southwest are at risk of dangerous flooding after tropical storm hilary unleashed its fury. take a look at this new video. cathedral city being taken over. hilary has been demoted to a tropical cyclone. threat not over yet though. forecasters are warning there could be more mudslides, more life threat joining flooding. this is the scene in san bernardino county. you can see trees and boulders. >> firefighters trapped at the station after, look at this, a huge mudslide hit the road. one of the firefighters was recording this video when a wall of mud and rocks, they started coming down the hill towards them. they had to run for safety. derek van dam is tracking the storm has the latest on the forecast. mike va layer yes is in san diego. let's start with stephanie elam live on the ground in cathedral city. you've been there all day, overnight into the morning. what are you seeing? still water on the roads? >> reporter: oh, so much water. victor, take a look down here. i'm actually standing next to the edge of the curb here and i tried to put my toe down to feel how far that is and i can't reach it. that's how far it is. there was a car here, they got a tow truck. it took them four or five hours before the tow truck could get here. this is happening all through the desert towns because there was so much water in a short amount of time. this morning palm springs has heavy rain causing dangerous flood conditions and prompting three swift water rescues. >> we're asking residents to stay inside, stay where they are. >> reporter: the warning be is because of a situation like this. a pickup truck stuck in the middle of the street surrounded by deep rushing flood waters. they're so powerful a refrigerator was swept away. the flooding has covered an entire golf course. one homeowner said he's never seen anything like it in the coachella valley. >> within 24 hours it's turned into a torrential storm. between hole number 13 and hole number 16 it's virtually six feet thick. >> reporter: the conditions there also creating a dangerous situation. ahead of the storm, the palm springs mayor said the city prepared and distributed 60,000 storm bags. >> even an inch or two can cause damage. >> a road totally covered up but it's also completely socked in on this other side of the road. i mean, look. barely touching the bottom there. >> state officials say some desert regions like palm springs could double their yearly amount of water in just one day from hilary. overnight officials in ventura county searched by helicopter and on the ground for a couple of people believed to be trapped by flood waters from the santa clara river. two people eventually walked out of the flooded area assisted by crews. officials urging everyone to stay out of river bottoms and canals. >> this was the scene sunday in brightwood. 77 miles northeast of los angeles. huge gushes of water forcing their way through a wash ca carrying large rocks, logs, muddy debris. >> take seriously debris flows and floods, flash floods, lightning, possibility of tornadoes. >> reporter: we were out here all day yesterday while the storm really made its impact felt here. it was amazing to see just how quickly roads were flooded out. it was happening so fast. no surprise today that some schools were closed. many schools in this region are closed today and also what we are also hearing is that 911 communications are down and that is why it is still taking a long time for rescues to take place because so many roads are inundated. >> 911 dead in some areas makes it even worse. thank you very much. later this hour we're going to be joined be by the mayor of palm springs, california. from southern california to the cnn weather center, meteorologist derek van dam is there tracking the system. derek, we saw the wake. what's ahead? >> yeah, so much rain, right? national weather service out of los angeles just tweeting that virtually all of their observation sites have broken daily record rainfalls. that's incredible. we still have a few minutes to go. of course the system is builting to the north at about 30 miles per hour. we wanted to highlight some of the lesser impressive rainfall totals, but they are impressive because they're breaking daily rainfall records. it's never rained this much in the month of august. keep in mind, this is generally a dry area for this time of year. san diego, the wettest day. setting daily reports. 7 million mrns, currently 8. we have the transverse mountain range located across southern california. this water has literally been piling up across this area. the rainfall bands working in perpendicular to this mountain range. all of it funneling down the mountains below and producing the mud flows, debris slides and landslides we're seeing on our tv screens this morning. a lot of rain moving up the west coast. this will continue for the next 12 hours. >> thank you, derek. thanks so much. let's go to our colleague mike olario. good morning, mike. a lot of flooding from the mountains to the desert to the coast. >> well, poppy and phil. good morning to you. that's exactly where we're going to start. on the coast just up the street where we are in san diego. overnight there are no fewer than 9 people, poppy and phil, rescued by san diego people. this is an encampment. pretty close to seaworld, mission bare, but because the flooding threat isn't over in the inland to coastal streams and rivers, there are no fewer than ten river search and rescue teams that san diego search and fire is putting up and down the river from mission bay all the way to the 5 which is a pretty long stretch of the san diego river. poppy and phil, it's very early, but traversing the streets there