looking at live stunning daylight images of the francis scott key bridge collapsed in the tapscott river in baltimore, right now, >> this is a >> major american roadway in a major american city. in it is simply under water this morning. there are search and rescue operations underway for as many as seven people who perhaps spill in there. we bring the footage back up there so we can see it again. just how stunning this image is right there of that bridge in the water. it all happened overnight. >> what a >> huge cargo ship, the dalai, rammed into a pylon, holding up the bridge. we have footage of the moment that this happened i. can show it here on the wall for you right here. there was the ship as it approached the pylon there, it struck the pylon, the bridge collapsed into the water. it is not clear why or how this vessel ran into that pylon, but official tell us this morning there was absolutely we know ty no reason to expect any tie to terrorism that bridge that you're looking at, falling into the perhaps go river normally carries 31,000 vehicles a day. this was the 911 dispatch the moment it happened he advise the entire bridge, entire cambridge in the harbor. advisors and the entire cube roots has fallen into the harbor the, entire key bridge has fallen into the harbor, stunning words just to give you a sense of where this is, this is the francis scott key bridge. it is 695 the outer beltway around baltimore. this is downtown baltimore, the inner harbor. so many people are familiar with bwi airport is down here, but you can see why this would be a heavily traffic roadway. maybe people headed to bwi, there's all kinds of warehouses, right here. so this is an important bridge. now completely underwater. are gabe cohen is on the scene right near the site where the bridge collapse gave gives us a sense of what you're seeing this morning. >> the early morning hours today. >> if you look as we zoom in, there are rescue boat, several of them i've counted upwards of a dozen in the river that are trying to search for any potential survivors. officials have said they're looking for it least seven people. they could be in the water as we show you this vessel, the ship itself, you can see the mangled of the key bridge that a fallen onto the deck of the ship that are collapsed on the vessel itself. we don't know the condition, any injuries on the boat, but if you actually look at the bridge up there we have seen people moving around on the ships, so we know that there is a crew on board there. the coast guard has been in touch with them. we're still waiting for an update on their condition as we pan to the left as well we're seeing a lot of emergency our talking to those rescuers. they are working with them. look, this whole area has been shut down since we arrived just after 3am. we saw crews flying by arriving at the bridge at river and they are using three technology. they have john to try to find people in these cars including a sonar we heard from officials about some of those tools. take a listen to what one of them said earlier. >> we need to do damage assessment of the ship itself before we can board that ship. and we need to continue our subsurface search, which is including different types of sonar. we have side scan sonar, we have other sonar capabilities here we have underwater uavs that were working with and throughout the night, we've also been working with infrared technology, both from the air and on the water surface and john, i think this shock gives you a really good sense of the scale. here. those are some of those rescue boats in and behind it the ship that crashed into the key bridge. so you can see the size of this ship. it is massive and that's why it's so quickly it seemed brought the key bridge down into the water and look, it is a huge area of this river that those rescuers are searching right now because it is a massive span of the bridge that was lost when it collapsed. this is not some small section. it is quite a large section here. and so the water is choppy, frigid conditions out there rescuers have their hands full and so officials quite emotional in the past couple of hours as they address the media on what is really an urgent and tragic situation. >> if we keep these pictures up again for just a second here, this bridge, as you're saying, it is a steel truss bridge these beams of steel piece together here in this expanse is thought to be one of the longest expanses for any steel truss bridge over baltimore harbor. one that huge cargo vessel almost 1,000 feet long struck that pylon >> a >> lot of steel fell into the water right there as you said, we are getting word that there were some maintenance workers who were working on the bridge at the time overnight around 130. they may very well been working on the road board level of the bridge, no reason necessarily to believe that the work they were doing had any thing to do with the structure or structural integrity of the bridge itself. all right. gabe cohen on the scene gave keep us posted as to what you see. >> sarah all right. thank you. john investigators are right now in the very early stages, as you know of their investigation into how this happened. let's bring and see an in transportation correspondent, pete muntean, you pete have just arrived on the scene there in baltimore what can you share with us about how this investigation is going to be conducted with so many different agencies looking at what happened here >> the big question now is 1 the ntsb will become a part of this. and of course they will look into the reported power failure that was reported on this boat flag out of singapore. there are some really big questions about the implication of what that means. was that a power failure of the engines or was that a power failure of the electrical system? and what that drives? there were two reported flickers of the lights onboard the ship before it hit that piling of the key bridge here. >> and that >> is so significant because they will want to know about the human factors, about the pilot on board the boat, the pilot who comes from the harbor to make sure that these ships are able to navigate the tabs go river here going into the board of baltimore, but they will also want to note so critically about the systems and the contributing factors here. the main thing they will want to see is whether or not this was a failure, specifically of the boat and then beyond that, what caused the bridge to collapse? you've seen the video and it really after this collision folded like a cheap suit. the first thing was the collision. the second thing was the collapse. and so the national transportation safety board is taking in information right now. they tell me in conjunction and in tandem with the coast guard to see how this will go down. the investigation of course, only just unfolding, and it will likely take a year or 18 months, or more to really figure out exactly why this ship apparently coaston into this piling of the key bridge here. and then what caused the collapse? we're also hearing from maryland transportation secretary paul, we'd have felt about the work that was taking place on the top of this bridge. there were contractors here as part of the maryland transportation authority, the maryland transportation marilyn transportation contractors, who were doing deck work on the bridge. and we have seen in the video the deck of the bridge, essentially folded like a hershey bar coming off in large chunks. and so of course now the searches on for some of them who may have fallen into the river for below. of course, the water temperature is a big concern. hypothermia sets in after not a very long period of time here, you've probably been in a swimming pool that's been pretty cold usually it feels cold around 80 degrees. the water temperature here, much, much colder and now that the sun is out, that is really aided the search here in a big way, you can hear the helicopters in the background that appears to be a news helicopter. there was also the maryland state police out here earlier searching the air, also the baltimore city police searching for potential survivors here in the water. but there are so many questions here as to why this took place. and that