>> nikki haley, a master class on policy, abortion. she is a force. >> trump has such a large lead nationally, it may be meaningless. >> the pentagon carried out airstrikes fence a weapons storage facility in eastern syria. >> a facility used by iran's islamic revolutionary guard core. >> secretary austin describing this as a limited self-defense strike. >> after 118 days, hollywood actors struck a teal with major film and television studios. >> we know this deal is going to stress artificial intelligence. >> it sets the stage for roughly 160,000 actors to return to work. ♪ ♪ the iowa caucus is 67 days away. last night five candidates faced off in miami. the frontrunner of the party, donald trump, didn't show up again. >> the third time in a row. during the debate he held a rally miles away calling it a waste of time as he continues to dominate in the polls. his opponents were asked why they should be the nominee rather than the former president. >> i think he was the right president at the right time. i don't think he is the right president now. i think he put us $8 trillion in debt. >> donald trump's a lot different guy than he was in 2016. he owes to you to be on this stage and explain why he should get another chance. he said republicans would get tired of winning. we saw last night, i am sick of rchs losing. >> the candidates took shots against the man that they hope to run against, president biden. >> americans at home know the bidenomics is a lie. prices are going up. interest rates and mortgage rates are going up. wages have remained flat. >> what we don't need is biden falling all over himself to get back in the iran deal. him giving $6 billion to get five hostages home. him telling netanyahu that he needs a pause or a ceasefire. >> biden's neglect has been atrocious. we had floridians that were over there after the attack, he left them stranded. they couldn't get flights out. >> state department did have a number of flights out. joining us to respond, democratic governor of illinois j.b. pritzker, he has campaigning for president biden's re-election. are great to have you. an opportunity to respond to some of those criticisms. >> well, what we saw last night, of course, were the same old right-wing maga talking points. these are folks who want to take away people's rights. they'd like to lower wages, not raise them. they aren't for working people and they demonstrated it throughout the entire debate one after another. they are going to take away a woman's right to choose. each one of them, in turn, essentially doubled down on it. i think what we saw is an ignorance of what happened tuesday night, an affirmation of joe biden's agenda for america. >> you didn't hear that, what you just argued from nikki haley. the president is in your state today. he is going to be meeting with shawn fain, the head of the uaw. obviously, important to the democratic party. questions if in uaw deal is enough to maintain that support for the party at large. what are they going to accomplish on that front today? >> well, i just want to counter your point about nikki haley. she has been anti-choice her entire political career. she is searching for a way to win votes, so she is trying to change her view. with regard to the president's visit to illinois, jobs have been saved, jobs have grown as a result of what the president did to help reach an agreement. uaw with the automakers. and we are very pleased. i must say the workers there, their families, have benefitted from the fact that we have the most pro worker president probably in history, but certainly in my lifetime. >> there are democrats who are concerned about the president's standing, not only in the polls. they are concerned about the white house and the president position on palestinians and what's happening in gaza in response to the terror attack on israel. i want you to listen to some. >> i think we have it. we don't have it. well, you heard him. on sunday, you heard her also -- i know you saw david axlerod's tweets. tim ryan said it would be the best thing for the president not to run. does that worry you? does that or woulrry the campai? >> there are democrats, we have seen this in the past, who, you know, when the polls aren't going our way, the snapshot in time, get nervous, even bed-wetting. we have seen -- and the truth is that this president has demonstrated that he is working for the american people. it's a year out from the election. this is a snapshot. the fact is that we haven't even seen the head-to-head battle between the republican nominee, who is likely it to be donald trump, and joe biden. and we've seen joe biden counted out in prior years, and we have also seen presidents coming up to re-election running behind the head of the election. the truth is, the american people haven't yet seen this campaign in action and now is the time to rev it up and i know that the biden campaign is doing that. >> you don't sound concern. something else we heard yesterday from congresswoman alexandria ocasio-cortez. a warning that she seems to be issuing for the administration. here it is. >> this is an issue i have been warning the party about for a long time. young people have on a increasingly concerned about the status of human rights. palestinians for years now, and it has been growing and growing, and i think what young people really want to see is an assertive stance from this administration. >> is this administration going to take a more assertive stance? are we going to