swamp california roads in a storm not seen since the 1990s. plus, president biden's mission to maui. the consoler in chief tries to bring comfort to a community all but wiped out in a wildfire. and a consequential week for donald trump. the former president set to surrender in charges to georgia and skip the first gop debate in wisconsin. welcome to our viewers in the united states and around the world. i'm danny freeman. we begin this morning with something southern california hasn't experienced in decades but people there are facing it right now. torrential record rain and strong winds from tropical storm hillary. overnight hillary has been bringing down power lines and trees, flooding streets and triggering mudslides. in fact, one mudslide forced firefighters to take fast action in san bernardino county when it came barrelling towards their fire house. >> trees are going. just incredible images right there. rescuers have had to pull several people from flood waters and more than 7 million people in the region are still under a flash flood warning this morning. that includes downtown los angeles. cnn's derek van dam is tracking its every move. derek, where is the greatest threat right now? >> the scene that you saw unfolding on your tv screens and what happens is when you get tropical moisture in a dry -- typically dry area. the ground just simply cannot absorb this amount of tropical-like downpours. we get the mudslides, landslides, the debris flows and the urban flash flooding with the impervious surfaces all around greater los angeles county. portions of i-10 have been closed near palm springs. it has been quite an overnight period. right now the latest 5 a.m. update has what is called a post tropical storm. so basically hillary now starting to lose its tropical characteristics but it is still packing quite a punch and mainly in terms of the heavy rainfall and the excessive rainfall that is running off the mountains and into the communities below. these are just kind of a scattering of some of the higher rainfall totals we have seen and these numbers will go up. look at san bernardino county. we've received over 10 inches. look at l.a. county. over half a foot of rainfall. this is major metropolitan areas. highly populated and of course very impactful. here's a look at the latest rainfall. i want to show you this because it's very interesting. flash flood warnings ventura into l.a. counties. this is basically what is called the transverse mountain ranges, it extends from palm springs westward north of downtown l.a. you're looking at the tropical rain bands. these are feeder bands well to our north. this is intersecting this mountain range. this is what's been happening all night. it's been pushing up this moisture right along the mountain sides there and extracting all of the available rain that's in the atmosphere out of it. we've produced rainfall totals that have exceeded over half a foot of rain as we've already mentioned. that is going to be concerning. another 2 to 4 inches possible. lower elevations, half an inch to an inch. certainly we don't want to see more rainfall on top of what's already taken place. this is southern california. that extends into nevada. that's where post tropical storm hilary. it extends far north of montana. the storm system continues to just wallop the western half of the u.s. we'll start to see a drying trend for san diego, los angeles into the phoenix area. we'll bring the bulk of the moisture to the north. before the system peters itself out, rings itself out and we'll say good-bye and good riddance. just a quick update. danny, you've got to see this. we now have several tropical disturbances and storms we're watching across the atlantic basin. things have switched and we are in the bulk of our busy season. >> i see that, derek. i've driven up the 5 in southern california from san diego to bakersfield. crazy to see so much rain coming down in that area that usually doesn't get so much. appreciate it, derek. thanks so much. >> okay. the storm has sit -- hit areas that aren't used for some. the mayor urged people to stay home. we have the report. >> reporter: san diego's mayor says the city is simply not built to handle a tropical storm hilary. what the city has been doing is trying to prepare the best that it can. the what you're seeing throughout this area of mission valley is main thoroughfares like this one completely shut down. the reason for these barriers is because the street behind me, this is an area if you're familiar with san diego, mission valley, that is a known flood zone. there is a san diego river over there and all of the hills you see, some of the desert area, all of that, that funnels down here into the water and the infrastructure needs to hold. what the mayor has said is that there's approximately three to four inches that have already come down and expected over the next 24 hours three to four times that much. that's why the san diego unified public school district has delayed the start of school by a full 24 hours. it was scheduled to start on monday. that will push by one day. the navy, in fact, has moved ten of its ships out of the bay further into the sea to try to protect those ten vessels just in case the storm were to create any sort of damage. but what the city has seen so far is that it has been able to withstand tropical storm hillary. the rain still coming down. it will be very much what happens in the overnight hours. kyung lah, cnn. >> thank you. hilary made landfall saturday as a tropical storm in mexico's baja peninsula. at least one person was killed when their vehicle was swept away in the flood waters. we report from mexico city. >> reporter: devastating images coming out of mexico in the northern state of baja which has been pummelled. tropical