manhunt through lee three state. >> they are in custody. >> reporter: and the sheriff detailing what happened when u.s. marshals captured corrections officer vicky white and inmate casey white. this truck and casey white spotted in everyansville. >> after the vehicle was located, we at least knew that they may have been in our area but i couldn't believe that they had remained here. >> reporter: monday u.s. marshals found them in a hotel in everyansville. and they fled, casey white driving. u.s. marshals pinned their car, they ended up in a ditch. casey white surrendered, but vicky white had a self-inflicted gunshot wound to the head. she died from the injuries monday night. >> this is a small agency, we're like family. some of these younger deputdepu she was like a mother figure to them and i know that they will take it hard. >> reporter: the sheriff says casey white will be brought back tole b alabama for his arraignm. >> he's not getting out again. >> reporter: and district attorney is focused on the families. casey white set to stand trial for capital murder charges related to ridgeway's death this summer and the district attorney says that his office will be ready. >> after finally being able to indict him for her murder of having this twist and turn in that case, it has to be devastating to them. so we look forward to bringing him to justice. >> reporter: nadia romero, cnn, lauderdale county, alabama. >> still a major question remains unanswered, why? why would a corrections officer with 20 years in law enforcement help an inmate escape? listen to her boss. >> you don't know who you can trust. i had every bit of trust in vicky white. she has been an exemplary employee. what in the world prompted her to pull a stunt like this, i don't think. i don't know if we'll ever know. >> joining us now, chief of corrections for the seminole county, florida sheriff office. so nice to have you to help us break this down. how in the world does this happen? a corrections officer could find herself in a high speed chase with an inmate? is this manipulation, is this love, something in between? >> good morning and thanks for having me. yes, it is something in between. inmates are very clever and they work on staff to get them do what they want the staff member to do. so my guess is that this probably started, this was a romance that began a couple years ago, it started small with maybe casey white, inmate white, giving compliments to the deputy. and then slowly asking her for small favors and eventually they established a relationship. and here is what always happens is the staff member thinks that they are the exception to the rule. they know the relationship with the inmate is wrong, it is improper, it is unprofessional, but they always think that they are the exception to the rule and i think that is what happened in this case. it is an american tragedy. >> she sold her house, she had thousands of dollars in cash, she announced that she was going to retire. she had a plan here, apparently a car waiting at some point, she had -- some of these reports that she had gone shopping for men's clothing. so there was a plan here. just remarkable to think that law enforcement professional could be manipulated like that. >> they watch everything we do in this profession. so inmates watch us, they listen to casual conversations that we might have within ear shot of them. they gather that information and then when the opportunity arises, they pounce on it. and i'm guessing that that is what happened in this case. my thoughts and prayers go out to her family and to her colleagues who work in this very hono honorable profession. >> and take a look at what an official told anderson cooper last night. >> we got casey white out, uniquely announced that his wife had shot herself in the head and that he didn't do it. >> does that strike you as odd, first thing out of his mouth is i didn't do it? >> well, this plan today is basically steps that the administration has already taken but now refocused on frame the issue on inflation. there is an issue that has dogged this administration for months and the president is tugging down on his approval numbers and the white house is looking for a winning message here. a white house official says that the president will talk about the ways that he has tried to lower energy costs, putin's price hike is something that they call it by releasing 1 million barrels of oil a day from the strategic reserve, he will talk about lowering costs of everyday goods that americans have witnessed the prices sky rocket, and he will talk about his proposal to increase taxes on the wealthiest americans and on corporations. and i think something potentially as important as the steps that he will outline today is really the countermessaging that he will take against what he is calling maga republicans fors last few days and weeks. and they say that he will look to counter a proposal by florida senator rick scott that the white house says will raise taxes on about 75 million americans across the country. and now the white house has said continuous will i that republicans have really weaponized the issue of inflation despite the fact that republican policies are materially