>> welcome to the whole story. i'm anderson cooper, a little over 20 years ago to menn in naples, florida, went missing within months of each other. turns williams and philippe santos and no known connection and no known ties to each other. they did have a few things in common. both were men of color. and both were picked up by the same deputy from the collier county sheriff's department on the same street in naples before they disappeared. is deputy is the last person known to have seen both menn alive an internal affairs investigation showed the deputy was not being truthful about the events surrounding the disappearances but that's as far as it went, is denied any involvement and was never charged. the bodies of terrence williams and philippe santos were never found. >> the >> case which didn't attract much attention at the time, seemed to be over with no answers and no suspects over the next hour, cnn anchor and chief legal analyst, laura coates, along with siena and crime reporter thomas lake take a close look at the case and piece together new details about the deputy and the disappearances they find may surprise you >> i just had never heard of another story like this one, >> cnn crime reporter, thomas lake has been searching this secluded area in north naples he's looking for clues to help solve a mystery. one that is haunted him for the last five years >> a woman coordinate tip she thought that terrence's remains were in the wooded median of i75 >> he's talking about terrence williams. terrence disappeared about 20 years ago in this area. and he's not the only one philippe santos also vanished in this same area about three months before terrence williams went missing the two men didn't know each other and had no known ties except for one >> you've caulkins was the last person known to have seen these two men alive. whatever else they might guess. all trails lead back to that >> we are east of >> old 41, north of the circle k where steve hawkins said he dropped off terrence williams >> corporal steven caulkins was a deputy sheriff at the time. he picked up both men and his patrol car before the inexplicably vanished. they are both presumed dead 20 years later. >> the cases they're cold >> just going to go back there and see what i can see, knowing that the remains of terrence williams and fleet bei santos are still out there somewhere this part's a little tricky. but once you get past these rocks and gets easier caulkins got to know this area for you really, really well, he had lived in north naples, then had patrolled it for at least ten years. so he knew this place the back of his hand the authorities are pretty sure he's lying about something but he was never charged carpal caulkins was 16 year veteran with the collier county sheriff's office. he was described by some citizens and former colleagues is a good cop who cared about his community until these men disappeared. cochrane header volatility, clean record which leads to the question at the heart of this story >> it's worth at least taking a look at what's over the rise this way did corporal caulkins have anything to do with the disappearances of terrence williams and philippe santos. >> and if so >> why has anyone been able to prove it >> someone should still be looking and why not us >> our lives just stopped. >> i have to go on every >> day, but everything just stopped what do you think happened to him >> someone harmed him. >> do you think you know who? >> i think i know who allowed it to happen? >> who was that? >> the focus has been on the x deputy steve caulkins, the last known person you think see him alive on january 12, 2004, culkin spotted terrence williams there's white cadillac and pulled him over. there's no way to know what time this happened. because according to authorities caulkins didn't report it to dispatch >> deputy caulkins claimed that he saw white cadillac, which he believes was having car trouble that can't be true, says mircea williams, that cadillac was and perfect condition. he had just gotten it out of the shop. we drove a 25 miles after i had to pay to get it out of the tow, drove it home no issues no issues with caulkins on his tail and the cruiser lights flashing. terrence pulled into a parking space the naples memorial garden cemetery >> deputy caulkins believes that it happened somewhere around 12, 15 a new niche but witnesses at the cemetery plays caulkins between 9.10 in the morning. that's a huge discrepancy >> another discrepancy and caulkins timeline terrence was scheduled to start his shift at pizza hut at 10:00 a.m. and caulkins statement, terence asked deputy caulkins for a ride. he was late to work and ask deputy caulkins for a ride. >> there was some suggestion that terrence would have accepted a ride? no. don't believe that. >> why not >> when you a minority you pulled over by a sheriff's deputy for collier county and he know-how cups react to certain things should i say it that way? the hi trust cats? no people, no he would have said to him, let me use your phone so that i can call my mama first >> the cemetery behind me is the last place that any independent witness recalls cn terrence williams, a witness at the cemetery who did not want