berman with sarah sidner, and this is cnn news central they're attacking each other or with just ten days to go until the first-price the ventral debate right here on cnn and president biden and donald trump zeroing in on november today, donald trump expected to meet with house speaker mike johnson and congressmen richard hudson, the chairman of the national republican congressional committee at mar-a-lago and the biden campaign escalating its tax against donald trump with a new 50 $50,000,000 tv ad push rolling out in battleground states, taking on the former president's character and felony conviction in the courtroom. we see donald trump for who he is. he's been convicted of 34 felonies found liable for sexual assault, and he committed financial fraud meanwhile, job biden's been working in that contrast there, cnn's arlette saenz and alayna treene joining us now, are let to you first, please give us some sense of what this big ad buy and what the campaign is doing now, as we lead up to this first presidential early, early debate this year well sarah, this new ad is significant as it marks the first time the biden campaign is using former president donald trump's legal woes in television advertisements. it comes as biden has really looking to sharpen his attacks against trump heading into that first debate, just ten days away. now, in this they're trying to frame this election as a choice between a convicted criminal who is out looking out for himself with former president, or with president biden, who in his work for the american people, this ad will run as part of a $50,000,000 ad push key battleground states hoping to reach voters heading into this debate and the november election. and it all comes just from after months of the biden campaign really refraining from commenting on trump's legal saga in any way, but really that change in the days after trump's conviction and they've leaned into that conviction to further argue that he is unfit for office. now this new ad push comes just a few days after president biden teamed up with former president obama and some hollywood stars for a major fundraiser out in los angeles that brought in 30 million for the campaign. that's a democratic record when it comes to fund racers and at that event, biden and obama and others really tried to issue stark warnings about what a second trump presidency could hold. biden really zeroed in on the impact. it could have on the supreme court saying that trump likely would have the opportunity to possibly a 0.2 supreme court justices a further changing the balance of the court going forward. and the president also criticized what he has seen as supreme court that is currently out of step. take a listen to a bit of what president biden had to say that the biden campaign released in the supreme court has never been as out of kilter as it is today. i mean, never. i taught constitutional law for nine years. this guy knows more about it than most look in fact to the matter is that this has never been a court that's been this far out of step so biden really trying to further draw these contrast with trump, especially as that second or first debate is just ten days away, president biden is expected to head to camp david towards the end of the week, where he is expected the huddle with his advisors and preparation for this debate, marking the first time that the two men will face off in-person at podiums for since they're debates back in 2020. >> so the biden campaign really trying to use this time leading up to this debate to drive these contrast arguments. including releasing that very stark add, leaning into the fact that trump was convicted and that criminal hush money trial yeah. >> arlette is it's proper to note that president biden himself has really shied away from talking about the criminal cases against donald trump. and now we're seeing the campaign really take this on. an interesting twist. first, let me go to alayna treene now give us some sense of what this meeting is all about between donald trump and the house speaker, as well as the head of the national republican congressional committee. >> well luck. >> mike johnson and richard hudson two very big republican leaders in the house. they want this meeting because they want help with the months ahead that are going to be very difficult for i think many republicans who face several bitter primary battles. now what i find really interesting about this is of course a comes just days after donald trump made his return to dc, met with house and senate republicans promised to try and help get them reelected or help the candidates that they are hoping to put an office elected. and this is kind of him making good on that problem is by having this meeting with these two liters but what's also interesting is that donald trump, who used to be a kingmaker in many of these races, has surprisingly in some ways, stayed out of many of these very bitter primaries. now, in the past, donald trump has issued several endorsements. of course, he's still continuing to endorse in a series of key races however, the way that he is operating this cycle is very different from the past. and remember in 2022 donald trump endorsed a series of candidates that went on to ultimately lose on election day during the midterms. and so this is something that is weighed heavily. i know on donald trump's mind personally, but also on his teams. they've been very careful in who they want to endorse and not endorsing too much. now donald trump has said publicly and privately that that is because he is so preoccupied with his own election fight. however a big part of it as well as them being worried that he's going to put his support behind people who may not ultimately went. so what i'm told, this meeting will be about today is really striking at advising what donald trump can do to help the house republican conference, to help try and secure a majority in the fall, and definitely a bigger majority than they have now, because the other whole part of this meeting is donald trump wants allies in the house. if you were to win in november, he wants to stack the house and the house of congress with a series of allies that if he's elected, he can hit the ground running and knows that he will have people to support him in that john? good morning. an official say the suspect may have been facing some mental health challenges without providing any specifics local officials say the shooting appears very random because there was no connection to the victims. it'll happen saturday afternoon at a splash pad and the city of rochester hills, michigan located less than 30 miles north of detroit as families were enjoying a pleasant afternoon, as you described, the suspect got out of his car, walked up to the splash pad and opened fire when he was about 20 feet away. the suspect identified as 42-year-old michael nash, hit a total of nine people according to oakland county sheriff michael bouchard, the suspect reloaded multiple times and fired a glock nine millimeter handgun, as many as 28 times. he was later found dead at his home. officials say, there was no previous police contact or criminal record. the nine people shot by the suspect ranged in age from 4-years-old to 78 an eight-year-old boy and his 39-year-old mother are critical condition and seven others are in stable condition, including that boys 4-year-old brother, nash, that suspect was later found dead at the home he shared with his mother of an appearance self-inflicted gunshot wound. officials also found a rifle on the kitchen table. sheriff bouchard said, we may never know if nash intended to use that weapon to attack people i believe that because we had quit containment on him that if he had planned to do anything else and wouldn't surprise me because having that on the kitchen table is not an everyday activity. >> that there was probably something else. a second chapter, potentially those new tragedy has hit michigan especially hard. >> the community is still reeling from two other mass shootings last year in february, a gunman killed three michigan state university students and left five others critic, critically injured in 2021, a teenager killed four students at a high school in oxford, just 15 miles nearly 15,000 acres. and we haven't seen containment numbers increasing. we're still at 2%. >> so you see some of the crew's here they are working right now to try to make those fire lines