that you had france long before, honest to god -- [ inaudible ]. >> now the president started his secondary term abroad with a meeting with the pope for 90 minutes. the two of them were together. and then he had a face to face with leaders of italy. now that foreign policy picture, domestically his agenda is stalled at home. kaitlan collins is in rome. let's start first with the president's meeting with the french president, emmanuel macron, what do we know? >> reporter: well it was very surprising how blunt the president was in that meeting. acknowledging a big misstep he said by the united states when it came to how they handled that situation. and the president said it was clumsy but he also said that he believed that the french had been better informed of that deal that the u.s. was cutting with australia and the united kingdom to provide them the nuclear powered submarines and that undermined the french deal, a multi-billion dollars deal to provide the australians with diesel powered submarines. and the white house said they have not apologized for it but noted in the past there could have been more consultation on that. but the president was candid about it during that opening of that meeting with the french president and saying that he essentially was arguing that the french relationship and the u.s. relationship dates back too many decades, too long for this to damage that friendship between the two countries so he said that they would work on that in the future and he acknowledged of course what had happened just a few weeks ago and then the french president said they wanted to focus on what was come ago head, talking about in the weeks an months to come and of course pushing his own french priorities. but certainly notable to see the president speak to candidly about that and say he wasn't even aware that the french were not aware of what was going on behind the scenes. >> yeah. that seems like a lapse somehow in diplomacy. but we'll get more into that in a second. meanwhile the president met with the pope and they talked about the climate crisis and more. here is what president biden said. >> mr. president, [ inaudible question ]. >> no, it didn't. [ inaudible ]. >> so for people who couldn't hear that, president biden, he said the pope said he could keep receiving communion. why is that so significant among catholics? >> reporter: because there is a big fight in the united states among conservative u.s. bishops who argue that because president biden supports abortion rights he should not be able to take commonon and that will come to a head by the time he gets back to the united states after this trip. but after spending 90 minutes behind doors and 75 minutes was a one-on-one between the pope and the president, he said that the pope told him he could continue taking communion and when he asked if that meant they talked about this conversation that is happening with the conservative u.s. bishops and he said that is a private conversation but he did say abortion came up and of course whether or not president biden should keep taking communion. given that has become politicized in the u.s. this is the most symbolic meeting that president will have while overseas having a marathon of diplomatic meetings. this one with the pope francis where you saw earlier they were also exchanging gifts and president gave him a coin that is often passed around in the military that he said was personal to him because it was in part of a tribute to his late son beau. and we know that he has recalled how pope francis was there for him after his son died in 2015 when he was visiting the united states ant they grieved together and had the moments talking about his son's death. and so it was also a very personal meeting for the president. but they did talk about politics, they did talk about covid and climate change as they're behind closed doors at the vatican earlier today. >> kaitlan collins, there with the president traveling in rome. thank you so much. let's bring in now aaron david miller, cnn global affairs analyst. aaron, welcome back. you've served state department through five presidential administrations so when you hear a president admit that the u.s. was clumsy in its handling of this nuclear sub deal, how often do we hear that type of admission from an american president? >> rarely, i suppose. but there should be more of it. i mean, the president is smart enough to understand that france and macron needs a lot of tending to. this was very close to an apology. it was handled without grace, he said. it was handled clumsy. but it is curious that he said he was under the impression that the french were informed. now that would lead me to the conclusion that someone had told biden, national security adviser secretary of state in essence had informed the french. so, i think they'd rather put this whole episode behind them and i think the president made a pretty good start today in almost apologizing to the french president. >> i want to ask about the domestic back drop here at home for president biden's trip. because you tweeted something that didn't pull any punches. you said failure to pass domestic initiatives that cut to the core, not just biden's -- cut to the core of not just biden's bonafide on climate but the capacity to govern on the the eve of a foreign trip will signal that america is not back but toggle back to more dysfunction. i mean, okay, that is awfully -- is that too harsh now given that they think they're on the road to having some agreement on his domestic agenda? >> no, that tweet was designed, i