covid relief plan. and he really tried to persuade people saying we went too small when i led this effort in the obama administration. let's not make the same mistake again. >> that's been the crux of the messaging from the president and the white house on this nearly $2 trillion package. emphasizing that the risk here is in going too small, not in going too big, as this administration is now trying to do. and this was the president's first opportunity to really pitch this nearly $2 trillion plan directly to americans in this town hall, making his first official trip outside of washington, appearing in this town hall in milwaukee, wisconsin. it was also interesting to hear from the president as he laid out the timeline for some of the key questions that americans have. when will every american who wants a vaccine be able to get one? and when will we finally be able to return to normal? here were his answers on those questions. >> by the end of july, we'll have over 600 million doses. enough to vaccinate every single american. as my mother would say, with the grace of god and the good will of the neighbors that by next christmas, i think we'll be in a very different circumstance, god willing, than we are today. >> and the president also making clear on that question of those 600 million vaccine doses. while they will be available to americans by the end of july, he made clear it's also a question of having enough vaccinators, people who can actually put those shots in arms. and that's going to take some time. hence the return to normal not until christmas or a year from now which is what he said at another point in his answer. the president also doing some cleanup on the school reopenings, making clear that he would like to see most schools open by -- in his first 100 days. five days a week. not just one day a week as the white house press secretary suggested. and finally some moments of empath sle from the president. you heard him talking to an 8-year-old girl trying to reassure her about her fears about the coronavirus. one of his biggest political qualities that perhaps helped get him in the office in which he now sits. >> big test now will be what he can deliver on capitol hill. jeremy diamond, thanks very much. president biden did attempt to clear up what jeremy mentioned there. that is some confusion from messaging from his own administration about exactly how many kids go back to school for how many days a week and how soon. listen to his answer. >> your administration had set a goal to open the majority of schools in your first 100 days. you're now saying that means those schools may only be open for at least one day a week. >> no, that's not true. that's what was reported. that's not true. it was a mistake in the communication. what i have -- what i'm talking about is, i said opening a majority of schools in k through eighth grade. >> when do you think that will be k through eighth grade five days a week? >> i think we'll be close to that at the end of the first 100 days. >> that's a really big distinction. it's really good news for a lot of parents. it probably has some educators nervous and hoping their schools are equipped and safe. elizabeth cohen, our senior medical correspondent, is with us. what is that plan then? >> poppy, i think teachers will tell you that plan should be to vaccinate them. teachers are nervous about going into classrooms with children who can be infected and asymptomatic so they wouldn't even know the child is sick and getting sick from those children, even with masks. even with social distancing. all of those things technical lly on paper should work but they don't always work. teachers want to be vaccinated. and so president biden spoke to this at cnn's town hall last night. >> so it's about needing to be able to socially distance, smaller classes, more protection, and i think that teachers and the folks who work in the school, the cafeteria workers and others should be on the list of preferred to get a vaccination. >> but here's the problem. almost half of all states, not only do they not prioritize teachers. they don't even let them get vaccinated. let's take a look at the u.s. and what we're seeing is here in 22 states, teachers are still not eligible to get the vaccine. and then even if they were to be made eligible, according to cdc guidelines, which the states don't have to follow but according to national guidelines, teachers are in the same priority group as millions and millions of other people. they're in the same group with firefighters and police officers, manufacturing workers, public transit workers. the list goes on and on. so this is quite a puzzle to figure this out. first they have to tell states, look, you need to make teachers eligible. and secondly, they have to put teachers at the top of that eligibility list. and as you know, president biden has said, he can't tell the states to do anything. all he really has is the power of persuasion. jim, poppy? >> elizabeth, before you go, i have a question because fauci said and reiterated in the last 12 hours, teachers should move up on that list. and biden says teachers should move up on that list. i'm looking at those states. i saw new york is one of them, where i am, where teachers are not more elevated for vaccine. does that mean the governors have to decide solely to move them up? >> well, first they have to decide to make them eligible. >> that's what i mean. >> almost half of all states don't even allow them to be eligible. governors or public health departments have to say you're eligible. even if you're 25 years old and perfectly healthy. you're a teacher. you're eligible. the second step is they have to give them high priority. if you