allow it to happen. we're not attacking russia. we are helping ukraine defend itself against russian aggression. just as putin chose to launch this brutal invasion, he could make the choice to end this brutal invasion. >> russian president vladimir putin may be trying to dig in like a, quote, cancerous growth within ukraine. on the ground, ukrainians are reported their towns are being bombarded in kharkiv, donetsk and luhansk. the u.s. assesses roeurb is making slow and uneven progress in the east. russia appears to waoeub out the identity on in the city of kherson, appointing their own officials to city council. according to a local ukrainian councilman, replacing local currency with the ruble and threatening ukrainian teachers. cnn's anderson cooper joins us from kyiv, ukraine. anderson, we know the secretary-general of the united nations was just there meeting in kyiv right where you are with president zelenskyy. and we heard about large explosions there. so what's happening on the ground? >> reporter: yeah, alyson. the enemy fired on kyiv. there were two hits in one district. he added all services are working on the scene and information about casualties is being clarified. that is a direct quote from the mayor. president zelenskyy just wrapped up a meeting with the u.n. secretary-general. gutierrez, met with vladimir putin yesterday -- or two days ago. he toured bucha today and said it is the epicenter of heartache and pain. tkpwaou tear res said the meeting was useful. then he made it clear it is only russia that can stop this war. >> we will end when the russian federation decides to end it. >> reporter: i want to bring in cnn's matt rivers with me in kyiv. we just heard explosions a couple miles from here. >> not that far away. we could see the smoke from the hotel. as is always the case gu to the martial law that ukraine is already right now. ukraine said it could help better target strikes and get information about what they hit. what we said is what we said off the top is what the mayor of kyiv said. he talked about two different strikes happening in a district in kyiv. this district is in the city. this is something that people here -- you've been out on the streets the last couple of days. people have been kind of living their life, going about their business. yet it does strike through that maybe temporary sense of calm when you do see -- you hear the explosions, see the black smoke. it is in a district that isn't that far outside the center part of kyiv. this is something we will be looking at quite closely, see what was hit. it was just about 10 days ago a suburb of kyiv was hit by a cruise missile strike in brovary. the vast majority we are seeing in both the south and the eastern parts. . >> the strikes continue with high-level delegations that have come. you had secretary austin coming here, along with secretary of state blinken, leaving on a train and then train lines were hit in the west. u.s. secretary-general here today. and then these explosions. . >> it sends a message, doesn't it? they know they are here going to a place like bucha. they know he is staying in and around central kyiv. he is not staying in a suburb somewhere. if this strike is to be confirmed from the russians, and we are still getting that information, that is sending a message. lloyd austin goes through a train station. a few hours later the russians hit it with a mission. it makes you wonder if the mission very specifically right now is to try to get the humanitarian corridors open. he just came from russia. now he is here. there is a explosion while he's here. it makes you wonder what the prospects are for success for him >> matt rivers, appreciate it. sam kiley joins me from eastern ukraine. sam, what are you seeing there? >> reporter: well, anderson, here, again, we have seen surface-to-air missiles, an attempt to shoot down something. it's dusk here. part of the ongoing process of the ukrainians trying to defend themselves against what the russians are calling their second phase. now, in the last 24 hours, the town of robisnia, 20 miles north, fell to the russians. they are close to another town, of donetsk. so what we are seeing across the board here is increasing pressure. which i have to say the local authorities here think this is just the beginning of what they anticipate will be a much more energetic russian attempt to try to squeeze into this enclave effectively of government-held territory, perhaps driving north of izium. anderson. . >> officials in mariupol are warning maybe thousands of bodies have remained uncollected. are you hearing anything else from mariupol? >> this was a statement put out by the administration in exile from mariupol. they have very good connections. there are still believed to be 100,000 people now living under russian tutelage with civilians and a few hundred soldiers holding out in the steel works on the edge of the city. but mariupol is a city that certainly for more than a month has had no running water, has been almost completely destroyed, food supplies very limited. and health authorities are now warning that the raising in temperature. it is now frequently hitting 20 degrees sent grade in mariupol. that means bugs, infections, viruses, bacteria can all grow and flourish as the temperatures increase on an under vulnerable population. this is not a population that has literally any fat on the bones. they do not have the capability to deal with any kind of infection. there are no medical facilities other than what the russian occupiers will be bringing in. very, very limited access to food. no access to medications. no clean running water. inevitably they are warning already of bacterial infections and the very real danger of cholera breakout. if it breaks out in a vulnerable population like that, we have seen this over the world over many years, it can be a devastating and rapid effect, anderson. . >> sam kiley. appreciate