virginia. military operations key in that part of the country. front page of the "morning journal" out of ohio. lawmakers split on party lines on the president's performance. one more from the front page of ews," with ames n picture of the president. if you want to join our conversation, democrats, republicans, independents. a special line for federal workers. as you are calling in all morning, we have been helped out ta bringing us up to date on the latest. >> the first headline you read, we could learn more when the senate convenes this morning at noon eastern time. that will be our coverage on c-span2. they will talk about a possible deal through february 8 to open the government act up and fund it through february 8. the house came in and now they are in recess. lawmakers remain in washington during the government shutdown. the finger-pointing, as you read in one of the newspapers, is happening on twitter as well. speaker of the government is needlessly shut down because senate democrats need to stop the reckless game and vote for the bill to keep government open. the senate democrat from hawaii says we were close to an agreement last night, but the lack of clarity from the white house was the main problem. they do not want to move legislation without approval. getting clarity on the administration position is trying to -- is like trying to nail jell-o to the wall. there are either big takeaways from last night's vote. it came in just is expected. we had the countdown, referring to democratic leadership, which means speaker ryan has the worst intel in the world or sent over a bill he knew would fail in the senate. senate says the lengthy floor conversations were productive and bipartisan. no guarantees, but there is a strong chance for a resolution over the weekend. it would be good to get this done before folks head into work on monday. about that vote, 50-49. it failed in the senate to keep the government up and running because they need 60 votes. republicans hoping they could get more democrats up for reelection in 2018 to vote with them. they got five. doug jones tweeting early this morning that because of the children's health insurance program and the many families that would be put in jeopardy by a government shutdown, he said he felt compelled to vote yes. republicans were not able to get all of their rank and file in line for the vote. senatest five, republicans who voted no. i should say they lost four. came from senator mitch mcconnell, majority leader. today if they can get a deal to fund the government until february 8, he will be able to bring up that continuing resolution. why did senator jeff flake vote no? he tweeted a couple of days ago and reminded his constituents that his thoughts on daca have been -- senator flake noting he was promised the daca vote in part for his vote on the tax reform bill that took place earlier this year. not in the chamber last night was senator john mccain, republican of arizona. he is battling brain cancer. he did tweet this out this morning. frome will incur more harm this failure than our men and women in uniform. he goes into more detail about the impact on our military. john? it was a democrat -- how could that be true? hillary clinton championed this while she was first lady and initiated chip to begin with. to democrats did not want see things [indiscernible] we are not getting any cooperation from the republicans. you don't know what donald trump is thinking inside his head. they had no other choice. host: here is what president trump is thinking this morning. a few of his thoughts from his twitter page already, saying this is the one-year anniversary of my presidency and democrats wanted to give me a nice present. democrats are far more concerned with illegal immigrants than our great military or safety at our dangerous southern border. they could have easily made a deal but decided to play shutdown politics. we need more republicans in 2018 to power through the mess. one more tweet from the president. the republicans only had 51 votes in the senate and needed 60. that is why we need more republicans in the 2018 election. we can then be tougher on crime and the border and better for the military and veterans. here are the thoughts of senate minority leader chuck schumer just after the vote last night to not move forward on the spending bill. thevery american knows republican party controls the white house, the senate, the house. it is their job to keep the government open. it is their job to work with us on a way to move things forward. but they did not reach out to us once on this c.r. no discussion, no debate. nothing at all. it was produced without an ounce of democratic input and dropped on our laps. meanwhile, they cannot even get on the same page as a party. they control every branch of the legislative process, and it is the responsibility to govern. and here, they have failed. several republicans voted against the c.r., as well as democrats, for the same reason we voted against one of the most serious consequences of having continuing resolution after continuing resolution is the damage it does to our military. as a pentagon spokesman said last night, another c.r. would be wasteful and destructive to our military. the navy secretary said that because of c.r.'s, the navy has ,ut $4 billion in the trashcan poured lighter floodwater and -- fluid on it, and burned it. that is the navy secretary. this is no way to conduct the nation's business. republicans know it. democrats know it. the american people know that this party is not capable of governing. host: taking your phone calls this morning on "washington journal." don is in