about to address south korean lawmakers in just a few minutes time. this as a senior ukrainian official says a renewed russian offense in the eastern ukraine is already underway with russian forces massing in the donbas region. you could see that to the right of your screen. and, we are just learning that another railway station in eastern ukraine was hit by russian shelling. that's according to the chairman of the state railway company. he says that there were no casualties in the attack. but it follows last week's strike on the train station incremental's that left doesn't does. recent satellite images are showing all long of the military convoy, east of kharkiv, that appears to be moving south. ukraine's president said his country is prepared to fight but he says victory won't be possible without increased international support. mr. zelenskyy is likely to repeat that call as he addresses the south korean parliament. the, last, week the defense minister reported that he denied the across from ukraine for more weapons. meanwhile, the new russian commander taking over the war in ukraine is raising alarm bells in washington. u.s. official says he has a history of brutal attacks on civilians. >> this particular general has a resume that includes brutality against civilians and other theaters in syria. and we can expect more of the same in this theater. this general will just be another author of crimes and brutality against ukrainian civilians. >> meanwhile, the austrian chancellor is due to meet vladimir putin in moscow later today, karl nehammer. he'll be the first eu leader to meet with mr. putin since the war began. over the weekend, mr. karl nehammer met with ukrainian president volodymyr zelenskyy and visited the town bucha. he said that bucha is a place of war crime and calls for a full investigation. cnn's covering the story from every angle for you. reporters across the globe, paula hancocks is following zelenskyy's speech in south korea and we will go live to her in seoul, shortly. she is diplomatic or editor, nic robertson is in brussels. with the latest on the chancellor's meeting with vladimir putin. but let's begin with matt rivers, he is live into bc in georgia. and the focus we very much on the eastern part of ukraine this week. we >> no question, max. and i think it's safe to say that every ukrainian official that you're hearing from is talking about this war in terms of we are now in a new face of this war after what we saw in kyiv. it is clear that russian forces are moving to the east looking at this new offensive. according to the chief of defense intelligence, we talk to cnn over the weekend. basically, what they're expecting to see over the coming days and weeks is a new offensive that -- when the city of kharkiv. or just one of europe's largest cities in the eastern part of the country and with the ukrainian officials are seeing as russian forces, once again, regrouping in the city of belgrade. which we didn't see the beginning of the war. but it does seem like we're seeing that again as russian forces are basically regrouping after the losses that we see them take in so many other parts of the country. there will be an offensive according to ukrainian officials to take the city of kharkiv. also, to finish their camping in the southern city of mariupol which is a city that our viewers would know by now, has been under siege for weeks now. with the citizens bombarded by constant russian shelling. with a goal according to ukrainian officials is to finish that campaign. and only after those two cities are taken, if that happens, according to ukrainian officials will russian forces once again move on the capital of keep but, you know, what we are hearing from other senior officials in ukraine including an adviser to the minister of eternal face, they've spoken to a national address on national tv over the weekend, talking about how ukrainian officials, even though we haven't seen these offenses begin yet, that they believe that this new face of the war has begun. and, the man, according to the u.s. and european officials who would oversee this new phase of the war for russia, is a new russian general, aleksandr dvornikov we. this is a notorious general who oversaw, one of the first over commanders to oversee campaign and syria. with such notorious crimes against humanity were committed. and we heard from ukraine's foreign minister over the weekend, who acknowledged this new russian general and the fear surrounding his command. but said that ukrainian officials will remain confident. >> well, let's go back to the very beginning of the war when russia's plan was to defeat the entirety of ukraine in something like three days. and, so now, they have -- this plan failed, obviously. and now they have another plan. but we have our plans. and history will demonstrate whose plan will prevail. so, whatever russia is planning to do, we have our strategy. and the strategy is based on the assumption, on the confidence, that we will win this war. and we will [inaudible] our territories. >> so that's clearly signaling confidence there. but