n house, the senate going to handle this moving forward and wait until you see how easy it is for artificial intelligence to get people to question your integrity and potentially ruin your career. we're going to talk to the journalists who ask ai to do just that. we're following these major developing stories and many more all coming in right here to cnn news central >> donald trump is facing fewer criminal charges today than he did yesterday. georgia judge just dropped three counts counts against him in the sprawling racketeering and conspiracy case in fulton county. the da there has accused trump and more than a dozen others of trying to overturn his loss in georgia's 2020 election three more counts were dropped against a handful of his co-defendants, including trump's former chief of staff, mark meadows, who now has a single racketeering charge against him. the former president's attorney praise today's ruling, calling it quote, correct. trump, who racked up enough delegates yesterday to become his party's presumptive nominees still faces at eight criminal charges in four separate cases at the state and federal level. let's get the latest now with cnn correspondent nick valencia has been following every step of this georgia case. so nic walk us through this decision by judge scott mcafee well, this is >> certainly a knock to there's towards the district attorney's office that they didn't include enough details about what crime these defendants were allegedly it's eliciting this all has to do with the violation of an oath of office for public officials. and it's related to several charges that have since been dismissed as of this morning by the presiding judge, scott mcafee. some of them related to the former president and that infamous phone call to georgia secretary of state for. trump asked brad raffensberger to find more votes. the other charge related to the fake elector scheme that a scheme that trump and his allies thought up of trying to subvert the electoral college and trying to say that he was the rightful winner of the 2020 election here in georgia when he really lee lost to current president joe biden. and this is what the judge is saying in part of his ruling as to why he decided this way, the court's concern is less at the state has failed to alleged sufficient conduct of the defendants in fact, it has alleged and abundance. however, the lack of detail concerning an essential legal element is in the undersides opinion, fatal. the caveat here, though, though, is that the judge left the door open for an appeal. the district attorney's office just have to basically fill in the deaton till's and they could re-indict on these charges if they see fit. another key to this is that the overall most important charge in this indictment, the racketeering charge still sticks. we are still waiting for that decision from scott mcafee on fani willis, his fate will she remained the prosecutor in this case or will she have to be replaced by the prosecuting attorneys council? a heated election campaign, a superpower showdown in one of the biggest apps >> in the world, you get sweeping by unity on the hill, apparently all this time that all this time, that was all it took this morning, the house overwhelmingly passing a bill that could ban tiktok in the us, it would require tiktok's chinese parent company bytedance to split from the social media platform within about six months. failing that app stores would legally have to d list tiktok in america or face exorbitant fines. the bill heads to the senate next. so let's bring in cnn business writer clare duffy to talk about this clare leaders in washington say american tiktok users are vulnerable to snooping and misinformation at the hands of china. what are china and tiktok saying? >> chinese leaders are calling this an act of bullying by the us and are essentially saying that the us is threatening to ban tiktok because it's more popular than other us owned social media networks. now, it's worth noting that china itself has banned many popular american social platforms in the country, including facebook and x now, tiktok itself is saying that it plans to basically continue trying to fight this bill and it's now pinning its hopes on the senate. the company put out a statement earlier today following this house vote saying that this process was secret and the bill was jammed through for one reason, it's a ban. we are hopeful that the senate will consider the facts listened to there constituents and realize the impact on the economy. 7 million small businesses and the 170 million americans who use our service. so interesting, tiktok there seems to be signaling that if this bill is signed into law, it may challenge it in court, which could continue to drag out the process of actually implementing this legislation. brianna tell us clear how this bill would work >> so this bill, as you said, there would give tiktok about six months to separate itself from its chinese parent company bytedance, probably by finding a new american owner. and if it doesn't, it will be banned from us app stores. and those app store operators like apple and google could face major fund hind's if they don't comply. now, it's not clear whether bytedance would actually agree to divest tiktok, this hugely popular app, and even if it was willing, it's unclear who, which american company would find many of the american major us tech companies are already facing significant regulatory pressure over their size and market power that could make it harder for them to make such a major acquisition. but i think the bottom line for us, tiktok users today is that the app won't be disappearing from their phone anytime soon. there's still a long road ahead for this bill to be passed, to be turned into law. and then actually to be implemented all right. clare duffy. >> thank you for taking us through that. let's talk now with the lawmaker