>> well, don, these are beyond routine. you'll recall in lviv people didn't always react to the air raid sirens there. here, these drone on for 50% of the day. i would say at least. they're warning against potential air raids across the city that has seen missile strikes and catastrophic results in the rail way stations here a couple weeks ago. but also artillery attacks. i was earlier on today 20 minutes drive north of here. that is a city that is in greater threat from advancing, de efforts made to advance from the northwest. and getting supplies directly in from russia. there's a short supply route there. the russians will be using or continuing to use to build up their troop levels here in the east to try to squeeze locations such as where i am. major city in the region that ultimately the russians want to take over. that's namely -- provinces they controlled about half of those two provinces or over half. they want it all at least and of course russians saying they want to capture the south of the country. i think in all probability what we're seeing now is the first few days of the second phase of the russian onslaught here in the east which is artillery drills. it eased off a bit now. half hour ago we could hear in the distance a heavy exchange. that is sort of life people are getting used to here. villages are falling to the russians and frequently very little left of the villages and very few people left in them. increasingly they are struggling to persuade some people to actually leave the villages that are in danger. >> we have the video of the drone video that we're showing of the village. that you are talking about. it's really shocking to see what is happening there. you have been speaking with volunteers traveling into danger zones, begging of ukrainians to leave their homes before it is too late. what are you hearing from them? >> well today we traveled out with a young woman. 21-year-old, she's been a volunteer for the last foif years on the front line. five years. people forget that this has been a front line area since 2014. there was a war ongoing throughout that period. she started volunteers age 16. now shee drives to the most dangerous parts of the country side, small villages. close to the russian locations. bringing in food and medicine. trying to get people out. this is what she said on the way in -- >> genocide of the ukrainian people. i don't know how else to explain it to you. for what? we're not planning to leave here. this is my homeland. and my relatives are here. i cannot leave anyone here. my elderly grandmother is 80. and can hardly walk. i can't leave her, do you understand? >> so then you see young women telling a much older woman she's crazy to be hanging arnds in a village that the older woman doesn't to leave. she has responsibilities and a job there. that's the problem people face. if you leave your home you are already poor. poverty rapidly deepens and it's very hard for them to sustain themselves. many people here can't get on the trains to make it out as refugees. as far as poland. that's a long way away and no jobs for them they fear. some are reported to be coming back because they spent a few weeks as internal refugees. and can't sustain themselves. they're coming back in to war torn areas just to get by. >> all right. sam, be safe. thank you. let's bring in matt miller a special adviser the the national security counsel. we appreciate you joining u. thanks so much. the russian foreign minister saying again today that nuclear deterrence is russia's principle position. the danger is serious. it can't be urnds estimated. what he's trying to do here? seems like he keeps remining the world they have nukes. >> well, i'd say unfortunately there have been times this conflict where the russians have used what we consider to be irresponsible rhetoric around nuclear weapons. i did note that as part of the comments today, foreign minister reiterated a joint statement that we have made with the russians before. there can be no victor in a nuclear war. so a nuclear war should never be fought. it was good he reiterated that point. all i will say is we have reviewed their previous statements and reviewed actions as well as their words and we have seen no need to change our nuclear posture. of course it's not helpful the russians continue to talk about the prospects of nuclear action. and we urge them not to do that and deescalate. >> secretary of defense says the u.s. wants to see russia weakened to the degree that it cannot do the things it's done in invading ukraine. why this bolder language now since we know the administration is worked hard not to provoke russia up to this point. and walked back the remarks about putin last month in poland. >> this policy that secretary austin expressed while he was at the end of his trip has been the policy all along. we have made clear that we want this war to be strategic failure for russia and aligned policy to make sure it will be a failure. ensuring russia faces a defeat on the battlefield. we believe they suffered significant defeat and failing to take kyiv. they had to adjust objectives and no longer going to be take the entire country as they intended to do. we intend to continue to flow weapons into the country to ensure see they lose on the battled field and at the same time we do that, we're imposing severe economic consequences on russia to limit the ability to project power going forward. not just over the short term, long term. targeting key sectors of the russian economy we know are important to president putin and uses to project power. defense sector, aviation, ship building, that's been the focus of our policy all along and we believe it's a successful one. >> the language hasn't been as strong, i wonder is there something that gives our intelligence folks our leaders more comfort that makes it feel more comfortable about using such language? maybe it's because they did go to kyiv and did go to ukraine. >> i don't think so. i don't think the language it actually has been it wasn't stronger than it has been. we wanted to ensure this would be a failure and russia would be weakened. this has been the policy we have been driving to all along. and make it clear they would be significantly weaker and sent that message directly to the russians before they launched this war. we made clear if they launched this war, which is unprovoked, unjustified, unnecessary, we would impose consequences on russia and those would make russia weaker. nothing that happened since the invasion should be anything like a surprise to them. >> okay. you don't agree the language is stronger? i accept that. i want to talk about the point is the point to keep russia from having the capability to conduct a an attack like this again. what's the u.s. doing to achieve that and is it something that secretary austin will discuss with his counter parts in germany tomorrow? >> it's really twofold. number one is to continue to supply arms to the ukrainians they can use to take on russian military power. if you look at how that's worked out so far, russian military is significantly weaker today than it was february 23. the day before it launched invasion. because the ukrainians have taken the weapons that we supplied them and nato allies and partners supplied them and used them to take out russian capability. to take out russian tanks and russian armor personnel, and planes and