continue to mask for five days to minimize the risk of infecting others. now, that new guidance is sparking relief for some, confusion for others as americans attempt to navigate how to manage the virus at this point and, of course, the new variant. these changes come as new cases are surging across the country right now. the us .s. is averaging more th 237,000 daily cases. for many americans, this holiday season may be remembered for hours spent in long testing lines or desperately searching pharmacy shelves for at-home tests. our team of reporters following all the latest developments this morning, but first, to our senior medical correspondent elizabeth cohen on this big shift in guidance from the cdc. good morning. explain it to all of us because it is coulnfusing, even the lite part where it says that the time. does that mean you need to be asymptomatic at the end of the five days or the whole time? >> it is so confusing, poppy. let's start with where we were before this. before this, it was ten days. the isolation of ten days if you're infected with covid-19. now they're changing it to five days. but a lot of this operates on the honor system, it is unclear if anyone is ever going to really follow this to the letter. so let's go through what the cdc guidelines are. what they say is that if you're infected with covid, but you're asymptomatic, or your symptoms are resolving, you felt sick, but you're getting better, five days isolation is enough. and after those five days, you should be wearing a mask when you're around other people. let's listen to dr. anthony fauci to explain why they made this change. >> if you are asymptomatic and infected, we want to get people back to the jobs, particularly those with essential jobs, to keep our society running smoothly. >> so, in addition with to what dr. fauci just said, there is good science showing you are most contagious in the few days before and the few days after you get infected with covid-19. so there is really no reason to keep you out for ten days as long as you are asymptomatic or feeling better. the cdc made some changes for people who are exposed, in other words, let's say a family member had covid, you know you've been exposed to it and you don't yet know if you have covid. in that case, you're in quarantine. let's talk about the changes for quarantine. if you are within six months of your second shot, or if you received a booster, you do not have to do a quarantine. now there is no quarantine but you have to wear a mask for ten days. let's look at the vaccine efficacy that made the cdc think about doing this, they say that two doses are 35% effective against omicron infection. but once you get that booster, it is 75% effective. that's also some of the science behind this. again, these are very complicated, they really in many ways rely on the honor system, the -- when you read the cdc page, you to read it 17 times, and you still don't get it. the cdc seems, i'm sorry, i'll be a little mean here, incapable of writing guidance that makes sense. the first 17 times you read it. i don't know why they haven't gotten this under control at this point, but right now those are the basics that i just said, it is up to all of us to follow it. >> i'm still confused, but less so. so thank you. but quickly, elizabeth, do you have to test negative at that five-day mark before exiting quarantine? >> you don't. you don't have to test negative. there is no test requirement or at least the way the rules read right now. >> okay. thank you very much as always. speaking of tests, huge demand continues for testing. people still waiting? >> still very long lines. this will put it in perspective for you, this morning when we got here, we spoke to a woman who got in line at 3:00 in the morning. pretty much overnight she made it to this testing site, one of the busiest in south florida. she ended up waiting three hours before she was able to get that test. the health group that runs this site here at tropical park, a very large recreational park said they expected there would be a surge when it came to testing because of the holiday season, because of the omicron variant, but what they're seeing is something they have never seen before. the volume of the demand in testing is still proving to be a challenge for them. so much so that they are actually now planning on opening a handful of new testing sites in miami-dade to try to meet that challenge. i want you to listen to how the people that are in this line are comparing what they're seeing now versus what they saw just weeks ago at this same site. >> it is way more chaotic now. everybody is freaking out. that's the same thing that happened right before. everybody is, like, going everywhere about it. >> there is a spot right by my house where i would go, it would take less than five minutes. i would walk there. that's it. now the line extends to the next street. it is crazy. >> reporter: okay, so that is how they compare the on site testing you see going on behind me. let's talk about the take home tests. in miami-dade county, they used 27 public libraries over two days to distribute take-home tests. they had about 150,000 of those distributed. they are now all out. all of them are now gone. and they have more requests in to the department of health. >> wow. all gone. leyla, thank you for the reporting. president biden is admitting his administration needs help from the state and local level to increase the nation's covid testing abilities saying his administration should have done more to get ahead of the current surge in cases. john harwood is live outside the white house. it is important, john, right, for any administration to admit a failure or a shortcoming, pick your word, because