think, to basically convey the sense that this was somewhat of a gamble and a risk. and that if the president were here talking today to the three of us, he would probably say, look, there probably is no foreign policy issue out there more dangerous or damaging to the future of this republic or to my presidency than the three or four issues that we face at home that we have to deal with. so there is no question about that regardless of what happened at the g-20 meeting with the pope, with macron, cop26 in glasgow, what happens in washington over the course of the next week is critically important to the biden presidency. all i'm suggesting is that the world stage can amplify a president's successes and had he been able to pocket this and present it at cop26, it would have. or a world stage could amplify a president's failures. >> let's talk about who is returning to the world stage and that is former president obama tending cop26 in glasgow to support this administration, to really relate to the rest of the world that the u.s. is leading here and to bring them of course into the fold. what is the significance of bringing in a former president, a very popular former president to be on this stage with president biden? >> we only have one president at a time. and when i first heard that obama was going to go to cop26, i thought to myself, there is no way he's going to appear in proximity to joe biden. they're not going as a tag team. and the fact is that obama will go and biden will be back in the united states. you have a former president who is charismatic and annualful and related unbelievably well to a future generation. was, in fact, presiding over the cop21 in paris which was the big breakthrough on climate. so i think it is natural and quite supportive particularly given the relationship between these two guys and genuinely believe that white house probably welcomed the prospects of the former president going to cop26 just not with the current president. >> we only have 30 seconds left, but what do you think president biden needs to accomplish this week at this g-20 and then the cop meeting? >> the june g7 america's back trip where everything is just wonderful isn't enough. biden has to re-establish trust with our allies. they've got to do something at the g-20 that i'll pass the global minimum tax which is important and they'll discuss supply chains but i'm dubious as to whether or not glasgow which is being hyped as an extraordinary event, is going to be able to deliver what he really wants to deliver. it would be nice if congress could basically pass his infrastructure bill and reconciliation so he would have something to give at the moment. but i think he's well on his way. it is an auspicious beginning to a trip and i suspect it will be judged on a whole to be successful. >> we'll see if there is progress on that legislation while he is traveling. aaron david miller, always good to have your insight, sir. thank you. >> thank you. and outspoken republican critic of former president trump will not run for re-election. >> and illinois congressman adam kinzinger who was one of the ten gop to vote for trump's impeachment made the announcement today. jessica dean is covering this on capitol hill. was this a surprise on capitol hill and what do we know that went into his decision? >> reporter: yeah, this news came down just a few hours ago this morning and it was a surprise. adam kinzinger has been on our air many times and quite well-known as being an outspoken critic of former president trump. voting to impeach him and one of only two republicans serving on the select committee looking into the january 6 insurrection. he along with congresswoman liz cheney. so to hear this news, was a bit surprising. but said in a video if it was ever time to move on and he felt like it was time to move on, he would not run for re-election. and he said that time is now. take a listen for yourself. here is more of that video. >> there is little to no desire to bring our differences, and unity is no longer a word we use. it is also become increasingly obvious that in order to break the narrative, can i not focus on both a re-election to congress and a broader fight nationwide. i want to make this clear this isn't the end of my political future, but the beginning. >> and i think that is really important that he highlighted that this is not the end, but the beginning. he's indicating a broader fight that he wants to take on. so certainly it seems unlikely that is last time we're going to hear from adam kinzinger. it is also worth noting that redistricting in his home state was playing a large role in this. a new map came out of redistricting in illinois he was going to overlap with another gop member of congress. so that certainly plays a role in this as well. he is again the second of the ten republicans who voted to impeach former president trump, alisyn and victor. anthony gonzalez announcing his retirement and citing the toxicity here in washington, d.c. and in the state of politics right now as a reason why. so we'll keep our eye on congressman kinzinger and see what is next. as i said, we expect there is something down the road for him. guys. >> jessica dean, thank you for that reporting. joining us now, we have charlie dent, and former republican congressman from pennsylvania. let me just put up the graphic of the ten republicans who voted to impeach donald trump for attempting to overturn the 2020 election results now two of them will no longer be in congress. as you heard, it is congressman kinzinger as of today. so