what is very clear is that we are in a new phase of this war, so the ukrainian officials are preparing for. we would have to see in the days and weeks to come what these new offensive from russian military, the eastern part of ukraine will look back on. all right, matt, thank you. we'll go to nick now. ahead of this crucial meeting, the first eu meeting to meet with president putin, he also met, didn't he, with zelenskyy. so, he's going to have some real insight on the back of these discussions. >> it's gonna have some real moral doherty walking into that meeting with president putin. just a few days ago, he was in bucha witnessing firsthand, the war crimes being able to talk to witnesses, being able to get the ukrainian government's perspective. and he said there must be accountability for the war crimes. austria has an historic position of neutrality with respect to the former soviet union with respect to russia. it has had better relationships, or at least deeper understandings with russia than perhaps some of its european neighbors. but we there seems to be no doubt in karl nehammer, his, mind what he needs to achieve all these in moscow. and that is to tell president putin to stop his aggression, to end the war, to create humanitarian corridors. but, it is that moral authority at being able to say, we are going, the international community, is going to find and get accountability for the war crimes. it is your troops who's been involved in the war crimes, at least, that's what the evidence points to at this stage. and therefore, you are the person, you know, who is most responsible for that. and that affects your position. the european union sanctions are going to continue to be applied to russia. so it's a very strong and forceful, powerful message that he'll be able to take to president putin. the real question is, is president putin listening? is he just sort of using this visit for his own domestic political consumption? to sort of say, well, russia is not so isolated. they're coming to talk to. us and displayed for propaganda at home. that of course is what would be expected of president putin at this time. but the message that is getting face to face, i think you can't underestimate that but the real value is very unlikely to be witnessed in the coming days or weeks even, max. >> yes, thank you, matt. the official death toll from russian strike in -- has risen now to 57. more than 100 were injured, including many women, children and the elderly. friday's attack on those civilians has drawn international outrage, including claims of genocide. cnn's ben wedeman has more now reporting from criminals. >> at 10:30 in the morning, friday, as many as 40,000 were here at the crime a toss, train station waiting to be evacuated when there was a large plus brought down thousands of pieces on the crowd below. at these 52 people were killed. you can still see the blood all over the ground. as many as 100 people were wounded. all the injured have been evacuated out of the city, the city of dnipro and capital kyiv with. because of course there is a profound fear that there is going to be a massive russian assault on the eastern ukraine. here we can see that there is a shoe that's been ripped apart by shrapnel. there is just blood everywhere. the parties in this part of ukraine have urged all civilians, especially women, children, and the elderly to leave as quickly as possible because of fears of death, russian assault. this is a city where just to the east of here there have been intensive russian bombardment on ukrainian positions. so the evacuation continues, prior to the blast on friday. they were dealing with about, handling about, 8000 people leaving the city. now, the evacuation effort has moved elsewhere because this station is no longer functioning. here, inside the station, more blood on the floor. many of the wounded were dragged inside for fear there might be yet another blast. this is the luggage of those who were killed and wounded, left behind. there is more blood here on the floor. cleanup crews are just, almost 48 hours after the blast, coming to clean up. but here, we see more glass on the floor. what's happened here can only be described as a massacre. i am ben wedeman, cnn, reporting from kramatorsk, in eastern retrain. difference, nowhere this year's race looks like déjà vu. voters narrowed down their presidential candidates and the finalists are incumbent, president and manual macomb, and marie lippman. france ministry reports that the one about 27% in the first round of voting. but came in first place with a dozen candidates, lived by is second with about 23%, the second round of voting in two weeks is set to be a rematch of the 2017 election cnn's melissa bell joins us now live from paris. of course, last election macron was this shiny new thing, there was so much excitement around his presence now, we know more about his leadership. so the step plea to jean-marie le pen its advantage? >> you are right to point out that it is a re-run of 2017, in many ways, in so far that those two candidates will face off on april 24th. but