it. thank you. >> president biden called on congress to give $33 billion more in financial aid to ukraine and warned on the threat of nuclear war. . >> no one should be making idle comments about the use of nuclear weapons or the possibility to use them. it's irresponsible. >> reporter: cnn's kaitlan collins at the white house. what's in it? >> reporter: it's massive, anderson. it is double the last package that congress approved to go to ukraine last month. that one is $14 billion. now we are talking $33 billion that president biden is asking congress for. when you look at what's inside this package, it's over $20 billion for military assistance. that's the weaponry, the ammunition we have seen flowing to ukraine the last several months. they want over $20 billion more of that. $8.5 million for economic assistance. that's to help keep the ukrainian government running, help keep it functioning. and $3 billion for humanitarian assistance, food cuter, people who are still there in ukraine, as sam was so noting, desperately need all the help they can get. it is not clear what will happen on capitol hill. yes, there is a lot of support on capitol hill for ukraine. but there have been deep disagreements over covid-19 funding, immigration. it remains to be seen if this is something that gets tied up in that. that is something congress will have to deal with. though president biden is calling on them to pass it and pass it quickly. the way they envision this playing out is $33 billion would be enough to last ukraine for the next five months. depending off these russian forces that would run through the end of the fiscal year here of course in the united states. so it remains to be seen what happens after that. but it does show they do believe this war is going to go on at least five more months. ukraine needs $33 billion to help continue depending off these russian forces. over $20 billion in weaponry. and so we should note this came when president biden was talking about this today, talking about how the cost of this fight is not going to be cheap. but he noted that the cost of inaction is much higher than this, of letting russia do what it's doing. also he noted, the ukrainians are the ones paying the real price here because they are paying with their lives >> yeah. kaitlan collins at the white house. thanks so much. alyson, let's go back to you. anderson, stay safe. come back to us if you hear any more explosions and we will check back. for the first time in two years, american trevor reed is pack on u.s. soil. overnight, the former marine was reunited with his mother and father. he was released in exchange for a russian national convicted of directing smuggling. so, what went on behind the scenes to get to this point? let's bring in the u.s. ambassador to russia, ambassador john sullivan. mr. ambassador, thank you so much for your time and for being here. just walk us through the negotiations and what it took to get trevor reed back home. >> well, thanks, alyson. it's great to be with you today. yeah, it's a joyous day for the reed family, the u.s. government, for me, and all americans. trevor was freed. he was quicked years ago of a crime he didn't commit. as you know, he has been released. this is a matter that we have been in discussion, his case, along with other americans who have been detained here. principally kwhaoe hand and now others who have been detained recently. i have been in conversations with the russian government for years over those cases. the talks have ebbed and flowed over time as the interest in the russian government and pursuing a release for these americans has gone up and down. so in recent weeks in particular, because of a deterioration we saw in trevor's health, we have been engaged with the russian government on his release. so those discussions ultimately culminated, as you noted in the decision by president biden to commute the sentence of a russian criminal who had been in u.s. prisons for a very long period of time serving a narcotics sentence. and that trade was executed on wednesday. . >> you brought up the other americans, brittany griner is obviously still there. and paul whelan. cnn obtained a statement that paul whelan gave yesterday. he said why was i left behind? while i am pleased trevor is home with his family, i have been held on a fictitious charge of espionage for 40 months. the world knows this charge was fabricated. why hasn't more been done for my release. . >> i have been advocating for his release publicly and in negotiations with the russian government since before i got here as ambassador. when i was deputy secretary of state. when paul was originally arrested back in december of 2018. i've said that since i arrived here as ambassador in january of 2020 we have no higher priority, and president biden has no higher priority, than the release of all americans who are wrongfully detained here. this is just one step, alyson, this case, trevor's case is just one step. i've never relented in my advocacy for paul in an engagement with the russian government for paul's release. and my hope and expectation is that we will ultimately see that lead to success with paul's release. he should be home in michigan with his family, with his elderly parents. and i have no higher priority. there are any number of americans here. you mentioned one quite prominent american, wonderful american, hugely talented, two-time olympic gold medalist be brittany griner, arrested two months ago. and others who are not as well-known as brittany. each and every one of them is of great concern to me. i'm happy today that trevor is released. but i'm focused even more so on working on paul's release, brittany's case and the other americans. . >> mr. ambassador, i know that you've described u.s./russian relations as bad, quote, as bad as they've ever been. is this because of the war in ukraine or something that predates it? . >> it has driven into the