to try to keep this fire from growing. but it has been extremely difficult over the last 24 hours. we have been out here and we've seen the bruise on the ground and in the air. we've seen many, many water drops yesterday. they were trying to do those water drops through a voigt, the fire spreading even further. they're already about 1,200 people under evacuation orders. and many others under evacuation morning. so authorities really telling people to have their stuff packed and ready to go in case it happens at a moment's notice. but again, really the biggest problem that they're having having is this one. >> you can see it, it is impossible to avoid and so they're hoping that he dies down further in the de. >> but the problem is that we are expecting that red flag warning spreading throughout the date day-to-day, higher temperatures later on as well. so that's also not going to make things easier for these firefighters that are working around the clock. sarah have they given you any sense of containment? i mean, this is when i see that fire, that wind blowing like that, having covered these alongside you for many years this could be a catastrophe. where are they and trying to contain this it's hard to hear you, sarah, right now, but i think you said where are they in terms of trying? >> to contain it? as i mentioned, it was just 2% containment. and so what we were told by firefighters yesterday is that it was going to take some time. they knew that overnight things we're going to become a lot more difficult for them. and so when i talked to a firefighter yesterday, they told me asked me tomorrow how things are going to me because they were so concerned about the conditions overnight and the conditions in terms of the terrain, there's a lot of dry terrain and so because it rains so much earlier in the year and then you have the heat coming in. things are dry and it's going to be easier for things to catch on fire and for these flames to spread. but again, it's just really hard to hear to stand because these wind gusts or so strong sarah. >> yeah. >> your picture says everything about the conditions that i know it's hard to fly in these conditions as people are preparing for a new wave of sweltering temperatures for class forecast to climb into the high 90s and beyond. let's get right to cnn meteorologist allison chinchar. we're talking about a lot of people are going to be affected by this heat it is, it isn't just one region. >> i mean, when you look at the us, you're talking over 80% of the us population that we'll be looking at temperatures of 90 degrees or even higher. keep in mind some of those are looking at triple digit temperatures. so this is really going to impact a lot of people. now, for most people, it's maybe 510 degrees above average, but you have some areas where you're talking 15 to 20 degrees above average. and at that point you start looking at record-breaking temperatures and we're talking about nearly 200 high temperature records that could be set at some point this week, the bulk of them are located in the northeast and spreading into the midwest. but you'll see some of those dots down there into the southeast as well as over towards the rocky mountains. so again, this isn't just going to be one particular area. keep in mind though to some of these locations may bake, didn't break daily records to an even three days in a row. so this is going to be a prolonged heat wave for some, especially in the northeast didn't midwest, and that's where you have a lot of those heat alerts focused. so the heat advisories, excessive heat watches and warnings, you'll see the bulk of them right through here in the northeast and along the great lakes region. talking about these temperatures, many people in the northeast don't really start to see that spike to low tuesday or wednesday. so today will be the last day of about his close to averages. you're going to get. and then by when in stay in thursday, we really start to see those things spike thursday and friday for many of these areas, including boston, new york, and philadelphia, you're talking those temperatures 15 to 20 degrees above average. another story we're keeping an eye on because it's that time of year, the tropics, this particular system right here has a 70% chance of becoming tropical system. and the next seven days. but regardless of whether it gets a name or not, it's going to begin to spread its way into the gulf of mexico. and when it does, it's going to take all of this moisture and surge it up along the gulf coast. so areas of mississippi, alabama, portions of louisiana, and especially texas, are looking at a tremendous amount of rain over the. next several days. look at the red and pink color here. you're talking widespread totals of six to ten inches. some areas could end up picking more than a foot of rain over the next several days all right. >> a lot to be concerned about over the next far-reaching and aggressive, that's how maryland's governor described his decision to issue a mass pardon for people convicted of low level marijuana charges. >> governor wes moore is expected to announce this pardon this morning. according to the washington this is timed to coincide with juneteenth, the holiday that commemorates the end of slavery in the united states. cnn's polo sandoval is joining me now this is a huge, this is a big deal for those directly affected by it and for the families of those affected by it tell us what what this is all about, how this came to fruition, and how many people this might so, uh, potentially, uh, hundred and 75,000 people, sarah, we do expect that announcement later today in his interview with the washington post, governor wes moore, saying that these blanket pardons, he said that he at least hopes will be a step in the direction towards healing what he described as decades of social and economic injustice that was impacting that has continues to impact black and brown people. the governor expanding on that a little bit, saying that what you have are these low level marijuana related offenses that resulted in criminal records for really at least 175,000 people that is impeded. some of those minority communities from securing things like housing education health healthcare. and of course the list goes on. i want to read you a portion of the quote there from the governor that he shared with the washington post that was first to report this this development to governor saying, i'm quote, i'm ecstatic that we have a real opportunity with what i'm signing to write a lot of historical wrongs if you want to be able to create inclusive economic growth, it means you have to start removing these barriers to continue to disproportionately sit on communities of color. and we should mention this is coming just two years after maryland voters approved the legalization of recreational cannabis, a move that we've seen nearly half well, the country. there is no doubt we have seen these sweeping oceans have changes when it comes to public opinion regarding the legalization, the decriminalization of small amounts of marijuana when you look at some of the gallup polling from this past november, you'll see that at least 70% of americans polled support the legalization of recreational marijuana. sarah, for contexts, this figure is up from 51% about ten years ago. so since then we have seen these significant steps. now only at the state level, but also at the federal level as well to decriminalize at least issued these kinds of pardons and then just to cut some of the fine print here. when we expect today that this will apply to anybody with misdemeanor convictions for marijuana possession or paraphernalia. this will not result in any releases from jails according to the west administration. and finally, though will be extended to everyone with some of these low-level offenses the west administration affecting that it will direct expecting that it will largely impact black and brown people in a good way, given the rate of incarceration, especially instead like maryland, going to get jobs for example, having to standing those jobs exactly. polo sandoval, interesting story. thank you so much. >> john. >> over the weekend, a direct push from donald trump to pick up support among black voters and historically, democratic voting blocs. cnn, senior data reporter harry is with us. so where does the ray stand among african american voters, right? yeah. yeah, i