it informs and it teaches us for what's next. and what to do better the next time around. what else did the president say? >> reporter: it is important and also politically necessary because it is in the nature of the presidency that when things go wrong you get blamed for it and you need to show the american people you understand their frustrations. but the president said yesterday in those remarks to the national governor's association was to affirm the federal government is there to help states and localities which are on the front lines of administering the testing programs, the vaccination programs, said if you need something, say something. but he also acknowledged that the efforts of the federal government so far, especially on the front of testing, as we have seen huge demand for testing during the holiday season, have simply not been enough. take a listen to the president. >> went from no over the counter tests in january to 46 million in october, 100 million in november, and almost 2200 millin in december. it is not enough. it is clearly not enough. if we had known, we would have gone harder, quicker, if we could have. >> reporter: now, the president has in recent days announced a stepup of federal activity on the testing front. the purchase of 500,000 tests, which are going to be available to people if they go on a website and request one, mailed to their home. he directed insurance companies to reimburse people for tests. the supply chain has not kept up with the demand over the holidays. that's part of what the administration is concerned about and what ordinary americans are frustrated about. they're hoping once we get past the holidays, the demand will diminish somewhat and the omicron wave will go down and that will ease things. as long as this omicron is a problem, it is a problem for president biden and he reflected that in his remarks yesterday. >> he certainly did. john harwood at the white house, thank you for that reporting. let me bring in dr. megan ranney, professor of emergency medicine. dr. ranney, straight to the cdc guidance. they say it is based on science. you say it is partly based on science, but partly not. explain what you mean. >> so the part that is based on science is the fact that there is accumulating evidence four vaccinated people that if we are asymptomatic, we are very unlikely to be infectious after about five to seven days. in an ideal world, we would also have a rapid antigen test that is negative. those tests that no one can get. we would have a negative rapid antigen test after that period to prove we're not infectious before we go back out into the world. that part for the vaccinated does make sense. the trouble is for the unvaccinated, the data doesn't really back up that they become noninfectious in five days and the cdc said everyone should mask up out in public for another five tdays. we know what happened in may when they dropped universal mask recommendations, nobody masked, vaccinated or not. that's where i'm quite worried about the new recommendations. >> what would you have done otherwise. i think what we're hearing from dr. fauci and the reality from business leaders and ceos is their businesses are getting the breaking point where they can't function with folks out for ten days. >> i get that. as a healthcare worker, i had six colleagues out yesterday alone from covid. now, all of them were only mildly sick because they're all fully vaccinated and most are boosted, but that is still an impossible strain on an already strained healthcare system. so i understand the pressure to get workers back earlier. but it is essential that we do so in a way that protects the public, protects co-workers, and protects those who are sick. so just for the vab snccinated, right? for people who are asymptomatic, not improving and just for the vaccinated. also gives an added boost to getting people to finally go out and get their shots. >> except it is all about the honor system. >> always. and we have seen how well that works, right? just look around the country. and you can tell that an awful lot of folks have sent their kids to school when they're positive, have gone out and about when they know they're positive and have not masked despite being told if they are unvaccinated they should mask in public places. a large part of why we are where we are today in the united states. the other part of the reason why we are where we are is because it is a changing virus and it keeps mutating. we think we're through this and we get another variant. >> you believe the federal government needs to, in your words, step up to handle the surge. what more exactly do you think they can do? a lot of what president biden said on the call with governors yesterday was, a lot of this is in state's hands and we're here to help where we can, like ordering the half billion tests. are there more things you think the federal government could do right now? >> we're getting a new insight into this chaotic scene that unfolded at this california department store last week as a suspect went on a rampage, assaulting various customers. now this new lapd body camera footage is hard to watch, it is graphic. this is the moment when the officers approached the suspect trying to stop a threat and firing that fatal round that killed this 14-year-old child. >> she's bleeding! >> new body cam video edited and released shows events that led up to the police shooting of a 14-year-old girl last thursday at a north hollywood, california, store. the footage shows the suspect assaulting several women at a burlington store before police arrive, guns drawn. 