that their platform is filled with all of this misinformation. >> and a rare moment in tech, another c.e.o. taking to task over misinformation. it is thursday, september 23rd, 5:00 a.m. in new york. thanks for getting an early start with us this morning. i'm christine romans. >> i'm laura jarrett. welcome to our viewers in the united states and all around the world. we have reports this morning from florida, los angeles, china, capitol hill and texas. but we begin with more red flags in the days leading to the death of gabby petito. a couple vacationing in jackson, wyoming, say they saw a commotion involving petito and her fiancee brian laundrie at a restaurant on august 27th. nina angelo telling cnn petito was in tears and laundrie was angry going in this restaurant. moments later the text message from petito to her mom. and social media feeds went quiet. >> they spotted the white van near where her body was later recovered. and the day before a woman noticed the van parked near the camping area where petito was found. >> i'm 100% certain that i did see him parking his van and he was very kind of awkward and confused, and it was just him. there was no gabby, but that's only because as a van lifer, i was checking out their van and checking out to see if it was a couple or a solo dude. it was a solo dude unless she was in the back somewhere. >> that's jessica schultz. she and the fbi are declining to comment to cnn about that report. meantime the city of moab, utah, also investigating how the police responded to a 911 caller who claimed in mid august that he witnessed laundrie slapping petito. >> we drove by and the gentleman was slapping the girl. >> he was slapping her? >> yes, and then we stopped. they ran up and down the sidewalk. he proceeded to hit her, hopped in the car, and they drove off. >> right now the search for laundrie is intensifying in florida. both above ground and under water in a swampy 25,000 acre reserve in venice, florida. cnn's leyla santiago is there. >> reporter: christine, laura, we expect the search to continue later this morning. yesterday they added an under water recovery team. this is a very highly specialized team of divers that will help with the search. taking a very methodical approach. these divers are specifically trained and very talented in low visibility bodies of water, right. so they dive down where you and i can't see anything at all. they utilize technology and other special equipment to help them get down deep into really deep bodies of water. >> reporter: and remember, this is a multi-agency operation. the fbi is here, but they are also searching through much of the evidence that they recovered earlier in the week from where the couple lived. in the meantime, police are searching here because they say this is where the family is leading them. this is where the family told police that brian was headed the last time they saw him. christine, laura? >> leyla, thank you for that. >> thanks, leyla. let's bring in cheryl dorsey, author of the upcoming book, the confidence chronicles, the greatest crime story never told. that sounds juicy. good morning. we are hearing from witness after witness in this case who saw clear red flags between these two people, before petito's death. her fiancee gets this significant head start when he goes missing. his parents obviously, you know, can't really do anything about it. he's an adult. but to me this just seems like a classic case of domestic violence. and i wonder, in your mind as an expert, did investigators drop the ball here? >> listen, i absolutely believe that those officers who responded to that domestic violence call should have dunmore and could have dunmore. even if there wasn't a legitimate reason to make an arrest, just, you know, once an officer gets involved in a radio call, when we're called out, we have a duty to make sure that everybody is okay, and you can't just extricate a police officer once you've inserted them into a situation. at the very least, they could have done something that some might consider inconveniencing. take them to a station, put her in a place she can speak to someone outside of his presence truthfully and candidly about what was going on. there's going to be a lot of finger pointing and they understand the civil liability is no doubt down the road. >> the officers there separated the two. they slept in different places for the day to cool off. and also, you know, it was very clear that perhaps the 911 call information was not relayed properly maybe to them. we'll have to see what the investigation finds, what those police officers thought they would be finding on the side of the road. sergeant dorsey, authorities ramping up the search for brian laundrie, the boyfriend/fiancee. dive teams have been brought in. his parents have been interviewed. tell us what you think is happening on the ground in florida right now for this search. >> well, we now know that gabby's death has been classified as a homicide, so they may very well be -- certainly they should know the cause of death quite possibly. and maybe looking for evidence relative to if there were any injuries on the body, you know, instruments of death, if you will, could be something that they're looking for. evidence of laundrie either having been in the area or still in the area may be something of interest to them. and what is the family saying? what is the veracity of the direction that the family has pointed them in terms of is he even there? did he get a head start? is he in a different