keep looking for this to change, to go back to historical norm and it's simply put has not yet. so this is the margin or biden trump among black voters compare where we were at this point in 2020, comparable, we are now at this point, look at this and 2020, joe biden was getting at 86% of the african american vote look at where it is now. it's 70% that's a 16 point drop, john. >> and more than that, it's not just that joe biden is losing ground. it's that donald trump is gaining ground. you go from 7% single-digits at this point in 2022. now 21 and again, john, i keep looking for signs that this is going to go back to normal and i don't see it yet in the polling of anything right now. we're careening towards the historic performance. four republican presidential candidate, the likes of which we have not seen in six decade. and when you dig into this number here, what is the makeup of that number? >> this is where we get very interesting. so i decided to dive deeper and other cross tabs figure out where is it that joe biden is truly struggling among black voters? all right, so this is black voters. biden versus trump margin. look at black voters h fifth and older and you'll see it. look joe biden, one was leading amongst this group at this point by 83 points back in 2020. now, it's 74 point, so yeah, a slight decline in that margin, but nothing out of this world look at black voters under the age of 50. holy cow folks, holy cow. look at this. joe biden was up by 80 points among this group back at this point in 2020, look at where that margin has corinne down towards its now, just get this 37 points that lead has dropped by more than half. >> mr. berman home. >> i just never seen anything like this. i'm speechless because you always look at history and you go, okay, this is a historic moment. if this polling is anywhere near, correct. we're looking at historic moment right now, are black voters under the age of 50, which have historically been such a big part of the democratic coalition are leaving in droves. >> that is a huge drop over a four-year period, at least right now. all right. what's the impact of third party candidate sees here robert kennedy jr. yeah so all right. >> so obviously we have third-party candidate this year with the two major party candidates being so disliked. all right, so this is black voters biden versus trump in the battleground states this was according to a poll last month from the new york times-siena college. again, look, let's very similar to what we see nationally, right? joe biden and 63, a very poor position for a democratic candidate, donald trump 23%. if we add robert f. kennedy jr. to who chose biden drops to less than half the vote among black voters, less than half the vote among black voters. and a battlegrounds like donald trump drops as well to 14%. so not quite nearly as historic, but look at this rfk with 11%, you basically have our legitimate sort of three the way race here. yeah, joe biden, while ahead, but with less than 50% of the vote, john, i never thought i would see something like this among blockchain for those question, who robert kennedy would hurt more at least a nice numbers in this measurement right here, biden loses 14 trump loses nine. so it's clearly joe bob. >> it's exactly right. it seems to me this is yes, it's partially a artifact of donald trump perhaps being better liked among black voters, but it's also a real artifact of joe biden being significantly less light among black voters. anyways, four years ago, erin, greatest good. thank you so much, sir. all right. 50 and under the numbers are dramatically different for any demo democratic president that we have ever seen these numbers very high for a republican candidate. what explains that you think? >> for calling? >> i mean, if you want to be honest about it if donald trump gets those numbers, then i truly believe that i can sell harry this bridge in brooklyn. >> i mean, that's just not happening i think that people have to just level set a little bit relaxed, a little bits die pipe, stop hyperventilating donald trump is not going to get 20% of the black vote. >> he is simply not black voters traditionally, as we go throughout this process, as you get to labor day, et cetera a lot of black voters do come home to the democratic party. they're all warning lights. i said from the past three or four months about turnout, but i think that harry and everyone else who we're looking at these poles analyses race incorrectly all the time. and the reason they analyze this race and correctly is because donald trump is at the biggest threat to joe biden. the biggest threat to joe item is black voters staying at home. black voters aren't going to all of a sudden under the age of 50 or however old they are because he gets four or five a name rappers from detroit or four or five and name rappers from the bronx to support them. they're not going to all of a sudden, you know, flocked to donald trump. >> there is a threat, however, the black voters simply will stay at home because they feel sometimes like his policies passed in washington haven't necessarily touch their pockets. >> i don't have the same shock and all i just think here we are in the middle of summer and things will stabilize and get back to norms as they always do but the numbers are the numbers, the carry me. >> are you saying just don't believe the polls? are you saying you don't think these poles will be representative? the population once voting begins in november how both, both, i think the traditionally i think what we've seen over the past eight years is pretty bad polling. and then i think what you've seen consistently since that time is individuals have a very difficult time acknowledging that we've had that polling and then the polling continuously gets worse and so i think that's that's, that's one of the issues that we have, but the biden campaign has they do have issues with african african-american voters in terms of getting them to turn out to vote. that is a fact that i was with commonly harris last week in charlotte, north carolina and one of the things she was trying to do is ensure that she got black voters to the polls particularly younger black voters, they are working towards that. >> but i know for some donald trump's not getting 20% of the black vote. >> i mean, that i can sit here and say that is a fact today. >> i know you have a different opinion, just opinion as your head is madly shaking, what are your thoughts on these, on these numbers? and you've got makari and joe biden himself sort of said he doesn't believe the polls, although it was on the economy me does it took donald trump get 20% of the wout look, i actually find myself agreeing a lot with some of the assessments by my friend bucaram. you look, i think democrats are in many ways trying to either pooh-pooh the numbers or they're trying to scare people into changing the numbers. the reality is republican party that gets 20% of the black vote as republican party, this stops losing elections. and the notion that the democrats would no longer enjoy monolithic support from the black community is something that terrifies democrats up and down the ballot. so, yes, i understand why they're trying to push back against the narrative, but it comes at their own peril because for decades, my entire life they have told us every four years we're not allowed to talk talk about the fact that black schools are failing black families, that we have a three strand code of despair from that failure in those schools. that is many ways is driving the poverty which leads to the criminal element. there is no biden plan to make american communities more safe. there is no biden plan to give broader access to school choice. these are issues that black families are tired of having place on the back burner. and so whether it's joe biden spending in $25 million, he tried to push a bidenomics add by that ended up with them getting rid of the term bidenomics or him now, trying to make this post on character saying that i'm the character candidate and president trump is not black people. i think writ large are beginning to wake up to the reality we cannot continue to engage in politics. same way that does not mean that they're going to you all of a sudden, like lemmings start voting for republicans, but it does mean that there are, a considerable, a larger number of black voters who are willing to hold their