donald trump pleads not guilty and elects to skip a hearing next week in the georgia election interference case, while his attorneys also look to sever his case from those of his co-defendants. details on that and the looming decision on whether his former chief of staff's case gets bumped to federal court. on capitol hill, senate minority leader mitch mcconnell is telling allies and donors that he can still do his job. some colleagues are questioning whether that is the case after he appeared to freeze at a news conference for the second time this summer. we're following those developing stories and more coming in right here to "cnn news central." it has been a jam-packed day for donald trump's defense team. first the former president entered a not guilty plea to 13 charges in the georgia election subversion case. this was an expected plea from trump. he has already pleaded not guilty in three other cases in recent months, and he and his lawyers have been very clear that any talk of a deal is out of the question. trump's lawyers just filed to sever his case from some of the others. they argue they will not be ready for an october start to the trial which some of his co-defendants are seeking. sara murray following all of these. sara, first, about this new filing in which he basically is saying he's not going to show up at the arraignment. you might say he did that with the mugshot from showing up to his booking. why the decision here to basically waive that right? >> well, look, i think there are a couple reasons. one, i don't think that donald trump thinks it's that much fun to go to court now that he's done it a few times. he got a full pomp and s circumstance, the lights and siren treatment and the mugshot. >> those who want the pomp and circumstance. >> he's been using the mug sthoths raise money. to sit in the courtroom to wait for them to read the 98-page indictment when complaining publicly how all of these court issues, criminal charges r taking him off the campaign trail and he can go back to the rallies he wants to deal with. >> the effect is the same, still pleading not guilty. you have these two other defendants, of course a sprawling case. you have 18 co-defendants for the former president and they are now asking to sever their cases. what's the reasoning there? >> same kind of request trump is making but for the opposite reason. these are two defendants, trump lawyers sidney powell and ken chesebro want a speedy trial and hurry this process up. fani willis and the judge said chesebro's trial could start october 23 frrd of this year. while trump is trying to delay these are two defendants who want it to happen as soon as possible and we're willing to go to trial now. >> why does trump want to drag this out? pull this into much of the election schedule calendar as possible? >> this is election interference and the further you get into the, you know, the process of voting and you get into the primary process and then potentially into the presidential race, the stronger that argument possibly could be. >> understood. what are the remaining questions in the short term about these trials? listen, that's a long list, but the most immediate questions about how these proceed, one, is mark meadows' case. >> there's a broader case where are the defendants going to be tried. mark meadows wants to move to federal court and trump's team hasn't asked to move his case to federal court, but we expect they will do that at some point. do always defendants end up in federal court or all end up in state court? do people get split off in these kinds of blocks or some staying in state court and allowed to proceed with the speedy trial while others may move to federal court. >> there's so many threads. that's going to happen when you have four criminal trials. the issues with the meadows matter when you saw the judge jumping in or asking for the arguments from both sides here, there's a read from some in the legal community the judge knows this is a big question and he's going to both sides so when he does make a decision there's less likelihood it will be lost on appeal. >> this question does cut at the core of meadows 'argument to begin with. he's saying everything i did i did under my role as chief of staff. the judge says what if one of the things you're being charged with does qualify under the chief of staff rule and the other doesn't. is that enough to move this to federal court? prosecutors will say no and it will be up to meadows and his lawyers to sway the judge's opinion in their favor. >> the election interference argument has been an interesting one given he is charged with attempting to overturn an election, which one might call he election interference as well. we'll see if that's proven in a court of law. thanks so much. today senate minority leader mitch mcconnell is facing new questions about his health and his ability to do his job. the 81-year-old republican lawmaker is privately reassuring his allies and his donors he is fine after he froze during a news conference yesterday. this is the second time this summer that this has played out in front of reporters. >> running for re-election in 2026. >> oh. that's -- >> did you hear the question, senator? running for re-election in 2026? >> yes. >> all right. i'm sorry, y'all we're going to need a minute. >> okay. >> cnn's melanie zanona is on capitol hill for us. what is mcconnell's office saying? >> well, mcconnell's office says he's fine an felt lightheaded, the same explanation they gave after his first freezing episode and said he was going to see a doctor yesterday before his next event. they have not said what's the underlying cause might be for the alarming freezing episodes and it's very clear that plk kunl and his team recognize that this could be a ballooning political problem for the long-time gop leader and that is why you have seen mcconnell working behind the scenes to tamp down speculation about his health and political future. we're told yesterday he spent time calling up his allies, reassuring them about his fitness to serve and reaching tout donors, according to our colleague manu raju, and he also made it a point to carry on with his schedule. he attended a fundraiser for jim banks, congressman running for senate, and people who were with mcconnell yesterday said he was i totally fine. scott jennings, a long-time mcconnell confidant told cnn this morning. >> he came back home to louisville. i was with him with jim banks, running for senate in indiana. he met with a group, answered questions, worked the crowd, and was, you know, on top of it, sharp and fullry in command of all the politics of the day. i should tell you i was