is only just now unfold like yeah, and we should just keep mentioning that the most important thing right now for authorities is the search and rescue mission it is urgent. they have several boats out. they have airpower looking down and son are looking at vehicles that authorities say have been detected in the water and time ticks on and those frigid temperatures, it becomes a very desperate situation to try to find anyone who has right. we continue with our breaking news and urgent search and rescue effort is still underway in baltimore after a huge container ship crashed into the francis scott key bridge overnight, sending people plunging into the river below. now we're just getting this new information in right now. this is from the port authority. the port authority saying that the dalai that's the name of that cargo ship there was involved in an incident in belgium in 2016. were also hearing from the ship management company funny this morning, and we're learning that synergy group, that is the owner of the ship, says that no crew members were injured, and that was a question because you see there the ship with the bridge collapsed on top of that deck and there was word that there may have been workers working an out on that deck the time of this accident. all right. let us get now to baltimore county executive. jonny osha, cki thank you so much, sir, for joining us now, what can you tell us? is there any update for us this morning on the investigation here into what happened? >> yeah. i mean, first of all, my heart goes out to everyone impacted by this absolute tragedy. it feels like a nightmare for all of us in the greater baltimore region. i can tell you that the investigation is underway even as we are very much focused on the search and rescue and search and recovery efforts. our first responders have been working around the clock auxins very early 01:00, 02:00. this morning with the sun coming up. we're now finally able to go in and begin dive operations unfortunately, we weren't able to do that before. but what i can say is the investigations on what happened how this happened is also happening. but right now, our focus is very much been on the search and rescue and the search and recovery efforts here in this situation, you say that now finally, in the morning light, you've been able to get folks down and diving into these frigid temperatures. can you give me some sense of just how difficult this is going to be? what kind of expanse you were having to search for what we heard from the maire and the fire chief were at least seven people. they believe to be missing at this point, is that still correct? >> that's right. our most recent intelligence is that we have at least seven people who are impacted >> the >> conditions are difficult, right? we're talking about a deep channel port. it's 40, 50 feet of water strong currents, the weather is wendy, the water is cold, and so we certainly worry about those who are in water, not to mention the fall from the bridge for folks who we know, we know that there were individuals working on the bridge. we've also identified with sides scanning sonar that there were cars on the decks so we know we're really just focusing our efforts on that. again, that's i mr. osha ascii. we just lost you for just a few seconds, so i'd like you to sort of continue to talk about the fact that you have these that is showing that there are definitely cars that are submerged. likely fallen from the deck we are again looking at the picture of the bridge itself. this morning, which is crumpled over the top of the cargo ship and now you're saying dive crews have been able to actually go into the water and try and rescue anyone who has fallen into water so far, you have confirmed that we are still looking at up to seven people who may be submerged in that water john, as you're listening to the executive baltimore county executive, who we've had some technical difficulties with they've been able to put the dive in the water now now finally, that is a really significant development here at, because the search and rescue is what everyone is concentrating on right now, trying to save lives >> as many as seven people they say could be in the water. the source efforts are underway, not just the cars, which is so interesting that they're spawning with the sonar underwater but also the work crews that were on the surface of the bridge, maybe filling in the concrete the road surface of the bridge, not the structural integrity of the bridge, but they were working on top of the bridge they could have fallen into the water as well. hopefully, we'll get an update on those search and rescue operations soon as they've been ongoing all morning long. >> and we >> did learn that there was a prior incident involving this ship sometime ago somewhere else. but one of the things that are looking into right now is the power. the power situation on this vessel. and i don't mean to keep showing the moment of impact here, but you can see the power was well, the power was lost on this ship. the moment that it hit the pylon of the bridge prior to that, there were some flickering as well. so there are some questions about the power and what was guiding that ship before it hit the pylon will be following this all morning long, much more information coming in another major story this morning, the bwi airport is down here. so you can see a major roadway, right? they're also very important for the moving of cargo. a lot of warehouses in the like right there as well. again, the search and rescue operations continue this morning and we're going to update you as that comes in with me now more with me now is the maryland transportation secretary. paul would've field is on the phone with us right now. mr. secretary thank you so much for being with us. let me just first ask you, do you have any updates about the search and rescue operations in the water? >> paul ul we'd have felt wai ed iep >> mr. secretary, if you can hear me and thank you for being with us do you have any updates on the search and rescue operations in the water? >> it is still ongoing. we have every imaginable resource here, meaning from the federal, state, and local level and that is what they're doing right now >> anyone recovered at this point >> we have one individual that we did take to shock trauma and that is still again, there's in that mode right now. >> okay. so as we wait and watch on the search and rescue operations, and obviously everyone thinking of the people who may have been affected. >> what >> questions do you have, mr. secretary, about how this happened? >> about will be. there. we'll get to all those questions in time. then as you can imagine, what ntsb postcard everyone is investigating bill fine. they'll get the bottom of those issues. but right now, we're focusing on basically finding these people. >> i get it. i absolutely understand that the search and rescue is the priority right now, but but there are still some questions people have about understanding the process of what goes on in the harbor here in baltimore, this major shipping port big cargo ships like this. how are they piloted in and out of port? is it just the crew of the ship or is there a local pilot that takes them out of harbor normally? >> there's a local pilot, just take some out of the harbor >> normally, a local pilot takes amount of harbor normally, and it's not an uncommon thing for ships to be going under this bridge at all, is it? >> no, we're extremely busy pork ninth largest in the country. i don't of the largest cargo in the country as well >> in anyone who is driven through baltimore knows how beautiful the inner harbor is in how busy the harbor is in general, in terms of shipping. and i'm not gonna show the video now of the collapse but obviously the ship ran into the pylon. how close to ships normally get to that support structure? >> that if you look at its, it's off center of where it should be all right do you see the video before the collapsed? >> all right. i am going to show the video. people can take my footage, share the screen if you guys can take me okay. because the secretary was talking about this. this is the vessel right there that is the moment it's strikes the