bill to keep the government running and also avoid running up against the country's debt ceiling. but over in the senate, republicans are at mant they won't support the measure, insisting that democrats would have to do it alone, not only hypocrisy in action but pushing the country to the brink once again. more on that to come. all of this is coming as a standoff is happening between liberal and moderate democrats threatening to derail the bipartisan infrastructure package and the much bigger $3.5 billion budget deal that liberal democrats want so bad. in hours the president will be hosting democrats at the white house to try to iron things out. biden touts that he knows how capitol hill works better than anyone, but does he know what to do with this mess before them now? cnn's manu raju is live on capitol hill tracking all of this. manu, where are things this morning? >> reporter: in a very precarious state. things could collapse. it requires both sides to get together on the democratic side, the moderates and progressives, to get behind roughly $5 trillion in spending. there are a lot of things they're divided on. that's one issue. then the second issue, avoiding a financial catastrophe. there's no signs yet of how that will actually occur because the two sides, republicans and democrats are in a game of chirk en over raising the national debt limit as well as avoiding a government shutdown by september 30th. what democrats like elizabeth warren are making very clear to me, they say the republicans need to join them and vote to raise the debt limit noting it was republicans who raised the debt under donald trump and they joined them to suspend the debt ceiling. they're calling on republicans to do it this time as well. >> if you have no choice -- >> what is no choice? why aren't you asking republicans about this? >> they're saying they're going to block it this week. >> for what reason? >> you've heard the reason. >> no, actually i haven't heard the reason. >> they said they're not going to do it with everything happening on the democratic agenda. if they're going to vote against it -- >> are we hostage to republicans who are threatening to blow up a part of the economic system because they want to do that for politics? that's just not where we should be as a nation. none of us were elected to come here just to cause trouble so that the republicans can get re-elected. >> the procedure here is important, kate. what the democrats are pursuing is a measure that would require 60 votes in the senate to raise the debt ceiling. that means 50 democrats, ten republicans. republicans saying they won't give them ten votes, they say democrats should use a procedure to allow them to improve it with democrats alone. that procedure takes two weeks to do. they need to raise the debt limit by mid october. they don't want to raise the borrowing limit. you're seeing what's happening here, a slow moving train wreck. concerns about not getting out of this and uncertain what will happen in the days ahead. >> i still do wonder how politically toxic it is to take that vote. i don't know if anyone has lost an election because they voted to raise the debt ceiling. the stakes couldn't be higher for president biden. as i mentioned, the president is going to try to break the stalemate, bridge the divide between democrats on a separate issue, hosting key democrats in the oval office later today. cnn's john harwood is live at the house with more on this. john, who is going to be here and what are you hearing from the white house about this meeting? >> reporter: everybody is going to be there at some point during the day. you've got leadership, pelosi and schumer will be there, senators at various points of the spectrum will be there, and you've got a contingent of house members including josh gottheimer on the moderate side, jayapal on the progressive side. you've got multiple factions of the democratic party speeding at cars ed ing right at each other at 80 miles an hour. if nobody turns the wheel, they're going to collide and all the democrats are going to get blown up by this, politically, economically, legislatively, every other way. so joe biden's task here is to try to get those members to turn the wheel, avoid that collision and keep his agenda on track. you have the infrastructure plan, the reconciliation plan. whatever skills he's ak kuk lated in that half century of political life, he'll rely on nancy pelosi and chuck schumer, their ability to manage, cajole their caucuses to do that. but this is the moment. we've all been expecting this at some point during the year, ever since they passed that covid relief plan very rapidly with a unanimous democratic vote, no republican help. we've been anticipating a moment of decision for democrats, and that moment has now arrived. we're going to see whether joe biden's got the skill over the next week or two or three to pull this off. >> good to see you, john. joining me is democratic congressman, chairman of the house budget committee, john yarmuth of kentucky. i think i have 20 years here. first and foremost, the deadline set as september 27th to vote on infrastructure. right now you definitely don't have the votes. can you just tell everyone now that there will not be a vote on this on monday? >> i can't say definitively, but i think it's looking more and more like that would be the case. >> i fi if you're a betting man, it would be a safe bet to make. i