with him two days ago and watched him give a long speech to a lunch crowd and then answer several questions from that crowd, and in the midst of another long day. throughout the month of august he has kept up a robust schedule. >> but despite this effort to try to reassure republicans that he is able to serve, there are still lingering questions about how long mcconnell can continue to serve republicans in the senate. right now his term as leader will last until the end of next year. he has said he will continue to carry out his duties as leader until then. it's unclear if he would run for leader again or have the support of his conference to do that. in fact, there is some early chatter, according to our colleague manu raju, from rank and file republicans about calling for a special conference meeting to discuss his leadership. it would only take five republicans to call for such a vote. unclear if that's going to happen, but i'm sure these conversations are going to intensify next week when the senate returns from their august recess. >> melanie zanona live from the hill, thank you so much. i want to go to fema where president biden is about to speak. >> my mother would say, i apologize for my back. i apologize. folks, look, yesterday i convened the entire cabinet for a long meeting to make sure that we had a whole of government response, every single cabinet agency has some contribution they can make and some responsibility, and i'm here at fema today, just a few minutes ago, i received a call from your administrator and -- criswell, who is in florida, and helping them recover, at least doing the initial assessment of that category 3 storm that made landfall. this morning, i spoke again, it seems like we -- we should be on direct dial, the two of us, governor desantis and i spoke again this morning and i let him know that i approved his major disaster declaration and i also spoke with governor mcmasters and with the -- for south carolina's emergency declaration as well. and i spoke the day before to the governors of not just florida and south carolina, but of north carolina as well as georgia. look, it means we're making available federal assistance for florida survivors whose homes are damaged or destroyed by the declaration and helping south carolina with meals, water and debris removal that's going to help both states begin their road to recovery and do it immediately. but before we do anything, i'm here to thank all of you. i really mean this. thank you, thank you, thank you. you are making an incredible contribution. i mean it's -- i don't think -- i hope the american people have a sense of -- it's hard to understand it because, you know, we usually don't -- we're not this engaged this often, but this last couple years with climate change and really kicking in, you guys are going 24 hours a day and 365 days a year. it seems to keep piling up. i mean this sincerely, i admire, i admire what you do. i've been to almost every one of the areas you've a had to deal with and your sister organization, the brothers and sister organizations, coast guard and military, and i might add risks, risks, you folks are taking out in the field, so thank you, thank you, thank you. it's important to the american people understand it because we're in a situation where, you know, we're -- how can i say it? there's still some deniers out there in terms of whether or not climate change has anything to do with any of this, and we're going to need a whole lot more money to deal with emergencies appropriations to deal with all you're taking care of. on behalf of the country i want to deliver the heartfelt thanks emergency personnel in our communities across the federal government, including right here all of you in front of me. fema's national response coordination center and those out in maui, you know, you've -- it's amazing, you've seen it, some of you have been there, it's pure devastation. that whole part of the island leveled. there's nothing left. and before this week's storm, we pre-deployed 1,500 federal personnel and coast guard throughout the southeast, federal search and rescue teams have been helping people whose homes have been surrounded and inundated by water, and fema and the small business administration are on the ground to help residents whose homes and businesses have been destroyed or damaged. i want to, again, thank you all. it really, really matters. one more thing, every american expects fema will show up and when they are in the middle of a disaster -- and i'm calling on congress to make sure you're able and have the funds to be able to continue to show up and meet the needs of the american people to deal with immediate crises we're facing right now, as well as a long-term commitments we have to make to finish the job in maui and elsewhere. showing up for the moment to save a life is important, but that's just the beginning. just the beginning. some of this is going to take months and years to make sure we restore the people to the circumstances before this disaster hit. as i said, you know, and to the people of florida, throughout the southeast, i'm here to make clear our nation has your back and we're not going to -- we're not going to walk away, we're not going to give up, not going to slow down. again, you know, we -- we are in a situation where, how can i say it? some of my colleagues, my former colleagues in the senate and people i work with every day in the united states senate, think that this disaster relief money we're asking you to continue to finish the job so far and have enough money to continue to work to save the american people, their lives, their homes, their well being, is somehow, i don't know, not needed or -- i'm not shei even sure what money is. we need this done. the disaster relief request met and need it in september. we can't wait. i will take a few questions from the press if you have any but then i'm going to talk to these to folks. >> any comment on overdose awareness day? >> yes. look, i've been dealing with a drug epidemic in america since i was a chairman of the judiciary committee when i was a u.s. senator, and it has in many cases gotten worse because of the nature of the drugs that are being consumed and fentanyl is a new and dangerous addiction. more not just young people are dying as a consequence of digesting fentanyl, sometimes not knowing it's in the drug they're taking, and one of the other things i'm -- i've been asking congress for, need about $15 billion along the border to deal with the technology needed to be able to determine whether or not the precursor drugs are making it into mexico or into the united states and dealing with that, so there's