only cut taxes in a responsible way. well, it comes as campaigners warn that the closure of a fund for people struggling with the cost of living will be "catastrophic". the household support fund provides food banks and warm spaces for people in need in england but it*s due to end in four weeks* time, unless it*s extended in the budget. the government says benefits and the local housing allowance are rising. here*s our cost of living correspondent colletta smith. every week 400 households are given parcels at this food bank. you don*t come to a food bank because you want to, you come because you need to. we*re a catchall for people who aren*t able to provide food for themselves or for their family, and we are that last safety net for them. it*s vital. with donations falling and the cost of food increasing, nearly half of their funding comes from the household support fund. you*ve got 40% of your funding then just disappearing at the end of march. yeah. £20,000 is a really big hole to fill. you*re thinking about the people who come through the doors who haven*t had a meal that day, who sit there and have three paninis because that*s their food for the day, and five biscuits, because they haven*t ate that morning. without organisations like us, those people won*t get that support. we are just about keeping our lights on now and if that money is taken away, i don*t know. i don*t know what*s next. this is just one food bank, echoed across the city. in liverpool, tens of thousands of the most vulnerable households are currently supported by this fund. the household support fund has enabled us to keep pushing the edge of the cliff further away for households across the city. so i think without that money, lots of the organisations that we support and feed in liverpool will have to reduce the amount of food support they give households. in 0ldham, some of the money has been given out as cash grants to families most in need. hello, ria! and in this household... hello, jaydean! ..life*s delivered even more surprises. hey, giovanni. so the grant has gone straight on nappies, baby formula and paying the energy bills. you've never needed that help before. we both worked. we both worked, we never needed it. right now i felt bad for those who cannot afford this because how can you manage? it*s one of the things that can help. inflation is beginning to fall and the government say that will make life easier for people. but after two years of being squeezed, more people than ever are now depending on the safety net that this pot of money provides. in every classroom there will be somebody that*s drawing down something that*s connected to the household support fund, so it*s reach is massive. without it, thousands of children would be plunged even deeper into poverty. it will be catastrophic. the government say this fund will end, as benefits in the local housing allowance rise in april. but those delivering the help are desperate for the chancellor to change his mind in the coming days. colletta smith, bbc news. there will be "no option of a life on benefits" for young people under labour, according to its shadow work and pensions secretary, liz kendall. new figures show more than 850,000 people between the age of 16 and 24 were not in work, education or training in the last three months of last year. labour says it wants to cut that number. 0ur political correspondent peter saull is in westminster. tell us more about this message from labour. it has been well documented that britain has a problem with the sheer number of people who are not playing an active role in the economy right now. it*s an issue that will no doubt, up in the budget on wednesday and it is something that whoever is in power beyond the general election will have to tackle. today a keynote speech on the woman who wants to be the next work and pensions secretary, liz kendall, focusing particularly on young people, bringing up some of the things labour is already announced, a mental health support worker in every school, 1000 new career advisers, an extension too of the right to flexible working. but i think it is the language here that is particularly striking. these young people have a responsibility to take up these offers of help and training. it begs the question, what happens if they don*t. she said they would be chomping at the bit, but beyond that very little detail. i think this will lead to accusations of empty rhetoric. a conservative source said this lunchtime that actually labour in their view want to soften the sanctions regime. but labour making a clear attempt today to paint itself as the party of work as we look towards the general election. ., .., as we look towards the general emergency has been declared in the capital of haiti after two mass jailbreaks. armed gangs stormed the prisons — they freed nearly 4,000 inmates from the mainjail in port—au—prince, where at least a dozen people died. gang leaders say they want to force haiti*s prime minister to resign. he*s currently out of the country, on a visit to kenya. james landale has the latest. gunfire haiti has long been lawless and violent, but now the disorder has got even worse. in the capital, port—au—prince, over the weekend, people fled for their lives as what law and order there was broke down. powerful armed gangs already control much of the city, but yesterday they overran two prisons, freeing its estimated more than 4,000 inmates. eyewitnesses reported seeing bodies inside and around the prison compound. some stayed behind to avoid the shooting. translation: it was a very difficult situation last night. _ the riot in the prison put our lives at risk. we hid because there was a lot of firing. we were afraid for our lives. the government declared a state of emergency in the capital, with curfews in force until wednesday. but that may be hard to enforce. the gangs, which so often fight each other, seem to be acting together to oust the prime minister, ariel henry. he was in nairobi trying to persuade kenya to send him 1,000 police officers as part of a united nations force to try to keep the peace. he is thought to be back in haiti now. but a notorious gang leader, a former police officer known as barbecue, said the armed groups were united against the prime