tomorrow is still up in the air. >> a brutal winter storm pounds the u.s. as millions prepare to assess the damage. the details from cnn's weather center. plus, north korea launches four missiles. we are live for you this hour in tokyo. and the australian open is finally underway without tennis star novak djokovic. we'll have a live report from melbourne on what this means for the tournament. >> announcer: live from london this is "cnn newsroom" with isa soares. welcome to the show. it is monday, january 17. a brutal winter storm battering much of the southern united states with freezing rain and snow is heading north. as many as 80 million americans were under winter weather alerts stretching from georgia to maine. the effects of the system could cause problems for days to come. states in appalachia region are seeing heavy snowfall and high winds. parts of north carolina got as much as a foot of snow. that's about roughly 30 centimeters. that means 25 counties declared a state of emergency. now downed trees and power lines you can see knocked out power to nearly 300,000 customers across the southeast on sunday. more than 150,000 along the east coast are still in the dark. now in florida this system spawned tornadoes. you can see that on the west coast which destroyed at least 28 homes and damaged dozens more. and more than 3,000 flights were canceled sunday according to flight aware. that's largely due, of course, to this weather. 1200 more already canceled for monday. now we have reporters covering the storm in another state. paulo sandoval is in pittsburgh which is feeling the effects. we are in north carolina where authorities say they've responded to more than 400 vehicle crashes caused by the winter weather. >> reporter: the flurries continuing to fall here in charlotte, north carolina, but underneath this snow is ice and that is the main concern for authorities in the carolinas. this ice, the freezing rain, the sleet that was falling throughout the day on sunday potentially refreezing overnight creating difficult conditions for drivers and anybody really trying to travel in the greater carolinas area. more than 90% of the flights out of charlotte were canceled on sunday and airlines have said that people need to be patient. it could continue in through the beginning of the week. now when it comes to driving, there is a staffing shortage. the state says that it may take longer to get to certain streets to clear them off but they activated the national guard, they brought in assistance to help with those streets to clear them off. again, the concern being an overnight freeze making it difficult conditions for people in the morning as well. that ice also causing power outages across the state of north carolina. more than 90,000 reported and the state expects that number to go up as ice -- as the heaviness of that ice brings down trees potentially bringing down power lines. they are continuing to encourage people to stay inside and just let the system pass. diane gallagher, cnn, charlotte, north carolina. >> reporter: long before the first snowflakes started to fall here in pennsylvania governor tom wolf was urging residents to simply stay home as the storm began to move in. we began to feel it on sunday afternoon and through the overnight hours. in terms of pittsburgh, city officials recognizing their response to the last major snow event came up short according to the head of public works. they did not anticipate a freezing event that took place after that snowfall making many of those side roads basically impassible. they are improving their response and we did see it with plow trucks and snow removal out with their streets and sidewalks as forecasters expected for up to a foot of snow in and around pittsburgh. now the main concern will be on monday morning. it is a holiday. school was not scheduled for the day. authorities certainly concentrating on the roads and highways as we continue to get through monday. paulo sandoval, cnn, pittsburgh. >> meteorologist tyler maldin joins us with the winter weather. this is a brutal as well as dangerous winter storm. we have rain, ice, snow. give us a sense of how long it is expected to last here. >> so this is going to continue for probably the next 24 to 36 hours, isa. down here across the southeast where the rain fell and then the snow melted, well now we're dealing with temperatures dropping below freezing so we are going to be dealing with icing on the roadways down here across the southeast. from northeast georgia all the way up into maine we are looking at millions on our winter weather alerts as the system jets off to the northeast. notice that the carolinas are now drying out. we're also seeing a little bit of snowfall on the back side beginning to wrap around and also we have severe weather that was dealt with in maryland. now just heavy rainfall moving into new york city. the really heavy snowfall across pennsylvania, the state of new york, ohio and that's going to continue to wrap around and push up to the north as you can see going through the rest of today. it is going to be a little dicey at times across the mid-atlantic and the northeast today. then once we get into tuesday, that's when it jets out. how much snowfall are we going to see up here? we'll notice the pinks here, that could be up to 12 to 18 inches of snowfall in the higher elevations. the consensus, 5 to 6 inches across the ohio river valley, north atlantic and northeast. here are snowfall totals. north carolina picked up more than a foot. spartanburg, south carolina, 8 inches. a lot of people across the carolinas into the mid-atlantic states. so accumulations like that. we also have wind advisories in effect up the east coast. so that's going to add insult to injury, isa. we've got the saturated ground. we've got the ice. all it takes is that wind and that can take down some trees which can then cause more power outages. >> another element. stay warm. stay safe. tyler, do stay with us. i want to get your thoughts on this story. australia and new zealand are working to get emergency relief aid to tonga after tsunami waves devastated part of the country over the weekend. these new images, the flood waters inundated homes as well as coastal areas. there is very limited if any information coming from some of tonga's islands. the disaster started when this nearby volcano erupted on saturday. clouds of ash have blanketed regions for miles and australia and new zealand have sent reconnaissance flights. let's go back to tyler. communication has severed so it's hard to get a sense of the devastation. we are expecting pictures from the surveillance flights in the next 24 hours. what are the biggest concerns here? >> what we're looking at here, isa, the eruption from satarai, it was massive. one of the largest eruptions in tonga. with that comes are smaller eruptions and seismic ak twift this. we're seeing more small scale activity which will continue for the foreseeable future and then also with this big plume of ash, it's moving to the west and it's now over australia. it moved over queensland on monday, roughly 42,000, 63,000 feet in the air. it will leave beautiful sunrises, sun sets in australia but it could also hinder the air quality as well. those that have, you know, sensitive respiratory symptoms may be dealing with that because of that ash cloud moving over. the ring of fire right here includes tonga, the tonga trench. that first eruption, saturday, isa, was so massive we'll continue to see small scale activity in the future. it created that tsunami. that tsunami caused damage as we showed you. it caused small scale tsunami-type waves across california. what happened with that is way deep down, isa, under the water we have landslides. the cold air collapsed. that's what created that tsunami. we're not