how intelligence agencies failed to prevent the january 6th capitol riot and the scare in shanghai. it is monday, november 1st. all eyes are on glasgow where world leaders will be arriving for the critical cop26 climate summit. joe biden is more than 100 leaders tackling the climate crisis. the earth is in unchartered territory. in a speech the british prime minister is expected to urge nations to move from aspiration to action. among the goals, securing global net zero by next century and containing global warming to 1.5 degrees celsius above preindustrial levels. they want countries to give $100 billion a year. cnn correspondents are following the developments. phil black is in edinburgh, scotland. nick roberts is in rome and frederick plieitgen is in senegal. we are in scotland with phil black. good morning to you, phil. i think i heard prince charles over the weekend say this is the last chance saloon, were his words, to save the planet. what are the expectations here, phil, pretty low for the cop. what can we expect from this summit if it seems to be at the end? >> reporter: ultimately, isa, the criteria for determining the unquestioned success are pretty straightforward. either the individual commitments and pledges are credible and ambitious which as you touched on are net zero carbon containing global average energy to 1.5 degrees or they're not. at the moment they're not even close. we're currently on track to hit something close to 3 degrees by the end of the century which would result in a very different world. a pretty gloomy host. boris johnson has been talking recently about how there is no excuse for failure because by this point we know what is at stake and we know what needs to be done. take a listen. >> the solution to climate change is clear. it lies in consigning dirty fossil fuels like coal to his history, in ditching gas guzzling modes of transport and looking at how nature plays a role and harnessing the power of nature through renewable energy rather than orchestrating its destruction. >> reporter: so the push at this conference will be for very specific, concrete plans on all of those things the prime minister was talking about. not just in the long term. a lot of countries have come in with big promises about hitting net carbon and without the details of getting there. the science tells us without achieving that countries have to start cutting deeply now quickly making deep reductions by around half come 2030 otherwise the goals of this conference and indeed the goals of humanity will eventually slip away. >> go to nic in rome. pretty gloomy boris johnson at the g20 where he ended the summit with an agreement and no firm pledges. i was reading only 12 out of 20 countries committed to net zero. what exactly, nic, did they agree on in rome? >> reporter: well, they agreed not on the net zero for 2050, which was the aspiration and that's what only 12 nations agreed to. the nearest they could get to was net zero sometime before 2060. they couldn't agree on stopping the use of coal in power stations at home. they did agree on stopping the financing of coal power stations internationally, i.e.,, each individual station. not stopping power generating stations by the end of the year. that was a small step. these by and large missed the target, missed the aspirations, missed the hopes and that was done by antonio gutierrez. while i commend the g20 for its recommitment to global solutions, you know, i leave disappointed. it falls short. he said it doesn't bury my hopes, but he was very clear that this wasn't what he hoped for. it was hoped that the g20 was a spring board for the cop26. president biden was clear and he said the reason they hadn't been able to meet these lofty ambitions was quite clearly because president xi and putin wasn't here at the summit. biden said the way he helped get other leaders over the line was to be able to discuss it with them and look them in the eye and he wasn't able to do that here. so president biden quite clear on who he felt -- he threw saudi arabia in there as well who was falling short. there were some successes of g 20 and the restrictions were reduced significantly and the european commission president wanted that. this is how she put it. >> this marks a milestone in the renewed eu/us partnership and it is a global first to achieve the decarbonization of the global steel production and trade. it is a big step forward in fighting climate change. >> reporter: so a big step forward but in a problem of massive scale and scope. as boris johnson put it here, really a drop in the warming ocean. steel and aluminum tariffs reduced commitments to use more carbon friendly areas going forward. >> a step in the right direction but so many to go. nic, do stay with us. i want to go to fred in senegal. at the top we heard from phil black is to reduce climate finance. senegal is seeing the impact of climate change and it barely has a carbon footprint. how are people's lives changing from where you are? give us a sense of what you're seeing on the ground? >> reporter: isa, they're chainoglouing immensely. you've heard all of the warnings from the global leaders. all of those dire warnings are already a reality right here on the ground in western africa in san luis. this is a site with a big fishing community. you can see some of the fishing boats behind me and this fishing community is being torn apart by rising sea levels and by the attrition from erosion that's going on. you can see back there the houses on the shoreline are already completely destroyed. isa, there are still people living in the houses even as the houses are being destroyed room by room by the sea level as it's rising. one of the things of the sea levels, the storm surges have destroyed houses. what that's leading to here in this part of senegal, you have people who are still living in the houses. you have a lot of people who are already internally displaced. they've had to move kilometers away from the coast line and still try to go fishing. in the meantime, this