more to do there as well. >> mr. president are we concerned about a government shutdown and how that affects what's being done here at fema? >> it would be a serious problem. i'm hoping there's greater maturity to prevent that from happening. >> have you spoken to leader mcconnell? >> yes, i have. i spoke to mitch. he's a friend. and i spoke to him today, and, you know, he was his old self on the telephone, and having a little understanding of dealing with neurosurgeons and people and one of the leading women on my staff her husband is a neurosurgeon as well, it's not at all unusual to have a response that sometimes happens to mitch when you've had a severe concussion. it's part of the recovery. and so i'm confident he's going to be back to his old self. >> do you have any concerns about his ability to do his job? >> no, i don't. you want to talk to me about -- >> congress -- >> did you want -- let's it talk about why i'm here. >> are you -- >> [ inaudible ]. >> the answer is, i hope he attends. thank you. all right. >> this is the capitol hill attending physician brian monahan who conferred with senator mcconnell and mcconnell's office releasing a letter explaining what happened. this is what's says. i will read it in full. it says i have consulted with leader mcconnell and conferred with his neurology team. after evaluating yesterday's incident i have informed leader mcconnell he is medically clear to continue with his schedule as planned. occasional lightheadedness is not uncommon in concussion recovery and can be expected as a result of dehydration. that's the full extent of the letter and first time we're a getting any indication as to why senator mcconnell had the moment in covington, kentucky, where he froze roughly 30 seconds before the cameras and also in july on capitol hill where he froze for roughly 30 seconds and whether this has anything to do with the fall that occurred in march. mcconnell hit his head at a washington hotel, suffered a concussion, broke ribs, out from the senate nor about six weeks. after the july incident, i asked senator mcconnell if that freeze up moment had anything to do with his fall. he just said he was fine. they would not say. his office has not explained his recent episode as well. this letter indicates it does have something to do with his recent concussion. it says according to this doctor, occasional light aheadness is not uncommon in concussion recovery and can be expected as a result of dehydration. tying mcconnell's situation that we have seen directly to him suffering the concussion from the spring, the first time we have seen any sort of relation between the two here. first time we're getting any explanation about what happened to senator mcconnell but the doctor saying he can continue on his schedule as planned. >> so this is the hill doctor saying he's medically cleared for the first time connecting it to the concussion that he suffered. has his team provided any more detail about whether these symptoms are expected to dissipate? this is the second time and we are a number of weeks from that concussion. have they given no indication as to prognosis? >> there has been no indication whatsoever other than we have heard he felt lightheaded at the time. no other indication about how they plan to deal with this going forward, but the clear -- it's clear that senator mitch mcconnell has not changed any of his plans. he has continued with his private events, with his public events. they return back to washington next week. he will face questions from his own colleagues who are concerned about him, concerned about his tenure atop the republican leadership. he will meet with his colleagues in a leadership meeting on tuesday evening and the full republican conference on wednesday where these questions will persist. here we're getting indication as to why this has happened and perhaps that could tamp down some of the speculation that has intensified in the aftermath of these jarring moments. jim? is that inflation? do you attribute that directly to inflation? >> no. in fact, i attribute that to the strong laibor market. we have a strong labor market, unemployment below 4% for a year and a half and now we're seeing real wage gains. this is the interaction of that labor market i just described with consistently easing inflation. as real wages grow, consumers are able to go out there into the market and get what they want and what they need. now we're in almost 70% consumer spending economy. so as long as the job market stays tight and people are getting real wage gains we should expect to see solid numbers as we did this morning in that regard. >> are you feeling that they are spending more than they're making because they have confidence that they will be able to pay for that? >> well, i think you have to avoid getting too hung up on one month in terms of the ups and downs of the noisy data. if you actually look at the disposable personal income after inflation, real, disposable personal income, it's up i think about 4% over the past year. so, in fact, again, boosted by the strong job market, real paychecks going up, we're seeing rising incomes help support strong consumer spending. >> credit card debt also way up here in the last two years. it is at a record high. $1 trillion. i know that may not be incredibly surprising considering what we've been through. how do people climb out of this hole, when inflation is still up a bit? >> so look, we have -- we have an economy that i think i'm getting this number right, is somewhere in the neighborhood of $26 trillion. when we start throwing around big numbers, we really have to base them on something. now, one of the things i did about an hour ago because i thought we might be talking about this, is i looked at credit card debt, the number you just mentioned, in relation to the disposable personal income, that's income after taxes. that's what people have to service that debt. in fact, it is below where it was before the pandemic. it is below its prepandemic share. it's around 5.5%, something like that. that is a historically low amount. that would suggest that debt service, what people have to pay to service their debt, is also low, and yes, i looked at that too, and outside of the pandemic, when it was even lower, that's also at historically low rate. if you base these numbers on some of the other economic dynamics that are a lot more favorable, you see people are handily able to service their debt right now. >> i want to ask you about mortgage rates. they're at 20-year high, 7%. you now have some companies like zillow that are subsidizing mortgages, they are offering them, subsidizing the down payment so they're only