is nothing here. preparation is key from january, february, march when we had the succession of atmospheric rivers coming through. mayor todd gloria of san diego made it clear he was mobilizing hundreds of extra emergency workers because this is not what san diego is used to. listen to what he told us. >> we're not used to this level of precipitation generally, certainly not in the middle of the summer and august. we're not built for this kind of rainfall. that's my concern. >> reporter: as we're looking out across the bay, you see number 72, that is the "u.s.s. abraham lincoln." talking about preparation, the u.s. navy has sent out ten ships from the third fleet just to min minimize ship overcrowding. this is the wettest weather event since 1873. a bullet dodged, victor and poppy. victor, very sorry, it's before the crack of dawn. we will certainly wait until the sun comes up to assess the rest of the damage. it seems as though our friends in the desert communities have faced the brunt we are, my friend. we are. just days from now former president trump is expected to, has to turn himself in. joining us now with what we can expect, what does that actually look like when someone surrenders themselves at the fulton county jail is retired fulton county sheriff's lieutenant charles rambo. good to have you. this jail is notorious, is that the right word for it? there has been doj complaints against it. what is this going to look like when trump in particular walks in there sometime this week? >> well, provided that he has already been served an indictment, persons who surrender themselves normally will come in through the front door. we have to remember also, again, we're talking about someone who should be under the presumption of innocence as he walks into the door and when he comes in along with other officials, they would be pat down, led to the booking office in the rear. from there they will probably have to have ties, shoe strings, all of those things taken. from there the persons would be fingerprinted, given a booking photo and then having to spend some time for ncic and gcic checks. again, for the purposes of safety, it is highly reco recommended, i do not speak on behalf of sheriff pat labat but just in dealing with dignitaries and high profile persons who come into jail, it's best just to get those persons booked in as rapidly as possible and get them released because you don't want the jail to become more of an international thee eight ter than it has been here recently. >> unless he's been told differently, there's always that caveat, the former president will be treated like everyone else. there are vips who come in and have to have this treatment, in this case for security purposes. will all other people be removed from that area? the secret service may demand that. >> that will be something that could be worked out. it will be a unique situation for the former president and others who may come back there and see some of the faces, the persons there that are under the same type of circumstances with them. this is where you hope they stick to the weight of the cases. everyone deserves fair justice. >> you make a point. as we see these images, lieutenant, of people walking in, et cetera, he's going to be walking in with all of these co-defendants, they walk in before their defense has been presented in court. i'm glad you bring it up. can you talk about the conditions also a little bit in more detail in the jail itself? there has been a lot of reporting on it but you know it better than most folks. >> i mean, if you could, could you repeat that last question? is. >> just if you could speak -- >> i heard you. i want to make sure i'm accurate. >> can you speak to the conditions inside this facility, this jail specifically? >> i understand that there have been some improvements but, again, we've looked at a facility for the past 3 1/2 years that has been under be turmoil, whether it's been manpower shortages, whether it's been inmate violence. again, i'm not making up these narratives. these are things that are documented as well that has been shown on network television. it's a jail that dysfunctionally has been that way, honestly, since we opened it. i helped to open the jail in 1989. but i can also remember between 2009 and 2016 when we got it from the federal consent decree and got it rolling into the right direction. it is my prayer that this sheriff will be able to get that done so that people, again, whether it's the persons who are, you know, entering now or even our locals, everyone will be able to come in for a fast and speedy process so they can get their day in court. >> lieutenant rambo, we've talked a lot about the considerations for trump turning himself in, but there are other high profile co-defendants of the 19. you've got former mayor rudy giuliani. you've got mark meadows. do you expect that they would be afforded privileges that other defendants coming in potentially would not receive? >> well, by virtue of the fact -- you have to realize like everyone has been seeing, this is very unique. >> indeed. >> this is probably the most high profile detainee or detainees that would have come into the jail, but because you're dealing with persons who have worked in government and in particular someone who is still a part of the national machinery as the former president, we would give them the same privileges as any other consulate or dignitary or diplomat. we are extending that for the sake and purposes of getting them in and getting those persons out. now the other persons who have not been elected officials would probably have to go into the same procedures unless they've worked out some type