is something we've heard from a lot of folks on the ground, you also have a lot of people who have been turned essentially into climate refugees leaving senegal, trying to go to places like europe. i want to show you one more thing, isa. if i make my way over here, there's a big pile of sand. essentially what they're trying to do here, this goes back to the money that countries like this need in order to try to combat the effects of climate change, they're trying to build a sea wall here. that's partially funded by the european union, especially by france. a lot of experts believe it could be too little too late in order to try to save the city and in the long run they might have to abandon the city altogether because it simply isn't enough. really a dire projection here. one of the things i've heard from experts for a very long time is two things need to happen. on the one hand, of course, global warming needs to occur, but on the other hand also there needs to be a lot of money put into irnfrastructure and they ae causing such havoc in places right here. isa? >> such important context from fred pleitgen in senegal. thanks very much, fred. we appreciate it. nic robertson, thank you to you. while president biden is overseas, he's also seeing dropping poll numbers back home mainly over his stalled agenda in congress. he was asked about that on sunday. take a listen. >> i didn't run to determine how well i'm going to do in the polls. i ran to make sure i would follow through what i said i would do as the president of the united states. i said i would make sure we were in a position where we dealt with climate change, where we ruled in a direction that was significantly improved the prospects of american workers being they have good jobs and good pay and, further, i would make sure that we dealt with the crisis that was caused by covid. >> president's economic agenda got a boost sunday when most house progressives said they're likely to support the bills when they come up for a vote. cnn's suzanne malveaux is in washington. >> reporter: democratic lawmakers are moving forward towards a vote. there is a potential snag here, if you will. the goal was -- and the announcement was that this vote on both of these bills could happen as early as tuesday, that being a vote on the $1.2 trillion bipartisan infrastructure bill as well as the $1.75 trillion economic package, that they would go together. well, now we are hearing, my colleague daniellea diaz, a potential delay here. saying we have made extensive progress on prescription drugs and others that were not in the text. at this point we will need additional time to craft language and get final agreement with all parties involved. this language was supposed to go today rules committee on monday. that is now being pushed back and this vote will also be pushed back. we will see how this all unfolds. there are three criteria that have to happen. first, the progressive democrats are looking for reassurances from those moderate senators that, yes, they are on board, that they will vote for the language, the text of this much bigger bill, the social spending bill. they are asking for explicit language, written statements. senator bernie sanders saying over the weekend. secondly, they want both of these bills to be voted in tandem. that is back on the plate here. that was not the case on thursday when house speaker nancy pelosi called for the vote for the infrastructure bill. now they say they will do that together, check that box. of course, the most difficult thing for progressive democrats, to let go of some of those policy priority initiatives that were a part of the negotiations and a part of that bill. part of that is going to be regarding family and medical paid leave, whether or not that survives and also whether or not medicare will be able to negotiate with drug companies about lowering drug prices. listen to senator bernie sanders. >> i worked yesterday. we're working today. we're going to work tomorrow to strengthen that bill. it is outrageous that we continue to pay the highest prices in the world for prescription drugs. >> i want to ask you that. >> and that one out of four americans cannot afford the prescriptions. that is not acceptable. >> reporter: biden administration officials are trying to get the progressive democrats to realize that some of those priorities will have to be let go and this bill they are suggesting smaller legislation, just pieces of it later on down the road. perhaps something that some republicans can get on board with as well. we heard from the secretary of energy, jennifer granholm, saying the administration would support such moves. suzanne malveaux, cnn, the capitol. jen psaki has tested positive for covid-19. she did not travel with president biden for the g20 or cop26. she last saw the president tuesday two days before she left. she was outside unmasked at the time. she dropped off the foreign trip shortly before president biden inside. also, she and the president were both wearing masks. that would further reduce the likelihood of transmission and also remember that the president has been boosted and recent data from pfizer have shown that the third dose, what we've been calling the booster, restores that vaccine's efficacy to 95%. so i'm sure the president also will be fine. but this underscores the whole rationale for boosting people. we don't know if ms. psaki has been boosted, but the efficacy of this vaccine wanes six months after the dose. this is why many people in the country should be getting boosted now. as people approach their six month point from their last vaccine they really should go to their pharmacy and get another shot. but, again, i think the important message is that ms. psaki should be fine. >> now we have more progress in america's fight against covid-19. it could come within days. on tuesday cdc's vaccine advisers will okay to approve the pfizer vaccine for children. if the cdc's panel and the agency director approve vaccinations could begin immediately. pfizer and