looking at anything like that with these small scale activity that's ongoing right now, but it's something that we certainly have to watch. >> indeed. of course, with the ash cloud not just the air quality but also the fear that it could contaminate water supplies for so many. killed by an fbi rescue team sent to save the hostage in colle colleyville, texas. two teens have been detained in the case. the synagogue was in a worship service when the hostage taking began. audio caught part of the terrifying audio . our international security editor nick peyton walsh has more on what we're learning. >> malic pfizer from blackburn according to greater manchester police in a statement echoing what we heard from u.s. officials earlier. he is a u.k. national. a lot of focus, of course, since the beginning according to u.s. authorities about what information u.k. officials can supply to them. now we've also heard from his family posting on a facebook page called the blackburn muslim community in the town he hales from. they've spoken of their absolute devastation of the loss of their brother. also talking about how they wholeheartedly apologize towards the victims of this hostage crisis. they believe he had mental health issues and say how they as a family were in touch with the police during the hostage negotiations. the u.k. condemned what she called an act of terror and anti-semitism. it probably began at the beginning of this crisis between u.s. and u.k. crisis to work out whether this was a lone figure acting on their own or part of some wider plot and whether any elements of that plot may still be a threat around. i have to say listening to the coherence in that synagogue recording and how sophisticated or unsophisticated frankly this plot was that may point investigators towards what his family has suggested could be mental health issues here. certainly all efforts now being put in by u.k. and u.s. officials to work together to get to the bottom of this. i understand from our colleague josh campbell that u.s. and u.k. officials with the state aren't seeing many traces of him in their databases in terms of anybody they had on their radar. president joe biden unclear it was on sunday afternoon about what the motivation may have been here. that is going to be key to working out precisely how these horrifying scenes in texas occurred. nick peyton walsh, cnn, london. south korea says the latest missile tests from north korea are very regrettable. seoul tested two more suspected ballistic missiles. south korea said they were launched from pyongyang into the sea to the east. cnn's blake essaydowns me. what more do we know about today's launch. it's been a busy 2022 for missile launches already. >> reporter: absolutely very busy start to 2022 for north korea's missile program. four tests carried out so far in the first four weeks of this year compared to only a handful of tests in all of 2021. based on the estimated maximum altitude and distance the missiles traveled earlier today, japanese and south korean officials both believe that north korea has test fired two short range ballistic missiles. both landed in the waters off the east coast of the korean peninsula just outside of the exclusive economic zone. while alarming, this recent test from north korea shouldn't come as a surprise. it doesn't make empty threats. the recent threats all come a few weeks after kim jong-un promised to further strengthen his military's capability closing out its five day party meeting. before today's test the last missile launch was carried out more than a week ago. took place more than a few hours after they released a statement expressing frustration over new sanctions imposed by the united states. the statement said that the u.s. -- if the u.s. adopts such a confrontational stance north carolina will be forced to take stronger and certain reactions to it essentially suggesting that the missile test was carried out to protest the sanctions. now to this point the biden administration has taken a more subdued approach to dealing with north carolina and according to analysts, north carolina is pretty low on the biden administration's list of priorities. that's no secret to north carolina -- north korea. and they're trying to draw attention to themselves with the recent missile launches. >> blake for us in tokyo. thank you very much. now as mentioned, this is the fourth time that -- this month in fact north korea has tested missiles. we spoke with the former cia deputy chief of korea. he said frequent launches this time of year are significant. listen. >> it's unusual that they're doing so many in january because usually they don't do missile testing during the winter. they're upping the game on expanding and refining their missile arsenal. so far they've been doing short and medium-range missile testing. they haven't done a long-range including icbm test for the last several years and they likely know it would lead to new u.n. resolutions or stronger enforcement of sanctions. they may be going through a to-do list of shorter and medium range missiles before they go through what would be much more provocative, more likely to generate a stronger international response. now the u.s. and a number of its allies are growing increasingly alarmed about russia and the growing threat of war with ukraine. russia has been amassing troops along the border with its western neighbor. russian forces are to the south in crimea which russia invaded back in 2014. u.s. intelligence warns moscow may be trying to justify an attack with a false flag operation. some in the ukrainian government blame russia for recent cyber attacks. cnn's fareed zakaria had an exclusive discussion with dmitry p petkov who denied it. >> we consider it another unproved accusation. we are accustomed to the fact ukrainians are blaming everything on russia, even their bad weather. >> but the timing does receive unusual right at the time when the talks don't seem to be going anywhere, the russian government has suggested they would take some military and technical actions against ukraine if the talks didn't go well. is it just a total could incompetence dense that somehow hackers from somewhere decided to target ukrainian government offices? >> you know, it's very dangerous coincidence, extremely dangerous. >> for more on this growing standoff, cnn's fred pleitgen is live in moscow. look, tensions clearly continuing to grow despite what fareed said yesterday. the meetings yesterday u.s., nato, russia, now we have ukraine growing russia. peskov saying they're not behind it, don't know anything about it. what more do we know? what's ukraine saying here? >> well, the ukrainians are saying they have some indications that it might have been actors from russia or belarus that are behind the cyber attack. the russians obviously deny that. we heard that from dmitry p peskov. . i think one of the other things we heard in that interview of fareed, really very good interview, was that peskov in that interview said he's not sure whether there can be an agreement between russia and the u.s. but right now the u.s. and russia are, as he put it, on completely different tracks. he said that he finds that very disturbing. so it certainly seems that right now everything looking -- is looking more towards more confrontation rather than less confrontation. we've heard some things from the russians about the things that they want from nato and from the u.s. they say they want written security guarantees. they want nato to enlarge any further. they don't want ukraine to become a member of nato ever. they say that threatens their security, not because of ukraine but because of nato weapons they believe could be inside ukraine then. the russians have said their answer could be military technical. one of the things the deputy