depths. i have previously in interviews referred to the deepest point in the ocean in the pacific, mariana. we are at a low. i'm not sure it's the deepest ever in u.s./soviet relations. you know, the cuban missile crisis comes to mind. but it's about as bad as it could be. it was bad to begin with. u.s./russian relations were bad when i arrived here in january of 2020. they have just gotten worse, spiraled down word since then. and now they have reached a point where we have very little engagement with the russian government. i speak to the russian government about our detained americans here, those unjustly detained, paul whelan, brittany griner, the others. and the functioning of our embassy, keeping it open so i can continue to have those conversations. but there is very little else. it is not business as usual. and business as usual before february 24th was very little business to begin with. . >> the u.n. secretary-general just told anderson cooper, this war will not end with meetings. it will end when russia decides to end it. what do you think will get vladimir putin to end this war? >> reporter: well, first, i couldn't agree more with the secretary-general more. this war started with a decision by president putin. it will end with a decision by president putin. this is a war of choice by one man, by one government, an aggressive war of choice where we have seen horrific atrocities committed on a sovereign country led by a democratically elected government. and the strategy the biden administration pursued with our allies and partners is, first, to provide enormous support in humanitarian assistance, development assistance, direct financial support to the ukrainian government. that's first. second, to impose enormous costs, extraordinary costs, financial sanctions, export controls, airspace closures, port closures on the russian government. finally, bolstering the security of nato, reaffirming, recommitting each and every nato member to our commitments to each other in strengthening the eastern flank of nato. but ultimately i agree with the secretary-general. this will ultimately be, ultimately have to be a decision by president putin. we're going to do all we can to make sure that decision is a strategic defeat for him and his government and not a victim for him in ukraine. as you know, there is a "spectre" of nuclear war that hangs all over this. the russians keep bringing it up and not totally putting it off the table. are there diplomatic efforts to keep the russians from considering that option? >> well, alyson, i couldn't agree with you more. this receipt ihetoricrhetoric, seen escalate in a dramatically irresponsible way recently, isn't new. the senior russian leaders have brought up to me in discussions i've had with them about ukraine, security in europe, a conversation that has begun as a discussion about what in the past were issues related to ukraine, for example, you may recall the minsk agreements, trying to find a path forward for a political solution in ukraine. that conversation would spiral with the introduction by the russian government of statements saying that if the united states, nato continued to support the genocidal nazis in ukraine, it could lead to nuclear confrontation, referencing the cuban missile crisis. my reaction on the other side of the table is astonishment. we have gone from 0 to 60 on the minsk agreements to nuclear war. unfortunately what we have seen at the most senior levels of the u.s. government, an escalation of that rhetoric. what have we done in response? . >> it's somewhere in the middle of don't worry about recession and we just had the worst economic report in two years. look, we were still seeing a little bit of a pickup in consumer spending from that reopening, you know, last year. everybody went out and bought things, went traveling. so we're still seeing that follow through the numbers. at the same time, inflation is starting to bite. it's making our exports more expensive. it's making imports more expensive. a lot of technical stuff going on here. what people need to pay attention to, and frankly what i hope policymakers pay attention to, inflation is starting to make people think about nondiscretionary purchases. we have to fuel our cars, go to the grocery store, but we don't necessarily have to go on vacation or buy gadgets or go out shopping for a new outfit. that's the kind of thing i'm watching. i am seeing people start to cut back on those things. >> you are seeing people pump the brakes? . >> that's right. used cars have been outselling new cars. and i phones. i'll be watching vacation time in the summer very closely. are they traveling, flying, driving, where are they going. if consumers start to cut back responding, that hurts companies. if companies start to feel the pinch, then the stock market could correct. and then that could have a hit on people's feeling about their own wealth and then start to snowball, well, okay, i'll really slam on the brakes with my own spending. that is the chicken and egg. >> can president biden do anything that he is not doing right now? >> that's a great question. no. i have to say i think this administration has been correct in most of their policy decisions. they threw a lot of stimulus at the economy during the pandemic. we needed it. the things that are causing inflation right now have been with us a long time. we have had 10 years of easy monetary policy. more than 10 years. we have a war, supply chain f fia fiascos. we should buckle up for more volatility in the next several months >> look at inflation where we are. food is up 8.8%. energy is up 32% here. and so the consumer spending factor plays into that. they both affect each other. . >> absolutely. if you think about it, how much of your budget is going to just heat your home, put gas in your car or buy food in the grocery. i go to the grocery now and i really notice prices have gone up. so that means