pylon, you say it is off-center, is it normally supposed to be in the middle? that large span? >> exactly. >> oh, that is interesting. so it's supposed to be in the middle of that large span. so if given that it hit the pylon, he was off course, it had to have been off course well before it got under the bridge >> again, >> sure. all that out later but obviously it should be in the main channel which is under that main span >> the main channel, which is under the main span, not obviously close to the pylons. >> do you know the >> status of the people onboard the vessel itself right now? >> yes. basically, they're being there being contacted believe there's any injuries there how much communication is they're normally between people on board the vessel? for people who don't understand shipping and that's most of us frankly, is this like an air traffic control situation? are there people on board the vessel who normally be talking to people on shore to control its movement in and out of the harbor. >> i don't have all those details >> i can appreciate that. obviously, it is a complicated situation. what do the people in baltimore who normally use that bridge? what do they need to know today about what they have to do, how they can help yeah. >> i mean, it's a major thoroughfare as part of a beltway around the city of baltimore. so it's basically one of the major links. we have two other sig around the harbor two tunnels. so basically we are basically eat corn people around that, but it is a significant part of the transportation system in baltimore listen, mr. secretary paul, would you feel i know how busy you are. we sir. >> sarah. >> all right. we have another major story are happening now. right now outside the supreme in court. protesters voicing their concerns about an abortion drug is experts warn of a seismic shift in abortion care in the united states you've got, two different groups out there. chanting some anti-abortion, some pro abortion availability as the justices are getting ready to hear arguments in the most important case when it comes to female reproductive care since roe versus wade was overturned, joining us now a cnn senior for legal analyst and former assistant us attorney for the southern district of new york elie honig. good to see you, ali. can you give us exactly what the court is weighing right now? >> yes. era so really important to understand the core is not weighing a potentially complete ban on mifepristone mifepristone will not be banned from the market entirely. the question here is, how broad will access be? now the fda, back in 2001st approved mifepristone. and then in 2016 2021, expanded access, for example, by allowing mifepristone to be mailed to patients rather than dispensed in person. and so those expansions and access or what's being challenged today. now the consequences here are enormous either way, because many patients apparently rely on these expanded procedures in order to get mifepristone and that that's the specific legal issue that's going to be argued in the court today. >> can you give us some sense of how the how the dobbs rule ruling played into where we are right now and where the court is right now. >> yes. so that's crucial context, of course, the dobbs decision back in 2022 reversed roe versus wade and left it to the states how they would enforce abortion regulation. and since that happens, there are two years ago, about 20 states have either eliminated or, or scaled back availability two abortion substantially. and so as a result, as you saw in the last hour from meg tirrell or medical expert, the reliance on mifepristone and use of mifepristone has gone up because it's become a more important alternative for women seeking abortions. so it's all interrelated here that will certainly look large and the policy background elie honig. thank you so much for coming on. this is a really important story. there'll be watching it and we'll come back to you throughout the morning. appreciate it. john >> obviously, the biden harris campaign is talking about abortion access as it travels around the country, both the president and vice president will be in north carolina today. he were the issue of access to abortion has been front and center with this. now is the governor of north carolina, democrat roy cooper, governor. thank you so much for being with us and just to remind people what has happened in your state is the state legislature overrode a veto of yours to enact a ban on abortions before i believe it's what, 12 weeks in your state right now. so this is something you've been dealing with every day. what are you watching for in the supreme court today? how important is this decision to the people of your state? >> it's very important. we need to protect women's reproductive freedom as much as we can. and it's really outrageous that this case has even gotten to the supreme court. it's clear that extremists brought this case in order to reduce access to reproductive freedom for women and what's so ironic is that the supreme court, when they took away a woman's constitutional right. at the same time, they gave the states the ability to regulate abortion care. with this case, they're considering now they can take part of that regulation authority away from states who have legalized abortion. so they would be going back on what they said mifepristone is a safe and effective drug being used for more than two decades by 5 million people. it's so much safer for women if they don't have this avenue in many situations, they have to use surgical procedures so we're hoping that supreme court does the right thing today. and i know that president biden and vice president harris will be talking about this today in north carolina protecting reproductive freedom. will be on the ballot this year. >> let's talk about the ballot this year and north carolina, because the results in the presidential races in north carolina has been incredibly close the last several elections in 2012, barack obama lost by about two points in 2016, hillary clinton lost by about three points in 2020 joe biden, who was not, not yet president lost by about one point. my question to you, governor, is, why do you think that 2024 joe biden can be different here? how kin president biden win in north carolina? >> we're the third fastest growing state in the country are blue counties and cities are getting bluer. joe biden has done so much to help the rural parts of america with high-speed internet. he's fighting to control drug prices he knows what the american people need right now and it's critical that he win the swing states. i think the presidency will go through north carolina. this was president biden's closest loss last time with the increasing number of college-educated people have that we have with reproductive freedom on the line with the fact that republicans have nominated a real slew of extreme candidates for governor attorney general, superintendent of public schools that are probably the most extreme slate in the country i think you're going to see such attention paid to north carolina that this is a state that president biden can win. >> you think he can win even though he didn't in 2020, talk to me about the republican gubernatorial candidate, lieutenant governor mark robertson some robinson, someone you know, well, why do you think that could impact the the election at the presidential level >> well, first he's independently elected. he is a republican, and i'm a democrat he has denied the holocaust he, he has said that there should be no abortions with no exceptions he's said the lgbt community is filth he says he has his ar 15 in order to shoot government officials if they get too big for their britches he said that men should lead, not women. >> this is a candidate who wants to go back to the culture war north carolina's been through this before with our bathroom bill, we were able to get that repealed. now, we've been the best date for business two years in a row. we're attracting clean energy jobs were moving forward in a positive way. no carolinians don't want to go back to that and when you look at the team of donald trump and mark robinson and the attorney general candidate and the superintendent of schools, all