to be identified. told investigators it looked like terrence was being arrested >> the police officer was asking for id. he patted his legs. instead. i have nothing i have no id he placed them against the vehicle with his hands on the vehicle. he patted him down and then eventually put them into the back of the car and then left till this day almost two decades later, we still don't know exactly where deputy caulkins took terrence williams. according to deputy and statements the simply gave a citizen awry. they didn't have a driver's license to have taken to the jail. he gave them a break, wrote on my citation. he dropped terrence williams off at a local circle k again pass station. but that information was never substantiated >> i've always had trouble making sense of the story he told because why would terrence have asked to go here? he has never really properly explained that. he claims it's because he thought terrence worked here will tens of course not work here. he worked at the pizza hut couple of miles that way >> i woke up on a monday morning and i was a nervous break. i had no idea where to even look for him. he didn't even have a cell phone. and after that, it just got worse and worse. we couldn't find it >> she started contacting the sheriff's office. she was looking for a son. he hadn't been seeing he didn't show up to work. he didn't pick up his last paycheck. are missing person report was made mircea track down terrence car, which records show had been told from the cemetery by caulkins >> four days after terrence went missing, a collier county police dispatcher called cochran's to inquire about the incident on your day off you you put somebody in the back of your vehicle i don't know. you a rough been anybody nobody? colored light one way you could sit up at 111 and coke, put payment light cadillac towards taylor. a look at my. notes. i don't remember >> or you didn't know? >> as terrence is? >> caulkins account of the events are not accurate. he didn't check out with mr. williams on the radio as you're supposed to? >> from the beginning? he kept me busy all the time he decided that he wanted to play sports baseball, i would get off work from one side of town run to the other side of town, pick him up. >> you guys are very close. >> very close. >> what do you think of the man that he would have become a father to his children, which he loved. allah rooted in church his dream was to open up a barbershop and that was about to happen. >> and he disappeared terrence was 27 years old and a father of four, waned disappeared. >> and the promise them that i'm doing everything to find their daddy two months after terrence went missing mircea wrote a letter to the local paper pleading for help in the course of you desperately searching for your son the mexican consulate became aware of your search >> the attorney who was assisting the family with the case called and said, i was just googling deputy caulkins his name and this letter to the editor comes up. >> it's >> a woman who's asking for help looking for her son, terrence williams. >> it was >> so strangely similar to what had happened to philippe. >> oh, my god. they knew that philippe encountered caulkins a few months before >> mercy is letter help connect the two cases. >> i just remember the chill and having to read it a couple of times when when she sent it over, one of them, a young hispanic immigrant, the other african-american, young and both mr. seriously disappeared >> it all these pictures of terrence i see fully by santos? >> yes. >> they go together just like terrence williams, philippe had been driving without a license when he encountered corporal caulkins. and just like terrence philippe disappeared right after that, everybody believed that the circumstances were so improbable that it was a coincidence. we don't know what we have. we think this might be a hate crime. >> philippe santos, a mexican immigrant, was just 23 years old and on his way to a construction job when he vanished in october 2000, 33 months before terrence disappeared i remember philippe being kind of quiet, but always very sweet always with his wife. he had just had a baby and he was just over the moon >> that julia perkins new philippe through it organization that helps migrant workers located where he lived in a mockery, florida, about but 40 miles northeast and naples >> the day that philippe santos went missing, he was involved in a minor traffic crash. both the occupants of fleet be santos's vehicle in the other vehicle pulled into a gas station parking lot at some point deputy caulkins put flip santos in the back of his patrol car and drove them away from the crash scene it was believed by the other occupants that mr. santos was being arrested for not having a driver's license. it was being taken to jail. >> they didn't have any record of him having been brought into the jail. we made some inquiries, got the family eventually in touch with the mexican consulate, was just kind of all these attempts philippe was nowhere >> allegedly, he had been taken to some circle k for him to call because he was not in the country legally, but belief-based brothers said they never heard from him a catia yum. >> the first thing my brother would have done if he had left him at the circle k is called our boss to come and pick them up that was the last time i ever saw my brother's up until now. i haven't heard a word. >> another mystery, a time gap of as much as one hour for and 48 minutes after caulkins left the crash scene with philippe in his car. about two weeks after philippe disappeared, his brother filed a citizen complaint against caulkins. philippe was undocumented to relatives, wondered if he'd been picked up by immigration authorities. 