with house democrats the message was take your time. >> i'm telling you, we're going to get this done. [ inaudible ] >> it doesn't matter when. it doesn't matter if it's in six minute, six days or six weeks. we're going to get it done. >> standing with the president as you saw there house speaker pelosi whose message all week was pretty much the opposite and that turned out to be webful thinking on her part, regardless of the timing, though, the bottom lean remains the same. getting it done for the democrats means satisfying progressive lawmakers who successfully blocked a vote on the infrastructure bill without alienating joe manchin and crist en sinema who had been against what the president want. they did not bridge that gap. will members of his party use the time for bridge building of their own. joining me is congresswoman jayapal. thanks for being back with us. you called this last night when you said that this wasn't going to happen. what is the position of your caucus, the progressive caucus right now in terms of what happens now? >> well, anderson, thanks for having me on. our position is exactly the same as the president's which is we are going to get both these bills done, and we are going to send them to the president's desk and it will take us a little bit of time to negotiate because what we are clear is on is that weir not doing one and leaving the other behind. the president re-emphasized that today and he said we have to get all 50 senators onboard so we are doing the work we need to do to go back and look at our priorities and make sure that we are really thinking through what we need to have in this bill and how we can come to agreement. those -- that is the negotiating process, and i am thrilled that it is really happening. >> so in going through that seeing what you really need, does that mean $3.5 trillion is a number that's in play? is there a new number in play? >> i think we will have to get to a number that all 50 democrats in the senate and all of us in the house agreed to, and you know, 3.5 was our number. we're going to go back and see what we can do on that because we understand, we have to get everybody onboard and actually we've been saying that for some time. we just need to have this negotiation. we have to have an offer from two senators that don't want to do 3.5. look, i think we will do the work we need to do and i am confident that we are going to get there. >> so, but that sounds different than 24 hours ago. you sound more -- and i'm sorry to be parsing each word here, but as you know, that's what's happening right now. you sound more willing to say, look, we're going to go back and look at priorities and 3.5 was our number. it's, you know, you're willing to negotiate. is it specifics you want to hear from sinema and manchin? is it a -- he had given the 1, 1.5 number and dana bash of cnn. is it specifics you need to hear? >> well, i don't think that's the number. that's not going to be acceptable to us. this is a negotiation, and so we need to figure out how we're going to get to a number that we can all agree on, but the key thing we were fighting for, anderson, which we feel so proud about tonight is we were not going to leave behind families who need child care, who need paid leave, people who need affordable housing, people who are committed to delivering real results on climate change and we are not going to leave behind immigration. these are the five priorities of the cpc that are in the build back better agenda and the build back better act, i should say and there was a push to get one bill, the infrastructure bill which is really important and we support roads and bridges. it's no good to have roads and bridges if people don't have health care to actually engage in society. and so what we've achieved tonight is agreement that the two will move together, that one is not going to pass without the other. the president said that multiple times today and that we will negotiate as a united, democratic party to get to a place where both can pass and where the president can sign this agenda into law. the agenda he ran on and the agenda we ran on. >> think dana bash was on the program after he spoke last night and with senator manchin that many of the things you focused on and really want in this and other progressives do would benefit a lot of people in his state of west virginia, but some of those people have an ideological sort of point of view which is, well, it's too much government. i don't want that kind of level of government and also deficits. what do you say to that argument. >> well, the polling, anderson, in both republican and democratic and independent districts is excellent on all of the components of the build back better act. the reality is that it would benefit a lot of people in west virginia and arizona and across our states and people know that and they support it. they want affordable child care when they can't get it right now. they want paid leave. 12 weeks of paid family and medical leave. that is something all other developed countries do and we don't. they want housing and really want us to take on climate change. people understand this. >> yeah. >> making sure that we have a real plan when the president goes to cop in a little bit and has to say to the world the united states is going to lead on cutting carbon emissions, that's in the build back better act. it is popular and you know, that's what we have to continue to emphasize. it's popular with the american people. 