>> these are serious charges. these are like for the mafia or mob. >> what were they thinking? something that campaign can't get involved in. >> kids screaming, babies being handed off to other people. it was like out of a war movie. >> the historic town of lahaina burned to the ground. >> we'll find out what we could have done to prevent such loss of life to the best of our ability. live in london, this is "cnn newsroom." >> it is august 14. and the district attorney is expected to present the case against donald trump this week. she could possibly seek more than a dozen indictment including a fourth round of charges for the former president. it comes as cnn has new details on the case. sources say there is new evidence linking donald trump's legal team to a voting breach. >> reporter: specifically he these text messages show that lawyers working for trump actively sought to get a written letter of recommendation in the days leading up to the breach. lawyers like rudy giuliani and former trump attorney sydney powell both knowledgeable and helped coordinate the breach in the days leading up to it. >> this video obtained back this 2021 shows local officials allowing operatives working for one of trump's attorneys access to voting machines to support his baseless claims of election fraud. some of those involved could also see charges in the fulton county case. this week we're expecting to hear from jeff duncan. >> i did just receive notification to appear tuesday morning at the fulton county grand jury and i will be there to do my part to recount the fact. i'll answer questions and don't want to go deeper into that to compromise the investigation. but for me, this is a story for americans to hear. let's hear the whole trund nothing but the truth about donald trump's actions . >> fani willis is investigating a wide array of potential crimes allegedly committed by the former president including conspiracy, racketeering, violation of oath in office and more. and legal analysts explain the tactics. >> the racketeering laws, there is a federal model, but the statesad adopted it, and georgia has one of the most powerful. federal crimes and state crimes can allow fani willis to charge recompany. she's done it in the past. and it pulls together those three conspiracies we were attacking about including this hacking conspiracy into one large case that you can present to a jury where you say, hey, what was the point of those fake electoral certificates, what was the point of pressing georgia officials do the wrong thing. what was the point of the computer hacking. the same point all of these people were working together in one as we put it enterprise in order for donald trump to allegedly hang on to his office when we know that he had lost the election. >> distinctive thing about the willis indictment that we're waiting on is it has so much defendants. so even if it is simply that this crime stops at powell and giuliani, it is still damning of the campaign and charges will certainly include trump in many fashions if not this one specifically. >> meantime fulton county is putting in place additional security measures in case an indictment takes place this week. isabel rosales has the details. >> reporter: the big question, will fulton county be yet another place where trump is charged and arrested. regardless of that answer, it appears that fulton county is ready. they have increased police presence around the courthouse and often times we're seeing law enforcement officers patrolling around the courthouse and also these barricades set up and they are doing road closures as well to control who goes in and out of this sensitive area. and it is not just the building but the visual face of this investigation in fulton county into donald trump and that is fan any will niany -- fani will received additional security protection. and she urges local officials to stay vigilant about any threats. and she shared racist messages that she's received and also voice mails. the sheriff is the man in charge of security here on the ground in fulton county. he says that his he team is prepared. >> so we are living in technology, fli right? we want to focus on the latest and greatest. how it can create a force multiplier for us. but we have four or five other sheriff offices to help across toes parameters and making sure that we're safe. so we're ready. >> reporter: and trump has been over the past couple of months been attacking willis on campaign events and on truth social with what he has been saying about her. willis has previously said that due to trump's rhetoric, securities concerns have escalated. isabel rosales, cnn, atlanta. and hawaii electric provider is facing legal action. a lawsuit claims that they kept power lines live during high winds. driving the destructive fires responsible for at least 93 deaths. the fire in lahaina is now the deadliest in the u.s. in over a century. about 60% of electric customers on maui now have their power restored and the governor declared his fifth emergency proclamation. and we're also learning about the astonishing speed of the fire that ripped through lahaina last week. >> fire traveled one mile every minute results in this tragedy. with those kind of winds and 1,000 degree temperature, ultimately all the pictures that you will see, that level of destruction is something new to us in this age of global warm willing was the ultimate reason so many people perished.warmwil reason so many people perished. >> about 2700 structures were destroyed, most homes. and now residents are slowly starting to sift through the debris. >> reporter: this is the only way to get into the disaster zone for residents to access the areas near lahaina. so we'll show you what is going on, these officers are checking to make sure that anybody who goes this is in fact a easy are, not a youtourist and not somebo who would engage in looting or from a different part of the island. some people who we have met, they have told us that this is a profoundly emotional juncture for them as they move from this lush landscape and try to see what has survived. susan told us exactly that. listen. >> i drove through lahaina for the first time. i live 7 miles north and we were watching the sunset on one side and it seems like the sunset from the other side -- and we did not know how serious it was. when i drove through on friday, i had no clue. everything was gone. it is flat to the ground. there are houses i used to live in that i don't know where they were. i lost friends in there, you know, they were going back to get their animals and she died. so it is sad because people come over here -- i heard there was a snorkeling boat looking at lahaina town. give them respect. it is so bad. people died here. it is not just a place for vacation. we live here. >> utterly heartbreaking to hear sentiments like that as we look out at the ocean. just the juxtaposition as you see that as your beautiful -- this beautiful corner of the world and then just a couple miles down the road, it seared, scarred. and the road narrows in to one lane of traffic, that is one of the reasons why it is so hard and so slow for people to get into the disaster zone to figure out what has survived and how they move