the difference is that five years on from that political experiment that eludes, to what he has shown by getting 20% in the first one is that essentially he has consolidated that position in the center. but the far, the extremes, have a swell consolidated. they're so not just jean-marie le pen, who, also scored a buddy -- but also the man who outflanked her and more than 50% of the french electorate voting for extreme candidates. and so it is a very intense new round that begins now. a new campaign that's ahead for the two weeks that looks very bitter and looks to be one of the closest races that we have seen in a very long time. have a listen to what the two winning candidates had to say at their campaign headquarters leslie. >> [interpreter] i want to france which inscribed itself in a stronger. which continues to form alliances with great democracies to defend itself. not offense that existed from europe, but had, for its only allies the international populists and xenophobes that is not us. >> the french people have spoken. they've given me the honor to be qualified in the second round against the incumbent president, emmanuel macron we. let me express to the millions of voters who express their trust in me my sincere is gratitude. i acknowledge, with humility, all the responsibility that comes with it. >> so, a different campaign that enters, that begins today. emmanuel macron, campaigning in the north where marine le pen. -- the two will face off in a debate. she has already said that she intends to devour him in that debate. remember, last time, in 2017 i hadn't got that will for her. but it will be two very different visions for france that will come face to face. and everyone of course we'll be watching that very closely. one of the certain t's off this first round the, max, is that the traditional parties, the republicans, the socialist parties had essentially shared power since 1958, we had seen them swept aside in 2017. this time, a very disappointing result for both woolery scoring 26%. and the social candidate scoring less than 2%. the friends political landscape has which -- he's obviously become very well known on the international circuit. he is very strong, internationally. when he's dealing with issues like you're green. but she has taken advantage of that by focusing on domestic issues such as the cost of living. and that has helped distract from those far-right policies that she's become famous for. >> that's right, and really, emmanuel macron many of his supporters last night were particularly surprised and pleasantly surprised by his court. giving all the criticism he's coming for. because he had said that many critics in france to focus on russia, to focus on the international stage. not bothering to debate with the other candidates. not focused enough on the problem faced by the french. and you'll remember, this is the end of the mandate, and the end of the term. max, the [inaudible] emmanuel macron faces had lasted for a long time. and it really showed a great amount of violence on the streets or french cities because of that problem for the cost of living. that remains a problem, and in fact, it's probably worsen here in france with rising inflation growing prices at the petrol pump and a lot of the fencing that they're struggling a great deal. that is exactly what marine le pen wants to tap into. >> that will be fascinating, thank you for joining us from paris. shanghai officials say that more covid testing is needed to help slow a surging outbreak. but residents, there clearly growing frustrated with the government lockdowns. and now, a food sorted just. well i, and april's wild weather continues in the u.s.. our reporter will have a later forecast for you. >> and severe weather -- not just over the next 24 hours, but possibly over the next 48 hours. will touch on this in details, coming up in the fewew minutes. these are live pictures and seoul, with the south korean parliament is in shanghai say they'll start to ease covid lockdown measures starting a day. allowing residents in covid free areas to start moving around areas more freely. this comes amid days of soaring infections and growing frustrations among its residents over the tough restrictions. shanghai has stuck to china's zero covid policy with multiple rounds of testing and restrictions on movement. as well as mandatory -- with anyone testing positive. and the current joins us from hong kong with more on releasing the frustrations boil up on social media, haven't we? >> yes, that's right max. there's a video circulating online. we cannot independently verify it. we should add, however, it shows a protests happening at a residential compound in shanghai. it would appear that these precedents managed to break out of their homes. and they are confronting police who are holding the gates, screaming at, them saying give us supplies. i think it just goes to illustrate the level of desperation that these people are feeling. they have been locked up in their homes since the end of march. we are talking about 25 million people in the most popular cosmopolitan