will start being discharged into the sea. live from london, this is "cnn newsroom" with max foster and bianca nobilo. >> it is tuesday, august 22, 4:00 a.m. in atlanta where donald trump says he plans to turn himself in at the fulton county jail in georgia on thursday. his decision comes as the friday deadline for all the defendants to surrender draws closer. >> the former president has agreed to a $200,000 cash bond, release conditions are also more extensive than those laid out in prior bond orders includinginti witnesses. >> john eastman plans to surrender wednesday and has a $100,000 bond. >> reporter: this is former president trump's fourth indictment but first time he has had to post cash bond. and he also has a list of requirements including that he is barred from threatening anyone else in this case, that includes his co-defendants, witnesses, victims and there is a specific provision barring him from threatening anyone on social media. we know in other cases he has gone after prosecutors, judges, in this case even taed about the grand jury and at least one witness. and the district attorney herself fani willis. four other defendants also now have gotten agreements here in fulton county including john eastman, scott hall, kenneth chesebro and ray smith. their agreements are anywhere from $10,000 to $100,000. and they are also barred from talking to co-defendants or co-conspirator, but none have the special social media provision. that is clearly something that was tailored and targeted to former president trump. we still expect the former president will surrender by the end of this week. and now we have five defendants who have negotiated their bond agreement. but there are still 14 to go. paula reid, cnn, fulton county, georgia. we are tracking another tropical storm, this time in the gulf of mexico. tropical storm harold is moving to toward south texas and could make landfall in the coming hours. >> coastal cities could see a storm surge of 1 to 3 feet. f forecasters are also warning of dangerous rip currents. u.s. president biden promising government support for hawaii for as long as it takes after witnessing firsthand the devastation left by the deadly wildfires. he and jill biden toured the affected areas in maui on monday including lahaina and met with first responders and survivors. >> to rebuild the way we want to rebuild, by making sure your voices are heard, by respecting your traditions, by understanding the deep history and meaning of this sacred ground. and establishing your community not to change its character but re-establish it. >> at least 115 people have been killed and more than 800 are still unaccounted for following the deadliest wildfire in the u.s. in more than 100 years. bill weir has more on the president's trip to hawaii. >> reporter: the president and dr. biden spent several hours both over and on the ground here and meeting with first responders and victims of the tragedy at the big shelter in central maui. and he said the right things in many cases. when he came to the microphone to give his statements, he said the thing that lot of folks i've been hearing from for two weeks have been saying, that he wants the people of maui to help determine how this place is rebuilt. there was a question asked who will have the most influence in that conversation going forward. locals here working class native hawaiians and multigenerational locals are worried of disaster capitalism, people moving into exploit this and buy up as much land as they can in this paradise and rebuild it for their interests as well. the president promises that that won't happen. it remains to be seen. there are a lot of forces at play here right now. he did serve as empathizer in chief. the government said he was working behind the scenes to assure first responders that the feds had their back on this. he shared the stories we're familiar with, of losing his daughter and wife and wondering if his sons had survived a car accident. and that is what so many people are going through thousand. the list of the missing according to the mayor of maui was whittled from over 2,000 by the fbi and authorities down to around 850 now. that still seems impossibly high almost two weeks now after the fire broke out. forensic anthropologists say this could take months or even years to sort out the missing. there is still confusion as to who is on that list, but the real heartbreak is to think about the children left home that day, parents who lost their kids, kids who lost their parents. we're unclear if president biden was able to meet with any of those. we know he did meet with archie, uncle archie as he is known, hall of fame waterman who led a lot of the relief efforts from a cul de sac command post that we went into as well, some of those very active on social media were at the table at least for the few hours that he was here. but now all eyes are on to see how soon they can find the huge number of missing and make peace with those families and how exactly they will rebuild. bill weir, cnn, maui. a palestinian man was shot and critically injured monday afternoon in the occupied west bank. >> a witness says he was unarmed and shot from behind by israeli forces. hadas gold is live in jerusalem for us. what more are we learning about this event and what has the response been from the palestinian community? >> reporter: yeah, this incident happened in a town very close to that flash point town that we've been talking so much about where an israeli father and son were killed in an ambush shooting attack at a car wash saturday. so there has been a massive manhunt to find the shooter behind that. and so clashes broke out. but what we see in a video that we have now obtained as well as according to an eyewitness testimony, we see a man who appears to have been shot from behind as he was going to presumably help