that's about half the state. dallas resident thomas black took this picture. tells cnn he and his girlfriend are running out of food and they are boiling snow for water. >> i only knew to do that because i had a pouring of outreach giving me tips on how to weather this out and without them, you know, as a texan, we're just not inherently prepared for something like this. >> austin's water system lost 325 million gallons of water after thousands of pipes burst there. officials say city reservoirs were drained by the water demand and they're warning this could go on for days. u.s. department of health and human services declaring a public health emergency in texas. the lack of water means hospitals can't provide dialysis. crews in san antonio working through the night to put out an apartment building fire that broke out moments after water was shut off to the building. >> hydrants are frozen so firefighters are trucking water to the scene. roads are so slick and dangerous the red cross is providing support virtually. >> i haven't been able to go to work all week long. we had to go stay with someone. when we got on the way we found out the building was on fire. when we came back it was on fire. >> president biden spoke with the governor and promised help. ed lavandera is on the frowned for us in dallas. >> reporter: christine and laura, officials with the state power grid system say none of the remaining power outages is being caused by problems at the power plants across the state. that is the first time we've been able to say that in the last four nights. having said that, it is another frigid night with temperatures well below freezing. they're continuing to point fingers over what went wrong in the weather disaster. governor greg abbott says he takes responsibility for the issues at ercot. they run the state power grid system. he leveled a new round of attacks on the executives at ercot who says they assured him there would be enough power to get through the winter storm. ercot officials said they had to make the decisions they made because they were seconds if not minutes away from a catastrophic failure that could have taken months to repair. christine and laura. >> ed lavandera, thank you so much. first came poor judgment, then came the lies but no one saw the text chain among friends. ted cruz now admits his trip to cancuns as millions of fellow texans struggled without power was a mistake. travelers first spotted him on a cruz on wednesday. for hours silence, then the senator tried pinning the trip on his kids claiming, quote, when school canceled for the week our girls asked to take a trip with friends. wanting to be a good dad i flew down with them last night and am flying back this afternoon. cruz even told nbc he was dropping his kids off even though he was spotted with way more than an overnight bag. then the neighbors and friends come in. >> a group chat shows the senator's wife heidi asking friends, anyone can or want to leave for the week? she made a reference to direct flight, mentioned her house was freezing and suggested a trip lasting until sunday. after taking a public relations beating, cruz flew back yesterday and said this. >> the plan had been to stay through the week end with the family. that was the plan. i started having second thoughts almost the moment i sat down on the plane but i also have a responsibility that i take very seriously of fighting for the state of texas. it was obviously a mistake and in hindsight i wouldn't have done it. >> that's stating the obvious. then senator cruz went to the hannity show and fessed up. >> we lost power for two days. our house was dark, whee no heat. the fireplace behind me, we were all huddled around the fireplace because it was the only heat in the house and after a couple of days and the girls being cold and being in the teens and 20s outside, our girls asked, said, look, school's been canceled for the week. can we take a trip and go somewhere warm? >> apparently senator cruz didn't get the memo from former texas governor rick perry who said texans were just fine with all of this if it kept the feds away from regulating their power grid. not everyone agrees. protesters were outside senator ted cruz's home. ted cruz has repeatedly criticized others. two weeks ago he attacked the mayor of austin for going to mexico. i saw so many people saying, boy, you better be careful who's in your text chain. the take away is don't abandon your state in a time of crisis and try to lie about it and pin it on your kids. >> yes. this is something that have caught a lot of people who cover ted cruz. he is nothing if not very calculating about his image and thinking three steps ahead. the idea of just running away to an international trip into the warm luxury resort while your state is suffering just does not seem like politics 101 at all here. you often hear from politicians like cruz and others who talk about the coastal elites, mainstream media, do real people get on a plane in the middle of a pandemic in a cold snap and go to a luxury resort in texas? >> jasmine, thank you so much for all of your reporting as usual. the biden administration is ready to sit down for talks with iran and another deal. go to london, it's friday morning. bring in nic robertson. you say this was extremely creative. explain. >> reporter: where we were 24 hours ago it was a standoff. the iranians said the united states needed to lift all sanctions or else they wouldn't sit down. and the united states said, iran, you have to get back into compliance. there was a standoff. this is creative because what it does is it calls for the e european union to act as an intermediary and invite the united states to sit at the table with all of the other parties and iran that signed up to the deal, u.k., france, ger germany, china, russia, european union and of course iran and to talk about the way forward from here. this has been important because iran essentially put a deadline thor this weekend. if the united states doesn't come into compliance by dropping all of the sanctions, they were going to stop allowing into iran international atomic agency inspector. that would have been a big sort of problem in this already tense standoff. this has been overcome right now. i think what we're seeing is potentially a road forward. have the iranians actually said yes? no, they haven't quite but they've made positive sounds. the united states still needs to lift all of its sanctions, rename sanctions, reliable sanctions. they need to lift all of those. they didn't put a deadline on it which makes you understand the maneuver and what have they been given by biden? >> reporter: what is this, the fourth or fifth