requiring people to put 1% down at closing. do you have any concerns about that, that could lead to some sort of problems financially? obviously, we're all very sensitive to that. >> we are very sensitive to that because we've been through periods where, you know, some creative arrangements in that space have hurt us. what we're seeing now is a cooling in a market that was really kind of overheated before this got started. of course, when the federal reserve raised interest rates that pretty quickly feeds into mortgage rates. nobody should be surprise about that increase. i think the thing from our perspective that matters the most here is doing what we can to increase the supply of housing. that's not a weekly, quarterly, monthly effort. that's something we have to really get down to over the longer term. if you look at our budget we have some really ambitious proposals to increase the supply of affordable housing, and i think that's one of the best things we can do in that space. the market is going to go along in the way we described. i think that's all pretty expected. but the broader structural shortfall of affordable housing supply, that's something we very much want to work on. >> all right. we'll be looking at that. jared bernstein, chair of the white house council of economic advisors, thank you so much for being with us. >> my pleasure. in today's home front, as the national unemployment rate is hovering at a historically low 3.5%, military spouses are experiencing depression level unemployment. 21% unemployed despite the fact that they are as a whole more educated and skilled than their contemporaries. on capitol hill, lawmakers have been proposing legislation to change that for years with very little success, but this year, a bipartisan group of senators led by democrat tim kaine and republican john bozeman hope that nationwide worker shortage could actually help them pass a tax incentive for hiring spouses of service members. they say companies are missing out on a valuable pool of employees. >> i would argue that, you know, a military spouse really is a special person. i mean, to keep all of this together, at home do all they have to do, you know, they understand they have to be pretty disciplined, pretty organized, and just is a great talent pool sitting there. >> i think with the low unemployment rate the time has come for this because everybody is saying, gosh, you know, we really need to find good employees and there's no better kind of big reserve of really talented people with skills than military spouses. >> companies often pass on hiring military spouses because they do move every two to three years, but the military spouse hiring act that these two senators are championing would try to guarantee companies are not going to lose what they invest in hiring and training. giving companies a tax credit of up to $2400, a similar but smaller tax credit than businesses get for hiring veterans. military family life comes with a number of financial hardships like out-of-pocket housing expenses and moving costs but we've also seen some alarming trends of food insecurity in the military, and that has democrats and republicans worried that highly trained men and women in the military are actually incentivized to leave the all-volunteer force so that their spouses can also work and increase their household income. >> so all of these issues combined to create this huge problem, and then it becomes a retention problem where people don't stay in the military if they feel like, well staying in, it's just going to continue to hobble my spouse's opportunities. >> americans i talk to don't always seem to make that leap, that the military spouse unemployment piece is a force readiness issue. how do you get that across to them? >> we simply aren't going to have a volunteer army. we're seeing that right now. we have full employment in our states. unemployment is so very low. rea cruting is difficult right now. >> still, there is a lot of work ahead to get that bill through congress once lawmakers return starting next week. while there's broad bipartisan support for the bill in both the house and senate, there are huge fights brewing right now over spending and republican senator tommy tuberville's hold on all senior military promotions. we'll be right back. >> yes. as well? >> yes, gentlemen, yim. pointed in addition to this old conspiracy law to other general alabama criminal laws on conspiracy, solicitation, aiding and abetting, he would use to go after those who assist people accessing out of state abortion. those laws require by their text on their face require that the conspiracy or solicitation, speech or conduct that is conspirator solicitation intended to further or have happen or have occur an actual crime or offense. again here, there is no crime or offense, because the conduct we're looking at is legal abortion outside of alabama in other states that alabama simply does not have the power to criminalize. >> okay. in his opinion for, in the dobbs decision overturning roe v. wade, justice kavanaugh voted set the following "a state bar resident traveling to another state to obtain abortion? donald trump pleads not guilty and elects to skip a hearing next week in the georgia election interference case, while his attorneys also look to sever his case from those of his co-defendants. details on that and the looming decision on whether his former chief of staff's case gets bumped to federal court. on capitol hill, senate minority leader mitch mcconnell is telling allies and donors that he can still do his job. some colleagues are questioning whether that is the case after he appeared to freeze at a news conference for the second time this summer. we're following those developing stories and more coming in right here to "cnn news central." it has been a jam-packed day for donald trump's defense team. first the former president entered a not guilty plea to 13 charges in the georgia election subversion case. this was an expected plea from trump. he has already pleaded not guilty in three other cases in recent months, and he and his lawyers have been very clear that any talk of a deal is out of the question. trump's lawyers just filed to sever his case from some of the others. they argue they will not be ready for an october start to the trial which some of his co-defendants are seeking. sara murray following all of these. sara, first, about this new filing in which he basically is saying he's not going to show up at the arraignment. you might say he did that with the mugshot from showing up to his booking. why the decision here to basically waive that right? >> well, look, i think there are a couple