newsroom" -- >> tropical storm idalia is on its way to strengthening to major hurricane intensity bringing big impacts along the west coast of florida. >> floridians should expect that this storm will be a major cat 3 plus hurricane. he will be sitting in court during a time that you normally have candidates out on the campaign trail. >> mark meadows took the stand under oath. >> the women we saw, with max foster and bianca nobilo. >> it is tuesday, august 29, 9:00 a.m. in london, 4:00 a.m. in florida where millions are anxiously watching the track of idalia, a dangerous form that is forecast to rapidly testify before slamming into the state. >> it is moving north and expected to gain strength in the warm waters of the gulf of mexico before making landfall on wednesday. storm surge and hurricane warnings are in effect along florida's gulf coast where highway tolls have been suspended, at least ten counties have issued evacuation orders. >> florida's governor says the state's 5500 national guard members have been activated and urging residents to prepare for the possibility of dangerous conditions. >> i would just caution floridians, pay attention to what is going on in your area. listen to your local emergency management officials. this is going to be a major hurricane. it is likely to continue strengthening all the way until impact. and it could have catastrophic storm surge in your area. we will keep you updated on the track as that may change one direction or another, but at the end of the day, i think that we've been through enough of these, you know if you are on that gulf coast, you could have major impacts even if you are outside of the cone. >> it appears many floridians heeded that warning. and stocked up on essential supplies storing out store shelves. and some are uncertain about what lies ahead. >> sunday it was like it is coming and now it is like get out. it is mandatory. i don't know if i want to leave or not though. i don't know where to go. you know, it is going to hit this side and hopefully no one gets hurt, but it will hit this coast. >> to the south in western cuba, state tv reports more than 8,000 people evacuated coastal areas ahead of tropical storm idalia. it has lashed that part of the island nation with heavy rain and strong winds. >> and karen maginnis is joining us with the latest. as we were saying, it is strengthening all the time, isn't it. >> yes, we have seen is the last few updates just about 110 kilometers per hour, about 70 miles per hour. but this is kind of a forecast of what we think the precipitation is going to be. there you can kind of see that it depicts a clearly confined e -- defined eye. that is because the systems get a lot of energy from the water temperature and the water temperature is exceptionally warm this particular year but just in general during the summertime months. the water temperature between 30 and about 35 degrees celsius. and we put this into 70 miles per hour right now as it begins to exit the west coast of cuba where heavy rainfall has materialized already. and then it will move past the dry tore due gas. what do we think the time line will be? it will move pretty much northerly. and this will intensify because it has nothing to impede its development. so here we go, the computer models are all suggesting, yes, a north ward movement until it moves north/northeast right around the big bend. but any change in direction and it could possibly move a little further toward the east and that dramatically changes what happens to these communities. they are highly populated areas. this area of big bend is very sparsely populated. it does have population, but there are wildlife management areas and it is an ecosystem like no other. and it encompasses a very broad area. but there we go, tomorrow please have your plans in place. please have a plan that if you need to evacuate, the storm surge here will be significant. maybe around tampa between 4 and 8 feet certainly possible. and low lying areas, flooding definitely a possibility. downed trees, downed power lines. can't rule out the potential for an isolated tornado because this is a very warm weather system, a hurricane, that could be a category 3 hurricane just before it makes landfall. when do we anticipate that? somewhere probably late morning or early afternoon on wednesday. but if you wait until late tuesday, it will be too late. get your plans in order. if there are special medications you need, get those. if there are special provisions that need to be made for family members, maybe for some pets, you need to get that in place as well. and it is not just florida. it will be coastal georgia and interior sections of south carolina and into coastal sections in the worst possible way, although i'm sure he will find a way to turn it into a positive for donald trump. a federal judge in washington has set march 4 as the start date for his election subversion trial. it is one of six court dates for trump between october and may, several of which fall on or near republican primaries and caucuses. >> arraignment for trump and his 18 koef deco-defendants is set october 6 and a u.s. district judge is expected to rule soon on whether to move the case from mark meadows from state to federal court. more from jessica schneider. >> reporter: a lot unfolding in the legal drama surrounding the former president on multiple fronts. first the washington, d.c. federal judge tanya chutkan has set a trial start date in the special counsel's case of election interference against trump, the start date will be in just about six months. march 4, 2024. trump's team, they have warned that that won't be enough time to provide the legal assistance they need to the former president, but the judge has said that trump has more resources at his disposal than the average criminal defendant and she believes that the case is streamlined enough for the defense to be ready come march 4, 2024. so we'll see at least one trial early next year. now, meanwhile the fulton county georgia d.a. is aiming to start her trial against trump and his 18 co-defendants as soon as october. but trump's