of surrender arrangement with the courts before getting to the jail. >> retired fulton county lieutenant's office, charles rambo. yes, that is your real name. you have told us in the break that you have been challenged on that many times. lieutenant rambo, thank you so much. >> thank you all for having me. former president trump is planning to skip wednesday's republican debate and with the new iowa polls showing him with a commanding lead, could it mean we may see or not see trump at any debate this primary season? he doesn't want to be there. donald trump. he confirmed his absence in a truth social post. public knows who i am and what a successful presidency i had. so he said they do not need to see him again. joining us now, politics report er. he said the polls shall be reflecting this. cbs poll has trump with a 46 point lead against his next closest competitor, ron desantis. the iowa polling shows trump at 42%, desantis at 19%. the largest margin since 2000 in that state. >> i'm not super surprised by this. this is what we've been seeing in all of the polls. in particular, this is the biggest, most detailed iowa poll that has been done to date. it just indicates a few things. it first indicates that his support with these indictments both hardens and increases. that was one of the notables in the iowa poll that i pulled out. >> hardens and be increases. >> yes. yes. >> two great things for him? >> yes. very. very good things. the other thing that i found interesting that should serve as a red flag to trump's team is the fact that the overall iowa footprint which is his voter's first choice, second choice and people they're actively considering, ron desantis is almost even with donald trump. so that's something that i imagine trump's team is going to be keeping an eye out for. you just never know. we still have a lot of time so you have to see if something does happen, if one of these indictments long term does stick, people are still considering ron desantis even as trump is the very clear front-runner now. >> not to discount iowa, but let's say desantis performs strong bely there. i mean, if we look at 2016, ted cruz won iowa and -- >> there you go. >> -- donald trump ran away with the nomination. i want be to talk about this truth social post where he says he's not doing the debates, plural. maybe he's talking about the two that have been announced, this one coming tuesday and the one on the 27th but is it plausible he could be saying, i'm not doing the primary debates because i'm so far ahead of you. >> what donald trump wants to do essentially with this entire campaign is cast himself as the de facto incumbent, right? he's the former president. it's unprecedented a former president is trying to make a comeback bid. very popular with the base as shelby said. he's trying to give the sense that this is inevitable, his nomination. the primary is essentially over. it's time for him to pivot on joe biden. that's what he's saying, debates plural essentially. >> it's interesting. even though trump is not going to be at the debate, he's going to have a strong presence. he's having a bunch of surrogates showing up. marjorie tailor green, matt gaetz, kari lake. jason miller, steven chung will show up. even though trump himself is not going to be there, you can expect his team to be all over the air waves. >> some defenders maybe on the stage, too, if you look at some of the memos coming out as suggestion for candidates. >> that's a good point. >> the desantis strategy. cnn's reporting yesterday on this is desantis according to the new campaign manager, he's fully prepared to be on the receiving end of all of that. much they think this is their biggest opportunity. others call it their biggest risk on the stage. he's going to be there. he's going to be a focus. you've got chris christie. you've got bull dogs, at least one bulldog who is going to go after him. what do you think of desantis who has been defending trump. >> for desantis, this is the make or break moment, right? he entered the campaign season as essentially the darling of donors. he's been bedeviled in the past few months, the campaign missteps. >> the announcement on x, you couldn't hear it. >> it started off on a wrong foot. >> a glitch. >> it was a glifrp. right. exactly. it's been glitching ever since. they've had layoffs. saying to donors, come on back into the fold with me. i'm the alternative to trump. i'm the best suited to be the standard bearer going forward. this is a make or break moment for them. he's known to be not that great of a debater. right on his heels in some of the polls is aswami. he's ahead of a former ambassador, several governors. >> it is so interesting. >> it is remarkable. the. >> i think he's going to take some incoming. he's done so much media, which is partially why he's starting to poll higher, but also opens him up to attacks and a few months later he said something. so i expect him to take on attacks. what's interesting is going back to the desantis strategy is his campaign seems to be taking a very different approach than the super pac memo we saw put out where his campaign told donors he's going to be above the fray, which is the exact opposite which the super pac wants him to do, which is take a sledge hammer to the fray and do all of these spicy things. that's interesting when there is a super pac taking a role in his run. americans are burning through the cash that everyone accumulated during the pandemic, something the fed has said kept the economy rolling in the face of high inflation. with that money expected to dry up this quarter, what kind of impact will it have on the economy? (intercom) flightdeck, see you