also heard you say yesterday you still believe both bills are going to get done. let me play for you what the leader of the progressive caucus just said on cnn. >> other people are willing to crash the entire democratic agenda by refusing to come together on the reconciliation bill which was the promise that was made. i want to be very clear, we're the only people in the room right now that said we want both bills done. >> jayapal is ready to place blame. progressives are threatening to sink the bill over reconciliation leaving a real possibility democrats get neither and nothing. do you accept that as a realistic possibility now? >> i really don't. i actually think that, in my conversations with both progressives -- and i am a progressive -- and the moderates, that everybody shares the goals of getting both of these packages done. the moderates definitely want access to child care and pre-k education and paid family medical leave and community college. the moderates want that as well. i think ultimately, as i've been telling them for four months, and my job has been herding democratic cats. i said you can posture all you want and you should because you can stand up for your principles and priorities, but you're all going to vote for this. by the way, have you met nancy pelosi? are we going to get it done next week? no, there's virtually no chance of getting it done next week. we don't have a deadline on this. somehow the issues are getting conflated a little bit in terms of the pressure. but the 27th date was an agreement that was made with the moderates to get them to vote for the resolution. i really don't know where their leverage is right now because, again, if they vote -- if they say, well, we're not going to vote for the big package if we don't get our vote on the 27th, they're going to have a long time to stew on that. i think one of the other things is, all the things in the bigger package, the build back better act, are extremely popular with the public. ultimately i think that's why we'll get these done. >> josh gottheimer, one of the moderates you're talking about and one that pram ill la jayapal called out, his words are it makes no sense to vote against an infrastructure bill that does so much and has so much bipartisan support. do you agree with that? >> yeah, i agree with that. i wouldn't vote against it. >> this is why i feel crazy -- why people are right to feel crazy that this is going on on capitol hill. you agree but we don't agree. >> i agree that i would vote for that and that josh is right, this is a bill worth passing and we ought to pass it. i think, by the way, the progressives by and large feel that way, too. they want to make sure the moderates are on board to vote for the larger package. i think they are. in my conversations with the blue dogs and the new dems, those moderate groups, they didn't push back at all on the $3.5 trillion package. some of them thought it should be less money and some were concerned about the debt, but they all wanted to do it. ultimately, i think right now speaker pelosi has to negotiate -- basically negotiate her way out of this arbitrary september 27th vote. i think she'll be able to convince both sides that there really is a lot of good faith being shown, both by the moderates and progressives. >> on the other problem before you, the debt ceiling and averting a government shutdown, the house passed a bill on both last night. mitch mcconnell has said democrats will need to figure out a way to handle this on their own in the senate. democrats did help republicans to wraz the debt ceiling three times under trump. i want to play what mcconnell said back in 2019. >> we'll never have america default. we raised the debt ceiling because america can't default. that would be a disaster. >> a disaster. what do you say? >> he said that the other day. we definitely have to raise the debt ceiling but republicans aren't going to do it which basically is saying we'll vote to default. they're not going to vote to raise the debt ceiling which means they're voting to default. i don't know who is going to cave on that side in the senate, but i suspect that there's some members now like senator kennedy from louisiana who are saying, wait a minute, this is not the sword i want to fall on. >> but one is not ten, right? >> one is not ten, that's right. >> we're almost out of time. just to be fair, since you're always candid, or at least pretend to be with me, the democrats could raise this on their own without republicans? >> we can pass a reconciliation motion. it would take several weeks to do that, to get it through both houses. we don't know if we have that much time. also, i don't think we want to turn it into a partisan exercise either. it's not good if only democrats raise the debt ceiling. we need this to be a bipartisan effort. mish has turned it into a partisan one. >> mr. chairman, thanks for your time as always. >> kate, good to be with you. developing this hour, president biden will be speaking with french president emanuel macro today. this normally wouldn't be a big deal, but it is because it's the first time since this big diplomatic blowup over the u.s. submarine deal with australia. let's get to cyril vanier. the french government hasn't been mincing words up to this point. >> reporter: no, absolutely. france has been seething, up to the highest levels of state. one thing that's noteworthy is french president emmanuel macron has