who voted in favor of this bill, republican congressman rich mccormick of georgia, a congressman. thank you so much for taking time out to talk with us about this you are someone who has long had concerns like so many lawmakers about tiktok being owned by a chinese company, also about its influence on children. i know that's something that you've mentioned she ended the past last year, you had said that you were not big on a tiktok ban. you did vote? yes. today, what changed your mind? >> first? joy, it's not a tic tac tiktok ban, as was previously mentioned it merely denies access for new users. it's a way to, and one of the things that take here's my mind. of course it was actually yesterday when i had a bunch of 12 and 13-year-olds calling my office because tiktok directed in that way and there i rate some more suicidal someone were threatening this is a huge lever to affect elections, to carry out a communist governments nefarious plans to basically change our youth in the way i think this is manipulative. it's, it's controlled by somebody who's not concerned at all in our first amendment. someone who can basically galvanize and motivate anywhere from 130 to 170 million people. we recently passed legislation that didn't allow them to own land in certain areas of the united states. >> why wouldn't >> we protect our citizens as well from somebody who has nefarious plan to affect our children and even adults going forward do you have any indication that bytedance would sell tiktok or you mentioned in the previous segment that you were worried about companies that were hesitant to buy because of the legal ramifications of it becoming too large. but quite frankly, i know there are several companies would be more than willing to buy this as a lucrative business business. they can make sure that it's not affected by a chinese government they can make sure that it's fair handed, and that is not used in ways to affect his in a matter of fact, if you look at how ticket docker is used in china, is not the same as the way it's applied in the united states. they have time limits on it. it's considered more educational. the content is different. they understand the addictive properties. this and how can be used against children and they make sure that it's done right and china and absolutely in the wrong way in the united states there is certainly a difference. that's been reported on. i think it's a very interesting note for people to take as they look at it. you, you talked about a ban on purchasing of land. >> tiktok is an app. yes, but it's also of course, a place where people express themselves. they're exercising their first amendment rights >> do you >> worry about concern turns out that raises obviously there was a montana ban that was blocked by the courts, for instance, in part because of first amendment concerns yeah, this why some people object to i think you had 50 democrats and 15 republicans vote against this. most of it on the first amendment rights issue. but quite frankly, there's nobody who is more against the first amendment than the chinese government and they do control things if you wanted something that it was going to be against the chinese. i'm sure that tiktok would not support that if you wanted something that was going to be maybe affecting our elections, they could use that to influence americans. it's not first amendment. when somebody controls that oversees the, has there professor inches over our best interests when you're talking about first minute, you do want the first amendment, but i don't think that's what their incident >> and what is the what is the proof? fewer than eight months out >> yeah. i wish i had my own theme song. i can only wonder how that might possibly go. all right, let, let, let's take a look at the polling right now. we'll take a look at the national polling and this is on march 13th, and i think it really gives you an understanding of how different the picture is. and it was four years ago at this 0.4 years ago at this point and aggregate of polls, biden was up by eight points. in fact, trump didn't lead at a single point in that entire campaign. look of where we are right now. yes, this is a very close race. but trump is actually minimally ahead within the margin of error at this particular point up by two points. so a very different campaign than we were where we were four years ago. of course it's all about the electoral college, right? you mentioned wisconsin. well, take a look here. the race to, to 70. these are cnn's current rankings. look at this, donald trump, 272 to more than needed to win. and you mentioned wisconsin. now a tossup. what about michigan? you also mentioned michigan leaning towards donald trump, georgia, the same. you see out here in the west nevada state that joe biden won leading republican and arizona a toss-up as well so a tight race, the electoral college but one in which trump currently has the edge, which is not what you could say at any point during entire 2020 campaign. >> yeah. and harry, what are each candidates weaknesses and could this all change? >> yeah. what are each candidate's weaknesses? and could it all change? all right, so they each have big weaknesses, right? trump is not ethical. look at this 68% of voters nationwide say that trump is not ethical. how about biden the age issue for him is too old to serve effectively. another term, look at this 67% when two thirds of the electorate believes you are very weak on a very important issue that is not good news for you for either one of these candidates. and that might be part of the reason why this race could change so much. but let's just look historically, right? how far off for the polls at this point from the eventual margin since 1,972 on average, they're off about seven points. that's a much wider than the spread between biden and trump at this point. and the biggest difference ever was