reasons. one, i don't think that donald trump thinks it's that much fun to go to court now that he's done it a few times. he got a full pomp and s circumstance, the lights and siren treatment and the mugshot. >> those who want the pomp and circumstance. >> he's been using the mug sthoths raise money. to sit in the courtroom to wait for them to read the 98-page indictment when complaining publicly how all of these court issues, criminal charges r taking him off the campaign trail and he can go back to the rallies he wants to deal with. >> the effect is the same, still pleading not guilty. you have these two other defendants, of course a sprawling case. you have 18 co-defendants for the former president and they are now asking to sever their cases. what's the reasoning there? >> same kind of request trump is making but for the opposite reason. these are two defendants, trump lawyers sidney powell and ken chesebro want a speedy trial and hurry this process up. fani willis and the judge said chesebro's trial could start october 23 frrd of this year. while trump is trying to delay these are two defendants who want it to happen as soon as possible and we're willing to go to trial now. >> why does trump want to drag this out? pull this into much of the election schedule calendar as possible? >> this is election interference and the further you get into the, you know, the process of voting and you get into the primary process and then potentially into the presidential race, the stronger that argument possibly could be. >> understood. what are the remaining questions in the short term about these trials? listen, that's a long list, but the most immediate questions about how these proceed, one, is mark meadows' case. >> there's a broader case where are the defendants going to be tried. mark meadows wants to move to federal court and trump's team hasn't asked to move his case to federal court, but we expect they will do that at some point. do always defendants end up in federal court or all end up in state court? do people get split off in these kinds of blocks or some staying in state court and allowed to proceed with the speedy trial while others may move to federal court. >> there's so many threads. that's going to happen when you have four criminal trials. the issues with the meadows matter when you saw the judge jumping in or asking for the arguments from both sides here, there's a read from some in the legal community the judge knows this is a big question and he's going to both sides so when he does make a decision there's less likelihood it will be lost on appeal. >> this question does cut at the core of meadows 'argument to begin with. he's saying everything i did i did under my role as chief of staff. the judge says what if one of the things you're being charged with does qualify under the chief of staff rule and the other doesn't. is that enough to move this to federal court? prosecutors will say no and it will be up to meadows and his lawyers to sway the judge's opinion in their favor. >> the election interference argument has been an interesting one given he is charged with attempting to overturn an election, which one might call he election interference as well. we'll see if that's proven in a court of law. thanks so much. today senate minority leader mitch mcconnell is facing new questions about his health and his ability to do his job. the 81-year-old republican lawmaker is privately reassuring his allies and his donors he is fine after he froze during a news conference yesterday. this is the second time this summer that this has played out in front of reporters. >> running for re-election in 2026. >> oh. that's -- >> did you hear the question, senator? running for re-election in 2026? >> yes. >> all right. i'm sorry, y'all we're going to need a minute. >> okay. >> cnn's melanie zanona is on capitol hill for us. what is mcconnell's office saying? >> well, mcconnell's office says he's fine an felt lightheaded, the same explanation they gave after his first freezing episode and said he was going to see a doctor yesterday before his next event. they have not said what's the underlying cause might be for the alarming freezing episodes and it's very clear that plk kunl and his team recognize that this could be a ballooning political problem for the long-time gop leader and that is why you have seen mcconnell working behind the scenes to tamp down speculation about his health and political future. we're told yesterday he spent time calling up his allies, reassuring them about his fitness to serve and reaching tout donors, according to our colleague manu raju, and he also made it a point to carry on with his schedule. he attended a fundraiser for jim banks, congressman running for senate, and people who were with mcconnell yesterday said he was i totally fine. scott jennings, a long-time mcconnell confidant told cnn this morning. >> he came back home to louisville. i was with him with jim banks, running for senate in indiana. he met with a group, answered questions, worked the crowd, and was, you know, on top of it, sharp and fullry in command of all the politics of the day. i should tell you i was with him two days ago and watched him give a long speech to a lunch crowd and then answer several questions from that crowd, and in the midst of another long day. throughout the month of august he has kept up a robust schedule. >> but despite this effort to try to reassure republicans that he is able to serve, there are still lingering questions about how long mcconnell can continue to serve republicans in the senate. right now his term as leader will last until the end of next year. he has said he will continue to carry out his duties as leader until then. it's unclear if he would run for leader again or have the support of his conference to do that. in fact, there is some early chatter, according to our colleague manu raju, from rank and file republicans about calling for a special conference meeting to discuss his leadership. it would only take five republicans to call for such a vote. unclear if that's going to happen, but i'm sure these conversations are going to intensify next week when the senate returns from their august recess. >> melanie zanona live from the hill, thank you so much. i want to go to fema where president biden is about to speak. >> my mother would say, i apologize for my back. i apologize. folks, look, yesterday i convened the entire cabinet for a long meeting to make sure that we had a whole of government response, every single cabinet agency has some contribution they can make and some responsibility, and i'm here at fema today, just a few minutes ago, i received a call from