at the house warming. post tropical cyclone hilary is barrelling through the southwest and it's bringing historic flooding to southern california. in palm springs roads are flooded, cars are there. joining us is mayor grace garner of palm springs. madam mayor, thank you for your time. first, give me an idea of the conditions right now in your city. >> right now we have flooding on all of our roads. there's no way in or out of palm springs and that's the case for the majority of the coachella valley. we're all stuck. our major freeway, i-10, is also closed in both directions. this is a very extreme situation at the moment. our 911 lines are also down. any resident can text or call a non-emergency number. they should check with their cities because they are there. that is really critical information. it is 4:37 in the morning. please check your city's website for the most up to date information. >> that sounds especially dire that the roads are closed. 911 is down and they're only accepting text messages. are there active rescue attempts now? >> we have fire and police that are doing extra patrols to ensure they are seeing what's going on. we have had three swift water rescues and other rescues that have occurred. residents have been heeding our advice and staying off the roads. i drove into the city an hour ago and the roads were completely empty and some of the flood waters and in our streets here in palm springs, the water has started to recede. we are expecting a sun-filled day today and that will help . we have the resources we need to evacuate anyone or to rescue them if that's necessary. >> people who were there who need response from police or fire or some type of rescue to text to get that. do they just text 911? what do they text? >> yes, they can text 911 to that same number. they can also call our non-emergency number. the non-emergency numbers are different for each city so they need to check that. everyone's social media i've looked at has been full of that information. all of the cities, police departments, fire departments, information is being heavily pushed out as well as emergency notifications which i highly recommend people get notifications from their city. >> and the impact of the earthquake that hit, 5.1? >> no, we couldn't feel it out here. >> mayor grace garner, the best to you. you have a lot of work to do there in the city of palm springs. thanks so much for your time. >> thank you. so to the economy now. americans have burned through nearly all the savings they built up during the pandemic and now the federal reserve bank of san francisco is warning that a lack of available cash could hurt the economy. julia chatterley with us. a lot of the banks were waiting for this day to come saying watch out. all of this excess cash, liquidity for someone. >> $2 trillion worth. >> it's going to dry up and then what. the then what is what the san francisco fed is addressing. >> they're saying we could burn through this cash as early as this quarter. this day of reckoning that we've all been talking about could be upon us. it's been such a fundamental part of keeping the u.s. economy out of the recession with all of the spending we're doing. the question is what do consumers do once this cash returns out? the backstop is weekly paychecks, monthly paychecks, all debt. that's especially true for lower income families. now as usual with economists, we can't decide. if there are down sides i can give them to you. obviously this cash cushion is running out. there's also the kicker of course of student loan payments kicking in in october. that's expected to pull $70 billion out of the u.s. economy, not negligible. then credit cards and loans are all rising. net delinquencies are back to where we were pre-pandemic. it's low because the labor market has been so strong. people have kept their jobs and wages are high. that takes us to the up side here. inflation is coming down. labor market is strong. wages are high. in fact, we're actually to the point where wages are rising faster than prices are. so that should actually be a positive kicker for people's incomes, it just depends, of course, how they're spending it. that is a good one. the best place to look for now is retail. the retail sector and spending is holding up. the ceos are warning about what the outcome is. you remember, poppy, they warned in the first quarter and they were wrong. the economy defies expectations but it does set us up for robust debate at jackson hole this week. >> yes. so let's talk about jackson hole this week. top economists and federal reserve officials are going to be meeting. what do we expect or should we expect? 51.5 only for up to 30,000. >> how much money did you just bet? >> let's say it's a million 370,000 plus 10%. that's what i've risked. >> average sunday morning on football? >> yeah. the. >> it was around that time that he had a partnership with one of golf's most successful and popular players, phil mikkelson. walters writes my gambling relationship with phil is a complicated saga. i was a mentor, loyal friend, confidante, betting partner. walters makes stunning allegations that mikkelson wage dwerd more than a billion dollars over the last three decades and that he wanted to place a $400,000 bet on the ryder cup while he was playing for team u.s.a. he responded i never bet on the ryder cup. i would never jeopardize that. >> in 2017 walters was convicted of insider trading charges in a federal court in new york. prosecutors said he made more than 43 million by making trades on inside information about dean foods. he was sentenced to five years in prison but he still maintains his innocence. now in 2021 former president