former chief of staff mark meadows was on the witness stand already in federal court on monday trying to argue that his case should be moved out of state court into federal court since he has argued that he was acting under hils additional duties during all the cop conduct surrounding january 6. and so prosecutors asked about his involvement including the call to the georgia so he is in early january 2021 when of course trump asked to find the extra votes so he could be declared the winner. so it is unto the judge to does whetheas acting in his city as a federal official. and is is while trump's legal calendar is getting increasingly tight and packed. if all holds, he would see all four of his criminal trials starting stometime between this october and march of 2024. the federal case set to start just one day before super tuesday. jessica schneider, cnn, washington. >>e an assistant professor of lw was in the court for mark meadows' testimony and shared his reaction. >> he had a very hard time on i think today in trying to make a case. he certainly articulated that in his view he had a wide range of activities that fell under his obligations as chief of staff. you know, making phone calls, getting contact information, g gatekeeping, keeping the president on schedule. but when the d.a.'s office pushed back, there were a number of very important points that were raised that meadows really didn't have a very good answer for. for example, why did he offer campaign cash in order to help the -- helpful ton county get a signature audit moving along. why did he have coordinated efforts with particularton coun signature audit moving along. why did he have coordinated efforts with particular campaign officials for setting up this phone call. and the big question is why didn't he rope in members of the department of justice or department of homeland security on the meetings and the kind of conversations that he was having with people about events in georgia if there was a real federal interest involved that he was, you know, pursuing and furthering as an officer and an agent and employee of the federal government. so i think that he had a really tough time today. i think that brad raffensperger made it even tougher when he came into court and basically said that when brad raffensperger had the phone call that mark meadows set up between him and donald trump, that there was no lawful way to change the outcome of the election. so i think that it was a pretty tough day. that said, it is a low threshold for mark meadows to show in order to have it removed to federal court. so i don't think that we have any great insight into what will happen, but i don't think that it was a particularly good day for him. authorities are trying to figure out the motive behind the deadly shooting of a faculty member of a university of north carolina. >> no one else was injured. police are still looking for the weapon used in the attack on the chapel hill campus. the university that is home to more than 30,000 students went into lockdown for hours on monday. >> the suspect is in custody. but has not been identified. the victim's name is also being withheld for now. police say that it is unclear whether the two knew each other. >> and we're learning more about the moments leading up to the deadly racist shooting saturday in jacksonville, florida. >> authorities have released multiple videos including this one of the suspect at a different store. brian todd has the disturbing details. >> reporter: new information about saturday's racist shooting rampage in jacksonville. new video shows that before the shooter killed three black people at a dollar general store, he stopped at a different dollar store but only came out with a bag. >> it doesn't appear that he wanted to face anyone that may cause him any issues. so it looks like he wanted to take action at the family dollar, that is what it looks like. and he did not because i think that he got impatient, got tired of waiting. >> he thents went to edward was university and apparently parked in a lot, gets a bag out of the hatch and then puts on a vest and then a security officer responding to a student's tip approaches. the suspect speeds off jumping the curb and almost hitting a column as he was chased off. >> i did see what appeared to be a tactical vest, a mask along with a hat. >> reporter: he left and went to a second dollar store, there he got out of his car and shot and killed a woman in her car before going inside the store where he killed two others. >> i heard pop, pop. i turn around and seen him drop. >> reporter: officers stormed the dollar general store looking for the suspect. you can see them advisably reacting when they hear a shot fired. authorities believe that is when the gunman killed position. authorities revealing that the shooter previously work at a dollar tree store. writings show that he wanted to kill black people. >> the manifesto is quite frankly the diary of a madman. >> reporter: the three victims all black, angela carr, gerald gallon gallion, and aj laguerre. and there was nothing legally to keep him from buying the guns. even though in 2017 he was sent for a 72 hour mental health evaluation under the baker act and then released according to authorities. >> i don't know legally given the way the laws are written right now in the state of florida that there was anything that could have been done. and therein lies the frustration for me. >> reporter: community representatives are demanding broader action to address racism and hate crimes. >> it is unjust that we can't even walk on the sidewalks, we're not safe in any stores. >> reporter: a federal hate crimes probe has already been launched. officials say detectives have spoken to the shooter's parents and that he lived with his parents in a town about 30 minutes away from jacksonville. we knocked on the door of the parents' home to try to get them to speak to us. a woman on the other side of the front door said no comment. brian todd, cnn, jacksonville, florida. we have newly released video showing paul whelan, an american who is being detained in russia since 2018. >> this