your administrator and -- criswell, who is in florida, and helping them recover, at least doing the initial assessment of that category 3 storm that made landfall. this morning, i spoke again, it seems like we -- we should be on direct dial, the two of us, governor desantis and i spoke again this morning and i let him know that i approved his major disaster declaration and i also spoke with governor mcmasters and with the -- for south carolina's emergency declaration as well. and i spoke the day before to the governors of not just florida and south carolina, but of north carolina as well as georgia. look, it means we're making available federal assistance for florida survivors whose homes are damaged or destroyed by the declaration and helping south carolina with meals, water and debris removal that's going to help both states begin their road to recovery and do it immediately. but before we do anything, i'm here to thank all of you. i really mean this. thank you, thank you, thank you. you are making an incredible contribution. i mean it's -- i don't think -- i hope the american people have a sense of -- it's hard to understand it because, you know, we usually don't -- we're not this engaged this often, but this last couple years with climate change and really kicking in, you guys are going 24 hours a day and 365 days a year. it seems to keep piling up. i mean this sincerely, i admire, i admire what you do. i've been to almost every one of the areas you've a had to deal with and your sister organization, the brothers and sister organizations, coast guard and military, and i might add risks, risks, you folks are taking out in the field, so thank you, thank you, thank you. it's important to the american people understand it because we're in a situation where, you know, we're -- how can i say it? there's still some deniers out there in terms of whether or not climate change has anything to do with any of this, and we're going to need a whole lot more money to deal with emergencies appropriations to deal with all you're taking care of. on behalf of the country i want to deliver the heartfelt thanks emergency personnel in our communities across the federal government, including right here all of you in front of me. fema's national response coordination center and those out in maui, you know, you've -- it's amazing, you've seen it, some of you have been there, it's pure devastation. that whole part of the island leveled. there's nothing left. and before this week's storm, we pre-deployed 1,500 federal personnel and coast guard throughout the southeast, federal search and rescue teams have been helping people whose homes have been surrounded and inundated by water, and fema and the small business administration are on the ground to help residents whose homes and businesses have been destroyed or damaged. i want to, again, thank you all. it really, really matters. one more thing, every american expects fema will show up and when they are in the middle of a disaster -- and i'm calling on congress to make sure you're able and have the funds to be able to continue to show up and meet the needs of the american people to deal with immediate crises we're facing right now, as well as a long-term commitments we have to make to finish the job in maui and elsewhere. showing up for the moment to save a life is important, but that's just the beginning. just the beginning. some of this is going to take months and years to make sure we restore the people to the circumstances before this disaster hit. as i said, you know, and to the people of florida, throughout the southeast, i'm here to make clear our nation has your back and we're not going to -- we're not going to walk away, we're not going to give up, not going to slow down. again, you know, we -- we are in a situation where, how can i say it? some of my colleagues, my former colleagues in the senate and people i work with every day in the united states senate, think that this disaster relief money we're asking you to continue to finish the job so far and have enough money to continue to work to save the american people, their lives, their homes, their well being, is somehow, i don't know, not needed or -- i'm not shei even sure what money is. we need this done. the disaster relief request met and need it in september. we can't wait. i will take a few questions from the press if you have any but then i'm going to talk to these to folks. >> any comment on overdose awareness day? >> yes. look, i've been dealing with a drug epidemic in america since i was a chairman of the judiciary committee when i was a u.s. senator, and it has in many cases gotten worse because of the nature of the drugs that are being consumed and fentanyl is a new and dangerous addiction. more not just young people are dying as a consequence of digesting fentanyl, sometimes not knowing it's in the drug they're taking, and one of the other things i'm -- i've been asking congress for, need about $15 billion along the border to deal with the technology needed to be able to determine whether or not the precursor drugs are making it into mexico or into the united states and dealing with that, so there's more to do there as well. >> mr. president are we concerned about a government shutdown and how that affects what's being done here at fema? >> it would be a serious problem. i'm hoping there's greater maturity to prevent that from happening. >> have you spoken to leader mcconnell? >> yes, i have. i spoke to mitch. he's a friend. and i spoke to him today, and, you know, he was his old self on the telephone, and having a little understanding of dealing with neurosurgeons and people and one of the leading women on my staff her husband is a neurosurgeon as well, it's not at all unusual to have a response that sometimes happens to mitch when you've had a severe concussion. it's part of the recovery. and so i'm confident he's going to be back to his old self. >> do you have any concerns about his ability to do his job? >> no, i don't. you want to talk to me about -- >> congress -- >> did you want -- let's it talk about why i'm here. >> are you -- >> [ inaudible ]. >> the answer is, i hope he attends. thank you. all right. >> this is the capitol hill attending physician brian monahan who conferred with senator mcconnell and mcconnell's office releasing a letter explaining what happened. this is what's says. i will read it in full. it says i have consulted with leader mcconnell and conferred with his neurology team. after evaluating yesterday's incident i have informed leader mcconnell he is medically clear to continue with his schedule as planned. occasional lightheadedness is not uncommon in concussion recovery