in 1980 when it was 28 points. so things can definitely change from this point going forward. >> all right. and manu, you're there on the hill. we know president biden trying to ride the momentum after last week's state of the union address and of course, there was the rebuttal alabama senator katie britt's misleading response afterwards where she botched some pretty important details about a sex trafficking victim the story while trying to link it to president biden. she's addressing the backlash. >> i know you caught >> up with her when she say well, she's been defined. in fact, i did not catch up with a breon. i've been trying to ask her questions as most hill reporters have over last couple of days, she has refused to answer questions to reporters, but she did speak to senator ted cruz as part of his podcasts. she didn't acknowledge making any mistakes even though she gave a misleading portrayal of a sexual sex trafficking victim story i mean, you've had to deal with this for quite some time. the liberal media isn't ey're interested in burying the truth about joe biden and his border crisis. but all they want to do is they have an agenda. and if they really wanted to know those, they would have taken time to know the facts and i think when all the facts come out the people people will see the truth >> but she didn't acknowledge any problems with what she said what she said that she met a woman to the del rio sector i'd and she said that woman related story in which this woman was raped repeatedly suggested that this happened, as you said, this cannot happen in the united states. well, in ct not happen. the united states happened in mexico and happened under a prior administration of the george w bush administration in the woman at the center of told our colleague rafael romo that debt is not a fair portrayal of all this. and she bought other details as well, but britt, they're not saying she made a mistake the other the truth is that that story was bogus and misleading a bunch of factual errors in it manu, there are some republican lawmakers jurors that are in tough reelection races, right now, it appears that most of them are falling in line and supporting former president trump in their bid for reelection. >> yeah, that's actually true. lot of republicans in those swing districts are falling in line, including one of them that i caught up with earlier today, congressman don bacon, who represents a district that joe biden won. bacon has been an outspoken critic of trump for some time about everything. did not think you'd be a viable candidate in the general election, but he's now supporting him in his bid for the white house. and i asked him why how did you get to supporting trump when you've been so outspoken against him because it's a choice between two people and the choice at this point, joe biden or donald trump? and the number one issue in our district, the number one, number two, number three is the border >> if he's convicted of a crime, we still support them >> that's a hypothetical will take it one step at a time. but obviously, we don't want someone to be a prosecutor for crime. >> yeah. would you want to felon as your nominee? >> well brianna, i've read some alarming reports before, but this has got to take the cake. it really lays out in painstaking detail what could go wrong with ai. >> too big >> dangers that are flagged by this report. one, that essentially the ai systems could fall into the wrong hands, so they could be weaponized. >> to that. there could be some sort of a frankenstein moment where the ai systems becomes so smart that we lose control of them. now, let me read you what the report says about that concern. they wrote quote, in the worst case, such a loss of control could pose an extinction-level threat to the human species. now i know that sounds crazy. we don't want to be alarmist, but this is not coming out of left field. we've heard similar warnings from elon musk from some leading academics from geoffrey hinton, who's the godfather of ai. now the us state department confirmed to cnn that yes, they did commission this report, but no, the report does not represent the views of the us government, but it does represent the views of hundreds of experts at the authors interview, including cybersecurity researchers, wmd experts ai executives, and us national security officials, just to give you a taste of what some of these concerns are about how ai could backfire. they're worried about things like ai power or cyber attacks on infrastructure, de-stabilizing disinformation campaign, weaponized robotics. and then there's this risk that ai systems could be so advanced that they refuse to be turned off. all of these concerns are what's driving this report? brianna? >> pretty alarming stuff. matt egan. thank you very much, boris. >> if you want to see an example of the destructive potential of ai, you will want to watch this technology journalists laurie siegel investigated an aspect of that threat and what she found out is unsettling. we should note, as laurie joins us now, live but she's also the ceo of mostly human media. laurie. thanks so much for being with us. you were in front of a live studio audience and you ask the chat bot basically to create a deep fake campaign to destroy your reputation. i want to show viewers some of what happened the ai was prompted to create damaging means to tarnish my credibility all of a sudden, it took these pop culture memes >> and started doing just that. the ai on twitter started like talking to the other ai bots and started creating what seems like a whole dialogue about my tarnished reputation in silicon valley and intimate relationship with mark becker berg. and so it almost looked like there was just this whole conversation happening online about it, even though it was just like ai talking to a, this is where things started getting even more scary. they deep