snowstorm for new york city this year? you need to expect another round of fresh layer of snow from the big apple to boston and d.c. you can see the winter weather alerts in place from the mid-atlantic to southern new england region. over 60 million americans impacted by the particular storm. you have freezing rain from i-95 with a ban of storm from new york to boston. focusing in on the deep south where the arctic air mass is in place. we have two more warnings where temperatures are dropping below freezing. look at the temperature difference between yesterday's daytime highs compared to today's. dallas will be above freezing. good news. we still have the freeze/thaw cycle that can burst pipes. we can focus on the temperatures. this is important. still below freezing tomorrow morning and this morning. austin, dallas, little rock. heading in the right direction. temperatures will moderate. things are looking pleasant. i haven't said that in a while in a weather forecast. reaching 70 degrees by the middle of next week. we like to see the shades of blue being replaced with yellow and red especially after the long duration arctic blast. >> pleasant is what we need to hear. it will take a while to recover from everything folks went through. the entire covid vaccination system will have to work double time to make up foreground lost. distributions slowed because of weather. the big shipping companies are scrambling. fed ex is leaning on the number two hub in indianapolis and oakland and newark to get vaccine. cnn's alexandra fields reports. >> reporter: christine, laura, the weather causing cascading problems all across the country when it comes to vaccine distribution threatening to slow the progress to get more shots into arms. people having trouble getting vac cine to vaccination sites. the hubs are a large part of the problem. ups had to shut down the hub in louisville for the first time in history. it's back up and running. fed ex is prioritizing it. states are feeling the strain. here in new york city citing a shortage of vaccine supply, they've had to shut down some sites and at this site in brooklyn, they're prioritizing only giving second doses of the vaccine. christine, laura? >> thank you for that. president biden is heading to michigan to visit pfizer as democrats plan an all out push to get the coronavirus relief bill passed and soon. daniella diaz live this morning. how is the president keeping up momentum on this bill? >> reporter: good morning, laura. president biden is planning to visit this pfizer michigan plant to try to continue promoting his massive 1.9 million covid-19 package. house democrats are taking a major step to pass this package starting with the house budget committee meeting next week. then it will go to the house chamber and after that going to the senate where they're trying to pass this using budget reconciliation. using simple majority or 51 votes to pass. if every single democratic senator signs on vice president kamala harris will be the tying vote. it will go to president biden's desk. house speaker nancy pelosi was clear. she's hoping to see this on biden's desk by mid march because she thinks this is important to get passed before millions of americans lose their unemployment benefits. laura? one u.k.-based organization did a survey of some -- from around the world. people in china who responded, some 30%, do believe that the virus started in the united states. we should point out anecdotally, they have doubts. they do not know. they want to see what the science will say about all of this. not only are the scientists facing a lot of politicized aspects to it. facing sensitive environment and atmosphere. they're trying to push through and releasing the findings. we're expecting the initial report to come out in the coming days. all of that to say, laura, as you hear the theories put out. one that the virus was imported on frozen foods which w.h.o. was looking into as possible but it's muddying the waters. causing more confusion and sewing more doubt. >> battle against misinformation goes on. david, thank you so much for your reporting. to south dakota now where the attorney general is charged with three misdemeanors for striking and killing a man with his car last summer. jason rounds borg avoiding more serious felony charges. he could face 30 days in jail and a $500 charge. questions were raised early on about whether the state's top law enforcement official told the truth when he first reported this incident. former republican presidential nominee bob dole is battling stage 4 lung cancer. he says he will begin treatment on monday. in 1997 president clinton awarded dole the presidential medal of freedom. in 2018 congress awarded him the congressional gold medal. dole is 97 years old. >> wish him well and his family. new york city's transit authority said they're avoiding major service cuts for now. the mta won't have to impose the 40% cut it warned up through 2022 thanks to federal funding it received in september. chuck schumer played a critical role for financing transit agencies. they can expect $6 billion from president biden's package. her signature black feet, she's a genetic copy of an animal that died more than 30 years ago. she was born in december and is being raised at a u.s. fish and wildlife facility in colorado. cnn business this friday morning to end the week. markets around the world. mixed performance in asian shares. europe has opened slightly higher on wall street. checking in on futures, also slightly higher. searching for direction after falling overnight. the dow down 119 points one day after hitting a record high. the s&p 500 and nasdaq down a little bit. markets fell after the treasury secretary pushed the need for stimulus. >> we're digging out of a deep hole we think it's very important to have a big package that addresses the pain this has caused. >> that pain more evident from the latest jobs claims report. 861,000 americans filed for unemployment benefits for the first time last week. that's not the last number. 516,000 people applied under the unemployment system. that's 1.4 million people filing for the very first time for benefits. the benefits cliff is one month away unless congress acts. breaking business news, the u.k. supreme court said uber drivers are workers, not independent contractors. uber may be forced to grant other benefits. it will apply to a small number of its drivers. no practical impact for u.s. drivers but it's clear there is momentum with gig economy workers. we'll see how the market will react. the nba reverses course announcing the all-star game is back on. andy scholes has this morning's bleacher report. what happened?