you have less money to spend on other things. maybe you cut back on discretionary you items. and, and, and, right? >> yeah. it is pretty low. will pediatricians have a hard time persuading parents to accept those kinds of numbers. we know it is under 30%. so we may be looking at one-fourth or one-fifth of parents would accept the vaccine for under 5s. we don't know that. we'll have to see. an important issue i'm thinking about so far for pfizer, biontech and moderna, it has been a three or four-dose vaccine. pfizer has requested a third for the 5 to 11-year-olds. that seems to be the direction we're heading. in my mind the big question is do we authorize it now or wait until we have third dose data? moderna on the press release indicates they are looking at third dose taught. and i think the fda will consult its advisory committee along those lines. >> in terms of persuading parents to get their individuals vaccinated, one of the arguments that i keep hearing over and over is we have so many people exposed to covid and surely there must be so many antibodies that we all have circulating out there. dr. deborah birx just said today in an interview she is looking at the data from south africa where the majority of the population have been exposed to omicron and do have antibodies, but they are seeing a surge. so listen to what she said today. . >> i know that another surge is coming and will be coming across the world. in this very moment you can -- and this is what i was waiting for to see, south africa cases are once again rising. despite having 60% to 70% of their population with each surge. so no one in the united states should be confident that because people are saying 60% to 70% of the americans have antibody. that is true in south africa, and it didn't prevent the surges. >> what are we supposed to do with that information, dr. hotez? >> i think she's actually right, and here's why. that immunity in terms of virus neutralizing antibody does not seem to be very durable. maybe because omicron causes primarily upper respiratory infections, it is acting like one of the other upper respiratory coronaviruss. i think you will still be vulnerable to new sraeur kwraeurpbts of concern. but if you have gotten omicron and recovered and got vaccinated that gives you something somebody. you get this phenomenon known as epitope broadening. you can withstand new variants better. so that is a long way of saying if you've been infected and recovered, you should still get vaccinated. that will make a big difference. to get back to the little kids, this is the other unknown. if 75% of little kids are infected, one, there is 25% who haven't. how are they going to respond to two doses? >> translator: local residents were killed on the street by the russian military. they were shot and killed even just going out on the street around their business or going to pick up humanitarian aid. >> ruslan is the prosecutor. he is collecting evidence of war crimes. >> people were killed at this point. there was a woman killed here. there were bodies here and there where the road is turning left. there were people requireding bicycles who were killed by the russian military. >> russia denies it all. they say the more than 300 bodies found in bucha after russian troops withdrew were staged. as for these satellite images from mid-march show bodies in the exact same locations they were later found on the street. russia said they, too, are fake. the evidence, already overwhelming, continues to grow. prosecutors have been gathering evidence for weeks and now revealed to us they have photographs and videos as the killings occurred here. they say the images were captured by a person in this house by their cell phone camera. it was through these windows he saw the slaughter. this is one of his first pictures taken march 5th. two bodies killed that day were visible outside his window. on march 6th, when this picture was taken, a third body is visible on the street. this taken march 7th shows at least two more bodies. ruslan said these images and the data in the camera phone they were taken with provides important proof of exactly who was killed and when. >> translator: it will prove that it was a particular phone that the pictures were taken with and also the time and the location that they were taken. the russian federation won't be able to continue saying that this was set up video or fakes. >> we tracked down the man who risked his life to take the pictures and videos. we agreed not to show his face. >> of course there was fear. i had to prove they killed them, people who were civilians i.d. to do something. >> do you remember the first person killed on your street? >> translator: the first one to get killed was the man on the bicycle to the left of my house. more 6th, there were more dead people. seven people dead on the street on march 6th. seven dead people. i couldn't capture all the bodies from the window. there was a wall in the way. >> what do you want to see happen to the russians, to everybody in the chain of command? >> translator: they must be punished. there was a young guy who was in the back maybe with his family. the stores were closed. there was no power, no heating, no water. he wanted to help, and he was killed. what do they deserve? only punishment. . >> but pun iing the guilty won't be easy. there were a number of different russian units, as i understand, who were stationed here at one time or another. do you need to try to identify which unit it was, what the chain of command was? >> reporter: yeah, alyson. the enemy fired on kyiv. there were two hits in one district. he added all services are working on the scene and information about casualties is being clarified. that is a direct quote from the mayor. president zelenskyy just wrapped up a meeting with the u.n. secretary-general. gutierrez, met with vladimir putin yesterday -- or two days ago. he toured bucha today and said