city in china. shanghai is the engine of the country. it contributes to 4% of gdp and officials had thought, prior to this, way that they did not have to head here to the covid zero we strategy. where we saw the snap lockdowns take place in the rest of the country, they were more about targeted lockdowns. which they were commended for and said how visionary they were in allowing this economic engine to continue operating. but, with this wave that has hit shanghai, the way that it has, we saw numbers today, record high of 26,000 cases in shanghai. i know relatively, that is low compared to the rest of the world. but, in a country like china, they cannot afford for covid to rip through. the reason being is the low level of vaccination. particularly among the elderly, there is no immunity because they have really cut off china from the rest of the world. and, quite frankly, max, the health system will be completely overwhelmed. and that was pointed out today in a commentary in xinhua, news agency, let me quickly read this to you. it says that china's medical system would collapse leading to an enormous loss of life if it gives up on prevention and control. the government certainly doubling down on their zero covid strategy, max? >> all right, anna in hong kong. thank you for watching that for. us now, in new york, the mayor has tested positive for covid-19. a spokesperson says that adam has no major symptoms and is now isolating. it's unclear where he contracted the virus. but he's attended several public events recently, clearly, a club dinner in washington on april the 2nd. more than 60 people who were at that dinner have since tested positive for the virus. infectious disease expert, doctor anthony fauci, said he's not surprised that cases are rising right now. well, obviously there is concern that we are seeing an uptick in cases, as i've mentioned, over the last couple of weeks, this is not unexpected that you are going to see an uptake when you pull back on the mitigation methods. this is not gonna be eradicated. this is not gonna be eliminated. and what's gonna happen, we're going to see that each individual is going to have to make the calculation of the amount of risk that they want to take. >> fauci says another factor contributed to the rise in u.s. cases is the high transmissibility of the omicron ba.2 subvariant. currently, the dominant strain in the u.s.. more, wild weather expected in the part of the u.s.. -- has details on a new round of severe storms. derek >> good morning max. yes, the severe weather is concerned and back in the parts of the united states in the southeast. it is not exactly the same areas that we've seen in practice in the last few weeks. but still, worth noting. and you'll notice, parts of texas, oklahoma, these regions have seen hailstorms as much as one and a half inches in diameter. in the past 24 hours, that's the sort of weather we're concerned for here as we go into monday into tuesday. it's a level three indicated in orange there on the scale of 1 to 5. it is a smaller area, but it does include folks across arkansas. about 12 million people in its entirety, much of it is headed over dallas. for lauren till, a straight line of winds, certainly, can't rule out some tornadoes. as we go into tuesday afternoon, the severe weather threat expands, a little bit up to 4 million infected. -- austin -- once again, that's a level three in some of these regions could see some strong tornadoes for the middle of april, not unheard, of but that's the sort of pattern we're going to hear over the next couple of days. one system after another, ingredients in place to spark up some strong thunderstorms. and certainly, a lot of rainfall. and it could lead to flooding. mainly across western areas of tennessee, portions of arkansas as well. could see 2 to 3 inches of rainfall before it's all said and done. now, back to the eastern united states, look at the western u.s.. far too cold to produce rainfall. at least across the high elevation. you won't get up into the cascades. eight inches or more has come down across some of these areas winter weather alerts for as much as 20 inches in store across portions of say the cascades. and, even up to the series, up to 18 inches. not unheard of, but late season snowfall will take it in some of these areas that have been very dry in recent months. now, -- looking ahead to the next day, we have about eight weeks, significant to much -- so, enjoyed over the next couple of days. 90s in dallas, 70s and atlanta, 80s across the [end of translation] >> meanwhile, austrian chancellor karl nehammer says he will meet with vladimir putin in moscow in the coming hours. he'll be the first european leader to meet with mr. putin since the invasion began. the chancellor organized a trip during his stay in ukraine. and, this, just into cnn, denmark's foreign minister says the european union is already disgusting a sikh package against russia. he describes it as an effort, quote, to keep increasing pressure on russia to stop the war. meanwhile, ukraine's president, volodymyr zelenskyy, has been addressing