foreign minister said last week is he couldn't rule out even putting russian nuclear weapons in latin american countries. it's quite interesting because a few minutes ago there was another call with dmitry peskov. those are sovereign nations. he poured cold water on that. things are looking more like tension rather than deescalation as the week starts. >> yeah. i think they're on different -- they have different views right from the beginning with no breakthrough after those three days of meetings. fred pleitgen in moscow. good to see you. thank you very much. it is clear vladimir putin doesn't want nato to expand but a former top diplomat suggested it goes deeper than that. the russian president is obsessed with his western neighbor. bill taylor spoke earlier to cnn. have a listen. >> i think president putin does have an obsession with ukraine. he has other concerns that he certainly doesn't much like nato, drive wedges among the various fissures that he can try to find in nato and in the west and in the united states and europe, but it really is focused on ukraine. he wants to be sure ukraine doesn't join nato. ukraine has every right to apply to nato. ukraine's a sovereign country. mr. putin doesn't agree with that. mr. putin thinks that ukraine is not a sovereign country. mr. putin has said that he thinks ukraine is really just part of russia so moving into russia, invading ukraine from russia is consistent with that view so i think he is really focused on ukraine. >> taylor said he powerful storm slamming the east coast. now state in the appalachian region are seeing heavy snowfall as well as high winds. north carolina has a foot of snow. that's roughly about 30 centimeters. that leaves 25 towns declared a state of emergency. plus new developments following a saturday standoff in a texas synagogue. greater manchester england say two teens were detained in relation to the case and they were held for questioning. we know the hostage taker was a british citizen. we'll have more on both of the stories in the coming hour. now the australian open tennis tournament is underway without world number one novak djokovic. the serbian tennis star has not been allowed to defend his title. he was ultimately deported on sunday after an australian federal court upheld a decision to revoke his visa. he arrives at a dubai airport. for more, let's bring in cnn's paula hancocks who's been on the story from day one. paula, it has been a dramatic, i think it's fair to say messy few days. what has been the reaction as the australian open begins without djokovic? >> reporter: isa, messy is the word. the whole visa debacle is the word. monday is the start of the australian open. people woke up this morning and started to look forward, started to look forward to a positive event and this is certainly something which the city of melbourne needs given what it's been through over the past couple of years. it's been one of the most locked down cities in the world and now they have something positive to celebrate. now of course there is still some fallout from the novak djokovic saga. the prime minister, scott morrison, was asked about it today. specifically asked about the three-year ban that is automatically put in place once your visa is banned. he didn't want to pre-condition anything in the future. there is an opportunity for a person to return in the right circumstances and that will be considered at the time. so he's leaving the door open for djokovic to come back next year at that point, but looking at the tennis self, there has been a mixed reaction. for the most part though, people are just relieved that it's over. >> for me, so many families have not been able to see family members across australia and the world because they have not been able to travel so to let someone in that's not vaccinated is silly. yeah, kind of happy about it. >> i think it was actually a good decision. we've all done the right thing, you know, in getting vaccinated. we're not allowed to come here unless we're vaccinated. i'm disappointed for djokovic because i would have loved to have seen him compete for his 21st slam event. >> i think it's sad that we're not going to see the best tennis player in the world play, but rules are rules. >> everyone now is just looking forward to a decent tennis tournament. isa? >> now it's time for the tennis. paula hancocks set for us in melbourne. knovak djokovic is receivin a lot of support. they're calling him the pride of serbia. meantime, serbia's president lashed out at australia's treatment of djokovic. he said australian authorities and the media harassed him and called the actions both a witch hunt against the tennis star and the country himself. here's more from the serbian leader. >> they think they have by this, this miss treatment of ten days humiliated djokovic but they have humiliated themselves. he can return to his home country with his head held high looking everyone in the eye. >> they've called this scandalous and a huge injustice against their champion. now the u.s. surgeon general is warning a national peak in the omicron covid surge likely won't happen in the coming days and the next few weeks will be tough. he spoke to jake tapper on sunday and said testing is still a top priority. >> the president said we certainly have more we need to do on testing. that's a message very clear to him from the public, to his team, that we need to pull every lever possible. that's why you've seen additional spigots open when it comes to testing. >> now globally eight cities in china are now reporting cases of the omicron variant. this comes less than three weeks ahead of the winter olympics. shenzhen is the latest city with a new found case. the neighborhood is on lockdown. meanwhile, after weeks of debate, the french parliament has approved a controversial vaccine bill. they have approved visiting bars, restaurants and long distance transport. negative pcr test is no longer enough. cnn has both of these stories covered. kristie lu stout and jim bidderman. this still needs a final approval but this is pretty much done and dusted, right? >> reporter: exactly. the constitutional court has to take a look at it and see if it's unconstitutional and that may not even happen. depends how much opponents can muster support. in any case, i think you can pretty much bank on the fact that this is going to go into place. the government is hoping by the end of this week, perhaps early next week, but in any case it's going to go into place soon and basically will inhibit people who haven't been vaccinated from most everyday activities. one thing i should add in this new law is there is increased activities for fraudulent use of the passes. a number of cases of fraud with the predecessor pass. the health pass. this carries penalty up to and including jail time if you are repeatedly using a fraudulent pass. isa. >> jim, do stay with us. i'm going to kristie lu stout. how worried really is the chinese government is given eight cities have reports of omicron. >> reporter: there is worry now that omicron has breached the chinese capitol and the host of the beijing olympic games. beijing has just reported its first locally transmitted case of this highly infectious variant just weeks before the start of the olympic games and zero covid china. an entire office block is locked down. as for the total number of cases of the variant across china, that number is unclear. we do know local cases have been detected in eight stips from the northeast to the south. the epicenter continues to be the northern chinese city of tien jian. billions of people are on lockdown. schools remain suspended. all 14 million residents had to go through a second round of covid-19 testing. unlike europe, china does not live with covid-19. it pursues a very strict zero covid