zelenskyy in kyiv and other senior ukrainian officials. the first senior level visit by the u.s. since the start of the war. they promised that u.s. diplomats will return to this country this week. blinken also says that russia's war objectives in ukraine have, in his words, already failed. >> we're seeing that when it comes to russia's war aims, russia is failing. ukraine is succeeding. we dont know how the rest of this war will unfold, but we do know that a sovereign, independent ukraine will be around a lot longer than vladimir putin's on the scene. >> quite a shot across the bow to the kremlin. right now in the eastern part of this country, officials say almost the entire luhansk region is without water. tens of thousands without power. this as russia intensifies attacks on that eastern part of the cannot known as the donbas. we are covering the latest from across ukraine. back to the u.s. as well. let's begin with matt rivers. he is reporting from the capital city of kyiv. matt, we had a series of attacks over the last 24 hours on railway stations, network and the western part of this country. notable timing here. the route that would likely have been used by blinken and austin as they left this country. what more are we learning? >> yeah, jim, we don't know for sure, of course, whether russia was going to do this missile attack anyway, even if this visit didn't happen, but the kremlin knows the timing and the message it is sending by launching five different cruise missiles across this country in the western and central part attacking this railway infrastructure. no question about that. and the practical side of this is, what is this going to do to the ability of ukraine to use this railway infrastructure to get the kind of heavy weapons to the front lines that is what we heard from the defense secretary lloyd austin. what we've heard from president zelenskyy. these weapons are needed in the front. but the best way to get them there, the most efficient way is using the railway system. this targeting of ukrainian infrastructure is something that u.s. officials and ukrainian officials have been worried about since the start of this war. this is russia's ability to attack remotely and disrupt the crucial supply lines of these heavy weapons that are so desperately needed in the eastern part of the country. this is what we'll be looking for to see if this becomes a new pattern by russia over the coming weeks. they know the best way to fight against the ukrainians is to deny them the kind of weapons that have proved so effective in repelling this latest russian offensive in the eastern part of the country. will we see more infrastructure attacked moving forward? that's the open question. >> matt rivers, thanks very much. right now a constant stream of bombardments in the northeastern city kharkiv. clarissa ward was in what is ukraine's second largest city this morning. she visited the remains of a regional state administration building there. you can see the damage caused by the shelling. our cnn team there heard nearly constant stream of shells coming in over the past 24 hours. despite those who live in kharkiv are refusing to leave their city. >> the people of kharkiv are staying put. this is a city of 1.5 million. they estimate as many as a million people are still here. now, obviously, we have no way of being able to verify that number, but certainly you do still see that people are here. even in the hardest hit areas, there's a place in the northeastern outskirts that we spent some time in over the weekend. incredibly dangerous. relentless bombardment. there are still people living in those apartments. and they live and stay for different reasons. for some, it's an act of resistance. it's a way of showing defiance. for others, it's a question of they're elderly. they don't necessarily have any place to go. and i'm wondering if we can come down here to try to take a look at the size of the crater that is outside there. so a lot of people don't want to leave. they do want to stay. the interesting thing when you're walking around on the streets, though, what you don't see, you do see some people. this here is sort of the grand entrance, if you will, to this building. but you don't see a lot of children. there are still children in the city. but the vast majority of them are living underground at the moment in the metro station. so this here was sort of the grand entrance to that building. you can see some workers have parked up a van here. they are trying to sort of remove some of the valuables. but again, you can just see the scale of the damage, the devastation. there's a huge crater there behind that white van that you can't get such a good look at from this angle. but also the building behind you can see the facade of it has basically been torn off. so it's frankly astonishing to think that anyone is brave enough to stay here. and the question is, how long is that sustainable? >> unimaginable damage there in the country's second largest city, home to universities and theaters and now you see all of that damage done at the hands of the russian military. our thanks to clarissa ward for that report. the white house is prepared to give another $713 million in military financing to ukraine and nato allies to fight russia's aggression. secretaries antony blinken and lloyd austin discussed the additional funding during their meeting with president zelenskyy and ukrainian officials in kyiv. >> since russia invaded this country in february, some two months ago, the u.s. has given ukraine more than $3 billion in aid. mostly weapons, crucial on the battlefield. john harwood and lauren fox join us now. what details do we know about the new aid promised during their visit here? >> we don't know the specifics, but we do