not directly spoken about this issue since the crisis erupted a week ago. he has been waiting for this phone call with joe biden that is expected to happen imminently. let me read you a quote from the french presidency. it sets the tone. it says we expect our allies to recognize that the exchanges and consultations that should have been conducted were not, and that this poses a question of trust from which we must now draw all the consequences. france essentially expecting joe biden to acknowledge that he mishandled this, the way he handled the french was wrong, which is not something you ordinarily do going into these phone calls, least of all with the most powerful man in the world, the u.s. president. that's what the french want to do, that and concrete actions, not just words. they say that's the price of their continued partnership with the u.s. kate? we've already shipped nearly 160 million doses to 100 countries, more than any other countries combined. america's donations of half a billion pfizer vaccines through covax that i announced before the g7 summit in june have already begun to ship. today i'm announcing another historic commitment. the united states is buying another half billions of doses to donate to low and middle income countries around the world. this is another half billion doses that will all be shipped by this time next year. it brings our total commitment of donated vaccines to 1.1 billion vaccines to be donated. put another way, for every one shot we've administered to date in america, we have now committed to do three shots to the rest of the world. i want to thank pfizer and its ceo and chairman albert, albert has been a good friend and has been helpful. they continue to be partners and leaders in this fight. the united states is leading the world on vaccination donations. we need -- as we're doing that, we need other high-income countries to deliver on their own ambitious vaccine donations and pledges. that's why today we're launching the eu/u.s. vaccine partnership to work more closely together, and with our partners in expanding global vaccinations. as we do so, we should unite around the world on a few principles, that we commit to donating, not selling, donating, not selling, doses to low and lower income countries and the donations come with no political strings attached and that we support covax as the main distributor for sharing w.h.o.-approved vaccines and we fight vaccine disinformation and exercise transparency to build vital public trust in these lifesaving tools. it's also important that we are working toward common goals and targets so that we can measure our progress and hold ourselves and each other accountable. secretary of state blinken will convene others to check on our collective progress. i propose we come together for a second virtual high-level conference in the first quarter of 2022 to keep our efforts fully aligned. another goal is globally increase manufacturing capacity, enhancing transparency so vaccine production and distribution is predictable and coordinated. in fact, an important part of the reason the united states is able to make these big historic donations is because we've worked with u.s. vaccine manufacturers to accelerate the manufacturing rate and production. and now we're working quickly to scale up vaccine manufacturing in other countries around the world so they can manufacture as well. we're working with partner nations, pharmaceutical companies and other manufacturers to increase their own capacity and capability to produce and manufacture safe and highly effective vaccines in their own countries. for example, our quad partnership with india, japan and australia is on track to help produce at least 1 billion vaccine doses in india to boost the global supply by the end of 2022. we're providing financing and helping strengthen manufacturing in south africa and produce more than 500 million doses of j&j in africa for africa next year. next, we also know from experience that getting those vaccines into people's arms may be the hardest logistical challenge we've faced. that's why we need to significantly step up our investment in helping countries get shots in arms. today the united states is also announcing that we're providing an additional $3 0 million to support administering the shots and delivery globally. we'll be providing more than $380 million to assist in the global vaccine alliance to further facilitate vaccines in regions with the greatest need. while vaccinating the world is the ultimate solution to covid-19, we know we have to act to save lives now. that's why the united states is providing nearly $1.4 billion to reduce covid-19 deaths and mitigate transmission through bulk oxygen support, expanded testing and strengthening health care systems and more. we're going to help all of us build back better by supporting the establishment of a financial mechanism for global health security. to simply state it, to prepare for the next pandemic because there will be a next time. we all know that. vice president harris will be speaking more on this issue later today. finally, i want to acknowledge the leaders from the private sector, philanthropy and civil society who are here today. governments can do a lot, but we cannot do everything on our own. we've asked our non-governmental partners to take up the call for new actions that will solve the core challenge of making vaccines available to everyone