strategy. that means snap lockdowns, mass testing, contact tracing. very strict border controls. the experts say despite this policy, despite the fact china has a very high vaccination rate, the people in china remain vulnerable to infection because of the limitations. recently there was a study that found that among 80 people confirmed to bars him from personally funding police protection when he and his family are in the u.k. now his lawyers said they initiated the legal challenge in september of last year but made it public now from a british tabloid. the incident comes as he left a charity event last year and the security was compromised. good morning, max. explain this to our viewers around the world. he wants to pay for his own protection. he's being told he can't so he's taking the government to court? >> yeah. essentially he says he wants to bring his family over to the u.k. but doesn't feel it's safe enough without police protection. he has offered to pay for it, he said, but the u.k. authorities rather than the royal family have refused that. he's going for judicial review. the home office is the body responsible for this. what they said is the u.k. government's protective security system is rigorous and proportionate. they wouldn't go into detail about security arrangements, ongoing legal negotiations as well. that's the position they're in. i have to say behind the scenes there is a wider debate here about, you know, the precedent this might set if you allow any celebrity or high profile person to have access to -- or to hire police, then that is quite a dangerous precedent. that's something that they're negotiating behind the scenes. harry says there's a specific threat here. he was chased by photographers he said last year when he came to the u.k. that compromised his security but also there are extremist threats and fixated individuals are threatening them. that all came as a result of them leaving their royal roles so that's where we're at. wait to see what the review shows, isa. >> indeed. max foster there for us. thanks very much, max. now the head of the u.k.'s opposition said prime minister boris johnson broke the law by attending parties during the covid lockdown. the rest of the country faced tough restrictions are prompting questions about how long mr. to resign and as we await a report from sue gray on the party scandal. >> reporter: yes, that's right. we don't exactly know when that report by the senior level servant into this whole partygate fiasco is going to come out. it could be this week. we've already seen a whole raft of leaks in u.k. newspapers over the course of the weekend to try to reset the agenda, if you'd like, talk of how separation at number 10 downing street can be brought back to heal after all of those allegations of lockdown which in particular over the last few days we know there have been potentially two lockdown parties during the time when the nation was grieving from the death of the duke of edinboro and hours before the queen had to have the funeral of her husband of 74 years. it seems people may have been breaking social distance regulations here at 10 downing. we're expecting it to be tightened. members of staff who may have been broken rules and a whole raft of popular headline grabbing moves designed to reset the balance and get voters loyalty back on site. will it be enough? well, there have been members of the conservative party calling for him to go and they're saying they've been deluged. remember, the rules are such that you need to have at least 53 letters expressing no confidence for the prime minister for him to have to face a no confident vote. the torey leadership conferences can take time. there's no sense we're at that stage but definitely the faltering premiership is creaking and something needs to be done and done fast. isa? >> another moment. we've got six torey back benches calling for him to resign. we're a long way away from that vote of confidence and 53 mps, nina. give me a sense of the sue gray report. when it comes out, what is she looking into here? >> well, she's looking into whether or not lockdown rules were breached. people gathering at a time when you weren't supposed to be gathering for mixed households to have a party, not just work together. obviously it's understandable that staff here at the heart of government will have been working 24/7 at this time during the peak of the pandemic and lockdown to try and make sure that the country, you know, was addressing all the public health needs that were attendant to that crisis, but the question mark is whether or not they stayed later into the early hours of the morning, ordered liquor and alcohol and had parties. there's been many allegations over the last few weeks that there was a sort of party culture at this point. that's the type of thing she's going to be looking into. the ferocious winds of a tornado that destroyed at least 28 homes in lee county, florida. thousands were left without power after these storms ripped through the fort myers area on sunday. the chaos captured by this resident who was caught in the tornado's path. >> it lifted me off my feet and blew me i thought towards the east wall and under the sink but instead it was turning the house upside down. i thought i was looking down at the floor and i was actually looking up. >> incredibly scary. about 200 people have been displaced. thankfully only 4 injuries were reported. we'll have more on the winter weather covering much of the eastern u.s. really the top story this hour. the storm caused trees and power lines to fall across the state of georgia. the storm has moved out of the state. officials are worried about freezing temperatures, black ice on the roads. pittsburgh, pennsylvania, is under a winter storm warning until this afternoon after a night of very heavy snow. officials have banned some vehicles from the pennsylvania turnpike and the speed limit will be reduced in some areas because, of course, of those poor conditions. and north carolina is bracing for more falling trees and power lines from accumulating snow. forecasters warned powerful winds could cause more damages and power outages throughout the day. of course cnn will have much more on the winter weather throughout the day and much more on "early start" in a few minutes. a quick update on a story we have been following. mass funeral was held in new york on sunday for 15 of the 17 people killed in last week's high rise apartment fire. now hundreds of mourners in the bitter cold filled the street around the bronx mosque where the funeral services were held. all of the victims were muslim immigrants from west africa. the fire itself was contained to one apartment on the building's third floor. exactly one week ago today the medical examiner says the victims died from smoke inhalation while trying to flee from stairwells that had flooded with smoke. now another attempt to dodge vaccine mandates was spoiled by italian police after they arrested a nurse for faking covid injections captured on video. you have a look at this. the nurse is seen spilling the vaccine dose before sticking the needle in the patient's arms. the people she pretended to inoculate were compliant. she was allegedly working with another nurse who was arrested in december for the same crime. and finally, one of the last surviving members of the legendary tuskegee airmen has resigned. chas mcghee passed away in his sleep sunday morning at the age of 102. over the course of his historic 30 year career he successfully completed 409 air combat missions right across three wars. mcgee was to receive numerous tomorrow is still up in the air. >> a brutal winter storm pounds the u.s. as millions prepare to assess the damage. the details from cnn's weather center. plus, north korea launches four missiles. we