know that this dial is going to continue to be ratcheted up the longer this conflict goes on. both military assistance and economic assistance, as you mentioned. $3.4 billion so far since the start of this conflict. and as the ukrainian and russian forces settle in for this grinding conflict in the eastern part of the state, there's going to be more and more pressure on the united states and nato allies to help. especially as long as they maintain that red line and say the u.s. and nato are not going to get directly involved militarily against a nuclear-armed adversary. so more aid, more financial aid, more military weaponry. heavier weaponry. we saw that in the last shipment, including those helicopters and anti-tank artillery, that sort of thing. you're going to see diplomatic presence, of course. the appointment of an ambassador. the return of diplomats. you'll see moral support. you got that from secretary austin and blinken over the weekend. you've gotten that from the rhetoric from president biden. so the united states is going to do what it can as ukraine holds out and, of course, they're going to have to get approval as we go on from congress to approve that aid and lauren fox can tell us about the prospects for getting that done, but i think the administration, the white house at least from their perspective is confident that it will get approved. >> and we're not talking about just military aid that ukraine so desperately needs. it's economic aid, humanitarian assistance. president biden promised an additional $500 million last week in economic aid. and lauren, as we just heard from john, congress was returning from recess today. there's going to be pressure on lawmakers to provide additional assistance to ukraine. can we expect them to agree to it? over the weekend we heard from senator elizabeth warren saying she'll agree to helping ukraine go forward. is this something we'll hear on a bipartisan front? >> you have heard from republicans and democrats that there is a willingness to give ukraine the aid, both humanitarian and military aid, that it needs. and you heard last week from the administration that they are queueing that specific fund that congress created for this military aid. it is starting to get drawn down. and they are getting to the end of that money. the question is, what vehicle does this take when congress returns later today? remember, before they left for their recess, there was that $10 billion in covid aid and relief package. that got stymied because of a controversial immigration issue that the administration and republicans are at odds about. so the question becomes, if majority leader chuck schumer views that as the fastest vehicle to get ukraine aid passed because it's what's moving in congress right now, what are republicans going to do? are they going to continue to insist on that controversial immigration amendment? and if so, does ukraine aid get bogged down with covid relief? and that is really one of the questions right now as lawmakers return from recess as to how quickly they'll be willing to move. yes, there's agreement to do something, but how quickly congress can act is another question entirely. >> and given the speed at which russia's shelling is intensifying, ukraine needs that aid. john harwood, lauren fox, thank you. antony blinken has announced plans for u.s. diplomats to return to kyiv as soon as this week. kylie atwood joins us now from the state department. what more are you hearing about this timeline? a lot of symbolism here in this return. >> yeah, that's right. this is the biden administration showing even more support for ukraine. we have heard from the ukrainians that they want folks to come back into the country to visit. they want diplomats there. the biden administration now saying that this week, their diplomats are going to start going back into the country. now this is not, however, the resumption of the u.s. embassy in kyiv which was closed down earlier this year as the war in ukraine was expected to start. the biden administration still clearly not comfortable enough with the security situation in the country, understandably so, because the war is still raging on in the east. so what they're going to do is have these diplomats take day trips into lviv. that's a city on the western side of ukraine. and then, according to a senior state department official they'll start traveling to other places in the country and then to kyiv. the other thing that secretary blinken spoke with the ukrainians about during his visit to kyiv over the weekend was the intention to nominate bridget brink as the new u.s. ambassador to ukraine. she is currently the u.s. ambassador to slovakia. she has more than 20 years of experience in the foreign service, and president biden put out a statement this morning saying that it was his intention to nominate her for the post. this is an ambassador post that has been vacant for over a year now. of course, there's a senior state department official who has been serving as the charge. bianna? >> look, for the last two months, kyiv became a capital of western democracy. kyiv was supposed to be occupied by russians within first week, maximum demonstrated the ability of ukrainians to resist and to attack. so now we see that almost everyone from leaders of the west is trying to come to kyiv from one side to show solidarity. from another side, everyone understands that in kyiv now, we rewrite the history of europe and the security history of the world. so that's why it's important for both sides, for western leaders and for ukraine that everyone is coming to kyiv and that for sure, yesterday's visit of the state secretary and secretary of defense is dramatically important for us because it's symbolic from the other hand we reach