voting to buggers the car is count, maybe did not voting for joe biden, but they might not be willing to come out in the rain or on any day to continue to support a party that places there needs to the back back-burner. >> i want to ask you how you think black voters get over some of the things that donald trump has said? over the years which are just they're racist. let me, let me go to some of the things that he said over the years the mug shot, we've all seen the mug shot and, you know who embraced it more than anybody else. the black population, it's incredible. and a lot of people said that that's why the black people like because they have been hurt so badly and discriminated against. and they actually viewed me as i'm being distributed against african americans are getting slaughtered. hispanic americans are getting slaughtered and these millions and millions of people that are coming into our country it makes me sad because i am, i am the least racist person. i can't even see the audience because it's so dark. but i don't care who's in the audience. i'm the least racist person in this room. >> he said a lot of different things that really were upsetting to black folks and white folks it's frankly, how do you get over that? how does someone get over? i'll just say this. we're not in an election where you're saying this is the person who's perfect on race versus just the person who is terrible on race. i think that we like to whitewash away the racial gaps the candidates when we believe in the underlying policies of that candidate. and so whether it's joe biden talking about racial jungles 30 years ago and kamala harris having to remind people that that little girl on that bus in wannasaen was me or whether it's joe biden as recent as two years ago, rom initially about the good times he used to hang out in the cafeteria with all of those are wout racist in the united states senate yes. there are plenty of comments that we can talk about from these presidents. there are people on the left who i think what probably take more issue with the racial legacy of donald trump. but most people i think are saying it is a pox on both houses. if you are someone who subscribes the notion that racism is the original sin of this country. it is certainly not confined to either side of the political aisle. and that type of i think myopic approach to dealing with race is why we have had such a difficult time fixing seeing the issue of race. and i think it's why you see people now in spite of all the things democrats are talking about, continuing to go back to that 2060 and playbook about the central park five, it is not working. the numbers are eroding before our very eyes and demo grass can ignore them at your own peril makari, what, what are your thoughts on how he is seen by the black community after the facts in the words that donald trump uses and how he gets rid of all of the diversity departments and civil right. departments and all federal administration's. if federal administrative departments, when he was president of the united states, when you think about these things and you tie in the language that he uses, the fact is donald trump is not trying to woo black voters to the republican party. that's not what this is about when you see him go to black churches or when you have quantity, you, patrick become a shell of himself and go out and endorse donald trump. that is not to show the world that black voters are voting for donald trump what he is trying to do though, is make himself more palatable to those college-educated white voters, to those independent voters, to those voters in the suburbs. that is what this play is about that this play is about moving that needle in the middle and saying, look, i'm having this group come to me or come back to me. i'm able to do events in black churches, quote unquote black churches so you need to give me a second look. you need to see that this campaign is different than the past, and i'm more than all around candidate. i will happen if there was a shift in the us administration. they want to make sure that that aids still gets there even if a potential trump administration doesn't want it too. is that how you see it no. >> how we see it inside the nato alliance. is that all of the allies came together, sat down with our friends in ukraine and tried to determine how we could bring greater coordination and coherence to all of the efforts that have been unfolding over the last it's two years. as you know, there are over 50 countries around the world supporting the ukrainian military with security assistance and obviously the ukrainians have been interested in taking any assistance that they possibly could get their hands on. but it is now time to step back and figure out how nato can provide better coordinate nation of those efforts, not just the security assistance that's flowing into ukraine, but also the training. many, many countries are training ukrainian troops. we want to make sure that those efforts are properly coordinated and brought together under one roof. so nato will be taking on some new tasks going forward. forward, starting as early as this summer when we will host the nato summit in washington, dc, there was an important conference in switzerland over the future of ukraine and the idea of peace going forward. and there's joint communique issued from this conference, talking about the importance of respecting territorial integrity borders, namely borders like ukraine's borders, which russia has encroached on. that was a joint communique that came from this conference. yet several of the major countries that were there, india, saudi arabia, south africa, the uae. >> one sign that. >> what does that tell you? >> well, i think what it tells us is over 80 countries at that summit came together and made clear to russia that those countries are very interested in maintaining the key tenants of the un charter country's care about their territorial integrity and their sovereignty countries, those 80 countries wanted to send a strong signal to russia that their efforts to take over ukraine and make ukraine go away will not be tolerated. so from our perspective, we were pleased to see so many countries come to the summit. we were honored to have the vice president there along with the national security adviser, jake sullivan. and i think russia received the message loud and clear that countries around the world will not tolerate another country taking over and invading a neighboring country. >> there, are countries that signed it. many, many cut recited, but some did not. again, my question is, what about the countries that did not sign it? does it concern you that they do not have the same feelings about territorial integrity that united states does well, there were a handful of countries that opted not to sign the tax that was agreed at the summit. >> and hear what russia is trying to do is trying to use disinformation to persuade countries around the world that somehow nato is responsible for this war, or that nato allies are directly engaged in the war, which of course is not true. russian disinformation is out there berman with sarah sidner, and this is cnn news central they're attacking each other or with just ten days to go until the first-price the ventral debate right here on cnn and president biden and donald trump zeroing in on november today, donald trump expected to meet with house speaker mike johnson and congressmen richard hudson, the chairman of the national republican congressional committee at mar-a-lago and the biden campaign escalating its tax against donald trump with a new 50 $50,000,000 tv ad push rolling out in battleground states, taking on the former president's character and felony conviction in the courtroom. we see donald trump for who he is. he's been convicted of 34 felonies found liable for sexual assault, and he committed financial fraud meanwhile, job biden's been working in that contrast there, cnn's arlette saenz and alayna treene joining us now, are let to you first, please give us some sense of what this big ad buy and what the campaign is doing now, as we lead up to this first presidential early, early debate this year well sarah, this new ad is significant as it marks the first time the biden campaign is using former president donald trump's legal woes in television advertisements. it comes as biden has really looking to sharpen his attacks against