faked my voice and they made it seem like it was a private phone call between me and mark zuckerberg that got leaked and this ai voice that was mine, but it was speaking words. i didn't say hey i think we should start seeing laurie in a world where misinformation and disinformation already run rampant. this is really scary >> yeah. and, you know, we did this the right way. these technologists asked if we could do this to show what could be done. and i said yes, right. i'm always like all right. i want to put myself in is to show the harm and what could happen. and i have to tell you, boris, like i'm a longtime journalist, i'm okay. i'm okay with talking in front of folks i was so thrown off by this and that was just the beginning of it. they deep fake my voice. they took these little truths in my life that i've interviewed mark zuckerberg. and they created these complicated, what they call not just a deep fake, but deep reality of misinformation and disinformation about me. and at one point, they deep fake images of me to make it look like it was being arrested to put me in these sexually explicit ways. i mean, it was horrific all to show that with one little thing. this wasn't that complicated. you could do this and if you could do this to me to try to ruin my credibility as a journalist imagine what this means for politicians. imagine also what this means for children in the future of bullying yeah, that's such a good point because already we've seen deep fake technology used by scammers to try to get money just from random folks. is there anything that's being done to try to install guardrails here to prevent something like this from being used maliciously. >> and, the one other thing i would add to that, francis, is i just want people to know even though none of this was true, this human feeling, i got as a longtime journalist, i felt shame, which is embarrassing to admit, like i didn't do anything wrong. but this complicated, deep thick that was built all around me really had human impact. even though it was done in the right ways. and so i think the biggest thing right now is educated. we are entering a world where in the next couple of years, so much of what we see online because of the democratization of these ai tools, because of some that stuff that report you were talking about showed it's going to be so easy for anyone to make a believable campaign, make anyone do anything. and so we after be more skeptical about what we begin to see online, it's going to be harder to prove that something is false and it's going to be harder to prove that something is true. so what can we do? 19 students and two teachers were killed. and for 77 minutes, police teams failed to intervene as a mass shooter was barricaded in a room with victims and survivors. one relative of a student killed, blasted the council members for their lack of action this is very disappointing that we won't get any answers but, you know, par for the course apparently. i do want to say though, that while we're here doing this there is a family out there that is celebrating their child's 12th birthday today at the cemetery and you still can't give us answers cnn's shimon prokupecz was at the meeting last night. shimon, tell us what happened you could just hear the exhaustion in breadths voice their the families are exhausted. they've been fighting for nearly two years to try and get accountability to try and get answers and at every turn and when it seems like they're getting closer and closer to some resolution, something like what we saw last week happens. you have this report coming out that exonerates these all first, there's officers who belong to the police department behind me here and actually brett cross is out here today outside this police department. he's over here with his family. he's was the guardian of ozayir garcia, was ten years old, killed in that classroom. he's out here essentially protesting toal the city council less than that he would be out here sitting here until they fired some of the officers whom he feels and who have been shown not to have acted when they should have last night at the city council hearing, the families were expecting to get some answers from the city council about what they were going to do about a plan and going forward, the police chief abruptly resigning yesterday, so he wasn't at the city council he was supposed to be there to answer some questions. none of that happened and instead, they just said, we need more time. i tried to ask the question of the city lawyer. the city attorney who has been behind much of their report has been working on the report at the end of the meeting take a look at some of that exchange >> what kind of assurances can you give to these families that this is not happening? >> comment because no one got about why you understand that. >> right, sir. >> comment. but you understand the concern that i no. comment. do you understand the no comment? >> one of the big concerns here for family members is who was behind this report who was controlling it? there's an outside attorney that was involved. brett cross was asking the city council about that they want to know how this report was put together, why it was put together, and who was controlling it, and it was just some simple questions, as you can see there, the city attorney did not want the answer those questions instead, tried to sort of push us out of the way to get through. look, i think the city as a whole, the government here is really exhausted by all this i think they simply would hope that some of this would go away, that there would be a resolution, but it's up to them to get to that point. and still here we are nearly two years later still so many unanswered questions. and there's just no accountability for these family members who want the answers and want the accountability >> i mean, where does it go? n house, the senate going to