it is the epicenter of heartache and pain. tkpwaou tear res said the meeting was useful. then he made it clear it is only russia that can stop this war. >> we will end when the russian federation decides to end it. >> reporter: i want to bring in cnn's matt rivers with me in kyiv. we just heard explosions a couple miles from here. >> not that far away. we could see the smoke from the hotel. as is always the case gu to the martial law that ukraine is already right now. ukraine said it could help better target strikes and get information about what they hit. what we said is what we said off the top is what the mayor of kyiv said. he talked about two different strikes happening in a district in kyiv. this district is in the city. this is something that people here -- you've been out on the streets the last couple of days. people have been kind of living their life, going about their business. yet it does strike through that maybe temporary sense of calm when you do see -- you hear the explosions, see the black smoke. it is in a district that isn't that far outside the center part of kyiv. this is something we will be looking at quite closely, see what was hit. it was just about 10 days ago a suburb of kyiv was hit by a cruise missile strike in brovary. the vast majority we are seeing in both the south and the eastern parts. . >> the strikes continue with high-level delegations that have come. you had secretary austin coming here, along with secretary of state blinken, leaving on a train and then train lines were hit in the west. u.s. secretary-general here today. and then these explosions. . >> it sends a message, doesn't it? they know they are here going to a place like bucha. they know he is staying in and around central kyiv. he is not staying in a suburb somewhere. if this strike is to be confirmed from the russians, and we are still getting that information, that is sending a message. lloyd austin goes through a train station. a few hours later the russians hit it with a mission. it makes you wonder if the mission very specifically right now is to try to get the humanitarian corridors open. he just came from russia. now he is here. there is a explosion while he's here. it makes you wonder what the prospects are for success for him >> matt rivers, appreciate it. sam kiley joins me from eastern ukraine. sam, what are you seeing there? >> reporter: well, anderson, here, again, we have seen surface-to-air missiles, an attempt to shoot down something. it's dusk here. part of the ongoing process of the ukrainians trying to defend themselves against what the russians are calling their second phase. now, in the last 24 hours, the town of robisnia, 20 miles north, fell to the russians. they are close to another town, of donetsk. so what we are seeing across the board here is increasing pressure. which i have to say the local authorities here think this is just the beginning of what they anticipate will be a much more energetic russian attempt to try to squeeze into this enclave effectively of government-held territory, perhaps driving north of izium. anderson. . >> officials in mariupol are warning maybe thousands of bodies have remained uncollected. are you hearing anything else from mariupol? >> this was a statement put out by the administration in exile from mariupol. they have very good connections. there are still believed to be 100,000 people now living under russian tutelage with civilians and a few hundred soldiers holding out in the steel works on the edge of the city. but mariupol is a city that certainly for more than a month has had no running water, has been almost completely destroyed, food supplies very limited. and health authorities are now warning that the raising in temperature. it is now frequently hitting 20 degrees sent grade in mariupol. that means bugs, infections, viruses, bacteria can all grow and flourish as the temperatures increase on an under vulnerable population. this is not a population that has literally any fat on the bones. they do not have the capability to deal with any kind of infection. there are no medical facilities other than what the russian occupiers will be bringing in. very, very limited access to food. no access to medications. no clean running water. inevitably they are warning already of bacterial infections and the very real danger of cholera breakout. if it breaks out in a vulnerable population like that, we have seen this over the world over many years, it can be a devastating and rapid effect, anderson. . >> sam kiley. appreciate it. thank you. >> president biden called on congress to give $33 billion more in financial aid to ukraine and warned on the threat of nuclear war. . >> no one should be making idle comments about the use of nuclear weapons or the possibility to use them. it's irresponsible. >> reporter: cnn's kaitlan collins at the white house. what's in it? >> reporter: it's massive, anderson. it is double the last package that congress approved to go to ukraine last month. that one is $14 billion. now we are talking $33 billion that president biden is asking congress for. when you look at what's inside this package, it's over $20 billion for military assistance. that's the weaponry, the ammunition we have seen flowing to ukraine the last several months. they want over $20 billion more of that. $8.5 million for economic assistance. that's to help keep the ukrainian government running, help keep it functioning. and $3 billion for humanitarian assistance, food cuter, people who are still there in ukraine, as sam was so noting, desperately need all the help they can get. it is not clear what will happen on capitol hill. yes, there is a lot of support on capitol hill for ukraine. but there have been deep disagreements over covid-19 funding, immigration. it remains to be seen if this is something that gets tied up in that. that is something congress will have to deal with. though president biden is calling on