extreme candidates. i think north carolinians are going to come to the polls and say, we've had enough of this we want bipartisan cooperation just like we've done with expanding medicaid in north carolina in a bipartisan way. we're going to get health insurance to 600,000 more people. and president biden and vice president harris today are going to meet with some of them and they'll see firsthand what it's doing for the working people of north carolina. i've childcare workers are people who are looking after our seniors. it's an amazing thing that's happening health care is something that we know will be on the ballot because donald trump wants to take those health care cards away from north carolinians who've just gotten them just so people understand, lieutenant governor mark robinson while he has said those things or some version of those things, his campaign has tried to explain that his positions on some of those >> issues are more nuanced than that, but governor roy cooper, i do appreciate your time being with us it's morning. thank you so scott key bridge over the major shipping container that slammed into one of the pylons, causing that collapse. when that happened, people were sent plunging into the frigid waters below. and there is an urgent search and rescue effort happening as we speak, we just learned this hour that they we have finally been able to get divers into the water to try and look for any body who has survived. this tragedy cnn's tom foreman is joining us now with more details on the story. hey, tom hi sarah. this is a >> busy area, as you can see, any, hour of the day, even at 01:30 in the morning, a lot of traffic there that's why there's been so much concern about trying to find anyone there. the technology they've deployed from the beginning as best they could even in the darkness infrared detectors operating from the air and land above the water looking for any heat signatures of anybody out there surface searching by boat and aircraft divers. now in the water is you've note very difficult in the dark, turn anything and side scan sonar which they had down there, which they said did detect some cars under the water. this is however very grim work in these temperatures. remember, most people in 102030 minutes lose most of their motor skills to do much of anything, even if they want to rescue them self. so as i said, grim work, difficult work right now, even by the daylight at the same time, a lot of the attention is turning towards the investigation as to what exactly happened with the ship because early information will really matter. this is a massive cargo ship. it's not the biggest, but it's still plenty big, more than three times as long as a football field about half as wide as a football field is long. one way of looking about it is to say that this would be the equivalent of having a building and a town turned sideways because the ship itself weighs more than 100. more close to 100,000 tons, and then it carries much, much more than that. it's like tipping a building sideways and having go down to the river. we've looked more at the tracking of it here as it headed out toward the chesapeake bay back here, when this ship started out, as at first pulled out, it was doing about three miles an hour based on tracking mechanisms that you can look out there. by the time this happened, it was about nine miles an hour. so that's not fast for most of us in our cars, but with that amount of weight tremendous power. and one thing i really think we're looking at and i know investigators are looking at a short while ago, john was talking with one of the officials there and they were talking about how this ship more likely would have been somewhere about here, which we've been where the center of that span when it came through here instead, it's over here to the right and you can just barely see it here. it's not easy to see on this at this distance. but when you watch the video, all of it very carefully of the ship approaching, you can see there really does appear to be a fairly marked swerving to the right as it approaches the bridge here, this would have been under the control of one of the harbor pilots, one of the people who works if you're not a ship pilot was confirmed a short while ago >> these are people who >> are expert, some of the highest paid government workers in this country, harbor pilots all around the country because it is such delicate such difficult work. and yet for some reason there was a slight hook to the right as it approached the bridge there maybe already headed that way. but then you see this movement toward the right. all of this being looked at investigators maybe some of it doesn't really mean anything. maybe it means everything but as daylight comes on and they continue looking for those survivors, we hope we hope they also have to look at why did this happen and what happens now >> there are really two things going on now. won the main concentration on the search and rescue it is now, as you mentioned it's been a long time. it's been about eight hours since this incident happened in those frigid temperatures, very, very difficult to survive that the other is how did this happen and how to keep it from happening again, tom form and i think it's really interesting that you talk about 100,000 tons. that is how much? this ship, wade, how difficult it would be to maneuver it once it's gone off. of course, tom foreman, i always appreciate you always bring great facts and great knowledge. appreciate it. john yeah. sarah, we're getting some >> new footage in right now that i'm going to look out for the first time alongside you, that i've been told his close up footage of the damage of. the, vessel itself, you can see, wow, oh, in that first shot, you can see, well, this is the bridge that's the bridge in the water there. it seems that this footage comes from baltimore fire rescue that's right there. you can see the damage to the hall itself. you can see the bridge just crashing in and damaging the structure of the boat. and then those twisted shipping containers, they're like tin foil just torn the force with which it fell. that is the francis dot key bridge in the water. this morning, that span of the bridge, one of the longest steel trough spans arizona. this is the footage that's really interesting. you could see how much damage was done to the whole of that ship from that still trust bridge when a collapsed obviously, unclear whether that was the weight of the bridge falling onto the boat itself, which damaged or the force of the impact into the pylon holding up the bridge. but nevertheless, a great deal of damage to the boat itself. we have been told we should note that there are no injuries of those who were onboard the vessel itself. this is a boat registered out of singapore. we are told we were just told by the secretary transportation in baltimore that it's a local pilot they put a local pilot onboard the vessel to guide it out of the harbor and one more piece of tom format and the secretary were talking to us about this boat should have been it may seem obvious in the center of this span of this long span of the steel truss bridge, it should have been here, obviously it was not it was here where it should not have been. what's unclear is where it went off course. was it right before it went under the bridge or had it been off course for some time and for some reason, not able to get control of it. again, all important new information we are following the breaking news out of baltimore were search key bridge the bridge has collapsed into the water. there are search and rescue operations underway for at least seven people believed to have fallen in the water temperature is around 48 degrees, but let's get a better sense of the conditions in the water and the weather conditions overall, cnn's derek van dam is with us now. derek 48 degree water temperature is just downright dangerous for the human body not to be prepared to enter into water. that cold, you can get hypothermia, you can get cold shock. remember, cold water actually drains body heat four times faster than cold air physically does. so, here there's a look at the key bridge. it's located right there, 695. you are looking at the