another man who had been shot during these clashes, a witness that cnn spoke to said this man was unarmed and we can see in the video it doesn't appear as though he is holding anything in this his hand. so people are gathering around somebody who had been shot, they are loading him on to a stretcher. and we see this man in a white t-shirt begin jogging down towards those people and then he is shot from behind, he falls forward. palestinian ministry of health saying that he was critically injured with a gunshot wound to his head. there has been a massive ongoing manhunt for the shooter behind the attack. we asked israeli forces for a comment about the specific situation. they say they were in beta in this village to apprehend what they call wanted specifics where a riot was instigated. they say rioters hurled blocks and rocks at the forces. and they did use live ammunition. they did say the details of this specific incident are under review. but what we can see from the video is this man shot, he was shot from behind, you can see that he falls forward and the eyewitness says he was unarmed and not participating in the clashes when he was shot. this is all happening during a very alarming increased level of violence in the west bank. we've been reporting on it of course for months now, but the increased level of attacks targeting israelis, number of israeli raids in to palestinian villages just since saturday, three israeli civilians have been killed in shooting attacks across the occupied west bank including monday morning when a woman and man killed. forces announcing that they have caught two suspects that they believe were behind that shooting. but the shooter behind this attack, they have still not apprehended and we still continue to see increasing level of israeli forces across the area. and there is an intensive level of manhunt and israeli officials say that they will continue the intensive level of security operations until they an pre-behind that shooter. >> hadas gold, thank you. you are president for four years. so if he wants to skip the first couple, i have no issue with that, but i do think that he should be on the debate stage at some point throughout the course of this year. so that's where i'm at. >> you rarely if ever really criticize trump directly. i think part of that, tell me if i'm wrong, is part of the strategy when it comes to winning over his voters. but hugh do you beat the republican frontrunner without directly engaging him? >> well, truth is the reason i don't want to criticize trump is because everybody else from networks like the one we're on right now on down are doing plenty good job of making up attacks that shouldn't even exist. prosecutors across this country charging cases that should never have been brought. i think that donald trump's defeat of hillary clinton was probably the single most important political event of my lifetime. so i don't care to pile on with those criticisms. i think he was a good president, but i want to build on his agenda to take the america first movement to the next level. >> trump says there is no need to do the debate since the public already knows him. he will have an interview with tucker carlson that could air at the same time. in texas, a preliminary injunction hearing over the state's controversial border buoys is set to take place in the hours ahead. and according to court documents, texas is expected to argue that the rio grande is not navigable and barriers are not a structure. >> this as the governor is admitting that the buoys are -- so sorry, it is pronounced differently in english -- is moving closer to the u.s. side after allegation also that they drifted into mexico. texas deployed them last month under greg abbott's border security initiative. >> but just days ago the federal court filing a claim that the survey found about 80% of the buoys were deployed in mexican territory. despite the controversy, abbott again defended his state's use of the barriers. >> if you look at the training between the united states and mexico, it specifically references buoys as a device that can be allowed in these waters between the united states and mexico. and so it is highly recognized that buoys were acceptable and not a deterrent to navigable waters. >> last month the u.s. justice department filed a lawsuit demanding the removal of the buoys and asked the court to -- now to the weather. much of southern california and other states in the southwestern u.s. are in major cleanup mode after tropical storm hilary swept through over the weekend. it broke rainfall records in have i violent mud and flash floods. >> there is a lot of destruction. >> reporter: roads became rivers in the streets of cathedral city and entire neighborhoods within submerged in they're b near by springs into the early morning. piles of mud blanketing everything in sight. the mud inescapable for anyone attempting to get around. >> we're telling people if they don't have to be out, stay in their homes. one, the roads we're still assessing the damage and the places where there is still water and mud over the roads, we don't know how safe those are. >> reporter: jay spent the night into the morning rescuing drivers stuck on flooded and muddy roads. what kind of conditions were you seeing? >> cars floating and roads almost washed out. >> reporter: he echos the warnings. >> a lot are regretting it. two have dad's car and dad doesn't know yet, so i'm guessing they are grounded. >> reporter: the area around palm springs saw nearly a year's worth of rain in just 24 hours. >> i spent the night on the roof of my truck. >> reporter: 911 lines saw outages in a handful of cities. downtown los angeles experienced the rainiest summer day on record going back more than 100 years. >> los angeles was tested, but we came through it. >> reporter: the fire department fielded more