direction? there's so much that we don't know. but i'm sure the authorities are keeping a lot of this information rightfully away from the public. >> right. sergeant dorsey, it seems to me that this case highlights two things. one, how the sort of everyday violence against women is not taken as seriously as perhaps it should be in so many cases. at the same time, you have an overwhelming public response to this case that you do not see in all missing persons cases. you just don't. in just wyoming alone where petito's remains were found, hundreds of indigenous women have gone missing in the last decade. i cannot remember in my lifetime a case of a young black woman receiving this level of public attention with digital detectives searching all over social media for her. how do you correct this? >> well, listen, i mean, the onus would certainly be on the police department to hold a press conference. they know how to do that when they want to. the media certainly has a role to play because you guys are talking about this. >> right. >> and so why are you talking about this for those 400 missing indigenous women there in wyoming? everybody has a part to play in terms of bringing this to the forefront. i've read articles that have spoken to investigations being under funded. so it seems like there is really not much value placed on the bodies of these missing indigenous women in wyoming, and all of that needs to change. the community needs to hold the police department accountable and make sure that they do. >> yeah, and it's sort of cyclical, right? here's former fda commissioner scott gottlieb. >> i suspect what's going to happen is we'll continue to collect data on this cohort, 65 and over, and other people who are made eligible. and eventually the agency may walk down the authorization to younger age cohorts depending on what they learn from the data set here in the united states. >> the cdc and fda have already okayed third doses for immunocompromised people. >> in florida there is a new surgeon jen in charge of the state and he's already relaxing health precautions in schools. originally the palm beach school board had required masks in schools. now it is reversing course after the state issued a new rule allowing parents to send their kids back to school if they've been exposed to covid as long as they have no symptoms. remember, the cdc says people can spread covid two days before they are symptomatic. >> the new surgeon jen has changed the decision so now we've modified our policy to meet the new decision. if parents want to keep them healthy, keep them home. >> they say they face possible punishment for violating the university's policy. in new jersey, there have been virus outbreaks in 22 school districts this week alone, and 102 students and staff tested positive. and this year's new york city marathon will require proof of vaccination or negative covid test. the race will have fewer runners with staggered start times. all right, the fed, the federal reserve is signalling the end is near for all of that emergency covid stimulus. the economy can stand on its own. >> if progress continues broadly as expected, the committee judges that a moderation in the patience of asset purchases may soon be warranted. >> those asset purchases, $120 billion in bond buying a month, the fed will start to slow that pace, though it hasn't done it quite yet. we're looking to maybe next month's meeting in november, the next meeting. the fed carefully signalling the end of this emergency era is coming. the central bank also left interest rates unchanged for now, but signalled it could raise rates in 2022, a year earlier than expected. maybe lengthier higher inflation for a time here is the reason. once the fed starts pulling back asset purchases and interest rates start rising again, that means higher rates for you for credit cards, mortgages and car loans. fed officials downloaded gdp forecast for this year, estimating growth at 5.9%, still a robust rebound. lower than the 7% they projected in june. it revised from 2022 to 3.8%. that's up a bit. fed chair powell underscored the importance of raising the debt ceiling. he said the u.s. should not default on any of its obligations. a default would wipe out nearly 6 million jobs and raise the unemployment rate to nearly 9%, setting back progress made in the labor market as it climbs back from the pandemic crash of last year. >> 6 million jobs at risk. >> this is not something to trifle with, the debt ceiling, guys. coming up, it was one of the biggest agenda items for president biden, but all sides now admit police reform is dead. what happened? "saturday night live" will kickoff the 74th season. he will host the premiere october 2nd. musgraves will be followed by kim kardashian west, and former cast member jason sudeikis who won big at the emmy's this week. to washington now and the conflict within the democratic party between centrists and progressives is coming to a head with president biden trying to play the ultimate deal maker here. the president spent wednesday trying to bridge the divides that threaten to derail his cradle to grave $3.5 trillion spending bill, and the $1 trillion bipartisan infrastructure package. but a string of recent setbacks and making it even more challenging to pass his legacy defining agenda. >> the president has always been open to negotiations and discussions and knew that he was not going to be alone, able to wave a magic wand and pass a proposal. the president wants to hear from everybody what they're excited