe biden sometimes would let his guard down without worrying about checking off the boxes about everyone he has to sway every time he opens his mouth. >> harris: he has done that. >> he was the chief to be, as people talked about him as he was talking about covid-19. it was part of what made him successfully connect with people's hearts who were really suffering in the pandemic, not just those with the disease. some of the small businesses. if you want to talk and use the word most. how about most americans living in restricted areas of lockdown. he had made that connection. why suddenly the qualifier on the arbitration of who's a good guy and who's a bad guy? >> because both parties are split at the seams. you have two factions in each party. he's trying to appeal to a very angry faction. there are a lot of progressives that see some of the cabinet posts that president biden nominated and confirmed so far. they're not happy. they have to do whatever they can, this administration, to appease progressives. that means really parsing words and making sure that by saying something decent, you are not offending the squad, god forbid. >> harris: tomi? saying something decent? i think he can take care of the squad or whomever you have to take care of later, i don't know. who's running the show anyway? >> that's a good question. every time i see president biden speak, the rare times we do see him speak and address the press or address anyone, you see him being very calculated and very concerned about what's going to come out of his mouth. probably because there's usually a gaff on the tip of his tongue. also, he's being controlled by the squad. he's being controlled by blm and antifah. this is no different than what barack obama did in dallas texas when we lost five officers that were slain at a blm protest in 2016. barack obama did the same thing at their memorial service talking about those that have died because of police brutality and couldn't even take a minute to talk about those five officers. biden has been trained well in that. it frustrates me the double talk out of both sides of mouth with the liberals and democrats. on one hand we watched this beautiful memorial for officer sicknick. democrats talked about how awful it was these trump supporters did that. i agree. on other side of their mouth they're still demonizing law enforcement. be consistent. you don't pick and choose when it fits your agenda. >> harris: all right. let's move to this. a growing threat from china and russia. both stepping up their anti-satellite missile testing. the space force taking on growing importance now. so some are asking and were surprised to hear about how the white house press secretary answered a question about our newest military branch. why did she say that? next. >> president made a decision on the scope of this force.
