united states and around the world. brand-new this morning, an urgent push to fix the tangled global supply chain, what the white house is calling a 90-day sprint to unchoke the bottlenecks that are feeding into inflation. a senior administration official said the port of los angeles would move to 24/7 service. the port of long beach has already been working around the clock. those two ports, they handle 40% of the container traffic in the u.s.. the white house also said walmart, fedex and ups, three the largest goods companies in the country will move to 24/7 operations. the supply chain nightmare is slowing the economic recovery. banks have been slashing their growth forecast and moody's analytics warns these disruptions will get worse before they get better. >> obviously it's a problem. it all goes back to the pandemic. i mean, the pandemic is disrupted all markets, you know. we can see in the global supply chains. it's not going to be next month, next quarter. i think this time next year we'll be in a better place. >> into next year seems to be the consensus. even if problems with the ports are fixed and could start moving, a shortage of truck drivers may be the weakest link in the global supply chain. administration officials said the federal government working with the state dmvs to try to increase the number of commercial driver's licenses to help get more truck drivers on the road. the white house also hopes to see the trucking and rail freight industries expand their hours. the tangled mess has meant delays and higher prices for shoppers ahead of the holiday season. i mean, from everything, shoes, clothes, bags, artificial christmas trees, semiconductor chips for laptops and cars all more expensive and harder to find because of the crisis. president biden will speak about supply chain issues today at the white house. breaking news this morning, the united states us plans to reopen its borders for fully vaccinated travelers coming from canada and mexico. changes set to happen next month signals a new phase in the pandemic recovery as land borders have been closed for over a year and a half. cnn's priscilla alvarez joins us live from washington. priscilla, this has to be welcome news for so many families that haven't seen each other in months now. walk us through what is going to change and who exactly is this going to apply to wants to come to the u.s.? president trump still has a grip on the party through fear. buying into the conspiracies is a condition for endorsement in gop races. he urged aides and associated like dan meadows, steve bannon, kash patel to not comply with the subpoenas for investigation into the riots on january 6. contempt is the next step. we get more now from ryan nobles on capitol hill. >> reporter: laura and christine, this is a key week for the january 6 select committee as that first round of in-person depositions is scheduled to take place among that group of the four individuals who were first subpoenaed by the commission. each of these individuals has dealt with the committee differently. meadows and patel have engaged on some level with the committee, but bannon has outride said he won't complete. he's going to work with former president trump to defend executive privilege. they warned they are not messing around. they will move forward with a criminal complaint if they don't comply. this is what adam schiff said on tuesday. >> if they don't show up, don't provide the documents they are compelled to, we intend to take up criminal contempt and refer to the justice department and we expect it will be prosecuted. unlike the last administration, no one is above the law, and so we intend to move quickly. >> reporter: so the question is when would the committee take this step of moving ahead with a criminal contempt complaint. well, it probably won't be until friday because that's the deadline of that first round of in-person depositions. the process could happen as soon as friday or maybe into next week. the committee not tipping their hand as to how quickly they will move. only to say that they are not going to waste any time because they fear that delaying this process will be a tactic by the former president donald trump and his allies. laura and christine? >> all right, ryan, thank you so much for that. to covid now and major corporations defying texas' new ban on vaccine mandates. governor greg abbott's new rule puts companies in a bind. it would fine any company that requires a covid vaccine for worksers directly conflicting with the federal mandate. now, most employers want their workers vaccinated. it dramatically reduces health care costs and sick days. most workers say they want it, too. now, southwest and american airlines say they will follow president biden's vaccine requirement for federal contractors rather than governor abbott's contrary order. and dell still plans on january 4th return to the office with vaccine requirements and testing protocols in place. here's the mayor of austin. >> it also seems to be inconsistent not only with the federal orders coming from the president, but this is texas. i mean, this is a pro business state. and for us to be telling businesses in their own businesses what they can or can't do in order to be able to protect their employees and their customers just doesn't seem to be in keeping with the freedoms and liberties we talk about here in texas. >> this shouldn't be political, but cities and states with democratic leaders are taking a more science-based approach in reality. in boston, more than 800 city employees out of 18,000 have been placed on unpaid leave for refusing to get vaccinated or be tested regularly. and washington-based boeing is telling its roughly 125,000 u.s. employees that it will mandate the vaccine to meet president biden's executive order. but in states like florida where the governor has put politics over science, it's a very different story. the florida health department has slapped a $3.5 million fine on leon county for requiring employees to simply provide proof of vaccination. playing politics with this pandemic has life or death consequence. on sunday nicole said good-bye to her 10-year-old daughter killed by covid. less than 24 hours later, she was combatting misinformation at a virginia school board meeting. >> covid is not over. no matter what people who have been standing up here have said. >> i was sitting next to my healthy daughter's death bed. she died five days after showing symptoms. >> thankfully, the members are starting to trend down, but there are 1500 children in hospitals with covid across the u.s. kids now represent 25% of weekly reported cases. these are children who are not old enough to get an authorized vaccine. it's the grown ups who are old enough. it's the grown ups who are