70% agree. >> yeah. >> and the vast majority, 98% of democrats in the house and the senate. >> in terms of process, does the self-imposed deadline set by the speaker make sense? if he had to drive to capitol hill and essentially tell his people take a deep breath and get this done. >> look, the speaker was in a tough position because there were nine house democrats who said that they wanted that deadline or they weren't even going to vote for the budget resolution and that's unfortunate, but these things happen. so that deadline got set, and i said it from the beginning, i think i said it on your show the other day. that's arbitrary. the president made that, six minute, six days, six weeks we will get it done. there was a lot of time to negotiate the infrastructure bill and there were skeptics like me, and i was wrong and i'm happy to be wrong about that. now we need time to negotiate on this build back better act, and i believe we will do that. >> congressman jayapal, thank you. more now on what's been unfolding with the cnn chief political analyst gloria borger. what do you make of what the congresswoman had to say? >> i'm with you, anderson. it's a different congresswoman both in tone and substance. she heard the president, and i bet she knew what she was going to say before she said it if i had to guess and we had been watching a negotiation where it was 3.5 thill onor bust and she said to you, we have to get to a number, she's going to negotiate now and she says they need some more time and nancy pelosi sent a dear colleague, and the president went up there today and he said we're going to sink or swim together. failure is not an option and then he told some other members it seems like it's $2 trillion. that's what it's got to be, 1.9 or two. she knows they've got to go back to the drawing boards here and now the real work is going to begin because they've had all their -- their public fights and now they've got to go work it out, but this was a very different message from her. >> fphil, what the progressive wing and what congresswoman jayapal had said we want to negotiate and we need someone to ney gosh yat with and they haven't been forward about what they specifically want. how does the white house feel after the president on the hill? >> if there was one goal for the trip down pennsylvania avenue it was to serve as a pressure relief valve and to figure out a way to pivot into the moment after this week. this week that was built up to be a be all, end all for his entire domestic agenda and the warring inter-party battles that we saw play out in a public manner over the last several days and frankly, a president who for much of the week was in public and we didn't see him at all except for monday morning and that's what we feel that the president accomplished and you heard from congresswoman jayapal where progressives are and they did not get their vote and the passage of the infrastructure proposal, but what the frzpresit was able to lay out today the parameters of what will come next. it will be a lengthy process and a process that is now in play and part of the reason the process was now in play is that over the course of the last 36 hours senators manchin and sinema have started to lay out numbers and have started to negotiate with white house officials and started to make a lot of people on capitol hill who were skeptical about where this was headed believed that movement was happening and very open question and clearly missed deadlines and that more than anything else is what the white house has taken away right now. >> the white house is lit up for breast cancer awareness and that's in case you're wondering. >> he did try to lower the temperature publicly and giving space for negotiations. is it clear to you? is this progressives negotiating -- it's not progressives negotiating with frankin and sinema directly. this is through the white house, isn't it? ? the white house is very involved and a lot of folks on the hill believe that the president should have been involved more publicly sooner, but you know, i think if you're a progressive you can walk away unhappy, and if you're a moderate you can walk away unhappy, and what the president did was he said, look, we're all in the same boat here. if you fail, i fail. if i fail, you fail. so we have to get something done. that's it, and i think he sort of tried to focus them. i think they knew this going in, but it was very clear that a biden is saying we have to get this done or we're done for, and i think the congresswoman knows that. i think joe manchin knows that. i think the president set out the parameters and that's what they're working with and now they have to go back to the drawing board. they don't have a fake deadline. they can get it done behind closed doors and come out with something that they agree with and now joe biden is going out next week and he'll try to sell this plan. he will tell people what's in it, so if you want to lower your prescription drug benefits here you are, this is for you. if you want, you know, child care, if you want all kind of thing, we're going to tell you what's in this bill now because there are a lot of folks in the white house who believe that barack obama did not do that enough on the affordable care act, for example, and they want to make sure biden is out there. he always says to people to vote for him, let my grandmother understand what we're doing. we have to did that, and they believe he's the best salesman to do that. >> is there a general sense of when a deal could be reached or is this uncharted waters here? a lot of people are thinking they're seeing this in a lot of different places. >> yeah. absolutely, anderson and why i called sheriff lynn hagman to find out how legitimate these are. he said they are getting some reports of alleged sightings of brian laundrie in that area. they're monitoring social media posts where people are posting about allegedly seeing brian laundrie in that area, and to give you an idea of where this county is it's 25 miles from the appalachian trail and there is this mountain to sea trial that runs right through watauka county and they were in boone, north carolina and long this mountain to sea trail. he's not putting much stock in these sightings and it is a popular area for camping and hiking which brian laundrie apparently likes to do, but he is taking it seriously still and he has his social