With time equally allocated between parties and each member other than the majority and minority leaders and minority whip limited to five minutes. But in no event shall debate 9 50 a. M. Beyond the chair now recognizes the entleman from illinois, mr. Shimkus, for five minutes. Mr. Shimkus thank you, mr. Speaker. Mr. Speaker, i rise again this thank my boys, now young men, for the love, support, and understanding during my time as congress. F as i stated yesterday when i was sworn in for my first term in 1997, david was 3 years old. Joshua was 1 years old. In 1999, daniel was born. After completing this term, i 24 years. 21, ns will be 28, 25, and respectively. So their entire lives have been of ng their dad as a member congress. I always joke that in the early packageable. Were in the district we just packed them up and hauled them around. Changess meant diapers, of clothes, lunchables. Well, you get the idea. They had a chance to visit county and state fairs. They also had to sit through than their fair share of political dinners and oh, the and every season and weather conditions. Only eat so many tootsie rolls and candy. As they grew they began to be in other activities. I tried to be supportive as ossible, whether it was recreational soccer, singing in the choir. Up the slack k where and when i could. Im still burdened by the events missed. One particular troubling time as missing an entire baseball season. Davids games were on tuesdays and thursdays. Either r we were traveling to d. C. , in d. C. , or returning home. A fluke in the schedule, i had a chance to make a game so i hopped on a plane while i ind out that was landing it was raining. Joshuas soccer team one or two years. Sometimes i was that good not. Le and sometimes i was i cheered loudly and supportable daniel. Sometimes i was that good example in the stands and sometimes not. I think my problem was trying to up for missed time, becoming too engaged in their competitions. Type a parent is challenging. But having two can be overwhelming. Ask my sons how they per receive their father pr receive their father. Me they knew i was making every effort i was trying to activities. Ir life this is something i try to do today. Avid now works for a major utility as a computer programmer. Joshua is here on the hill after corps. In the peace daniel is attending a Major University closer to home. We check in frequently and have each others backs. He boys, now young men, continue to be close and also check in with each other. They probably spend much of about their lking parents. I want to publicly thank them for their support over the years. Want to apologize for the times i placed work over family. Forgiveness. Im very proud of them. Back. D tempore the o chair recognizes the gentleman from texas, mr. Green, for five minutes. Mr. Green thank you, mr. Speaker. Mr. Speaker, and still i rise. Here in the house of epresentatives because many persons make great made great acrifices so i would stand and speak today. Many of these persons was the protested. Counters, jim crow laws, they know what billy club. A these are the protesters that made it possible. What would magine have happened had the honorable lewis, hosea williams, and Jimmy Lee Jackson, those persons protested, Jimmy Lee Jackson life. Is reverend c. T. Vivian was there the Edmund Pettus. If they confronted the police and met them with force, would i here today . I think not. I believe that Peaceful Protesters made it possible for good many members of congress to be here. Not all of us are here because smart. We are here because others made great sacrifice so we would have these opportunities. Here is is why i stand today to say that we can peacefully protest. Be disruptive without being destructive. If you are being destructive, the cause. Helping peaceful protest is the best protest. Has made a difference for so many of us in so many ways. Facilities grated because of peaceful protests. Changed because of peaceful protests. Persons have been the right to ote because of peaceful protests. Peaceful protest is the best protest, and its made a ifference in the lives of good many people in this country. Those whoutely salute peacefully protest, and i do not ondone those who protest otherwise. Ow, with reference to the constabulary. There have been unidentified who havefederal agents been policing the streets of american cities. Do not have the right to indiscriminately. They do not have the right to take people away and hold them at some drop them off location. They are not within the law when this and officers of the law should not break the law. Unidentified federal agents, and they must be stopped. Not the american way. I support the law as it relates protesters. I support the law as it relates to the federal agents. Law. Hould obey the now, you say to me, well, how is it you went to jail . I went to jail and i was willing to suffer the consequences. I was protesting. Was in the middle of the street, as a matter of fact, here in washington, d. C. , when i once. O jail and i was there and i suffered my consequences. From ng wrote his letter the birmingham jail, from the jail. Gham it is disruptive action, not destructive action. A disruption that we created in the streets. It was a disruption that caused jail. Ng to go to it was not destruction. If you destroy things, you are law. Ithin the do not break the law in the going to destroy things. Destruction is not the way to protest. Is how we get it done. And with reference to the law. Abulary, follow the we cannot have Law Enforcement under s breaking the law the guise of trying to protect