hello and welcome to our viewers in the united states and all around the world. i'm bianca nobilo live from brussels. i'm here as a key high stakes discussion kicks off today between the member states about ukraine potentially starting formal talks to become a member of the european union and more support for the country after a disappointing trip to the united states. and putin also addressing his country in russia. and i'm maxes for iter with a foster with the impeachment inquiry as hunter biden rips the gop for, quote, lies believed by too many people. it is thursday, december 14, 9:00 a.m. in london, 10:00 a.m. in brussels where bianca is covering a key summit where they are discussing whether to fast track talks. but we begin at the u.s. capitol where house republicans have voted to launch a formal impeachment inquiry into joe biden. the president says instead of doing anything to help make american lives better, they are focused on attacking me with lies. manu raju has more on where things stand. >> reporter: house voted along straight party lines 221 to 212 to open up a formal impeachment inquiry into president biden. and there had been an impeachment inquiry on the books really since september, since kevin mccarthy then the speaker of the house announced that it would move ahead. so there didn't really need to be a formal vote, but republicans contended that they needed to have a vote so that they could get more power if they had to go to court to get records, if people were defying subpoenas, so this vote could help push back on any claims that this was ill legitimate. and they wanted to show the conference was united hint the idea that an impeachment investigation needed to happen. not to say that members are united about charging the president with high crimes and misdemeanors. many said they simply have not seen enough evidence or proof to show that joe biden acted corruptly in a way to benefit his son's overseas business dealings. some said let's wait to see what evidence ultimately is gathered before we make the decision about charging him with high crime or misdemeanor. some top republicans say it is possible that joe biden could get exonerated in the months ahead. >> the search today was a search for facts. we'll follow the facts wherever they lead. and if they exonerate the president, we'll make that known to the american people. >> could you really exonerate the president after all of this? >> we're following the facts. a lot of these allegations are very serious. you should look into them and if we're wrong, report that. >> reporter: speaker mike johnson faces a real challenge because there are a number of republicans who are pushing to get joe biden impeached. yet there are several in those swing districts who say that they want to see much more information before they are willing to vote for impeachment. the drumbeat will get louder on the right and mike johnson can't afford to lose more than three republican votes in order to move forward with impeachment. so it remains to be seen where republicans go as they are now moving ahead in the impeachment inquiry after the party line vote. manu raju, cnn, capitol hill. house democrats say the impeachment inquiry is nothing more than a distraction and a sham. here is congressman adam schiff. >> i'm not surprised. these are not serious people. this is not a serious impeachment requirery. it is a tragedy and a farce and motivated by two things. one i think was that social media post that you just showed on the screen, that is that they want to dilute the stain of trump's two legitimate impeachments with and i will legitimate impeachment of joe biden. they have no affirmative agenda for the country, they are doing nothing on housing, nothing on food, nothing on health care, nothing on climate change, nothing on gun safety. what they are doing, they did a sham scensure of me, they vacatd their own speaker, they had to expel one of their own members and now they are engaged in a farce of an impeachment proceeding as a way of i guess taking up time on the floor because they have nothing else to offer the american people. it is a terrible reason for an impeachment proceeding. >> the president's son hunter is a main focus of republican investigators. on wednesday he defied a subpoena to appear for closed door questioning about his family's foreign business dealings. he says he is willing to testify publicly but not in private. >> i'm here today to answer at a public hearing. i've been the target of the unrelenting trump attack machine shouting where is hunter. i'm here. there is no fairness or decency in what these republicans are doing. they have lied over and over about every aspect of my personal and professional life. so much so that their lies have become the false facts believed by too many people. no matter how many times it is debunked. >> the republican chairman behind the impeachment inquiry says that he will start contempt of congress proceedings against hunter biden for his refusal to participate. federal district court judge overseeing donald trump's election subversion case has paused all procedural deadlines while matters play out in the court of appeals. judge tanya chutkan says she no longer has jurisdiction over some aspects of the criminal case. whether or not trump is immune from prosecution is being considered by the court of appeals right now. the special counsel overseeing the case has also requested the u.s. supreme court weigh in on the matter. katelyn polantz explains