hear different language from the president? >> well, what the president stands for is, he as opposed to terrorism. he thinks that, as do i, as do many people, when terrorists attack anyone, they ought to be hunted down, they ought to be either captured or killed. we need to stop the terrorists from attacking. that's one part of it. the other part, of course, is standing up for the innocent palestinians and innocent israelis, and he has called for humanitarian pauses. i think that's the right thing to do. and so they continue to do that. you know, we can't israel exactly what they must do, but he is leaning on them hard to make sure that there are humanitarian pauses and then we can deliver food and fuel and other necessities to the innocent palestinians in gaza. >> okay. sounds like the stance and language is not going to change. before you go, i want to ask you about illinois and what we just saw happen on guns. we just saw on monday an appeals court uphold your state's ban on assault weapons. you signed the law earlier this year for that. it's different than what we saw federal court strike that down in california. we have seen what happened on the front here in new york. but we are going to see that likely go higher to the supreme court. you are an attorney. i just think given the guns decision last year from the court, do you think it can withstand pressure at the high court, or do you think it get overturned? >> i think our ban on seattle weapons, which, by the way, was the ninth one in the country, will be upheld by the supreme court. very importantly, you have to remember that many, many people have died as a result of ar-15 type weapons being used. in highland park, illinois, we saw seven people killed and 48 people injured just by one gunman with one gun that had high-capacity magazines at the ready. he shot in 60 seconds, 8 bullets were shot. nobody means a gun like that. that's not for self-defense. i think that's what the supreme court will rule, as did the appellate court. >> governor j.b. pritzker, thank you. >> thank you, poppy. >> phil. yet again, it's a day that ends in y, so we're counting down the days until the government shuts down. republicans have saturday days to go. still undecided on the best way to keep the government open. i a real test for speaker johnson as he tries to negotiate with a divided conference in a democratically controlled senate and white house. lauren fox joins us from capitol hill. there is a new speaker. also immigration groups breaking out. we are talking about ladders. we have eight days, and i don't know what the plan is. do you? >> reporter: no, and i think that there are a lot of members on both the republican and democratic side who are asking the exact same question, phil. and there are eight days. on capitol hill, that can sometimes be an eternity. a lot play out over the course of the next week. the reality is we are very close to that november 17th spending deadline. here once again after lawmakers narrowly avoided a shutdown just more than a month ago now. the question becomes for speaker johnson, who is new to the job, still getting his sea legs, still trying to understand the dynamics within his conference, is what are the steps he is going to take. right now we expect that he is going to unveil a plan over the next day or two, but we do not know exactly what that plan will be. there are a couple of options on the table. one of them is dividing these spending bills, creating two separate deadlines for funding. obviously, there are a lot of senators who are confused about that plan. the other option potentially some kind of short-term spending bill known as sort of a clean spending bill without a lot of additions to it. there are also ideas floating around on whether or not you try to attach some aid to respiratory to a short-term spending bill. look, the reality is he is trying to get a lot of information from his members on what their preferences are. but the free tomorrow caucus in swing district republicans, they have different views, phil. we will be watching what speaker johnson does. meanwhile, the senate is going to be taking steps as soon as today. the majority leader could file a procedural action that would set them up for a vote as early as next week. a procedural vote next week on a short-term spending bill to avert a shutdown. this is really going to come down to the two chambers staring down at one another once again as a deadline looms on friday. >> evergreen statement. lauren fox, thank you. also, you saw last hour we had iran's u.n. ambassador on the show. he said iran was urging the regional allies to stay calm in the midst of this war between israel and hamas. john kirby ahead from the white house to respond. four months on the picket lines, actors going back to work. the chief negotiator joins us to talk about that tentative deal ahead. developing news out oa this morning. afternoon american airstrike hit a storage facility believed to be used by iran's revolutionary guard core. happened over the last several weeks. cnn has new video released by the houthi military media that shows an american drone shot down over the coast of yemen. iran's u.n. ambassador talked to me about his country's role in supporting hamilton. hamas. >> iran is one part of this system, and any of the, their own benefit, they have their own decision, their own strategy also, but they have some cooperation and collaboration in general common goals. some cooperation with