reduced prices for americans over time. so this is going to be an important speech today not only for the president to speak directly to the american people telling them, look, we are working for you here, but also really trying to test out the messaging as midterms come closer and closer and closer. >> all right. thanks so much, jasmine. want to bring in our economic analyst and columnist at the financial times and author of the 00 book "don't be evil." the white house has taken unprecedented steps so far. what more can they do? >> you know, it is a great question. and i'm not sure that there is much more that they can do. it is true that lot of inflationary pressure is coming from outside the country. the war in ukraine is absolutely a factor. supply chain issues are a factor. we forget that lot of china still locked down from covid. these pressures that the president really can't impact. stimulus and covid did add some heat to the economy. but the biggest issue, and we've talked about this so many times, is the fed. you know, we're coming off of the back of an unprecedented money dump the last decade plus. and, you know, low rates up until recently. and just yesterday of course the fed warned that higher inflation and rate hikes that they are going to have to do to combat it are going to potentially destabilize the market. so it is a tricky environment for the president in that that he is battling long term issues, many of which he doesn't have a lot of control over. >> yeah, sort of compiling a list of what economists and market watchers say that we can do. drop the china tariffs for example or cut them, potentially you could temporarily have the jones act, you could have a federal tax holiday, you could raise immigration for example to fix a real worker shortage. i mean, you could also have congress address the lack of affordable housing. there are actual real policies that will take washington doing its job to fix some of these things longer term, but i don't hear those conversations. >> well, these are all great points. and i would agree with you that there are things that could be done. but almost everything that you are mentioning there with the exception prog exception plans of somplans of issues around oelil and tariffs. i think that you lose leverage in negotiations with china long term. and i hope that in his speech today biden said to the american people as well as talking about the problems in supply chains and the war, that he says we've had a decade plus of easy money, that we have to get inflation down, the fed has to act. yes, there will be pain. i think that it is important that the president say the truth to the american people, but it would be unfair i think of us to put the blame for all this on the administration. i don't see it that way. >> yeah, it is a midterm election year so there will be blame being put unfairly all over the place because that is the way the game works. more than a year of gains wiped out in the s&p 500, market stress signals are high, that was a warning from a ubs strategist this week. and deutsche bank said that we live in the most hard to predict macroeconomic times in decades. and i would agree. i wonder if the bill has come due for all that you just mentioned and stock market investors are seeing an adjustment to this reality? >> 100%. you know, the fed is warning about just that. and this is a big deal for the fed to say, you know, hey investors, we may see a big correction and it may be unpred unpredictable. trading conditions will be worse than they have been. you know, in some time. and i think that we are getting ready to pay the very large bill not just post-2008, post-great financial crisis, but if he look at the last 40 years, we've never -- with a couple of exceptions -- never been in a period in which interest rates will probably be rising if for some time and a inflation will be with us for some time. so we have a enj race of people generation of people who have never seen markets like this. so buckle up. >> so let's bring to the worker and down to the typical american. because we've laid out a whole bunch of things that none of us can control quite frankly. and i think it is important to point out the stock market is not the economy and the stock market is not necessarily what is happening on main street. fact is, wages are rising, so are your grocery bills and gas bills. we still have a shortage of health care workers. we still have a shortage of child care workers. tell me what is the state right now of the typical american? >> great point. glad you raised it. it is funny too because sometimes what happens on wall street is actually inverse of what is happening on main street. yeah, stocks have been way up in the last few years, but many people haven't felt very secure, they haven't felt a recovery. yes, wages are rising. that is the really good news. and there is still a red hot labor market, we just saw that last week with figures that came in, that is part of the inflation story of course. but it is a balancing act, right? >> reporter: president putin certainly didn't reveal his hand on monday, but his troops are pummelling odesa missile strikes from ships and as well as submarines. and what