and can be expected as a result of dehydration. that's the full extent of the letter and first time we're a getting any indication as to why senator mcconnell had the moment in covington, kentucky, where he froze roughly 30 seconds before the cameras and also in july on capitol hill where he froze for roughly 30 seconds and whether this has anything to do with the fall that occurred in march. mcconnell hit his head at a washington hotel, suffered a concussion, broke ribs, out from the senate nor about six weeks. after the july incident, i asked senator mcconnell if that freeze up moment had anything to do with his fall. he just said he was fine. they would not say. his office has not explained his recent episode as well. this letter indicates it does have something to do with his recent concussion. it says according to this doctor, occasional light aheadness is not uncommon in concussion recovery and can be expected as a result of dehydration. tying mcconnell's situation that we have seen directly to him suffering the concussion from the spring, the first time we have seen any sort of relation between the two here. first time we're getting any explanation about what happened to senator mcconnell but the doctor saying he can continue on his schedule as planned. >> so this is the hill doctor saying he's medically cleared for the first time connecting it to the concussion that he suffered. has his team provided any more detail about whether these symptoms are expected to dissipate? this is the second time and we are a number of weeks from that concussion. have they given no indication as to prognosis? >> there has been no indication whatsoever other than we have heard he felt lightheaded at the time. no other indication about how they plan to deal with this going forward, but the clear -- it's clear that senator mitch mcconnell has not changed any of his plans. he has continued with his private events, with his public events. they return back to washington next week. he will face questions from his own colleagues who are concerned about him, concerned about his tenure atop the republican leadership. he will meet with his colleagues in a leadership meeting on tuesday evening and the full republican conference on wednesday where these questions will persist. here we're getting indication as to why this has happened and perhaps that could tamp down some of the speculation that has intensified in the aftermath of these jarring moments. jim? is that inflation? do you attribute that directly to inflation? >> no. in fact, i attribute that to the strong laibor market. we have a strong labor market, unemployment below 4% for a year and a half and now we're seeing real wage gains. this is the interaction of that labor market i just described with consistently easing inflation. as real wages grow, consumers are able to go out there into the market and get what they want and what they need. now we're in almost 70% consumer spending economy. so as long as the job market stays tight and people are getting real wage gains we should expect to see solid numbers as we did this morning in that regard. >> are you feeling that they are spending more than they're making because they have confidence that they will be able to pay for that? >> well, i think you have to avoid getting too hung up on one month in terms of the ups and downs of the noisy data. if you actually look at the disposable personal income after inflation, real, disposable personal income, it's up i think about 4% over the past year. so, in fact, again, boosted by the strong job market, real paychecks going up, we're seeing rising incomes help support strong consumer spending. >> credit card debt also way up here in the last two years. it is at a record high. $1 trillion. i know that may not be incredibly surprising considering what we've been through. how do people climb out of this hole, when inflation is still up a bit? >> so look, we have -- we have an economy that i think i'm getting this number right, is somewhere in the neighborhood of $26 trillion. when we start throwing around big numbers, we really have to base them on something. now, one of the things i did about an hour ago because i thought we might be talking about this, is i looked at credit card debt, the number you just mentioned, in relation to the disposable personal income, that's income after taxes. that's what people have to service that debt. in fact, it is below where it was before the pandemic. it is below its prepandemic share. it's around 5.5%, something like that. that is a historically low amount. that would suggest that debt service, what people have to pay to service their debt, is also low, and yes, i looked at that too, and outside of the pandemic, when it was even lower, that's also at historically low rate. if you base these numbers on some of the other economic dynamics that are a lot more favorable, you see people are handily able to service their debt right now. >> i want to ask you about mortgage rates. they're at 20-year high, 7%. you now have some companies like zillow that are subsidizing mortgages, they are offering them, subsidizing the down payment so they're only requiring people to put 1% down at closing. do you have any concerns about that, that could lead to some sort of problems financially? obviously, we're all very sensitive to that. >> we are very sensitive to that because we've been through periods where, you know, some creative arrangements in that space have hurt us. what we're seeing now is a cooling in a market that was really kind of overheated before this got started. of course, when the federal reserve raised interest rates that pretty quickly feeds into mortgage rates. nobody should be surprise about that increase. i think the thing from our perspective that matters the most here is doing what we can to increase the supply of housing. that's not a weekly, quarterly, monthly effort. that's something we have to really get down to over the longer term. if you look at our budget we have some really ambitious proposals to increase the supply of affordable housing, and i think that's one of the best things we can do in that space. the market is going to go along in the way we described. i think that's all pretty expected. but the broader structural shortfall of affordable housing supply, that's something we very much want to work on. >> all right. we'll be looking at that. jared bernstein, chair of the white house council of economic advisors, thank you so much for being with us. >> my pleasure. in today's home front, as the national unemployment rate is hovering at a historically low 3.5%, military spouses are experiencing depression level unemployment. 