91 911 and radio calls report an assault in progress and confusion if there is a possible active shooter. >> a guy with a gun, it is shots. >> shooting just occurred. >> police body cam footage shows they saw the suspect hitting a woman. police located the suspect, daniel elena-lopez nearby. and one officer fired several shots and killed him. no gun was found near his body as officers searched the scene. then police made a disturbing discovery. >> unbeknownst to the officers, a 14-year-old girl was in the changing room behind a wall that was behind the suspect and out of the officer's view. she was in the changing area with her mother when the officer encountered the suspect. >> reporter: police believe she was hit by an officer's bullet that ricocheted off the tile floor and entered the dressing room wall. >> they found the girl and found she had been struck by gunfire and she was deceased at the scene. >> reporter: she was shopping with her mother when she was killed. she died with a gunshot wound to the chest. the medical examiner listing her death a homicide. police describe the suspect's earlier movements and reese leased closed-circuit video from the store. >> the suspect smashed a computer monitor nearby. he hits the glass railing, he took the escalator down and encountered another female. he attempted to take her bag. the suspect tackled her and hit her with the lock. >> reporter: the california department of justice are now investigating the officer-involved shooting. and valentina's family mourning the loss of the young girl, killed while out shopping, just two days before christmas. now, poppy, one major question raised by this new video is whether an officer with a high powered assault rifle should have considered what was beyond his target, before opening fire. that is under investigation. but one thing is clear from this new body camera footage, this was a chaotic scene, also important to remember that officers arriving, the information they had from witnesses was that there was a shooting in progress, shots being fired. you see them moving throughout that store, trying to stop a threat, but obviously this ending very tragically. we expect to hear this morning from the family of this 14-year-old girl, they'll be outside of lapd headquarters in downtown los angeles, speaking out for the first time since this footage was released. they are demanding answers. >> yaw >> your heart breaks for the family. thank you for the reporting on this throughout. four people are dead, multiple people are injured after a shooting spree across several locations in denver last night. police say the suspect wounded an officer before he was shot and killed by police. this happened in the busy shopping district. lucy kafanov is in denver with the story. what happened? >> reporter: well, poppy, more questions than answers at this point. police say the first shooting began after 5:00 p.m. local time in central denver where two women were apparently killed and one man was injured. the suspect then moved a few blocks away, a shooting and killing another man and at a third location a gun was fired but no injuries were reported. denver police then say they spotted what they believed to be the suspect's vehicle. they tried to pull him over. a gunfight ensued in which the police vehicle was disabled. he got away. he then fled to the nearby city of lakewood and they got reports of shots fired at a local business before 6:00 p.m. local time. an hour after the initial central denver shots. a gunshot victim was found in lakewood, pronounced dead at the scene. when police found the car and the suspect, they say they opened fire, the officers shot back, he fled on foot to a hyatt hotel where he's believed to have shot a clerk and he also shot and wounded a lakewood police officer who at least yesterday evening we know was undergoing surgery. more gunfire was exchanged, the suspect was killed at the scene. the denver police chief says they're at this point beginning to piece together what happened. witnesses describing what they saw. take a look. >> we were just inside the store and heard, like, one gunshot and then like a whole range, sounded like they hit the side of the building and then a bunch of cop cars and came out and swooped us into the back. >> this is the holiday season. to have this type of spree take place is not normal for our community. we cannot lose sight of the victims in this, the people that are still fighting for their lives. >> reporter: not normal, and quite shocking on this holiday weekend. police are still seeking a motive. this is the very early stages of the investigation, poppy. >> lucy kafanov, thank you for the reporting. ahead for us here, new york city is reporting a fivefold increase in pediatric hospitalizations from covid. why is omicron variant hitting children so hard? is omicron more dangerous for children or are more children getting it because it is so c contagious? >> it is highly, highly contagious and it is spreading very quickly. and the other issue is that even children who are eligible for the vaccine in many areas, the actual vaccinated rate is not that high. so, you know, it varies between 10% and 50% across the united states for the 12 to 18-year-olds. so and then the 5 to 11s, you know, some states it is less than 6% have taken the opportunity to get vaccinated. and these children who are getting admitted, if -- are either not vaccinated, or they have underlying medical conditions that puts them at risk. >> you make such an important point about vaccination in children and we looked at the numbers in your state, massachusetts has a higher vaccination rate for children than the u.s. na when you look at 12 to 17-year-olds, it is 78% vaccinated in massachusetts, versus 63 nationwide. how could omicron affect children in parts of the u.s. where vaccination rates