forward. mike valerio, cnn, hawaii. more than 90 million americans are starting the week under heat alerts. can could reach as high as 117 degrees and louisiana is under an excessive heat warning too. and meantime more than 100 million people across the eastern u.s. are under severe storm threat today. the risk stretches from eastern tennessee and kentucky to the southern part of the northeast. the main threats are damaging wind gusts, isolated tornadoes and large hail. we're following developments out of ukraine where at least three people have been injured in russian missile and drone attacks on the southern refugees on of odessa. multiple fires were sparked. and the foreign ministry is condemning russia's actions in the black sea after russia defense ministry said one of its warships fired warning shots. to get into this, clare sebastian is joining us with more. what more have we heard from the sources about the overnight attacks on odesa? >> yeah, owe dedesa has had mul attacks. and they seem to be targeting the ports. this team we're seeing debris from missiles, air force saying it shot down some 15 attack drones. but if you look at the pictures, extraordinary to think that that is caused by debris alone. the air force describing it as an anti aircraft battle. they are not ruling out that ports could have been targeted, but three people injured. looked like that they avoided worse, but a major operation to put out the fires. and we're hearing of more attacks in zaporizhzhia where a man and woman in their 70s were killed and two more people killed in kherson monday morning after a deadly sunday which saw an entire family killed including a three week old baby. so pretty violent weekend for civilians in ukraine. >> and the other story is this one about russia engaging a cargo ship. i think the home port was istanbul. russia and turkey have a mutually beneficial relationship. what more can you tell us about the time line of events? >> i think it is fair to interpret the warning shots as the russian ministry of defense describes them as not only against this individual ship because russia has warned that it will consider any ship heading to ukrainian ports as it says this one was as potentially carrying weapons. so this is according to the russian ministry of against. they wanted to carry out inspection and the ship's captain did not respond to their request to let them aboard and so they fired these warning shots and put a ser mvice gdid men on to the ship. and right now it is tracking data that it is on its way to a romanian port on the way to the ukrainian river port. which russia says the ship was heading for. right now we really only have russia's word for it. but it is hard to track down. but i think clearly russia is asserting its control over that region. and no at alignment? >> no, there is no agreement. >> thank you so much. china is condemning the taiwanese president going to the u.s. he was welcomed at the airport by an unofficial representative to t taipei. and to talk about this, paula hancocks is joining us from seoul. china has called i w william a troublemaker and i understand that he is the frontrunner to become taiwan's next president. talk to us about the context of this in the midst of deteriorating relations between the u.s. and china. >> reporter: yeah, bianca, this individual, he is vice president but also a key presidential candidate in upcoming elections this taiwan. so whatever he does, beijing will be watching closely indeed. he has also done this in the past back in january of last year, he went on an overseas trip and other officials including taiwan president has also done this in recent months and it has provoked a strong reaction from beijing. the communist party considers taiwan to be a part of its territory despite never having controlled the self governing island, the democratic island and this is where the tension lies. and so william ly was in the u.s. on sunday. and this is what he said to beijing. >> translator: so at this decisive moment, i want to promise once again at this time and place that no matter how great the threat of authoritarianism is to taiwan, we won't be scared nor cower. we will uphold the values of democracy and freedom. >> reporter: the u.s. administration officials have said that these transit visits are from senior officials are unofficial. and it is in keeping with the one china policy. but that is not good enough for beijing. they have consistently had and an i didn't response to these transit visits and we have a statement from the foreign ministry saying that they formally oppose any official interactn between the u.s. and tien wi taiwan and saying that they cling to the stubborn position for independence and is a troublemaker. and also the taiwanese president also met with senior u.s. officials on her way to guatemala including kevin mccarthy the house speaker. >> norlgts oth of where you are jung-un has been encouraging his country to boost missile production and in a theatrical way. >> reporter: that's right, we have new images through from state run media in north korea showing the guidance that kim jung-un has been giving to his officials, these particular ones, where on friday and saturday according to last week munitions factories, major weapons factories that he was touring and the narrative did say that he is calling for a significant increase in his missile production capacity and so there could be any war at anytime. and so the continued rhetoric. just a week in fact before military drills between the u.s. and south korea which again will likely provoke a response. >> paula hancocks, great to speak to you. thank you so much. still ahead on "cnn newsroom," a brazen smash and grab caught on video at a shopping mall. what officials are saying after the store was cleaned out in just a minuatter of minutes. and what triggered a house explosion in pennsylvania? it comes down to the warm sea surface it is. in some areas they have been record breaking especially gulf of mexico and eastern caribbean. but here is the county. also headed into apn el nino person. and when the jet stream shifts farther south, it increases wind shear and really suppressing a lot of tropical activity. in addition to that, you also tend to have fewer storms that will form in the eastern portion of the atlantic. and so traditionally in apple nine yoe year, we'll see the numbers go back down, but because of the warm ocean temperatures, noaa oiis and iin that we think that the nancy pelosi names will peek up. september 10 is peak. but really the back half of august, all of september and even creeping in to october is when we see the bulk of activity. we've already had four named storms so far this season typically don't get to the fourth named storm until mid august. so we're already slightly ahead of pace. so the two main factors here is how strong el nino sets in and how warm do the ocean temperatures remain. but the key takeaway is remember that it only takes one land falling storm for it to be an impactful season. just ahead, a smash and grab caught in on video. details on what they stole, comiming up. shwasher is full, let finish quantum clean your disishes. ♪ try finish quantntum. unbeatable cleanan. unbeatable price.