others, but we are not directing this em. >> joining us is the white house national security council spokesman john kirby. admiral, appreciate injury time. the strike that occurred last night in syria, a strike a week today they believed there were irgc personnel there. does the u.s. believe they are at the warehouse last night? >> if there were individuals on the site, they were not innocent civilians. they would have been either members of the irgc or some members of these militia groups they are supporting p but the pentagon is still doing what we call a battle damage assessment, looking at the video imagery and other intelligence collection measures to see exactly what happened and if somebody was hit, who they are. >> you heard the iranian ambassador to the u.n. last hour are, u.s. officials have not said that iran directed the october 7th attacks, there has not been intelligence to back that up. i think the israeli counterparts agree on that. in terms of the collaboration in the ambassador was talking about there, do u.s. official think iran directs hamas, hezbollah and proxy organizations? >> he is dancing on a real little fine little pin there when he talks about coordination and not directing. i mean, look, there is no question that the regime in tehran and the irgc specifically funds, resources, trains, continues to equip proxy groups, million groups as well as groups like hezbollah and hamas. they can say all they want. to some degree, they probably have some measure of autonomy, but they are absolutely encouraged to do tease attacks. and we know that the irgc is involved directly with helping these groups make some of the decisions that they are doing, in fact directing some f these attacks. >> the strike last night was framed as self-defense. it was in response, there have been a number of one-way drone attacks, rocket attacks as well, 40 u.s. service members i believe suffered injuries. how does the u.s. decide what proportional is in a response this case? >> it's a decision we take to retaliate is done carefully and done across the interagency and in concert with the national security team and the president to choose a target we know or targets that we know will have an impact on the irgc and their ability to continue to support these groups. this target last night was a weapons ammunition storage facility. so we know that it had a practical impact on their ability to arm these groups and to send a strong signal of deterrence. these groups and the irgc have a choice to make. we don't want to escalate. we are not looking for a conflict with iran. we want to continue to go after isis and iraq and syria. those missions continue. they want to continue to attack our troops in iraq and syria, they have to face the consequences for that. >> on the issue. hostages, there have been some discussions about the idea of a short-term two or three-day halt to the conflict in order -- in exchange for some hostages. what are the prospects of that? >> well, we are working on this by the hour. we want to get the hostages released. we know there are a small number of american h, obviously, 240 folks from other countries. we want to get them out. we are working on this with partners literally by the hour. we believe the idea of humanitarian pauses, i say that a plaurlural sense, would be us in terms of getting that large body of hostages out. but that's an active area of negotiation right now. >> does the administration view it as all 238 or 39 hostages or is the priority getting americans out, they want them in the first group of any agreement? >> i don't want to negotiate here in public on national tv, obviously. we are keenly focused on the less than ten americans we know are in that population w he certainly want to prioritize them from our perspective. we also foe that there is, you know, another 230 plus individuals from many different countries being held hostage and they, too, have a right to get released. so we are working on this collecti collectively with our partners in the region. >> i tend to stay away from asking you about political questions. i want you to listen to something one of the republican candidates said last night at the debate. >> iran responds to strength. you punch them one and you punch them hard and they will back off. >> i would say you harm a hair on the head of an american service member and you are going to have hell to pay. >> if you want -- >> we have to stand strong with our jewish americans. >> hamas should release every hostage and unconditionally s surrender. >> china is buying oil from iran. russia is getting drones and missiles from iran and there is an unholy alliance. >> i think their views on iran are clear. i was going to ask you about what vivek ramaswamy said. i believe he referred to -- sounded like he was referring to president zelenskyy in ukraine. he said celebrated a nazi in the ranks, the comedian in cargo pants, a man called zelenskyy. that's not democratic. are i'm interested in how you think the world views comments like that on a debate stage by a republican candidate. >> i am not qualified to answer that question, phil about how people will feel about the republican candidates. you are right about that, i can't talk about what they are saying. i can tell you that the president feels strongly committed it to supporting ukraine as they continue to battle against russian aggression on their own soil. and he feels strongly about our ability to support israel as they bat al fight an