lag significantly to the national average? >> yes, that's a very good question. what we saw with delta is in the south, it was even during the summer months and early fall when people could still be mostly outside, we had very high rates of hospitalization, very high rates of very severe illness, children going on to bypass machines, a lot of teenagers especially, most of these children had underlying conditions, but it also affected healthy children. now with omicron, it is more transmissible than delta that that still has to be shown. but we are seeing a very rapid number of hospitalizations in children, they are one of our most vulnerable populations and have the lowest vaccination rates currently. >> how confident are you that children under 5 will be able to be eligible for the vaccine by the second quarter of 2022? >> that's a very good question, and currently they're testing a third dose, you know, with the teenagers who got the adult dose, the 5 to 11s got a third of that dose and then now they trialed a third of that dose even for the 5 to 11s in the younger kids, and the ones under 2 had an immune response. the 2 to 5 did not have enough of a response. now they try a third dose. the other issue that people often don't think about is that the infants are one of the highest risk groups and mothers can protect them by getting vaccinated themselves during pregnancy or if they're breast-feeding. >> that's an important point. even if you choose not to get vaccinated when you're pregnant, if you're breast-feeding, regularly, and you get vaccinated, those antibodies will travel through the milk for the baby? >> that is what the data shows. when they test the breast milk that the mothers are transmitting antibodies to the baby, which could help protect them from getting severely ill. the infants especially, the under 6 months, are one of the highest risk groups. >> a great point that i hadn't heard before. final question, what should parents do if their children, especially the little kids, test positive? they can't be isolated obviously. >> yes, it is hard, it is very hard. first of all, the parents themselves should be vaccinated because if they get sick they can't take care of the children who get sick. so hopefully the parents are all fully vaccinated and boosted. second, most of these healthy children are going to do fine, are a mild illness. it is supportive care. also they need to try to isolate them as best you can to keeping others from getting infected because children are contagious had they have the virus as much as adults, so it is important to prevent the spread further. but most healthy children will do fine with covid, and have a mild cold. and some don't have any symptoms at all. >> okay. thank you so much, dr. randolph. so helpful on all these fronts. >> thank you. across europe, several countries are considering more covid restrictions, but many people are resisting new lockdowns or curfews while china is dealing with the worst outbreak since the initial outbreak in wuhan. here are the latest covid headlines from around the world. >> a spike in covid-19 cases led to new restrictions across the continental europe. in italy, mask mandates outdoors are now the law. we have got testing sites like this one at a pharmacy behind me, so people can test before they go to events, they can test before they join friends and family for celebrations. we have seen cancellations of almost every new year's eve party of any kind across europe. >> i'm steven jung in beijing. authorities in xi'an insist everything is very much under control, even though the capital recorded 175 new locally transmitted cases on monday, a record for chinese city since march 2020. but officials say this kind of numbers is only to be expected as they continue to conduct citywide mass testing for 13 million residents. state media quoted experts saying this outbreak could be over in a month, with the spread of the virus being stopped as a strict lockdown for xi'an remains firmly in place. >> i'm elliott gotkin in jerusalem, on a day when naftali bennett warned israel is about to be hit by a covid contagion storm, the likes of which it has never seen before. the daily case load hit almost 3,000, the highest level since early october. omicron variant cases doubled over the weekend, which makes a just launched vaccine study more timely. the medical center outside tel aviv claims its first trial of a full dose of covid vaccine on healthy patients, results are expected by the end of the week. >> barbie nadeau, steven jiang and elliott gotkin, thank you for your reporting from around the world. next up, the jury in the ghislaine maxwell trial is offer the fifth day of deliberations. n with 20 grams of protein for muscle health. versus 16 grams in ensure high protein. boost® high protein also has key nutrients for immune support. boost® high protein. feel stuck with credit card debt? [coughing] ♪ birds flyin' high, you know how i feel. ♪ ♪ breeze driftin' on by... ♪ if you've been playing down your copd,... ♪ it's a new dawn, it's a new day,... ♪ ...it's time to make a stand. start a new day with trelegy. ♪...and i'm feelin' good. ♪ no once-daily copd medicine... has the power to treat copd in as many ways as trelegy. with three medicines in one inhaler, trelegy helps people breathe easier and improves lung function. it also helps prevent future flare-ups. trelegy won't replace a rescue inhaler for sudden breathing problems. tell your doctor if you have a heart condition or high blood pressure before taking it. do not take trelegy more than prescribed. trelegy may increase your risk of thrush, pneumonia, and osteoporosis. call your doctor if worsened breathing, chest pain, mouth or tongue