than 4,000 emergency calls on sunday and responded to about 1800 incidents. >> we responded to a flooded intersection in sun valley where five vehicles were stranded. >> reporter: los angeles public schools were closed on monday while officials surveyed facilities for damage. >> take all those conditions into account after careful consideration, we decided to shut down the schools. the right decision. >> reporter: the angels to play the reds on wednesday postponing their home game because of the effect from the storm. so much rain in san diego, a tower of water was seen erupting from a manhole. this was the rainiest day in over 170 years getting ten times their. >> a summer rainfall in just one day. the cleanup effort now the top priority. with hilary continuing to move through the west, millions will still remain under flood watches from california to idaho. and cleanup efforts continue here in cathedral city where you can see they are still working on cleaning up this major thoroughfare and it is full of this thick and sticky mud which is making the whole effort a lot harder, but some good news, the interstate freeway is now open. you just have to get off and get back on. but still progress being made here out in the desert. stephanie elam, cnn, cathedral city, california. more than 100 million americans are under heat alerts from the gulf coast to the midwest. eastward into the ohio valley on tuesday. jennifer gray has the latest on the extremely dangerous weather. >> intense heat continues to build across the deep south up into the plains and even the upper midwest as we go throughout the afternoon. heat advisories, excessive heat warnings in effect for this entire area. look at the highs today, 104 in dallas, 101 oklahoma city, even minneapolis hitting the triple digits. high temperatures over the next couple of days in dallas will hit 107 on thursday. houston will hit 106 on thursday as well. a good 10 degrees above normal. even little rock and oklahoma city staying in the triple digits for the next three days or so. as we travel to the north, midwest, look at minneapolis, 101 tuesday. we'll drop about 10 degrees though by the time we get into thursday. green bay peaks on wednesday at 96 degrees. and even chicago hitting 99 degrees. so today's heat index will feel like 110 in dallas, feeling like 113 in little rock, even feeling like 114 in minneapolis. that is a hot afternoon. more than 400 potential records will be broken. these are maximum records as well as warm minimum temperatures. so records being broken across the board. the departure from normal, above normal temperatures will start to ease by the time we get into the weekend. the south is not out of it, but the midwest, plains look like we'll see those temperatures start to cool and also below average temperatures expected for the ohio valley and the northeast within the next week or so. the president of chili has declared catastrophe in four regions after torrential rain. thousands have been evacuated or left homeless in isolated communities. weather forecasters say they are expecting more rain across the region. spanish officials are set to declare areas affected by wildfires a disaster zone once the flames are under control. the declaration will allow the government to get emergency funds to those affected, but that moment hasn't happened yet. the situation is set to be improving but more than 12,000 people have been evacuated from their homes as the blazes continue. >> u.s. investigators say united airlines flight damaged during a hard landing last month hit the runway three times. national transportation safety board released a report on the incident monday, it says the flight's data recorder showed that after the two main landing gear touched down, the nose landing gear hit the ground three times. it also says that none of the 193 passengers and nine crew members were hurt in the incident. an american airlines flight was diverted to jacksonville, florida on sunday after pepper spray was released in the cabin. the airline says the aircraft was traveling to new york from miami when a disruptive incident involving a customer occurred. the faa said the substance was inadvertently sprayed. still to come, a look joining us, let me bring you up-to-date with the top stories. trans tropical storm harold is expected to hit southern texas in the coming hours. there could be a storm surge of 1 to 3 feet. and former president trump says he plans to turn himself in at the fulton county jail in georgia thursday. this is ahead of the friday deadline set by prosecutors. for the first time, the release conditions for donald trump in georgia include a $200,000 cash bond. the former president is also being barred from making threats to witnesses and co-defendants on social media as part of this bond agreement. he is not even permitted to communicate with any of them. brian todd takes a look at the jail where trump will surrender and what he and his co-defendants can expect when they do so. >> reporter: donald trump, rudy giuliani and 17 other defendants this week are expected to be formally booked at the fulton county jail also known as rice street, a crumbling structure that has garnered a notorious reputation. the sheriff of fulton county insisting that despite their high profiles, trump and the others will be treated like every other defendant booked at this jail. >> if you are indicted, we'll treat you as though you are indicted here locally so we'll continue too to do fingerprints, mug shots, et cetera. >> reporter: what might it look inside? former sheriff says normally people who are surrendering come through the front door first. but regardless of which entrances they arrive in -- >> they would be patted down, led to the booking office in the rear. from there, they probably will have to have ties and shoestrings and all those types