are throwing caution to the wind and disregarding covid advice. an emergency curfew order is being extended in miami beach, florida due to massive crowds. this is the scene sunday night. cnn's paul burke hammon reports, it's not the only thing worrying officials. >> reporter: the motto seems to be pandemic? what pandemic? 1 million passengers for the tenth straight day. this pair traveled to beaches from 10,000 lakes. >> we are staying in a cute airbnb by ourselves. we've been careful on beaches. >> yeah. we ended up double masking on the plane try not to touch too much. we brought hand sanitizers and everything. >> reporter: americans worried they're getting complacent. the city of miami beach declared a state of emergency as police try to control large crowds. >> frankly, i'm concerned that the behavior is getting too much for us to handle. >> reporter: the city imposed a curfew but it seems no arrests for the sleepless and clueless. >> we're all here. we're all here. >> reporter: crowds have played a part in the spread of covid-19 and subsequent deaths, and so did politics. that's from the former head of operation warp speed. >> many people currently have died or suffered because the situation became so political. i do believe it's a mistake to politicize the health issue. it's a big mistake. >> reporter: throughout the country, campaigns continue to get shots into the arms of people into underserved communities of color. >> that poses a personal risk for the vulnerable groups. that's why it's absolutely vital we get more vaccine so we can take care of those groups. >> reporter: los angeles ramped up awareness and doses given in poor black and latino neighborhoods and the covid-19 transmission numbers are better. >> hope hangs on the horizon. i haven't felt this optimism in 12 months. here in los angeles, we have a positivity rate of 1.9%. we estimate anywhere between half and two-thirds of the population has anti-bodies in it now either because of covid exposure and commissioners. >> reporter: the former commissioner of the fda echoes that sentiment. >> there's nothing but bad stuff here i don't think you're going to see a fourth surge. >> reporter: cnn, los angeles. breaking news, the vaccine front astrazeneca has just released results from its u.s. phase three vaccine trial. the company said its 79% effective in preventing symptomatic covid-19 and 100% effective at preventing severe disease and hospitalization. the results paved the way for astrazeneca to apply for the emergency use authorization from the fda. the company says it will do so in the coming weeks. despite an increase in the number of people getting vaccinated, health experts are warning americans not to let their guard down just yet. speaking to cnn on sunday, the senior white house advisor for covid response said people need to remain vigilant. >> i know that people see the light at the end of the tunnel but shouldn't confuse it with being done. the president talked about getting back to a more normal state by the fourth of july, and so to take that early and to be out there now in large before we vaccinated everybody, before we have given people a chance to be vaccinated, we're risking continuing to spread the cases. so i would urge everybody to continue to be careful and cautious. i know people feel like they have been patient for a long time. but we need a few more months. >> also touting recent declines in vaccine hesitancy and that's something that lawmakers on capitol hill want to address. senate majority leader chuck schumer is calling on the cdc to deploy a $1 billion blitz across the u.s. to help raise confidence in covid vaccines, especially in his home state of new york. >> too many people are still afraid of getting the vaccine. of taking the vaccine. if people are afraid of taking the vaccine, it will delay our ability to beat covid back. i'm asking the cdc to pay particular attention to new york. to launch a campaign that educates, reaches out, and shows people why they should be taking the vaccine. >> and earlier, i spoke with chief medical officer for harvard ucla medical center and asked him about his reaction to the massive crowds of spring breakers in florida. >> it's concerning. it looks like that kind of behavior could ensure that we snatch defeat out of the jaws of victory. we are in a position now, as a nation, where we have increasing vaccines supply and provision that will help get everybody vaccinated by july. what we need to do, we have to do, is continue to wear our masks, dot right thing, and socially distance appropriately and not reopen so quickly and so without care that we end up in a situation like the european union. >> it also seems such common sense but the other major challenge is vaccine hesitancy. could it prove to be a problem in reaching herd immunity? how do you convince those more reluctant in the community that the vaccine will save lives? >> a very important question. we heard dr. fauci tell us that for us to really reach herd immunity, it looks like from the latest scientific evidence, we need to be in the range of 70 to 90% of all americans or any population being vaccinated. this is a huge problem because those groups, if they do not vaccinate, will be those who are susceptible to continuing outbreaks of covid as we go through the right side -- rest of the year. >> the u.s. homeland security chief says the agency is working to shelter the surging number of unaccompanied minor children in u.s. custody. dhs secretary didn't give a timeline on new facilities. meanwhile, president joe biden was pressed sunday on whether he wants to see firsthand of what is happening at the border. cnn reports from the white house. >> reporter: president biden said he'll travel to the u.s./mexico border at some point as his administration continues to