charlie, do you see this as a win for trumpism over truth? >> well i think this is bad for congress. that we're going to lose adam kinzinger. he's been a good friend of mine. we served together as the tuesday group now called the republican governing group. he's a strong principled voice and i'm sad that he's leaving. i'm not surprised. we were very much aware of the illinois redistricting or jerry mandering that would collapse his district to there in the hoods and it is a sad day for the institution but at the same time i think he will carry on the fight. he's a young guy and has a bright future ahead of him and he will be part of the next leadership of the republican party that sets it straight and talking about prince peoples and ideals rather than loyalty to a very flawed man. >> well, the flawed man you speak of, i assume, is former president trump who responded via statement, it is simple. two down, eight to go. and speaking about those ten who voted to refer the articles of impeachment over to the senate. and congressman, i wonder, is this the same as anthony gonzalez? because although he was -- still a substantive member of the conference, adam kinzinger was at the front of the republican resistance to or still is to former president trump. are these equal decisions to retire? >> i think they're very similar decisions. look, adam kinzinger and liz klainy have chose tone stay out loud who most of them believe, that the former president trump was unfit and should not be the future of the party. they're saying it out loud. most everybody else agrees but the challenge is there aren't enough of them. they need a critical mass to change the narrative. as long as republicans like kinzinger and cheney oware out their own without support then donald trump will be able to control the narrative and his supporters. that is the challenge for the party. we need more kinzingers, not fewer of them. and same with gonzalez. he's a very strong guy too. he voted to impeach and he's a good man. sorry he's leaving. but we need some of the folks to speak up much more loudly tan they have. >> you're going in the wrong discr direction, charlie. you're not getting more of them, you're getting fewer of them in congress. and when i hear you and adam cain zinger say you hope he'll have a strong future, what a bigger platform than being a congressman who gets interviewed all of the time on cable news. what else can he do if he wants to have an impact on the republican party in. >> what could he do. well he could build an organization. look, i think most people are going to get tired of losing. this is a long game, alisyn. republicans in 2020 who were not named donald trump did rather well in the election. at some point people will get tired of losing. in suburban communities, we've seen what happened under former president trump, republicans are getting whopped in the suburbs f. we want to win states like pennsylvania and michigan, we have to win in suburbs. and you're not going to win the presidency going forward if we don't figure out a way to do this. so long-term, they all realize that trump is shrinking the coalition for the republican party and not growing it, so they need to grow and talk to people like kinzinger. >> we're learning that the ken mccarthy is telling republican strategists to make your allegiances known, that if you work for the campaign for representative cheney, can you not work for the rest of the party. can you not work for other republicans. the significance of an ultimatum like that for your party? flnch we're hearing her break her silence, this arm orrer, her attorney is coming out saying refuting the notion that she was responsible here. i'll read you a part of the statement. they say that safety is hannah's number one priority on set. ultimately the set would never have been compromised with live ammo were not introduced. she has no idea where it came from and it became unsafe due to lack of safety meetings not the fault of hannah which raised kwet if there were issues that she know about before, did she bring them to the attention of the production management. we don't know the answer to that question. but we are hearing from the sheriff. he's saying thus far witnesses have been cooperative. but he wanted her to come back in to talk to detectives. take a listen. >> obviously we will take that statement and i'm sure our investigators will have follow up questions and any issues that she's brought to the forefront we'll follow up on those. so we need time to look at the statement and again we encourage miss gutierrez-read to come to our office and do some follow up interview and some clarification. >> reporter: now law enforcement official tells me that they have asked her lawyer to bring her in for an additional interview thus far they have received an affirmative response to that saying that they'll be in any time soon. victor and alisyn. >> so earlier we spoke with a veteran grip and what more did he have to say? >> well this is so important, not just for us as we learn about her and what happened but also for investigators. both the sheriff and the prosecutor have told us that they will be looking back at past incidents of unsafe on set productions and using that as the totality of the circumstances as the sheriff said in determines was this a pattern and preventible. we're hearing from that former colleague of hers who talked about some past incidents that alarmed him. take a listen. >> whether it was accidental or not -- whether it was accidental or not, that i can't answer. i know there there were