handle this moving forward and wait until you see how easy it is for artificial intelligence to get people to question your integrity and potentially ruin your career. we're going to talk to the journalists who ask ai to do just that. we're following these major developing stories and many more all coming in right here to cnn news central >> donald trump is facing fewer criminal charges today than he did yesterday. georgia judge just dropped three counts counts against him in the sprawling racketeering and conspiracy case in fulton county. the da there has accused trump and more than a dozen others of trying to overturn his loss in georgia's 2020 election three more counts were dropped against a handful of his co-defendants, including trump's former chief of staff, mark meadows, who now has a single racketeering charge against him. the former president's attorney praise today's ruling, calling it quote, correct. trump, who racked up enough delegates yesterday to become his party's presumptive nominees still faces at eight criminal charges in four separate cases at the state and federal level. let's get the latest now with cnn correspondent nick valencia has been following every step of this georgia case. so nic walk us through this decision by judge scott mcafee well, this is >> certainly a knock to there's towards the district attorney's office that they didn't include enough details about what crime these defendants were allegedly it's eliciting this all has to do with the violation of an oath of office for public officials. and it's related to several charges that have since been dismissed as of this morning by the presiding judge, scott mcafee. some of them related to the former president and that infamous phone call to georgia secretary of state for. trump asked brad raffensberger to find more votes. the other charge related to the fake elector scheme that a scheme that trump and his allies thought up of trying to subvert the electoral college and trying to say that he was the rightful winner of the 2020 election here in georgia when he really lee lost to current president joe biden. and this is what the judge is saying in part of his ruling as to why he decided this way, the court's concern is less at the state has failed to alleged sufficient conduct of the defendants in fact, it has alleged and abundance. however, the lack of detail concerning an essential legal element is in the undersides opinion, fatal. the caveat here, though, though, is that the judge left the door open for an appeal. the district attorney's office just have to basically fill in the deaton till's and they could re-indict on these charges if they see fit. another key to this is that the overall most important charge in this indictment, the racketeering charge still sticks. we are still waiting for that decision from scott mcafee on fani willis, his fate will she remained the prosecutor in this case or will she have to be replaced by the prosecuting attorneys council? we are still on track for a decision by the end of this week, we ran into judge scott mcafee just a short time ago and he did say that he's going to stick to that timeline. so we should have a decision by friday. boris. >> yeah. major major news when that drops, nick valencia live from atlanta. thanks so much, nick, brianna so what do you get when you combine national security threats? a heated election campaign, a superpower showdown in one of the biggest apps >> in the world, you get sweeping by unity on the hill, apparently all this time that all this time, that was all it took this morning, the house overwhelmingly passing a bill that could ban tiktok in the us, it would require tiktok's chinese parent company bytedance to split from the social media platform within about six months. failing that app stores would legally have to d list tiktok in america or face exorbitant fines. the bill heads to the senate next. so let's bring in cnn business writer clare duffy to talk about this clare leaders in washington say american tiktok users are vulnerable to snooping and misinformation at the hands of china. what are china and tiktok saying? >> chinese leaders are calling this an act of bullying by the us and are essentially saying that the us is threatening to ban tiktok because it's more popular than other us owned social media networks. now, it's worth noting that china itself has banned many popular american social platforms in the country, including facebook and x now, tiktok itself is saying that it plans to basically continue trying to fight this bill and it's now pinning its hopes on the senate. the company put out a statement earlier today following this house vote saying that this process was secret and the bill was jammed through for one reason, it's a ban. we are hopeful that the senate will consider the facts listened to there constituents and realize the impact on the economy. 7 million small businesses and the 170 million americans who use our service. so interesting, tiktok there seems to be signaling that if this bill is signed into law, it may challenge it in court, which could continue to drag out the process of actually implementing this legislation. brianna tell us clear how this bill would work >> so this bill, as you said, there would give tiktok about six months to separate itself from its chinese parent company bytedance, probably by finding a new american owner. and if it doesn't, it will be banned from us app stores. and those app store operators like apple and google could face major fund hind's if they don't comply. now, it's not clear whether bytedance would actually agree to divest tiktok, this hugely popular app, and even if it was willing, it's unclear who, which american company would find many of the american major us tech companies are already facing significant regulatory pressure over their size and market power that could make it harder for them to make such