1 official suggested the men were hiding out. >> it didn't make any sense at all because he was happy here. >> he was enjoying his young new family. he was working at it a steady job. he didn't have any reason to leave. >> there was no indication of that time that flip santos there was any foul play involved. there was just one case, a missing person it's not illegal for someone to go missing. >> then after a one month long internal investigation, the sheriff's office exonerated caulkins, concluding there was no basis for linking corporal caulkins with the alleged disappearance of santos that first disappearance was something that didn't raise the attention that it needed to spark. they didn't know what they had, had. >> they found something else. have they dug a little deeper perhaps more than just rubber stamped it? then maybe it have answers for both families. >> just over a month later, caulkins was back on patrol when he saw terrence williams kim's driving an old white cadillac when we return. >> this is my last ditch effort to try to get some answers. mr. cotton i must admit i am nervous >> what happens to the golden boy of new jersey? a picture. he just looks not only older, but kind of bigger and stronger than the other recruits how would a corn farmer from rural illinois do as a police officer? well, they throw them into this other farming we place called a mock-up. a fair amount of action for a law enforcement officer may in some arrests are right away. it didn't back down from confrontation and loved the guy, had some good moments as a deputy. all these citizens who wrote into the sheriff to say thanks, deputy caulkins is a credit to your organization. sheriff, he saw me stranded and went out of his way. he went above and beyond and even a moment in 1996, when after a car crash, caulkins was called a hero this man was dying. caulkins was there we gathered these bystanders and they all helped him to lift the vehicle off this man and save his life >> but as tom dug deeper into caulkins background he found some disturbing revelations >> one colleague, charles peterson, declined to go on camera hi with us, and peterson said he liked steep, but he talked about how one thing that made steve furious was people who i'm driving without a license or insurance. and peterson said specifically black or mexican drivers alarm bells are going off in my head because this was true both terrence williams and philippe santos, their minority drivers without a license or insurance >> peterson later said caulkins guy angry but anyone driving without a license or insurance regardless of their race >> should i call him first? he wrote almost 400 incident reports after his final arrest and his supervisor either didn't notice or not. it was okay >> i don't know what to say about a supervisor that supervisor tim 20 some years ago, i can't speak for that person. the fact that he didn't make an arrest past 2001 is concerning >> i asked charles peterson, what do you think is going on? he goes it was open. i said no, it wasn't then a black guy came out. let's male screaming anymore. you did in my house what are you doing here? get out from this was illegal entry without a warrant as to where he's just busting into somebody this happened was going to happen arb each other >> a cop-out committing crimes and you're seeing it absolutely >> the next day, martin dale says he reported coggin's misconduct to his supervisor >> i said he doesn't belong here. we've got to give him out of this district soon as possible. he hated the migrants and the black shirt not long after that night, deputy caulkins was transferred to another patrol zone in north naples. >> he probably should have been taken off patrol snap. i think he maybe some triggered and good triggers >> if true could caulkins of snap the same way when he came across philippe santos and terence williams ten years later. >> are sure it made me very angry. he didn't like a revolving door, no license the surprise me know did not surprise me. >> did steve caulkins deserve to wear a badge and your opinion? but there was no confession, no smoking gun before his deposition, an arbitrator had ruled in favor of caulkins. the arbitrator wrote being an uncredible witness or even a liar does not make caulkins a murderer are guilty of manslaughter qatar the suit could have gone to a jury from there. but after the crump legal team, mr. filing deadline, a judge dismissed the case >> specialists to say anything. i'm so disappointed as a mother i was a judge considered and it's made you more resolved to believe he knows something more >> caulkins name is all across the board. >> you think he has answers you need?
