kremlin is dragging out the war, waiting to see what happens in the 2024 u.s. presidential election. cnn's new reporting is straight ahead. and political collision course -- donald trump's legal calendar filling up just as the race for the republican nomination is heating up. after trump's third arraignment yesterday we'll show you why he hopes the supreme court can throw him a line. a major development in the gilgo beach murders investigation. police say they've identified a victim whose remains were found nearly three decades ago. we're following these stories and many more coming in right here to "cnn news central." a brazen drone attack on the black sea and a potential warning to russia's navy that more could be on the way. look at this video obtained by cnn. it appears to show a ukrainian unmanned sea drone approaching a landing ship at a russian naval base. the video shows the drone inching closer and closer until you see there, the camera cuts off, likely the moment it hits and the ship explodes. you can also see here later video of the russian ship being towed near the navy base. you see how he's leaning to one side? nick paton walsh is in zaporizhzhia for us. surprising we're getting two different narratives over what happened. one from ukraine and one from russia. what have we been able to confirm about the attack? >> reporter: yeah, look, it looks pretty clear at this stage. even russian bloggers suggesting that one compartment of a ship was indeed flooded by this explosion, that a remarkable new feat appears to have been achieved by the ukrainians. this port on the black sea, potentially hundreds of miles away from where ukraine would have had to have launched this over water surface-water drone, hitting that amphibious assault ship as it sat here in a black sea port that russia would frankly, a matter of months ago, considered to have been impregnable and far outside of ukraine's range. one russian military analyst referred to this as a quantum leap. seeing moscow's towers hit, after seeing the kremlin's stone towers hit by drones as well, we're now seeing russia's naval dock yards, places they feel they can put away their substantial navy to dock safely, now targeted. as was the bridge that runs from the crimean peninsula to the mainland hit by another ukrainian drone a matter of weeks ago. so important change here certainly in what ukraine is showing itself capable of doing. we have had at cnn a direct claim a naval ship was hit by the drone. more oblique statements from ukrainian officials about how unidentified floating on thes are to blame for this. but make no mistake, this is exactly not what vladimir putin thought he'd see at this stage of the war. >> perhaps a sign of more to come. russia claiming it fended off a drone attack at an oil storage facility in crimea. how is kyiv responding to that? >> reporter: they have suggested that something like that, diesel plant, fuel plant, would be an inevitable target. and we've seen this over the past months, boris -- strategic, careful attacks against vital parts of russian infrastructure. fuel depos, ammo depos, railroad tracks. the things they need to keep their brutal occupation here afloat. eventually it will take a toll on their capacities at the front line. not seen it just yet as far as we can tell, but soon that's likely to be much more palpable. boris? >> nick pacen walsh live in zaporizhzhia. alexei navalny has just been sentenced to 19 years in prison for creating a, quote, extremist community. he was already serving an 11 1/2 year sentence in a maximum security prison. we have nic robertson with us on this story. nic, what does this mean for navalny and the people working the appeal these sentences? >> it means he's going to be under everyone stricter guard and having an even stricter prison regime around him. the penal colonies he's been into so far have been bad, but they're going to get worse. that's where this sentence will be conservatived out. he's going to a penal colony, the sort of place that lifers normally go to, people the russian government describe at recidivists go to, where they'll have straight controls on the amount of movement he can have. we've seen him suffer in jail with lack of sleep, lack of food, being made sick by the prison authorities, any number of things to try to break his spirit and will. but we saw the exact opposite of that in courtroom today. there he was, almost nonchalantly with his arms folded. we saw at one point him turn to his lawyer and seem to make a joke. and navalny tweeted earlier in the day, he expected exactly this type of sentence. he said it would be a stalinist sentence. he thought it would be 18 years. it was 19. won't be surprised by. that he told his supporters to look at this, look at the sentence, why it's so big, not for him, but to scare them off. he's said in previous hearings, he's ready to take this punishment because he believes there can be a better russia. >> he's so frail, nick, as you look at him. he's pulling up pants that are almost falling off of him. his arms are skinny. you get a sense of how his health suffered through his deta detainment. >> and we've heard that from his daughter, from his supporters that they've send in food for him, and he gets shown the food and it gets taken away from him. he is made sick by putting other detainees, other convicts in a tiny cell with him, convicts who have got heavy colds. when his immune system is run down by having been kept awake at night by loud noise and bright lights going through the interrogations that he had to go through in the early situations, he is weaker than he was before, and this is becoming very visible. he's not even getting mental stimulation. he's not getting that contact with his lawyers or his family who's being denied writing materials, even reading materials. the physical confines of his jail as well just mitigate to try to rejuice him physically and mentally as a person. >> yeah, he's sending a loud message with his body language, though. he's casual. he's greeting the other fellow, much to the chagrin of that corrections fellow. that does not go unnoticed. nic robertson, thank you very much for the latest. jim? back here in the u.s., new cnn polling shows most americans do not believe americans should authorize more funding for ukraine. 