are live for you this hour in tokyo. and the australian open is finally underway without tennis star novak djokovic. we'll have a live report from melbourne on what this means for the tournament. >> announcer: live from london this is "cnn newsroom" with isa soares. welcome to the show. it is monday, january 17. a brutal winter storm battering much of the southern united states with freezing rain and snow is heading north. as many as 80 million americans were under winter weather alerts stretching from georgia to maine. the effects of the system could cause problems for days to come. states in appalachia region are seeing heavy snowfall and high winds. parts of north carolina got as much as a foot of snow. that's about roughly 30 centimeters. that means 25 counties declared a state of emergency. now downed trees and power lines you can see knocked out power to nearly 300,000 customers across the southeast on sunday. more than 150,000 along the east coast are still in the dark. now in florida this system spawned tornadoes. you can see that on the west coast which destroyed at least 28 homes and damaged dozens more. and more than 3,000 flights were canceled sunday according to flight aware. that's largely due, of course, to this weather. 1200 more already canceled for monday. now we have reporters covering the storm in another state. paulo sandoval is in pittsburgh which is feeling the effects. we are in north carolina where authorities say they've responded to more than 400 vehicle crashes caused by the winter weather. >> reporter: the flurries continuing to fall here in charlotte, north carolina, but underneath this snow is ice and that is the main concern for authorities in the carolinas. this ice, the freezing rain, the sleet that was falling throughout the day on sunday potentially refreezing overnight creating difficult conditions for drivers and anybody really trying to travel in the greater carolinas area. more than 90% of the flights out of charlotte were canceled on sunday and airlines have said that people need to be patient. it could continue in through the beginning of the week. now when it comes to driving, there is a staffing shortage. the state says that it may take longer to get to certain streets to clear them off but they activated the national guard, they brought in assistance to help with those streets to clear them off. again, the concern being an overnight freeze making it difficult conditions for people in the morning as well. that ice also causing power outages across the state of north carolina. more than 90,000 reported and the state expects that number to go up as ice -- as the heaviness of that ice brings down trees potentially bringing down power lines. they are continuing to encourage people to stay inside and just let the system pass. diane gallagher, cnn, charlotte, north carolina. >> reporter: long before the first snowflakes started to fall here in pennsylvania governor tom wolf was urging residents to simply stay home as the storm began to move in. we began to feel it on sunday afternoon and through the overnight hours. in terms of pittsburgh, city officials recognizing their response to the last major snow event came up short according to the head of public works. they did not anticipate a freezing event that took place after that snowfall making many of those side roads basically impassible. they are improving their response and we did see it with plow trucks and snow removal out with their streets and sidewalks as forecasters expected for up to a foot of snow in and around pittsburgh. now the main concern will be on monday morning. it is a holiday. school was not scheduled for the day. authorities certainly concentrating on the roads and highways as we continue to get through monday. paulo sandoval, cnn, pittsburgh. >> meteorologist tyler maldin joins us with the winter weather. this is a brutal as well as dangerous winter storm. we have rain, ice, snow. give us a sense of how long it is expected to last here. >> so this is going to continue for probably the next 24 to 36 hours, isa. down here across the southeast where the rain fell and then the snow melted, well now we're dealing with temperatures dropping below freezing so we are going to be dealing with icing on the roadways down here across the southeast. from northeast georgia all the way up into maine we are looking at millions on our winter weather alerts as the system jets off to the northeast. notice that the carolinas are now drying out. we're also seeing a little bit of snowfall on the back side beginning to wrap around and also we have severe weather that was dealt with in maryland. now just heavy rainfall moving into new york city. the really heavy snowfall across pennsylvania, the state of new york, ohio and that's going to continue to wrap around and push up to the north as you can see going through the rest of today. it is going to be a little dicey at times across the mid-atlantic and the northeast today. then once we get into tuesday, that's when it jets out. how much snowfall are we going to see up here? we'll notice the pinks here, that could be up to 12 to 18 inches of snowfall in the higher elevations. the consensus, 5 to 6 inches across the ohio river valley, north atlantic and northeast. here are snowfall totals. north carolina picked up more than a foot. spartanburg, south carolina, 8 inches. a lot of people across the carolinas into the mid-atlantic states. so accumulations like that. we also have wind advisories in effect up the east coast. so that's going to add insult to injury, isa. we've got the saturated ground. we've got the ice. all it takes is that wind and that can take down some trees which can then cause more power outages. >> another element. stay warm. stay safe. tyler, do stay with us. i want to get your thoughts on this story. australia and new zealand are working to get emergency relief aid to tonga after tsunami waves devastated part of the country over the weekend. these new images, the flood waters inundated homes as well as coastal areas. there is very limited if any information coming from some of tonga's islands. the disaster started when this nearby volcano erupted on saturday. clouds of ash have blanketed regions for miles and australia and new zealand have sent reconnaissance flights. let's go back to tyler. communication has severed so it's hard to get a sense of the devastation. we are expecting pictures from the surveillance flights in the next 24 hours. what are the biggest concerns here? >> what we're looking at here, isa, the eruption from satarai, it was massive. one of the largest eruptions in tonga. with that comes are smaller eruptions and seismic ak twift this. we're seeing more small scale activity which will continue for the foreseeable future and then also with this big plume of ash, it's moving to the west and it's now over australia. it moved over queensland on monday, roughly 42,000, 63,000 feet in the air. it will leave beautiful sunrises, sun sets in australia but it could also hinder the air quality as well. those that have, you know, sensitive respiratory symptoms may be dealing with that because of that ash cloud moving over. the ring of fire right here includes tonga, the tonga trench. that first eruption, saturday, isa, was so massive we'll continue to see small scale activity in the future. it created that tsunami. that tsunami caused damage as we showed you. it caused small scale tsunami-type waves across california. what happened with that is way deep down, isa, under the water we have landslides. the cold air collapsed. that's what created that tsunami. we're not looking at anything like that with these small scale activity that's ongoing right now, but it's something that we certainly have to watch. >> indeed. of course, with the ash cloud not just the air