are competing with millions and millions of other people as a teacher, you may not get access to that vaccine. >> yeah. >> what do you say to cops and firefighters? the other folks on that list. a lot of folks who want to move up the line. joining me to discuss, dr. william shaffner from vanderbilt university medical center. good to have you on. i want to get your view on the question of teachers because the data is actually pretty good on schools. they have not proven with mitigation to be superspreaders. this was dr. fauci's answer to me yesterday about teachers specifically. because of course, yes, we want to get them vaccinated but they do not necessarily have to be vaccinated for schools to open safely. have a listen. i want to get your view. >> and it's become clear that that's not a -- you can say we're not going to open any schools unless all the teachers get vaccinated when it comes to essential personnel. but we think we can move forward as we vaccinate teachers but that doesn't have to be if they're not vaccinated, then you don't open the school. >> do you agree with that, dr. shafner? >> you can hold two ideas in your mind at the same time. it's absolutely true. schools have, in general, not been a major focus with the transmission of this virus. nonetheless, we have a big epidemic of anxiety, even fear among the adults who work in the schools. so bill schaffner thinks adults who have anything to do with schools, food workers, administrators, school bus drivers, they should be advanced as frontline essential workers. that would relieve a terrific amount of anxiety, allow us to open up schools more rapidly. parents would all cheer and they could re-enter in a more coherent fashion, the workplace stimulating the economy. it's win, win, win all the way around. >> but does it have to happen first? if you make the standard, all the staff has to be vaccinated first, schools are not going to open in april. most will not because there's just not the supply yet. >> exactly. and i wouldn't make it the standard, but i would put the emphasis on it. make it as accessible as possible to every adult who works in the school. >> understood. okay. so let's talk about supply then because president biden promises that 600 million vaccine doses will be available in the u.s. by the end of july. of course, delivery is another question here, but based on what you know, reasonable goal? >> it's a reach, right? it's a great goal. i hope we get there. we need -- you can't vaccinate without the vaccine. we need the vaccine. that's the current bottleneck. and then, of course, as you all have said, we need more vaccinators, too. open up those clinics. more people vaccinating, getting that vaccine into the arms of folks. >> okay. we've got a couple out there. pfizer, moderna. the johnson & johnson vaccine is interesting. dr. fauci, he's not alone here, said to me yesterday, disappointed with the supply chain so far on j&j. and we're hearing that a lot of folks, i think yourself included, don't believe they are getting the details and the information they need as to why that is. can you tell us what's going on with the j&j vaccine and how concerning should this be? >> the j&j vaccine will go to the food and drug administration's external advisory committee on february 26th. and we all hope that they will get an emergency use authorization. i'm not entirely clear about how much vaccine they have ready to go, but however much it is, we sure could use it. a lot of people will be excited about a one and depone vaccine, single dose vaccine. as you know, we can handle it with refrigerators, normal refrigerators, so we can get it out to many populations. we're not reaching yet. >> it has a lot of advantages over the others. quickly before we go, president biden said we as a country could return to some level of normalcy by christmas. you have most of the country vaccinated, et cetera. is that, do you believe, a realistic goal? (seagulls sounds) only pay for what you need. ♪ liberty. liberty. liberty. liberty. ♪ it is time to go big. that's president biden's message on the stimulus in the pandemic as he tries to get washington on board with his $1.9 trillion plan. >> and even though the president concedes that $15 federal minimum wage may not make it through in this bill, he does support getting to $15 eventually. listen to this. >> here's the deal. it's about doing it gradually. we're at $7.25 an hour. no one should work 40 hours a week and live in poverty. i do support a $15 minimum wage. i think there is equally as much, if not more evidence to dictate that it would grow the economy and long run and medium run benefit small businesses as well as large businesses. >> let's bring in our chief business correspondent christine romans. good morning. it was interesting. and i think important to hear the debate on stage last night when anderson pushed him on the nonpartisan cocangressional budt office says this. and he said, well, there are other studies on the other side. and that's actually true. it's kind of both. >> we've been debating this for a long, long time. and let's be honest. this was the democratic priority and that's joe biden saying this continues to be a priority even if it doesn't get into this rescue bill. the congressional budget office found that you'd get 900,000 people lifted out of poverty if you raised the minimum wage to $15 an hour and it works out to something like 27 million people getting a pay raise. critical for, you know, low-wage workers here. but it would cut jobs by 1.4 million jobs. there's a trade-off here we've been arguing about for decades. you would help the poorest earning workers, but you might dampen job growth a little bit. and