discharged on set that were unannounced and their protocols on set, were they test fires? i don't know. i know there was no announcement about hot guns being on set. there were several times, excuse me, two times that there were discharges on set. you know, it is not just me that saw this, it was the entire crew. it was our star and our film that had actually yelled out about the unannounced discharge. >> so it was comments like that that are of interest to investigators. finally we're learning more about evidence. we obtained search warrant information showing that in addition to that actual church itself where the shooting took place, investigators also searched a vehicle, the prop truck and according to the search warrant returns they found numerous weapons and rounds of ammunition and a lawmaker official tell me they don't know yet know if the ammunition clues live rounds such as inside of the actual building. i'm told that ammunition has been sent to the fbi for analysis to help them answer that question, whether there were additional live rounds in the vicinity of the production. >> josh campbell, thank you. so there are just a few crucial days of campaigning left in virginia leading up to the tuesday election for governor. it is a pretty important test for democrats in a state where president biden won big just a few months ago. >> and a new washington post poll shows glenn youngkin and terry mcauliffe in a dead heat in a recent poll shows the republican pulled ahead. that could be an outlier but youngkin was using it on the trail today. >> people have been saying that this race has tightened up. when one car driving 40 miles an hour and the other one is going 70, we're going 70 and we're getting past it. polls don't elect governors, voters do. voters do. so now it is time for all of us to go to work. >> okay, cnn's arlette saenz is there for us. so vice president kamala harris will campaign for terry mcauliffe tonight. what is the team saying about the polls? >> reporter: well, alisyn, the mcauliffe team has seen the polls tightening here in virginia for quite sometime as they're heading into election day and that is why they are trying to make sure they take nothing for granted with just four days to go. and that is is why you will see democrat terry mcauliffe here in norfolk, virginia, a bit later today campaigns with vice president kamala harris as well as musical artist and a virginia native pharrell williams, the democratic candidate has been leaning on these heavy-hitter democratic names to campaign with him. we're having harris campaigning with him for the second time. you also saw president biden here early in the week and former president obama last week a as they're trying to drum up democ democratic enthusiasm to get folks out to the poll. the republican nominee has been on a bus tour throughout the stay today. that will continue into the weekend. and right now nearly 1 million virginia voters have already had cast their early ballots before tuesday. that early voting period will end tomorrow. as this race right now, most polls are showing that the two candidates are neck-and-neck. now this all comes after president biden won this commonwealth of virginia by 10 points last year. but despite that large margin of the presidential win, we are now seen this tightening in the race. and so these two candidates are making the full-court press over the course of the weekend as they are trying to turn out their voters ahead of election day. >> arlette saenz, thank you. and be sure to join cnn on tuesday for election night in america, special live coverage starts tuesday on 6:00 p.m. eastern on cnn. >> so the fda is expected to authorize the pfizer covid vaccine for younger children today. we have the latest on that ahead. and we are expecting to hear from the albany county sheriff's office in minutes with an update on the criminal complaint against former governor andrew cuomo. (birds chirping) ♪ (upbeat music) ♪ (phone beep) ♪ ♪ ♪ ♪ ♪ ♪ thank you for coming out. i apologize for making you druf drive out to clarksville. but things get restricted down in albany. >> this is charges against former governor andrew cuomo. >> so kind of run through the series of events that led up to yesterday. i could take some questions but i will not be able to get into deep dive into the fakcts and circumstances of the investigation. as you know, early august we received a complaint and report was placed on file from a young woman who worked for the governor's office. as i said, that following saturday our investigators were going to conduct a very comprehensive and methodical investigation. we were not going to be rushed and we would not be delayed. so over the course of the nearly four months that follow that, we have done just that. in a very comprehensive and methodical investigation. we have seen documents and executed several search warrants and interviewed numerous witnesses including our victim. as a result of all of that information, a packet was sent down to albany city court for review. as a result of that review, a criminal summons was issued. i will back up and talk about the review. that is standard in police work. drop the information off, they'll review it and if there is any questions they could call. normally takes a little bit of time. this was -- this came back at a relatively accelerated rate. kind of caught us by surprise as well and needless to say the document was then released to the media and posted online. so, sometimes in police work with investigations things don't go how you want them. you have