without his fiancee. breaking overnight, the news backy gabby gabby petino feared. a criminal investigation officially begins. i say missing. and the fbi is pleading for the public to help. >> investigators are resuming their search for laundrie in a nature preserve near his home in florida. you'll remember days after anybody heard from gabby in late august, brian laundrie returned home alone. ten days after that, her family reported her missing. laundrie, after refusing to speak to police about her whereabouts, disappeared. he's been missing ever since. at this time he has not been charged or named as a suspect. amara walker is no north port, florida where the laundrie family lives with our top story. amara. >> reporter: good morning to you both. yeah, sadly, it has been confirmed. the fbi tweeting out on tuesday that the teton county coroner has confirmed the human remains found sunday in wyoming are indeed those of 22-year-old gabbygab k gabby petino. how she died remains unclear. that is pending the autopsy's finally results. hopefully we will learn more as to how gabby petino died. they searched a remote area looking for evidence in the teton national forest on tuesday. here the focus is on the whereabouts of 23-year-old brian laundrie. the search for him is expected to resume around 8:00 this morning. they'll be combing this area. a 25,000 acre reserve. this has proven to be quite a difficult search area. it's been a very treacherous terrain. much of it filled with water, some of it waist deep. they are a gator and snake infested. authorities will be deploying technology to help them in the search, including infrared cameras we are told. now, what's also making the search quite difficult is the fact that brian laundrie had about a four-day head start. just take a look at this timeline. august 27th is when petino's mother said she received one of the last communications from her daughter. it was an odd text, according to an affidavit. august 30th, the family's lawyer saying a last message came in from her phone, although they don't believe it came from her. it says there was no service in yosemite. police believed at this point that petito was in the grand national work. september 1st brian laundrie shows up at his north port, florida home where he lives with his parents. and he refused to cooperate with police. and september 14th, laundrie left with a backpack to the carlton reserve. they called police on a friday. he left on a tuesday allegedly. a big question as to why there was this four-day delay before they told police that brian laundrie was no longer in the home. fbi in the meantime asking people to call if they have any information. brianna. >> the effect of those few days is he had that head start. amara, the family drama coming out of this, sarah. >> reporter: i know. the trump family food fight. it feels like it never ends. in this case the former president is suing his niece, mary trump, we also a few handful of "new york times" for disclosing his tax information. i don't think it will surprise you none of the parties are backing down. she said i think he is a loser and he will throw anything against the wall he can. the "new york times" says they disclosed the information to inform the public. it is an attempt to silence an independent news corporation. they won a pulitzer prize for this story. >> sarah, while we're talking about the "new york times", "the times" is reporting that the trump campaign knew, people inside the trump campaign knew that some of the wild claims about election fraud being peddled by trump's lawyers were baseless. so what's going on here? >> reporter: wild claims of election fraud, claims that ended up being very dangerous. claims that many of these attorneys are still making what the "new york times" reports, a number of folks who knew pretty early on these were false. as the former president started his big push of the big lie, trump campaign officials reportedly already knew those claims were false. the "new york times" obtaining an internal campaign memo from november 14th, filed as part of a defamation lawsuit as part of the trump campaign by eric kumer. i major target of a conspiracy theory launched just days later. >> what we are dealing with here and uncovering more by the day is the massive influence of communist money through venezuela, cuba and likely china. >> a company whose chairman is a close associate and business part of george soros, the biggest donor to antifa, and to black lives matter. >> reporter: but according to the times, the trump campaign knew the claims were untrue before rudy giuliani and sidney powell's press conference. the memo finding anyone onthe not have ties to venezuela, george soros or anyone on. it is unclear whether the president knew. it is likely trump was unaware of the findings. pointing to the motion they obtained that alleges the trump campaign continued to allow its agents to advance debunked conspiracy theories without providing with their own research debunking the theories. giuliani saying he had not seen it before his presentation and also questioning the author's motives saying they wanted trump to lose because they could raise more money. trump continues to say without proof that the election was stolen. >> we won the election, but what are you going to