a major acquisition. but i think the bottom line for us, tiktok users today is that the app won't be disappearing from their phone anytime soon. there's still a long road ahead for this bill to be passed, to be turned into law. and then actually to be implemented all right. clare duffy. >> thank you for taking us through that. let's talk now with the lawmaker who voted in favor of this bill, republican congressman rich mccormick of georgia, a congressman. thank you so much for taking time out to talk with us about this you are someone who has long had concerns like so many lawmakers about tiktok being owned by a chinese company, also about its influence on children. i know that's something that you've mentioned she ended the past last year, you had said that you were not big on a tiktok ban. you did vote? yes. today, what changed your mind? >> first? joy, it's not a tic tac tiktok ban, as was previously mentioned it merely denies access for new users. it's a way to, and one of the things that take here's my mind. of course it was actually yesterday when i had a bunch of 12 and 13-year-olds calling my office because tiktok directed in that way and there i rate some more suicidal someone were threatening this is a huge lever to affect elections, to carry out a communist governments nefarious plans to basically change our youth in the way i think this is manipulative. it's, it's controlled by somebody who's not concerned at all in our first amendment. someone who can basically galvanize and motivate anywhere from 130 to 170 million people. we recently passed legislation that didn't allow them to own land in certain areas of the united states. >> why wouldn't >> we protect our citizens as well from somebody who has nefarious plan to affect our children and even adults going forward do you have any indication that bytedance would sell tiktok or you mentioned in the previous segment that you were worried about companies that were hesitant to buy because of the legal ramifications of it becoming too large. but quite frankly, i know there are several companies would be more than willing to buy this as a lucrative business business. they can make sure that it's not affected by a chinese government they can make sure that it's fair handed, and that is not used in ways to affect his in a matter of fact, if you look at how ticket docker is used in china, is not the same as the way it's applied in the united states. they have time limits on it. it's considered more educational. the content is different. they understand the addictive properties. this and how can be used against children and they make sure that it's done right and china and absolutely in the wrong way in the united states there is certainly a difference. that's been reported on. i think it's a very interesting note for people to take as they look at it. you, you talked about a ban on purchasing of land. >> tiktok is an app. yes, but it's also of course, a place where people express themselves. they're exercising their first amendment rights >> do you >> worry about concern turns out that raises obviously there was a montana ban that was blocked by the courts, for instance, in part because of first amendment concerns yeah, this why some people object to i think you had 50 democrats and 15 republicans vote against this. most of it on the first amendment rights issue. but quite frankly, there's nobody who is more against the first amendment than the chinese government and they do control things if you wanted something that it was going to be against the chinese. i'm sure that tiktok would not support that if you wanted something that was going to be maybe affecting our elections, they could use that to influence americans. it's not first amendment. when somebody controls that oversees the, has there professor inches over our best interests when you're talking about first minute, you do want the first amendment, but i don't think that's what their incident >> and what is the what is the proof? fewer than eight months out >> yeah. i wish i had my own theme song. i can only wonder how that might possibly go. all right, let, let, let's take a look at the polling right now. we'll take a look at the national polling and this is on march 13th, and i think it really gives you an understanding of how different the picture is. and it was four years ago at this 0.4 years ago at this point and aggregate of polls, biden was up by eight points. in fact, trump didn't lead at a single point in that entire campaign. look of where we are right now. yes, this is a very close race. but trump is actually minimally ahead within the margin of error at this particular point up by two points. so a very different campaign than we were where we were four years ago. of course it's all about the electoral college, right? you mentioned wisconsin. well, take a look here. the race to, to 70. these are cnn's current rankings. look at this, donald trump, 272 to more than needed to win. and you mentioned wisconsin. now a tossup. what about michigan? you also mentioned michigan leaning towards donald trump, georgia, the same. you see out here in the west nevada state that joe biden won leading republican and arizona a toss-up as well so a tight race, the electoral college but one in which trump currently has the edge, which is not what you could say at any point during entire 2020 campaign. >> yeah. and harry, what are each candidates weaknesses and could this all change? >> yeah. what are each candidate's weaknesses? and could it all change? all right, so they each have big weaknesses, right? trump is not ethical. look at this 68% of voters nationwide say that trump is not ethical. how about biden the age issue for him is too old to serve effectively. another term, look at this 67% when two thirds of the electorate believes you are very weak on a very important issue that is not good news for you for either one of these