video shot by russian state media last may, you can see whelan in prison wearing a prison uniform and eating in a cafeteria. he was sentenced to 16 years in prison in russia on an espionage charge that he denies. >> salma abdelaziz is joining us to talk about this. did we learn anything from this video and why release it now and what is the latest on his case? >> i think u.s. diplomats are pouring over the video asking that exact question, why now. why release this video now. it was shot by russia state media in may. you can see him there in various scenes in the prison, in the cafeteria, in the yard, part of prison activities. we've silenced the video because the russian reporter is speaking over most of it. however you very briefly hear from paul whelan and i want to play that clip for you. >> so you understand when i say that i can't do an interview, which means that i can't answer any questions. >> so two reasons i played that. i can't answer any questions. you begin to get a sense of how uncomfortable he was with this filming and indeed his brother says that this tv crew showed up unannounced to him, unbeknownst to him in may and when he refused to participate, the prison authorities retaliated against paul whelan. soen an understanding of what conditions are like for him there. but it also shows him, this material, looking relatively healthy, relatively well. and his brother says that they haven't really seen him since 2020. so that gave the family some relief. they say they still see the fight in his eyes. which i think is indicative of just them continuing to hope that he is holding strong. the important thing to know about paul whelan of course, the background of his case, arrested in 2018 in a hotel in moscow, charged with espionage by russian authorities, something of course that he denies. now in prison for that. the u.s. considers him wrongfully detained. and earlier this month secretary of state antony blinken was able to speak to him over the phone and he told him keep the faith, we're still working to getting you out. >> you raise a good point about his expression. he definitely doesn't appear to be a broken man which is remarkable given the circumstances. and it is curious given that russia today has state influence, state control. so they wouldn't be able to go into the prison and interview a high value prisoner of the russian state without some form of spermission. it is all very interesting. salma, thank you very much. still to do the world's two biggest economies matter such as sexism and equality, but it is almost taking on soap opera-like proportions. is it having an impact on the way spanish football is seen now? >> reporter: absolutely. and it is clear that the spanish football federation feels that it is in crisis. i'm outside their office now. and they huddled in a very late night meeting yesterday trying to figure a way out of this crisis. in the end they issued a statement urging rubiales to resign but they cannot actually force him. they can't sack him. so for now, the pressure continues to build. [ chanting ] >> reporter: on the streets of madrid tonight demands for spain's soccer president luis rubiales to get a so-called red card and face criminal prosecution for the in-made fuss unwanted kiss. the head of spanish football planted on striker jenni hermoso after spain won the women's world cup, a kiss isshe says wa not consensual. >> i think that we're all very angry at this because all women have suffered some kind of abuse. the moment we saw the images, we immediately thought about our bosses, our professors, our teachers in the school. >> reporter: both sides are digging in, but now days after fifa provisionally suspended rubiales from all football related activities at national and international levels, spanish prosecutors have opened a criminal investigation into a possible instance of, quote, sexual aggression. as protestors rallied in the streets, the royal spanish football federation called on rubiales to resign after an emergency meeting desperate to steer away out of the crisis and prevent it from affecting spain teams from playing in international games. in his hometown, rubiales' family rallied at church. his mother apparently on hunger strike to support her son. i think this massive lynching of an honest and loyal person is shameful, his cousin said. i know him perfectly well and what he is going through is unfair. the incident has become more than a national scandal. it is now a rallying cry both for supporters of women's rights and for those who feel threatened by their demands. i'm sure you remember that it was only last weekend, really on friday that rubiales said that he would not resign. he was defiant. and a number of men who were in the room actually applauded him. but since then it does seem that the federation clearly has turned against him and a number of those men who initially may have welcomed his comments are now saying that it is time for him to go. >> such an interesting dichotomy this story presents of this amazing victory of what women can do in sport and what women can chief and now sexism controversy and firestorm. atika shubert, thank you so much. the u.s. house of representatives impeached donald trump twice while he was in the white house. and now many republicans in congress want to take a shot at president biden. melanie zanona has the details for you. >> reporter: house republicans are inching closer and closer to launching an impeachment of president joe biden. i'm told kevin mccarthy has told fellow republicans that he plans to open up an impeachment inquiry and he hopes to start the process by the end of september. behind the scenes he has started to seriously strategize about what this process would look like and how he will message on what is still a very politically risky effort. let's take a listen to what he said on fox news. >> if you look at all the information we've been able to gather so far, it is a natural step forward that you would have to go to an impeachment inquiry. there is a lot of questions still. and to be able to get the answers to these questions, you would