media expert and threat assessment specialist who has been in constant touch with the fbi as recently as this morning and they're reporting what they're seeing online and what the tips are as they're coming in and they'll continue to monitor. >> did the sheriff say anything about the area that someone can easily hide there? is that the type of place it is? >> i asked him to describe that area and asked him that very question and he said it is a spot where someone could, quote, disappear. it's very popular with visitors. there's a lot of tourists there and a big university there of about 21,000 people and he also said there are miles and miles of hiking trails where you might not see someone on the trail for days. so he doesn't have the manpower to monitor those trails and you might not see someone, for as i said, quite some time. so he's going to continue to monitor what he can and stay in touch with the fbi. >> i am joined now by rita smith, a senior adviser for the sexual harassment, and there is a lot of interest around the world on this case and a lot of people -- it's very hard to watch that body camera footage that's come out because we know that gabby petito ends up the victim of a homicide. i wonder what you make and what we know about the police response and about what we see in this video and the others? >> well, you know, anderson, i really appreciate you allowing this conversation to continue because i think it's important for us to try to understand what didn't go well in this call. we have to get this right, and so you can't decide when a primary aggressor is looking at one splice at a time. a relationship where there's domestic violence involved and there's a perpetrator and victim you have to understand what's happened over the course of time between these two people and i never got a sense that there were questions about -- has this happened in the past. have you been afraid before? what made you so upset that he grabbed your face and tried to get you to stop? i want to ask questions about what was going on, not just the things like i hit him first and what else was happening in the context of that day? i put her in a place where she was so emotionally distraught that she felt like she had to hit him? i think there's been a lot of focus on a particular moment where gabby petito is being asked if brian hutit her, and i just want to play that so we can discuss it more. >> i was just apologizing and i said i'm sorry that i get so stressed out because i'm ocd and i was organizing stuff and sometimes i have a mean attitude and i'm not trying to be mean and i was just straightening things up, and i was just apologizing and i guess i said it in a mean tone and he got frustrated with me and he locked me out of the car and said go take a breather and we were out of water. >> obviously, look, police have an incredibly difficult job in a situation like this, was there the 911 call from somebody and thank goodness that person did call police, you know, and that person certainly got a lot of praise and that person said they saw laundrie hit her, but -- to your point about needing to know the context and the history, is that something that's part just inherently part of training for police when responding to something like this, to ask this? >> yeah. i hope it is because domestic violence is a very complex -- it's a complex case and you can't just look at one particular incident or one time when a victim might have, you know, left marcos somebody. for instance, i could be being strangled, and i scratched up the arm of the person who is strangling me trying to get myself free and be able to breathe again, and frequently strangulation marks don't show up right away and sometimes not ever and there's subdural hematoma, but when the police show up there's someone with scratches and just looking at that one incident, and saying this is the primary aggressor being look, he's hurt and she seems to be not. there are no markings on her so we're taking her in. you just have to understand what else has been going on and that clip you just showed, my fear is that when she was starting to get upset and she was identifying herself as being ocd, and she may or may not have that diagnosis. i don't know, but at that point it feels to me like possibly because of some other comments that were made later in the second video that she might have been just dismissed and diminished and the law enforcement officer's perspective at that point because she's hysterical and she's not able to take care of herself. she can't make good decisions and even make some comments like that to her later on in the call that she wasn't old enough yet. when she got older she'd be better at making decisions, and i just worry that they're not taking the time to really understand what's happening both now and in the past that could give them a sense of who's really in danger here. >> i appreciate your time and expertise. thank you so much. >> thank you. up next, what could become the first effective pill in the fight against covid. the drugmaker says it could cut hospitalizations in half and what it might mean with the former commissioner of the fda. vicks' vapostick. w it goes on clear and dries quickly. no mess. just the soothing vicks' vapor for the whole family. introducing new vicks vapostick. tonight, i'll be eating a buffalo chicken panini with extra hot sauce. tonight, i'll be eating salmon sushi with a japanese jiggly cheesecake. >> very significant. this is the most impactful result that i remember seeing in the oral drug in the treatment of a respiratory pathogen perhaps ever. i think getting an oral pill that can inhibit viral replication that can inhibit this virus will be a real game changer. this drug works by mechanisms that are well understood and there are other drugs that work by similar mechanisms and it works by inducing errors in how the virus replicates and it makes mistakes in replication and it