everywhere. solving the oxygen availability crisis, financing health security and more. and i'm grateful for their leadership. let me close with what i made clear yesterday at the u.n., we can do this. this is within our capacity. we know what needs to be done. we just have to make the choice to do it. the leaders on the screen i see here today i know have made that choice. i think they know we can do this. i promise you, the united states will continue to lead, will continue to drive historic commitments in vaccine donations, 1.1 billion and counting, so we can defeat covid-19 together. and we'll continue to invest in creating a future of true global health security for all people. that is a big, big goal we have -- we should have. we're going to lead with the power of our example. and we're not going to stop. but the only way to get this done is for everyone everywhere, for all of us to step up which i'm confident you will. now i'd like to turn this over to ambassador thomas greenfield of the united nations. i want to thank everybody on the screen i can see here. >> we have been listening to president biden speaking at the opening of this virtual covid summit he's convening with world leaders, kind of in the margins of the u.n. general assembly this week. we'll continue to monitor that. in the meantime, let me bring in cnn chief medical correspondent dr. sanjay gupta. the announcement was addss expected, the united states will be donating to countries in need 500 million doses of the pfizer vaccine. is it clear what kind of impact that has on the global stage? the need is so great we know. >> yeah. the need is obviously tremendous. you start thinking about two doses of each of these vaccines, and you're trying to -- the goal was, as president biden has talked about, get at least 70% of the world vaccinated. you're talking some 10 billion doses roughly that would be needed around the world. let me show you sort of where the world is compared to where the united states is. we know here in this country, in the mid 50% range are fully vaccinated, whereas, when you start to look around the world, it's closer to 33% of the world being vaccinated. in the united states the problem is more demand. they have supply but not much demand. for most of the world, it's the reverse, a lot of demand but not enough supply. it will make a difference. you can get a sense of the scale of what they're trying to talk about here, these mass world vaccination programs, they're audacious. the thing about it is, you've got to make the vaccine, but then you've got to distribute it to some pretty hard to access areas around the world. then you have to have people over there that can give the shots. remember you need personnel, who can do that work as well. you have to build up infrastructure which i think the president is talking about. from a public health standpoint, it's -- i think it's the most audacious task we take on as a world. >> one thing you just mentioned, having the right people, the right storage, the right chain of custody, infrastructure in place in some of these countries, is a real problem. someone was talking to me about that just recently. it's not just landing at an airport with a whole bunch of pfizer shots, moderna shots or whatever. it's a lot more than that. the president also said these doses will be shipped by this time -- i assume he meant all these doses, shipped by this time next year. you think about all that is needed and all that can happen in one year. the administration has faced criticism, sanjay, that they have done too little and moved too slowly in trying to help the world, even though the united states is doing more than other countries. do you think that is legitimate criticism? >> i'm not sure i think it's legitimate criticism. it's a very tough intersection of the science of the vaccines and the ethics on it. arthur kaplan gave a metaphor, like on airplanes, you're told if oxygen comes down, you put the oxygen on yourself before you do others so you can be sure -- we've got to make sure we're getting vaccines to the people around the world who need it the most certainly. so while 70% of the world's population is the goal, we know from lots of discussions, even recently, who are the most vulnerable populations, people of a certain age, people with certain pre-existing conditions. so is it enough? no. can it come fast enough? know. we keep hearing we need to get to 80% in this country soon in terms of vaccinations whereas we only see about a third of the rest of the world vaccinated. as the virus spreads even in other countries, the possibility -- nat guarantee -- the possibility that mutations occur that could be problematic increases. it's not just a sort of humanitarian act. there is a real consequence if some of these other variants emerge around the world and subsequently find their way to the united states. it's not enough, but the united states, as you point out, is doing more than the rest of the world. for every one shot administered here, three shots going around the world. you've got to make sure in the interim places have enough oxygen, enough ppe, enough treatments to help keep people alive during that time period as the vaccination programs continue. >> absolutely. i also want to ask you about boosters. there's a lot going on around the booster conversation here in the united states. you've got the cdc advisers meeting, you have the fda -- awaiting the fda