do? >> reporter: former lawyers giuliani and powell contend with the legal fallout of their claim. dominion filed lawsuits against the two, and my pillow ceo mike lindell. now, what is striking about this memo, a lot of it is publicly available information, easy to find, and it is strike to go see these attorneys as well as the former president continue to peddle these patently untrue were saying was bunk. broadly speaking, do you think that the president and/or the people around him knew that this stuff was a fantasy when he was on the phone calling you to pressure you? >> well, it's pretty obvious now we are starting to see this information come out. his campaign told him he was behind right after the election. they told him basically that he had lost. and now there's more misinformation, disinformation. it's been 10 months now. it's really unfortunate because it is undermining confidence in the election process here in georgia and really nationwide. >> january 6th, this memo revealed in the woodward and costa book "peril" john eastman, a lawyer to the trump campaign wrote and handed to mike pence. he said you should throw out the electoral votes in seven states. georgia was one of them. how does that make you feel that there was a written down plan from a lawyer to discard the votes in your state? >> well, we held the line here. we made sure we had a fair and honest election and i followed the constitution. i stood on the line and others stood for the constitution also. it's a challenging day in america. >> last week you got another letter from the former president of the united states asking all still at this point to decertify the georgia election results. how important is it to stand up and publicly say no to him. you have a book about this. >> well, i look at his letter as a plea for attention. he knows he's lost. he's been told that multiple times by a lot of people. but at the end of the day, that information that he talked about, we opened up an investigation. lots of investigations go on. once we have our findings, we report those to the state election board for final disposition. the fact is president trump did not carry the state of georgia. >> that will be news to him. or maybe it won't be news to him if, you know, he knows it and is continually lying about it. look, there is this january 6th commission looking into what happened that day and the events that led up to it. do you think republicans are scared to testify? >> i think that most people probably want to make sure there is a bipartisan nature to it. just like when you have election reform legislation. i know elections are very political. but the process itself needs to make sure that it's, you know, down the line, that we can really have confidence. no matter what side of the aisle we're o. as long as it's a bipartisan buy-in, it will get better legs on it and get solid information. and that's a good thing. we want the information out there so people can understand what the facts were -- >> liz cheney and adam kinzinger on on the committee. have you been subpoenaed to testify? . >> no, not yet. if subpoenaed, will you testify to the committee? >> we'll take a look at it. while we have other work going on right now, we have a lot of municipal elections. we had a fairly extensive update of our election laws. we are incorporating that with rule making for all the county election directors. >> you say will look at it. that is not a yes, secretary. >> well, that's why i have counsel on that. we'll take a look at it. we have under investigation about president trump's call that is going on in fulton county. they are really intertwined efforts. we want to look at it in totality. . >> we played some of the audio from president trump to you and we showed the letter he sent you. how many others from the trump team contacted you during that period? . >> oh, i have no idea how many people. i know we had multiple calls into our office. we thought they were spoof calls. i know mark meadows reached out. and there may have been other people. you would have to really get with my team back in the office. but anything that we have, you know, we will share that with law enforcement officials, obviously. >> so there were others, though, who tried to pressure you who were called to try to get you to do something -- >> no. >> not you personally? >> not me personally. the only person i talked is senator graham and president trump. those are out there. people know we had those conversations. that's really the extent of it. i understood we had an investigation. i learned a long time ago, i was on city council, outside people shouldn't be involved in the investigation process. let the investigators do their work. let them find out what the facts are, and then bring that to the state election board or bring it to our office so we can decide what further action needs to be taken. >> mark meadows was the white house chief of staff at the time. he was also in contact with the officials? . >> yes. >> where we were today as we sit here in september, and you're would ig a book on expect, which means standing up for what you believe in, a lot of people in the republican party have tried to diminish what happened january 6th or ignore what happened on january 6th or allow for the former president of the united states to continue