need impeachment inquiry to empower congress. >> reporter: so mccarthy clearly trying to get republicans on board by arguing that an impeachment inquiry would give them more leverage in their investigations into the biden family. but as of right now, republicans do not have the votes for impeachment. and that is because there is still a number of the party's more vulnerable and moderate republicans who are still skeptical of an impeachment effort. they don't believe that the gop has uncovered enough evidence yet to directly link joe biden to his son's foreign business deals. and i think the white house response to all of this is very telling. i want to read you part of the house spokesperson.sams, a white he said instead of continuing their extrempotical warfare to house republicans should work with him on the issues that really matter to the american people like lowering costs and creating jobs or strengthening health care and education. so democrats clearly looking to make this a political liability for republicans hoping that they are overplaying their hand. and mccarthy recognizes that, but at the same time, he is under immense pressure to show his right flank and former president trump that he is getting aggressive and moving forward with this hurricane. the latest on the storm next. welcome back to "cnn newsroom." if you are just joining us, let me bring up-to-date with the top stories. a trial date set for the january 6 election interference investigation. d.c. judge assigned march 4 as the date ruling against donald trump's proposed date. it falls just a day before super tuesday and could work against the former president. and tropical storm idalia is headed towards florida's west coast with millions under mandatory evacuations. >> karen maginnis is joining us with the latest on the storm. unfortunately florida does get hit by tropical storms and hurricanes fairly frequently, but it is very important of course that people take this very seriously and are not remotely complacent about evacuating. >> exactly. because they have been impacted by so many tropical systems. ian last year just tore up southwestern florida, in particular sanibel island still recovering a year later. i was just there and you can see the volume of destruction from that. but what i have noticed from this particular set of images on our loop here is that this is looking a little more unified. this is giving me some indication that perhaps as it goes and gets exposed more to open water and less interaction with cuba and through the yucatan strait, that we may see some fairly quick development here. tuesday is the day that we anticipate that this finally gets bumped up to hurricane intensity. and i say finally because it has been sitting down here just off the coast of yucatan and cuba for quite some time. but now the trend is on. it moves into that very warm water of the gulf of mexico. some of these water temperatures are around 30 degrees celsius or 3w 86 about 86 degrees s farenheit. but look at this, in the warm coastal waters of the big bend of florida, computer models pretty much are sticking together that that is going to be kind of the trend for this as we go into wednesday. when do we anticipate landfall, meaning the eye moves over land? probably right around late morning/early afternoon on wednesday. but you should have your plans in place. top of the hour, we'll get another update from the national hurricane center. back to you guys. >> karen, thank you so much. a look at u.s. futures as we await key economic data this week. today it is u.s. home prices for june and july figures on job openings, hires and layoffs. and then thursday the fed's inflation gauge. we'll get july data on u.s. household income and spending. markets see an overwhelming chance that the fed will hold rates steady at its september meeting according to one analysis. so this is how the futures are looking currently. on a mission to boost business and tourism ties, the u.s. commerce secretary as met with china's vice premier in the great hall of the people. >> and the two world powers have already reached an agreement on export controls that will reduce misunderstandings with u.s. national security policies. >> and steven jiang is joining us from beijing. there seems to be some progress here. >> reporter: yeah, what they agreed on is actually a new mechanism, a new platform that would allow u.s. officials to explain their about portexport control decisions to chinese counterparts about and that is pointing to the controversy nature of the raimondo visit. on the one hand she is trying to promote u.s. business interests, but on the other hand, her own agency the commerce department has been issuing a glowing number of export controls targeting china especially in terms of semiconductors and advanced computing. that of course has greatly angered the beijing leadership including xi jinping himself. so what raimondo has been trying to tell chinese officials, these export controls out of national security considerations account for only 1% of america's exports to china so still a lot of room for k507cooperation for growth. but that argument may not convince chinese officials who simply don't see much difference between derisking and sdec decoupling. she is trying to focus on a positive. she met in a bid to revive the once booming industry of outbound travel from china to the u.s. and ironically the one thing helping her mission is the chinese economy itself facing a lot of problems post-covid-19 rebound not doing nearly as well as officials hoped for and that of course has given officials from both sides more wiggle room to work together to stabilize this economic relationship. max, bianca. >> steven, thank you so much. new research from boston university has discovered dozens of cases of cte brain damage in athletes who died before turning 30. >> this is thesis the largest e study of the disease. medic meg terrell has the details. >> reporter: cte is a brain disorder that is thought to be caused by repetitive injuries to the head. and it can cause symptoms like memory problems, issues with confusion and impulse control, things like that. now, this study is unique because it was done in so many people who were so young. people under the age of 30. it was a study of 152 donated brains from athletes. the ages ranged from 13 to 29 in this study. 