another agreement to further support ukraine and military in this war between, in fact, west and russia. >> there has been a change, not just in the mood in this country but also the analysis, the assessment of u.s. officials of the state of this war. when i was here at the start of the invasion, there was great fear, right, about ukrainians being overrun. they put up a tremendous defense. now you hear secretary austin, secretary blinken saying that they believe russia is losing. and i wonder if you agree. do you believe that russia is losing this war, that ukraine is successfully defending itself? >> let's be honest. we lose a lot of time because from day one, ukraine was demanding heavy weapons. ukraine was demanding attacking weapons. ukraine was demanding efforts to protect our sky. we were sure since first week of the war that putin is losing because, for us, it was understood that the putin plan was collapsed in the north of ukraine around kyiv when ukrainian army was able to defeat russian forces. so for us, for the last more than a month, it's understood that this war will be on the ukrainian side. we will win this war. the only open question is the price which ukraine will pay for this victory. now we have, i think, mutual understanding with western leaders, with united states that we jointly will win this war and now finally we are on a good track with the military supply to ukraine and hopefully these supplies will increase with the coming weeks and months. >> let me ask you this. vladimir putin has expressed no genuine interest, it seems, in peace talks. even when the talks that existed were going on, russia was increasing, not decreasing its attacks. what is the end? how does this end in your view? or should we expect for this war to drag on, not just weeks or months but for years? >> look, first of all, i do not agree with you that putin did not want negotiations. i think he needs negotiations more than ukraine and i'll explain you why. originally his plan was to sign a surrender agreement with some pup pet in kyiv within first wek or two. in any case he'll not take what he wants from the very beginning. he will not receive kyiv. he'll not receive paramount majority of ukraine. that's why this war for him can be ended only with some kind of agreement. and now he's fighting for negotiations position because his negotiation position for the moment is extremely weak. unfortunately for us, it will mean that he will need more destruction, more deaths, more occupied territories because this is the only way how he can try to trade with ukraine. from other side, the situation is very clear. we want to stop this war. we want to stop killing of civilians and our people, but we will not trade with our land. we will not trade with our sovereignty and our independence. so this fight for the moment our positions is absolutely different. that's why, yes, for the time being, the future of this war will be decided on the battlefield, mostly in the south of ukraine. >> andrii, thanks so much for your help. >> thank you for your support. coming up, is pushing trump's former senator david perdue is pushing trump's big lie in the way to -- is that the way to win georgia? >> i don't remember. >> you spoke to representative biggs or his staff about that fact, didn't you? >> i do not remember. >> how about representative gosar? >> i'm sorry, i don't remember. >> did anyone mention to you the possibility that there might be violence in washington? >> i don't remember. >> now ultimately, it will be up to georgia's secretary of state, republican brad raffensperger to weigh the judge's recommendation and decide if greene should be banned from the ballot. joining me is cnn editor at large and politics reporter chris solizza. so based on raffensperger's action in the past, what's the outcome for greene and trump in the state? >> i think it's important we separate out what raffensperger did in 2020 and what we're talking about here. in 2020, the question was donald trump calling brad raffensperger and saying, i need you to find effectively 11,000 votes so i can win the state. raffensperger refused. that's why donald trump has endorsed a congress person running against raffensperger. that was raffensperger standing up to donald trump's unlawful attempt to overturn the election results in georgia. this is a lot more unclear legal ground. so as you mentioned, based on the 14th amendment, a provision put in post-civil war to deal with treason. the issue here and why you heard marjorie taylor greene say i don't know so many times is the issue is intent. that's the question in terms of proving it. can you prove that she knew violence was likely, that she encouraged violence? she's going to say, and she did over 50 times, some version of "i don't know" or "i can't remember" because it's hard to prove intent. even if the judge recommends she be removed from the ballot, raffensperger who, i'll remind people, is a republican, just like marjorie taylor greene. they may be at different ends of the spectrum. he has the ultimate authority to decide this. the judge cannot rule her off the ballot. it's up to the secretary of state. >> she, of course, whatever that ruling, she could appeal it as well. >> yes. >> this is a long process. thanks for helping explain it for us. here with me now is patricia murphy, political reporter for "the atlanta journal constitution." so we know that former president trump still plays a significant role in georgia politics. i'm just curious, what do you think the long-term implications are here for raffensperger and also greene? >> well, the short-term implications for brad raffensperger is that he has his own primary coming up on may 24th. and that primary is against representative jodi heis who is a stop the