chesapeake bay and of course, into a more hyperlocal look, this is the pitot sco river. and right now with these types of water temperatures the survivability rate of people who have come in contact with that type of water is roughly between one to three hours. we're now entering into the seventh hour of this event. and for search and rescue operations, other things complicating matters not only on the surface of the water, but out of the water or the wins. and also the tides and the currents, we currently have a coastal flood advisory across the entire chesapeake bay including where the bridge collapse occurred, a roughly at 01:30 this morning and we just passed high tide, which was at 08:20 this morning. so now we're going to experience a reversal of the tides. and remember tides at the moment with a full moon are exaggerated, so we get higher than high normal tides and lower than loh normal tides. and so that is going to create some currents as they tried to navigate these very difficult waters, not to mention john, winds will increase with the approach of our next weather that have put restrictions in place on medication, abortion itself. but if the supreme court rules with the appeals court, which essentially has rolled back some of the accessibility of mifepristone. all of those states would be subject to the restrictions on access says to this medication, some of the challenges here are around the safety of the medicine and whether the fda acted appropriately scholars and experts in the pharmaceutical industry point out the safety of this medicine has been proven over the decades since it's been on the market. they say the risk of serious complications is looking at live stunning daylight images of the francis scott key bridge collapsed in the tapscott river in baltimore, right now, >> this is a >> major american roadway in a major american city. in it is simply under water this morning. there are search and rescue operations underway for as many as seven people who perhaps spill in there. we bring the footage back up there so we can see it again. just how stunning this image is right there of that bridge in the water. it all happened overnight. >> what a >> huge cargo ship, the dalai, rammed into a pylon, holding up the bridge. we have footage of the moment that this happened i. can show it here on the wall for you right here. there was the ship as it approached the pylon there, it struck the pylon, the bridge collapsed into the water. it is not clear why or how this vessel ran into that pylon, but official tell us this morning there was absolutely we know ty no reason to expect any tie to terrorism that bridge that you're looking at, falling into the perhaps go river normally carries 31,000 vehicles a day. this was the 911 dispatch the moment it happened he advise the entire bridge, entire cambridge in the harbor. advisors and the entire cube roots has fallen into the harbor the, entire key bridge has fallen into the harbor, stunning words just to give you a sense of where this is, this is the francis scott key bridge. it is 695 the outer beltway around baltimore. this is downtown baltimore, the inner harbor. so many people are familiar with bwi airport is down here, but you can see why this would be a heavily traffic roadway. maybe people headed to bwi, there's all kinds of warehouses, right here. so this is an important bridge. now completely underwater. are gabe cohen is on the scene right near the site where the bridge collapse gave gives us a sense of what you're seeing this morning. >> the early morning hours today. >> if you look as we zoom in, there are rescue boat, several of them i've counted upwards of a dozen in the river that are trying to search for any potential survivors. officials have said they're looking for it least seven people. they could be in the water as we show you this vessel, the ship itself, you can see the mangled of the key bridge that a fallen onto the deck of the ship that are collapsed on the vessel itself. we don't know the condition, any injuries on the boat, but if you actually look at the bridge up there we have seen people moving around on the ships, so we know that there is a crew on board there. the coast guard has been in touch with them. we're still waiting for an update on their condition as we pan to the left as well we're seeing a lot of emergency our talking to those rescuers. they are working with them. look, this whole area has been shut down since we arrived just after 3am. we saw crews flying by arriving at the bridge at river and they are using three technology. they have john to try to find people in these cars including a sonar we heard from officials about some of those tools. take a listen to what one of them said earlier. >> we need to do damage assessment of the ship itself before we can board that ship. and we need to continue our subsurface search, which is including different types of sonar. we have side scan sonar, we have other sonar capabilities here we have underwater uavs that were working with and throughout the night, we've also been working with infrared technology, both from the air and on the water surface and john, i think this shock gives you a really good sense of the scale. here. those are some of those rescue boats in and behind it the ship that crashed into the key bridge. so you can see the size of this ship. it is massive and that's why it's so quickly it seemed brought the key bridge down into the water and look, it is a huge area of this river that those rescuers are searching right now because it is a massive span of the bridge that was lost when it collapsed. this is not some small section. it is quite a large section here. and so the water is choppy, frigid conditions out there rescuers have their hands full and so officials quite emotional in the past couple of hours as they address the media on what is really an urgent and tragic situation. >> if we keep these pictures up again for just a second here, this bridge, as you're saying, it is a steel truss bridge these beams of steel piece together here in this expanse is thought to be one of the longest expanses for any steel truss bridge over baltimore harbor. one that huge cargo vessel almost 1,000 feet long struck that pylon >> a >> lot of steel fell into the water right there as you said, we are getting word that there were some maintenance workers who were working on the bridge at the time overnight around 130. they may very well been working on the road board level of the bridge, no reason necessarily to believe that the work they were doing had any thing to do with the structure or structural integrity of the bridge itself. all right. gabe cohen on the scene gave keep us posted as to what you see. >> sarah all right. thank you. john investigators are right now in the very early stages, as you know of their investigation into how this happened. let's bring and see an in transportation correspondent, pete muntean, you pete have just arrived on the scene there in baltimore what can you share with us about how this investigation is going to be conducted with so many different agencies looking at what happened here >> the big question now is 1 the ntsb will become a part of this. and of course they will look into the reported power failure that was reported on this boat flag out of singapore. there are some really big questions about the implication of what that means. was that a power failure of the engines or was that a power failure of the electrical system? and what that drives? there were two reported flickers of the lights onboard the ship before it hit that piling of the key bridge here. >> and that >> is so significant because they will want to know about the human factors, about the pilot on board the boat, the pilot who comes from the harbor to make sure that these ships are able to navigate the tabs go river here going into the board of baltimore, but they will also want to note so critically about the systems and the contributing factors here. the main thing they will want to see is whether or not this was a failure, specifically of the boat and then beyond that, what caused the bridge to collapse? you've seen the video and it really after this collision folded like a cheap suit. the