storm hilary has made its way up along the area. the small community, residents are feeling the full force of this storm. that 65-mile-an-hour winds, extreme storm surge and then of course damage to the roadways. authorities telling folks do not leave your house. stay home. there was an incident in santa rosalia where a man was caught in his car, swept away and killed. these are roads that had naturally become rivers. four inches of rain pounded the area and that's on top of immense amounts of rain coming down off of mountains creating terrible, terrible conditions. across the entire state though, there has been damage as hillary made its way northward towards california. e encinata and tijuana that's been a hub for migrants. tijuana is a city with very poor infrastructure. it's a hilly city. some of the homes are built into the sides of the hill. mudslides are common. so authorities are on high alert looking for anyone who needed rescue as it moved through tijuana into california. of course this area, it's unusual for storms to hit like this. it's not quite as rare as it is in california. that's because as storms form in the pacific, they'll make their way up and usually turn eastward when they hit baja, california, where the waters are much cooler than they are to the south. this storm ignoring history moving straight up to baja, california, where it's just wreaked havoc. david shortell, mexico city. president biden heads to hawaii to see the devastation on maui for himself. at least 114 people have died in the wildfires there. crews expect to find more victims as they search what's left of hundreds of destroyed homes. many more people have lost pretty much everything they own. cnn's jasmine wright joins us from washington. jasmine, the president has been criticized for his response to this disaster. i'm curious, how is the white house responding? >> reporter: that response is going to be today when president biden leaves lake tahoe to travel to hawaii to see the devastation firsthand. we know he's been continuously briefed about the reports. he and the first lady will be able to hear firsthand about the damage. they're trying to grasp just how devastating the damage that you can see on the screen here really is and what the federal government can continue to do. le we'll see him step into that consoler in chief level that we've seen him step into before when talking to these families. he previewed a part of his message in a statement last night. i want to read you part of it, danny. the president wrote, i know how profoundly loss can impact a family and a community and i know nothing can replace the loss of life. i will do everything in my power to help maui recover and rebuild from this tragedy. really trying to lean on his past tragedies to really try to comfort people, something we've heard the president do time and time again over the course of his tenure. you're right. he is going under an air of scrutiny. he was not only criticized by republicans but by others who say he did not give the attention. part of his presence is going to be refuting these accusations and trying to show he is bringing full government approach to it. i want to just read you some of the -- some of what fema and the white house has already been able to deliver to hawaii because this will be important. that also includes $8 million in assistance and $25 million in households. 75,000 liters of water, cots, blankets. this will be something president biden leans on when talking about just how the government and how he used the government to try to help the devastation in maui. one other thing i'll note here, danny, is new this morning the president is identifying and assigning a point person, something that he'll announce on the ground there, to deal with the coordination of the recovery that is expected to continue over the weeks and months. that's bob fenton. he is somebody who is well versed in this area in dealing with recovery in these communities after things like wildfires or any type of massive damage happens. this is something president biden will talk about on the ground as he adopts that consoler in chief mentality. danny? >> jasmine, that senior official breaking. >> this morning. >> appreciate it. hawaii's governor, josh green, says the recovery process in maui could take several weeks even as, quote, an army of search and rescue teams including several dogs begin to go through larger buildings in the fire zone. he warned the fire damage in some areas are so extensive some remains may never be found. >> more than 1,000 are unaccounted for, 1050. it will take several weeks still. some of the challenges are going to be extraordinary. because of the temperature of the fire, the remains of those who have died in some cases may be impossible to recover meaningfully, so they re are gog to be people who will be lost forever. >> just incredible. bill weir has more from maui. >> reporter: here in maui we've had almost two weeks of anxious anticipation for the latest announcement on the dead and the missing, but that is now sort of shifting into grim resignation that a lot of loved ones may never be found given the temperature of the fire. governor josh green saying yesterday, 1050 people remain unaccounted for. he said that many of them will never be recovered, so as we stand overlooking the town, we're seeing clouds of dust coming up from some of the heavy machinery and it's so heartbreaking to realize that dust holds people's children and parents and neighbors and loved ones. and how do you get a sense of closure in this space? this will be a sacred space for so many for so long. 3 1/2 square miles and area burned. the president is expected to fly over lahaina. it's uncertain whether he'll touch down on the ground. exeffecpected to meet with