basically kills the virus. these are druggable targets. this virus is well understood. so i think we will get an oral drug that can inhibit viral replication and be taken early in the course of disease to either prevent progression or be used as a prophylaxis. >> so let's be -- just drill down on that a little bit. this could be something -- is this something that people who don't want to be vaccinated would gravitate to? the argument is -- i guess obviously for those that don't want to be told what to do, that's not a hurdle that this crosses, but who don't want to have a shot, don't want the vaccine, this is not the vaccine is this the vaccine this could be used in conjunction with the vaccine and it's not an alternative to vaccination and we need to get more people vaccinated who have breakthrough infections and still develop symptomatic disease that are at risk and there are people who choose not to get vaccinated for whom this can be effective and it can be used like tamiflu, and some people still develop symptomatic disease and tamiflu provides an alternative to help the progression of symptoms in individuals and this could be used the same way. the bottom line is the mechanisms by which this virus replicates are well understood. this isn't a virus that replicates through complicated mechanisms that will be hard to drug. there are multiple drugs in development including one on the board of pfizer and another one by roche. it could be effective and it could be a game changer in so far that it helps people that have breakthrough infections and it will improve consumer psychology. one of the things that people are worried about is the risk that they could still get a breakthrough infection and develop severe disease and if there is a pill that they can take that can inhibit that outcome. as someone who has been vaccinated, for some reason, i did not realize when i first heard about this that that was something that someone who was vaccinated could take if they had a breakthrough infection and it changed potentially consumer behavior. it would make me much more willing to engage with other people or you know, do some business or something or get on an airplane if i knew that even if i had a breakthrough infection there's something i could take that has significant impact. >> i think that's right. the two things that could really change consumer psychology around this virus and make people feel more confident to resume normal activity is getting a vehiaccine available children and even if they're vaccinated and they know that they're at low risk of a bad outcome because they're vaccinated and they're still worried about bringing a mildly symptomatic infection back to the homes where they have vulnerable children and if you do have a breakthrough infection you can take a pill that you can mitigate the risk especially for people who are still at high risk. >> remember, the people at a clinical trial are those with high risk factors and that's remarkable. you saw a profound treatment effect and it was a population of people that had is imtom at symptomatic disease and the two most common that they were obese and they had advanced age. to see this kind of a dramatic result and this reduction in hospitalization and death and the population of patients at risk for bad outcomes and that's what makes this a dramatic finding today. >> finally, where do you think we are in the arc of this pandemic? hospitalizations and deaths are down across the country which is great news. do you expect that to continue to a point where -- i mean, i was going say where we're close to getting under control and i'm not sure that's -- can we say that? alex jones has had a pattern of refusing to answer court orders or making up excuses for years now. >> yeah, so, i don't think i would say surprised. it's rare to get something like this where a judge orders default and it's exceedingly rare and we call them death penalties in texas, but there has just been a pattern of abuse, a pattern of complete disregard for our legal system in these cases. so there's multiple cases here in texas, other cases in connecticut and all of them have seen the same sort of discovery abuses over and over and over, and at some point a court just can't let it go on any longer, and we've reached that point. so we sought that level of sanctions, and it is clear that there was nothing short of that that would get us to where we needed to be. can you just in layman's terms explain exactly what default judgment is and what it is and why it is so rare. >> what it does is it doesn't allow mr. jones to put on a defense to liability. so we will still go to trial, as you said, about damages. so we'll assemble 12 folks down in travis county and austin to listen to the evidence and see what type of harm and damage he's caused these parents, but in terms of defending the case on the merits, that's no longer an option for him. so the jury, and sometimes works a little bit different, but the jury will in essence, be told in the beginning of the trial, you are to find -- the court has found that alex jones defamed these folks and we are here only to talk about what type of harm and damage that cost. >> i mean, let's just talk about the damage because the damage is so sick what this person alex jones has been, the lies he's been peddling against these families and so many of the families have had to deal with just complete lunacy on the part of people who have come out of the woodwork, many of them motivated by the lies spread by wi alex jones. >> no question. when i got involved in this i did not realize how impactful these lies are to these folks, to the parents of these kids. they get death threats. there was a lady who served a pr prison sentence for death threats to one of these parents. if they're sitting there and someone walks by their house and looks funny, oh, god, is this someone that alex jones has gone into their mind and think there are