trump heading into that first debate, just ten days away. now, in this they're trying to frame this election as a choice between a convicted criminal who is out looking out for himself with former president, or with president biden, who in his work for the american people, this ad will run as part of a $50,000,000 ad push key battleground states hoping to reach voters heading into this debate and the november election. and it all comes just from after months of the biden campaign really refraining from commenting on trump's legal saga in any way, but really that change in the days after trump's conviction and they've leaned into that conviction to further argue that he is unfit for office. now this new ad push comes just a few days after president biden teamed up with former president obama and some hollywood stars for a major fundraiser out in los angeles that brought in 30 million for the campaign. that's a democratic record when it comes to fund racers and at that event, biden and obama and others really tried to issue stark warnings about what a second trump presidency could hold. biden really zeroed in on the impact. it could have on the supreme court saying that trump likely would have the opportunity to possibly a 0.2 supreme court justices a further changing the balance of the court going forward. and the president also criticized what he has seen as supreme court that is currently out of step. take a listen to a bit of what president biden had to say that the biden campaign released in the supreme court has never been as out of kilter as it is today. i mean, never. i taught constitutional law for nine years. this guy knows more about it than most look in fact to the matter is that this has never been a court that's been this far out of step so biden really trying to further draw these contrast with trump, especially as that second or first debate is just ten days away, president biden is expected to head to camp david towards the end of the week, where he is expected the huddle with his advisors and preparation for this debate, marking the first time that the two men will face off in-person at podiums for since they're debates back in 2020. >> so the biden campaign really trying to use this time leading up to this debate to drive these contrast arguments. including releasing that very stark add, leaning into the fact that trump was convicted and that criminal hush money trial yeah. >> arlette is it's proper to note that president biden himself has really shied away from talking about the criminal cases against donald trump. and now we're seeing the campaign really take this on. an interesting twist. first, let me go to alayna treene now give us some sense of what this meeting is all about between donald trump and the house speaker, as well as the head of the national republican congressional committee. >> well luck. >> mike johnson and richard hudson two very big republican leaders in the house. they want this meeting because they want help with the months ahead that are going to be very difficult for i think many republicans who face several bitter primary battles. now what i find really interesting about this is of course a comes just days after donald trump made his return to dc, met with house and senate republicans promised to try and help get them reelected or help the candidates that they are hoping to put an office elected. and this is kind of him making good on that problem is by having this meeting with these two liters but what's also interesting is that donald trump, who used to be a kingmaker in many of these races, has surprisingly in some ways, stayed out of many of these very bitter primaries. now, in the past, donald trump has issued several endorsements. of course, he's still continuing to endorse in a series of key races however, the way that he is operating this cycle is very different from the past. and remember in 2022 donald trump endorsed a series of candidates that went on to ultimately lose on election day during the midterms. and so this is something that is weighed heavily. i know on donald trump's mind personally, but also on his teams. they've been very careful in who they want to endorse and not endorsing too much. now donald trump has said publicly and privately that that is because he is so preoccupied with his own election fight. however a big part of it as well as them being worried that he's going to put his support behind people who may not ultimately went. so what i'm told, this meeting will be about today is really striking at advising what donald trump can do to help the house republican conference, to help try and secure a majority in the fall, and definitely a bigger majority than they have now, because the other whole part of this meeting is donald trump wants allies in the house. if you were to win in november, he wants to stack the house and the house of congress with a series of allies that if he's elected, he can hit the ground running and knows that he will have people to support him in that john? good morning. an official say the suspect may have been facing some mental health challenges without providing any specifics local officials say the shooting appears very random because there was no connection to the victims. it'll happen saturday afternoon at a splash pad and the city of rochester hills, michigan located less than 30 miles north of detroit as families were enjoying a pleasant afternoon, as you described, the suspect got out of his car, walked up to the splash pad and opened fire when he was about 20 feet away. the suspect identified as 42-year-old michael nash, hit a total of nine people according to oakland county sheriff michael bouchard, the suspect reloaded multiple times and fired a glock nine millimeter handgun, as many as 28 times. he was later found dead at his home. officials say, there was no previous police contact or criminal record. the nine people shot by the suspect ranged in age from 4-years-old to 78 an eight-year-old boy and his 39-year-old mother are critical condition and seven others are in stable condition, including that boys 4-year-old brother, nash, that suspect was later found dead at the home he shared with his mother of an appearance self-inflicted gunshot wound. officials also found a rifle on the kitchen table. sheriff bouchard said, we may never know if nash intended to use that weapon to attack people i believe that because we had quit containment on him that if he had planned to do anything else and wouldn't surprise me because having that on the kitchen table is not an everyday activity. >> that there was probably something else. a second chapter, potentially those new tragedy has hit michigan especially hard. >> the community is still reeling from two other mass shootings last year in february, a gunman killed three michigan state university students and left five others critic, critically injured in 2021, a teenager killed four students at a high school in oxford, just 15 miles the post fire began saturday afternoon in gorman california and quick please spread due to high winds and dry conditions. as of sunday, cal fire is saying the blaze was only 2% contained. cnn's camila bernal is live from gorman, california. oh, my goodness. that wind is insane and that is really bad for firefighters. and the fire itself. let us know what's going on there right now hey, sarah, this really is the biggest problem for firefighters right now. >> the national weather service worker he said wind gusts of 60 to 70 miles per hour overnight. it is hard to stand here because the wind gust or so strong, we needed goggles you feel the wind just hitting you and that is also what is moving. all of these embers. here behind me and really all over this hi, or we've only seen it grow. now to nearly 15,000 acres. and we haven't seen containment numbers increasing. we're still at 2%. >> so you see some of the crew's here they are working right now to try to make those fire lines to try to keep this fire from growing. but it has been extremely difficult over the last 24 hours. we have been out here and we've seen the bruise on the ground and in the air. we've seen many, many water drops yesterday. they were trying to do those water drops through a voigt, the fire spreading even further. they're already about 1,200 people under evacuation orders. and many others under evacuation morning. so authorities really telling people to have their stuff packed and ready