peop. he gave a no comment when asked about hawaiians a few days ago. the white house insists he's been on the phone almost hourly making sure they get the resources they need. this has been an emotional time. so many emotions so the president is sort of walking into that. as for the future, so much of that depends on ancient fights over water rights in particular. that's at the top of mind of people who say that the water that could have kept this place lush and fireproof was diverted to resorts and rich homeowners. that may come up during today's visit, but it certainly will be an issue going forward. bill weir, cnn, maui. coming up just (psst psst) flonase. all good. just four more days until the deadline. donald trump and his 18 co-defendants have to turn themselves in. isabel rosales has the details. >> reporter: thursday or friday is the expectation when former president donald trump will surrender himself to the fulton county jail. that is according to a senior law enforcement source with knowledge of that surrender. friday, of course, marking the deadline of d.a. fani willis when they all must turn themselves in. sources say cnn's team has already been in contact with the office. those conversations into next week, specifically on the conditions of his appearance and also on the logistics of his surrender. now we know that officials including the fulton county sheriff, pat labat, have insisted that trump and the other co-defendants will be treated the same as everybody else, specifically with fingerprinting and mug shots but likely that is impossible just due to the security precautions that must take place when it comes to transporting a former president of the united states. also the high profile nature of some of these other co-defendants. it's very likely this booking process that would take hours of waiting around, that will probably go much more swiftly for trump and some of his co-defendants. it's also possible looking ahead to the arraignment, the first appearance in court, it's possible they might not have to show up in court because the judge here can choose to do that arraignment virtually or allow them to wave that right to an arraignment. reporting from outside the ferreras-copeland jail, isabel rosales, cnn. for more on this let's bring in attorney and legal affairs advocate arriva martin. do you think we'll see 19 people show up in court together this week? >> i doubt that, danny. one thing that's very different in fulton county than is happening in new york state, this is state court. cameras are typically allowed in state court. it's a very good opportunity we will see what happens. i don't expect all 19 defendants to show up on one day and for all of them to be in court or going through the booking process. we already know donald trump's team is in contact with the da's office. he will negotiate something that will allow him to turn himself in separate and apart from the other 18 defendants. we know he does not want to be lumped in with the other defendants. i'm sure they are negotiating something with the district attorney to turn themselves in as well. although this will be an unprecedented occurrence and some will say even a spectacle, i don't expect all 19 to be there together. >> let's talk about one of those other defendants, form -- mark meadows. does he have strong legal grounds? >> i don't think so. the grounds he has identified, the supremacy clause saying it immunizes him from liability because he was acting in his official capacity carrying out the duties as the secretary -- or as the chief of staff for the president and then he also cites the 1st and 14th amendment saying these are actions he was engaged in are protected political actions. i think both of those arguments are going to fall on deaf ears as it relates to the court because the indictment makes it very clear that the activity he was engaged in, participating in phone calls, contacting people in michigan, georgia, making attempts to reach those officials on behalf of donald trump, these weren't innocuous acts, these were in furtherance of a criminal enterprise which is laid out in great detail. at this early stage of the proceedings, it is unlikely the charges against mark meadow will be dropped. >> ar r >>areya, do you see any of these cases realistically being tried before election day 2024? >> that is the critical question here really. we're hearing from the ukrainian defense minister the training has started. the minimum time of the training he says is six months. they need to train not only the pilots, technical staff who do maintenance. they need to upgrade infrastructure. the pilots need to improve their english. the danish prime minister says 70 ukrainians have arrived in denmark to start the training. you can assume the clock starts now on the six months. having said that, they may not have to wait until the end of that training to see f-16s in ukraine. the danish prime minister says she expects 6 of the 19 pledged by denmark to arrive around the new year. there will be eight more next year and five more the year after that. a sort of multi-year process. we don't exactly have the numbers for how many the netherlands will provide. look, it's clear this is a big undertaking. they have to fly them and they have to equip them with weapons. we have to remind them why they are needed. we hear they're not expecting anything fast to happen on the southern front because russia has air superiority. that's why we see zelenskyy saying on the ground he's thankful, being grateful. we need to guard against the political fatigue especially given the perceived slowness of this counter offensive. danny. >> thank you for that this morning. appreciate it. moving to latin america. ecuador's presidential election is headed to a runoff. louisea