expecting to be talking about some of these immigration policies this weekend on some of the sunday shows. that got delayed because of the delay of the nomination of the, confirmation i should say for nominating homeland secured alex mayorkas. this has been priority of then candidate joe biden and also president biden and first lady dr. jill biden. >> he's personally committed to his wife personally committed and invested in and he will plan to make the announcement next tuesday. the task force will be led by secretary of homeland security. once he's confirmed, alex mayorkas. david: the president wait if for mayorkas to be confirmed. clearly president biden wants homeland security with them. one of the orders, mike, the president plans to sign on tuesday would establish a traffic force that would basically reunite families separated at the border under the trump administration of the last 4 years. then candidate biden talked heavily about this issue on the campaign trail. president biden also expected to increase refugee admissions. he said in the past, he wants to boost the number significantly from 15,000 at the lowest point of the trump administration to 125,000 admissions per year. that plan alone, though, has some republicans from border states raising eyebrows. >> another executive order that will really have a profound effect on new mexico. it's unbelievable that we would compromise the safety and health and really the national security of our nation by virtue of the executive orders. david: since taking office, president biden has reversed several travel bans put in place by president trump targeting people from muslim-speaking countries. also -- from muslim countries i should say. also president biden plans to make citizenship an 8-year citizenship path when he comes forward and ultimately, mike, he would like to do this, you know this covering congress, he would like to do this congressionally not through executive orders. mike: david spunt, thanks, a lot. group of senators with an alternative plan on their own. >> good afternoon, mike, in the letter this morning to the president, senators unveiling covid relief proposal and they want meeting with the president to discuss it. hours later the president instead touted his own version on twitter, saying, quote millions of americans have lost dignity and respect that comes with the job and a paycheck. my american rescue plan will extend unemployment insurance ensure folks can count on the checks continuing to be there in the middle of the crisis. the white house has outlined $1.9 trillion to proposal. democrats plan to move it through congress through budget reconciliations, allow them to approve the bill without republican support. >> if you say you want bipartisanship and you want unity and you want republicans to join and then you have a budget reconciliations which is chalk full of handouts and payoffs to democratic constituency groups, you don't want partnership -- bipartisanship. you want to ram it through. >> they oppose some of its specifics like raising the minimum wage to $15 an hour and money for state and local governments. republicans say their plan like the white house bill spends $160 billion for vaccine deployment, testing, tracing, treatment and supplies. the republican senators also say they would offer more targeted relief checks than the 1,400-dollar payments outlined in the white house proposal. mike. mike: should be a fascinating fight ahead. rich edison, live, thanks a lot. joining us pennsylvania congressman and cochair of the house democratic policy committee matt cartwright, welcome. >> mike, good to be with you. mike: lawmakers passed more than $900 billion of covid relief, why is $1.9 trillion needed now? >> wholly smokes. we are in a national energy and the time for fuzzing over the fire points has past. our nation is at a crisis point. the scientists, the virologists, epidemiologists, they are making it clear that we are in a race against time. the viruses are mutating, you have the british very, brazilian, south african. we need to be afraid of these things because if they mutate, they could extend what we are all hoping for by the end of the summer we are out of this stuff. by the end of the summer we have over 200 million americans vaccinated and we have so many people that already caught the virus. this is -- excuse me, this is interesting. the -- the epidemiologists i was listening to yesterday were talking about -- about 100 million americans have probably already caught covid and many of them just didn't have symptoms. so by the end of the summer, we have a chance to pull out of this, to pull our economy out of the doldrums and skyrocket growth in the country but we can't fool around with this virus. fauci said it yesterday. he said we have to ramp up production. we have to make sure these -- these 200 million people get vaccinated asap and to slow down, to fight, let's not do that. it says man plans and god laughs. but look, we have to plan. we have to try. we have to -- we have to push these things out and i really love that he's ramping it up with the activation of the defense production act. getting fema money to the state's national guards