of things taken. then from there, the persons would be firng primted, given a booking photo. >> reporter: donald trump and the other defendants are expected to be photographed for mug shots but it is unclear when the pictures will be made public. people familiar with the process tell cnn normally those booked at this jail are searched thoroughly by a jail deputy and at some point given a medical examination and pre-trial screening to determine if they can sign out on their own recognizance. but it is not clear if trump or the other high profile defendants will go through those he steps. for a normal defendant, it would take hours. but with these -- >> i don't expect trump to spend hours in this jail because the longer he is, it is a pain. it will be a hassle for the entire sheriff's department, at least those at the jail when the president is there. it will be a circus. >> reporter: if they didn't have bond agreements, donald trump and the other defendants might have been held in custody at this jail which observers say could be a nightmarish experience. >> rice street jail is not a pleasant place. it is dirty, scary. >> reporter: last month the justice department launched a civil rights investigation following multiple deaths inside the facility. last year lasean thompson was found dead in his cell. his family says unsanitary conditions including insects and lice contributed to his death. >> even the sheriff agreed it was deplorable conditions like a third world country. >> reporter: three officials with the jail stepped down earlier this year after a preliminary investigation into lasean thompson's death. the sheriff acknowledges the poor conditions and says he welcomes the justice department investigation and he sought more than $2 billion in county funding to build a new sew jail. brian todd, cnn, washington. and welcoming ceremonies in south africa as the bric summit begins. ramaphosa formally welcoming xi jin jinping. expanding the alliance will be at the top of agenda but it could be a point of tension because not all the countries agree on when to expand or who to admit. >> steven jiang is focusing on what china is hoping to achieve, but first an overview from david mckenzie in johannesburg. how far is this meeting about trying to form a world of multipolarity and break the western domination and hegemony? >> reporter: i think broadly that is a big theme of this, whether that is stated succinctly or not will be another matter. i think the fact that president putin is not here but will be attending virtually speaks both to his isolation and to russia's continued involvement in the world ironically because they have a virtual seat at the table with brazil, india, china and south africa. bric is an order collection of countries already. andutocracy and democracy in th same grouping. but the attitudes towards western powers, differing in nature between these countries, is something that there will be a theme running through this conference. i think a major topic will be whether they are going to expand bric. certainly china wants that, possibly india, south africa appears to have entered had camp as well. but brazil i think will be harder to convince. saudi arabia, drc, multiple countries, the uae, are trying to get into bric and form a wider alliance that i think to if not really set up explicitly to counteract the g7 certainly thematically will be looking to have a more multipolar world. and there is some talk of developing the bank to get more money to bric countries and as well as possibly easing off the reliance of the u.s. dollar for international trade. i think that is a far longer term objective, but this is a meeting of powerful nations, more powerful nations since when bric was first conceptualized more than ten years ago. we'll see if they can get consensus on expanding this grouping, but it is a fascinating meeting with important implications. >> and the most powerful country is indeed china, steven. and we rarely see xi jinping travel outside the country. so he is putting his full support behind it, it seems. >> reporter: so worth noting this is only xi jinping's second international trip after the pandemic. first one was back in march to moscow to see his quote/unquote dear friend putin. so this kind of dynamic and priority really in a way underscores what david was saying, that despite their vastly different political and economic models, these countries, these leaders are indeed bonded over their shear desire or some would say grievances over the current global order led by the u.s. so the potential expansion of the grouping and the potential reduction on the reliance on u.s. dollars, it will all be beneficial to china at a time when tensions remain high between beijing and washington with a lot of talks about decoupling about china and the west and also beneficial to xi jinping as he further cements china's leadership position in this grouping. but remember, he also arrived in south africa at a time when the chinese economy is facing its strongest head winds in decades. he is facing a myriad of problems here at home. so he may be seeking potential new markets for china exports, but also he may face more con strablt strantss in terms of the projects that china is able to finance or invest in the global south, particularly africa. so that is why some experts say they are switching gears to adapting low cost high impact strategies. for example training more military officers in china and expanding its soft power across the global south. one thing they are doing for example is that they are launching a new show called classics quoted by xi jinping. i'm sure officials here hope that will be a huge hit. >> yeah, steven and david, thank you both for joining us. russia says that it is defending itself from several new ukrainian attacks. some of them coming very close to the capital