gonzalez will face off in october. this comes after one of the candidates was gunned down earlier this month at a campaign rally. sunday's election was heavily guarded as the country remains in the grip of drug and political violence. cnn's raphael romo brings us up to speed. >> pollsters didn't see it coming. he was not among the leading candidates. after a solid performance during the presidential debate held exactly a week before the election, they gave the 35-year-old businessman and former member of the ecuadorian national assembly the right to go to the next round. he ran unsuccessfully for president three times. he will face louisea protoge. he started in 2007. after her win gonzalez said ecuador needs peace, jobs, security. she repeated what she had said during her campaign, that a return to the policies of correa will allow them to get out of the wave of insecurity that has made it one of the most violent in the region. after winning the chance to go to the second round, they emphasized platform security on ecuador and employment. he's hoping to rule a country that has been shaken by multiple acts of political violence. on august 9th a 58-year-old investigative journalist and former lawmaker was gunned down when he was leaving a rally in keto. then on thursday he said he was traveling with his family. hundreds of millions of inmates have died inside prisons. ecuadorians will again go to the polls on october 15th to choose a president between the two winners of this sunday's presidential election. raphael romo, cnn, atlanta. >> raphael, thank you. quick hits around the globe right now. about 12,000 residents forced to flee their homes as wildfires erupted on the spanish island this weekend. officials say more than 20,000 acres have burned. plus, north korean leader kim jong-un tested a missile la launch. and a blow to russia's space ambition. its first lunar mission in 47 years crashed into the moon. officials say communications were lost just before the crash. all right. just moments ago what was tropical storm hilary has now morphed into something over california. plus, donald trump's risky 2020 strategy. will h he ever take the debate stage? >> reporter: just days to debate day, chris christie is in miami in the home state of former president donald trump and governor ron desantis. >> i'm here because we need to talk about these things and i'm not conceding that conversation to ron desantis and you can be sure i'm not conceding that conversation to donald trump. >> reporter: it's been a theme of the christie. >> he's going to be out on bail in four different jurisdictions. >> reporter: he also used the florida setting to go after its governor, ron desantis. >> people are really beginning to wonder what the hell he stands for. >> reporter: he honed in on a recent memo from a pro-desantis super pac that included defend donald trump though a desantis campaign spokesperson suggests it wasn't a campaign memo and they were unaware of it either. >> the only way to beat someone is to beat them. if he thinks he's going to get on the stage and defend donald trump on wednesday night, then he should do donald trump a favor and do our party a favor, come back to tallahassee, endorse donald trump and get the hell out of the race. >> reporter: cnn has reached out to the desantis campaign and christie's latest comments. recent polls have shown support for desantis slipping. he's trying to project confidence in the first debate. >> i'm excited about doing it because most of what you do in this process is filtered through media and seldom do you get the opportunity to speak directly to this many people. >> reporter: what are you hoping to accomplish with this debate that you haven't so far to this point? >> get seen by more people. i listen to the question. i try to answer it. and if somebody else says something on the stage i think is really stupid, i try to point it out. that's the depth of our strategy. >> reporter: it's an authenticity that seemed to resonate with some voters in friday's town hall. >> he does speak his mind and i find that really refreshing in a presidential candidate. >> reporter: even for some independents who were there. >> everyone's afraid to say anything. he spoke his mind. >> reporter: which christie also plans to do on the debate stage as his campaign feels momentum is on their side. >> people are going to vote for me feel strongly about it. we're going to increase those numbers. >> how is this different than 2016? >> when you do something for the second time you do it better. i feel relaxed, feel comfortable and i'm speaking the truth and i think that's going to matter to people. >> omar jimenez, cnn. thank you to omar for that. while christie will be on the debate stage, of course the front-runner will be missing. donald trump writing on sunday that the public knows who i am and what a successful presidency i had. i will, therefore, not be doing the debates. eight candidates so far have fully qualified to take part in the debates on wednesday. let's bring in jackie kucinich. i feel like this isn't surprising. that post over the weekend made it real. i'm curious from your perspective. with such a big polling lead, was there any incentive for the president to get on that stage? >> well, so it's because former president trump is like a moth to a flame when it comes to tv cameras. there was always a possibility he would decide it was beneficial for him to show up. it will give oxygen to his competitors. at this point he doesn't see the need to go head to head to him. if you see anyone getting close to him, that will draw him back in. >> i'm curious about your perspective, jackie. kris c chris christie, we can expect to take trump on head on. the the rest of them, are they going to just ignore it?