about, what concerns they may have, and he wants to play a role and hopefully unifying members of the party around the path forward. >> centrist democrats made it clear they do want a major reshaping of the economy, but first they want to vote on the hard infrastructure bill on monday as promised. progressives insist they will not vote for that plan unless they get the human infrastructure bill at the same time. also as promised. so how do you square these two points of view? >> we're going to have a very productive day on monday coming up. we're going to vote on the bipartisan infrastructure package we've been working on for months. it got 59 democrats, now we're going to get it across the finish line. >> as we said in the house, we're going to move together. i don't anticipate a vote that's set up for failure. i know there's myself and 50 members who would vote no if we can't get the entire biden agenda done. it's important that we do that. i think that's what we're working towards. >> at the same time, a new gallop poll puts president biden at his lowest rating so far, 43%. if the debt ceiling isn't raised, republicans like senate minority leader mitch mcconnell says democrats will have to do it alone. even though he's been saying this for years. >> the debt ceiling legislation is a time that brings us all together. in the case of the debt limit, we need to act quickly given the new uncertainty from the large costs of storm recovery. during the years when i was the leader of the minority in the senate, i don't think there's any chance we'll allow the country to default. >> sort of a different tune now, blaming it all on democrats, and failing to raise the debt ceiling in time could halt payments that millions of americans rely on. payments like paychecks to federal workers, medicare benefits, military salaries, tax refunds, social security checks and payments to federal contractors. all right. covid broke child care, folks. there is a hiring crisis at day care centers across the country. we're getting a sense of how the work force changed because of the virus. the american work force has shrunk 3.5%. the bar and restaurant work force down 8%. the work force down 12% in child care. down 125,000 jobs. child care workers in high demand as many parents return to offices, but good luck finding people to take the jobs. >> it's very hard. everywhere is hiring. unfortunately, again being a home day care, i'm just a small business. so i can't offer, you know, 12, 15, $20 an hour like bigger companies can. and i've been shamed on facebook actually for it. >> child care workers have quit in droves. a big challenge as you heard there is pay. the typical child care worker earns about $12 an hour. the pandemic puts their health at risk just going to work, and the remaining child care workers frankly are burned out. the hiring crisis in child care could force more parents, particularly women, to stay at home, and out of the labor market. it is all a potential threat to the economic recovery. >> i had no idea the rates of employment were down that much for child care workers. >> this is a real issue, especially as we go into next year where offices are going to start filling up again. >> employers expect you to come back. >> it's a real problem here. i don't think i'm exaggerating the covid crisis broke child care. the model is broken. there's got to be some fix. in the $3.5 trillion plan from the white house, the democrats, there is help. there are subsidies for child care. all right. to immigration now, mexico taking steps to ease congestion at del rio bridge where thousands of migrants are still gathered this morning. now they're bussing some migrants from a border city across from del rio to southern states in mexico. some of these people, look at these pictures. these are people, these are parents so desperate. they are struggling to stay above water as they get their kids across here. the biden administration is also taking new action to deal with the border. cnn's rosa flores is on the ground for us in del rio, texas. >> reporter: laura, christine, the number of migrants who are under the bridge in del rio, texas, waiting to be processed by u.s. immigration authorities is dropping. some of those migrants are being deported. others are being released into border communities. according to a nonprofit here in del rio, in the past three days nearly 1,000 migrants have been released. the mayor of the city of laredo telling cnn that a temporary immigration processing facility is expected to go up there on friday, and they are expecting that about a thousand migrants will be processed there every single day. now, despite the dwindling numbers here in del rio, we've learned that a field hospital has gone up just yards from this camp. i talked to the chief medical officer. he says that in the first 24 hours about 70 patients were treated. but since this camp went up, about a thousand migrants have been treated there. now, the biden administration ramping up the number of deportation flights to seven a day. now, according to the administration, these flights will not just depart towards haiti, but could also include countries like chile and brazil. why these countries? well, according to the administration, these are transitory countries for haitians. in other words, they say that haitians have been living in those countries for several years now. laura, christine? >> all right, rosa, thank you for your great reporting. of course, the crisis at the border didn't exactly creep up on the