helicopters. the russian military might is weaker today than it was before the invasion. and the second piece is the piece the sanctions and export control and other economic measures we have taken to degrade russian power over time. when they lose tanks and lose material on the battlefield, they don't have the ability to replace it. they can't get for example chips to put into the equipment. that's our long term policy to deny their ability to project power both during this war and over the long term. >> russia struck five rail way stations in central and eastern ukraine today. within an hour. the rail system has been key to civilians getting out. the humanitarian corridor. essential for supplies to get in. what impact do you think this will have on getting anything to the front lines? >> i won't talk about military. we have been careful not to talk about how we get that equipment in to the country. we bring it to the region and ukrainians get it into the country which ways we don't discuss. it will have a dramatic impact if they are successful in taking out rail lines, it would have an impact on humanitarian aid that needs to get into the country. and extent that refugees flee the country and the out flow of refugees has decreased as the ukrainians have held significant parts of the territory. the to the extent refugees do need to flee it would have an impact on that. and i would say it's just another in the long line of brutality that we have seen from the russians. and targeting civilians infrastructure. civilian equipment and of course the atrocities we have seen in parts of ukraine that they withdraw. it continues to be disappointing. it would be hard to call it a surprise. >> we appreciate having you. come back. thanks again. up next, cnn calls them the bra bravest people she's ever met. paramed paramedic trying to save lives while under attack. see the close call from her crew. when i'm on my hands and d knes and i'm digging through the e dirt, i feel something in me, like a fire, that's just growing. i feel kinder, when nature is so kind to me. find more ways to grow with miracle-gro. of normal isn't the right word but some semblance of normality. or routine. and obviously as you know the war has moved further east. we saw one of the railroad locations that was hit. we saw that on the way over. there's indications of the fight that is going on. and there are air raid sirens every now and then. there's a very different mood in kyiv right now and a lot of focus on what's going on in the east. >> it's interesting for you to be there. when i was there and certainly the last time kyiv was such a hot bed for bombing and bombardment from the russians and now you have two of the highest profile americans going over to visit ukraine. blinken and secretary of defense as well, lloyd austin going over. things have changed there. >> yeah, statements were very strongly supportive obviously of the zelenskyy regime. and the u.s. is sending the heavy weapons that the ukrainian really say they need for this new phase of the war. >> yeah, be safe. good to see you. see you again tomorrow evening. appreciate it. this is don lemon tonight. we have new remaces from president zelenskyy in his nightly video address. schooling russian invaders raining down destruction on his country. >> the lessons of history o well known. if you are going to build a millennial reich, you lose. if you are going to destroy the neighbors, you lose. if you want to restore the old empire, you lose. and if you go against ukrainians, you lose. >> but vladimir putin is doubling down on his brutal and indiscriminate assault. he fighting in the easten part of the ukraine. eight people were killed over the weekend in odesa. >> my goodness. train stations across the country hit five times a day within one hour. officials saying russia is systemically destroying the trains that are crucial to bringing in weapons and allowing civilians to escape. there's new video tonight of this village on the front lines in eastern ukraine of what's left of it. it's completely destroyed by fighting there. all coming within an unmistakable message from vladimir putin. in the highest level u.s. visit to ukraine since the invasion. the secretary of state saying a sovereign independent ukraine will be around longer than vladimir putin. and the defense secretary saying this -- >> we want to see russia weakened to the degree it can't do the kinds of things that it has done in invading ukraine. so, it is already lost a lot of military capability. and a lot of its troops. and we want to see them not have the capability to quickly reproduce the capability. >> that as russian foreign minister says of the nuclear threat and i quote here, the danger is serious, it is real, it cannot be under estimated. and ukraine fights to defend democracy, here at home we have an exclusive new developments in the investigation of one of the biggest threats to our own democracy. and that is the insurrection at the u.s. capitol. cnn has obtained 2,300 text messages sents and received by the former white house chief of staff mark me does between election day 2020 and president biden inauguration. never before seen texts from ivanka trump, jared kushner, members of congress, rudy giuliani and sean hannity and other fox hosts. what they reveal is stunning. stay tuned. i want to begin with cnn live in ukraine. hello to you, sam. thanks for joining. i understand you have air raid sirens going off right now. anything we should know about? >> well, don, these are beyond routine. you'll recall in lviv people didn't always react to the air raid sirens there. here, these drone on for 50% of the day. i would say at least. they're warning against potential air raids across the city that has seen missile strikes and catastrophic results in the rail way stations here a couple weeks ago. but also artillery attacks. i was earlier on today 20 minutes drive north of here. that is a city that is in greater threat from advancing, de efforts made to advance from the northwest. and getting supplies directly in from russia. there's a short supply route there. the russians will be using or continuing to use to build up their troop levels here in the east to try to squeeze locations such as where i am. major city in the region that ultimately the russians want to take over. that's namely -- provinces they controlled about half of those two provinces or over half. they want it all at least and of course russians saying they want to capture the south of the country. i think in all probability what we're seeing now is the first few days of the second phase of the russian onslaught here in the east which is artillery drills. it eased off a bit now. half hour ago we could hear in the distance a heavy exchange. that is sort of life people are getting used to here. villages are falling to the russians and frequently very little left of the villages and very few people left in them. increasingly they are struggling to persuade some people to actually leave the villages that are in danger. >> we have the video of the drone video that we're showing of the village. that you are talking about. it's really shocking to see what is happening there. you have been speaking with volunteers traveling into danger zones, begging of ukrainians to leave their homes before it is too late. what are you hearing from them? >> well today we traveled out with a young woman.