the south korean parliament in a virtual speech. let's go to our correspondent in seoul. paula hancocks, for the very latest on what he's seeing in that address. paula? >> well, max, he's just finished speaking to lawmakers here in south korea. and his main message was that he was asking south korea for military hardware. something which south korea has already set as a red line for them that they would not want to offer up any lethal military aid as they say. but, we did hear from president zelenskyy saying that he thanked south korea for their support. they have given humanitarian aid. they have also given non lethal aid in the likes of helmets and medical aid, mr ease, blankets. but that is the extent that the aid of this point. president zelenskyy saying that they do need more help. russia has a strong military, saying that ukraine needs planes, tanks and south korea can help us. also, pointing, out south korea has various military systems that can defend ukraine from russia. pointing out that it would not only save ukrainian lives and save rick rain but potentially help other countries in europe as well from any potential russian aggression. now, this is as expected we did hear from the defense ministry in south korea today that the ukrainian defense minister speaking to his counterpart here and sold how asked for anti aircraft -- but i should say, that is something that we had been hearing from the government that they are not willing to give at this point. the defense ministry saying that they can't consider it because of national security, and also because they have to consider military readiness. so, certainly, this is something that has been asked a couple of times. if these from ukraine of south korea. he also, president-elect ski spoke about economic sanctions. south korea has signed up for the u.s.-led international sanctions. there were late to sign up to them. but they did sign up in the and. saying that many economic sanctions had been adopted. but, the impact is not strong enough to stop russia's invasion. there was also a moment where he highlighted one very basic similarity between ukraine and south korea. south korea, obviously, having gone through its own war being invaded by north korea back in 1950. he did say you want the war in the 50s, there were so many lives lost and yet you came out of it victorious. pointing out that we have no expectation russia will stop voluntarily. they need to be forced to stop by the international community. asking south korea to be part of that. okay, paula, thank you for the update. a missile strike in kramatorsk has killed -- their encouraging civilians to leave eastern europe. since the fighting began, more than 4.5 million people have fled ukraine. more than 7 million are in totally displaced. many are just unable to leave, it's estimated that more than 100,000 people are trapped in mariupol and in dire conditions without water, food, heat or electricity. elena johns is a volunteer with the nonprofit nova ukraine helping those still in ukraine. she joins me now from kyiv. this is a growing issue, isn't it? these communities that are literally trapped. they're virtually impossible to help. you can't get in there. >> yes, exactly. it is a big issue because since the beginning of the war, we often have the problem that we have the resources and the money. but we can't get them to the people needed. >> in terms of those in eastern ukraine, this other sense of doom that things are going to get so much worst in eastern ukraine. have you've been able to prepare to help them ahead of the onslaught? >> he has. we are doing our best. we are trying to help people. i [inaudible] also, volunteers in place that are trying to help. obviously, it is pretty dangerous. not everything we would like to do can be done. >> what are some examples of some stories that you've heard from people, that the wider world needs to hear about to really sort of understand the needs that you have? obviously, the world is engaged within this. but you're still asking for more support, aren't you, in terms of aid? >> yes. of course. the problem is that the war is ongoing. so it is not like we are at an end point. the need grows every day. for example, with the deliberation of the [inaudible] we have a lot of people who are without basic needs. without food, water, electricity. obviously, medical help. and you need -- >> we are watching, we are seeing images of the destruction in mariupol. what are you hearing about the situation there? because that is at the most extreme of what you're dealing with. >> yes, it's the most extreme point in ukraine. and, unfortunately, we will get buried under information. because there are problems with any type of contacts there. they are without, i obviously, without internet, mobiles -- we get information from people who manage to get with -- but somehow in recent days and weeks, it is very difficult. so -- >> and, you will obviously be able to get in there eventually, one hopes. are you concerned that people around the world are getting some fatigue with what they are seeing in ukraine?