white house. priscilla alvarez is at the white house. they started asking for more resources, we're told, all the way back in june. >> reporter: that's right. border patrol agents didn't expect there would be 14,000 people underneath the del rio international bridge. but they say they saw the warning signs. so, dating back in june border patrol agents in del rio started asking for additional resources from management as they saw a growing number of migrants crossing that part of the border. now, del rio is a remote part of the border. it has limited capacity and capability to process large numbers. and going back in october, last october, there were around 10,000 arrests at this part of the border. then in june that number went up to 30,000. so they put out those calls for help. it seems that they went unanswered. now, the department of homeland security has surged 600 agents to del rio to help process the migrants underneath this bridge. but agents said they did that when things were already out of control. >> this seems to happen a few times a year, and there are a lot of different reasons. sometimes it's rumors. sometimes it's seasonal. sometimes it's jobs, the jobs are a big draw often. why is it happening this time? is it the same set of reasons, different than a few months ago? what do we know? >> reporter: this is really an unprecedented year for the reasons you mentioned. the fiscal year hasn't yet ended and we've already reached more than 1 million arrests on the u.s./mexico border. who is included in that 1 million? there are people who have crossed more than once and may account for part of that 1 million. there's the record number of unaccompanied minors. they come from typically the northern triangle countries of guatemala, honduras and el salvador, and oftentimes seeking asylum in the u.s., fleeing dangerous conditions back at home. and then there are these migrants underneath the bridge that are primarily haitian. they, as you heard rosa say, fled haiti after the 2010 earthquake, have been living in south america several years. as jobs dried up in south america, have made their way north. so there's a number of reasons. in many cases, the pandemic has exacerbated the conditions back at home for these migrants that has, in part, contributed to them coming north. but what it reminds us is that these migratory flows extend well beyond central america. they go to south america into other parts of the world. christine? we know china is on the way to becoming the world's largest economy, and it is deeply intertwined with everything that's playing out in the u.s. >> absolutely. even the moves of its human capital, if you will, like video gaming and these sorts of things of the population. all of that goes toward that bigger, longer term goal, common prosperity. david culver, really interesting. nice to see you. some strong criticism of facebook this morning from salesforce chief executive mark benioff. he's already compared facebook too big tobacco. now benioff says social media sites should be held accountable for ignoring the misinformation on their platforms. he spoke with cnn's mattie began. matt egan. >> i think in some of the case of the social media like facebook, they don't care their platform is filled with misinformation. and look at how it has affected the world. you can talk about the political process. you can talk about the climate. you can talk about the pandemic. in each and every major topic, it gets connected back to the amount of mistrust that is happening, and especially the amount that is being seeded by the social networks. it must stop now. >> facebook says they have protocols in place, but a wall street journal report found it was essentially on notice that instagram is toxic for teenage girls. however, the features the company has identified as the most harmful remain a key part of its makeup. all right. let's get a check on cnn business this thursday. you can see a mixed performance in asia, though a gain there in hong kong. european shares have opened higher here. decent bounce on wall street, also looking for a bounce. stock index futures, dow well above 34,000. stocks rebounded wednesday after the fed as interest rate meeting. dow closed up 338 points. that snaps a four-day losing streak and that was the best day since july. the s&p 500 also had its best day since july. the nasdaq its best day in a month. look, fed officials are not ready quite yet to roll back massive stimulus, but it's coming. they indicated it could start tapering as it's called later this year. the red hat housing market finally settling down. look at home prices. they are still so high. the median home price in august was 356,700. that's up almost 15% from a year ago. 14 straight months of year over year prices. breaking two months of increases, inventory is still low. economists of the national association of realtors say home price should start to normalize once there are more homes on the market. last month united airlines told its employees, get vaccinated or you will be put on leave. it says 97% of its employees are vaccinated. it told employees they had until september 28th. unlike some companies, the airline is not allowing weekly covid tests as an alternative. major companies have announced vaccine mandates are requirements. united is the only one to make it a true mandate, meaning you cannot work -- you can't have the testing in lieu of it. >> imagine if all companies had done that. speaking of vaccines, want to compete in the winter olympics next year?