you are looking at is the impact of those strikes have been. impacts that some witnesses say were felt 25 miles away. and what officials have been telling us that they hit not only a shopping mall that luckily was not open at the time, but they also hit two hotels in odesa. we've been hearing from authorities that one person has died and several others have been injured. and as they were pounding odesa, we've seen also the european council president really having a tour of odesa with the ukrainian prime minister. in fact the ukrainian prime minister tweeted out a photo of the fact that they had to shelter, they had to bunker from the strikes as they toured the city. so this is happening, increasing hostility in odesa in the last 24 to 48 hours or so. and if i stay in the south but go slightly southeast to mariupol, if you remember, soldiers there pretty much still holding their ground despite the fact that ukraine says that russian forces are trying to mount an attack. and we have learned in the last few minutes from ukrainian officials that about 100 or so civilians are still thought to be inside, they are thought to be men. remember over the weekend women, children and elderly were evacuated. but we're hearing that 100 are still inside. and the soldiers roughly 600 or so, many of them wounded, still holding their ground even planting a ukrainian flag on top of the asszovstal steel plant. >> thank you for your reporting. and president biden signing a bill aimed at speeding aid to ukraine. it passed with bipartisan support. and the president reiterated the importance of supporting ukraine despite the expense. >> the atrocities that the russians are engaging in are just beyond the pale. and cost of the fight is not cheap. but caving to aggression is even more costly. >> the president is also calling on congress to pass the nearly $40 billion aid bill immediately. existing aid set to run out in about 10 days. and president biden is warning top national security officials that the leaks about u.s. intel sharing with ukraine have got to stop. >> the president was displeased with the leaks. his view was that it was an overstatement of our role and inaccurate statement and also ynd st understatement of 9 ukthe ukrainian's role and he did not feel that they were instructive. >> and nic robertson is live for us. just last week the white house denied providing direct intel to help ukrainians target and kill russian generals. they pushed back on that reporting. and depend you hear jen psaki pushing back down playing the role of the u.s. why? >> reporter: no doubt that the intelligence of the united states can provide to the ukraine, the intelligence of what russia is doing over the horizon address out of sight of the ukrainian forces are potentially beyond their technological k5i7 abcapability they could see for themselves could be devivisive in terms of targeting tanks and clusters of forces that are getting ready to launch in advance. all those sorts of things. the things that we saw around kyiv, long lines of stranded russian standing tanks on the r became easy targets. and for the united states though to openly say that it is providing that information that is having strategic -- that is inflicting strategic losses on russia such as key battleships and key generals, the risk would be that it could trigger russia to escalate not only against ukrainian targets, but potentially more overtly against the united states or nato partners. and that would be the concern. that information about precisely what intelligence is provided is on a very close hold. and the president there clearly appears to be concerned that anyway that it leaks out could undermine the position that -- the careful position the united states and nato is taking in this fight at the moment. >> and president biden said off camera monday that he is concerned that vladimir putin can't find a way out of his war on ukraine. can't find a way out. what is the significance of that? >> reporter: it is significant that the president thinks that. also significant that putin doesn't appear to be looking for an exit at the moment. but yesterday in his speech he seemed to set limited bounds for what he wants to achieve at least for the russian population telling them that he does want to take odessa, at least along -- all the way along the black seacoast. but president putin is so tied to the narrative of the war, so tied to the war, it is his war, if he appears to lose the fight, then he could lose his position of power in russia. and that is the position that he is in right now, his forces aren't making significant gains. how is he going to sell this and how is he going to back out of this particularly if ukrainian forces can make gains and push russia off territory that it is take being controlling. b big questions. but the war not achieving the goals that he wants to achieve and not an easy way out for him to come out of it as if he is successor and victor and smart strategic thinker. his own political leadership and power in the country is at stake and that is why it appears that president biden is saying that he is struggling to find a way out. but does it mean that president biden thinks that putin actually is