why the judge made this decision. >> reporter: essentially she has to. she doesn't really have another option. because in donald trump's criminal case before he goes to trial, the courts have to figure out two things. if donald trump can even be tried. he was already tried by the senate, is that double jeopardy now that he's charged again in a criminal court of law? so they have to decide that. and also they have to decide a question about presidential immunity. is donald trump protected from being charged with any crime for something that he did while he was president. something that he may argue was part of his role as the president of the united states. now, all of this is up in the air. there is a lot of wheels turning in the courts right now. what is happening at the trial level before judge tanya chutkan in washington, d.c. is trump essentially wanted her to cancel everything, pause everything. the justice department said no, we're actually doing a bunch with appeals, they are going to the supreme court, they are trying to get an order very quickly determining what is happening here. and what judge chutkan said is the trial date is still standing, still march 4, but that doesn't mean that the rest of the things that are happening in this case don't have to pause while the supreme court determines if they want to do anything, what the appeals court above her might do. so now essentially all of the things that donald trump's lawyers would have to do to show up in court to get to trial, they won't have to do that, but there is still a gag order over trump and still bail conditions and this case still exists and trial date still is in march. >> katelyn polantz there reporting from washington. and during a town hall with cnn, candidate vivek ramaswamy told a crowd of iowa voters that the federal government has lied systemically to americans. that is just one of the conspiracy theories he embraced in an effort to appeal to supporters of donald trump just week before the nation's first nominating contest. like trump, ramaswamy is calling for a strict and far reaching crackdown on immigration saying that he would deploy the military to secure u.s. borders and use police to deport millions of undocumented migrants. and he wants to end birth right citizenship. >> if the kid of a mexican diplomat who is here legally does not enjoy birth right citizenship, neither does or should the kid of a mexican or venezuelan my grant higrant her illegally. there is case law on this. one case ruled agrees with me. i believe the current streak agrees with me 6-3 on this. all we need is a president with a spine. >> trump is also looming large in nikki haley's race for the white house. haley says voters shouldn't judge her on how much she loves or hates the former president. according to the latest cnn poll conducted by the university of new hampshire, haley is in second place. trump has a significant lead with 42% of likely voters in the granite state. haley sat down with dana bash with also chris sununu one day after he dee eendorsed her for president. >> and he was asked about the endorsement and he said even a campaigner as good as chris is not going to be able to paper over nikk iflti being an establishment candidate. >> you can say something but it doesn't make it tree. i was a tea party candidate when i became governor. i was a strong conservative governor that brought 11% unemployment down to 3% that we went and we moved thousands of people from welfare to work. we reformed education. we did tort reform, we did voter i.d. and then you saw me go to the u.n. and i took the kick me off our backs and america was respected again. anything i've ever done has been strong, economic freedom, it has been individual stream, it has been making sure that i've made people proud along the way. so he can say establishment or whatever. i don't think that labels matter. i think at the end of the day this is -- we're fighting to save america. i truly believe that. and we'll continue to do it. chris' endorsement has given us a big kick at a time when the momentum was building and this will continue to take us where we need to go. >> donald trump ramping up his campaign efforts. on wednesday he visited iowa where the state's caucus in mid-january opens the republican nomination calendar. he is set to attend events this week in new hampshire and nevada, second and third republican contests. trump is looking to hold on to his lead over his republican rivals in the polls and blunt any of their momentum less than five weeks before voting actually begins. kristen holmes has the latest from the campaign trail in iowa. >> reporter: his messages is that it is not just about the primary and caucuses but this is about the general election, attempting to use the unpopularity of president joe biden to galvanize voters to bring them to the polls just five weeks out from those caucuses. here is what he said when he went after biden giving a fairly clear message. >> just 33 days away from iowa. first in the nation. i wonder how you got that. you got that because of me. first in the nation caucuses. and we'll keep you first in the nation for a long time. you know, the democrats bailed out. without trump, you wouldn't be first in the nation anymore either. but we kept you right here where you belong. you'll be here for a long time. first in the nation. on monday january 15, we'll win the iowa caucuses and then we'll crush crooked joe biden next november. and we'll very simply make america great again. during