to set up vaccination sites. this is a national priority. we shouldn't be fighting over the particulars. mike: okay, so republicans note that there has been plenty of unity talk but some suggest there's been very little outreach. take a listen to this. >> the president's team did not reach out to anybody in our group, either democrat or republican, when they fashioned their proposal. if you want unity and bipartisanship, you ought to start with the group that's shown that's willing to work together for a common solution. they did not. mike: is the message from democrats take it or leave it? >> i think it's probably, we are willing to compromise but we are in such a hurry to get this done, this is to save our country. mike, we have to get it done and to fuzz on what's the outer edges of it -- i think the message is clear from the white house. they are going to push it through. there probably willing to make some changes but one thing you guys didn't mention was that the stimulus checks, they're talking about cutting them down from 1400 to a thousand. you know, president trump wanted 2,000 to begin with. we agreed with them and pushed that through and the folks like bill cassidy, they had their face set against it. mike: one more topic, immigration. we expect executive actions. does that make it harder on such a difficult issue such as immigration? >> one thing i like about joe biden, he does pride himself in working a bipartisan fashion and i do too. my whole time in congress, you may not know this but i'm the democrat who has introduced more republican-supported bills than any other democrat in the democratic caucus of the house. i have friends on the other side of the aisle. i have lasting friendships and i like to work that way whenever possible. when you talk about immigration, i think there is -- there's a deep-seated yearning for us to accomplish comprehensive immigration reform. farmers want it, employers want it and the economists tell us that if we were to actually deport 11 million souls from our shores that would lead to the loss of 4 or 5 million jobs of american citizens. there's a smart path to immigration reform and we ought to go for it. mike: congressman matt cart cartwright, thank you so much for your time, we have to run. president biden's plan is getting a pushback depending on states that rely on fossil fuel protections. reactions to his state republican governor mark gordon, governor, welcome. governor: good morning, mike, good to be here. micheal: what's the effect of president biden pulling plug on keystone pipeline? >> for wyoming there's aging infrastructure and the keystone pipeline would allow natural gas to be able to move to the other infrastructure and would make a safer way of transporting, it would help build our markets up. you know, that decision is one that is a real -- is a real problem for energy-producing states and especially in the west. and the other thing from the domestic supply standpoint, it actually being able to produce more domestic energy is good for the country. mike: some on the president's team suggesting the biden vision will be good for the country. take a listen to this clip. >> not only are there many more jobs in the climate agenda and this will be more part of the recovery act that's coming later than the rescue plan, but this is something where the market is already moving in this direction. mike: how do you respond to that, sir? >> well, i've been a state treasurer for a number of years and i start to ramp up. when you look at renewables in wyoming, there's obviously impact. renewables have impact for wind generation. spoke with, i guess, i'm not sure what you'd say, ambassador kerry about that issue. he recognized it. you have the western skies and suddenly they are clouded up with -- with wind -- windmills or pin wheels across the landscape, it's a big problem for our wildlife. it's a big problem for migration corridors, endangered species, all that sort of stuff. and the real challenge there, none of that is really looked at nor is the actual climate impact that goes into solar panels, batteries and so on and so forth. we really believe in all energy front footprint is the best thing that we can do and allows us to balance land use and climate. wyoming has really led the charge on climate change back in the 90's. we built the first body of law around climate -- about carbon capture. we worked to get carbon capture moved forward through the last 4 years. we have integrated test center that's really breaking ground. the carbon ex-drive and to take out carbon dioxide out of the atmosphere. mike: they are arguing it's an existential threat. do you worry about overreach? >> i do worry about overreach. one to have big challenges with the executive orders and i called my democrat colleagues and also my republican colleagues and none of us got outreach from the white house before they did this. it's particularly devastating to everything west of mississippi. you really wonder if this isn't a divisive kind of move on the part of this administration and really come down and say, we don't need a republican energy plan or a democrat energy plan. we need an american energy plan that