55% now oppose it. 45% support it. this comes as cnn is learning that top u.s. and western officials are now concerned that vladimir putin is unlikely to change course in ukraine until he knows who will win the 2024 presidential election here in the u.s. they believe he's hoping president biden will lose, trump might win, which could lead to diminished american support for ukraine. cnn national security correspondent kylie atwood joins me. this is notable. seems to be this man believes he'll have an easier course in ukraine in biden is no longer president and trump is. >> that's exactly it. officials concerned he's factoring in the u.s. election, which we should note is more than a year from today, into his strategy on the battlefield in ukraine, essentially banking on the possibility that if joe biden doesn't win this election, there's a republican in office, of course potentially trump being one of those, considering he's the leading player in the primary right now, that u.s. support for ukraine is going to diminish, and that would of course benefit putin, essentially incentivizing him to drag out this war for longer. resources, of course, are a question. there isn't an intelligence assessment his mind on this, but this is what sources are saying. putin knows trump will help him, and so do the ukrainians and our european partners. so they really believe that he's going to try and drag this out to see what he can get from that election. >> putin knows trump will help him. that's remarkable. nowing i wonder, as we consider what dan freed said about how the next election year complicates things, how do ukrainians feel? do they feel the pressure they have to get things done while biden is in office? >> you talk to ukrainian officials or experts who have travelled to ukraine, what they say, the ukrainians feel even more pressure with regard to their current counteroffensive because of that looming u.s. presidential election. they know they need some sort of win or something to change the trajectory on the battlefield if they're going to change the course of how things are going over the next few months which could impact how putin approaches the next year. we should also note that u.s. officials believe that because putin is taking 2024 into consideration, they are really focused on getting that long-term support that ukraine needs. >> right, get it locked in. trump proofing the aid. and it's notable, because if you look at this map here, following last fall's counteroffensive, which gains a great deal of territory in the northeast and down here by kherson, really the battlefield has been largely stuck in police, and that's something the observer should become conscious of. kylie, thank you very much. nearly two-thirds of americans say donald trump's new indictment is serious, according to a new abc news poll. that is a bigger share than those who thought the same about his classified documents or hush money indictment. today the former president took to smeocial media to beg the supreme court to step in. quote, my political opponent hit me with a barrage of weak lawsuits which require massive amounts of time and money. the supreme court must intercede. we should point out it's not his money. it's campaign donations. jessica schneider here with us. is there a court filing in the works to get some of this sorted out by the supreme court, or is this just the former president posting on social media? >> at this point boris, it appears to be political bluster. we don't know of any legal finding. but it is possible that at some point in either of these cases, january 6th or classified documents case, the elements of the case or ultimate ruling, decision from the trial, jury itself might ultimately be appealed all the way up to the supreme court. but right now we haven't seen any indication of that. it's important to note, though, every other time that any of trump's challenges to the 2020 election, every other time they've gone up before the supreme court, the court either decided not to hear the case or rejected trump's arguments even though 3 of the 9 justices were appointed by trump. he does not have a good track record at the supreme court. it is quite possible in the coming month osar years his team will try to challenge it. >> he does have a track record of demanding loyalty from those around him, and perhaps he feels like supreme court justices fall in that realm. i wanted to ask you about trump's newest attorney john l a lauro. last night it appears he admitted trump was trying toedly the 2020 election certification. >> saying it was well within the president's rights to use his fist amendment rights to challenge the election results. what john lauro was talking about, maybe take it a step further. listen. >> president trump said let's go with option d. let's halt, pause the voting and allow the state legislatures to take one last look and make a determination as to whether or not the elections were handled fairly. that's constitutional law. that's not an issue of criminal activity. >> so this is john lauro, trump's attorney, constantly talking about, this is a free speech issue. not exactly. prosecutors are going to say this cross into conduct and criminal conduct at that, so we'll see what transpires in the coming weeks. the next hearing in this case, just a few weeks. >> jessica schneider, thank you so much. breanna? >> well, thanks for having me, breanna. yes, from what we're told this was connected through familial dna, not unlike the way the golden state killer was caught through ancestry dna. but it's fascinating how this is unfolding, because they apparently have known her identity since october of last year, which is nearly a year, and that dove tailed with the investigation into rex heuermann. so what i believe is this was a conscious decision by law enforcement to get heuermann off the street first, lock him up, secure him, and then make this announcement so that it would not be a distraction or perhaps even spook heuermann. >> they have not linked this particular victim to rex heuermann, who has been arrested for murder of three of the gilgo four. could this be him? when would a serial killer of the ilk of the island serial killer start killing? what age generally do they their first killings? >> well, it could be a perfect fit, breanna, because serial killers typically begin in their early to mid 20s. he's 59, so it would have been a -- the perfect