as a trade-off, the democrats say they're willing to make. >> you have some republicans pushing for a raise in the minimum wage, too. mitt romney, even tom cotton. it's not all a one-party issue. on the other question, student loan forgiveness, you have progressives in the democratic party who were proposing $50,000 of debt forgiveness. president biden said last night that's way too big. i might go to $10,000. tell us the significance of that. >> let's listen to him in that moment. this was centrist joe biden. listen. >> we need student loan forgiveness beyond the potential $10,000 your administration has proposed. we need at least a $50,000 minimum. what will you do to make that happen? >> i will not make that happen. it depends on whether or not you go to a private university or public university. here's what i think. i think everyone, and i've been proposing this for four years, everyone should be able to go to community college for free. for free. that costs $9 billion. and we should pay for it. >> so that's joe biden sticking to his proposal, not caving to the progressive wing of his party. he knows there are a lot of people in the center who realize there is a big problem with student loan debt in this country. 1 in 8 americans has student loan debt. half the student loan debt is in graduate school degrees. right? and there's a lot of other things that they like to be doing with that money on education and equity in education. so, yes, student loan debt is a problem but that's joe biden not caving to the progressives in his party, at least not now. >> by the way, in very clear words. i will not do it. >> yes, i totally agree. >> not something you often hear. >> that was not political speak. that was plain spoken right there. >> they are usually like, let me back up and answer the question i really want to answer. i really wanted you to ask me. hard to do that when the voter is asking the question and not one of us. that's a great thing about these town halls. i'm glad we're back at them. thank you, christine. we're joined by jim mecena. good to see you. >> good to see you, too. >> as you can tell, we appreciated that straight talk from the president. he also said the nation is not divided. listen to this. >> the nation is not divided. you go out there and take a look and talk to people, you have fringes on both ends. but it's not nearly as divided as we make it out to be and we have to bring it together. >> what is the most important thing, jim, you think the president accomplished last night? >> going back to facts. talking exactly about decisions in front of us. being very clear about what he thinks. you two were just talking about this. like he was incredibly direct. he wasn't worried about pissing off the base of his party. he was being the joe biden we all love. very frank, very honest and talking about some of these really tough decisions. the decisions about the school. these are really hard things. there aren't clear answers to and you saw a president who is going to continue to be very honest with the country even if some people don't want to hear it. >> what did you make of, if you are sitting in the progressive wing of the party right now and you heard that answer on student debt, like no way, no how, something that it's not just the prifgs, elizabeth warren. it's chuck schumer is behind the $50,000 debt forgiveness. what are you thinking right now? >> well, you think that you knew this was coming. he's been very clear for the entire campaign about where he is and what he wants. and this is just continuing. you know, we're all talking about this amazed, but you have a politician who is doing exactly what he said he was going to do. everything he said last night is what he said in the campaign. he stood up to defunding the police saying he wasn't going to do that. he was very honest with the young woman about, he wasn't going to do a $50,000 student loan forgiveness. because that's what he said in the campaign. you're seeing a politician who is actually following through with what he said. >> let's talk about stimulus in this $1.9 trillion plan that is just notable that it remains $1.9 trillion despite all these objections and counterproposals from republicans. you were the deputy cheap of staff in the obama white house when biden was leading us out of the great recession. and they -- there were four senators, three republicans and one democrat, they wanted on board and so you guys went smaller with the bill that now even biden said $800 billion wasn't enough. it prolonged the recovery. we could have gotten out of it quicker. i wonder if you now think that was a mistake and if there's a lesson in it for biden in this fight. >> look, i helped negotiate that package. i think it was a mistake. we went over backwards for three republican votes. what is the single most important thing joe biden has to do? he has to get his arms around this coronavirus and he has to help the economy rebound. and they should just do exactly what the smart people around them, the experts are saying they have to do. if that means going it alone and passing a $1.9 trillion bill, that's exactly what we should do. we had growth that wasn't as robust as it could have been had we gone big. so he's not going to make that mistake again. >> so i hear you, but he breaks the pledge then. i mean, the key promise of elect me, i will unite us and then standing there on january 20th saying, you know, i am the uniter in chief. trust me on this. how does doing what you are suggesting, although economically may be wiser, although it should be more targeted, how does that not break a really important promise for the country? >> he didn't promise to work with the republicans