minister. translation: we ask - the haitian national police and the military to take responsibility and arrest ariel henry. once again, the population is not our enemy. the armed groups are not your enemy. haiti, the most populous country in the caribbean, was once a relatively stable democracy, but then came decades of dictatorship. i have been elected for president for life. the country was plunged into years of violence and blood—letting. in 2021, the president was assassinated, leaving a political vacuum. killing, rape and kidnap are widespread. promised elections have not been held and it seems the gangs are losing patience. haiti may be only two hours* flying time from miami, but analysts say it is close to becoming a failed state. james landale, bbc news. the time is 1:17. our top story this afternoon: three years after the murder of sarah everard, detectives speak of their shock when they discovered their suspect was a serving police officer. and still to come — britain*s number one, katie boulter, wins the biggest title of her career. and in sportsday in the next 15 minutes on bbc news, after wins for liverpool and manchester city at the weekend, arsenal will be looking to stay in touch with a win at bottom side sheffield united. there are growing concerns about the way artifical intelligence could be used to mislead voters ahead of this year*s us election. it*s emerged that some supporters of former us president donald trump are creating and sharing fake images of him with black people to encourage african americans to back him in november*s election. bbc panorama discovered dozens of the pictures, created using ai — there*s no evidence, though, they are directly linked to mrtrump*s campaign. 0ur disinformation and social media correspondent, marianna spring, reports. at first glance, this photo looks real. 0nly it*s not. it was generated using ai technology by this radio presenter and his team and shared with more than a million followers, attached to a story about black support for former president donald trump. i*m not a photojournalist. i*m not out there taking pictures of what*s really happening. i*m a storyteller. i*m not claiming it is accurate. i*m not saying, hey, look, donald trump was at this party with all of these african american voters, look how how much they love him. that wasn*t the story at all... it does give that impression, though. it does give that impression. if you didn*t know it wasn*t real, you*d think he*s at this party and he*s met all these people who support him, because it*s quite convincing. if anybody*s voting one way or another because of one photo they see on a facebook page, that*s a problem with that person, not with the post itself. i uncovered dozens more ai generated images of black voters like this, mainly featuring donald trump. while ai images ofjoe biden exist, it*s much harder to find ones which feature voters and target a particular demographic. whether biden or trump pictures, there*s no evidence they*re affiliated with either campaign. scary that it can be created. it's scary that somebody can push it out, but the part that scares us the most is when somebody in our community gets it, maybe an influencer, right? maybe a rapper. and then from there, it's viral and itjust takes on a life and a truth of its own. how important is the black vote? the black vote is is critical. it's going to be critical in this election coming up. it*s swing voters who are feeling disillusioned, like douglas in atlanta, georgia, who could be the target for this type of content. the democratic party only comes around to pander to the black vote only when re—election comes up. once they get re—elected, they forget about us for the next two to four years. he believed this image was real before i revealed it was faked. still, it had an effect. trump and biden are dinosaurs. if i had to lean my support towards either either one, which i don*t want to, in my opinion, the lesser of the two evils is donald trump. but i don*t believe in voting for the lesser of two evils, because at the end of the day, you*re still voting for evil. ai generated content can entrench existing bias and there are concerns about the influence posts like this could have, but they*re unlikely to swing a whole election. instead, they could further inflame tensions and divisions in what could be a fractious presidential race. marianna spring, bbc news. and you can see that panorama *trump: the sequel?* on bbc one at eight o*clock tonight and will also be available to bbc iplayer. george galloway has arrived at westminster to be sworn in as the new mp for rochdale. as he arrived at the houses of parliament, mr galloway, who*s the leader of the workers billion to help repair the damaged caused by its historic links to slavery. last year an investigation found that the church had invested large amounts of money in a company that transported slaves. our community affairs correspondent, adina campbell, is at lambeth palace. just tell us more about this report. this latest report has been described as humbling, shaming and transformative. it was put together by an independent oversight board appointed by the church commissioners to look at the lasting impact of slavery in one of the key recommendations in the report was to create this investment fund worth £1 billion, but today in a press conference the church of england confirmed it would be committing £100 million, something it pledged last year but critics say that as a drop of the ocean, it is too little, too late, considering the long lasting damage of slavery. but the report is being seen as highly significant. it is an example of one of the uk*s biggest and most well—known institutions fully acknowledging and accepting the role it played in the transatlantic slave trade. an interim report last year revealed that £700 million was invested by the church into a company which was responsible for transporting more than 30,000 slaves in an inhumane way, but today the church of england has said this new investment fund would be poured into black led businesses to help improve the outcomes for education, employment and health. the church of england has fully welcomed and accepted today*s reports. england has fully welcomed and accepted today's reports.-