time, really, with the profile of a serial killer like this. and this body is the first one that went missing in '96 and the first one to be there on gilgo beach. so she was the earliest. and i have a theory that -- a plausible theory on how this could have evolved. because the earliest bodies, the ones discovered in april of 2011, many of them are dismembered, and actually had parts left elsewhere, just like her. if you're a serial killer and over time realize dismemberment is a lot of work, it's a problem, and you know what? i don't need to do it because these bodies weren't found. i could see how that serial killer could evolve and ultimately wrap his victims in burlap and leave them on the beach some that could be consistent with a serial killer who evolved over time. >> not weird for the m.o. to evolve, which is a question i had for you there. i think this all comes down to, there are so many more bodies besides the women whose murders recommendation heuermann has been charged, and it comes down to families and members of the public, scott, wanting to know if there's someone else out there responsible for this. are these convinced? are they feeling confident the person responsible for this is already behind bars? >> well, brianna, such a good question. this has so many tentacles to it. we don't know what law enforcement discovered over the last couple weeks in his house. does it link him to any of these other bodies? does it link him to bodies that haven't been discovered yet? these will all unknowns. but i believe that he is responsible for some of the other bodies that were found there on gilgo beach. certainly number four. i'm just waiting for the shoe to drop there, so to speak. i think he's going to be charged with that very soon. >> maureen brainard barnes. >> yes, exactly. i think it's very possible he's responsible for some if not all of the other bodies on gilgo beach. >> scott bond, thank you so much. really appreciate your time today. >> thank you, the brianna. >> jim? >> well, it's certainly the implication of doing this additional sentence on what were essentially incredibly trumped up charges that, you know, he had opposed the war in ukraine, that he had participated in joining organizations that the state didn't approve of. i mean, there were just clear freedom of speech issues, which doesn't take you very far in rush. but i think what is really notable about this, jim, is two things. first of all, even in the old days of the soviet union, this would have been an extraordinarily long sentence for a dissident and tells you how much putin wants to keep all dissent off of most communication lines. but the second is, this comes after putin has been through the whole uprising and, he's now being pressed by dissidents on the left and critics on the right, who think he isn't conducting the war well enough. >> right. cnn's new reporting is putin is going to wait out the u.s. election cycle, that he hopes he gets a better president of the u.s. after 2024. perhaps trump, who happens to be leading in the republican polls, as you know. what's the reaction, then -- first of all, do you believe that? do you find that? what does that say about trump's claims repeated that he's tough on russia? >> well, on the first part, jim, you and i have both been around when we have heard u.s. officials speculate -- i don't think they have any particular intelligence on this -- that putin's waiting this out. because the two leading candidates for the republican nomination, both former president trump and ron desantis, have both said they don't think the united states should be involved in the war in ukraine. so if they get elected, the problem goes away. if you think that putin only has three ways to win this war -- a crack in the nato alliance, the ukrainians running out of ammunition, or president trump or governor desantis getting elected and pulling the u.s. out, then it would make perfect sense for him to keep a low-level war going through the end of 2024. >> there's been some effort it seems to, quote/unquote, trump proof u.s. military aid to ukraine work bipartisan support in congress, to lock it in regardless of the outcome in 2024. is that doable? (soft music) you know, people always ask me, "kevin, what does being the ceo of cashbacking mean to you?" it means cashbacking every opportunity. did you cashback on this? like i wouldn't cashback? cashbacking by the basket, i see you. ugh. i dreamt you didn't cashback this flight. oh good. if you're buying it, flying it, or wining n' dining it, then you gotta be cashbacking it. come on now. cashback on everything you buy with chase freedom unlimited with no annual fee. how do you cashback? chase. make more of what's yours. it is finally starting to cool down, at least in the jobs market. the latest jobs report out this morning shows the u.s. added 187,000 jobs in july, slightly lower than the 200,000 that economists predicted. and the unemployment rate inches down to 3.5% from 3.6. president biden is claiming these numbers are part of a winning formula he calls bidenomics. here was the vice president in the last hour. >> since we took office, we have created more than 13 million new jobs. in two and a half years, we have created more jobs, more new jobs, than any other administration has created in four. >> let's talk the numbers and more with chief economist for moody's analystics. thanks so much for sharing part of your afternoon with us. this jobs report seem to show the fed is threading the needle here. the job market appears to be cooling, inflation cooling. what does that mean for a potential rate hike? >> you're right, boris, it was a near perfect report. the fed is threading the needle. they're raising rates high enough, fast enough to slow growth, quell inflation, get it back in the bot, but not raise rates so far, so far that it undermines the economy. it's a pretty tricky thing to do, and historically they haven't done it very often. they seem to be pulling it off now. things are sticking roughly to script. we are going to see continued slowing in growth and i think inflation will continue to come in. i think the fed's job is done here. i don't think they need to raise rates any further from where they are today. they're still very high, but i think this is as high as they're going to get. >> the highest they have been in 20 plus years. the markets