existential fight against a group like hamas that wants to wipe israel off the map. that's why we are urging congress to go act on the priorities to continue the key national security priorities. >> negotiations very much underway. admiral john kirby, appreciate it. thank you, sir. >> thank you, sir. so this morning the senate is going to hold a hearing into the number of close calls we've seen on runways across the country. the ntsb chair said the near misses endangered the lives of 1,300 people. and the holiday season is fast approaching. have you booked your flights? we will ask the delta air lines ceo what you should expect nexe. a committee will be holding a series on troubling aviation incidents. pete muntean is joining us now. the ntsb opened seven investigations since january. do we know what's behind these incidents in. >> the head of the national transportation safety board is about to say this. there is simply too much strain on the air transportation system. it's an urgent warning. it's going to be gangbusters thanksgiving travel season, likely the busiest in the skies ever. today's hearing especially timely. the subject, these close calls that it have been happening coast to coast, known as runway incursions. the latest just two weeks in houston. in that case, two private jets actually collided. the ntsb just released the air traffic control transcripts. the tower told the crew of a hawker jet to line up and wait for take yawp. the pilots acknowledge being told to wait. investigators say they took off anyway. that set up a collision course with another jet landing on an intersecting runway. thankfully, nobody hurt. just damage. you see it there. truly seconds from disaster here. today senator cantwell of washington will try to drill down on the common cause of these incidents. she tells me this. this shows that air travel is still recovering from its covid downturn. >> i think you can see everywhere in america as people return to work and return to systems and return to full capacity and one of the things we wanted was to make sure that the air transportation system could bounce back faster post-covid, but i think you can see that what we need are the tools to make sure that it's the safest possible transportation system. and i think that this hearing will illuminate what some of the challenges have been in that returning post-covid world and how we can fix them and fix them quickly. >> we are also learning this one interesting tidbit from the ntsb about the houston incident. the air traffic controller that told that accelerating airplane to stop twice, in fact the controller beat automated alerts in the tower by a few seconds, that system installed at 35 airports. today senators are likely to push for that going into more airports. >> thank you. >> and you will remember one of those close calls happened in january, between a delta flight and american airlines flight at jfk. listen to what happened. >> air traffic control recordings detail how the american flight was told to go to the end of jfk's runway 4 left, but instead crossed it that runway in the path of the delta flight that was taking off. a mistake caught by air traffic controllers with seconds to spare. >> [ bleep ] cancel plans. >> the delta pilot slammed on the brakes, stopping 1,000 feet before where the american airlines flight just crossed the run way. >> hear to re to talk about thi bastian, delta's ceo. how can these be stopped quickly? >> first and foremost, the air traffic system is the safest form of transportation there is. period. we need to remember that. and one of the things that our industry does is that we spend all of our time focused on safety. safety is our highest priority. we do spend time looking at every single incident that occurs, what we can learn from it. there is full transparency around that. no question, there have been a lot of new people that have joined the aviation infrastructure, whether it's on our side as pilots and people working in the airports or air traffic controllers, and that experience factor has certainly caused maybe an increased -- >> how scary. you are saying lack of experience in new employees. >> no. i am saying there is -- it's a fact there is new employees, which means that we go extra and beyond to make sure we have the controls out front of that because we know that could be cause for danger. >> we are sitting here eight days before a potential government shutdown. sad to be reporting that again. one of the things that happens if you have a government shutdown is air traffic controllers don't get trained. we are short about 3,000 of them in this country. what would a shutdown mean for travelers? >> a shutdown, if there is a shutdown, hopefully, there won't be, all members of the aviation infrastructure come to work because they are front line necessary employees. so we'll continue to operate through that. yes, no question about it, it would cause a delay in the hiring and the training of new air traffic controllers. hopefully, it's going to be something we work through. >> so you saw a surge. it was deemed revenge spending on travel after the pandemic. but looking at data now, airfares were down 13% this september versus last. are people's delta flights going to get less expensive in the next couple of months? >> airfares have moderated a couple months. we are comparing to last year. people needed to go somewhere, anywhere, didn't care what the price was. we are now into a more stable position. fares