this holiday season, families all across america are struggling under the brutal weight of bidenomics. means a lot of bad things. this year alone, the typical american family is $7500 poorer because crooked joe's globalist blunders and greedy betrayals have hurt us badly. >> reporter: that was one of the most on message attacks on biden that i have heard in these various campaign events focusing clearly on the economy, something that he and his team would help him potentially win a general election against president biden should he be the gop nominee. now, he also went after several of his rivals, going the furthest he has on nikki haley likely because his team is concerned about the rise that they have seen from haley in new hampshire and were particularly unhappy with the endorsement of governor sununu. they are looking at her, they are watching her, and they are watching new hampshire very clo closely. he also went after ron desantis with typical remarks here in iowa talking about desantis' record on ethanol and farmers, something very important here in the state of iowa. kristen holmes, cnn, coralville, iowa. the u.s. supreme court justices have a new major abortion case on their hands. this time the fate of a major abortion drug that has been available for years is on the line. we'll explain. plus vladimir putin is taking questions right now, holding a rare press conference. we'll have a live report on that. ukraine dominating a major summit as brussels -- in brussels. and that is getting under way right now. bee a bianca. >> here the leader of 27 member states are gearing up for a marathon difficult session and the start of it already pushed back so last minute discussions can take place between viktor orban and key playayers to deci the fututure of ukraraine, when comeme back. right now the russian president is holding an end of year news conference for the first time since his country invaded ukraine. putin expected to take questions or likely be asked about his plans to seek a fifth presidential term as well as the war in ukraine of course. wednesday president zelenskyy said the russian leader might enter the new year in high spirits after the u.s. failed to pledge any new military aid to ukraine. and the war in ukraine is the big focus on the eu summit about to get under way in brussels. european leaders wanting to give ukraine huge boost in funding against russia and pushing to advance ukraine's bid to be a part of the eu as well. but hun viktor orban is the clo eu ally of president putin and all decisions about future accessions to the eu have to be unanimous. bianca is live in brussels. >> reporter: good to speak to you. so the start of the european council summit has already been delayed. viktor orban arrived at the european council building about half an hour ago and before the discussions with all of the member states, he is having behind the screenenes meetings the chancellor of germany and president of france and key players in the european union to try to slash out t-- thrash out the last minute discussions. if one of the 27 member states holds out on the decision to support ukraine, it means it can't go ahead. and also interesting timing, last night it was announced that 10 billion euros worth of frozen funds to hungary have been unfrozen. some critics are saying that that looks like bribery and it is allowing viktor orban to be a trojan house for putin and disrupt discussions about ukraine's potential membership of the european union. but here is what orban had to say about that specific issue when he was entering the council building about half an hour ago. >> enlargement is not a theoretical issue. it is a merit based legally detailed process. which has pre-conditions. we have set up seven pre-conditions. and even by the valuation of the commission, three out of the seven is not fulfilled. so there is no reason to negotiate membership of ukraine now. >> reporter: hungary has made no secret ktof the fact that they don't want ukraine to join the european union. and also the aid is being discussed. 50 billion euros for the economy and also more to help fight off the russian invasion. so a huge amount at stake here. it will be interesting to see what the result of the discussions are because there are absolutely no foregone concl conclusions. there is optimism that compromises can be made, but no real confidence that that could actually be achieved at this point. and potential event which may or may not occur which could have had quite lot of import is whether or not president zelenskyy would make a surprise visit to this european a council summit. he's done that in the united states. he's gone to the uk when he needed support. but the chatter is here that that may have made it harder for the eu to come to discussions which are favorable to ukraine's future membership and support. >> a fascinating couple days. now back to the news conference in russia. these are long events. quite unusual. very significant. what have you learned so far? >> they used to be annual. obviously he skipped last year and this year he is combining a press conference and this direct public phone-in that used to be an annual event. i think the very fact that he is holding it signals a new degree of confidence that he has in the special military operation and that is really where things started. this is sort of public questions portion of the event and the moderator said the main theme for the questions were the special military operation. but they kicked