them to pass it and pass it quickly. the way they envision this playing out is $33 billion would be enough to last ukraine for the next five months. depending off these russian forces that would run through the end of the fiscal year here of course in the united states. so it remains to be seen what happens after that. but it does show they do believe this war is going to go on at least five more months. ukraine needs $33 billion to help continue depending off these russian forces. over $20 billion in weaponry. and so we should note this came when president biden was talking about this today, talking about how the cost of this fight is not going to be cheap. but he noted that the cost of inaction is much higher than this, of letting russia do what it's doing. also he noted, the ukrainians are the ones paying the real price here because they are paying with their lives >> yeah. kaitlan collins at the white house. thanks so much. alyson, let's go back to you. anderson, stay safe. come back to us if you hear any more explosions and we will check back. for the first time in two years, american trevor reed is pack on u.s. soil. overnight, the former marine was reunited with his mother and father. he was released in exchange for a russian national convicted of directing smuggling. so, what went on behind the scenes to get to this point? let's bring in the u.s. ambassador to russia, ambassador john sullivan. mr. ambassador, thank you so much for your time and for being here. just walk us through the negotiations and what it took to get trevor reed back home. >> well, thanks, alyson. it's great to be with you today. yeah, it's a joyous day for the reed family, the u.s. government, for me, and all americans. trevor was freed. he was quicked years ago of a crime he didn't commit. as you know, he has been released. this is a matter that we have been in discussion, his case, along with other americans who have been detained here. principally kwhaoe hand and now others who have been detained recently. i have been in conversations with the russian government for years over those cases. the talks have ebbed and flowed over time as the interest in the russian government and pursuing a release for these americans has gone up and down. so in recent weeks in particular, because of a deterioration we saw in trevor's health, we have been engaged with the russian government on his release. so those discussions ultimately culminated, as you noted in the decision by president biden to commute the sentence of a russian criminal who had been in u.s. prisons for a very long period of time serving a narcotics sentence. and that trade was executed on wednesday. . >> you brought up the other americans, brittany griner is obviously still there. and paul whelan. cnn obtained a statement that paul whelan gave yesterday. he said why was i left behind? while i am pleased trevor is home with his family, i have been held on a fictitious charge of espionage for 40 months. the world knows this charge was fabricated. why hasn't more been done for my release. . >> i have been advocating for his release publicly and in negotiations with the russian government since before i got here as ambassador. when i was deputy secretary of state. when paul was originally arrested back in december of 2018. i've said that since i arrived here as ambassador in january of 2020 we have no higher priority, and president biden has no higher priority, than the release of all americans who are wrongfully detained here. this is just one step, alyson, this case, trevor's case is just one step. i've never relented in my advocacy for paul in an engagement with the russian government for paul's release. and my hope and expectation is that we will ultimately see that lead to success with paul's release. he should be home in michigan with his family, with his elderly parents. and i have no higher priority. there are any number of americans here. you mentioned one quite prominent american, wonderful american, hugely talented, two-time olympic gold medalist be brittany griner, arrested two months ago. and others who are not as well-known as brittany. each and every one of them is of great concern to me. i'm happy today that trevor is released. but i'm focused even more so on working on paul's release, brittany's case and the other americans. . >> mr. ambassador, i know that you've described u.s./russian relations as bad, quote, as bad as they've ever been. is this because of the war in ukraine or something that predates it? . >> it has driven into the depths. i have previously in interviews referred to the deepest point in the ocean in the pacific, mariana. we are at a low. i'm not sure it's the deepest ever in u.s./soviet relations. you know, the cuban missile crisis comes to mind. but it's about as bad as it could be. it was bad to begin with. u.s./russian relations were bad when i arrived here in january of 2020. they have just gotten worse, spiraled down word since then. and now they have reached a point where we have very little engagement with the russian government. i speak to the russian government about our detained americans here, those unjustly detained, paul whelan, brittany griner, the others. and the functioning of our embassy, keeping it open so i can continue to have those conversations. but there is very little else. it is not business as usual. and business as usual before february 24th was very little business to begin with. . >> the u.n. secretary-general just told anderson cooper, this war will not end with meetings. it will end when russia decides to end it. what do you think will get vladimir putin to end this war? >> reporter: well, first, i couldn't agree more with the secretary-general more. this war started with a decision by president putin. it will end with a decision by president putin. this is a war of choice by one man, by one government, an aggressive war of choice where we have seen horrific atrocities