everyone. it is tuesday, february 1st. we begin this hour with a cnn exclusive on former president donald trump's attempts to overturn the 2020 u.s. elections. multiple sources said trump and his administration drafted orders to seize voting machines. now there's word of it for the department of homeland security. it was also sent to the department of defense. the national archives tells cnn some of the documents handed over to the house committee investigating the u.s. capitol riot have been ripped up by the former president and had to be taped back together. now that house committee has spoken to a key member of vice president mike pence inner circle, former chief of staff mark short. ryan nobles will have that. paula reid's exclusive report on the voting machines. >> reporter: sources tell cnn that following the 2020 election former president trump's legal advisers drafted two versions of an executive order seizing voting machines, one directing the department of defense seize the machines and the other directing the department of homeland security to do so. we previously reported the existence of a draft ordering tasking the pentagon of seizing machines. that document has been handed over to the house committee and now multiple reports of the same document exists but it instructs dhs to carry out the tasks. it shows the length trump's advisers were willing to go to to undermine the election results. multiple sources tell cnn that the idea of having the federal government access the machines was from mike waldren and mike flynn. both were pushing the narrative that the election was stolen from trump. it's not clear who specifically drafted, who put pen to paper to draft the executive order. trump's personal attorney rudy giuliani was spearheading the election results. giuliani approached ken k cuccinelli about seizing the machines and he said he didn't have the power. it never developed to the point of talking about an executive order, but we know the house select committee is looking into this effort to draft an executive order and how it began including the roles of giuliani, flynn, waldron and former trump attorney sidney powell. paula reid, cnn, washington. mark short served as the chief of staff to the former vice president of mike pence. he's someone that is closely aligned with pence. he was with him in the days leading up to january 6th. he was here at the capitol with mike pence as he was evacuated and was dealing with the intense pressure campaign that was put on him to try to overturn the election results. we're told short met with the january 6th select committee last week. it was a lengthy interview. it took place in person despite the fact that the committee up until that point had been scaling back in-person interviews because of the omicron wave. why is mark short important? he is important because the committee has a very unique interest in mike pence's role in everything leading up to january 6th. they believe in part that this pressure campaign that was put on pence is part of what led to the violence and chaos here at the capitol on that day. they'd like to talk to pence himself. chairman betty thompson has told us that in the past, but that has proven to be difficult. still, they're getting the information they're looking for by these close associates, like mark short. they've also talked to keith kellogg, his former national security adviser. it seems as though the committee is heading in the direction of getting the information they're looking for as it relates to pence. on another matter, we learned that the committee which took possession of some 700 documents from the trump white house as part of a court case where the former president was attempting to keep those documents secret, that within those documents there were a number of documents that were actually torn up and the national archives had to tape them up and put them back together. the national archives told us in a statement that it was the former president himself who ripped up some of these documents and we know this is something trump has done in the past. in the past he would rip up documents, people within the white house would have to tape them back together. that goes in violation of the presidential records act. it's not something you're supposed to do. now the fact this is a practice trump continued and now some of that information has become part of the january 6th investigation is significant. now the committee did not comment on the fact that they have these documents that were torn up. it appears as though they were still able to use them after the archives was able to put them back together but is yet another interesting wrinkle in this investigation as it moves forward. ryan nobles, cnn on capitol hill. >> thanks, ryan. trump's comments that he might pardon the january 6 insurrectionists is still reverberating against the officers. he is critical of republican's silence on trump's behavior. have a listen. >> on january 6th the stakes were a hell of a whole lot higher for me and hundreds of other police officers that responded to defend the capitol and their lives that day so that just doesn't, you know, pass muster with me. i couldn't care less about you getting re-elected. i'm more concerned with the future of our democracy, and right now it's in jeopardy. there is just no bottom to what it is that he's willing to say. he's like america's crazy ex and he's just decided that if he can't have us, no one can, and he's going to tear apart our democracy and our country if he can't, you know, get re-elected. >> most republican's reactions to trump's remarks about pardon were notably bland underscoring his grip on the party. some senate republicans called the comments inappropriate while others tried to dodge questions all together. the sharpest condemnation came from representative liz cheney, adam