to be ready to pivot and that is exactly what we did. so criminal summons was issued. i would have liked to at that point had a deeper conversation with the district attorney. i would have liked to reach out to cuomo's attorney and explain what was going on but the document was signed and it was leaked so again things don't always work out as planned. so, that is where we are today. mr. cuomo is scheduled to appear november 17th in albany city court at which time he'll be processed and assumingly released. any questions? >> you say that accelerating, so was [ inaudible question ]. >> much. >> [ inaudible question ]. >> well we had numerous conversations with the victim. but we would have liked to have presented everything, sat down with the d.a. explain what we had. and i would like to reach out to miss glavine and explain what happened but again things change and it doesn't always work out as planned. >> [ inaudible question ]. >> we've had conversations every day with the victim. i have not spoken to the d.a. today, no. >> [ inaudible question ] fruits of the poisonous tree. >> that is a good pun. this is how they play. i mean, you guys have been in the business, you've seen some of the tweets that come out of -- from the party and the governor's office. listen, this is my job. would you rather they flow it at me than revictimize the victory over again. i've been called much worse. >> and [ inaudible question ]. >> well as far as the election comment, i have no idea what that is. i don't know if they were trying to muddy the water saying this was an election ploy or something to that effect. people always try to distract or detact away from the real investigation. so i'm not really concerned about that. we have a solid case. our investigative staff did a marvelous job. >> i'm very proud of the work they did. again, they took a very high-profile investigation, they methodically broke it down and i couldn't be more proud of them. they executed a lot of search warrants, they went through a lot of data and i would like to say thank you to davis poke law firm down in the city. they were very valuable and substantial asset to us during this as well as the new york state attorney general. >> and what does it demonstrate and do you think it will go to trial and why or why not. >> i don't know it will go to trial. i think we have an overwhelming amount of evidence. we have a victim who has been cooperating fully every day, every step of the way. as far as conviction or something to that effect, that is really going to come down is it a jury or a judge and as well as the district attorney's office. >> sir, you could talk a little bit more about what happened yesterday. is this basically a miscommunication that occurred and also you could talk a little bit about the evidence in this case. >> no. >> i mean that one criminal complaint there was a list of things but anything additional -- >> i don't want to get into -- do a deep dive on the weeds into the investigation and the facts and circumstances of the case. as far as miscommunication, i don't want to say it was miscommunication, i will say that again we did not anticipate a quick return like that nor did we anticipate everything would be posted on the internet. and again, in just out of common courtesy, we would have liked to have made some notifications. >> two questions for you. one, you said a criminal summons was issued. who did the issuing in that case. >> city court judge. >> the city court judge. >> yes. >> and that happened how soon after you filed? >> five, ten minutes. >> it was -- is that unusual. >> it is relatively unusual, yeah. again, the internet knew about it before i even knew about it. i was in my office and i received a phone call and looked on the the internet and it was posted on the internet. so that was problematic, i think it was improper. but again sometimes things don't go as planned and you have to roll with it and get ready to pivot and move on. >> another question. so the complaint lays out a very specific day and a very specific time frame for this to happen. the attorney general office struggled to nail that down. what was the breakthrough there, what allowed to you determine that day and time. >> i have great investigators. >> is there any evidence that helped? >> well, again, i think there was a great focus on that date in the attorney general's report. but if i recall and when you look at the footnotes, it goes on to say the victim is unsure of the exact date. and think that was -- everybody just seized the opportunity to say that it is impossible this happened because of that date. that is not really accurate. so, again, we executed a number of search warrants, we had great participation with davis pope, and we're able to nail it down and come up with the time frame. >> sheriff, both today and back in august, you had mentioned that it is really important to not revictimize the victim. number one was anonymous but her identity was been made public. what would you say the effect was that made the investigation more difficult now that the layer of protection that you had for the victim had been lifted? >> i don't think it -- well, yeah, it did make it a little harder. but again, this person wanted to seek justice and has been with us every step of the way. a number of calls have gone back and forth and, listen, this is has got to be very traumatic for her. it is easy for me to stand up here and talk about it but i'm sure it is not for her. and again, we didn't want to -- we just handled this like a normal investigation. and it is a