on every single bill. he said he was going to pull the country together and go forward. and if the republicans don't want to be there on this bill, he'll work with them on the next one. it's not about partisanship. it's not about politics. unity doesn't mean cutting deals on every single bill. unity means doing what he did last night and being very clear about where he's going to go. there's a bunch of republican ideas in that bill and the bill is better for it, but the one thing he's got to do is get this recovery right and if it takes $1.9 trillion, then go do it. >> can you just weigh in finally, jim othe humility? some people, sadly, are dying. >> hey, jim and poppy. good morning. yes, people are dying. and it's because this has been going on for days now. and people still don't have their power back. so this storm came in sunday night into monday and initially it was, of course, so much fun to see the snow. it's so rare to see this in texas. and so, of course, people were never able to pick up the snow and do what i'm doing now. so initially this was fun. but then it just became something where you pass the days and the hours and people were still without power. and so so many people just upset at this situation. you are seeing images on social media of people showing us their temperatures. 20, 30 degrees inside a home. you are seeing water freezing. you saw that image of the fan. you see that water freezing inside of a home. that's the concern. the man who showed us that picture saying that he's a texan. he's not used to this. and so they are worried not only with what they're dealing with now but what can happen next. at the moment they still don't have answers as to when their power will be back. take a listen to what another person told us about what he is feeling here in texas. >> i think people are just kind of mentally strained to the point of, it's exhausting. three days feels like it's been 200 years. >> and, of course, the problem is that they still don't know when that power will be back. many got it back yesterday and into today because they did say that because people used less power overnight, they were able to bring back some power. but bottom line is there's still 2.5 million people without power and without answers as to when it will come back. >> okay. hoping for the best for them, camila. thank you for being there for that reporting in dallas for us. after losing the election, former president trump is already attacked mike pence. now he's attacking senate minority leader mitch mcconnell. the latest sign of a rift within the gop. we'll have new details just ahead. how do we ensure families facing food insecurity get access to their food? we needed to make sure that, if they couldn't get to the food, the food would come to them. we can deliver for food banks and schools. amazon knows how to do that. i helped deliver 12 million meals to families in need. that's the power of having a company like amazon behind me. introducing fidelity income planning. we look at what you've saved, what you'll need, and help you build a flexible plan for cash flow that lasts, even when you're not working, so you can go from saving... to living. ♪ let's go ♪ this morning, a civil war growing inside the republican party. former president trump escalating his feud with mitch mcconnell in a scathing letter, really a printed series of tweets after mcconnell, of course, publicly accused trump of bearing responsibility, direct responsibility for the deadly insurrection at the u.s. capitol. that was after he decided to vote to acquit the former president in the senate trial. >> you've really got to read the whole letter to get the full gist of it. the former president writes, mitch is a dour, sullen and unsmiling political hack. and if republican senators are going to stay with him, they will not win again. our jessica dean joins us on capitol hill. republican leaders, i mean, outside of what mitch mcconnell thinks, and let me know if you've heard from him, but just the bigger concern from leadership in the party about the division that this just, you know, exacerbates. >> that's exactly right. so we have -- i have reached out to minority leader mitch mcconnell's office to see if they have any response to this. so far we haven't heard anything in response to this latest letter from former president trump. but poppy, you're right. they have their eyes very much trained on 2022. they want to win back majorities in the house and the senate. but as they're trying to do that, this rift and public spat is just spilling out into the open. it continues to do so in various instances. this particular one between former president trump and senate minority leader mitch mcconnell, chief among them, we saw mcconnell, of course, voting to acquit former president trump, but then going on to publicly talk about how he lays all responsibility at his feet, believes he is morally responsible for what happened here during the deadly insurrection january 6th but voted to acquit because of the constitutionality question. and now we have this response from trump. here's what senator lindsey graham had to say about it. take a listen to this. >> they are now at each other's throat. i'm more worried about 2022 than i've ever been. i don't want to eat our own. president trump is the most consequential republican in the party. if mitch mcconnell doesn't understand that, he's missing a lot. but my beef is not with mitch mcconnell, because he has the same policy views i do. my beef is that we need to knock this off. kevin mccarthy is the leader of the house republicans. he's taken a different approach to president trump. i would advise senator mcconnell to do that. >> of