to go in case it happens at a moment's notice. but again, really the biggest problem that they're having having is this one. >> you can see it, it is impossible to avoid and so they're hoping that he dies down further in the de. >> but the problem is that we are expecting that red flag warning spreading throughout the date day-to-day, higher temperatures later on as well. so that's also not going to make things easier for these firefighters that are working around the clock. sarah have they given you any sense of containment? i mean, this is when i see that fire, that wind blowing like that, having covered these alongside you for many years this could be a catastrophe. where are they and trying to contain this it's hard to hear you, sarah, right now, but i think you said where are they in terms of trying? >> to contain it? as i mentioned, it was just 2% containment. and so what we were told by firefighters yesterday is that it was going to take some time. they knew that overnight things we're going to become a lot more difficult for them. and so when i talked to a firefighter yesterday, they told me asked me tomorrow how things are going to me because they were so concerned about the conditions overnight and the conditions in terms of the terrain, there's a lot of dry terrain and so because it rains so much earlier in the year and then you have the heat coming in. things are dry and it's going to be easier for things to catch on fire and for these flames to spread. but again, it's just really hard to hear to stand because these wind gusts or so strong sarah. >> yeah. >> your picture says everything about the conditions that i know it's hard to fly in these conditions as people are preparing for a new wave of sweltering temperatures for class forecast to climb into the high 90s and beyond. let's get right to cnn meteorologist allison chinchar. we're talking about a lot of people are going to be affected by this heat it is, it isn't just one region. >> i mean, when you look at the us, you're talking over 80% of the us population that we'll be looking at temperatures of 90 degrees or even higher. keep in mind some of those are looking at triple digit temperatures. so this is really going to impact a lot of people. now, for most people, it's maybe 510 degrees above average, but you have some areas where you're talking 15 to 20 degrees above average. and at that point you start looking at record-breaking temperatures and we're talking about nearly 200 high temperature records that could be set at some point this week, the bulk of them are located in the northeast and spreading into the midwest. but you'll see some of those dots down there into the southeast as well as over towards the rocky mountains. so again, this isn't just going to be one particular area. keep in mind though to some of these locations may bake, didn't break daily records to an even three days in a row. so this is going to be a prolonged heat wave for some, especially in the northeast didn't midwest, and that's where you have a lot of those heat alerts focused. so the heat advisories, excessive heat watches and warnings, you'll see the bulk of them right through here in the northeast and along the great lakes region. talking about these temperatures, many people in the northeast don't really start to see that spike to low tuesday or wednesday. so today will be the last day of about his close to averages. you're going to get. and then by when in stay in thursday, we really start to see those things spike thursday and friday for many of these areas, including boston, new york, and philadelphia, you're talking those temperatures 15 to 20 degrees above average. another story we're keeping an eye on because it's that time of year, the tropics, this particular system right here has a 70% chance of becoming tropical system. and the next seven days. but regardless of whether it gets a name or not, it's going to begin to spread its way into the gulf of mexico. and when it does, it's going to take all of this moisture and surge it up along the gulf coast. so areas of mississippi, alabama, portions of louisiana, and especially texas, are looking at a tremendous amount of rain over the. next several days. look at the red and pink color here. you're talking widespread totals of six to ten inches. some areas could end up picking more than a foot of rain over the next several days all right. >> a lot to be concerned about over the next joining me now this is a huge, this is a big deal for those directly affected by it and for the families of those affected by it tell us what what this is all about, how this came to fruition, and how many people this might so, uh, potentially, uh, hundred and 75,000 people, sarah, we do expect that announcement later today in his interview with the washington post, governor wes moore, saying that these blanket pardons, he said that he at least hopes will be a step in the direction towards healing what he described as decades of social and economic injustice that was impacting that has continues to impact black and brown people. the governor expanding on that a little bit, saying that what you have are these low level marijuana related offenses that resulted in criminal records for really at least 175,000 people that is impeded. some of those minority communities from securing things like housing education health healthcare. and of course the list goes on. i want to read you a portion of the quote there from the governor that he shared with the washington post that was first to report this this development to governor saying, i'm quote, i'm ecstatic that we have a real opportunity with what i'm signing to write a lot of historical wrongs if you want to be able to create inclusive economic growth, it means you have to start removing these barriers to continue to disproportionately sit on communities of color. and we should mention this is coming just two years after maryland voters approved the legalization of recreational cannabis, a move that we've seen nearly half well, the country. there is no doubt we have seen these sweeping oceans have changes when it comes to public opinion regarding the legalization, the decriminalization of small amounts of marijuana when you look at some of the gallup polling from this past november, you'll see that at least 70% of americans polled support the legalization of recreational marijuana. sarah, for contexts, this figure is up from 51% about ten years ago. so since then we have seen these significant steps. now only at the state level, but also at the federal level as well to decriminalize at least issued these kinds of pardons and then just to cut some of the fine print here. when we expect today that this will apply to anybody with misdemeanor convictions for marijuana possession or paraphernalia. this will not result in any releases from jails according to the west administration. and finally, though will be extended to everyone with some of these low-level offenses the west administration affecting that it will direct expecting that it will largely impact black and brown people in a good way, given the rate of incarceration, especially instead like maryland, going to get jobs for example, having to standing those jobs exactly. polo sandoval, interesting story. thank you so much. >> john. >> over the weekend, a direct push from donald trump to pick up support among black voters and historically, democratic voting blocs. cnn, senior data reporter harry is with us. so where does the ray stand among african american voters, right? yeah. yeah, i keep looking for this to change, to go back to historical norm and it's simply put has not yet. so this is the margin or biden trump among black voters compare where we were at this point in 2020, comparable, we are now at this point, look at this and 2020, joe biden was getting at 86% of the african american vote look at where it is now. it's 70% that's a 16 point drop, john. >> and more than that, it's not just that joe biden is losing ground. it's that donald trump is gaining ground. you go from 7% single-digits at this point in 2022. now 21 and again, john, i keep looking for signs that this is going to go back to normal and i don't see it yet in the polling of anything right now. we're careening towards the historic performance. four republican presidential candidate, the likes of which we have not seen in six decade. and when you dig into this number here, what is