biontech say they're working on getting child sized doses shipped out. overall vaccinations are on the rise. there are more than 18 million people have received a third dose or booster shot since mid august. centers for disease control and prevention says 2/3 has received one dose of vaccine. that is more than 220 million americans. now a man with a knife sent people running for their lives in a japanese train on sunday. what we're learning about an attack that injured more than a dozen people. a new washington see prime minister boris johnson speaking there to the u.n. boris johnson waiting to welcome world leaders at the cop26 climate change conference gets underway. we have heard from prime minister boris johnson where he says the success of this conference hangs in the balance. that's what he said. he said cop26 needs to mark the beginning of the end of climate change. you know there are very lofty goals. we have heard from our correspondents on the ground. we have heard from phil black talking us through what needs to be achieved here. we've had some tough words from the man standing to the left of boris johnson coming out of the g20 summit where some pledges were made but really not on climate change. nothing major on climate change. he wasn't happy with what he saw, talking about what came out in the g20. boris johnson wanting to turn things around as he hosts this conference. he said it's very much touch and go. he sounded somewhat kind of gloomy ahead of this but he's there welcoming world leaders as cop26 gets underway in glasgow, scotland. we will bring you all the latest developments as it kicks off in the coming hour. now halloween night turned into a real life terror. a man with a knife and people running for their life. at least 17 people were injured when he gana soughting passengers on a moving train. state media said the attacker started a fire. the suspect is in custody. police say he told investigators he wanted to kill people. let's go to blake who's live outside the train station there where this happened. blake, this is truly a horrific attack. what more are you learning from authorities? >> reporter: isa, it happened around 8 p.m. last night local time as large amounts of people were streaming into the city center to celebrate halloween. that train never made it stopping here at the station behind me 30 minutes shy of its final destination after a chaotic and horrific scene broke out on board involving a deadly weapon. this is no halloween prank. as commuters in japan headed for tokyo city center on sunday, some ended up running for their lives. this video shows streams of panicked people trying to escape a train car where witnesses say a man who might have been dressed up as the comic book character the joker or possibly a different character was attacking passengers. observers say the suspect was waiving a long knife and according to japan's public broadcaster nhk set fire to the train after spreading lighter fluid across the seats. 17 people were injured and one man is in serious condition after being stabbed in the chest. he was on the train and captured this video. he told cnn he was incredibly scared and couldn't escape fast enough. >> translator: i do feel scared by this incident but it's something you can't ever plan for. i think if this happened to me again all i can do is flee. >> reporter: shortly after the attack began train operators say the train made an emergency stop. video shows frightened passengers scrambling out of the train's windows and on to a platform to try to get to safety. police say they've arrested a 24-year-old man on suspicion of attempted murder. they say the suspect dropped his knife and told investigators that he wanted to, quote, kill people and be given the death penalty. >> reporter: violent crime is pretty rare in japan. the situation could have been potentially much worse if a gun was involved, but in japan gun violence is almost nonexistent. the number of annual deaths resulting from gun violence hasn't reached triple digits since 2000. the reena cording to gun control advocates is firearm restrictions are very tough. most guns are illegal. >> thank you very much. now several people are injured after two trains collided sunday night in england. officers have been responding to the crash at salisbury station. police and rail investigators have declared a major incident but there are no critical injuries we know of and no one was glasgow, scotland for the cop26 summit. the presidents of russia and china won't be there. at the g20 in rome it was the foreign ministers that were in attendance. the u.s. president expressed disappointment that neither country showed up. >> with regard to the disappointment, the disappointment relates to the fact that russia and -- including not only russia but china basically didn't show up in terms of any commitments to deal with climate change, and there's a reason why people should be disappointed in that. i found it disappointing myself. >> well, russian foreign minister sergei lavrov said it set its own target for carbon neutrality. we don't like to go by empty ambitions and challenges. we will reach carbon neutrality by 2060. this is our commitment and we are sticking to it. that was a statement. stay on top of what else comes out of the summits in relationship to climate. a relieved investigation says in chilling detail the missed warning signs that support the january 6th insurrection. one of the most striking warnings came when trump supporters were discussing online how to sneak guns in washington to overrun police and tipsters offered specifics. they used code words such as pick axe to describe guns and meeting the day before the joint session. on one side they mentioned senator mitt romney as a target. now according to the post, tips about extremist groups came pouring into security agencies during the weeks ahead of the insurrection but the fbi regarded many to be protected first amendment speech. some feared trump would misuse the national guard to stay in power. and