off by asking him about his re-election campaign. he just announced less than a week ago that he will run for a fifth term. and he said the main thing he is looking at is the strengthening of russian's sovereignty, that that is done in part by strengthening the military readiness. and we know russia has a major problem with inflation, he alluded to that, but he is emphasizing the positives and he started to take questions on the special military operation saying that the aims are the same, to demilitarize ukraine and there won't be any peace until russia achieves it goal. so nothing new as yet, but putin with the wind in his sails. the zelenskyy trip to washington which failed to push congress into making a deal on ukraine aid, now real hurdles in brussels over accession talks and new funding. and all of this is strengthening russia's resolve to do what many believe ukraine is trying to do, which is to simply outlast ukraine on the battlefield. >> clare, thank you. up next families of american hostages held by hamas sit down with the u.s. president this washington. we'll hear from them about how the meeting went. plus a look at the worst in humanitarian crisis in gaza as the war against hamas expands. welcome back. i'm max foster. if you are just joining us, let me bring you up-to-date. right now vladimir putin is holding his first end of year press conference since invading ukraine. mr. putin will likely be asked about his recent announcement that he is seeking a fifth presidential term. and in brussels, eu leaders are holding a summit calling for an increase in financial aid to ukraine. the summit will also focus on ukraine bid for eu membership and whether to fast track accession talks. the israeli government has canceled a trip to doha ahead of the intelligence service set to restart talks on a possible second hostage release deal. the move angers the families of the hostages. and in washington families are praising the biden administration after meeting with the president. mj lee has details from the white house. >> reporter: for the first time president biden meeting in person here at the white house with some of the family members of those american hostages that are still being held captive in gaza about a dozen of those family members we're told were here at the white house, several others tuned in virtually. when the family members came out to speak to reporters afterwards, they said that they were grateful for the white house's continued close engagement with these families. and they said that the biden white house understands that each of their loved ones isn't just a name or a face, but that they are somebody's son, somebody's mother, somebody's grandmother. here is what one of those family members said. >> it was terrific, terrific meeting, conversation. i think that we all came away feeling that as families of hostages, of american israeli hostages, which are eight out of a total of 138 hostages, we felt that -- we felt before and we were reinforced in seeing and believing that we could have no better friend in washington or in the white house than president biden himself and his administration. >> reporter: and when i have spoken with some of these family members in recent days, they said understandably that they are starting to grow increasingly desperate for any news about their loved ones and any movement to get more hostages out. you will recall during the seven day truce in the israeli/hamas war, each day of that truce a small number of hostages was successfully getting out, but that truce of course ultimately fell apart. the war has resumed and no hostages have gotten out since then. and so these family members are all pressing both the israeli government as well as the biden administration to basically get creative, do really anything, take any action to try to get additional hostages out. but the tough reality right now according to cnn's reporting is that there is no movement at the moment, there is not even a formal negotiation to try to get that hamas back to the negotiating table as it relates to these hostages. our reporting is that in recent days hamas has actually been entirely unresponsive to various overtures that have been made to once again discuss some kind of deal, some kind of negotiation to get more of these hostages out. so that certainly is not good news for these families. but they did say after this meeting at the white house and seeing the president in person that those meetings, that meeting, helped to refuel their hope that the white house is in fact trying to do everything that they can to get more of these hostages out of gaza. mj lee, cnn, the white house. dire humanitarian crisis deepening in gaza as israel's war against hamas intensifies and israeli officials vow to fight until the end. new video shows what overwhelmed hospitals are facing. and we warn you that you could find these images disturbing. this video was shot in central gaza on wednesday and shows those injured being treated on the floor amid chaotic scenes. several other hospitals in gaza also reported receiving a high number of civilian casualties the same day. and it is not just the expanding war, but also the weather that is bringing more misery to the displaced population. heavy rain has flooded some make shift tents. elliott is following all of this for us. first of all, this canceled trip to doha, does that mean future hostage negotiations are ruled out for now? >> seems that they are at an impasse. let's not forget that the truce israel had with hamas brokered by the qataris ended on december 1. and ever since there are attempts to resurrect it either in the way that it was, women and children first, or to try to get a new and improved deal which might actually allow for some of the men that hamas an dublgtsed during the terrorist attacks of onkts 7 and still being held captive in the gaza strip. and there are 135 hostages israelis still believe being held by hamas. 