kissinger. kissinger called on republicans to pick a side. he said there is no middle ground for defending the country anymore. in the hours ahead, the top u.s. and russian diplomats are expected to speak by phone amid a growing push for dialogue as well as diplomacy. that call between u.s. secretary of state antony blinken and sergei lavrov comes one day after moscow responded in writing to a, yes, proposal aimed at de-escalating the ongoing crisis. the u.s. president says diplomacy is the best way forward. >> we continue to engage in non-stop diplomacy and to de-escalate tensions. with russia continuing its buildup of its forces around ukraine, we are ready no matter what happens. >> russia's military buildup near ukraine's border was the focus of a contentious u.n. security council meeting that saw america and russia clash over ukraine. ukraine's ambassador said he believes a russian invasion is imminent but still hopes for a diplomatic solution. russia's ambassador accused the u.s. and others of whipping up tension and rhetoric saying they are the ones who want the conflict to take place. the u.s. fired back. have a listen. >> we have heard from our russian colleagues that we're calling for this meeting to make you all feel uncomfortable. imagine how uncomfortable you would be if you had 100,000 troops sitting on your border in the way that these troops are sitting on the border with ukraine. this is not about antics, it's not about rhetoric, it's not about u.s. and russia, what this is about is the peace and security of one of our member states. >> strong words there from u.s. ambassador to the u.n. nathan hodges joins me from moscow. nathan, let's start with that letter that has been handed in now to the united states. we remember clearly russia reacting pessimistically i think it's fair to say to the u.s. proposal. do we know, nathan, russia's response or tone that might suggest what the conversation between blinken and lavrov later might be like? >> reporter: isa, the russians are pushing back on the sequence of events here with a senior russian diplomat saying to russian state media that this isn't the full answer or at least giving us a hint that it's not entirely clear basically that the russians have actually come back with a full or a comprehensive reply to the americans. last week we did get a bit of an indication of the tone with which the russian side has taken, the u.s. and nato letters that were sent last week with russia's top diplomat. russian foreign minister sergei lavrov saying they generally took a negative view of this. there may be some places, secondary issues where there's common ground or where there could be some sort of room for common ground between washington and moscow, but on the big picture issue, which is whether or not ukraine has a path to joining nato or whether or not russia can effectively have a veto over future nato membership, washington and moscow stayed very, very far apart. the important thing to remember here is not about the back and forth, the sequence of events, who sent a letter when, but what we're waiting for in russia is to hear russian president vladimir putin weigh in fully and publicly about what his response is to the u.s. and to nato about what they've said in response to russia's security demands over ukraine. he's already laid those grievances out in public many, many times about what has upset him about nato involvement, stationing, u.s. military assets in europe. none of these are secret but how he will respond with russian troops amassed on the border, that's the real question here. the ball is very much in putin's court and we're going to be waiting to see. he's going to be traveling to china at the end of the week to attend the olympics. that's going to be an important opportunity as well. that's where we stand here in moscow, isa. >> we shall see what putin says. when was the last time he spoke, putin spoke on this? just remind me. >> reporter: well, on friday he chaired his security council. he didn't give any remarks. we did get a readout from a phone call with french president emmanuel macron which was very brief. >> appreciate it. thanks very much. of course we'll have a live report from ukraine in about 15 minutes' time. now the u.s. food & drug administration has granted full approval to moderna's covid vaccine for people 18 and older. earlier it was only available under emergency use authorization. there is no difference between the approved vaccine and the one available. they are exactly the same. the fda's acting head says the full approval is a significant step in the fight against the pandemic and may still instill additional comfort and support in some to get vaccinated. meanwhile, new data shows children ages 5 to 11 have the lowest vaccination rates in the u.s. among eligible groups. only 22% of children are fully vaccinated. every other age group ages 12 to 17 have vaccination rates well above 50%. there are many unvaccinated people. 20% of the eligible population has not received any dose of the covid vaccine. here in the u.k. british prime minister boris johnson's investigation is still going on. this is a story we have been reporting on from the beginning. a preliminary report accused the johnson government of, quote, failures of leadership and judgment and a culture of excessive drinking. mr. johnson says he's sorry for the things he didn't get right and he promised he would fix it. have a listen. >> it isn't enough to say sorry. this is a moment when we must look at ourselves in the mirror and we must learn and while the metropolitan police must yet complete their investigation, and that means there are no details of specific events in sue gray's report, i of course accept sue gray's general findings in full. and above all, her recommendation that we must learn from these events and act now. >> let's get more