candidates. and that might be part of the reason why this race could change so much. but let's just look historically, right? how far off for the polls at this point from the eventual margin since 1,972 on average, they're off about seven points. that's a much wider than the spread between biden and trump at this point. and the biggest difference ever was in 1980 when it was 28 points. so things can definitely change from this point going forward. >> all right. and manu, you're there on the hill. we know president biden trying to ride the momentum after last week's state of the union address and of course, there was the rebuttal alabama senator katie britt's misleading response afterwards where she botched some pretty important details about a sex trafficking victim the story while trying to link it to president biden. she's addressing the backlash. >> i know you caught >> up with her when she say well, she's been defined. in fact, i did not catch up with a breon. i've been trying to ask her questions as most hill reporters have over last couple of days, she has refused to answer questions to reporters, but she did speak to senator ted cruz as part of his podcasts. she didn't acknowledge making any mistakes even though she gave a misleading portrayal of a sexual sex trafficking victim story i mean, you've had to deal with this for quite some time. the liberal media isn't ey're interested in burying the truth about joe biden and his border crisis. but all they want to do is they have an agenda. and if they really wanted to know those, they would have taken time to know the facts and i think when all the facts come out the people people will see the truth >> but she didn't acknowledge any problems with what she said what she said that she met a woman to the del rio sector i'd and she said that woman related story in which this woman was raped repeatedly suggested that this happened, as you said, this cannot happen in the united states. well, in ct not happen. the united states happened in mexico and happened under a prior administration of the george w bush administration in the woman at the center of told our colleague rafael romo that debt is not a fair portrayal of all this. and she bought other details as well, but britt, they're not saying she made a mistake the other the truth is that that story was bogus and misleading a bunch of factual errors in it manu, there are some republican lawmakers jurors that are in tough reelection races, right now, it appears that most of them are falling in line and supporting former president trump in their bid for reelection. >> yeah, that's actually true. lot of republicans in those swing districts are falling in line, including one of them that i caught up with earlier today, congressman don bacon, who represents a district that joe biden won. bacon has been an outspoken critic of trump for some time about everything. did not think you'd be a viable candidate in the general election, but he's now supporting him in his bid for the white house. and i asked him why how did you get to supporting trump when you've been so outspoken against him because it's a choice between two people and the choice at this point, joe biden or donald trump? >> well brianna, i've read some alarming reports before, but this has got to take the cake. it really lays out in painstaking detail what could go wrong with ai. >> too big >> dangers that are flagged by this report. one, that essentially the ai systems could fall into the wrong hands, so they could be weaponized. >> to that. there could be some sort of a frankenstein moment where the ai systems becomes so smart that we lose control of them. now, let me read you what the report says about that concern. they wrote quote, in the worst case, such a loss of control could pose an extinction-level threat to the human species. now i know that sounds crazy. we don't want to be alarmist, but this is not coming out of left field. we've heard similar warnings from elon musk from some leading academics from geoffrey hinton, who's the godfather of ai. now the us state department confirmed to cnn that yes, they did commission this report, but no, the report does not represent the views of the us government, but it does represent the views of hundreds of experts at the authors interview, including cybersecurity researchers, wmd experts ai executives, and us national security officials, just to give you a taste of what some of these concerns are about how ai could backfire. they're worried about things like ai power or cyber attacks on infrastructure, de-stabilizing disinformation campaign, weaponized robotics. and then there's this risk that ai systems could be so advanced that they refuse to be turned off. all of these concerns are what's driving this report? brianna? >> pretty alarming stuff. matt egan. thank you very much, boris. >> if you want to see an example of the destructive potential of ai, you will want to watch this technology journalists laurie siegel investigated an aspect of that threat and what she found out is unsettling. we should note, as laurie joins us now, live but she's also the ceo of mostly human media. laurie. thanks so much for being with us. you were in front of a live studio audience and you ask the chat bot basically to create a deep fake campaign to destroy your reputation. i want to show viewers some of what happened the ai was prompted to create damaging means to tarnish my credibility all of a sudden, it took these pop culture memes >> and started doing just that. the ai on twitter started like talking to the other ai bots and started creating what seems like a whole dialogue about my tarnished reputation in silicon valley and intimate relationship with mark becker berg. and so it almost looked like there was just this whole conversation happening online about it, even though it was just like ai talking to a, this is where things started getting