grapple with the surge of migrants coming to the u.s./mexico border. now the administration insists that the border is closed and is urging those migrants not to make the journey. but president biden says that more does need to be done to reinforce that message. take a listen. >> reporter: going to the border? >> i will at one point, yes. >> reporter: don't you want to see firsthand what is going on in the facilities? i know what is going on in the facilities. >> reporter: why do you think the message hasn't resonated yet? what do you think can be done? >> a lot more. we need to reestablish -- >> reporter: when will you allow the media into the facilities? >> reporter: what he's talking about is reestablishing the asylum process so people can apply for asylum back in their home countries. now one other issue that the administration is wgapping with is the surge of unaccompanied minors who have been traveling to the border and now housed in the border processing facilities that are not intended to keep children for longer than three days. the administration says they are working around the block to try to open up more facilities to shelter these young children. when i asked the president if he wants to see firsthand what is happening in those facilities, he says he knows and is aware of what is going on. cnn, the white house. despite efforts by the biden administration to dissuade migrants from coming to the border, it's facing criticism for the response. rob portman made a recent trip to the border and visited a processing center for unaccompanied children. he said the situation, is, quote, "spiraling out of control." >> people will listen to actions and watch actions and not listen to words. i spoke to a number of migrants. individuals coming over at night, men who told me they are -- they'll come anyway because they can ten times more in the united states. i talked to children and talked to them about the messaging and what they're hearing you can come into the united states, which you can, as a kid. they'll keep coming. >> joining me from los angeles is jessica levinson a professor of law at loyala law school. republicans are jumping on the immigration issue. pushing for hearing on the surge of children at the southern border. president biden said he'll go to the border at some point. how vulnerable has this issue made biden politically? >> i think it's actually made him quite vulnerable. i mean, he's done a magnificent job, i think, of responding to the pandemic. and that, obviously, is a pressing crisis and priority number one, two, and three but we also have a crisis at the border. i think the biden administration should acknowledge that and calling it a crisis and calling it a humanitarian crisis doesn't mean you're saying it's all our fault. it's acknowledging the reality of what is happening. does it make him politically vulnerable? yes, for reasons that are fair and not fair. for reasons having to do with his handling and many reasoning of his nothing to do with the handling of the crisis. >> yeah. they're not calling it a crisis, at least not yet. the sergeant is growing at the border even though president biden told people to stay home and apply from there. now we see more than 5,000 unaccompanied children in custody at the border. 600 have been there for more than 10 days. the gop wants them housed on the mexico side of the border to discourage them from coming or discourage any others from coming. how should the biden administration be dealing with this? how delicate is this? >> well, extremely delicate. and you mentioned the 5,000 i believe, in customs and border patrol custody but i think there are 10,000 the department of homeland security are housing. this is a surge of minors. in part, because these things are cyclical. the messaging, frankly, has been a little mixed. as you said, he said don't come. before that he said we're not going to turn minors away. i think that president biden has been trying to thread this needle of rolling back what he saw as inhumane policies by the thump administration and trying to build a plane while they're flying. what do we need to do? long-term, we have to address the causes of immigration. long-term we need not executive orderers but legislation. short term? we need to find housing and find vetted houses for these unaccompanied minors that cannot be staying in these conditions. so it is absolutely something that while you are, you know, juggling and dancing on the head of the needle, the biden administration has to handle this. there are kids who are in terrible conditions. >> and, of course, all of this is happening in the midst of a pandemic. we do know that president biden has promised vaccines to go to mexico. perhaps that will be some form of leverage and make things better here. but from a political standpoint, what sort of points will the republicans be able to make as a result of this? >> well, thing republicans will say, see, we were telling you there was going to be a problem on the border if you rolled back protections. and, look, you rolled back protections or made it easier, i should say, for people to come in. now look what happens. there's been a surge. when it comes to the covid response, frankly, i don't think republicans have a lot of places to go. president biden has done something very smart, he's set rea realicic -- realistic bars, and bars he knew he was able to surpass. 