quality but also the fear that it could contaminate water supplies for so many. killed by an fbi rescue team sent to save the hostage in colle colleyville, texas. two teens have been detained in the case. the synagogue was in a worship service when the hostage taking began. audio caught part of the terrifying audio . our international security editor nick peyton walsh has more on what we're learning. >> malic pfizer from blackburn according to greater manchester police in a statement echoing what we heard from u.s. officials earlier. he is a u.k. national. a lot of focus, of course, since the beginning according to u.s. authorities about what information u.k. officials can supply to them. now we've also heard from his family posting on a facebook page called the blackburn muslim community in the town he hales from. they've spoken of their absolute devastation of the loss of their brother. also talking about how they wholeheartedly apologize towards the victims of this hostage crisis. they believe he had mental health issues and say how they as a family were in touch with the police during the hostage negotiations. the u.k. condemned what she called an act of terror and anti-semitism. it probably began at the beginning of this crisis between u.s. and u.k. crisis to work out whether this was a lone figure acting on their own or part of some wider plot and whether any elements of that plot may still be a threat around. i have to say listening to the coherence in that synagogue recording and how sophisticated or unsophisticated frankly this plot was that may point investigators towards what his family has suggested could be mental health issues here. certainly all efforts now being put in by u.k. and u.s. officials to work together to get to the bottom of this. i understand from our colleague josh campbell that u.s. and u.k. officials with the state aren't seeing many traces of him in their databases in terms of anybody they had on their radar. president joe biden unclear it was on sunday afternoon about what the motivation may have been here. that is going to be key to working out precisely how these horrifying scenes in texas occurred. nick peyton walsh, cnn, london. south korea says the latest missile tests from north korea are very regrettable. seoul tested two more suspected ballistic missiles. south korea said they were launched from pyongyang into the sea to the east. cnn's blake essaydowns me. what more do we know about today's launch. it's been a busy 2022 for missile launches already. >> reporter: absolutely very busy start to 2022 for north korea's missile program. four tests carried out so far in the first four weeks of this year compared to only a handful of tests in all of 2021. based on the estimated maximum altitude and distance the missiles traveled earlier today, japanese and south korean officials both believe that north korea has test fired two short range ballistic missiles. both landed in the waters off the east coast of the korean peninsula just outside of the exclusive economic zone. while alarming, this recent test from north korea shouldn't come as a surprise. it doesn't make empty threats. the recent threats all come a few weeks after kim jong-un promised to further strengthen his military's capability closing out its five day party meeting. before today's test the last missile launch was carried out more than a week ago. took place more than a few hours after they released a statement expressing frustration over new sanctions imposed by the united states. the statement said that the u.s. -- if the u.s. adopts such a confrontational stance north carolina will be forced to take stronger and certain reactions to it essentially suggesting that the missile test was carried out to protest the sanctions. now to this point the biden administration has taken a more subdued approach to dealing with north carolina and according to analysts, north carolina is pretty low on the biden administration's list of priorities. that's no secret to north carolina -- north korea. and they're trying to draw attention to themselves with the recent missile launches. >> blake for us in tokyo. thank you very much. now as mentioned, this is the fourth time that -- this month in fact north korea has tested missiles. we spoke with the former cia deputy chief of korea. he said frequent launches this time of year are significant. listen. >> it's unusual that they're doing so many in january because usually they don't do missile testing during the winter. they're upping the game on expanding and refining their missile arsenal. so far they've been doing short and medium-range missile testing. they haven't done a long-range including icbm test for the last several years and they likely know it would lead to new u.n. resolutions or stronger enforcement of sanctions. they may be going through a to-do list of shorter and medium range missiles before they go through what would be much more provocative, more likely to generate a stronger international response. now the u.s. and a number of its allies are growing increasingly alarmed about russia and the growing threat of war with ukraine. russia has been amassing troops along the border with its western neighbor. russian forces are to the south in crimea which russia invaded back in 2014. u.s. intelligence warns moscow may be trying to justify an attack with a false flag operation. some in the ukrainian government blame russia for recent cyber attacks. cnn's fareed zakaria had an exclusive discussion with dmitry p petkov who denied it. >> we consider it another unproved accusation. we are accustomed to the fact ukrainians are blaming everything on russia, even their bad weather. >> but the timing does receive unusual right at the time when the talks don't seem to be going anywhere, the russian government has suggested they would take some military and technical actions against ukraine if the talks didn't go well. is it just a total could incompetence dense that somehow hackers from somewhere decided to target ukrainian government offices? >> you know, it's very dangerous coincidence, extremely dangerous. >> for more on this growing standoff, cnn's fred pleitgen is live in moscow. look, tensions clearly continuing to grow despite what fareed said yesterday. the meetings yesterday u.s., nato, russia, now we have ukraine growing russia. peskov saying they're not behind it, don't know anything about it. what more do we know? what's ukraine saying here? >> well, the ukrainians are saying they have some indications that it might have been actors from russia or belarus that are behind the cyber attack. the russians obviously deny that. we heard that from dmitry p peskov. . i think one of the other things we heard in that interview of fareed, really very good interview, was that peskov in that interview said he's not sure whether there can be an agreement between russia and the u.s. but right now the u.s. and russia are, as he put it, on completely different tracks. he said that he finds that very disturbing. so it certainly seems that right now everything looking -- is looking more towards more confrontation rather than less confrontation. we've heard some things from the russians about the things that they want from nato and from the u.s. they say they want written security guarantees. they want nato to enlarge any further. they don't want ukraine to become a member of nato ever. they say that threatens their security, not because of ukraine but because of nato weapons they believe could be inside ukraine then. the russians have said their answer could be military technical. one of the things the deputy foreign minister said last week is he couldn't rule out even putting russian nuclear weapons in latin american countries. it's quite interesting because a few minutes ago there was another call