the makeup of that number? >> this is where we get very interesting. so i decided to dive deeper and other cross tabs figure out where is it that joe biden is truly struggling among black voters? all right, so this is black voters. biden versus trump margin. look at black voters h fifth and older and you'll see it. look joe biden, one was leading amongst this group at this point by 83 points back in 2020. now, it's 74 point, so yeah, a slight decline in that margin, but nothing out of this world look at black voters under the age of 50. holy cow folks, holy cow. look at this. joe biden was up by 80 points among this group back at this point in 2020, look at where that margin has corinne down towards its now, just get this 37 points that lead has dropped by more than half. >> mr. berman home. >> i just never seen anything like this. i'm speechless because you always look at history and you go, okay, this is a historic moment. if this polling is anywhere near, correct. we're looking at historic moment right now, are black voters under the age of 50, which have historically been such a big part of the democratic coalition are leaving in droves. >> that is a huge drop over a four-year period, at least right now. all right. what's the impact of third party candidate sees here robert kennedy jr. yeah so all right. >> so obviously we have third-party candidate this year with the two major party candidates being so disliked. all right, so this is black voters biden versus trump in the battleground states this was according to a poll last month from the new york times-siena college. again, look, let's very similar to what we see nationally, right? joe biden and 63, a very poor position for a democratic candidate, donald trump 23%. if we add robert f. kennedy jr. to who chose biden drops to less than half the vote among black voters, less than half the vote among black voters. and a battlegrounds like donald trump drops as well to 14%. so not quite nearly as historic, but look at this rfk with 11%, you basically have our legitimate sort of three the way race here. yeah, joe biden, while ahead, but with less than 50% of the vote, john, i never thought i would see something like this among blockchain for those question, who robert kennedy would hurt more at least a nice numbers in this measurement right here, biden loses 14 trump loses nine. so it's clearly joe bob. >> it's exactly right. it seems to me this is yes, it's partially a artifact of donald trump perhaps being better liked among black voters, but it's also a real artifact of joe biden being significantly less light among black voters. anyways, four years ago, erin, greatest good. thank you so much, sir. all right. to continue this discussion, joining me now, cnn political commentator, but curry sellers and for hogan strategists, joseph pinion thank you, gentlemen. you just heard harry enten with shock and surprise on his face as he was looking at the numbers. and i want to go to you first, makari what explains this? biden 70% trump in 2024, 21% of voters at a very high number and then when you look at 50 and under the numbers are dramatically different for any demo democratic president that we have ever seen these numbers very high for a republican candidate. what explains that you think? >> for calling? >> i mean, if you want to be honest about it if donald trump gets those numbers, then i truly believe that i can sell harry this bridge in brooklyn. >> i mean, that's just not happening i think that people have to just level set a little bit relaxed, a little bits die pipe, stop hyperventilating donald trump is not going to get 20% of the black vote. >> he is simply not black voters traditionally, as we go throughout this process, as you get to labor day, et cetera a lot of black voters do come home to the democratic party. they're all warning lights. i said from the past three or four months about turnout, but i think that harry and everyone else who we're looking at these poles analyses race incorrectly all the time. and the reason they analyze this race and correctly is because donald trump is at the biggest threat to joe biden. the biggest threat to joe item is black voters staying at home. black voters aren't going to all of a sudden under the age of 50 or however old they are because he gets four or five a name rappers from detroit or four or five and name rappers from the bronx to support them. they're not going to all of a sudden, you know, flocked to donald trump. >> there is a threat, however, the black voters simply will stay at home because they feel sometimes like his policies passed in washington haven't necessarily touch their pockets. >> i don't have the same shock and all i just think here we are in the middle of summer and things will stabilize and get back to norms as they always do but the numbers are the numbers, the carry me. >> are you saying just don't believe the polls? are you saying you don't think these poles will be representative? the population once voting begins in november how both, both, i think the traditionally i think what we've seen over the past eight years is pretty bad polling. and then i think what you've seen consistently since that time is individuals have a very difficult time acknowledging that we've had that polling and then the polling continuously gets worse and so i think that's that's, that's one of the issues that we have, but the biden campaign has they do have issues with african african-american voters in terms of getting them to turn out to vote. that is a fact that i was with commonly harris last week in charlotte, north carolina and one of the things she was trying to do is ensure that she got black voters to the polls particularly younger black voters, they are working towards that. >> but i know for some donald trump's not getting 20% of the black vote. >> i mean, that i can sit here and say that is a fact today. >> i know you have a different opinion, just opinion as your head is madly shaking, what are your thoughts on these, on these numbers? and you've got makari and joe biden himself sort of said he doesn't believe the polls, although it was on the economy me does it took donald trump get 20% of the wout look, i actually find myself agreeing a lot with some of the assessments by my friend bucaram. you look, i think democrats are in many ways trying to either pooh-pooh the numbers or they're trying to scare people into changing the numbers. the reality is republican party that gets 20% of the black vote as republican party, this stops losing elections. and the notion that the democrats would no longer enjoy monolithic support from the black community is something that terrifies democrats up and down the ballot. so, yes, i understand why they're trying to push back against the narrative, but it comes at their own peril because for decades, my entire life they have told us every four years we're not allowed to talk talk about the fact that black schools are failing black families, that we have a three strand code of despair from that failure in those schools. that is many ways is driving the poverty which leads to the criminal element. there is no biden plan to make american communities more safe. there is no biden plan to give broader access to school choice. these are issues that black families are tired of having place on the back burner. and so whether it's joe biden spending in $25 million, he tried to push a bidenomics add by that ended up with them getting rid of the term bidenomics or him now, trying to make this post on character saying that i'm the character candidate and president trump is not black people. i think writ large are beginning to wake up to the reality we cannot continue to engage in politics. same way that does not mean that they're going to you all of a sudden, like lemmings start voting for republicans, but it does mean that there are, a considerable, a larger number of black voters who are willing to hold their voting to buggers the car is count, maybe did not voting for joe biden, but they might not be willing to come out in the rain or on any day to continue to support a party that places there needs to the back back-burner. >> i want to ask you how you think black voters get over some of the things that donald trump has said? over the years which are just they're racist. let me, let me go to some of the things that he said over the years the mug shot, we've all seen the mug shot and, you know