00 million vaccines in 100 days and he has been surpassing all of those benchmarks. for republicans, they're not going to take this political fight on covid. i think they will take it on community after the deadly spa shootings in georgia. demonstrators chanting "stop asian hate" marched in new york and hundreds gathered in atlanta to honor the victims and condemn violence against asian-americans. the government -- gunman killed eight people, six of whom were asian women. hate crimes against people of asian descent in the u.s. have surged since the pandemic started. sadly, many of those crimes are not reported to the police. cnn's jason cowell shows how new york is shining a spotlight on the problem. >> reporter: once again, people crowded into a park to draw attention to the issue of violence against asian-americans here in new york city. the nypd has reported a steep increase in the number of hate crimes against asian-americans and oftentimes they say the true scope of the problem is not quantified because oftentimes it goes underreported. today people are speaking out. >> i'm asian and i'm a woman. if i don't stand up for myself, then no one else will. that's why i'm here. i want people to finally hear us for us. not only when we're trending. >> yeah. feeling the momentum. i feel the energy. i want to come out today to support the cause. i want everyone to know we're not your token asian. we're everywhere. it's our turn to be heard. >> reporter: the consensus for the people we spoke to, there needs to be more of a police presence in the neighborhoods where asian-americans live. they said more education, and, also, the hope that more lawmakers will sign on to legislation that addresses hate crimes. jason carroll, cnn, new york. meanwhile, we're learning more about one of the victims of the shooting spree. cnn's natasa chen has that part of the story. >> reporter: her family said she was living the american dream after moving to the u.s., whom friends and clients called emily, started as a nail technician before working her way up to buy two nail salons. tan was killed two days before her 50th birthday. >> planning to get a cake and have a big dinner after work. >> reporter: her only child, jamie, had plans to meet with her mom last sunday but overslept. she would never have the opportunity to see her mother again. >> and i thought i have all this time with her. i mean, just because i missed that sunday meeting with my mom, i thought we could always meet, like, any sunday. any other day just like before. >> reporter: instead, two day laters, webb spent six hours in a hospital after a shooting at her mother's business dominated headlines. >> i was hoping it was not my mom. >> reporter: by the end of the night, her mother was one of eight people killed at three different spas in the metro atlanta area. webb said the extended family is still in china and no one has had the heart to tell webb's grandmother. >> they celebrate the birthday and my grandmother was the only one who doesn't know my mom that she passed away. >> our lives are changed forever. >> yeah. >> and it's not fair. >> reporter: tan's ex-husband said tan was determined saving money so carefully. a woman who wrote on the back of a bicycle after her water broke to get to a hospital in the middle of the night to have her baby girl. webb said tannin often seven days a week and an talked about retiring and traveling the world. >> she'll never get to enjoy that. she just worked to die. >> reporter: he said tan was vigilant about protecting her business and employees from certain kinds of customers. >> she used to tell me a lot of times she would throw customers out because they would come in and think they could have sex and she would -- she said get out my business and throw them out. she was a strong mother hen over that business and the people that worked there. she protected it. >> reporter: and now the community, especially asian-americans, are holding vigil at its front door. the fact that six of the eight victims were asian women. the fact the businesses were owned by asian people is hard to ignore. jamie webb said she understands the asian-american community's overall anxiety over the rise of anti-asian assaults, but the family is not ready to connect it with tuesday's killings right now. >> i don't think we're trying to say that there's not racial bias in this country. there certainly is. it doesn't seem to be getting a lot better. that's not our issue right now. we don't know what motivated this, at this point. time will tell. we just know how we feel and we know what we lost. >> cnn, atlanta. republican congressman tom reed of new york is apologizing following an allegation of sexual misconduct. reed is accused of drunkenly touching a former lobbyist back in 2017. the congressman initially denied the allegation but reversed course in a new statement writing in part, "in reflection, my personal depiction of this event is irrelevant. simply put, my behavior caused her pain, showed her disrespect, and was unprofessional. i was wrong. i am sorry and i take full responsibility." reed says this happened while he was struggling with alcoholism and that he will not run for reelection once his current term is up. a surprise trip on sunday as u.s. defense secretary lloyd austin made stop in afghanistan. it what he had to say about an upcoming deadline to remove u.s. troops from the country. plus, israel is getting ready for an election. voters are afghanistan, u.s. defense secretary lloyd austin addressed some lingering questions about the u.s. military presence in the region. he was asked whether the taliban had met conditions to ensure a u.s. troop withdrawal by may 1st. a date agreed upon with the trump administration last year. cnn's barbara has more from the pentagon. >> reporter: amid a tough security situation, defense secretary lloyd austin making an unannounced visit for several hours to afghanistan to talk to afghan leaders there about the situation in that war-torn country. austin said he was not there to discuss the may 1st deadline, in particular, the trump negotiated deadline for all u.s. troops to be out of afghanistan but he was there more to listen to afghan president ashrif