stealer, one of the republicans in washington who works to overthrow the georgia election results. so he has his own short-term political survival at stake here, but i think also he is a man who has shown that his own political survival is not paramount in his decision-making process, otherwise he would have gone in a different direction during the 2020 election. so long term we'll have to see what he does with this. we need to see what the judge recommends to him in the meantime. >> how about greene? >> i think for marjorie taylor greene, this won't make a dent in her support in the 14th congressional district among the republicans who support her. that is an extremely conservative republican district. and the people who are with her are also with donald trump. donald trump is the most popular republican in georgia right now. and so she has aligned herself closely with him and with his causes. and if you are an in an extremely conservative district and you need to get through your primary first and then a general election, i really don't think this is going to change people's minds about her. they've known this about her, that she had a lot to do with standing in the way of the election and i think this just reinforces that for better or for worse for georgia voters. >> she walked into that courtroom to a round of applause. she didn't seem too worried as she was testifying. speaking of primaries, last night was the first republican gubernatorial primary debate between david perdue, former senator there who lost to jon ossoff in 2020 and current governor, brian kemp. of course, the issue came up right at the top about the 2020 election. let's take a listen. >> let me be very clear tonight. the election in 2020 was rigged and stolen. rising gas prices, unbelievable inflation, the brink of war. all that started all here in georgia when our governor caved and allowed radical democrats to steal our election. >> there's fraud in every election. when i was secretary of state i went after it. i didn't say there wasn't problems in this election. look, i was as frustrated as anybody else. that's why we passed the strongest election integrity act in the country. >> weak leaders take credit -- they blame somebody else -- >> weak leaders blame everybody else for their own loss instead of themselves. >> obviously governor kemp continuing to receive the ire of former president trump who won't forgive him for not supporting him and calling that election rigged in 2020. i'm just curious for georgia voters, how does this play out? you heard perdue bring up all present-day issues from inflation, the economy, and yet he's still talking about 2020. is that what voters are talking about? >> it's what some voters are talking about. it's definitely what some donald trump supporters are talking about and david perdue is going after those trump voters trying to activate them, trying to expand their numbers to try and catch up with brian kemp. but brian kemp is a popular governor here in the state of georgia, even among republicans. and he has raised an enormous amount of money. our georgia legislature, which is heavily republican, majority republican, many donald trump supporters in there. almost unanimous behind this governor. and so we're finding that when donald trump endorses in a race, when voters have a lot of other information about them like in this governors race, voters are kind of making their own decision, even among gop voters. lower down the ballot that's not the case and trump has endorsed in seven different statewide races and it's more important in those races but i think it will be a test nationwide for how his support plays out. >> stacey abrams, the democratic candidate for governor, president trump has so much contempt, clearly, for the current governor that he's even quasi endorsed her and said she would be a better fit for governor than brian kemp. what role does she play here? she came up in the debate last night. how big of a factor is she this early on? >> she's a huge factor. and i will tell you that because gop voters want more than anything, in addition to liking donald trump, they want to beat stacey abrams in november and so gop voters i'm talking to are evaluating which of these candidates is best positioned to do that? [ chantell ] clearchoice dental implants changed everything. my digestive health is much better now. i feel more energetic. the person that i've always been has shown up to the party again. the supreme court is taking on a case about free speech rights today. joseph kennedy was a high school football coach in washington state who was fired for praying on the field before and after games. the school district said he made a spectacle of delivering prayers and speeches and students may have felt pressure to join him. cnn justice correspondent jessica schneider joins me now. what areas of law will the justices be focused on in this case? >> this is really a high-profile case. it examines the intersection of free speech and religious liberties here. the justices tackling this question of, did this coach have the right to engage in prayer on the 50 yard line after games when he insists this was within his right under the free exercise of religion clause. but the school district out in washington state, they are arguing here that it improperly pressured students to join him in what they say was a very public display of prayer while that coach was representing the school district. interestingly here, the two lower courts they found in favor of the school saying they could restrict this speech. but it's possible now with this argument going before this increasingly conservative supreme court that has vigorously defend religious rights, it's possible it could go the other way and the coach could win. they