first thing was the collision. the second thing was the collapse. and so the national transportation safety board is taking in information right now. they tell me in conjunction and in tandem with the coast guard to see how this will go down. the investigation of course, only just unfolding, and it will likely take a year or 18 months, or more to really figure out exactly why this ship apparently coaston into this piling of the key bridge here. and then what caused the collapse? we're also hearing from maryland transportation secretary paul, we'd have felt about the work that was taking place on the top of this bridge. there were contractors here as part of the maryland transportation authority, the maryland transportation marilyn transportation contractors, who were doing deck work on the bridge. and we have seen in the video the deck of the bridge, essentially folded like a hershey bar coming off in large chunks. and so of course now the searches on for some of them who may have fallen into the river for below. of course, the water temperature is a big concern. hypothermia sets in after not a very long period of time here, you've probably been in a swimming pool that's been pretty cold usually it feels cold around 80 degrees. the water temperature here, much, much colder and now that the sun is out, that is really aided the search here in a big way, you can hear the helicopters in the background that appears to be a news helicopter. there was also the maryland state police out here earlier searching the air, also the baltimore city police searching for potential survivors here in the water. but there are so many questions here as to why this took place. and that is only just now unfold like yeah, and we should just keep mentioning that the most important thing right now for authorities is the search and rescue mission it is urgent. they have several boats out. they have airpower looking down and son are looking at vehicles that authorities say have been detected in the water and time ticks on and those frigid temperatures, it becomes a very desperate situation to try to find anyone who has ship there was involved in an incident in belgium in 2016. were also hearing from the ship management company funny this morning, and we're learning that synergy group, that is the owner of the ship, says that no crew members were injured, and that was a question because you see there the ship with the bridge collapsed on top of that deck and there was word that there may have been workers working an out on that deck the time of this accident. all right. let us get now to baltimore county executive. jonny osha, cki thank you so much, sir, for joining us now, what can you tell us? is there any update for us this morning on the investigation here into what happened? >> yeah. i mean, first of all, my heart goes out to everyone impacted by this absolute tragedy. it feels like a nightmare for all of us in the greater baltimore region. i can tell you that the investigation is underway even as we are very much focused on the search and rescue and search and recovery efforts. our first responders have been working around the clock auxins very early 01:00, 02:00. this morning with the sun coming up. we're now finally able to go in and begin dive operations unfortunately, we weren't able to do that before. but what i can say is the investigations on what happened how this happened is also happening. but right now, our focus is very much been on the search and rescue and the search and recovery efforts here in this situation, you say that now finally, in the morning light, you've been able to get folks down and diving into these frigid temperatures. can you give me some sense of just how difficult this is going to be? what kind of expanse you were having to search for what we heard from the maire and the fire chief were at least seven people. they believe to be missing at this point, is that still correct? >> that's right. our most recent intelligence is that we have at least seven people who are impacted >> the >> conditions are difficult, right? we're talking about a deep channel port. it's 40, 50 feet of water strong currents, the weather is wendy, the water is cold, and so we certainly worry about those who are in water, not to mention the fall from the bridge for folks who we know, we know that there were individuals working on the bridge. we've also identified with sides scanning sonar that there were cars on the decks so we know we're really just focusing our efforts on that. again, that's i mr. osha ascii. we just lost you for just a few seconds, so i'd like you to sort of continue to talk about the fact that you have these that is showing that there are definitely cars that are submerged. likely fallen from the deck we are again looking at the picture of the bridge itself. this morning, which is crumpled over the top of the cargo ship and now you're saying dive crews have been able to actually go into the water and try and rescue anyone who has fallen into water so far, you have confirmed that we are still looking at up to seven people who may be submerged in that water john, as you're listening to the executive baltimore county executive, who we've had some technical difficulties with they've been able to put the dive in the water now now finally, that is a really significant development here at, because the search and rescue is what everyone is concentrating on right now, trying to save lives >> as many as seven people they say could be in the water. the source efforts are underway, not just the cars, which is so interesting that they're spawning with the sonar underwater but also the work crews that were on the surface of the bridge, maybe filling in the concrete the road surface of the bridge, not the structural integrity of the bridge, but they were working on top of the bridge they could have fallen into the water as well. hopefully, we'll get an update on those search and rescue operations soon as they've been ongoing all morning long. >> and we >> did learn that there was a prior incident involving this ship sometime ago somewhere else. but one of the things that are looking into right now is the power. the power situation on this vessel. and i don't mean to keep showing the moment of impact here, but you can see the power was well, the power was lost on this ship. the moment that it hit the pylon of the bridge prior to that, there were some flickering as well. so there right now, but but there are still some questions people have about understanding the process of what goes on in the harbor here in baltimore, this major shipping port big cargo ships like this. how are they piloted in and out of port? is it just the crew of the ship or is there a local pilot that takes them out of harbor normally? >> there's a local pilot, just take some out of the harbor >> normally, a local pilot takes amount of harbor normally, and it's not an uncommon thing for ships to be going under this bridge at all, is it? >> no, we're extremely busy pork ninth largest in the country. i don't of the largest cargo in the country as well >> in anyone who is driven through baltimore knows how beautiful the inner harbor is in how busy the harbor is in general, in terms of shipping. and i'm not gonna show the video now of the collapse but obviously the ship ran into the pylon. how close to ships normally get to that support structure? >> that if you look at its, it's off center of where it should be all right do you see the video before the collapsed? >> all right. i am going to show the video. people can take my footage, share the screen if you guys can take me okay. because the secretary was talking about this. this is the vessel right there that is the moment it's strikes the pylon, you say it is off-center, is it normally supposed to be in the middle? that large span? >> exactly. >> oh, that is interesting. so it's supposed to be in the middle of that large span. so if given that it hit the pylon, he was off course, it had to have been off course well before it got under the bridge >> again, >> sure. all that out later but obviously it should be in the main channel which is under that main span >> the main channel, which is under the main span, not obviously close to the