on this. cnn's selma abdel azeez has been on this from day one. selma, he was completely savaged yesterday in the comments, even from those within his own party. i'm thinking of theresa may, the former prime minister. what does this tell us about whether he can hang on? is he starting to lose support? >> bigger numbers saying they don't have the support. i think what we saw yesterday was another half apology from prime minister boris johnson. the kind of sorry you say when you get caught but you're not sorry about the actions that caused you to get caught. to many people in this country saying i'm sorry means taking accountability, i'm sorry means taking responsibility and i'm sorry means resigning. that's not what he's doing. he still has, as you said, the support of his own party. yes, there is growing rebellion. yes, he's taking jabs from his own party like theresa may, the former prime minister. after that he met with his own party and he was able to woo them and buy himself one more day. >> how does he woo them. if they're listening, he didn't get the tone right from the room. he hasn't felt what the country is feeling. he has promised reform. is that enough for many of his own -- for many members of his party? >> i think what johnson is dealing with now is buy myself more time every day. he pointed to the police probe. he said, look, there's still police investigation underway. why don't we wait and see what the result is from that. and he's also lucky in that there's not a great alternative to johnson for the party. >> that's critical. >> that's critical. you have to remember, johnson is considered a success at the ballot box. he might not be anymore. he may no longer be any asset, but it's that gamble they're going to have to take to push out a prime minister at a time when they really don't need to because there's no election. >> there's no investigation and this investigation may take some time which buys him time. selma abdelaziz, thank you very much. ahead on cnn, a look at how desperate the situations of people living in camps in freezing temperatures. plus, no rest for the u.s. another winter storm system is waiting in the wings. quiet weather conditions for now but changes in the store mainly across the central united states where parts of 14 states spanning about 1500 miles under winter weather alerts. we'll touch on this in a few minutes. snow and maybe ice accumulating over the next several days.. se t for fast pain winston-salem. fire crews were forced to pull back their efforts. this was at a fertilizer plant. all 122 federal prisons across the united states were placed on temporary lockdown on monday after a fight broke out at a texas facility. the bureau of prisons said two inmates died at the federal penitentiary at beaumont. the bureau of prisons says it's continuing to monitor the situation. on monday a federal judge rejected a plea deal that would have averted a trial. travis on the left, his father gregory on the right along with a neighbor were convicted of murdering ahmad arbery. they face federal hate crimes because he was black. the next hearing is soon and the hate crime trial is next week. a medical examiner says chelsie kryst died by suicide. she jumped from a building in manhattan on sunday morning. a law enforcement official tells cnn she left behind a note which is part of the investigation into her death. kryst was an attorney who focused on social justice and prison reform. displaced in their country's civil war, the camps in the home offer little protection from brutal winter weather. aid groups are pushing the international community for support for people struggling in freezing temperatures. arwa damon has a look. >> reporter: what do you do when your home cannot protect you from the whipping kids, when you can't warm the chill away from your children's cheeks or frozen hands or when the snow collapses the only shelter you have? look at all of this, fatim says. can anyone have mercy? don't bring us food or water, just a home. her son's clothing lies drenched on the flooded floor. the children don't have proper shoes. the lucky ones, they run around in rubber boots. most are in flip-flops and some none at all. this winter is among the harshest to hit syria in decades and for those living in camps, it's unbearable. just help us to stay warm she pleads. the kids are crying from the cold. we've collected everything there is to burn, even from the garbage. from plastic to wood to anything else, but it's not safe. he was burned when they used this paste. >> translator: i didn't know what happened but the stove exploded. his skin melted as if you had poured acid on it. burn injuries brought on by unsafe living conditions are common throughout the camps, especially in winter. the weather is not just aggravating already hazardous living conditions. according to the world health organization, the inability to stay warm is causing an increase in severe respiratory illnesses among children, especially the little ones. this doctor tries to stifle this baby's cries, but when he finally calms down, you can hear just how labored his breath is. this is what we were talking about the doctor says. children this young with bronchi allergy and bronchiolitis, it can be deadly. hospitals don't have the support for medicines they need. aid agencies don't have the funding they need. while there are local efforts on the ground, it's hardly enough. the international agency never stopped the mass killing of syrian civilians. will it now help them survive the winter? >> and, isa, there were just so many gutting and heartbreaking images in that footage we got out of idlib in syria. the one was the little child barefoot walking across the freezing, snowy ice water. i was just thinking about how for so many other children around the world snow is this welcome thing. everybody loves