who embraced it more than anybody else. the black population, it's incredible. and a lot of people said that that's why the black people like because they have been hurt so badly and discriminated against. and they actually viewed me as i'm being distributed against african americans are getting slaughtered. hispanic americans are getting slaughtered and these millions and millions of people that are coming into our country it makes me sad because i am, i am the least racist person. i can't even see the audience because it's so dark. but i don't care who's in the audience. i'm the least racist person in this room. >> he said a lot of different things that really were upsetting to black folks and white folks it's frankly, how do you get over that? how does someone get over? i'll just say this. we're not in an election where you're saying this is the person who's perfect on race versus just the person who is terrible on race. i think that we like to whitewash away the racial gaps the candidates when we believe in the underlying policies of that candidate. and so whether it's joe biden talking about racial jungles 30 years ago and kamala harris having to remind people that that little girl on that bus in wannasaen was me or whether it's joe biden as recent as two years ago, rom initially about the good times he used to hang out in the cafeteria with all of those are wout racist in the united states senate yes. there are plenty of comments that we can talk about from these presidents. there are people on the left who i think what probably take more issue with the racial legacy of donald trump. but most people i think are saying it is a pox on both houses. if you are someone who subscribes the notion that racism is the original sin of this country. it is certainly not confined to either side of the political aisle. and that type of i think myopic approach to dealing with race is why we have had such a difficult time fixing seeing the issue of race. and i think it's why you see people now in spite of all the things democrats are talking about, continuing to go back to that 2060 and playbook about the central park five, it is not working. the numbers are eroding before our very eyes and demo grass can ignore them at your own peril makari, what, what are your thoughts on how he is seen by the black community after the comments he makes lesson i just listened to my, good friend not and actually answer your question. and i thought the dodging was pretty i thought it was i thought it was good. i thought about your allocution was was amazing look, the fact is donald trump uses, uses racism has political currency to his, to his point. this is baked into the cake of whom donald trump is. i mean, we know donald trump is racist. so anytime you sit here and say, look, that guy over there is racist, don't vote for him. that's really not moving the needle so you're right when you talk about pointing out the facts in the words that donald trump uses and how he gets rid of all of the diversity departments and civil right. departments and all federal administration's. if federal administrative departments, when he was president of the united states, when you think about these things and you tie in the language that he uses, the fact is donald trump is not trying to woo black voters to the republican party. that's not what this is about when you see him go to black churches or when you have quantity, you, patrick become a shell of himself and go out and endorse donald trump. that is not to show the world that black voters are voting for donald trump what he is trying to do though, is make himself more palatable to those college-educated white voters, to those independent voters, to those voters in the suburbs. that is what this play is about that this play is about moving that needle in the middle and saying, look, i'm having this group come to me or come back to me. i'm able to do events in black churches, quote unquote black churches so you need to give me a second look. you need to see that this campaign is different than the past, and i'm more than all around candidate. i think that's what this is about. more so than a true play to get black voters all of a sudden to find a new home and the republican party that is a really interesting argument. makari, i will have to congratulate both of you for being so generous. tillman lay to one another in these difficult political times we are always at each other's throats. so thank you both for coming on. this. maybe it's not necessarily a surprise the war cabinet was three people and with benny gantz leaving, you really only left with the prime minister the defense minister. so at this point, he says, it won't affect stoltenberg at the white house. the meeting comes after defense ministers agreed to put nato in charge of coordinating aid to ukraine with me now is the us permanent representative to nato ambassadors julie smith, investor. thanks so much for being with us. a lot of people look at this agreement nato in charge of your serbian a going forward as trump proofing. aid to ukraine out of concern of what will happen if there was a shift in the us administration. they want to make sure that that aids still gets there even if a potential trump administration doesn't want it too. is that how you see it no. >> how we see it inside the nato alliance. is that all of the allies came together, sat down with our friends in ukraine and tried to determine how we could bring greater coordination and coherence to all of the efforts that have been unfolding over the last it's two years. as you know, there are over 50 countries around the world supporting the ukrainian military with security assistance and obviously the ukrainians have been interested in taking any assistance that they possibly could get their hands on. but it is now time to step back and figure out how nato can provide better coordinate nation of those efforts, not just the security assistance that's flowing into ukraine, but also the training. many, many countries are training ukrainian troops. we want to make sure that those efforts are properly coordinated and brought together under one roof. so nato will be taking on some new tasks going forward. forward, starting as early as this summer when we will host the nato summit in washington, dc, there was an important conference in switzerland over the future of ukraine and the idea of peace going forward. and there's joint communique issued from this conference, talking about the importance of respecting territorial integrity borders, namely borders like ukraine's borders, which russia has encroached on. that was a joint communique that came from this conference. yet several of the major countries that were there, india, saudi arabia, south africa, the uae. >> one sign that. >> what does that tell you? >> well, i think what it tells us is over 80 countries at that summit came together and made clear to russia that those countries are very interested in maintaining the key tenants of the un charter country's care about their territorial integrity and their sovereignty countries, those 80 countries wanted to send a strong signal to russia that their efforts to take over ukraine and make ukraine go away will not be tolerated. so from our perspective, we were pleased to see so many countries come to the summit. we were honored to have the vice president there along with the national security adviser, jake sullivan. and i think russia received the message loud and clear that countries around the world will not tolerate another country taking over and invading a neighboring country. >> there, are countries that signed it. many, many cut recited, but some did not. again, my question is, what about the countries that did not sign it? does it concern you that they do not have the same feelings about territorial integrity that united states does well, there were a handful of countries that opted not to sign the tax that was agreed at the summit. >> and hear what russia is trying to do is trying to use disinformation to persuade countries around the world that somehow nato is responsible for this war, or that nato allies are directly engaged in the war, which of course is not true. russian disinformation is out there swirling around in many, many corners around the globe. and i think it's upon all of us to push back on that narrative and set the record straight to help countries understand that russia is the