seem to be responding well. the dow up roughly 210 points. another aspect of this report that stood out to me, the fact that wage growth is up moving 4.4% in the last year. what do you make of that? >> from the fed's perspective, that's the one blemish in the report. they're desperately trying to get inflation back to hair 2% target. if you do a little bit of arithmetic they're hoping wage growth back to 3.5%. the wage growth is still a little on the hot side, little strong, so i think they'd like to see that come in a little more here over the course of the next few months. but i think they will. all the friend lines look like that's happening. job growth is slowing. there is an easing up in the labor market. businesses aren't laying off workers. that's great. that's why we're not going to have a recession. but they are pulling back on hiring. the other thing we're seeing is people aren't quitting their jobs at the same rate they were a year ago, and that will also cool off wage growth, because people get bigger pay increases when they switch jobs. things are coming together but still on the hot side for them. >> mark, i also wanted to ask you about the u.s. credit rating being downgraded by fitch, while moody's is keeping it at an aaa rating. why that discrepancy? >> well, i'm not going to comment on the ratings, but i will say i think global investors think the u.s. treasury debt is aaa. if push comes to shove, if anything is going off the rails in the global economy, even if they're going off the rails here in the united states of america, money comes flowing in the united states because global investors know that is money good, that they're going to be able to get their money back when they need it and they're going to get paid principle interest when it's owed. i think investors are telling us clearly, no matter what the ratings are, they think the u.s. is still the aaa credit on the planet. >> still a solid investment, fortunately. thanks for the perspective. appreciate it. >> sure thing. >> jim? back to the negotiating table. for the first time in weeks, hollywood studios are set to sit down with striking writers today. could there be a breakthrough? plus, new polling on weight loss drugs in the u.s. and how many adults are interested in trying them. we're going to break down the numbers and some of the significant side effects you should be aware of. that's next. don't cha wish your phonone was fun like this? ♪ don't cha wish your phone was fun like this? ♪ don't cha a wish your phone looked more like this? what, we have a ton of mulch. first florida stripped down african american a.p. studies and, now a.p. psychology courses could be axed. the college board, which overseas advanced placement courses is telling schools not to offer a.p. psychology after the state reportedly told its school districts to exclude content on sexual orientation and gender identity, saying it's illegal under state law. joinings now, arthur evans the, ceo of the american psychological association. your organization issued a statement in support of the college board decision. explain your concern here. >> we did. we issued that support for the college board because psychology is a science of people. it's about understanding how people think, how we feel, why we do the things we do, and we believe strongly that any course, particularly an advanced course in psychology has to include information about sexual orientation, gender identity, because they are part of the human experience. >> is this topic of gender identity, is this something that could easily -- is that like a chapter you could skip, or is this something that permeates different parts of the curriculum and actually would be very hard to skip over? >> well, it's both. the issue here is that human sexual ass sexuality is such a basic part of who we are, and to say that basic information cannot be discussed in a course that is helping students to understand people, understand differences, understand differences in how we think and behave just is not acceptable from our standpoint. >> so, i'm thinking -- i'm a former psych major myself. if i'm a student in florida who is interested in psychology and pursuing that in college and wants to take an a.p. psychology course, what about taking it the way florida's going to teach it we want to teach a course in mathematics, but we will leave out division. the course it does not have integrity when you take out pieces that experts from the field, and including teachers, have said this is content that is important to understand this discipline, to understand the science behind how people think and act and so forth. so, i think the other thing to note here is this content has been in the ap course that is taught around the country over 300,000 students take that course each year. in the state of florida, 28,000 students take that and have been taking that course and taking the exam, and this is information that has been there since 2014. so, the state of florida has embraced those standards and had incorporated them and had -- we are not quite clear why at this point this important content is being excluded. we hope to's -- the state will reverse their decision because we want them to have access to this information and to be able to take this course. >> to use it is having a ripple effect through college and the profession of psychology? >> well, we hope not. you know, that is why we hope the state will reverse its decision. you know, ap psychology is one of the most popular courses and psychology, as a course, is usually one of the top two or three courses on college campuses. it is a very popular, it is a very popular topic and it is the foundation for many other disciplines or it is a good foundation for many other disciplines. people major in psychology and they go into law and medicine and the social work and other important areas. people believe that that foundation that they get and understand is so foundational to so many other areas and that is the reason why we real -- really feel strongly if we will have a course that has integrity, it has to include all of humanity. we cannot erase certain groups and say we are teaching a legitimate course in psychology. >> i found it very helpful in journalism. day to day, doctor arthur evans, thank you for being with us. we really appreciate your time. >> thank you. >> 4th?
