>> translator: three-ton ones, from the sky. breaking overnight, the deputy prime minister of ukraine has announced an agreement with russia on a humanitarian corridor for the evacuation of women, children and the elderly from that plant in mariupol. we are closely monitoring this development, see if it comes through. there have been questions whether they are respected by forces. in donbas, forces have been able to repel numerous russian advances according to the latest uk defense intelligence assessment. even though shelling in the region has intensified, russia continues to be hampered by the environmental, logistical and technical challenges that have been bes detective them so far. sources tell cnn the pentagon is keeping a constant watch as well for the possibility of any movements in russia's nuclear arsenal with lloyd austin getting two to three briefings a week. i have been told by u.s. military officials the u.s. has not assessed any new or unusual movements of russian nuclear forces. as the white house scrambles to get more weapons to ukraine as quickly as possible, the u.s. is set to announce another big weapons package. $800 million in weapons aid, following $800 million in weapons aid justify a few days ago. john voss is here with me in lviv. john, i want to start with the situation in mariupol. desperate pleas from inside that steel plant there. >> yeah. >> concerns we saw the ukrainian marine about the soldiers holed up there. but hundreds of women and children. is this a sign of hope there might be a path out for them? >> here's the thing. the path of this humanitarian may take. it will pass directly by the steel factory. they will take out women, children, elderly. no men obviously. will they stop? will they go that direction? will they stop along the way? the problem with corridors to this point, since this siege of mariupol began, there has not been one organized convoy has been able to get out of mariupol since the siege began march 1st. so that's the problem with the corridors. that's where we stand with that. >> we have heard accounts of russian forces shelling quote-unquote humanitarian corridors that they had agreed to. we may not know this at this point, but do we know where these people would go from mariupol? one phenomenon is they have been forced to go into russia. >> to go from mariupol to bodansk to srap zaporizhzhia. the russians have been doing it every second day. the fighters inside have refused to lay down their weapons. that's what the ukrainian government has asked them to do. to evacuate to leave. they are refusing to leave. >> well, listen. let's hope lives are saved there. the precedent so far has been harrowing. john vause, thank you so much for bringing us the latest. as russian forces continue to bombard the steel plant in mary we'll, ukraine's security service is releasing what it believes to be a communications intercept from a russian ground unit commander in the region. and here's more of that audio. we should note once again cnn cannot vouch for its authenticity . skwrojoining us is tom fore. it's an usual place for folks to seek shelter. take us through the situation at the steel plant and how many people we know are stuck there. >> yeah. well, no is the tricky part in all of this, jim. it's right down here on the coast, the azovstal iron and steel works. it is over a big area. this is perhaps one of the most dire situations we have heard about since russia invaded and this war began. they have been holing out here for quite some time. there is a series of tunnels beneath it where both civilians who are there and some of the fighters are. russia has tended to characterize this all as being fighters. the people from ukraine have said otherwise. we have heard the warning there. they say this is where they are completely encircled. there is command of the air, command of the ground by the russians and only the holdouts or still in this area. take a look at the plant itself. this is what is on the ground, which has been attacked, attacked and attacked. how they wound up there is not entirely clear. what does happen as this deadline approaches is the real question some. >> no question. as you look at the aerials, it gives you a view of how this war is being waged by russia. civilian infrastructure leveled. whenever it ends, it will be an enormous reconstruction project. the russian military set a deadline of 7:00 a.m. for the ukrainian military to lay down their weapons. do we have any indication that the soldiers holed up there are going to do that? >> that seems very unclear. the description from the russians. and bear in mind, this is a picture of mariupol at the same time. the russian vision of this, the way they describe it is -- we will let everybody come out. nobody will be shooting. all the -- clear what the russians see happening next. mainly the notion is you lay down your weapons, you come outside -- looking at all of this, you can understand the ukrainians inside are saying what we want to see is some international force to -- out and take us away from all of this, not into the hands of the russians. jim, i have honestly no idea where we will be in another hour or two here in terms of what will actually happen. what we do know under the circumstances, what we are hearing from ukrainians said, they are almost out of food, almost out of water -- relentlessly by bombing and attacks here. they are grossly outnumbered. they are saying they need some kind of help even as they continue to try to hold out. >> it's medieval war tactics. surround and starve. it's part, it seems, the russian plan here. tom foreman, thank you so much. >> we are 52 minutes away from this deadline that russia has given ukrainian forces to surrender. thank you so much for being with us. this steel plant in mariupol, it's about four miles wide. it's got the last remaining ukrainian forces and civilians trapped inside who say they are being bombed with everything russia has. if you're inside that and you are begging for help and you're facing this deadline, what is their thinking right now? >> well, they are trying to survive the fact that the military is still fighting there. it's a small miracle. they are using the steel meal as a level of protection. the way out of there is by the sea. i don't see how you will get an international unit to get them out using the road networks from a timing perspective. plus, i wouldn't trust the russians at this point. the only place that you would guarantee success of evacuating civilians would be coming from the sea, which another country could easily do, bring a ship and have them evacuate that way. >> that's what they're asking for. they are pleading for any other country to help with an extraction unit. the united states said we are not sending in american pilots, american forces. would they take the risk of going in through the sea to try to make that extraction effort happen? >> it would have to be a commercial sea liner as opposed to an american warship. there could be a misunderstanding if something breaks out there. russia would have to decide. if you bring the civilians anywhere out in the towns and cities, there is no town what the military units could do to them. >> they are begging for help. we have seen overall broadly, they are sending another military aid package. they are prepping $800 billion more. something president zelenskyy said what the allies had sent them now, if they had september them weeks ago, we wouldn't be in this place. >> probably not weeks ago. it is very sophisticated. right now is prioritizing the equipment that's coming through. it will be important for the ukraine military to get the switch blades. in order to defeat the russians at this point, they have to win the artillery war. every weapon that is fired,s they have a return address. they have to figure out where that return address is coming from and put fires on that directly. do you think they could have success with that? president biden said they will send more artillery, something they desperately need in the second phase of the battle. >> the question is what kind of artillery. there is self-propelled, much more heavy, difficult to get there. there is the towed artillery that takes on the trucks and different types of artillery. tonnage, 2,000 tons is a lot of c-17s. the lift to get that there is a lot. and to get it 500 miles from the polish border. >> because they can't fly it in. pentagon officials are worried russia would start to target these shipments, something they haven't done so far, at least not successfully. do you think that's a real concern? >> i think it is. they will target the rail lines. you saw what happened when they targeted the civilian rail head. they will do that more in the east. they might get lucky and hit a high valued target from our perspective, a logistical perspective. the convoys, to get it to the fast as we can is the logistical challenge. that is what will win the war for ukraine >> ukraine said they need it as soon as possible. retired army major general mike lyons. > new this morning, for the biden administration also challenge that decision to lift mask mandates on planes, buses and trains. but there are big questions whether it's too late. ♪ ♪ i came, i saw, i conquered.