19 of those believed to be dead. so israel trying to get them out and it believes that actually the intensification of the fighting, ratcheting up that pressure on hamas militarily is what will get hamas back to the negotiating tail. and that is a view shared in some parts of the u.s. administration as well. the problem as we hear from mj's report is that hamas is deaf to the overtures from the qataris right now and the other thing to bear in mind is that it was hard enough to get the first truce to come into effect. now it is even harder because the israelis and americans are speaking with the qataris. qataris are speaking with the political leadership of hamas in doha. and also the military leadership inside the gaz strip who are doing their very best to avoid detection and being killed. so that is complicating matters. on top of that, you have this report that we heard from someone familiar with the hostage negotiations telling us -- following a report on israeli television as well that israeli foreign intelligence service was to go to tdoha to ty to get a truce back on track, to get some of the hostages back. and then the government, israeli government, canceling that trip. that has outraged families of loved ones who we heard praising the biden. we couldn't hope for a better friend in the white house to support us in trying to get the hostages back, but they don't feel the same way about the israeli government. they think it could be doing far, far more. >> elliott, thank you. up next, audio of kenneth c che attorney for donald trump. kenneth chesebro sat down for an interview last week with michigan state prosecutors investigating the fake electors plot. and cnn has now exclusively obtained audio of that interview. the lawyers in that 2021 0 meetg were told not to get trump's hopes you. and one attorney, who has led trump's failed election challenge in wisconsin, told the president that it was over in that state. >> it is clear that trump was told there was zero hope from wisconsin as part of this message, i think crafted to try to get him to concede or just give up this long shot challenge. so there was a conscious effort to deflect him from a sense of any possibility that he could pull out the election. >> chesebro went on to explain that when it came to arizona, he deviated from the plan. he says he told trump that he could still win explaining how alternative electors he helped assemble in arizona and six other states gave trump an opening to continue contesting the election until congress certified the results on january 6. >> so i ended up explaining that arizona was still hypothetically possible because the alternate electors had voted. and i explained the logic that we had more time to win the litigation. so i think it was clear in a way that maybe aboit hasn't been bee that we could win. >> apparently giving trump renewed hope that he could still stay in office. chesebro described how the former rnc chairman left the meeting concerned and said don't tell anyone about what happened. >> right after the meeting, he said reince priebus is extremely concerned with what i told the president about arizona and about the real deadline being january 6. and that he was going to damage control, reince was going to follow up and -- i mean, i was trying to mitigate whatever optimism i guess i created. >> chesebro has been cooperating with state investigators in michigan, nevada, wisconsin and georgia. the state where he was indicted alongside trump and 17 others and pleaded guilty in october to participating in the electors conspiracy. battle over abortion is moving back to the supreme court. 17 months after it ended the constitutional right to the procedure. since then, abortion has been left up to the states leaving some to impose near total bans on it. but now the high court will look into an issue of abortion through medication as opposed to surgery. as paula reid reports, it could have a ripple effect on abortion rights nationwide. >> reporter: the supreme court says it will consider whether to restrict access to a widely used abortion drug, mifepristone when taken with another drug, is one of the most sxcommonly used methods of abortion in the u.s. >> has this abortion drug been on the market for more than two decades? >> yes. 23 years i think. >> and has it been used by millions of women during that period? >> many millions. >> reporter: right now the drug remains available nationwide. the supreme court put on hold lower court rulings that would impose restrictions that abortion opponents would like. >> i am concerned because more than half of the abortions in this country are medical, medicinal, and these drugs have been legal in our country for years. >> reporter:r: last year the conservative leaning courtrt overturned roe v. wade, altering the landndscape of abortion rigs inin the u.s. now more than half of states outlaw or severely redistrict t -- restrict the procedure. and so now the court will once again weigh into the abortion debate. a decision expected by july could put the justices in the middle of the