trump commuted walters' sentence. in his book walters suggests mikkelson was to blame for the prison sentence. he writes, phil mikkelson refused to tell the simple truth, that i never told him i had inside information about stocks and he knows it. all phil had to do was publicly say it, and we reached out to mikkelson's representatives. they pointed to a statement his lawyer gave to the wall street journal that, quote, any testimony wouldn't have made any difference in whether walters was convicted. walters was convicted on multiple counts and none of those pertained to his relationship with mikkelson. joining us now is billy walters, author of "gambler, secrets from a life at risk." thank you for being in. >> the book is, wow. >> a page burner. >> we don't get into the mikkelson element until we are 200 pages in. it is your story. >> why did you write it? >> it's a lot of biography. i want >> my sports cam has become legal in the majority of the united states. that's a dream that's come true for me. i wanted to -- i wanted to share something with sports fans, sports betters, so i wrote everything that i know about sports betting and handcapping is in the book. phil's a small part of the book. he's two chapters of 28. to tell the story, i couldn't tell the story unless i included my story of phil in there. it also tells the story of me being convicted and my experience in prison. that's what's the book's all about. and my relationship with phil, very simply, we had a business relationship. and from my perspective, as i said in the book, we became friends. and we both got tangled up into an insider trading case. and, he could have came forward and testified and done nothing but told the truth, and i firmly believe i would have never gone to prison. the statement that you artfully read in regards to my conviction, i was convicted of ten counts. if there were have been 30, i would have been convicted of 30. the biggest mistake i made in the case is i didn't testify. i should have testify retrospectively. i had 31 months to think about that. i'm sorry? >> you talk about that in the book, you great not testifying. and yet you still believe that phil mickelson should have taken the stand and testify in your defense, yet you didn't take the stand to testify in your defense. can you hold that against him, because his lawyers told him, don't. >> yes, i can, because there was only one witness who testified against me in the case. prior to the trial, this gentlemen had given a voluntary interview two years prior to that. he denied emphatically he ever gave them insider information. later, he'd learned that he embezzled money from a battered woman's charity, he had filed a fraudulent tax return, he had given someone else insider information. two years later, he went in and changed his story. that's the only witness against me. my lawyers and i also believed, during the trial, they destroyed his credibility. we caught him in a minimum of 25 lies. he had no credibility whatsoever. he was the only person who testified against me. so if phil had came forward and testified that i -- that whoever gave him insider information, to answer your question, poppy, no, i don't think i would have been convicted. you're right, i could have came forward. my lawyers said we had the trial won. they said, no one can believe this guy. and our advice was, we had 23 witnesses step forward to call. we put on five witnesses, wrapped up our case. we had been in a three and a half week trial in the southern district of new york. jurors were going to sleep, the judge had to stop the trial on multiple occasions because jurors were going to sleep. my attorneys believed that we needed to wrap the case and get it out of there because only witness against me had no credibility. >> you write here in the lefty in me, you write about phil mychalson. i did not know, maybe others do, about the extent of the gambling over the 2010 to 2014 period. you were his partner. more than 7,000 wagers on football, basketball, and baseball. in 2011 alone, he made more than 3,100 bets, an average of nearly nine a day. on one day in 2011, he made 43 bets on major league baseball games. that is staggering that he even had time to still play golf and so well. >> he was a busy fellow. >> this was after you were out of prison, you say, after the final putt falls and phil gets swept away in a joyful celebration, i think to myself, people would never shower this man with so much affection if they knew him the way i did. you don't write about him personally here, but what's the phil mickelson that you want people to know that you talk about here? >> there are a lot of things about phil i didn't put in the book. his personal life i left completely out of the book. the only thing that i put in the book were things that involved mine and his business relationship. nothing more, nothing less. that's why he's in the book. >> i want to talk to you a little bit about this journey. because chapter 2, here's how it begins. i was born into rural poverty in munfordville, kentucky, a place where time crawls and potluck dinners and front porch gatherings remains local pastimes. sounds like a place i would love to spend some time. but born poor and then you make all of this money. and then you go to prison and a lot of your time is spent preventing recidivism and prison reform. >> as you noted in the book, i had a lot of ups, a lot of downs. i went through a lot of dark days in my life. the book isn't a vanity book. it's my entire life story. you're right, when i went to prison, i thought i understand what prison was, like most people do. but i didn't understand prison at all. >> what did you learn?