with dmitry peskov. those are sovereign nations. he poured cold water on that. things are looking more like tension rather than deescalation as the week starts. >> yeah. i think they're on different -- they have different views right from the beginning with no breakthrough after those three days of meetings. fred pleitgen in moscow. good to see you. thank you very much. it is clear vladimir putin doesn't want nato to expand but a former top diplomat suggested it goes deeper than that. the russian president is obsessed with his western neighbor. bill taylor spoke earlier to cnn. have a listen. >> i think president putin does have an obsession with ukraine. he has other concerns that he certainly doesn't much like nato, drive wedges among the various fissures that he can try to find in nato and in the west and in the united states and europe, but it really is focused on ukraine. he wants to be sure ukraine doesn't join nato. ukraine has every right to apply to nato. ukraine's a sovereign country. mr. putin doesn't agree with that. mr. putin thinks that ukraine is not a sovereign country. mr. putin has said that he thinks ukraine is really just part of russia so moving into russia, invading ukraine from russia is consistent with that view so i think he is really focused on ukraine. >> taylor said he powerful storm slamming the east coast. now state in the appalachian region are seeing heavy snowfall as well as high winds. north carolina has a foot of snow. that's roughly about 30 centimeters. that leaves 25 towns declared a state of emergency. plus new developments following a saturday standoff in a texas synagogue. greater manchester england say two teens were detained in relation to the case and they were held for questioning. we know the hostage taker was a british citizen. we'll have more on both of the stories in the coming hour. now the australian open tennis tournament is underway without world number one novak djokovic. the serbian tennis star has not been allowed to defend his title. he was ultimately deported on sunday after an australian federal court upheld a decision to revoke his visa. he arrives at a dubai airport. for more, let's bring in cnn's paula hancocks who's been on the story from day one. paula, it has been a dramatic, i think it's fair to say messy few days. what has been the reaction as the australian open begins without djokovic? >> reporter: isa, messy is the word. the whole visa debacle is the word. monday is the start of the australian open. people woke up this morning and started to look forward, started to look forward to a positive event and this is certainly something which the city of melbourne needs given what it's been through over the past couple of years. it's been one of the most locked down cities in the world and now they have something positive to celebrate. now of course there is still some fallout from the novak djokovic saga. the prime minister, scott morrison, was asked about it today. specifically asked about the three-year ban that is automatically put in place once your visa is banned. he didn't want to pre-condition anything in the future. there is an opportunity for a person to return in the right circumstances and that will be considered at the time. so he's leaving the door open for djokovic to come back next year at that point, but looking at the tennis self, there has been a mixed reaction. for the most part though, people are just relieved that it's over. >> for me, so many families have not been able to see family members across australia and the world because they have not been able to travel so to let someone in that's not vaccinated is silly. yeah, kind of happy about it. >> i think it was actually a good decision. we've all done the right thing, you know, in getting vaccinated. we're not allowed to come here unless we're vaccinated. i'm disappointed for djokovic because i would have loved to have seen him compete for his 21st slam event. >> i think it's sad that we're not going to see the best tennis player in the world play, but rules are rules. >> everyone now is just looking forward to a decent tennis tournament. isa? >> now it's time for the tennis. paula hancocks set for us in melbourne. knovak djokovic is receivin a lot of support. they're calling him the pride of serbia. meantime, serbia's president lashed out at australia's treatment of djokovic. he said australian authorities and the media harassed him and called the actions both a witch hunt against the tennis star and the country himself. here's more from the serbian leader. >> they think they have by this, this miss treatment of ten days humiliated djokovic but they have humiliated themselves. he can return to his home country with his head held high looking everyone in the eye. >> they've called this scandalous and a huge injustice against their champion. now the u.s. surgeon general is warning a national peak in the omicron covid surge likely won't happen in the coming days and the next few weeks will be tough. he spoke to jake tapper on sunday and said testing is still a top priority. >> the president said we certainly have more we need to do on testing. that's a message very clear to him from the public, to his team, that we need to pull every lever possible. that's why you've seen additional spigots open when it comes to testing. >> now globally eight cities in china are now reporting cases of the omicron variant. this comes less than three weeks ahead of the winter olympics. shenzhen is the latest city with a new found case. the neighborhood is on lockdown. meanwhile, after weeks of debate, the french parliament has approved a controversial vaccine bill. they have approved visiting bars, restaurants and long distance transport. negative pcr test is no longer enough. cnn has both of these stories covered. kristie lu stout and jim bidderman. this still needs a final approval but this is pretty much done and dusted, right? >> reporter: exactly. the constitutional court has to take a look at it and see if it's unconstitutional and that may not even happen. depends how much opponents can muster support. in any case, i think you can pretty much bank on the fact that this is going to go into place. the government is hoping by the end of this week, perhaps early next week, but in any case it's going to go into place soon and basically will inhibit people who haven't been vaccinated from most everyday activities. one thing i should add in this new law is there is increased activities for fraudulent use of the passes. a number of cases of fraud with the predecessor pass. the health pass. this carries penalty up to and including jail time if you are repeatedly using a fraudulent pass. isa. >> jim, do stay with us. i'm going to kristie lu stout. how worried really is the chinese government is given eight cities have reports of omicron. >> reporter: there is worry now that omicron has breached the chinese capitol and the host of the beijing olympic games. beijing has just reported its first locally transmitted case of this highly infectious variant just weeks before the start of the olympic games and zero covid china. an entire office block is locked down. as for the total number of cases of the variant across china, that number is unclear. we do know local cases have been detected in eight stips from the northeast to the south. the epicenter continues to be the northern chinese city of tien jian. billions of people are on lockdown. schools remain suspended. all 14 million residents had to go through a second round of covid-19 testing. unlike europe, china does not live with covid-19. it pursues a very strict zero covid strategy. that means snap lockdowns, mass testing, contact tracing. very strict border controls. the experts say despite this policy, despite the fact china has a very high vaccination rate, the