committed on a sovereign country led by a democratically elected government. and the strategy the biden administration pursued with our allies and partners is, first, to provide enormous support in humanitarian assistance, development assistance, direct financial support to the ukrainian government. that's first. second, to impose enormous costs, extraordinary costs, financial sanctions, export controls, airspace closures, port closures on the russian government. finally, bolstering the security of nato, reaffirming, recommitting each and every nato member to our commitments to each other in strengthening the eastern flank of nato. but ultimately i agree with the secretary-general. this will ultimately be, ultimately have to be a decision by president putin. we're going to do all we can to make sure that decision is a strategic defeat for him and his government and not a victim for him in ukraine. as you know, there is a "spectre" of nuclear war that hangs all over this. the russians keep bringing it up and not totally putting it off the table. are there diplomatic efforts to keep the russians from considering that option? >> well, alyson, i couldn't agree with you more. this receipt ihetoricrhetoric, seen escalate in a dramatically irresponsible way recently, isn't new. the senior russian leaders have brought up to me in discussions i've had with them about ukraine, security in europe, a conversation that has begun as a discussion about what in the past were issues related to ukraine, for example, you may recall the minsk agreements, trying to find a path forward for a political solution in ukraine. that conversation would spiral with the introduction by the russian government of statements saying that if the united states, nato continued to support the genocidal nazis in ukraine, it could lead to nuclear confrontation, referencing the cuban missile crisis. my reaction on the other side of the table is astonishment. we have gone from 0 to 60 on the minsk agreements to nuclear war. unfortunately what we have seen at the most senior levels of the u.s. government, an escalation of that rhetoric. what have we done in response? . >> it's somewhere in the middle of don't worry about recession and we just had the worst economic report in two years. look, we were still seeing a little bit of a pickup in consumer spending from that reopening, you know, last year. everybody went out and bought things, went traveling. so we're still seeing that follow through the numbers. at the same time, inflation is starting to bite. it's making our exports more expensive. it's making imports more expensive. a lot of technical stuff going on here. what people need to pay attention to, and frankly what i hope policymakers pay attention to, inflation is starting to make people think about nondiscretionary purchases. we have to fuel our cars, go to the grocery store, but we don't necessarily have to go on vacation or buy gadgets or go out shopping for a new outfit. that's the kind of thing i'm watching. i am seeing people start to cut back on those things. >> you are seeing people pump the brakes? . >> that's right. used cars have been outselling new cars. and i phones. i'll be watching vacation time in the summer very closely. are they traveling, flying, driving, where are they going. if consumers start to cut back responding, that hurts companies. if companies start to feel the pinch, then the stock market could correct. and then that could have a hit on people's feeling about their own wealth and then start to snowball, well, okay, i'll really slam on the brakes with my own spending. that is the chicken and egg. >> can president biden do anything that he is not doing right now? >> that's a great question. no. i have to say i think this administration has been correct in most of their policy decisions. they threw a lot of stimulus at the economy during the pandemic. we needed it. the things that are causing inflation right now have been with us a long time. we have had 10 years of easy monetary policy. more than 10 years. we have a war, supply chain f fia fiascos. we should buckle up for more volatility in the next several months >> look at inflation where we are. food is up 8.8%. energy is up 32% here. and so the consumer spending factor plays into that. they both affect each other. . >> absolutely. if you think about it, how much of your budget is going to just heat your home, put gas in your car or buy food in the grocery. i go to the grocery now and i really notice prices have gone up. so that means you have less money to spend on other things. maybe you cut back on discretionary you items. and, and, and, right? >> yeah. it is pretty low. will pediatricians have a hard time persuading parents to accept those kinds of numbers. we know it is under 30%. so we may be looking at one-fourth or one-fifth of parents would accept the vaccine for under 5s. we don't know that. we'll have to see. an important issue i'm thinking about so far for pfizer, biontech and moderna, it has been a three or four-dose vaccine. pfizer has requested a third for the 5 to 11-year-olds. that seems to be the direction we're heading. in my mind the big question is do we authorize it now or wait until we have third dose data? moderna on the press release indicates they are looking at third dose taught. and i think the fda will consult its advisory committee along those lines. >> in terms of persuading parents to get their individuals vaccinated, one of the arguments that i keep hearing over and over is we have so many people exposed to covid and surely there must be so many antibodies that we all have circulating out there. dr. deborah birx just said today in an interview she is looking at the data from south africa where the majority of the population have been exposed to omicron and do have antibodies, but they are seeing a surge. so listen to what she said today. . >> i know that another surge is coming and