misdemeanor. and misdemeanors arnts normally sat down and conferred with on every case or there could be no justice. so we handled this like we handle every investigation. and again, i want to put an emphasize on our victim cooperated every step of the way. >> sheriff, you just said that you've been working with -- >> you've been listening to albany, new york sheriff there craig apple discussing what he said was the overwhelming investigation into the evidence that led to at filing of a criminal complaint. a misdemeanor charge there as he reiterated against former new york governor andrew cuomo. let's bring in ging grass and elie honig. brynn, first they discussed a bit of it but not the details of what accusation this is referred to. >> yeah, so we know after the new york attorney put out the entire investigation and accusing the former governor of sexually harassing 11 women. one of them recognized as executive assistant number one filed a complaint with the albany county sheriff's department and with craig apple and he went out in public and told everyone that he was going to thoroughly investigate this and in conjunction with the district attorney's office. so this is why this is honestly just so confusing, it didn't get much answers because you're hearing him say we had enough evidence to file a complaint, a summons for the misdemeanor charge but he didn't have time to alert the district attorney for that charge or even the vike it sounds like before this it sounds like this was leaked. >> the accusation is that the former governor groped in executive assistant at the mansion while they were alone. >> right. that is what was laid out in the new york attorney general's report, that incident that happened in december of 200 and there was a discrepancy of when did that did happen. but sometime last year, the end of the last year with this executive assistant who came out in public and talked about ththose allegations on national tv. >> you heard the sheriff's frustration, that now how he handled things with the chronology of events and it got leaked and it surprised him. he said the internet knew before he did. so what did you just hear in that press conference? >> what is so unusual in that press conference? >> what's so unusual is the sheriff sent down to the court to ask a judge to issue a criminal complaint without first talking to the prosecutor, the d.a. normally when you have time and lord knows they have had plenty of time here, if you were a police officer or sheriff, you would talk to the prosecutor first, you would say hey, we think we have enough to charge here, are you on board or not? it is very rare, it's extraordinary to see a police officer when they have had weeks and weeks to deal with a case go in and ask for a complaint themselves and then deal with the prosecutor afterwards. apparently he hasn't talked to the prosecutor yet. the key thing to keep in mind, ultimately, the decision about whether this case moves forward is not the sheriff's as we just saw, tgsit's the d.a. in albany that's the person that's on the spot. what the sheriff was doing is applying pressure, i'm not going to discuss the evidence but he did use the phrase overwhelming, the evidence is overwhelming. he's making it difficult for the d.a. o back out of this charge. >> the former governor has denied this allegation but has also added on to that through a spokesperson that this is political. blaming all of this on politics. >> yeah, because there was so much confusion yesterday, as you just saw, heard from eli. this has never happened. i was making calls to law enforcement sources and d.a.'s being like have you ever seen anything like this happen before. so unusual, again, that the complaint would be filed without notifying possibly the victim himself going forward. now it's in the d.a.'s court. now all the pressure is on the d.a. to decide how we're going to move forward. the sheriff kept saying we wanted to treat this as a normal investigation, and sure, every victim deserves a normal investigation but we have to be honest here, this isn't a normal investigation. this is involving the former governor of new york, and the highly publicized, highly politicized case. >> meanwhile, simultaneously, new york attorney general letitia james announced she will run for governor. >> to add to more of the politics, she announced that today, after the criminal complaint was issued. this is a big deal. she gained national attention, not just for this case, but also, you know, for her report. also for the ways she talked about the governor's office at the time handling the nursing home cases, right, she brought a lot of attention to herself over this past year. there was a ton of speculation about whether letitia james who was endorsed by cuomo at some point was going to run, and now she's making it official again, the day after this complaint for former governor to appear in court in less than a month. >> i feel like you're going to be busy for a while. thank you for the breaking news. and we'll be right back. trust s. this couple was headed to the farmers market... when they got a chip. they drove to safelite for a same-day repair. anand with their insurance, it was no cost to them. >> woman: really? she's 95 years old, and her doctors just want her to rest. >> and sometimes you do need a break, yes. >> i mean, we can relate to that. or is something bigger going on that they're not telling us, so let's try to get answers from max foster, our cnn international anchor, and correspondent, max, do we know, really, how the queen is doing?