to say that the election was stolen, which he does at almost every turn. what damage does that do to the republican party, this silence or acquiescence do you think? >> we need to get back to our solid republican principles. our best example, i think ronald reagan knew how to build on conservative principles. you could be conservative but still have charisma, charm, and not be mean and nasty about it. then you can build a big tent. that's what he did. it was the beginning of the revolution. obviously, both bush presidencies worked off of that. people of honor and integrity. and i think that's what we need to get back to and lean into that. and lean into integrity, that a lot of this stuff will work itself out. without integrity and chasing a cause, we're going to get neither. >> the former president coming back to georgia for this political rally and a number of politicians going to be there with him. what do you think the impact of that will be? . >> oh, i have no idea. i think that the united states needs to move forward, and i think the republican party needs to move forward. it will move forward when we lean back into our integrity, hard work, decency, civil conversations and really getting the work done for the people. >> any chance -- this fantasy of decertification, the former president throws that word around and others do, too. how do you think that affects this political discourse we're having? mr. secretary? >> over the years on both sides --. >> sorry. go ahead. >> we have seen a coarsening on both sides of the aisle. people need to take a look at what happens in the georgia assembly where we had respectful conversations. we didn't all agree on everything but at least we had respectful conversations. that needs to happen. we need people to go to rotary and start doing the four test. sit a novel concept but it is the american concept. we work together as a community to move our country forward, bring our different viewpoints together. but we have to have some respect. we also have to have the bedrock of it, the cornerstone that is character, integrity, common decency. >> is it the truth, a first question, a low bar, but one that i think a lot of politicians are having trouble getting above and beyond at this moment. georgia secretary of state brad raffen raffensperger, thank you for being with us this morning. >> this morning the clock is ticking on president biden's economic agenda and the united states defaulting on its debt. the house did vote to pass legislation on tuesday to prevent a government shutdown at the end of the month and to suspend the nation's borrowing limit. but republicans are not expected to support the measure. this was a party line vote. it was 220-211. that means the bill now faces an uphill battle in the senate. president biden planning to ramp up his engagement today. he will meet with nancy pelosi and chuck schumer. also, he will meet with progressives to block passage of a smaller bipartisan infrastructure bill next week if there is not action on a $3.5 trillion spending package the democrats are going alone on. still, they are optimistic about getting a deal to go to the finish line. . >> this is called the legislative process. this is called the democratic party. we are in the mix of all of it. that is what is pretty exciting because everybody has their say, we come together, and we get it done. >> let's go to cnn congressional correspondent lauren fox. divides are threatening biden's agenda here, threatening a functioning government as well. >> reporter: i think the stalemates are intensifying on capitol hill. and there are two different factions who are fighting over different issues here. you have republicans and democrats who are really at an impasse on what to do about the debt ceiling. as you noted, last night in the house of representatives, there was a bill to fund the government. that bill also included an increase in the country's borrowing limit. but when it goes to the u.s. senate, there's really no indication right now that republicans are going to be ready or fall in line to vote with democrats on this. there are a few republicans who have not said which way they will vote on this piece of legislation. you have some lawmakers from the hurricane-ravaged state of louisiana who haven't said how they will vote. lisa murkowski from alaska hasn't said how she will vote. that is far short of the 10 republicans you would need which would potentially put the country on a path of an economic issue in a few weeks. you have the fight over the two infrastructure and spending bills that are going to move through congress in the next several weeks. you have a promise vote from the house speaker on the bipartisan infrastructure bill. you have progressives who met with the speaker yesterday who told her in her office progressives are lining up and ready to vote no on monday unless you can ensure us this bigger $3.5 trillion bill will be well on its way to getting passed by next week. given all the differences we're seeing, it is really unclear that will be possible or feasible. you heard majority leader chuck schumer said it's definitely not possible to pass it on the senate floor in just a couple of days given the timing and how long everything takes over in that chamber. so you have the white house working very