i think president biden wants that to happen, he is very pleased with the way the conversation went. those of us who were there thought it was a real move into a new moment, where people are ready to talk seriously, be candid, but to understand the value of bringing the united states and china closer into co—operation on any number of things, but particularly the co—operation that came out of military to military and fentanyl, but from my point of view on the climate issue, i think it was a huge step forward _ we are very positive about china deciding we feel very positive about china deciding to agree to take steps, and we have to take steps, everybody is going to work in the same direction, that's really important. the climate agreement says both countries will pursue efforts to triple renewable energy capacity globally by 2030. how will that be measured? the nature of multilateral negotiating, which brought us the paris agreement and subsequent efforts, doesn't lend itself easily or well to global enforcement. countries don't like that, they don't want that. what you have here is your word. and the scrutiny of the rest of the world for what you are doing. it is now possible to know with clarity, through satellite technology, where the methane leaks are, what the c02 footprint is. so we will be able to know, and i think general knowledge of who's reneging on their word, and measuring what's happening is going to be huge pressure on people all around the planet. but you know as well as i do, environmentalists and climate specialists say we have plenty of targets and not enough implementation. that's true and has been true for years. but the moment we had a mandatory structure, which we did in 1997, everybody said, wait a minute, we're not going to do that automatically if the other guy isn't doing it, so we ran into a problem. the paris agreement, we got beyond that problem, everybody agreed they would come up with their plan to put out publicly what their reduction levels would be, and that they would allow the self enforcement, if you will, of people's opinions about your country and your own political opinion at home... because people aren't going to like leaders who are promising clean air or clean water or promising to reduce deaths... but there is no penalty if it's not met? i think there's a domestic penalty that anybody pays if they are ignoring their citizens or killing them. so i think there is that kind of accountability, but we don't have a global police force. a whole bunch of people don't want that, you will never pass it at the un or elsewhere. turning now to the war in the middle east. the israeli military says it found a tunnel shaft on the grounds of al—shifa hospital in gaza. it released this video it says shows an operational tunnel shaft, and weapons in a nearby vehicle. the bbc has not yet been able to independently verify the footage, nor the location. israel claims hamas has an underground command headquarters beneath al—shifa hospital, something hamas has denied. during the idf�*s raid of the hospital, they also found the body of a hostage near the site. yehudit weiss was abducted by hamas during its attacks on october 7th. the israeli foreign ministry says she was a 65—year—old cancer patient, whose husband was killed in those attacks. her body was reportedly recovered at a building adjacent to the al—shifa hospital. israel has claimed — without providing evidence — that some of the 200—plus hostages were being held there. earlier, my colleague caitriona perry spoke with gershon baskin, middle east director of the international communities 0rganisation. baskin helped secure the release of captured israeli soldier gilad shalit in 2011. thanks indeed forjoining us. the news today coming from the idf that it has found the body of a female hostage. given the scale of the retaliation bombardment of israel on gaza, the widescale humanitarian crisis there, what do you see as the likelihood of finding all of the hostages still alive at this point? it's a very sad piece of news that they - piece of news that they retrieve the body of one of the hostages taken from a kibbutz on the israeli side of the border on october the 7th. we don't know the circumstances of her death. all we know is she was killed or she died after she was taken hostage. we have no idea whatsoever about the welfare of the 237 hostages left, according to the israeli count. hamas has said some have died in israeli bombings. we don't know if that is psychological warfare or real. we don't know if hamas is keeping them well. they have infants, young children, women, elderly people who need medication to survive on a daily basis. so we really don't know. it's not a good situation to be a hostage anywhere, any time, and it's not a good situation to be a hostage in a territory that is undergoing a war with bombing from the sky. gazais war with bombing from the sky. gaza is not a big place, as you know. has israeli intelligence been able in any way to pinpoint the location of some of the hostages?