begin hearing arguments at 10:00 this morning. i was just outside the supreme court where the group was there. americans united for the separation of church and state. they held a press conference. they argued that if the supreme court allows this activity, not only for this coach, but other coaches around the country or other educators, it could improperly impede the religious rights of students who don't have the same beliefs but might feel pressured to pray with their coach or other teacher. we have repeatedly seen the supreme court rule in recent months on the side of religious organizations. so some supreme court watchers, they are arguing that maybe the supreme court could rule with the coach in this case. and it could up end supreme court precedent when it comes to prayers in school if the court, in fact, sides with the coach. but the arguments are ongoing and we expect a ruling before july. >> thank you, jessica schneider, as always. still ahead, our next guest has been documenting russia's invasion of ukraine since it began. he's now in kharkiv where the shelling is nearly continuous. we'll talk to him after the break. only tylenol rapid release gels have laser drilled holes. they release medicine e fast for fast pain relief. and now get t relief without a pill withth tylenol dissolve packs. relief without the water. so, i'm a beach side hotel. as you can see, i'm pretty relaxed. i'm looking for someone who likes sand and sun. ifou have kids, i'm great with kids. so yea that's me. ♪ ♪ the mosquitoes are just all over the quiet please. okay. wow! >> we're going to be doing that now. i spoke to them before and on the way, but i haven't spokine. >> what did you think of their trip? >> good. >> president biden just moments ago at joint base andrews asked if he'd had a chance to speak yet with secretary blinken and austin following their visit here to ukraine to meet with the ukrainian president and other ukrainian officials. he spoke to them prior and is set to get an update from them. >> he said he also spoke and congratulated emanuel macron for his victory over marine le pen in france. he congratulated him. and vladimir putin also congratulated macron over the weekend. the deaths of three generations of one ukrainian family from russian bombardment have sparked outrage in the country already heartbroken by two months of brutal war. valerie, her mother and 3-month-old baby girl, all three of them killed in a russian missile attack in odesa over the weekend. this picture posted by her husband and kyra's father who had only just left their flat to go shopping when the building was hit. that poor little baby. >> that father said he lost his whole world in that attack. ukraine's president zelenskyy was visibly upset talking about the 3-month-old baby kyra's killing, asking, how did she threaten russia and saying it seemed killing children is just a new national idea of the russian federation. he called those who planned and carried out the attack bastards. this morning, russia is keeping up its intense constant bombardment of kharkiv, ukraine's second largest city. >> we're joined by freelance photo journalist, collin, who joins us now. it's good to have you on. we've been looking at your photos from throughout this conflict. i believe you arrived in the country just a few days before the invasion and have been sharing just some very powerful images of what this war has done to this country. tell us, after weeks of covering this, tell us what kind of war this is you want to describe to people watching back home. >> this is a war of bombardment and artillery. i talked to many soldiers who described how they've been at the front for weeks and not fired their weapons once. but come under artillery barrage. in my own personal experience we've had to flee from artillery a few times, and we've only heard small arms fire a handful. it's not a war where you're likely to get shot. it's one where you'll just get blown up. unfortunately, the bombing is pretty indiscriminate. i visited a lot of sites in kharkiv that have been hit by cruise missiles and rockets like the market was hit by a number of rockets. a neighborhood in kharkiv was very, very badly damaged by russian grads. it's just horrible bombardment. >> just to give our viewers a sense of your background. you're 22 years old. you started as a free lance journal twist two years ago covering the black lives matter. you are in ukraine. you don't speak ukrainian or russian. you travel throughout the country and you were even detained in transnistria in moldova neighboring ukraine to the west. talk about that experience. >> so the reason i went to transnistria was after a month and a half of covering the war in ukraine. i wanted to see how russian-backed separatists lived and visiting the separatists in the donbas, the luhansk and donetsk people's republic, that wasn't feasible. so i crossed into moldova and then from there, i went into the capital of transnistria. i applied for press accreditation there but was never able to get it, so i just got on -- got in on a tourist visa and went into this unrecognized country. the border is maintained by the russian army. there are a few hundred russian quote, unquote peacekeepers there. i saw plenty of them. and about my third day in transnistria as i was taking pictures, i was getting trailed by a police van. they forced me into the van, took me to a ministry of state security building and put me in a cell. they stripped me, photographed my tattoos, took a mug shot. and after seven hours worth of interrogations, through google translate, interestingly enough, i was deported. so, yeah, i did not spend long in russian-occupied separatist territory. and when i -- >> collin, one thing that struck me -- >> i'm sorry, what?