an official who wanted area hospitals to stock up on blood and prepare for a, quote, mass casualty event. they described president trump as a driving force inciting supporters and keeping key federal agencies tasked with protecting the capitol. the report dives into what happened as the insurrection unfolded. erin davis spoke to cnn about that part of the investigation. >> reporter: we kind of took a little bit of a different turn where we looked at the 187 minutes between when the capitol was breached and when trump said anything to call off the supporters of his that were raiding the capitol and so many things happened in those couple hours. people died. people had heart attacks. you know, there was obviously the ashley babbitt shooting. there was just numerous tragedies in the hours. with everyone we looked at you have to question why this crowd was allowed to get that close to the capitol that day. we are able to document i think in greater detail than has been done before, there were warning signs of this violence dating back not just hours or days but weeks in advance. the fbi had in their possession tips that came from informants, from social media companies, from former national security officials, from researchers that all pointed to violent situations on january 6th. one particular striking one was december 20th they received a warning that trump supporters wanted to not only overthrow the d.c. police but to arrest members of congress, take them and put them on trial publicly for not bowing to president trump's belief that he won the election. and so -- and then fast forward to the actual day on january 6th, there were signs of violence in the hours leading up to the prbreech as well. there were numerous firearms taken off members of the crowd after they left the area where president trump was speaking. they surrounded at one point in time park police officers at the washington monument and started beating on the doors there. there were violent signs all the way down the mall as this crowd moved and yet they were allowed to walk straight into the capitol. >> that was aaron davis from the washington post speaking to our jim acosta. all eyes on the u.s. supreme court. in the coming hours justices will hear arguments in the most restrictive laws. the law bans abortions as soon as a fetal heartbeat can be detected. that's usually around six weeks. that's before many women know they're pregnant. it makes no exceptions for rape or incest. perhaps more specifically, the law will not be enforced by the state. it allows private citizens to sue for alleged violations. experts say that leaves the law trickier to challenge in the courts. i have some news coming into cnn. the ceo of barclays is stepping down. comes amid reports he was a private banker to convicted sex offender jeffrey epstein. what more do you know about why he's stepping down and the connection he may have had with epstein here? >> reporter: good morning, isa. friday evening barclays bank was made aware of the preliminary conclusion on their investigation which we're aware of. it centers on how the ceo of barclays had characterized his previous relationship with epstein to the bank and how they disclosed it. was it properly, was it fully disclosed? we don't have the findings, we don't have the preliminary conclusions. what we know is he was contesting the conclusions and the bank decided he would be stepping down. the investigation makes no findings that he saw or was aware of any of epstein's alleged crimes. it's worth pointing out this pre-dates his time at barclays. this was when he was head of jpmorgan. barclays said he was under investigation and the relationship was under investigation and how he characterized it. they said they were satisfied that he had volunteered, given all the information they needed. he had been transparent. they recommended him for re-election at the agm. at that time he was asked about his relationship. he said obviously i thought i knew him well and i didn't. i deeply regret having any relationship with jeffrey epstein. this was a professional relationship when he was at jpmorgan. this isn't the first time mr. staley has had a run-in with regulators. in 2018 he was find $870,000 for trying to identify a whistle-blower. he did apologize. it is another run-in. this sent shock waves through markets. >> indeed. if you're just joining us, the american chief executive of barclays jeff staley as we heard anna say stepping down that australia put in place back in march of 2020 to ride to ride out the covid pandemic, to try to seal itself off from the rest of the world telling its own citizens, residents and families that they can't come home in uncut numbers. this he have to quarantine for 14 days on arrival in state-managed isolation when they do. so that outpouring of emotion that you saw here today at the airport, really the first chance that people are getting to meet one another as sydney and melbourne opened up for the first time in the pandemic to international visitors. now it's not open, this is just for australians, residents and their families able to come into the country again. some 40,000 such people, australians trapped around the world as the pandemic has raged are now finally being able to return home as that bottleneck caused by the limit on australians. coming to the country they're suddenly released. they're able to do that because of the soaring vaccination rate here in sydney and melbourne aiming for over 90% of the adult population fully vaccinated. also there are still restrictions here domestically. there's a real divide between the states that have covid-19 and the community like new south wales and pretoria and the states that don't like queens and western australia still trying to practice covid zero. they're still cut off from one another. we have a strange situation where someone can fly in from los angeles to sydney but they can't travel to queensland or western australia. >> angus watson for us. thank you very much. good to see you. thailand's now