tatues and other things from destruction. Neither of these two groups can bring about the kind of justice were looking for. Because ofesting now the brutality that many people have suffered and some have lost of the ves at the hands constabulary. But we also protesting because discriminating as it relates to lending. When people dont get the loans qualify for, their livelihoods are being stolen them. Their opportunities are being stolen from there. Discrimination in hiring and promotions. Theres this notion we should Kitchen Table issues discussed. Well, discrimination in hiring Kitchen Table issue, and those who believe that jobs discrimination as a conversation is not a kitchen wrong. Ssue, you are people discuss these things and we should. E have to make sure that every person is treated equally under the law in the United States of america. Is the best est protest. Law enforcement officers must follow the law. Protestation exceeds whats happening with the constabulary. It moves into the banks. Moves into our homes. It moves into our lives. Yield back the balance of my time. The speaker pro tempore the chair recognizes the gentleman from pennsylvania, mr. Thompson, for five minutes. Thank you, mr. Speaker. Mr. Speaker, i rise today to some great americans. Speaker, and i yield back the balance of my time. The speaker pro tempore the chair recognizes the gentleman from oregon, mr. Blumenauer, for minutes. Mr. Blumenauer thank you, mr. Speaker. Acome to the floor today with heavy heart. I see Donald Trumps declaring war on my hometown of portland, oregon. American ing the people in the coronavirus, in the face of six months of not weak leadership but virtually no leadership at all, of thousands of people dying unnecessarily. Ts hard to focus on the unprecedented assault on our that nmental protections they have unwrapped. But now theyre declaring war on cities, sending in an Occupying Force drawn from omeland security, particularly patrol, m and border ostensibly to protect monuments and statues. Protecting the American People and their constitutional right to protest . Attack our people with warning. Without seriously, injuring people xercising their right to protest, things that people can own eyesdeo with their watching the gentleman hit with requiring e, rojectile, requiring serious surgery, affecting facial injuries. Person just asking what was going on having officers assault hand. Reaking his they cant be that inept. Purposeful. Taking a very challenging hometown and y making it worse. Make no mistake. Isnt just about portland, oregon. They did in at afayette park, across from the white house, again, assaulting to cent protesters in order ave a photo op for the president of the United States. Theres indications theyre atlanta, chicago, kansas city, seattle. Next . Going to be talking about the challenges that have been taken in reforming a with a district attorney, and somehow an example of as breakdown in law and order, an on the american public. Portland, oregon, is not out of control. There are some people who have strong feelings and there are some who have done things that are inappropriate and unlawful, but that is the our local officials and our state officials to somebody not having unwelcome, uninvited, and coming in to take this difficult situation and make it worse. I appreciate the congressional leader, chairman of the armed service, adam smith of the judiciary committee, gerry nadler, bennie thompson, homeland security, who have decried this activity. It is important that we deal with trumps weaponizing Law Enforcement for his own agenda. Not driven by peoples needs, but by his poll numbers and becoming an Occupying Force in our Community Community and sadly, i think, elsewhere. We need to move forward with oversight hearings dealing with what they are doing. E want to pursue legislative initiatives, spending limitations, oversight hearings. This needs to be front and center at a time when we have so much to deal with, people cannot ignore what is happening in portland and what may be coming to their city. With the Administration Becoming more hysterical in their charges leading up to the election and falling poll numbers, there is no community that is safe from this interference. And we must do all we can to not just spotlight but push back. I i our democratic process and our Constitutional Rights are literally at risk, and you can see it in terms of whats been happening in portland, oregon. Thank you. Yield back. The speaker pro tempore the chair recognizes the gentlewoman from illinois, ms. Kelly, for five minutes. Ms. Kelly thank you, mr. Speaker. I rise for several reasons. First and foremost to honor the life and legacy of my friend and colleague, congressman john lewis. Long before he brought his talents to the halls of congress, john was a young leader in the civil rights vement together with his brothers and sisters they waged a war for the heart and soul of this nation and changed history. I feel truly honored to have served with him and i will be forever changed. From the Edmund Pettus bridge to the house floor john, was the conscience of the congress and truly of our nation. He will be missed. Likewise we lost another civil rights leader, reverend c. T. Vivian, a freedom rider who worked alongside dr. King. He was also a member of the Atlanta Community and my heart is with that great city at this difficult time. Finally, mr. Speaker, i rise today to challenge the senate to do their job. The American People are suffering from the coronavirus pandemic. Hospitals remain flooded, Small Businesses remain shuttered
