You are live in the cnn newsroom. Im jim acosta in washington. Good afternoon. With each passing minute the nation is getting closer to a Government Shutdown, but just a short time ago, a possible breakthrough that could help keep The Lights On. The yeas are 335, the nays are 91. Twothird being in the affirmative, the rules are suspended. The bill is passed. And without objection the motion to reconsider is laid on the table. The house passed a bipartisan shortterm Spending Bill. The Stopgap Measure would provide 45 days of Government Funding before the next time they have to do this up on capitol hill. It includes federal Disaster Relief assistance as the white house requested, but it does not include aid to ukraine which is a Top White House priority. House democrats overwhelmingly supported the measure and now head the over to the senate. Lets go straight to capitol hill and our manu raju whos been up there all day. Hes going to be going into the evening, i guess. Whats the latest, and i guess whats the deal over in the senate . Do we know anything about that at this point . Not to jump ahead too much. Reporter the Senate Democrats are trying to figure out their strategy. The senate can pass anything pretty quickly, it requires all 100 senators to agree which is always a complication here. If one senator wanted to object, he or she could drag out the process, delay the process, and lead to a Government Shutdown at midnight tonight. But there is an expectation that the senate will accept this. An overwhelming vote, just one democrat opposed it, 90 republicans opposed it it a majority of the House Republicans did support it, and as everyone but one democrat voted in favor of there plan. This came after Speaker Mccarthy essentially retreated from the position that he had taken for some time including over a measure, Government Funding measure that he tried to get out of the house yesterday. That would have included spending cuts. That would have included Border Security provisions. He had to drop that in order to get democratic support today. That is exactly what a number of hardliners had warned him against. He said that they had said if mccarthy relies on democratic votes, that could be enough to end his speakership. And the question now is will those hardliners carry through on that threat led by congressman matt gaetz. And if he does carry through with that threat, Will Mccarthy have the votes to stay as speaker, or will he have to rely on democratic votes to keep him in power . Those are questions i just posed to the speaker. If in fact there is a vote to push him out, will he rely on democratic votes . He would not say, but he took an aim at matt gaetz and also defended his handling of the spending talks. The bill on the floor in suspension, so theres no bill that can pass with one party or the other. When are you guys going to get over that its all right that you put America First . That its all right if republican and Democrats Join together to do what is right . If somebody wants to make a motion against me, bring it. There has to be an adult in the room. I am going to govern with cha is best for this country. Reporter so as one of the things that the speaker did demand that was not included as parts of this, he wanted to make sure that this proposal did not include funding for ukraine. The senate was trying to move forward on a bipartisan bill that would have included 6. 2 billion in ukraine aid. That was not included in this. A lot of democrats were sharply critical of the speakers decision, including the one democrat who voted against it, congressman mike quigley of illinois. Putin is celebrating. Two things happened this week of historic qualities. Number one, the reagan dog terrapin is officially doctrine is officially dead in the republican party. They voted against in their Caucus Funding for ukraine. Today we saw the second part of that. We got 45 days to fix it. I dont see how the dynamics change in 45 days. Well, im more worried about americans than ukrainians. Its a false choice. This is all about if you want to be in America First, you better support ukraine. Reporter that is the question that was posed to the speaker during there press conference. Will he get behind aid to ukraine . He was noncommittal about this in the months ahead even as he said he supports the ukrainian cause. But real questions on capitol hill, jim, about whether or not there will be the votes to get this out of the house even though there is majority support in both chambers to continue giving aid to ukraine. Will the speaker from the floor, what will it mean for his future, all huge questions even as a shutdown appears to be averted now that the house has agreed to move forward on a 45day extension. Jim . Yeah. It looked like up until just this afternoon that this was all going to fall apart in the house. Then it came together quickly. To we know what was going on behind the scenes, why the speaker decided all the sudden to go with democrats . Did he realize his back was against the wall and that was it, there was just a faction of the Republican Caucus that were just not going to go along with him . Reporter yeah. There was no way out. If he would have agreed to go if the government did shut down, he still at the end of the day would have had to rely on democratic votes. He could have had the worst of both worlds causing a Government Shutdown and relying on democratic votes, potentially pushing him out of the speakership. So he just made the calculation here, rip the bandage off. They tried as much as they could to try to get this with just republican votes alone, but the razorthin majority has given mccarthy headaches all year long especially over the spending fight. More than four members, if they defect on a partyline vote, it could scuttle his plans. Thanks for keeping tabs on this. House minority leader Hakeem Jeffries is painting this as a loss for what he calls extreme blacka republicans. Were on a path to avoid a Catastrophic Extreme Maga republican shutdown, and to continue to meet the need of the American People. The American People have won. The extreme maga republicans have lost. It was a victory for the American People and a complete and total surrender by rightwing extremists who throughout the year have tried to hijack the congress. Moving forward we will continue to work in a bipartisan way to discuss a yearend Spending Agreement consistent with our values. Meeting the needs of the American People, solving problems on their behalf, and putting people over politics. That is what the Spending Agreement that passed the House Floor Today has accomplished, and moving forward that will be our Guiding Principle in getting things done for the American People. I dont know if you were just listening a few moments ago to what we were hearing from the House Minority leader, Hakeem Jeffries, he was essentially saying this was a victory for the American People but a defeat for what he described as extreme maga republicans. Whats your response to him . Well, my friend hakeem has a job to do as the head of the democratic party, and i have a job to