— pinpoint the location of some of the hostages? i think it is very clear. the prisoner deal in 2011, a senior hamas leader released in the deal. in every important speech he has made ben, he said he will empty the israeli prisons and free all palestinian prisoners. —— he has made since then. he might release some but he will hold on to tens of hostages defined by hamas as soldiers and police, and he will try to release 7000 palestinian prisoners held in israel, including 559 people who murdered israelis and another 130 terrorists captured in israel after october the 7th. i think they are calculating they will emerge victorious at the end of this war and still in control of gaza, and then conduct negotiations for the release of those prisoners. i think that's a very unlikely scenario that the leaders of hamas are going to be in power, probably even alive, at the end of the war. do you see the israeli priority is trying to quash hamas and the leaders that you mention or is the priority to rescue hostages above all else? well, they have _ hostages above all else? well, they have said _ hostages above all else? well, they have said the _ hostages above all else? well, they have said the priority - hostages above all else? well, they have said the priority is i they have said the priority is based of those missions. it's very difficult to do both of them. they are making every effort to rescue as many hostages as they can, through negotiated agreement. the negotiations are very intense and secretive at the highest levels, taking place in qatar and egypt. the people in charge of the negotiations from the israeli side are the top people of israel's national security establishment. the head of mossad, the head or shin bet, involved in these negotiations. the number of people in the know on the israeli side is very small. imagine the number of people making decisions in hamas, three orfour of people making decisions in hamas, three or four people, underground in gaza. we understand from president biden and other people that they are close to an agreement. i would venture to say they are probably close to an agreement. from what i've heard from some of the people who might be involved... but it's still very tricky and sensitive, negotiating life and death issues. even negotiating a ceasefire for five days is a life and death issue, because it will require israeli troops to redeploy into more protected areas because they could be sitting ducks if a ceasefire is declared and hamas doesn't follow it. there is no reason to believe hamas would. we are talking about the lives of children and women and elderly people, sick and wounded. there needs to be done, there is an urgency, the clock is ticking. every day that passes makes it more difficult to achieve positive results, and we saw from the retrieval of a dead hostage today, there might be others in that same condition. given what you have said there and your own experience of negotiating with hamas, do you see any scenario in which we might say negotiations on some kind of peace, into the future? not with hamas. there can be no peace with hamas, they've made that very clear. there was never really a chance of peace with hamas. there was a chance some years ago of a long—term ceasefire, but that's not possible. what has to come at the end of this war, and the narrative we need to build, and the ideology of sanctifying death that exists within hamas, and unfortunately too much amongst young palestinians, has to be replaced with the ideology that palestine is something you should live for. this requires the international community to make a new commitment to israeli—palestinian peace, to force a peace process in which israel will end its control and occupation over the palestinian people, and the palestinian people, and the palestinian people will have a chance of freedom. i want to hearfrom those countries that have been saying two state solution for 25 years, like the us, the uk and many others. we need to tell the people of palestine when they end this trauma and tragedy that they are living, that they have a hope for dignity, a life of peace and prosperity, a life where they can achieve what everyone in the world wants to achieve, that they can live like israelis. that we can all share the belief that we have the same right to the same rights. that is what needs to come after this war.— that is what needs to come after this war. thank you so much for — after this war. thank you so much forjoining _ after this war. thank you so much forjoining us. - around the world and across the uk. this is bbc news. let's look at some other stories making news. embattled new york republican congressman george santos says he won't run for re—election. it follows a damning report on his conduct from a us house ethics panel. it found mr santos "blatantly stole from his campaign" and exploited his position in congress for "his own personal financial profit". 