hoaxsters. >> there are parents who built a memorial playground that have been defaced by people when believe that, you know, their children i'm not going to go into the details of these lies. >> it is -- it affects every part of their life. it's hard enough to have to re-live these things and people fought wars trying to make sure pictures of their kids saying these are false flags and these children are still alive and that hurts and it keeps snowballing and snowballing, when you just can't go about your daily business without somebody calling you a liar and saying that this didn't happen. it's hard enough. they suffered the ultimate loss already and compounding it and piling it on is unimaginable. >> he roped me into this conspiracy saying i wasn't up at sandy hook and had some ludicrous glitch in video that he interpreted in some way. where does the case go from here? alex jones, is he still set to be deposed or does this just move to the trial phase to figure out damages? >> so i think we will expedite the trial to phase. we are set for trial next year. we are set to depose alex jones in october -- or i guess it is october, october 22nd this year. we still have to tell our story at trial. even though it's just damages and to explain what the damages are and how these people have been affected we still have to tell the whole story of what they've gone through. five years of torment by this man. >> does he have assets? >> to his mind, the power of the presidency is a specific ingredient of negotiation. you can only use it at the right moment. if you use it too soon, you burn it out. he's exhausted his political powers. he likes the face-to-face. when you saw him on the hill, it reminded me that this is a guy, when he came in the vice presidency, he hoeld on to his locker in the senate gym because he liked to go in there and work people face-to-face, talk to them, pick up little bits of intelligence for a long time, people want him to do more. and he's been keeping his powder dry because he doesn't want to take a public position that alienates the progressives or moderates. his arrival on capitol hill, signals the beginning of these negotiations in earnest. this is where it starts. >> it could take six days, six minutes, six weeks, that they have plenty of time. speaker pelosi had a deadline set. and clearly, they wanted this done. it could have behooved his party if he said that earlier. would it? >> deadlines have this curious effect. they force things to happen. the deadline did not necessarily have to be on this day. they would have liked to meet it. clearly, he is disappointed they didn't get there. you're hearing from the white house, that this has been more difficult than he expected. he's willing to keep at these negotiations on any subject, almost to a fault. i was reminded that when he was in the presidency, the white house records showed he called the iraqi government 64 times in a period in which barack obama called only four times. biden was going back and back. the artificial deadline is not the thing he is think ing about. but he knows they have no luxury of not getting this done. this is about his credibility. we hang together or hang apart. and the message he will be driving home is we have to get this done for the sake of the party. >> is it clear to you how much he is personally, you know, talking with sinema or manchin? i imagine it's staff-to-staff. >> he and manchin get on the phone. he was describing a conversation with the president. he said, when will i get that house vote of yours? and i'm reminded of the fact that joe manchin, he was a salesman. he sold carpets, sold furniture. when he puts a number out there, $1.5 trillion, that's part of the negotiations. joe biden is the same thing. he put out a number in various ways. we're beginning to see two lifelong negotiators to begin the dance of the final number. >> we talked to congresswoman paul on the top of the program. they're going to look at their numbers. 3.5 was their number. now, they figure out what the priorities are. again, which is movement from what progressives said previously. >> yeah. that's an important development. what she said on the show is a sign of how this process is now beginning the detailed work of getting to a number. you heard in her voice, there's a stage, where people began to put their cards on the table. and the role of the president is not as powerful as it once was. joe biden came up in politics if your party leader said something, everybody would do it. politics is different. joe manchin has his own campaign finance money. too much comes from oil, coal and gas. he doesn't have to fall in line when the president tells him to. the president has to use his power and marshaling carefully. you can only use it once. >> for those criticizing speaker pelosi, even an artificial deadlines it brings things to the surface. we'll see. appreciate it again, evan's latest book, out now. we're going to check in with reporters at the white house and at capitol hill, to see where negotiations stand. we'll talk to the house progressive kcaucus, as well. talking about mental health it's not a sign of weakness, but really a sign of strength. people sometimes don't want to talk about mental health, they don't want to talk about problems that they might have that aren't physical, but those problems are just as real. i have this disease you know, and it makes it awkward that i have to explain myself or prove myself in certain situations. a lot of times i'm not feeling good or you know not having a good day, but through the music i'm able to have a good day by expressing something that feels good to me that i can pass onto others. one of my favorite phrases to share with not only my kids but anybody is never compare your insides to someone else's outsides. we are creating conversation we are raising awareness and we're kicking the hell out of this stigma saying get away from the people we love the most. ♪