it, the snow day knowing you can go inside, have your hot chocolate and get warm, and how these kids just stay with the chill and the dampness of it all. and the thing is, what i really don't understand, isa, is how we allow these types of conditions, people living in these types of conditions to continue to suffer like this. because this is all fixable. yes, there are so many other problems the world faces and politics plays such a big role when it comes to trying to end the circumstances that bring about war, that create these conditions, but right now, isa, the world, the international community can do something to alleviate the suffering of people like this. >> we should all, arwa, be ashamed that this is the situation for so many children. that poor child struggling to breathe really broke my heart. arwa damon, thank you very much. now a huge winter storm developing in the u.s. is said to affect more than 30 million people in its path. states from colorado, michigan and a winter storm with the potential for heavy snowfall. meteorologist pedram javaheri has the latest. pedram. >> good morning, isa. happy february. conditions across the u.s. starting off as you expected in february, cold temperatures, wintry mix and mountain snow to be had. also watching the winter weather alerts over an expansive area spanning 1500 miles or so from texas to the great lakes region to western areas. this is in advance of a pending system over the next 36 to 48 hours that has the potential to bring down light to moderate snowfall. areas of missouri, illinois, indiana and ohio, higher pockets of a foot of snow possible across the region. we have the mixed bag. we have the rain and snow south of the snow zone there's potential for ice to begin to accumulate going in from that period of wednesday to thursday. the ice secretions going to generally be 1/10 of an inch and there are pockets from kentucky into southern ohio and southern illinois where we could see a decent amount of ice could accumulate. it could lead to disruptions and watch that as the forecast progresses. watch boston. they picked up almost two feet of snowfall in the last couple of days. temperatures dramatically warming up from wednesday to thursday. we expect it to transition back into a wintry mix come friday across the region. soares. if you are just joining us, let me bring you up to date with our top stories at this hour. a cnn exclusive report reveals former president donald trump drafted not one but two versions of an executive order to seize voting machines in 2020. the house select committee is investigating the documents. in the coming hours u.s. secretary of state antony blinken will speak with his counterpart, sergei lavrov. ukraine's ambassador says they believe a russian invasion is imminent. we'll join you from kyiv and we have melissa bell. this letter being handed in to the united states. i suspect and i spoke to nathan hodges from moscow at the top of the show, we don't know the contents of that russian response, but the timing of this is interesting given the fact that lavrov is speaking to blinken today. how can we interpret today's meeting as well given the brawl we saw at the u.n. yesterday? >> reporter: well, what it certainly showed was the stark contrast. there is a stark difference, the gap, the chasm there is between the two positions, united states and russia. it was a very public standoff in the end, this meeting, that did allow us to get an idea of just how wide that gap is on -- both in terms of the depth of misunderstanding and differences of view fundamentally but also in the tone that each is now adopting with the other. yet, that's been welcome by ukraine in a statement saying it had been an important step further down the road to deterring russia from carrying out another armed conflict here in ukraine and had allowed it to see the majority of the united nations security council members are on the side of being against what that russian buildup across the border from ukraine. that's been welcome by ukraine. you're right, what will be interesting to see what comes out of that meeting, specifically the read outfrom the russian side. that written response to the nato and united states proposals is not the final version of what russia intends to deliver. more of what we begin to understand from what various officials have been saying is that it may be an answer to a specific issue that russia has long raised that question of the ind indivisibility of security. diplomatic activity will continue. the british prime minister will be here to meet with the ukrainian president vowing to give 88 million pounds as well to help ukraine weather the storm in terms of its energy supply, gain more independence from russia. this is something ukraine has long been asking for. beyond the sanctions, more financial help to help it weather the storm. >> melissa bell for us in kyiv. thanks very much, melissa. some countries in europe are adjusting their covid-19 rules. austria will ease some of them this week. restaurants and shops will be allowed to stay open longer. the maximum capacity of people attending events will be doubled. germany, seven day covid incident rate hit a new record high. italy has updated its rules and restrictions around the covid green pass. ben wedeman joins me from rome. let's talk about the new changes in italy. is it because we're seeing a rise in the new subvariant or is this not related to this? >> reporter: no. i mean, basically what we know is more than 90% of the covid cases in italy are the original omicron variant. those numbers are starting to go down. what is clear from the new restrictions that came in to place today, if you are unvaccinated, life is going to become even more difficult. now to get into things like public offices, banks, book shops, hair dressers, beauticians, you have to show a green