0n social media, mr santos responded calling the report a "politicised smear". a man who attacked the husband of former us house speaker nancy pelosi with a hammer has been found guilty of assault and attempted kidnapping of a federal official. prosecutors argued he broke into the pelosis' san francisco home a year ago to target the former speaker, but instead assaulted her husband paul. mrs pelosi wasn't home. david depape could face up to 50 years in prison. fans of pandas in the united states are celebrating some other news out of apec. chinese president xi jinping has signaled china will send new pandas to the us. he appeared to suggest they would be sent to california. you're live with bbc news. returning to the israel—gaza war, earlier, i spoke with us senator chris coons about the conflict, and the us�*s role in the release of the hostages taken by hamas. senator, thank you so much forjoining but on bbc news. i know you have followed the fate of the hostages taken by hamas very closely. only four of more than 200 have been released. given the military operation moving ahead, every minute is crucial. is this process moving quick enough to get those hostages free? i had the chance yesterday to once again meet with the families of hostages being held by hamas, including americans, whose children, grandparents, siblings are still being held 40 days later by hamas. just behind me in the senate is a display of images of those being held. it's not moving fast enough for those families, it's not moving fast enough for the world. there needs to be more pressure on hamas to release these innocent civilians. i can't imagine what value there is to hamas in holding infants, little children, grandparents as hostages, folks who have been kidnapped, they haven't been able to visit the red cross. the world community isn't coming together to demand their release, so we in the united states are doing everything we can to press qatar, to push hamas to release the hostages, to support israeli leaders, to come to a compromise agreement that will release these hostages, and frankly to release their families from the living hell, not knowing whether their loved ones are alive or dead, their condition and when or if they will be released. the israeli military says it has evidence hamas was using gaza's largest hospital as a command centre, which hamas denies. presidentjoe biden said recently that hamas has committed war crimes. what do you make of the situation at the al—shifa hospital in gaza? well, there is a documented practice by hamas of shielding missiles and arms depots and tunnels underneath schools and hospitals. i can't speak to specific intelligence about the al—shifa hospital, and operations there in recent days, but what has been publicly reported is that the israelis are producing evidence of arms they recovered there. the body of a hostage found nearby. so this is a very difficult moment. the united states, our president has been pressing the israelis to be very precise, to be careful, because of the number of civilians sheltering at that hospital. but also to move quickly to release hostages if there are any beneath the hospital. and to take what action they must in order to ensure hamas is not using that hospital as a base of operations. this is a summary of what is so difficult about this campaign in gaza. israel has a right to defend itself and to go into gaza, to try to take out as many hamas terrorists as they can, but they also have an obligation to protect civilians, to not strike against critical infrastructure like hospitals, without being very careful. to give warnings to evacuate and routes to evacuate before they do so. a group of former world leaders, including former prime ministers and presidents, the former un secretary—general ban ki—moon, has called on president biden to set out a serious peace plan. what role would you see the white house play in a potential peace plan? president biden was direct, forceful and successful. right after the horrific attacks of october 7th. notjust in going to israel personally after october the 7th and embracing the israeli people and saying, we have your back. but in deterring further aggression from iran by deploying two aircraft carrier groups to the region. and saying after october 7th, everything has got to be different. the next step is for our president to lay out general guidelines about what must happen next. speaking on my own behalf, i would say it is important israel is clear they are not going to reoccupy gaza and they are willing to embrace a pathway towards peace which includes real steps towards a two state solution. we need regional arab allies and partners like egypt and jordan, and hopefully saudi arabia, finding a path forward towards securing gaza post—hamas and providing a real pathway towards an independent palestinian state that also has critical guarantees for israeli security. briefly if you don't mind, senator, you and your colleagues in the senate last night voted on a bill to provide short—term funding for the government until about january. that bill does not include any money for israel, there is no extra defence funding for ukraine. how concerned are you about that, and how confident are you that congress can pass an extra bill with more funding for those two conflicts? we avoided a government shutdown, that was the good news. i'm now concerned, we need to bear down to a conclusion a robust supplemental funding bill to meet the critical goals our president has laid out. sustaining funding for ukraine's fight for freedom against russian aggression for the coming year. contributing to israel's security. to humanitarian relief for ukrainians, palestinians in gaza and dozens of other countries that depend on american leadership to meet the growing global challenge of hunger. and investing in our indo—pacific partners, enabling