people in china remain vulnerable to infection because of the limitations. recently there was a study that found that among 80 people confirmed to bars him from personally funding police protection when he and his family are in the u.k. now his lawyers said they initiated the legal challenge in september of last year but made it public now from a british tabloid. the incident comes as he left a charity event last year and the security was compromised. good morning, max. explain this to our viewers around the world. he wants to pay for his own protection. he's being told he can't so he's taking the government to court? >> yeah. essentially he says he wants to bring his family over to the u.k. but doesn't feel it's safe enough without police protection. he has offered to pay for it, he said, but the u.k. authorities rather than the royal family have refused that. he's going for judicial review. the home office is the body responsible for this. what they said is the u.k. government's protective security system is rigorous and proportionate. they wouldn't go into detail about security arrangements, ongoing legal negotiations as well. that's the position they're in. i have to say behind the scenes there is a wider debate here about, you know, the precedent this might set if you allow any celebrity or high profile person to have access to -- or to hire police, then that is quite a dangerous precedent. that's something that they're negotiating behind the scenes. harry says there's a specific threat here. he was chased by photographers he said last year when he came to the u.k. that compromised his security but also there are extremist threats and fixated individuals are threatening them. that all came as a result of them leaving their royal roles so that's where we're at. wait to see what the review shows, isa. >> indeed. max foster there for us. thanks very much, max. now the head of the u.k.'s opposition said prime minister boris johnson broke the law by attending parties during the covid lockdown. the rest of the country faced tough restrictions are prompting questions about how long mr. johnson can survive as leader of the conservative party. for more on this, let's bring in nina dos santos outside of 10 downing street. this is make or break week. we've seen the calls growing for him to resign and as we await a report from sue gray on the party scandal. >> reporter: yes, that's right. we don't exactly know when that report by the senior level servant into this whole partygate fiasco is going to come out. it could be this week. we've already seen a whole raft of leaks in u.k. newspapers over the course of the weekend to try to reset the agenda, if you'd like, talk of how separation at number 10 downing street can be brought back to heal after all of those allegations of lockdown which in particular over the last few days we know there have been potentially two lockdown parties during the time when the nation was grieving from the death of the duke of edinboro and hours before the queen had to have the funeral of her husband of 74 years. it seems people may have been breaking social distance regulations here at 10 downing. we're expecting it to be tightened. members of staff who may have been broken rules and a whole raft of popular headline grabbing moves designed to reset the balance and get voters loyalty back on site. will it be enough? well, there have been members of the conservative party calling for him to go and they're saying they've been deluged. remember, the rules are such that you need to have at least 53 letters expressing no confidence for the prime minister for him to have to face a no confident vote. the torey leadership conferences can take time. there's no sense we're at that stage but definitely the faltering premiership is creaking and something needs to be done and done fast. isa? >> another moment. we've got six torey back benches calling for him to resign. we're a long way away from that vote of confidence and 53 mps, nina. give me a sense of the sue gray report. when it comes out, what is she looking into here? >> well, she's looking into whether or not lockdown rules were breached. people gathering at a time when you weren't supposed to be gathering for mixed households to have a party, not just work together. obviously it's understandable that staff here at the heart of government will have been working 24/7 at this time during the peak of the pandemic and lockdown to try and make sure that the country, you know, was addressing all the public health needs that were attendant to that crisis, but the question mark is whether or not they stayed later into the early hours of the morning, ordered liquor and alcohol and had parties. there's been many allegations over the last few weeks that there was a sort of party culture at this point. that's the type of thing she's going to be looking into. the culture. who may have broken the rules. whether or not the rules were broken and if so whether or not heads have to roll. it should be pointed out though that there's big pressure here on the metropolitan police to investigate so far, isa. so far the police have said they don't see enough evidence to investigate but that also isn't going down well with the british public. >> nina dos the ferocious winds of a tornado that destroyed at least 28 homes in lee county, florida. thousands were left without power after these storms ripped through the fort myers area on sunday. the chaos captured by this resident who was caught in the tornado's path. >> it lifted me off my feet and blew me i thought towards the east wall and under the sink but instead it was turning the house upside the winter weather covering much of the eastern u.s. really the top story this hour. the storm caused trees and power lines to fall across the state of georgia. the storm has moved out of the state. officials are worried about freezing temperatures, black ice on the roads. pittsburgh, pennsylvania, is under a winter storm warning until this afternoon after a night of very heavy snow. officials have banned some vehicles from the pennsylvania turnpike and the speed limit will be reduced in some areas because, of course, of those poor conditions. and north carolina is bracing for more falling trees and power lines from accumulating snow. forecasters warned powerful winds could cause more damages and power outages throughout the day. of course cnn will have much more on the winter weather throughout the day and much more on "early start" in a few minutes. a quick update on a story we have been following. mass funeral was held in new york on sunday for 15 of the 17 people killed in last week's high rise apartment fire. now hundreds of mourners in the bitter cold filled the street around the bronx mosque where the funeral services were held. all of the victims were muslim immigrants from west africa. the fire itself was contained to one apartment on the building's third floor. exactly one week ago today the medical examiner says the victims died from smoke inhalation while trying to flee from stairwells that had flooded with smoke. now another attempt to dodge vaccine mandates was spoiled by italian police after they arrested a nurse for faking covid injections captured on video. you have a look at this. the nurse is seen spilling the vaccine dose before sticking the needle in the patient's arms. the people she pretended to inoculate were compliant. she was allegedly working with another nurse who was arrested in december for the same crime. and finally, one of the last surviving members of the legendary tuskegee airmen has resigned. chas mcghee passed away in his sleep sunday morning at the age of 102. over the course of his historic 30 year career he successfully completed 409 air combat missions right across three wars. mcgee was to receive numerous