decision on emergency authorization, green lighting those booster shots. can you just talk me through what all could be happening this week with regard to this decision and what people should know. >> sure. first of all, you'd be right to be a bit confused because the sequencing on this has been off. we heard from the white house a few weeks ago that boosters were happening, happening for everyone and were to start september 20th. then the fda had a meeting where they said -- the advisory committee meeting said, look, we're not recommending boosters for everyone. we can show you who they were reco recommending the boosters for, people over 65 and people at high risk for severe covid-19. by the way, individuals at high risk, if you look at the map and look at all the people that would encompass, you're talking probably well over 100 million people in addition to some 45 million people over the age of 65. so it's a lot of people who may potentially be eligible for boosters. having said all that, the fda, as you point out, kate, has not given the emergency use authorization. they almost always take the recommendation, but not always. we'll see we do have to hear from the fda. simultaneously the cdc is meeting -- the expectation from the cdc is that the fda would have authorized by this point, but that hasn't happened. the discussions are still happening. my guess is by the end of the week we'll have much more clarity on what this is, both in terms of the fda authorization, but also the cdc really defining who the recommendations are for, who really qualifies as high risk, who should be getting the boosters. so over the next couple of days, hopefully, we'll hear from all these agencies on that specific point. >> stand by to stand by on that one for sure. good for the public's help to find gabby petito's fiance brian laundrie after b petito's body was discovered and the coroner ruled it a homicide. the search is continuing for brian laundrie as some new tips are coming out about his last movements. cnn's amara walker is live in florida with the latest. amara, what's the latest? >> reporter: the fbi is asking the public for help. they need tips right now. they're asking anyone with information on the whereabouts of brian laundrie to come forward, but also anyone who came in contact with him or gabby or saw their vehicle between august 27th and august 30th in this remote area of the grand teton national park. there are five local agencies, the fbi here searching this 25,000-acre reserve on the venice side. the terrain here is quite difficult. it's been a difficult search because of that. they've been deploying technologies to help them deal including drones and all terrain vehicles. we also saw blood hounds arriving this morning as well. another focus to talk about is the new tip regarding the previous movements of brian laundrie. the timeline here is key, kate. so let's start on automatic 12th. that is when an altercation between petito and laundrie was reported in you tao. the man who witnessed this domestic dispute between the 22 and 23-year-old, gave a handwritten sworn statement to police. he said the two appeared to be fighting or arguing over petito's phone and said, quote, they were talking aggressively at each other and something seemed off. it was hard to tell if they were sort of play fighting, but from my point of view, something definitely didn't seem right. that was on august 12th. on august 27th petito's mother gets an odd text from her daughter that was supposed to be -- believed to be the last communication from petito. then two days later, this is where this new tip comes in. a woman by the name of miranda baker posting a series of videos on tiktok saying she picked up a hitchhiker and that turned out to be brian laundrie. right now again the focus is where is he september 14th he left his house, according to his parents. but the parents didn't report he came to the carlton reserve until four days after the fact. the question is where is he and what exactly happened to gabby petito whose death has been ruled a homicide, kate. >> amara, thank you for that. joining me is cnn legal analyst joey jackson, senior law enforcement analyst and former police commissioner of philadelphia, charles ramsey. chief ramsey, now that the autopsy confirmed these remains are gabby petito's and the death has been ruled a homicide, how does the investigation change? >> homicide just means she died at the hand of another. they don't have an arrest warrant yet. laundrie is not named as a suspect in this, although it's pretty obvious he's probably the last person to have seen her alive. from everything i have seen, they are doing everything they possibly can to locate him. i don't know if there's anything more they can be done now that it's been classified. it went from a death investigation to a homicide investigation. other than that, i don't know if there's much more they can do. they've got to get their hands on him. he is key. he's no doubt probably the very last person to have seen her alive. there's still a lot of unanswered questions. do they believe she died at the scene where the body was found? was she killed else before and dumped. there's more work that has to be done by the medical examiner as well as evidence being collected by the fbi. >> joey, the fbi, as we've mentioned, is asking for the public's help. i'll read in part what they said in a statement. anyone with information