pylons. >> do you know the >> status of the people onboard the vessel itself right now? >> yes. basically, they're being there being contacted believe there's any injuries there how much communication is they're normally between people on board the vessel? for people who don't understand shipping and that's most of us frankly, is this like an air traffic control situation? are there people on board the vessel who normally be talking to people on shore to control its movement in and out of the harbor. >> i don't have all those details >> i can appreciate that. obviously, it is a complicated situation. what do the people in baltimore who normally use that bridge? what do they need to know today about what they have to do, how they can help yeah. >> i mean, it's a major thoroughfare as part of a beltway around the city of baltimore. so it's basically one of the major links. we have two other sig around the harbor two tunnels. so basically we are basically eat corn people around that, but it is a significant part of the transportation system in baltimore listen, mr. secretary paul, would you feel i know how busy you are. we seismic shift in abortion care in the united states you've got, two different groups out there. chanting some anti-abortion, some pro abortion availability as the justices are getting ready to hear arguments in the most important case when it comes to female reproductive care since roe versus wade was overturned, joining us now a cnn senior for legal analyst and former assistant us attorney for the southern district of new york elie honig. good to see you, ali. can you give us exactly what the court is weighing right now? >> yes. era so really important to understand the core is not weighing a potentially complete ban on mifepristone mifepristone will not be banned from the market entirely. the question here is, how broad will access be? now the fda, back in 2001st approved mifepristone. and then in 2016 2021, expanded access, for example, by allowing mifepristone to be mailed to patients rather than dispensed in person. and so those expansions and access or what's being challenged today. now the consequences here are enormous either way, because many patients apparently rely on these expanded procedures in order to get mifepristone and that that's the specific legal issue that's going to be argued in the court today. >> can you give us some sense of how the how the dobbs rule ruling played into where we are right now and where the court is right now. >> yes. so that's crucial context, of course, the dobbs decision back in 2022 reversed roe versus wade and left it to the states how they would enforce abortion regulation. and since that happens, there are two years ago, about 20 states have either eliminated or, or scaled back availability two abortion substantially. and so as a result, as you saw in the last hour from meg tirrell or medical expert, the reliance on mifepristone and use of mifepristone has gone up because it's become a more important alternative for women seeking abortions. so it's all interrelated here that will certainly look large and the obviously, the biden harris campaign is talking about abortion access as it travels around the country, both the president and vice president will be in north carolina today. he were the issue of access to abortion has been front and center with this. now is the governor of north carolina, democrat roy cooper, governor. thank you so much for being with us and just to remind people what has happened in your state is the state legislature overrode a veto of yours to enact a ban on abortions before i believe it's what, 12 weeks in your state right now. so this is something you've been dealing with every day. what are you watching for in the supreme court today? how important is this decision to the people of your state? >> it's very important. we need to protect women's reproductive freedom as much as we can. and it's really outrageous that this case has even gotten to the supreme court. it's clear that extremists brought this case in order to reduce access to reproductive freedom for women and what's so ironic is that the supreme court, when they took away a woman's constitutional right. at the same time, they gave the states the ability to regulate abortion care. with this case, they're considering now they can take part of that regulation authority away from states who have legalized abortion. so they would be going back on what they said mifepristone is a safe and effective drug being used for more than two decades by 5 million people. it's so much safer for women if they don't have this avenue in many situations, they have to use surgical procedures so we're hoping that supreme court does the right thing today. and i know that president biden and vice president harris will be talking about this today in north carolina protecting reproductive freedom. will be on the ballot this year. >> let's talk about the ballot this year and north carolina, because the results in the presidential races in north carolina has been incredibly close the last several elections in 2012, barack obama lost by about two points in 2016, hillary clinton lost by about three points in 2020 joe biden, who was not, not yet president lost by about one point. my question to you, governor, is, why do you think that 2024 joe biden can be different here? how kin president biden win in north carolina? >> we're the third fastest growing state in the country are blue counties and cities are getting bluer. joe biden has done so much to help the rural parts of america with high-speed internet. he's fighting to control drug prices he knows what the american people need right now and it's critical that he win the swing states. i think the presidency will go through north carolina. this was president biden's closest loss last time with the increasing number of college-educated people have that we have with reproductive freedom on the line with the fact that republicans have nominated a real slew of extreme candidates for governor attorney general, superintendent of public schools that are probably the most extreme slate in the country i think you're going to see such attention paid to north carolina that this is a state that president biden can win. >> you think he can win even though he didn't in 2020, talk to me about the republican gubernatorial candidate, lieutenant governor mark robertson some robinson, someone you know, well, why do you think that could impact the the election at the presidential level >> well, first he's independently elected. he is a republican, and i'm a democrat he has denied the holocaust he, he has said that there should be no abortions with no exceptions he's said the lgbt community is filth he says he has his ar 15 in order to shoot government officials if they get too big for their britches he said that men should lead, not women. >> this is a candidate who wants to go back to the culture war north carolina's been through this before with our bathroom bill, we were able to get that repealed. now, we've been the best date for business two years in a row. we're attracting clean energy jobs were moving forward in a positive way. no carolinians don't want to go back to that and when you look at the team of donald trump and mark robinson and the attorney general candidate and the superintendent of schools, all extreme candidates. i think north carolinians are going to come to the polls and say, we've had enough of this we want bipartisan cooperation just like we've done with expanding medicaid in north carolina in a bipartisan way. we're going to get health insurance to 600,000 more people. and president biden and vice president harris today are going to meet with some of them and they'll see firsthand what it's doing for the working people of north carolina. i've childcare workers are people who are looking after our seniors. it's an amazing thing that's happening health care is something that we know will be on the ballot because donald trump wants to take those health care cards away from north carolinians who've just gotten them just so people understand, lieutenant governor mark robinson while he has said those things or some version of those things, scott key bridge over the major