them to push back against china and some of the ways in which they have become more assertive in that region. the supplemental president biden sent up did all of that, and border security as well. negotiating that resolution in the next two weeks is our challenge in the senate, and we have to move forward as soon as we come back from our thanksgiving recess. senator, thank you forjoining us. it's the moment fans of the crown have been waiting for. the sixth series which depicts the events of the late 1990s, including princess diana's death. charlotte gallagher reports. don't really understand how i ended up here... one of the most famous women in the world. ..and losing sight of myself in the process. one of the most defining moments in contemporary british history — the death of princess diana, and the cataclysmic effect on the royal family. what do people want from me? for you to be mother to the nation. this series of the crown recreates events many will remember. do you know anything about it? the intense tabloid frenzy and diana's relationship with dodi al fayed are the focus of the first episodes. he said to me, every survivor has a date, the day they stepped on the landmine. and i said, mine was the 29th ofjuly, 1981, my wedding. i couldn't have done it without khalid, who plays dodi. i think the two of us just held each other through that. you just have to keep in the front of your mind the responsibility you feel to tell the story. the crown is obviously a drama not a documentary. but historians say it's lacking accuracy. what happened in private, we have no accounts for because they were very private moments. so they have to take liberties in terms of how did charles break the news to william and harry. we don't know what the queen was like in those moments. we don't know what she said to prince philip. so they will take artistic license. this final series depicts the drama and emotion that consumed a country, a family, and left a legacy that's still felt today. this is going to be the biggest thing that any of us has ever seen. charlotte gallagher, bbc news. hello there. it's a very mixed picture of weather across the uk on thursday and the rain and the winds will return along with the milder feeling air over the weekend. but on friday, it's looking largely dry. a few showers out towards the west, plenty of sunshine around. temperatures now close to the seasonal average. so we're between weather systems on friday. these fronts clear into the north sea. this is the weekend's weather, a deep area of low pressure approaching from the southwest, we'll be seeing that by the time we get to the end of the day. but most of the day, it's certainly looking dry. the early cloud will clear away into the north sea a few showers across north west england, the isle of man down through wales and possibly the south west of england. and here it will cloud over, also northern ireland as we head towards the end of the afternoon. but plenty of sunshine around, temperatures close to the seasonal average, generally eight to 13 degrees. but still that cold air lingers across northeastern areas of scotland. as we head through friday night and into saturday morning, that wet, windy weather spreads in from the southwest, brisk southeasterly winds, spells of heavy rain, the temperatures rising unusually through the night. so this is how we're set to start off saturday morning, between 12 and 14 degrees celsius out towards the south of england. the rain gradually clears its way eastwards, so it will turn a lot drier across much of england and wales, eastern scotland. as we head through the afternoon, some showers further west. temperatures very mild, rising to 15 or 16 degrees celsius in the south, ten to 13 degrees celsius further north. now, that deep area of low pressure is still spinning its way eastwards as we head through sunday. the focus of the rain on sunday will tend to be towards the north. so across northern england and much of north—west scotland, also northern ireland seeing some hefty showers at times, a few showers out towards western wales perhaps. further south across much of england and wales is dry. but here we'll see some very blustery winds, gusts of 40 to 50 miles an hour. temperatures perhaps just that little bit lower. now, as we head through sunday night, the area of low pressure starts to clear away, but it does leave a legacy of showers. still, the milder air hangs on for part of monday, but you can see we draw down more of a northerly wind. so the temperatures are set to turn cooler as we head through into the start of next week. a drop in temperature, turning more settled, too, as we head into the middle of the week for most of us. bye for now. welcome to hardtalk from washington, dc. i'm stephen sackur. this place is roughly 6,000 miles from gaza, but the aftershocks of the deadly israel—hamas war are being felt right here. joe biden says he has israel's back. but as the palestinian death toll mounts, so too do the president's political difficulties. he is now under enormous pressure in the middle east and in ukraine, too, to show what american leadership really means. my guest today is democratic party senator and loyal biden ally chris coons. is president biden capable of rising to the challenge?