considering mr. laundrie's role in this matter or his current wrarnt whereabouts should contact the fbi. they're looking for anyone who was in the camping area where the remains were found from august 27th to august 30th. what does it say to you with the fbi putting out a blanket appeal? >> good morning, kate. good morning chief. it means everybody matters. it means if you see something, say something. remember what happens, when you go into a courtroom, if it gets that far, you need witnesses. those witnesses could give indications of what occurred. there's a distinction between evidence, kate. it's called direct evidence and circumstantial evidence. in some cases you have people who can directly opine or at least if not opine give specifics as to who, what, when, where, why, who they saw, what they saw, when they saw it, et cetera. there's also this thing called circumstantial evidence. that allows us to piece together exactly what occurred. you saw before the timeline laid out by amara with respect to when in august, the different distinctions between what events were happening and the trail went cold. we know, of course, they went camping and they were giving indications on digital media where they were, where they were going, and it stopped. people can talk about, number one, the interactions between the two. how did they appear? they can talk about, number two, what they witnessed that might have been amiss? number three, what other information and evidence? witness also be very important and very compelling as relates to her disappearance and subsequent death. witnesses will be very important and very compelling as to finding out where mr. laundrie was and bringing him to justice in the event he's still out there and well. >> chief, amara discussed there's been one person who has come forward and said she talked to law enforcement with new information. miranda baker says she picked um brian laundrie as he was hitchhiking alone on august 29th, four days after gabby last spoke with her family. i want to play some of what miranda baker posted about this on tiktok. >> before he came in the car, he offered to pay us like $200 to give him a ride like ten miles. so that was kind of weird. he then told us he's been camping for multiple days without his fiancee. he did say he had a fiancee and she was working on their social media page back at their van. then once -- in conversation, yeah, we're going to jackson. an investigator, what do you hear here? what answers could miranda baker provide you? >> well, i mean she could provide quite a bit in terms of answers, the location, exact location where he was picked up, if he was on foot. obviously he didn't have his vehicle any longer. so what's the distance between -- the area between where the body was found and where he was eventually picked up? there's a lot of information that they're going to have to sort through from this one person, this one witness and see whether or not there are others out there that may have seen him at some point in time, so they can, again, gather the evidence they need to put him at the crime scene. that's what they have to do, put him at the scene. that's not always that easy to do. that's what they're trying border are being processed in the united states and are in custody of a nonprofit organization now that the nonprofit says the migrants will be released as they await review of their immigration status. this is in stark contrast to the repeated claims of the biden administration that the largely haitian migrants are being immediately deported amid this growing crisis we've been watching play out in del rio, texas. cnn's josh campbell is live along that border in del rio joining me now. josh, what are you seeing on the ground there today? >> reporter: we're getting inside access to the so-called barrier of steel. as we go up to our drone camera here, you can see hundreds of state trooper vehicles that are aligned along the texas-mexico border. this is not far from that migrant camp. this is because texas governor greg abbott says that he will be bringing in reinforcements, we're already seeing them here, lines and lines of state troopers here along this border of the that's because cnn has reported there are up to 30,000 additional haitian migrants that are in columbia that are possibly preparing to travel here to the southern border. i asked the governor about that yesterday when he was here at the border. he said he will be bringing in all the resources, coming in full force in order to try and ensure that they don't see another wave of migrants like we've seen here recently. we zoom in on that migrant camp, you can see there are still several thousand migrants under this bridge, approximately 8,000 now. according to the department of homeland security, they've been working to process them. that number swelled to 12,000 at one point. they've been engaging in repatriation flights, flying some of them back to haiti. some get to stay here in the united states if they have a righteous kind of asylum. president biden said they will be escorted quickly out of the country, but some have been allowed to stay as they process thousands that remain under this bridge, kate. >> joining me with more on this is the co-chair of the caribbean caucus and a member of the haiti caucus. thank you so much for being here. on this new reporting we now have in from my colleague rosa flores, nearly 1,000 haitian colleagues are