city. >> this dash cam footage shows the orange flow from an apparent ukrainian drone that crashed outside moscow. russian defense officials say it is one of four drones they intercepted on tuesday. >> clare sebastian is joining us. so interesting to see how the nature of warfare has shifted in russia's invasion in ukraine and ukraine's response. but also reports that these drone attacks hit high value target. >> it is hard to know if it is an actual target because russia is saying that they shot them down that were over the moscow region, but one landed in a town just to the west of moscow and we know the headquarters of the moscow region government is there. and it was actually according to the governor in that same part of that town, there was a highrise building that was damaged. didn't seem significant damage, but that is of course part of the hallmark of the drone strikes. they are shot down, relatively little damage, but it is in part designed to cause disruption, perhaps anxiety, angst. i think sort of big picture, you can split them into various categories. we're seeing some in the border regions and those attacks have been part of this conflict from the beginning. now a fairly remarkable number hitting in and around moscow with airport disruptions, air space closures, things like that, seeming to bring angst to the russian people. and also high value military targets as well. saturday the russian military said that plane was damaged at an air base near st. petersburg. and russia hasn't said anything about this, but ukraine says a plane was damaged at another air base west of moscow. this air base operates long range bombers which ukraine has previously said have targeted its territory. so different ones but the volume is striking and i think as you say this speaks to the expanding tactics and scope of this war in general. >> clare sebastian, thank you. all 142 stores were shut down, the latest since the invasion. and that use ballistic missile technology. >> north korea notified japan by email on tuesday with its intention to launch the device in the coming days in an area that falls outside of japan's exclusive economic zone. it follows pyongyang's failed attempt in may to launch a military reconnaissance at slight into space. and another controversy, japan's plan to begin releasing treated radioactive water from the fukushima power plant. >> and this is despite push back from neighboring countries and concern amongst those in the fishing industry. fishing association says that the group still opposes the move. anna coren is tracking developments for us from hong kong. very difficult situation, isn't it, for japan because it can't keep storing this amount of waste. >> reporter: they need to decommission this plant as soon as possible. and, you know, as far as the governor is concerned, this is the best option. it is highly controversial this decision. as you say, it has angered people within japan especially those fishermen who rely on the city for their livelihood and also neighbors in the region. but japan has basically run out of options on how to dispose of this treated radioactive water. thursday that is when they will start dispersing this water, treated water, into the pacific ocean. expected that it could take up to 30 years to release all of this treated water. we've heard from the international atomic energy agency, it says that, you know, the water has met international safety standards and it won't have a negative impact on the people or the environment, but not everyone is convinced. a toxic blight on the japan coastline rising like a monument to the memory of nunk clear disaster and bottling up its dangerous legacy. just over 12 years ago, a 9.0 magnitude earthquake off japan's coast triggered a tsunami. power was cut at the fukushima daiichi nuclear plant and cooling systems stopped working and the plant went into meltdown. water was pumped in to reduce the temperature of the reactive cores becoming radioactive. 1.3 million metric tons has been kept here ever since. it has been treated to remove and dilute the most dangerous elements. on thursday, japan will begin to release that water into the pacific ocean. >> translator: offshore discharge of alps treated water is an issue that can't be postponed in order to advance the decommissioning of the plant. >> reporter: and iaea backs the plan to slowly feed the water into the sea but not all the dangerous elements can be removed. a level of eyeisotope will rema in the water. >> tritium is present there in a very, very locon sew concentratd it will be diluted even further to a point where it would be negl negligible. >> reporter: the concentration of tritium released is to come under the regulatory limits, but such assurances are not enough to assuage the fears of many in japan and around the region. >> translator: i don't believe it at all, it is very dangerous. it contains very radioactive substances. it would become a serious problem once it is released into the ocean. we won't be able to eat fish anymore. >> reporter: protests have been a constant since japan announced its plan to release the water two years ago. many worry about the potential for bio accumulation of dangerous elements in the ecosystem and neighboring countries like china have accused japan of treating the ocean as a dumping ground. but the disaster of 2011 left japan with few options. >> this would not happen in a normal operation of a nuclear reactor. here you have all this accumulation and then you had to deal with it. you had to take a decision. >> reporter: many difficult decisions will need to be made at fukushima in the coming decades. part of the in the election. but the progressive move forward party that did win the most votes has effectively been blocked by conservative and military parties. controversially, he has formed a coalition with