looking for a way out? talk to your doctor and say yess to linzess. learn how abbvie and ironwood could help you save on linzess. u.s. senate passed a bipartisan bill on monday expanding security for family members of supreme court justices after recent protests outside some justices' homes. abortion rights supporters marched to the homes of justices john roberts, brett kavanaugh and sam alito after the leaked draft indicated that roe v. wade could be overturned. and the u.s. marshal said that it was helping to respond to increased security concerns. and mitch mcconnell is using his perch to criticize democrats for forcing a vote this week to shore up abortion rights. >> schumer wants the senate to vote again on a bill that would legalize abortion on demand. their bill is written to protect abortionists rather than mothers. >> the bill isn't about abortion on demand and the bill doesn't contemplate abortion through all nine months. that is what is known as a straw man. it is about codifying roe v. wade something democrats see as urgent perhaps even more sore after mcconnell said that national ban was possible if democrats pick up seats in the upcoming elections. and even his own party is throwing cold water on it. and joining me is zachary wolf, senior politics writer. let's start with some simple math. a national ban on abortion would require 60 votes to overcome a filibuster. mcconnell doesn't have the 60 votes. but he is saying that he would never blow up the filibuster to get it done if the republicans took back the senate. so what is it? >> well, this is mitch mcconnell, so we have to kind of look at what he is saying and then look at what he is doing. and we also need to remember that the person who blew up the filibuster for streaupreme cour justices was mitch mcconnell. so while he is saying that he would always protect the filibuster, he has done more to undermine it. and i think that we have to assume that there aren't the votes for blow up the filibuster. democrats have tried do it, they were unable, republicans will be even more unwilling to do it. and we also have to look at the votes themselves. it doesn't look like that there are 50 votes for the democrats proposal to codify roe v. wade into law. and by the same token because there are several republicans who describe themselves as pro-choice, there aren't the votes, 50 votes, to do the opposite. to put a nationwide ban. so i think that we're stuck where we are at least for now. >> and that seems to be where we are, sort of stuck between a rock and a hard place for both sides. it is interesting though that mcconnell's colleagues distance themselves pretty quickly from his talk about a national ban. and i wonder if your sense is that they know this isn't a winning issue for them in the midterms even though abortion has certainly been and an mating issue for the conservative base. polling shows that the economy is still top of mind for people issue for the conservative base. polling shows that the economy is still top of mind for people. even those who identified as pro-choice. >> yes, even those who voted for the democrats in the past who are worried about the economy. so if they start talking about abortion, they will get the people who support banning abortion already support that for the most part i think republicans. so they need to find people in the middle. and if all they are talking about abortion, they are not going to get those people. >> talk to me about what is going on with senator susan collins. she says that she supports abortion rights. she has historically but she doesn't want to sign on to the democratic bill shoring up roe v. wade, essentially codifying roe's pre-viability rules on constitutional rights for abortion. what do you understand her concern to be and if it is just this issue about catholic hospitals providing abortions and she doesn't want to make catholic hospitals have to provide abortions? why not just have a carve jout r that? >> that is a good question. democrats could easily put a carveout for that into their bill. they don't want to do that. collins doesn't want to, you know, bend at all. she has her own proposal that is a little bit more general with senator lisa murkowski the other republican who supports abortion rights. so nobody is willing to bend here which means that we'll just have another vote like we did back in february. collins describes herself as pro-choice and she voted for these two supreme court justices who now appear likely to overturn roe v. wade and she describes herself as pro-choice but she doesn't want to support the pro-choice move in the senate. so a lot of people want to describe themselves as what they are, but what they actually do is vote to essentially not do that. and so i think we all need to pay attention to that. >> if you think that you have been lied to by these justices and that they have actually reversed their position, it is curious that you wouldn't want to find some way do something about that. zachary wolf, thank you. and just ahead, how the hunt ended for a former prison guard and the accused killer that she helped escape. and why journalists are trying to get a secret look at court documents involving mark meadows.