alexandria, virginia, on the line for independents. go ahead. caller: first, i want to say thanks for c-span. second, i do have sympathy for the situation related to the people involved in daca. the third, i think democrats and republicans should unite against donald trump in an effort to have him bring our troops out of syria. the reason i say that is in a committee hearing we just had ins past week, senator kaine discussion with the state department representative identified we have no legal authority to have any troops in syria or to fly our planes over syria in defense of the kurds or whatever troops we are defending in syria. those 2000 troops we have their are breaking the law and makes them subject to possible criminal trials in the hague. in support of our troops, i think we need to get them out of syria. n florida on the line for independents. caller: this thing that was brought up in the house, they could not even get that passed. the only reason they got that passed is donald trump put in the caucus. now they are all starting to worry about money. need to call on the freedom caucus to get that bill to go to the senate. each year, we have no budget. soon, it will be september and they had not even done this year's budget. it is the disaster insurance not funded. it is the military. it is all this stuff. they are kicking the can down the road and trying to say they're doing something. they will do it again in february. and then the debt ceiling comes up. this is a joke. meanwhile, he wants to fly to mar-a-lago. he is a millionaire leaving as a chilean are. he is taking -- trilliona ire. how is the shutdown going to impact you? i would argue on the civilian side that the government has been shutting down for the past year. there has been cynical leadership. the missions of the agencies have been hijacked, turned in the direction they were not established. there is the interior state department. the list goes on and on. agencies, a lot of becausere doing nothing the leadership is not there. the direction is not there. i think now it is official we will not be getting paid. host: we were talking about the military eating an issue in this -- being an issue in this shutdown. the president tweeting minutes ago that the democrats are holding our military hostage over their desire to have unchecked illegal immigration. can't let that happen. that is the latest from the president. for more in washington, here is greta brawner. were happening throughout the day yesterday, beginning with senate minority leader chuck schumer going to the white house to try to negotiate a deal with the president early on. 24 hours that led to a shutdown. president trump and senator schumer chatted over cheeseburgers but could not close a deal. politico begins the article writing with hours to spare, check schumer -- chuck schumer made mitch mcconnell and offer to work out a budget deal that would protect some immigrants at risk of being deported. republicans expected they would have to concede something to the senate democratic leader to avoid shutdown. at that moment, they would have accepted a three-week deal. response mitche mcconnell gave according to g.o.p. senators briefed on the conversation. the rejection was the final blow that set the government on course for the first shut down since 2013. politico notes party leaders were convinced democrats would cave or take the blame for a shutdown. they decided early friday morning they would hold the line against schumer and pelosi. senate leaders spoke with president trump iphone updating him -- by phone. speaker of the house paul ryan and mcconnell huddled in the capitol and agreed to not seriously entertain offers from the democrats that the verged from the bill. that did not stop senators from trying to strike a compromise. >> is senator lindsey graham walking the hallways as he is trying to find a compromise. i know the democrats are meeting now. the key is to shorten the time beyond february 16. more than anything else is a genuine commitment by both parties that we are going to find a resolution on all of the issues outstanding, including immigration. i think we are on the 10-yard line, inside the line on everything, including defense spending, disaster relief, immigration, border security, as well as a pathway forward for the daca population. the key is a commitment to get a result. it will not work if there is not the will to get there. for the first time, i sense a desire not only to avoid a shutdown but to find a solution. i may be wrong. time may prove me wrong. but the country has nothing to lose to make one last effort to try. what has changed? committed to taking up immigration on february 8. it will be subject to amendment, just like the senate is supposed to work. they cannot tell the president what to do. what i am confident will we start debating immigration, we will find votes. to the closer we get march 5, more likely we are to get an agreement. young people plus military funding is pressure for all of us to work together. senator flake received a commitment before the tax vote that we would take up immigration. what held us up as it had to be a bill the president would agree to. now i think we have an agreement from the majority leader that february 8, we will let the senate work its will. >> we may reach an agreement before that time. if we don't, we have an agreement to bring up a bill that senate can work its will on. we are confident we can get 60 votes. >> you cannot ask the majority leader of the senate to bind the speaker or the president. but you can on the senate. i am encouraged the senate will get back in business on immigration, that before february 