pass. basically if you are unvaccinated, the only places you can go at this point are food stores, pharmacies and gas stations. if you are over 50 and have not been vaccinated, you could face a 100 euro one-time fine. the national health service will be passing that information if you're over 50 and unvaccinated to the equivalent of the italian internal revenue service. >> how are these restrictions, ben, very quickly being received? >> reporter: by and large italians with the exception of a very vocal small minority are in favor of these restrictions. keep in mind, of course, that this country was very badly hit at the beginning of the pandemic in the spring of 2020 and now you have some of europe's highest vaccination rates. more than 90% of the population has gotten one dose and 78% of the population over the age of 12 has received the booster. isa? >> ben we weeder men in london. spreading the word about wordle. that's next. that gives you six chances to guess the day's five-letter word. the times bought the game for seven figures. wordle would initially remain free as the newspaper works it into its puzzle portfolio. for die hard fans the times is working to ensure you do not panic. for those who aren't familiar with the meteoric rise, josh wordle raised the game in october of 2021. 90 people were playing by november 1st. nearly two months later 300,000 others joined in. digital experts in new zealand helped fuel the game's popularity by posting their scores on twitter. when more people joined their conversation they created #dailywordle. it has exploded. with me is andrew chen, a research fellow at the university of aukland. thank you so much for coming on the show. let me say right from the beginning, i do not wordle but i can tell you pretty much everyone around me here wordles from directors to camera operators. they all wordle. tell us why you think it's caught on. >> yeah. well, i think firstly wordle is a pretty simple game in that the rules are very simple but there's a lot of complex city i terms of it in terms of how you guess the word in as few guesses as possible. that makes for a great game. the other thing that kicked things off was that we had these emoji groups that were developed to help share the results and for people who didn't know what those grids were, it was very intriguing to see them on twitter. well, i don't know what this is. i want to find out what this is and so that was part of how it spread. >> and that's how i've come across it as well, on twitter seeing those little boxes. you know, it kind of lacks -- it lacks a bit of the richness of a cross word though. so what is it that has made them such a huge phenomenon? i know you said it's simplicity but is there more to it? >> yeah. i think also the accessible nature of it and for people who don't do cross words regularly, they might find them actually a little bit intimidating and it's a larger time commitment. you may have to spend 30 minutes to do a difficult cross word. wordle is a thing you can do for 5 minutes while you're having a cup of coffee in the morning and it's enjoyable. >> my producer told me before she used to look at instagram and now she wordles. when i looked at it, andrew, what struck me -- briefly looked at it, i have to say, i didn't see any advertising tied to it. there's no push notifications. i guess that's pretty attractive in this day and age. >> yeah. the creator, josh wordle, has talked about how he has assured a lot of common conceptions, common expectations around online games that you have to have micro transactions and you have to have advertising and you're supposed to be creating email addresses to send you marketing material and he was doing none of that. it was refreshing for it to be different to a lot of the other online games. it will be interesting to see if the "new york times" can continue to keep that spirit alive. >> that was going to be my next question for you because "the new york times" have bought it for seven figures. some, many are worried it will go behind a pay wall. i'm talking about twitter. now they won't wordle anymore. how do you think that will change, andrew? >> well, my hope is that "the new york times" will use it as one channel to get more people on to their platform and in order to be able to do that effectively they'll have to keep wordle free. so fingers crossed that that's their strategy but, you know, it's a commercial business. they're going to have to make commercial decisions. >> we shall keep an eye on it. everyone is very excited about wordle. i shall give it a try a bit later. andrew chen, thank you so much for your perspective. if you are at home, if you wordle, i would like the start of beijing winter olympics and its final preparations are being made. china's hoping the world will focus on the spectacle and not the rocky journey of course to hosting the winter games. in a literal turn of events taiwan will send the delegation to the games after previously citing the pandemic and transportation factors as their reasons for not attending. let's get more on the story. steven jiang joins me from beijing. china wanting to focus on the olympics and not the covid cases. how is it being covered there? what is the mood? >> reporter: the mood is celebratory but i think probably not because of the games, at least not yet, but because today is the lunar new year. happy year of the tiger to you. the authorities in beijing have sealed off a few apartment blocks in a neighborhood not far from the bird's nest. that's the stadium where the opening ceremony will be held in a few days. this obviously because of a few fresh cases of covid here and thanks to the government's continued zero covid policy here. but inside the olympic bubbles which are completely sealed off from the rest of beijing, more covid cases as well with the authorities saying 24 people