do as representing my folks back home. And the reality is we abdicated our duty, jim, and you said i reckon, i appreciate you bringing back your East Tennessee roots to us. But the truth is is we did advocate our duty. We were supposed to do two things up here, pass 12 Appropriations Bills in one budget. In the last 30 years weve not done that. Weve kicked the can down the road. Leadership is for this because it is full of their stuff, its added more money for socalled Disaster Relief. Its it sweetened the pot a little bit. They got their price and took it. And its going to continue our broken policies at the border. I can tell you all the talking points, but the reality is we so how up here doing our job. A whole month of august where were we, we were back in our districts. I worked very hard in my district actually, but i dont work up here obviously, nobody does any work up here. But the reality is we should have been here the entire month of august. September 30th, if you check your calendar it comes around ever time this year. Yeah. And we just kick the can down the road. 45 more tollways. Guess what days. Guess what, well pick it up at the 40th day and start doing something. Then well be back up against thanksgiving. Imagine that. Right. Imagine that. 30 days, and then were into christmas, what are we doing there . Lets pass an omnibus bill for 60 days, lets do our job and quit hiding all this stuff. The american public, democrats and republicans, are tired of it. Yeah. Congressman, i have to ask you a question here. Did you kick the can, or did the can kick you . Because i mean, theres a real i think theres a real question here as to whether or not the speaker caved. Did he cave . I think so. I think we every person that voted for it, in my opinion, on their duty, you know, its both parties. We should what are we afraid of, jim, honestly . Why are we not debating these Appropriations Bills . Why are we not debating the budget . If its so good, lets let each part stand up and take its hit. Thats where were at. Were not doing our job. And as long as the wheels get greased and honestly as long as the big boys are taken care of and lobbyists are greased, apparently a lot of people are okay with that. And that is the wrong attitude we should take. Weve got to make tough decisions. Were 33 33 trillion in debt. I mean, were taking in 5 trillion this year. And everybodys saying, oh, we need to pass this thing so we can spend 7 trillion this year, and were only taking in 5 trillion. Its just complete abdication, a big word, you can google it, it means were not doing our dad gum duty. Isnt it on House Republicans . Youre the party in charge. Are you essentially pointing the finger at your own party in the house . Im pointing the finger and yes. We ran on this, this is what we promised the american public, and we are not delivering. We need come up Monday Morning and start working. I realize well start working at 2 00 or 3 00 in the afternoon and go to vote on something bogus on the floor around 6 00 or 6 30, and then well go to our dinners. Then well start back again tuesday. Listen, were not fooling anybody. Back in tennessee you lived in tennessee, people were only time theyre not working is right now because theyre getting ready to watch ut whip up on south carolina. So thats about the only thing time theyre not working. I figure thats why we had you scheduled at that time. When you come back next week, is Kevin Mccarthys job safe . Youll have to talk to matt gaetz and matt honestly is concerned about is concerned about his district, keeping this government open as i am, and doing his job. Thats why he voted and i voted consistently with the taxpayers thereof country, both democrats and republicans. You may hate him, but he makes a lot of dad gum sense. Weve got to keep the government open, and we need to start doing what we said we were going to do. Part of that is reducing this ridiculous spending. If we could just go back to precovid levels, you or any of your viewers could not tell me one Government Program thats been added since covid that you cannot live without. If so, what did he say, or did he he did actually he did actually this weekend, and you know, it was one of those things sort of checking my barometer. But i think if you see my tweets on timburchett you know my barometer, im ticked off. The publics ticked off. Im here to work, im tired of the slogans and bs talking points. Do you want to see him replaced . I want to see him lead is what i want. Im tired of just floating something out, lets see how many votes we can get, what if they said were going to replace there with bhmarxism or what ha you, lets pass it, thats why they lost votes on this last thing. Get back to business, get back to normal business of running up the debt, Passing It On to our grandchildren, now our great, great grandchildren. I say lets do our job. When you have your chairman, your chairman of the Appropriations Committee leave a mandatory meeting to go meet with a bunch of lobbyists and fat cats to get in all the cash, you know, that sends the wrong message to the American People. Ahead, well get reaction from a democratic member of congress as the white house is expected to support this bill avoiding a Government Shutdown. Stay with us. This evening the white house is expected to go along with the shortterm Funding Compromise to keep the government open and is expecting that House SpeakerKevin Mccarthy will make good on his support for funding for ukraine, but in separate Legislation Funding for ukraine was not a part of that 45day stopgap Spending Measure that got out of the house earlier this afternoon. We have more from the white house. Kayla, a lot i guess for the white house to keep tabs on. How is this unfolding over there . Reporter well, theyre watching the developments just like we are, jim. The president s being briefed by a handful of his top aides that have been in touch with and liasing with leadership on capitol hill. But even just a few hours ago the expectation was that the best path forward, at least in the white houses view, was the deal that the senate had br brokered this week that includes the 6. 2 billion in funding for ukraine. The white house still views the compromise shortterm funding bill that came out of the house as a major win for a few reasons because it funds things like Disaster Relief and the federal aviation authority. Because it does not include those steep acrosstheboard cuts to several Government Funding programs. And because it doesnt include specific changes to border policy that had been nonstarters for democrats, throw it also does not include that ukraine funding. Now on that end, jim, you know, its interesting because the pentagon has been Warning Lawmakers that ukraine is very close to exhausting all of the funding thats been appropriated so far, that as of yesterday it only had about 1. 6 billion of about 26 billion left that had been authorized. Jake sullivan, the National Security adviser, has also warned in recent weeks that disruptions could occur on or around october 1st, right when that funding expires.