8, we will get a deal. if we don't, we will have a debate worthy of the senate. you talk about immigration and what we are trying to do, the more that people will be behind us. host: coming up on 9:45 on the east coast. the house was in briefly this morning for about 15 minutes. to house recessed subject the call of the chair but is expected to be back later today potential he for votes on a revised continuing resolution at 10:00 this morning. democratic and republican house members are expected to have separate caucus and conference meetings this morning to talk about the path forward. if there is news out of that, we will bring that to you as well. in the meantime, your phone calls on "washington journal." horace is in raleigh, north carolina, on the line for democrats. thanks for waiting. caller: good morning. thank you for having me. i want to say it is amazing how republicans have all just discovered children and veterans. insurance, they kicked people off the affordable care act. they had no problem kicking people off of that. veterans, they wanted to take the money from homeless veterans, take that away from them. they don't care about veterans. they don't care about children. they don't care about anybody until they want to make a point. they talk about the daca bill. there is no bill to be passed. on the tax cuts, there was no bill to be passed. they were writing the bill as they were passing the bill. they are a joke. they can never govern. host: randy is in warsaw, virginia, on the line for republicans. go ahead. caller: i think president trump set a trap for lindsey graham and others by saying he would sign whatever came on his desk. i think that let them reveal their true colors in that they care more about foreigners than they do about the american people. i think all the polls that say americans want, even trump supporters, want daca to pass our lives -- are lies. i don't believe it. host: chris asked whether republican leadership would ignore the four republicans that voted against the bill last night. what do you think should happen to them, if anything? he does nothing wrong in their eyes. host: gaithersburg, maryland. bob is a retired federal employee and republican. good morning. caller: yes. i am a retired federal employee who also worked on the hill for 10 years back in the 1980's and 1990's when things functioned relatively well. thinkd like to say i senator lindsey graham's comments from 1:30 this morning are on the money. is a coequal branch of government and they should stop worrying about what the president will sign and not sign and just go ahead and do what they think is right and let the chips fall were they may -- where they may. i think it is a situation where congress has lost a lot of its clout in the last 20 or 30 years and they need to reread the constitution and see themselves as a coequal branch of government. host: as they the 1980's and 1990's, congress and government function relatively well. there were a lot more shutdowns in the 1980's and 1990's. this is only the second shutdown in the last 18 years, the first in the past five years. yeah, in the 1980's for the most part, the shutdowns were relatively short-lived. and hopefully this one will be. they were based on the fact the clock ran out before they were able to come to an agreement. and they did come to an agreement within a couple of hours or days. those were kind of misdemeanor shutdowns. the felony shutdowns started in the 1990's and have been since then. i suspect they are fired by a group of people who do not have any respect for government to begin with so they do not see any reason you cannot shut it down because they don't see any reason it should be there in the first place. i think it is when we went from the clock running out before the game was over to a serious attempt to want to shut down the government and keep it shut down our we lost a lot of democratic processes. and we need to get them back again in the senate and house. host: lynn in texas, retired military. go ahead. caller: yes, i am disappointed. i think they are blaming the president. it is the senate and house, it is their responsibility to get this bill back to him. host: go ahead. get this bill back to him. caller: it is the responsibility of the house and senate to get this bill back to the president. repeal itds to do is and get it back to the senate so something can get done. it is not the president's fault. it is up to the house and senate to get this thing done and out of the way, sir. that is all i have to say. host: fort lauderdale, florida. patrick is an independent. good morning. caller: just when i thought the democrats were going to us -- destroy the republicans in the midterms, they've shown the american people that putting illegal aliens in front of citizens and the military, to shut down the government just because they want a daca program to be passed is ridiculous. the daca program is going to inspire -- expire in march. there is no need to shut down the government or the daca program. it takes 60 votes for a budget bill to be passed. republicans had 51 votes. there were only five democrats that voted with republicans because they are up for reelection in red states. the democrats screwed themselves with this. it is so sad to put illegal aliens in front of american citizens. 6 million or 9 million kids on the chip insurance program, and they voted against this. it makes no sense to me. this is why the american people voted for donald trump. i am an independent. and i think the republicans have their problems as well. the democrats are out of control. host: why do you think this is going to matter in the midterms?