even more scary. they deep faked my voice and they made it seem like it was a private phone call between me and mark zuckerberg that got leaked and this ai voice that was mine, but it was speaking words. i didn't say hey i think we should start seeing laurie in a world where misinformation and disinformation already run rampant. this is really scary >> yeah. and, you know, we did this the right way. these technologists asked if we could do this to show what could be done. and i said yes, right. i'm always like all right. i want to put myself in is to show the harm and what could happen. and i have to tell you, boris, like i'm a longtime journalist, i'm okay. i'm okay with talking in front of folks i was so thrown off by this and that was just the beginning of it. they deep fake my voice. they took these little truths in my life that i've interviewed mark zuckerberg. and they created these complicated, what they call not just a deep fake, but deep reality of misinformation and disinformation about me. and at one point, they deep fake images of me to make it look like it was being arrested to put me in these sexually explicit ways. i mean, it was horrific all to show that with one little thing. this wasn't that complicated. you could do this and if you could do this to me to try to ruin my credibility as a journalist imagine what this means for politicians. imagine also what this means for children in the future of bullying yeah, that's such a good point because already we've seen deep fake technology used by scammers to try to get money just from random folks. is there anything that's being done to try to install guardrails here to prevent something like this from being used maliciously. >> and, the one other thing i would add to that, francis, is i just want people to know even though none of this was true, this human feeling, i got as a longtime journalist, i felt shame, which is embarrassing to admit, like i didn't do anything wrong. but this complicated, deep thick that was built all around me really had human impact. even though it was done in the right ways. and so i think the biggest thing right now is educated. we are entering a world where in the next couple of years, so much of what we see online because of the democratization of these ai tools, because of some that stuff that report you were talking about showed it's going to be so easy for anyone to make a believable campaign, make anyone do anything. and so we after be more skeptical about what we begin to see online, it's going to be harder to prove that something is false and it's going to be harder to prove that something is true. so what can we do? 19 students and two teachers were killed. and for 77 minutes, police teams failed to intervene as a mass shooter was barricaded in a room with victims and survivors. one relative of a student killed, blasted the council members for their lack of action this is very disappointing that we won't get any answers but, you know, par for the course apparently. i do want to say though, that while we're here doing this there is a family out there that is celebrating their child's 12th birthday today at the cemetery and you still can't give us answers cnn's shimon prokupecz was at the meeting last night. shimon, tell us what happened you could just hear the exhaustion in breadths voice their the families are exhausted. they've been fighting for nearly two years to try and get accountability to try and get answers and at every turn and when it seems like they're getting closer and closer to some resolution, something like what we saw last week happens. you have this report coming out that exonerates these all first, there's officers who belong to the police department behind me here and actually brett cross is out here today outside this police department. he's over here with his family. he's was the guardian of ozayir garcia, was ten years old, killed in that classroom. he's out here essentially protesting toal the city council less than that he would be out here sitting here until they fired some of the officers whom he feels and who have been shown not to have acted when they should have last night at the city council hearing, the families were expecting to get some answers from the city council about what they were going to do about a plan and going forward, the police chief abruptly resigning yesterday, so he wasn't at the city council he was supposed to be there to answer some questions. none of that happened and instead, they just said, we need more time. i tried to ask the question of the city lawyer. the city attorney who has been behind much of their report has been working on the report at the end of the meeting take a look at some of that exchange >> what kind of assurances can you give to these families that this is not happening? >> comment because no one got about why you understand that. >> right, sir. >> comment. but you understand the concern that i no. comment. do you understand the no comment? >> one of the big concerns here for family members is who was behind this report who was controlling it? there's an outside attorney that was involved. brett cross was asking the city council about that they want to know how this report was put together, why it was put together, and who was controlling it, and it was just some simple questions, as you can see there, the city attorney did not want the answer those questions instead, tried to sort of push us out of the way to get through. look, i think the city as a whole, the government here is really exhausted by all this i think they simply would hope that some of this would go away, that there would be a resolution, but it's up to them to get to that point. and still here we are nearly two years later still so many unanswered questions. and there's just no accountability for these family members who want the answers and want the accountability >> i mean, where does it go?