responsible for protecting the children. the people who are not vaccinated are basically incubators. >> they're playing a dangerous game. >> and these lower case numbers, though, they're prompting coachella and the stage coach music festivals in southern california to ease policies on covid vaccinations. they will not be required to present full vaccination. concert goers will be allowed to show proof of a negative covid test within 72 hours. the festival's parent company said it has seen low transmission rates at other events. coachella is scheduled for mid april in andino, california. what message are workers sending to employers? >> in some cases these are people staying out of the market a little while. so far we see wages rising and it has not been enough to lure some people especially in leisure and hospitality. we know both by data and anecdotally a lot of people in the sectors quitting a lot are retraining to other things. tech, finance, higher pay jobs with more kind of stable full-time work, not cobbling together full time jobs in restaurants. >> it has reshaped how people think about jobs and what it means to their families. politics, less than three weeks to election day. a tough month is looming over democratic campaigns. now they're worried that a trying few months could hurt candidates like terri mcauliffe, the party's nominee for governor in virginia in a bellwether election. >> the old saying is all politics is local. the ad wards in virginia show a national focus. people are seeing less about state and local taxes. they're seeing more about schools and national debates on curriculum and mask mandates. and topics like reproductive freedom, even though there's no current challenge to box rights in virginia. >> for now. voters in key races are already sending in ballots as democrats in washington, d.c. remain embroiled in chaotic and messy negotiation over a pair of infrastructure bills. the likelihood is dwindling that democrats will actually be able to work out their differences before these elections and allow democrats to run on president biden's achievements. cnn's phil mattingly has more on all this. >> reporter: kristina and laura, now comes the hard part. and if you've been watching capitol hill, you've been watching the white house over the course of the last several weeks, even months, wasn't that the hard part? that pales in comparison to what democrats are facing now. keep in mind this is the president's poll numbers are dropping, gas prices are skyrocketing, supply chain issues causing problems not just the country, but the world. all of that happening at once as democrats try and hammer out some kind of path forward. now, here's the reality. the proposal the president put on the table support bid progressive democrats at $3.5 trillion for that economic and climate package is simply too high to have the votes to pass on the u.s. senate. speaker nancy pelosi saying at one point perhaps they could do fewer programs very well. then coming back on tuesday and saying, perhaps they'd tweak the tour durin duration keeping them back. from the white house perspective, their view right now, despite how hard it seems, keep your heads down and keep pushing along. take a listen. >> we don't get too glum around here. even if things look challenging, our view and his view is that he was elected to continue to press forward and address the challenges the american people are facing. >> reporter: guys, officials i've spoken to say that very much mirrors where the president is on this issue. it's the president that has a critical role in the days ahead. democrats on capitol hill are urging the white house to have the president set a more firm line, particularly with the two moderate democratic senators joe manchin and kirsten sinema who have caused much of the consternation the last several weeks as they have been clear that what progressives want, core group of progressives in the house is too high and too much for what they're willing to accept. but there's no question about the fact the time is now to make those decisions. guys? >> all right, phil, thanks so much for that. a big part of the president's agenda, of course, is addressing the climate crisis. despite growing momentum for green energy, the world is headed in the wrong direction. a new report shows the second largest carbon emissions jump on record this year, a big spike after the pandemic slowed everything last year. our jim bittermann reports from paris. >> reporter: the report from the international energy agency here in paris this morning indicates that the world's addiction to hydrocarbons is proving hard to break. the iea's world energy outlook published ahead of the cop-26 climate conference beginning at the end of this month in glasgow, scotland, shows clearly that after oil demand went through a pandemic slow down, it has quite dramatically taken off again. the agency also suggests that more aggressive climate action is needed. as the iea executive director put it, government needs to resolve this at cop-26 by giving a clear and unmistakable signal that they are committed to r rapidly scaling up to clean and resilient technologies in the future. and the report wanted oil producing nations, because of the switch to consumables, oil could soon peak. more than 50 countries of the european union have pledged to meet net zero emissions target. this is a big if, if they live up to those commitments, the iea predicts the demand for fossil fuels will peak just four years from now. even so, by 2050, the world will still be using 75 million barrels of oil per day, only down a quarter from what the demand is today. christine, laura? >> jim, thank you for that. speaking of emissions, california is set to become the first state to ban gas-powered lawn equipment starting next july. it's all part of an effort to reduce air pollution. the california air resources board says just one hour of gas leif blower use is equal to driving 1100 miles. running a gas lawn mower from the same period equates to roughly 300-mile drive. the goal is to cut emissions from small gas powered engines to zero by 2035. all right. to operation varsity blues, newly released phone calls reveal the man behind the 2019 college admissions scandal rick singer lightly discussing his scheme with some parents who paid to get their kids into college. a prosecutor's entered audio from more than a dozen phone calls and meetings between two parents, john wilson and gamal del aziz. >> i really do appreciate it. i come off as a little direct, but -- >> no, you can be direct because this is about -- >> trying to get to the bottom of it quickly. if there is a way to get her, we need to get her on testing. she is not a good test taker and at $75,000, you're telling me you can get that done?