emphasizes climate, that's important and emphasizes jobs and making sure that the transition is an orderly one. mike: briefly, how is the covid fight in wyoming right now? >> we are doing reasonably well. i was listening in the conversation in your previous guests. wyoming is anxious the keep our jobs. we have been rolling out our vaccine as much as we can. i worry from time to time that we hear the federal government will make things better for us, really all we need is vaccine. every state that i talk to just needs vaccines. we have systems and we are doing our best. mike: governor gordon of the great state of wyoming, thank you very much for your time. much more on this chris wallace and he will have exclusive interview with republican louisiana senator bill cassidy, that's coming up here right after our show. less than 2 weeks of impeachment trial, trump's legal team is changing two impeachment lawyers which bowers was to take lead and debra barbier have left the defense team and cassidy had this to say about the shake-up? it's going to make a huge difference if this just shifts a little off to the north, to the east, to the west. but as of right now, we have areas like philadelphia expecting anywhere from 10 inches to 20 inches of snow. new york city 8 to 15 inches of snow. there in dc, additional snow, it's not total. maybe another 4 to 5 inches. same case in boston area. i want to leave you with last graphic because it will make a big difference and if you see a ton of snow, purple areas can shift a tinny bit and that's 2 feet of snow. if that hits new york, we could be talking about nor snowfall. we will be watching in the next couple of days. mike: thank you so much, be safe, folks. wall street's wild ride can be far from over as red it investors pump gamestop when the market opens tomorrow. sec is keeping a close eye on the situation. here to talk about some of the potential legal fallout is securities attorney and northwestern university adjunct law professor andrew, also the author of waging war on wall street, andrew, welcome. >> thank you so much. mike: should we expect a roller coaster ride for the stock market this week, more of what we saw last week? >> yeah, absolutely. why not? the sec hasn't stepped in to stop this calamity so i would expect this sort of volatility to continue for as long as the sec stays on the sidelines. mike: what should they do about it? >> it's simple. we have stock manipulation with respect to the stocks. it's still stock manipulation, violates 1934 securities exchange act. the sec needs to step in and prevent, investigate it, peel the onion and find out what's going on and potentially halt trading in the securities because very clearly stock manipulation. manip i feel like sec is saying that's okay, let's see how that plays out. mike: massachusetts senator elizabeth warren is sounding the alarm. i want to play the clip and react to it. >> they turned the stock market not into a place where you have capital formation to support businesses, but more into a casino. we need a market that is transparent and leveled and that's open to individual investors. it's time for the sec to get off their duffs and do their jobs. mike: how do you respond? >> she's right. this has been a disaster all the way around. it's a disaster for hedge funds that have been wiped out. it's a disaster for robinhood and this feeds the perception that there's, in effect, bifurcated level for the big boys and for individual investors. my biggest concern is that when the small investors see this sort of craziness going on in gamestop that they will sit out and that's a problem because we have a big retirement crisis in this country. people aren't investing and they're not investing enough. and when we see this short of volatility in stocks where the fundamentals are horrific and that's what we are talking about with respect to gamestop, that it causes investors to say you know what, i'm not going to dip my toe in the water and do what we know they have to do which is invest so we don't have this retirement crisis. mike: elon musk on twitter, let's put it up on the screen for you. he says you can't sell houses, you don't own and you can't cars you don't own but you can sell stock that you don't own. this is bs, it's a scam only for reasons, duh he have a point, andrew. >> no, he doesn't. there's a reason why investors should be allowed to short stocks. there's a reason for it but in the same sense hedge funds have been abusing shorting of stocks for a very long time. you think about the carnage cause bid the hedge funds, i think that's why so many people are so happy that these small investors are doing what they are doing. the gilded age have been crushed and they've been crush bid the mall investor who has traditionally been the gum on the bottom of the shoe for wall street. so shorting is okay but when you're talking about manipulation of stock related to shorting, that's when we get into problems. mike: what's your advice due little guy who may be watching, i will jump into it this week? >> yes, yes. it's the simple answer. they talk about the science. the science is very clear. the risk to teachers or to the students that