course, house minority leader kevin mccarthy going down to visit former president trump in florida. and also, of course, choosing not to punish congresswoman marjorie taylor greene for her lies and conspiracy theories. she was later stripped from her committees by a full house vote. but what this sets up, jim and poppy, is a potential for a showdown in the 2022 primaries. we saw mcconnell writing about what he cares about is electability. and making sure that whomever wins the primary can be elected. and you see former president trump and his letter saying he is supporting primary opponents that go with him. so will we see a showdown? that's what people are talking about now. >> jessica dean, thanks so much. joining me to discuss is scott jennings, former special assistant, not only to president george w. bush but also worked many campaigns for senator mitch mcconnell. scott, always good to have you on. >> good to be with you. >> i wonder if trump and graham have it backwards here. the gop lost the white house and the senate under trump. can the gop win not just inspect 2022 but a national election with trump as the brand in your view? >> well, we do have some empirical data to go off of here. donald trump lost the national popular vote twice. got a smaller percentage of the vote in his two presidential elections than mitt romney did in 2012. so there's some evidence that we have reached the limits of donald trump's political influence. and that was before january the 6th. i think there's also some evidence he cost us the senate by losing the races in georgia. it's true the republican party cannot be the party of subtraction. and i think one issue with the trump people is they would like to kick people out of the party they don't like or who donald trump personally has a problem with. and you just look at the election results. you can see it's hard for republicans to be successful if you go around lobbing off 20% or 30% of the party because you don't like them. so i think at the end of the day what's probably best for the republican party is that it get united around opposing the democrats with a responsible governing alternative. what's probably not best for the party is to say you know what we need? we just need more trump. that didn't work in november or january and i doubt it would work in the future. >> let me does you, though, because the polls show the majority of republican voters or at least self-identifying republican voters, large majorities remain with trump. is there really a civil war within the party? or is it a fringe in the party, right, in terms of numbers that opposes trump whereas most is with him? >> i think the term civil war is overblown. i think most republicans across the spectrum have the same basic policy views. they think senator graham in that clip was correct. we're conservatives, and they're not. that binds most republicans together. i think where we get off the rails is when we start to talk about, i don't like you because of this cultural issue or i don't like you because you won't bend the knee to me when i demand it. these personal grievances, cultural grievances, personality conflicts, stylistic conflicts, this is where you start to see the split. on policy, the best place for the republicans to be is to say we're center right, responsible, reasonable governing people and the democrats are far left radicals. i actually think that message would bind most people together whether you consider yourself a mcconnell republican or trump republican. >> okay. so the sense is that mcconnell would like the party to move on from trump. but he had a chance, right, to do that, not just in hope, but in action. he said on the senate floor, trump incited terrorism. his words. he said he did. and voted to acquit after he himself delayed the trial, which presented this constitutional issue that he's kind of hanging it all on. did mcconnell miss his chance to substantively change the direction of the party? >> well, about covid vaccine, they cam out with the usual tropes. it's been rushed,ivity's not safe. in social media you get your own piece of hell delivered to you. if you're a woman of child bearing age, you get the fear of infer infertility. >> my friends that are very smart are terrified of this. >> it's very nuanced and targeted. if you're minority, they invoke memories of tuskegee experimentation. in medical school, the fallacy is that, one, you should be able to deliver all your information in the four walls of your exam room which is ridiculous because we should be out here where our families are, and two, that you'll be believed. >> one thing that one of your colleagues in this mission said that i thought was so wise was you have to get to people with the facts before the lies get to them, before the misinformation reaches them through social media. how do you do that? how do you beat that. >> that quote was from chad herman, our communications director. absolutely, there's communications science showing if you reach people with facts prior to the disinformation, it can inoculate them. the way you do it is going where your families are. we have families that reach out to us on facebook and a variety of our platforms asking us to vet information for them. so they'll send us articles and say what do you think about this one, or they'll come on our facebook live show on thursday mornings at 9:00 and literally have a dialogue on this information. >> two other quick questions. one, there is vaccine hesitancy, in part because of vaccine misinformation and lies, but part because of genuine concern, and these are new vaccines and new technology with mrna. how do you talk 'em thet cli to people who are genuinely concerned?