ashraf ghani and hear about his concerns. when talking to reporters, usa deny not take the opportunity to specifically endorse the may 1st deadline negotiated by the trump administration. have a listen to what the secretary had to say. >> in terms of an end date or setting a specific date for withdrawal, that's the do main of my boss. that's the decision that the president will make, at some point in time, in terms of how he wants to approach this going forward. >> reporter: president biden has indicated he may not adhere to the may 1st deadline. no depositions, we're told, have been made. one options we're hearing being discussed is a potential six month extension for u.s. troops in that country. we do know that many military leaders in the pentagon would like to see some type of u.s. capability there in afghanistan or in the nearby areas quickly able to move in, if they do have to conduct continuing counter terrorism missions against isis or even, still, al qaeda. barbara star, cnn, the pentagon. the u.s. secretary of state is traveling to brussels today to attend meetings with nato foreign ministers as well as top european union officials. it's the first time blinken is speaking to his counter parts in person. the trip also comes at a time of escalading tensions with russia and china. cnn international diplomatic editor nic robertson joins me from london. good to see you. what are the expectations and challenges for blinken as he meets with nato and eu officials after these tough four years? >> yeah. face to face talks that's one thing that the state department is stressing the first time that secretary of state blinken is going in that capacity as secretary of state. and many nato officials to speak to. afghanistan will probably be a concern. it was a topic last meeting. all the nations agreeing they will move together. undoubtedly keen to learn whatever president biden is currently thinking about. troop deployment to afghanistan. but on china and russia, there might be differences of opinion on what to do about russia so there's tensions between the united states and determine any have the gas pipeline that connects russia directly with germany. that will be an issue that undoubtedly get discussed in some form. but i think on the point of china, this is a priority for the united states, and we saw that because secretary blinken went to both japan and north korea to discuss china extensively and have meetings with chinese officials in alaska. it's going to be about, you know, the shared values that underpin the nato transatlantic alliance and that is the democracy. a shared value of democracy. of the global and rule of law of human rights and these issues. i think on that account, expect secretary blinken to be looking to nato allies to shore up their buy in on these particular topics, which are undoubtedly, they share. but expect him to sort of try to corral that in the direction of whatever limitations the united states wants to put on china and its cyber issues, its human rights issues, all of those. of course, you know, when it comes to russia, again, you know, the tensions are with germany and china, too. there are similar tensions between many of those nato members in the united states over what to do about china because the eu went ahead right before president biden was sworn in to sign off on a trade deal with china. so it's not going to be an easy ride for secretary blinken at all. >> yeah. indeed. nic robertson bringing us the latest from london. many thanks. israelis are a day away from voting in the country's fourth election in two years. it is marginally viewed as a referendum on prime minister netanyahu. he's facing opposition from centrist and right wing and a corruption trail. we have latest from jerusalem. some calling this a referendum on netanyahu. what are the expectations of the outcome? >> reporter: well, rosemary, obviously the world is a different place today than the last time they went to the polls one year ago. the prime minister has been criticized how he handled the coronavirus pandemic. the one thing is the robust vaccination program, as you can see at the central market behind me, it has brought a sense of normalcy back to israeli life. the question will -- will it be enough to keep him in power for an unprecedented another term. >> reporter: benjamin netanyahu has been chris crossing the country. hammering the message he's the one that turned the start up nation into the vaccination nation and brought historic peace agreements with arab countries. with his corruption trial underway, he's desperate to win enough seats in tuesday's election to remain in power. on the ground, this election is almost entirely staked on whether voters are for netanyahu or against him. a smooth talking former television anchor sits out in front among the anti-bb block. the party looks set for a strong showing. the approach is low key. refusing to rise to netanyahu's provocations before rising to challenge in a tv duel. out on the streets, it's hard to miss those want the leader gone. it's passionate, dedicated, and loud. having the weekly protests here in je jerusalem against the prime minister. it's not clear if the energy will translate into the numbers they need. >> reporter: the big challenge for the opposition is stitching together left and right. one of netanyahu's former cabinet members broke off to form a party called new hope. but the support ebbed after a strong start. then there's another former netanyahu lieutenant whose party may hold the keys to netanyahu's future. their seats could help put netanyahu over the 61 seat majority he needs to hold on to power or by joining the opposition, they could be the ones to sink him. despite the many challengers, protests, a corruption case in which he plead not guilty, not to