hard today to try to begin this effort to really cement the votes they need. this is the time when they're going to be trying to muscle things through, remind people what is at stake, which is the democratic agenda. which is the president's agenda, which is everything they have been campaigning on for the last several years, several decades really at this point. and this is going to be key. because he's going to be meeting with the leadership, both pelosi and schumer today, but also progre progressives, like you said. the white house could send a message, look, it's either this option or it's nothing. right now that is potentially what's going to happen if folks can't get-together and find a way forward. now, you also have sticking points moving forward, which is part of the challenge of getting everyone on the same page. and that includes things like raising taxes. because one of the things that maybe democrats aren't talking a ton about, you have to find a way to pay for this $3.5 trillion bill. some of the ways you increase taxes are going to be very difficult for democrats to swallow, including moderates like kyrsten sinema and joe manchin who have been expressing concerns in private meetings with their leadership and with their fellow members. you also have a hangup over this prescription drug policy that has struggled to get through in the house of representatives. there are a number of lawmakers who are from states that have big pharma industry in their districts, their states. they are struggling to get behind that package. it includes $700 billion which you may need to pay for this bill. you have a disagreement over the most basic element of this, which is how much money are you going to spend? you have moderates saying $3.5 trillion. that's far too much. progressives are saying we have already compromised. we wanted $6 trillion. we are at $3.5. we can't cut that down any more. finally, how much of this bill should actually be paid for? you have people like jon tester saying he will not support anything that isn't fully paid for. you have to find a way to get all these numbers to add up. a lot of work to do, which is why this mattress, another one, another one. it looks like at least 30 in each of these wire mesh cells. look. conditions were so tight, prisoners are hanging their possessions from the little ropes from the wire cage. this was it. this piece of mattress was their personal space. some prisoners were locked up here for years. and like abu ghraib in iraq, infamous for torture. so we have passed one cage, 2, 3, 4, 5, 6, 7 cages i can see here. what we don't realize until later, this cavernous cell block just one of many. >> when you look at all this now, how do you feel about the situation for the people that were held here? it was harsh, he says. they were beaten. there was torture. the u.s. department of defense said it investigated all credible allegations of abuse by its soldiers. some were convicted. so here are the rules. no assaulting guards. no fighting. no escaping. no damaging the cells. no disobedience. no spitting in my house. those are the rules. we are not the only ones getting a look. the taliban are bringing their friends in, wandering on top of the cages, too. it should be destroyed, he says. so brutal people can't use it again. this is a staircase to the platform above the cells. when you get up here, you get a sense of the sheer scale of this detention facility how many people must have been in here. just huge. this is where they say the guards patrolled so they could look down in the different cells. the taliban commander said they used water to break up fights or keep the prisoners awake at night. what i find a little surprising is that everyone here has come to look. some of the guards here are familiar with this. but none of them seem angry, angry at us at least. and that's something i would have expected. do you want revenge for this? we forced the americans out, he says. that's revenge. the other talib says but it doesn't mean we will forget them. can you shine a light in here so we can have a look at them. room after room, documents scattered. over here a board with all the prisoners's numbers on them. the remnants of an occupation in overdrive. years and years of jailing of begans. look at this. this must have been the control room. look at all the lcd monitors. around the corner, the psychiatric ward. it is a medical center but it still has cages inside. smaller cages. ah, okay. so he is showing us here the isolation cell. i don't know if you can put your camera up right here, the isolation cell. the writing on the wall tells us two prisoners crammed in here. . >> and this net, i can't figure out what it is for unless it is to put on somebody to restrain them lying on the floor. what is clear here, individual trauma, collective anger and, from what we've been told, an unpaid score to settle with america. and i've just talked to very senior taliban official, brother of interior minister a canny with a $10 million bounty on his head, he was held in that jail. he claims to have been tortured there. he said right now there is an end to the war with the united states. and he said what he wants, what the country wants, they are the most powerful family in the country, they want to get on, move forward diplomatically