21% unemployed despite the fact that they are as a whole more educated and skilled than their contemporaries. on capitol hill, lawmakers have been proposing legislation to change that for years with very little success, but this year, a bipartisan group of senators led by democrat tim kaine and republican john bozeman hope that nationwide worker shortage could actually help them pass a tax incentive for hiring spouses of service members. they say companies are missing out on a valuable pool of employees. >> i would argue that, you know, a military spouse really is a special person. i mean, to keep all of this together, at home do all they have to do, you know, they understand they have to be pretty disciplined, pretty organized, and just is a great talent pool sitting there. >> i think with the low unemployment rate the time has come for this because everybody is saying, gosh, you know, we really need to find good employees and there's no better kind of big reserve of really talented people with skills than military spouses. >> companies often pass on hiring military spouses because they do move every two to three years, but the military spouse hiring act that these two senators are championing would try to guarantee companies are not going to lose what they invest in hiring and training. giving companies a tax credit of up to $2400, a similar but smaller tax credit than businesses get for hiring veterans. military family life comes with a number of financial hardships like out-of-pocket housing expenses and moving costs but we've also seen some alarming trends of food insecurity in the military, and that has democrats and republicans worried that highly trained men and women in the military are actually incentivized to leave the all-volunteer force so that their spouses can also work and increase their household income. >> so all of these issues combined to create this huge problem, and then it becomes a retention problem where people don't stay in the military if they feel like, well staying in, it's just going to continue to hobble my spouse's opportunities. >> americans i talk to don't always seem to make that leap, that the military spouse unemployment piece is a force readiness issue. how do you get that across to them? >> we simply aren't going to have a volunteer army. we're seeing that right now. we have full employment in our states. unemployment is so very low. rea cruting is difficult right now. >> still, there is a lot of work ahead to get that bill through congress once lawmakers return starting next week. while there's broad bipartisan support for the bill in both the house and senate, there are huge fights brewing right now over spending and republican senator tommy tuberville's hold on all senior military promotions. we'll be right back. [ applause ] the day you get your clearchoice dental implants changes your struggle with missing teeth forever. it changes how you eat, how you feel, and how you enjoy life. it changes your smile and how others smile at you. clearchoice network doctors have changed over 100,000 lives with dental implants, and they can change yours, too. because a clearchoice day changes every day. schedule a free consultation. in a state that bans nearly all abortions including for incest and rape, alabama is making a move on out-of-state abortions. attorney general steve marshal says he has a right to prosecute people in alabama who facilitate travel for those who get abortions beyond alabama's borders. marshal made the assertion in response to a lawsuit by these plaintiffs, including women's centers and the yellow hammer fund which provides money and other support to get the procedure out of states like alabama. they sued marshal after his said this on a podcast last year. >> there's nothing about that law that restricts any individual from driving across state lines and getting an abortion in another place, however, i would say that if an individual held themselves out as an entity or group that is using funds that they are able to raise to be able to facilitate those visits, then that's something that we're going to look at closely. >> meghan of the aclu is the attorney representing the women's centers suing the attorney general. meghan, listening to his argument there, and by the way, they have proven they're taking a look at it seriously, basing this, it seems, on criminal conspiracy to some degree for folks that participate in this, you've called this blatantly unconstitutional. tell us why. >> yes, jim, thank you so much for having me. so it is blatantly unconstitutional. attorney general marshal's threats as we've alleged in our lawsuit pose a number of constitutional violations. first of all, they violate our plaintiffs who are providers of comprehensive reproductive health care in alabama. they violate their first amendment right to provide information to their patients and other pregnant alabamians about legal out-of-state medical care. the threats also violate due process because attorney general marshal is threatening to use alabama criminal law in a manner that is far beyond the scope of these laws. the laws that we're looking at here, he points to, first, a very old 1896 conspiracy statute that the alabama supreme court has effectively authoritatively, definitively said only applies to conspiracies formed in alabama to engage in conduct in other states that are illegal, that is illegal in those states, so not legal conduct -- >> understood. >> like legal abortion. >> that's an important point because reading from his filing, he said an elective abortion performed in alabama would be a criminal offense, thus a conspiracy formed in the state to have the same act performed outside the state is illegal. you're saying by the law as it's written the act out of the state has to be illegal in that state as well? >> yes. as well? >> yes, gentlemen, yim. pointed in addition to this old conspiracy law to other general alabama criminal laws on conspiracy, solicitation, aiding and abetting, he would use to go after those who assist people accessing out of state abortion. those laws require by their text on their face require that the conspiracy or solicitation, speech or conduct that is conspirator solicitation intended to further or have happen or have occur an actual crime or offense. again here, there is no crime or offense, because the conduct we're looking at is legal abortion outside of alabama in other states that alabama simply does not have the power to criminalize. >> okay. in his opinion for, in the dobbs decision overturning roe v. wade, justice kavanaugh voted set the following "a state bar resident traveling to another state to obtain abortion?