being released into the united states despite the complaints we've heard, like the hard line approach from dhs that they would be immediately expelled. what is your reaction to that? >> i don't have the specifics of those individuals, and i understand them to be families that are going through processing as other immigrants are. i would emphasize to you that they have taken -- the biden administration has taken a hard line and are expediting thousands. we understand that it will be almost tens of thousands that go back within the next 96 hours, indeed, almost nine days that this process that had been under the trump administration during the coronavirus has allowed the administration to remove these individuals. my concern is not for those individuals that they're finding to be appropriate to put through processing but those individuals and the treatment that they are receiving as well as the message that they're receiving in south america through smugglers and others that are taking advantage of them in their neediest time to try to make such a dangerous trek. >> real quickly on this information that we're getting about some people being allowed in, you said that they're families. have you been given an estimate of how many families or how many migrants are being brought in and are being processed who await review of their status on asylum? >> i don't have specific information right now. we've reached out to the white house and to our contacts there, i'm sure other members of congress as well, co-chair of the caucus and others will have additional information. as cnn is aware, kate, we will be having a press conference later today at 2:30 with the relevant members of congress to talk more in depth about this issue. >> so as you have mentioned, you as well as many members of congress are calling for a halt of these repatriation flights back to haiti, that the secretary and the department of homeland security have promised will continue. if those flights are stopped, what do you want the biden administration to do with these migrants? how should they handle that crush at the border? >> sure. i have not called for an immediate stop of the flights. what i have called for is if we are going to be bringing, taking people back to haiti that we do it in a humane manner, that we tend to the needs of these individuals before they are sent back to a place, in many instances, that many have not been in many years. a lot of these individuals left haiti after the earthquake in 2010 and have been eking out a meager existence in south america before believing it was an appropriate time to come to the united states. they've since learned that's not the case. i am calling not only -- america has done a tremendous job after the earthquakes, after this last earthquake as well as after the assassination of providing aid. we are the largest humanitarian aid to haiti. we have offered and have available for over $5 billion for the rebuilding of haiti. but what i believe needs to be done throughout the biden administration and, indeed, many administrations, is have a talk with the people of haiti so they can build back up with jobs, stability and others. and also requesting from today european country that have profited for so many centuries from these caribbean nations that they, too, participate in the rebuilding of these nations. >> congresswoman, thank you very much for your time. much more to come on this for sure. i really appreciate it. now to a cnn exclusive. ten current and former black female officers are suing the d.c. metropolitan police. they say they experienced racial and sexual discrimination and retaliation when they raise the issue. let's get to cnn's joe johns. he's live with this official reporting. joe, what have you learned? >> reporter: a big headline there. a group of ten former black female metropolitan police officers filing a class action lawsuit today against the metropolitan police department for alleged racial and sexual mistreatment, a hostile work environment, bullying and retaliation. it offers what they call an unprecedented look inside npd's blue wall of silence which they say involves alleged civil rights violations and serious misconduct. they say they are treating everybody equitably throughout the organization and they take these allegations seriously. among the plaintiffs in the suit is the police chief here, sharon dickerson, and tiara brown who resigned after relentless bullying and is serving a different community as a police officer. some of the most egregious allegations in the suit includes a fellow officer showing one of a woman with a picture of a gun which was going to be used to assassinate former first lady michelle obama, and another officer is accused of urinating in a police van he opened with one of the plaintiffs. the attorneys say the alleged practice of the npd covering up their complaints and asking them not to speak out. they are trying to get the special master to get the cooperation of the d.c. mayor muriel bower and a $1 million fund for the harm to as she fights to keep her seat. he will be holding a fundraiser for her next month in dallas, texas. cheney is facing backlash for her former criticism of donald trump who she hoped to impeach after blaming him for inciting the insurrection on january 6. trump has endorsed larry hagman in the race, so this puts george bush directly at odds and in the efforts of donald trump. more to come on that,