shipping container that slammed into one of the pylons, causing that collapse. when that happened, people were sent plunging into the frigid waters below. and there is an urgent search and rescue effort happening as we speak, we just learned this hour that they we have finally been able to get divers into the water to try and look for any body who has survived. this tragedy cnn's tom foreman is joining us now with more details on the story. hey, tom hi sarah. this is a >> busy area, as you can see, any, hour of the day, even at 01:30 in the morning, a lot of traffic there that's why there's been so much concern about trying to find anyone there. the technology they've deployed from the beginning as best they could even in the darkness infrared detectors operating from the air and land above the water looking for any heat signatures of anybody out there surface searching by boat and aircraft divers. now in the water is you've note very difficult in the dark, turn anything and side scan sonar which they had down there, which they said did detect some cars under the water. this is however very grim work in these temperatures. remember, most people in 102030 minutes lose most of their motor skills to do much of anything, even if they want to rescue them self. so as i said, grim work, difficult work right now, even by the daylight at the same time, a lot of the attention is turning towards the investigation as to what exactly happened with the ship because early information will really matter. this is a massive cargo ship. it's not the biggest, but it's still plenty big, more than three times as long as a football field about half as wide as a football field is long. one way of looking about it is to say that this would be the equivalent of having a building and a town turned sideways because the ship itself weighs more than 100. more close to 100,000 tons, and then it carries much, much more than that. it's like tipping a building sideways and having go down to the river. we've looked more at the tracking of it here as it headed out toward the chesapeake bay back here, when this ship started out, as at first pulled out, it was doing about three miles an hour based on tracking mechanisms that you can look out there. by the time this happened, it was about nine miles an hour. so that's not fast for most of us in our cars, but with that amount of weight tremendous power. and one thing i really think we're looking at and i know investigators are looking at a short while ago, john was talking with one of the officials there and they were talking about how this ship more likely would have been somewhere about here, which we've been where the center of that span when it came through here instead, it's over here to the right and you can just barely see it here. it's not easy to see on this at this distance. but when you watch the video, all of it very carefully of the ship approaching, you can see there really does appear to be a fairly marked swerving to the right as it approaches the bridge here, this would have been under the control of one of the harbor pilots, one of the people who works if you're not a ship pilot was confirmed a short while ago >> these are people who >> are expert, some of the highest paid government workers in this country, harbor pilots all around the country because it is such delicate such difficult work. and yet for some reason there was a slight hook to the right as it approached the bridge there maybe already headed that way. but then you see this movement toward the right. all of this being looked at investigators maybe some of it doesn't really mean anything. maybe it means everything but as daylight comes on and they continue looking for those survivors, we hope we hope they also have to look at why did this happen and what happens now >> there are really two things going on now. won the main concentration on the search and rescue it is now, as you mentioned it's been a long time. it's been about eight hours since this incident happened in those frigid temperatures, very, very difficult to survive that the other is how did this happen and how to keep it from happening again, tom form and i think it's really interesting that you talk about 100,000 tons. that is how much? this ship, wade, how difficult it would be to maneuver it once it's gone off. of course, tom foreman, i always appreciate you always bring great facts and great knowledge. appreciate it. john yeah. sarah, we're getting some >> new footage in right now that i'm going to look out for the first time alongside you, that i've been told his close up footage of the damage of. the, vessel itself, you can see, wow, oh, in that first shot, you can see, well, this is the bridge that's the bridge in the water there. it seems that this footage comes from baltimore fire rescue that's right there. you can see the damage to the hall itself. you can see the bridge just crashing in and damaging the structure of the boat. and then those twisted shipping containers, they're like tin foil just torn the force with which it fell. that is the francis dot key bridge in the water. this morning, that span of the bridge, one of the longest steel trough spans arizona. this is the footage that's really interesting. you could see how much damage was done to the whole of that ship from that still trust bridge when a collapsed obviously, unclear whether that was the weight of the bridge falling onto the boat itself, which damaged or the force of the impact into the pylon holding up the bridge. but nevertheless, a great deal of damage to the boat itself. we have been told we should note that there are no injuries of those who were onboard the vessel itself. this is a boat registered out of singapore. we are told we were just told by the secretary transportation in baltimore that it's a local pilot they put a local pilot onboard the vessel to guide it out of the harbor and one more piece of tom format and the secretary were talking to us about this boat should have been it may seem obvious in the center of this span of this long span of the steel truss bridge, it should have been here, obviously it was not it was here where it should not have been. what's unclear is where it went off course. was it right before it went under the bridge or had it been off course for some time and for some reason, not able to get control of it. again, all important new information we are following the breaking news out of baltimore were search key bridge the bridge has collapsed into the water. there are search and rescue operations underway for at least seven people believed to have fallen in the water temperature is around 48 degrees, but let's get a better sense of the conditions in the water and the weather conditions overall, cnn's derek van dam is with us now. derek 48 degree water temperature is just downright dangerous for the human body not to be prepared to enter into water. that cold, you can get hypothermia, you can get cold shock. remember, cold water actually drains body heat four times faster than cold air physically does. so, here there's a look at the key bridge. it's located right there, 695. you are looking at the chesapeake bay and of course, into a more hyperlocal look, this is the pitot sco river. and right now with these types of water temperatures the survivability rate of people who have come in contact with that type of water is roughly between one to three hours. we're now entering into the seventh hour of this event. and for search and rescue operations, other things complicating matters not only on the surface of the water, but out of the water or the wins. and also the tides and the currents, we currently have a coastal flood advisory across the entire chesapeake bay including where the bridge collapse occurred, a roughly at 01:30 this morning and we just passed high tide, which was at 08:20 this morning. so now we're going to experience a reversal of the tides. and remember tides at the moment with a full moon are exaggerated, so we get higher than high normal tides and lower than loh normal tides. and so that is going to create some currents as they tried to navigate these very difficult waters, not to mention john, winds will increase with the approach of our next weather