swelling, problems urinating, vision changes, or eye pain occur. take a stand and start a new day with trelegy. ask your doctor about once-daily trelegy, and save at trelegy.com. new this morning, gas prices in the united states expected to rise again next year reversing recent relief seen for drivers in the past few weeks. could we see $4 a gallen in 2022? matt egan joins me now. this is a new forecast just out from gas buddy, shared exclusively with you and cnn. but it doesn't expect higher fuel prices next year to last. is that right? >> that's right, poppy. even a brief brush with $4 a gallon would be a really big deal because the high price of gasoline has been one of the biggest stories of 2021, something that impacted virtually every american family, and it has been one of the biggest forces in the economy and also in politics. so gas buddy is unfortunately saying that unfortunately we're going to see pain at the pump get worse before it gets better. they're calling for $33.41 a gallon as the average in 2022. that would be up from about $3 this year. they're saying that prices at the pump are going to peak at a monthly average of $3.79 a gallon in may, flirting with $4 a gallon late in the spring, early in the summer, before falling sharply later in the year. and as you mentioned, that would reverse some of the recent relief we have seen at the pump. the national average is at $3.28, that's still high, up by about a dollar from a year ago. but it is also down 14 cents from the recent peak. there is three big factors behind this call from gas buddy. one, really strong demand as the economy rapidly recovers from covid. two, supply that has continuously failed to keep up. and, three, various refinery shutdowns that have limited the supply and production of gasoline. now, there are other forecasts out there, calling for prices at the pump to cool off in 2022. citigroup is calling for a radical drop in prices. the energy department's research arm recently predicted the 2022 average will be just $2.88 a gallon. that would be down from this year. but we do have to emphasize all of these forecasts are just that, they are forecasts. it is very difficult, poppy tork accurately predict anything in the covid economy. >> if i believe anyone's prediction, it is yours, matt. i promise you that. let me ask you, whats would the point then big picture, long-term, of releasing that oil from the strategic petroleum reserve? >> well, i think there are maybe a few points. one, there was a political point. president biden is under a lot of pressure to do something. so he did something. he went and he announced the largest ever release of barrels from the strategic petroleum reserve. and, rumors of that release did cause oil prices to drop by 10%, they went up a little bit on the day he announced it and then fell sharply because of omicron. there was also perhaps a diplomatic point there, trying to pressure opec and opec's allies to pump more i'll by saying, listen, either you act or we will, it is not really clear if that worked because omicron muddied that picture. but what is so interesting here is that there are some forecasts out there for prices to go higher, despite that historic intervention by the biden administration. >> matt egan, thank you for the reporting. we appreciate it. ahead for us, jurors in the sex trafficking trial of jeffrey epstein's associate ghislaine maxwell are back in court this morning for a fifth day of deliberations. yesterday the jury asked for more witness transcripts including testimony from epstein's former pilot. they also asked for the legal definition of enticement as it relates to some of the charges that she faces. yesterday the judge asked the jury to consider deliberating for an extra hour starting today if they still haven't reached a verdict. maxwell blpleaded not guilty. if convicted, she faces up to 70 years in prison. talks between russia and the u.s. are set for the new year. the focus will be on ukraine. we're live from moscow ahead. >> reporter: i think from a russian perspective, the fact that the demands, if you will, russia's -- what it wants to talk about, that is no further nato expansion towards russia, i.e., ukraine, that's firmly clearly on the table there, that nato shouldn't be sending troops or military hardware to ukraine as well. that's on the table. i think from a russian perspective, the fact that these talks are now going ahead after russia put these very stiff demands on the table, that's seen as a positive. it's hard to know verifiably with if those troops have actually gone back to their bases, but russia is saying their planned training exercises are completed. this is combat troops, special forces, motorized infantry divisions have gone back to those bases. the sense i think in moscow is that this is now picking up on a political diplomatic track. but what president putin is looking for is clarity from nato, clarity from the united states on the position vis-a-vis y ukraine, and he's leaning heavily on the united states to use its influence in nato, which will have a separate meeting with russia a couple days after that january 10th meeting, and this is, you know, in essence russia's position at the moment. what does that mean for those other troops? are they going to be augmented and supplemented by more troops close to the border with ukraine? that's not clear. the military hardware with those 10,000 troops withdrawn as well? we don't have a lot of clarity, but the broad perspective is the next step the diplomatic, political talks. other things can happen beyond that. >> before you go, russian president vladimir putin is meeting with other leaders, the president of belarus, alexander la shiancoe. how does this fit in?