have stabilized. i wouldn't say fares are down meaningfully, but they are -- >> are they going to stay here, not go further? >> i think they are going -- there is always bargains. if you are a smart shopper, you can find good -- i know you are. you can find good prices on delta at all times. we are also seeing the continued string of the demand set. we don't have any -- i think this revenge travel that people talk about is going to keep going. >> delta halted its flights to tel aviv when the war broke out. last i have seen, november 21, they will start again. is that still the plan? >> no. i anticipate we will be suspended for quite some time. >> quite some time? what does that mean? >> depends what happens. we are not going to go until it's safe to travel into tel aviv. while we have suspended for a period of time, while we are trying to figure out what's happening, it's a rolling delay, rolling suspense. hopefully, we will be back in the first part of next year. but it depends what's happening. >> you have quite a lens on the economy. recession? >> i don't think so. it's been the most asked question for the last couple of years with all of the free money and the easy interest rates that have been out there. i think that our consumers broadly are doing reasonable well. no question on the lower earning side of the strata. there is some stress. for delta, we are a full-service carrier of we have international, we have business, we have premium product, economy product. those products in total are doing quite well. >> how worried are you at large about where we are as a world? i also struck by jamie dimon's comments speaking about the war in ukraine and after the war broke out between israel and hamas, may have far impacts, and he said, this may be the most dangerous time in the world we have seen in decades. do you agree with. ? >> we will find out, right? it's no question what we see happening in israel, what we see happening in the ukraine are certainly signs for concern. and i think it's a call for leadership in the world. it's a call for political leadership and unity. it's a call for business to stand behind and be accountable in terms of what we can do to make a difference. it's not a time to talk about interest rate policy or when the fed's gonna do next. it's a focus on the existential risks -- >> existential? >> absolutely. and if you are in europe particularly, you are surrounded by it. >> yeah. artificial intelligence. every business leader is focused on it. everyone's wondering what's gonna happen. you said there is a lot of risk if not done well. you said you can never get to the point where machines are making decisions and replacing human judgment. is the risk to a.i. to our flights and aviation more now than the potential up side? >> no. i will never get on a plane unless there are at least two delta pilots. >> never? >> never. and certainly we use technology to help our pilots, to help our ground staff, to help our people that manage the company, make better decisions. but you can never replace human judgment in a business like delta. >> thank you, ed bastian. >> thank you, poppy. >> phil. republican candidates trying to show they should replace the far a and away primary frontrunner donald trump last night. did they make headway? former governor larry hogan joins us next. . five republican governors -- or five republican hopefuls took the debate stage last night to pitch themselves adds the best choice in 2024. another republican who wasn't on that stage released an ad on tuesday. that republican was not donald trump. watch. >> our allies question whether they should still trust us and our enemies question whether they should still fear us. >> i don't understand the strain in our party, think it's okay what putin is doing to ukraine. we ought to provide support. we need to stand with our allies and secure peace through strength. >> that is, of course, maryland governor larry hogan. earlier this year he announced we not seek the republican nomination but didn't rule out a third-party run. joining us now, larry hogan, co-chair of the centrist political organization which is actively considering running a third-party candidate in 2024. governor, that looks a lot like a campaign ad. is it? >> well, looked like a campaign ad, but it really wasn't one. these are just kind of ads we have been putting out on issues over and over. i think we have done 23 of them over the past year are two. i thought it was timely as we are dealing with the issues and the threats around the world where we have earn certain members of our political community and both sides that are not willing to support and stand up for israel and others who don't want it to stand up to putin. and help protect ukraine. and so i just felt strongly what the kind of reagan peace through strength message was one that we needed to hear. and i'm always trying to continue to be a voice of getting our party back headed in the right direction. >> to that point, the most probably biggest platform is to run for president. have you made a decision yet? you hadn't closed the door. have you made a decision? >> no, i haven't. it's not really something that i'm actively working towards. there has been a lot of talk about that possibility. a lot of people have encouraged me to consider it. but it's a long way off. i'm hopeful that we can find a republican that can rise up and potentially take the nomination away from donald trump. i think that would be good for