they teach of catching coronavirus or getting serious form is minuscule. mike, there's a much more serious problem, much more serious objection than what the teachers union is saying there. they are claiming as they negotiate with chicago city, the school board, that they need to be treated as essential workers, that they should, in other words, receive as essential workers are receiving the vaccine, get a vaccine before they go back to schools to teach because they are essential. mike: right. >> essential workers have been working. hospital workers, law enforcement, emergency first responsers, grocery store workers, bus drivers, transit workers. they haven't been sitting at home refusing to work because of the risk. they've had to do it. chicago teachers want to be treated as essential workers in order to jump to get the vaccine but they didn't want to be treated like essential workers because they have to work. it is an essential work and kids need to go to school. mike: more are fed up and want kids in classroom. what's your take of the situation in chicago? >> teachers got into teaching not for the money. they love teaching. they want to get back into the classroom too. the suggestion otherwise and jerry saying that, this doesn't make sense. this underscores why this american rescue plan that joe biden has put forward which would be funding and looks like republicans are supporting, ventilation, vaccination and testing and tracing is so important. it's not going to solve things between now and midnight tonight. i do think the unions may be misreading the white house a little bit because joe biden is rather adamant that he says the schools should reopen as soon as possible. mike: we are looking ahead to a new week. we expect more executive actions from president biden including several on immigration, a very thorny issue, jerry, does that hurt the possibility of getting an immigration deal done permanent on capitol hill? >> we will see what the legislation that president biden wants to submit to congress is. his early actions on all fronts, let's be honest, have been pretty aggressive. he's had more executive orders and presidential declarations than any president in his first ten days in office than -- than any president we have seen in modern times and have been pursuing a particular agenda. on immigration in particular rolling back president trump's executive orders. the real question, mike, what kind of legislation we will get because most of this will require legislation. president biden's plan to give a path to citizenship to 12, 13 million illegal undocumented -- illegal immigrants, undocumented immigrants is a non-starter. unless democrats with able to abolish the filibuster in the senate, they need 60 votes to get that passed. there's possible route to revive the plan for the dreamers, the half a million or more dreamers, the children of immigrant -- the people who were brought here as children as immigrants when they were children and the path to citizenship. there's a possibility for that. the more radical proposal that president biden rolled out, i think that's -- that's extremely unlikely. mike: richard, your thoughts on immigration this week and possible legislation down the road. >> sure. joe biden campaigned on immigration reform and he won by 7 million votes. obviously this is something that was not unpopular. and let's not forget that as you know in 2013, the senate with support from people like marco rubio and lindsey graham passed immigration reform bill that would have passed the house had paul ryan been willing to bring it up and included a path to citizenship and $46 billion in border funding for -- to protect the border. this is actually something that should be more bipartisan. there's bipartisan support in the polls and i actually think what joe biden has done through executive orders so far to protect dreamers and reunite the families that were pulled apart at the border, there's, again, broad support for that as well. mike: richard, jerry, thanks so much. we have to leave it there. >> thanks, mike. mike: thousands arrested in russia as demonstrators take to the street to protest the arrest of alexinavalny after the break alright, i brought in ensure max protein to give you the protein you need with less of the sugar you don't. >> it's been a difficult time. closures affect us profoundly. i'm very lucky i have a really beautiful patio that seats 75 people. so with a lot of space, so when we are open, we are in good shape but the two closures have been difficult. i have 40-something employees. i've had to lay them off twice. it's challenging. as you neglect the industry is challenging in general. but this open and close has been really difficult and the hospitality industry is incredibly important to not just an economic driver but i think culturally in the way that we all live whether it's french laundry in napa valley to nebraska. and so it's -- it's an important time and the challenges of this, you know, have been many. mike: talk about what you've done in the gym business there, robert, to reassure your customers that steps have been taken to make it a safe experience, what extra steps you've taken?