mention, his fourth election campaign in almost two years, netanyahu presses on. one of his most loyal aids explains it like this? >> the knowledge you have to learn from your mistakes in order to get better. and the feeling you're there because god sent you to lead the people of israel in troubled times. i think this gives him the power and this appointment. >> reporter: one of the interesting, of course, quirks of the israeli system, even if netanyahu wins the most seats out of the other parties, likely not enough for him to get the majority. actually what we need to keep an eye on tomorrow night when the polls close is some of these smaller parties that might align with him. if they have enough votes blood clots. the vaccine was found to be 79% effective in preventing symptomatic covid-19 and u 1-00% effective at preventing severe disease and hospitalization. the company said it will apply for emergency use authorization from the fda in the coming weeks. that's the next step on the path to becoming the fourth vaccine available in the united states. well, a third wave of coronavirus infections is now advancing through much of europe. a steep rise in cases paired with a slower than expected vaccine rollout is cause for alarm. ger -- german chancellor will meet with leaders today. angela merkel expected to meet with leaders today as covid cases rise. what is the latest on this these? >> reporter: one of the things you said is correct. the vaccine rollout here is slower than expected. id say that's a big understatement. i just checked earlier this morning on the vaccination dash board of the fwer man government and less than 4% of the population have gotten both doses of the vaccine no matter which vax seen it is. it's nowhere near enough to stave off the third twhaef is fully grasped this one and many other european countries, as well. i was checking the amount of new infections and up by double digits compared to the same day last week. right now it's a country and many countries on the county innocent are in a big problem that they aren't vaccinating fast enough because they don't have enough vaccine and at the same time you have the third wave taking hold and accelerating. we're hearing from the german government and sources around the government there are strict lockdown measures being glaited. one is a anynighttime curfew. that certainly a step that the german government hasn't taken in that form. there's talk about closing schools that have been opened before and in cases where there's high incidence of the coronavirus infections. and one of the things many people are looking toward now is the easter holidays that are upcoming very soon. with a we expect to see is there could be some restrictions further restrictions you already have on any sort of travel over the east are holidays. so certainly some tough lockdown measures that seem to be in store for this country, as you can feel the third wave taking control now. right now the government's answer is keep tightening down the lockdown measures because the vaccination campaign remains sluggish. >> yeah. such a big problem there. frederick, many thanks. two police officers in the uk were seriously injured and at least two police vehicles were set on fire when a protest turned violent in bristol. demonstrators gathered to rally against a bill in parliament that would give police new powers to limit the noise and duration of street protests. cnn's scott mcclain joining us live from london. what is the latest on this protest? and, of course, the police bill that triggered it all. >> reporter: yeah. these are scary pictures out of bristol, a city in southwest england. the video you can see, you can see windows being smashed of the police station in the downtown of that city. at least two police vehicles, adds you mentioned, were burned. you can see one police van on fire while officers are tieing to move two others. you can see protesters on top of those vehicles. one of those vehiclesing with while it's being moved. some smashing on the hood. there's one person who appears to be trying to light the other vehicle on fire. while police are inside. police also said at one point someone in the crowd threw fireworks at them. they said other projectiles were thrown their way, as well. officers from neighboring forces to be brought in to restore calm. one officer ended up with broken ribs and another with a broken arm. the chairman of the local police force condemned what he called a mob of animals. the perspective home secretary responsible for policing in this country condemned what she called unacceptable disorder. the primary point of contention is powers would potentially give police the ability to put restrictions on otherwise peaceful, nonviolent protests. for instance, it would be able to crack down on one man man protests if deemed to be disruptive or noisy. for even larger protests, they would be able to set start and end times. the government said, look, they're spending too much money on police resources on some of the ongoing demonstrations we've seen in recent years. and they said, look, most protests won't be affect ed by this. critics are quick to point out, it's a slippery slope. the bill is in committee stage now. there's not a lot of obstacles but the irony is, look, what happened in bristol today was not a peaceful, nonviolent protest. the kind people are trying to protect in this country. this was very much a riot. the local labor opposition mp said you don't campaign for the right to peacefully protest by setting police vans on fire or graffitiing buildings. the mayor had a similar sentiment saying, look, attacking police officers, smashing windows, there isn't making the bill any less likely passed. it's probably going to be used for ammunition for proponents of the bill saying this is