will be coming across the world. in this very moment you can -- and this is what i was waiting for to see, south africa cases are once again rising. despite having 60% to 70% of their population with each surge. so no one in the united states should be confident that because people are saying 60% to 70% of the americans have antibody. that is true in south africa, and it didn't prevent the surges. >> what are we supposed to do with that information, dr. hotez? >> i think she's actually right, and here's why. that immunity in terms of virus neutralizing antibody does not seem to be very durable. maybe because omicron causes primarily upper respiratory infections, it is acting like one of the other upper respiratory coronaviruss. i think you will still be vulnerable to new sraeur kwraeurpbts of concern. but if you have gotten omicron and recovered and got vaccinated that gives you something somebody. you get this phenomenon known as epitope broadening. you can withstand new variants better. so that is a long way of saying if you've been infected and recovered, you should still get vaccinated. that will make a big difference. to get back to the little kids, this is the other unknown. if 75% of little kids are infected, one, there is 25% who haven't. how are they going to respond to two doses? >> translator: local residents were killed on the street by the russian military. they were shot and killed even just going out on the street around their business or going to pick up humanitarian aid. >> ruslan is the prosecutor. he is collecting evidence of war crimes. >> people were killed at this point. there was a woman killed here. there were bodies here and there where the road is turning left. there were people requireding bicycles who were killed by the russian military. >> russia denies it all. they say the more than 300 bodies found in bucha after russian troops withdrew were staged. as for these satellite images from mid-march show bodies in the exact same locations they were later found on the street. russia said they, too, are fake. the evidence, already overwhelming, continues to grow. prosecutors have been gathering evidence for weeks and now revealed to us they have photographs and videos as the killings occurred here. they say the images were captured by a person in this house by their cell phone camera. it was through these windows he saw the slaughter. this is one of his first pictures taken march 5th. two bodies killed that day were visible outside his window. on march 6th, when this picture was taken, a third body is visible on the street. this taken march 7th shows at least two more bodies. ruslan said these images and the data in the camera phone they were taken with provides important proof of exactly who was killed and when. >> translator: it will prove that it was a particular phone that the pictures were taken with and also the time and the location that they were taken. the russian federation won't be able to continue saying that this was set up video or fakes. >> we tracked down the man who risked his life to take the pictures and videos. we agreed not to show his face. >> of course there was fear. i had to prove they killed them, people who were civilians i.d. to do something. >> do you remember the first person killed on your street? >> translator: the first one to get killed was the man on the bicycle to the left of my house. more 6th, there were more dead people. seven people dead on the street on march 6th. seven dead people. i couldn't capture all the bodies from the window. there was a wall in the way. >> what do you want to see happen to the russians, to everybody in the chain of command? >> translator: they must be punished. there was a young guy who was in the back maybe with his family. the stores were closed. there was no power, no heating, no water. he wanted to help, and he was killed. what do they deserve? only punishment. . >> but pun iing the guilty won't be easy. there were a number of different russian units, as i understand, who were stationed here at one time or another. do you need to try to identify which unit it was, what the chain of command was? >> translator: and it's very important to identify not only the commanders but the troops who committed the rhymes and have them held accountable. . >> ruslan said 10 russian soldiers have been identified, using eyewitness accounts, drone footage and images like this one taken by a traffic surveillance camera not far from the street. whether he can learn the identities of them stationed on the street is unclear. the man killed on march 5th on his bike was 68-year-old volodymyr. his wife svetlana lives not far away. they were married for 45 years and have two kids and three grandchildren. >> translator: we told him not to go to work because there were tanks on the street. we told him not to go. he said, no, i have to go to work. i have work to do. >> i don't know what to tell you. it's awful. it's awful. >> it is all so awful. the bicycle her husband road is still on the street near the spot where he died. she doesn't want it back. the horror of what happened is just too terrible to face. and, alyson, the camera used to take the pictures that the man on the street took, he gave the camera over to prosecutors. so they are actually in possession of the camera that took the photographs. when they can get the data off of it or any prosecutor with the criminal court would be able to determine exactly and that's significant because the russians have said, it's satellite images. its not precise to date. this is all fake. now you can see what date they were killed on. it shows it was the day the russians were there and in full control of that street. >> great piece, thank you so much for sharing that with us. we will check back with you. back here, latinos, young americans and now black voters. why democrats are losing ground with those key vogt blocks as the mid-terms approach. we gotta.