63 of the people in this study whose brains were included were diagnosed with cte. 95% of those were in the mild stages of the disease or stages 1 and 2. now, 45 men included in those 63 played amateur sports. so not even at the professional level. and notably the study also found cpe in a woman who had played soccer at the collegiate level. there haven't been that many cases of cte found in women, so that is a really notable finding. the youngest person in whom cte was identified was 17. so, are aa remarkable for the number of young people and to see how early this really can start to develop. the kinds of sports that were looked at here included u.s. football which is the sport that we most frequently hear connected with cte, but also included other sports including ice hockey, soccer, wrestling and rugby. so a number of the different sports even played at the amateur level were associated with findings of cte in these people's brains. and even at the amateur level. overall though, they did note that cte was more likely in people who were older, who had played u.s. football, had a longer duration of play that was more likely to have a cte finding and people who had played at a more elite level. so that really jives with what is known about cte, but the study really does add that troubling layer to it, that it can happen in young people and people playing at the amateur level, not even at the professional level. max and bianca. yale university has agreed to settle a lawsuit alleging that the ivy league school discriminated against students with mental health challenges. the suit was brought by current yale students and a nonprofit named for an undergraduate who died by suicide in 2021. the plaintiffs accused yale of forcing students who were having mental health issues to withdraw from the school. in the settlement agreement, yale agreed to modify various university policies regarding mental health including allowing students to go to school part-time while they recover. what started as abdominal pain, diarrhea, fever, sweats turned in to a 16 month medical ordeal for a 64-year-old woman in australia. >> the cause turned out to be an 8 centimeter round worm living in her brain. >> this specific one. >> the parasite is found in carpet pythons and never been known to infect a human before. doctors believe that the infection likely came from python feces and they have never seen a case like this before. and max, you sent that to the team this morning. >> i did. it was a bit of a shocker. we should say she is fine. >> thank goodness. >> a bit sort of yucked out i'm sure, but she collected grasses from around a lake where they had pythons. so i think that is how it all happened. but a great medical work by the team at the university. >> absolutely. coming up, it has been nearly a week since the plane carrying yevgeny prigozhin plummeted from the sky killing all ten people on board. cnn visited the crash site and what we found there was odd. that is ahead. goli, taste your goals. hawaiian electric company is denying that it is responsible for the fire that devastated an area there earlier this month. the company says falling power lines appear to have caused an early morning fire on august 8. but had been deenergized by the time a second afternoon fire started. >> the county of maui is suing the company. the afternoon fire ultimately grew into the inferno that killed at least 115 people and damaged or destroyed more than 2,000 structures. tragedy off the coast of greece after two boats carrying migrants capsized monday. many of them were rescued but four children and one woman died in separate incidents. >> greece is one of the european union main entry points for people fleeing africa and asia. more than 15,000 migrants have arrived in greece just this year. russia's defense ministry says it intercepted two u.s. drones near the crimean peninsula, two fighter jets were deployed to stop what the ministry called a possible violation of the state border. >> russia said in response to its actions that the drones left the area. a pentagon spokesperson says the u.s. will continue to fly routine missions as permitted by international law. ukraine says it has broken through the first line of russia defenses in the zaporizhzhia region. liberating a village and making further gains on the southern front. the counteroffensive is going according to plan despite its slow pace. military officials say every day they are pushing closer to a strategic transport hub under russian control and television. when it comes to the wagner leader who challenged the kremlin and then died in a plane crash, a virtual media blackout on public grief. the wagner supporters like dimitri are not being heard. yevgeny prigozhin's death he says just confirms that there are fewer and fewer of us who really think about our country, our history and our goals. prigozhin really showed everyone how it should be done, he adds. wagner did a great job, says maria, and they are heros of our country. but of course everyone makes mistakes she explains. but in russia, some mistakes can be fatal. the cell lkremlin slammed it as l lies. but the fact his plane plunged to the ground two months after to the day has fueled suspicions. many doubt the official investigation would ever reveal state leader continues to strike a chord. matthew chance, cnn, moscow. american airlines has been hit with a record fine for keeping passengers stuck on planes. the u.s. transportation department slapped the carrier with more than $4 million in penalties. we're told excessive delays of more than 40 flights impacted more than 5800 of the airline passengers from 2018 to 2021. during the longest of the delays, passengers sat on a plane in texas for over six hours. and according to federal rules, passengers can think on be held on a domestic flight for three hours. still ahead, a scary moment for one