the republican party and good for the country. i also think that it's time that the democrats convince joe biden that perhaps he schanot seek a second term and let them find a new generation of democrats, you know, 70% of the people in america are frustrated and fed up. they don't want a rematch and they don't want joe biden or donald trump to be president. so we are going to have to wait and see how this plays out. it's very, very early. these things change. we've -- once we get into the early states in january and february and by the time we get to super tuesday in march, we are going to kind of know exactly where we are. and if 70 some percent of the people don't want choice a or b, there is a very serious possibility and opportunity to offer them c. choice c. >> after super tuesday is when you will make a final decision on that? >> i think they are waiting to see when they get past super tuesday, have some talk about putting together an effort to put a ticket together. all kinds of discussions and suggestions and ideas going on, but, you know, next march, right after super tuesday, i think is when they will make a decision about whether they are going to pull the trigger or not. >> in the wake -- the debate happened after tuesday where democrats had -- i think republicans would acknowledge is good night. republicans did acknowledge it on the stage. take a listen. >> and i am upset about what happened last night. we have become a party of losers at the end of the day. >> got to do a better job on these referenda. of all the stuff that happened to the pro-life cause, caught flatfooted on referenda and they have been losing the referenda. >> on the issue of abortion, do you think your party is in the wrong place on the policy right now? >> i think they are completely out of touch with the voters and what the voters want to be talking about right now. so it's the same case of the democrats and republicans playing to their base, either the far right base or far left base thinking that will fire up people at the base of their party, which it will, but also turns off wide swaths of swing voters we need to win elections. so i think it's a mistake. i thought the entire policy in virginia was poorly planned. i think governor youngkin set the bar very high, tried to make everyone in the country believe he was going to pull off this big switch, taking over both houses of the legislature in virginia and roll across the country and it was going to be a big -- he was going to show the rest of us how it's done. well, he showed us. it was done really poorly. and not only did he not pick up a seat, you know, a body of the legislature, he lost the one that he had, and couldn't have been a more terrible night for virginia republicansnd glenn youngkin in particular. >> do you think youngkin's political career is over? >> well, he's got two more years to be governor of virginia. they only get to serve one term. so i don't know what his future holds after that. but he's got to get to work. i mean, and get some things done. i had a 70% democratic legislature in both houses in my -- in annapolis, and we got things done for eight years. tremendous amount. cut taxes. got the economy back on track. he has to be able to sit down and try to bork in a common sense bipartisan way with the democrats in the legislature. >> governor larry hogan, appreciate your time. former governor larry hogan. appreciate your time, sir. thank you. >> thank you. well, after almost four months striking hollywood actors reaching a tentative deal with studios. when will production start up again? we will ask the union executive director and chief negotiator, up next. >> back to work hold. finalllly. fords s action. oh my god! oh my god! i like literally. i can't believe i'm not -- i'm just alone for this. so happy! i'm so happy! my god. >> i mean, by far the video of the morning, that was actress busy phillips reacting to the news. the hollywood actors releasing a deal for their strike. the strike was officially suspended overnight as the terms of the deal need to be fully ratified. the statement said the agreement is valued at more than a billion dollars, protections for the use of a.i. and streaming participation bonuses. fran drescher called it a historic deal. the amptp represents disney, paramount, universal, and warner brothers discovery, the parent company of cnn. and with us now, chief negotiatorer for zsag-aftra, i bet you're breathing a sigh of relief. can you give us a sense of the a.i. protections for actors in had this deal? >> sure. thanks for asking. i am breathing a sigh of relief after 180 days on strike to finally reach the agreement is meaningful. the a.i. protections are focused on informed consent and fair compe compensation, which is what we've said since the beginning. they're intended to be protections to make sure not only the members have the right to control the use of image and likeness today but as the technology grows, we'll continue to provide them with that kind of control. it's really their persona that's being used. also helps address use of generative a.i. as the industry starts to implement it over the coming years. so these protections are essential. they were necessary. the deal couldn't be made without them. >> duncan, the studio said they were giving you the best and final offer on saturday, you finally clinched the agreement on wednesday. what was the final step, the last thing that needed to happen to get this across the finish line?