presidential election where abortion is a hot issue. >> i'm pre-life, o-life, i bel creation of life. >> and something will have to be negotiated because we have to bring the country together. >> court got roe right 50 years ago and i believe congress should restore the protections of roe v. wade once and for all. >> reporter: abortion battles are also heating up at the state level. this week, the texas supreme court ruled against a woman who sued for the right to an abortion just hours after she fled the state to get her procedure. >> there is no outcome here that i take home my healthy baby girl, you know. so it is hard, you know. >> reporter: and this week the arizona supreme court heard arguments from abortion opponents who want to revert back to an 1864 state law banning nearly all abortions. >> abortion is health care. what that means is that this court's decision will have a profound impact on the ability of pregnant arizonians to access that health care. >> reporter: state supreme courts in wyoming and new mexico are also hearing arguments this week on abortion restrictions and in michigan, governor whitmer signed a bill to expand access and repealed a state insurance coverage requirement. >> let's protect the freedom to make your own decisions without interference from politicians and let's get it done. >> reporter: the court's decision in this case is expected to come down by july. that is the height of the presidential campaign season. so no matter which way the court goes on this issue, the presidential frontrunners will likely face renewed pressure and new questions on one of the most contentious issues in american life. paula reid, cnn, washington. new trading day getting under way in the u.s. in just under five hours. all eyes on it as well. look at the futures currently. they are up after a pretty stellar performance yesterday. meanwhile european markets are also up following the lead. but it was slightly different across asia, a bit more of a mixed bag as you can see. but generally pretty positive particularly if you look the that hong kong and south korean exchange. the u.s. stock market did soar wednesday after the federal reserve announced that it would keep interest rates steady the rest of the year and the chairman also said that the fed would pivot toward rate cuts this year. this shift comes after two years of aggressive rate hikes by the federal reserve. vanessa yurkevich has more. >> reporter: at 2:00 p.m. eastern when the federal reserve announced that it was pausing rates, we saw the dow pop. you can see it right there on the screen. 2:00 p.m. eastern time, that line just shoot up and ultimately that led the dow to close up 1.4% setting a new all-time high record beating the record that was set two years ago. and it was a great day for wall streetoff all, the s&p and the nasdaq also gaining and closing up. and this was because of that fed announcement that they were holding interest rates steady. but also what markets had been anticipating for a little while now, the fed projecting that they could cut rates in 2024, potentially three rate cuts. and this is good news for the american people. it shows that the fed believes that inflation is cooling enough and also when you pause or cut rates, you are essentially allowing for mortgage rates to cool and come down. also interest rates to cool on credit cards, student loans and car loans. so this was a great day for wall street and encouraging news for the american people. jerome powell however saying there is still more work do on the inflation front. prices are still too high. but we're ultimately heading in the right direction. vanessa yurkevich, cnn, new york. tesla is recalling almost all of its 2 million cars in the u.s. because of problems with its autopilot feature. the national highway transportation safety administration says tesla had agreed to a software update that will limit the use of the auto steer feature if the driver can't take control while the feature is engaged. the recall is after a review of nearly 1,000 crashes while the autopilot was on. detailed investigation published by the "washington post" found at least eight serious accidents including some fatalities happened while the autopilot was in use. still to come, the nfl announces who will host the super bowl in 2027. a city quite familiar with that big game. if you live in soirnuthern california, mark your calendar to avoid the traffic for the super bowl. los angeles was announced for the big game. roger goodell says that the league is excited to bring the super bowl back to the sofi stadium after it leait hosted i. this is the ninth time it will be the home for the championship game. and in the nba, golden state warriors forward draymond green has done it again. he's just been suspended indefinitely following an altercation during tuesday's loss to the phoenix suns. green was being guarded by jusuf nurkic, he spun around and his arm struck the suns player in the face. green apologized and said it was an accident, but he was thrown out of the game, his third ejection this season and second suspension. the nba says it considered green's repeated history of unsportsmanlike acts. in college sports, for the second time in two months student-athletes at the university of utah are being offered a chance to drive home new vehicles, part of a deal for managing the athletes' names, images and likenesses for endorsement opportunities. members of the men's and women's basketball teams and as well as gymnasts are
