power outages at the al—shifa hospital in northern gaza mean that dozens of premature babies and 45 kidney patients needed dialysis cannot be treated. the idf now says it is working to transfer incubators. ongoing fighting in the area has continued as israel says hamas has built command centres underneath hospitals and insist it is not targeting the medical facilities themselves. expressing his concern on monday, president biden said hospitals must be protected. meanwhile, the un says it will run out of fuel in gaza as soon as tutor, making it impossible to distribute aid to the more than 2 million people in the street. the hamas run health ministry says more than 11,000 people have been killed in gaza since israel begun its strike on october seven when 1200 people were killed and more than 200 taken hostage. our senior international correspondent orla guerin has more and this report contains scenes that you may find it distressing. war is closing in, and they are running out of time. these premature babies at al—shifa hospital, fighting for life without incubators. since these pictures were taken at the weekend, several babies have died at the hospital, according to health ministry officials. the hospital grounds already look like a war zone. palestinians say this is the aftermath of a recent israeli air strike. israel denies targeting the hospital. but the us president joe biden has intervened, saying al—shifa must be protected and he hopes there will be less intrusive action. crammed inside, along with 600 patients, about 2,000 people who have sought refuge. israel says it has opened a safe evacuation corridor. a source in the hospital told the bbc that's totally untrue. translation: there are bullets everywhere, - especially near the windows. so nobody inside the hospital can move. some people left through the corridor they are talking about. but the men were taken. only the women escaped. one man was shot. when we tried to reach him, they fired at us. he was shot again in the chest and he died. israel claims that hamas hides beneath al—shifa and operates a command centre below ground. hamas denies this and so do doctors at the hospital. this is rantisi hospital in the basement, in the building i've shown you... tonight, the israeli army issued video which it claimed is concrete proof that hamas is entrenched in hospitals in gaza, in this case the al—rantitsi children's hospital. these are explosives, this is a vest with explosives. it is a body vest. a woman's clothes and a rope. the idf spokesman daniel hagari said there were indications that israeli hostages were held here. i was thinking, when i was there, about babies, hostages babies, israeli hostages babies, women, children. this is hamas, barbaric, barbaric terror organisation. this is hamas using hospitals as a human shield. as terror machines. there has been no independent access to the basement, the bbc cannot verify any of the army's claims. this was the picture at another gaza hospital today, in khan younis in the south. children who witnesses say were bombed in their own homes. there is growing concern internationally about how israel the idf released a video that claims to show the basement under the al—rantisi hospital is a hamas control centre. nick beake has more on those claims. they said they would use hospitals as a key part of their operation and over the course of ten minutes we were shown various videos, maps and also photographs. this is the al—rantisi hospital which has now been cleared of patients and basically the israeli forces were saying there was lots of evidence that notjust hamas had been using this as a shield but also that the hostages were there. they pointed to the fact there was a piece of rope next to a chair. they said that there was also a ventilation shaft that had been created, also a makeshift toilet. they said these were signs that people were held there. also there was a video that appeared to show some curtains and when the curtains were drawn back, there were no windows on the suggestion was this was some way hamas could have been filming, which would have been filming, which would have obscured the true location of this particular place. it is worth pointing out the bbc has no way of verifying what was displayed today but this is certainly one of their israel defence there can be a resumption of cooperation encounter narcotics, our law enforcement agencies in order to deal with the fentanyl crisis in the united states. chemical precursors are going from china to mexico and end up as fentanyl in the united states and it is what of the biggest killers of americans today. so those are two very important outcomes and we may see an announcement of cooperation on climate. the us and china used to co—operate on climate. we are in the run—up now to the cop 28 and i think it would be good for the international community of the united states and china could work together on this issue. but i want to circle back, it is not lost on anyone, this meeting is taking place in san francisco, perhaps wannabe regions in the world that is leading the way on al development. that is also a technology the us does not want china to get a hold of. so how much of that becomes an obstacle to this more friendly dialogue that you anticipate? china's capabilities in artificial intelligence are already quite advanced, as i understand it. really, the question for the united states and china is whether we could begin to agree on and notjust bilaterally but with other countries, some of the rules that would guide the use of artificial intelligence. but one think the white house is interested in is the possibility of an understanding between our presidents that al would not be used in nuclear command and control. so, in other words, we would always have a human in the decision—making loop if nuclear weapons were ever god forbid to be used. but this is about talking to try to avoid any potential military conflicts and to make sure the relationship is more perhaps want of more like a cold war mentality? , idon�*t want of more like a cold war mentality? , i don't think the biden administration's vision is for a cold war but the reality is that we do have a very contentious, fractious relationship. there is a great deal of intense competition. some people call it a cold war, others are not comfortable with that terminology. but there is certainly intense competition and the biden administration is determined to try to manage southern edge of this hook where we saw a swathe of very strong winds across parts of northern ireland, north wales and north—west england. in fact, it looks like blackpool may have seen its strongest wind gust in nearly ten years. there was quite a lot of rain around as well. storm debi now clearing eastwards, but further frontal systems following from the west. it does stay quite unsettled. and one band of heavy, perhaps thundery rain and squally winds clipping close to the south of england and the channel islands as we go through the morning. it could be some quite intense downpours in places with some very gusty winds. that wet and blustery weather then tending to clear eastwards through the morning. further north, a band of cloud and rain across parts of northern england, up into scotland. that making some northward progress through the day. although the far north of mainland scotland and especially orkney and shetland holding onto some sunshine. and then through the afternoon much of northern ireland, england and wales will see a mix of sunny spells and hefty showers. still quite blustery for some of us, highs of 8 to 14 degrees. during tuesday night we'll see further showers or longer spells of rain. i think the wettest of the weather will be found across some central parts of scotland. temperature—wise, generally between 5 and 8 degrees. so we'll start wednesday morning with cloud and some outbreaks of rain across parts of northern ireland, north wales, northern england, southern and central parts of scotland. and some of that rain will continue through the day. but elsewhere, actually quite a lot of dry weather and some spells of sunshine, not too many showers. the winds easing just a touch and temperatures again between 8 and 13, maybe 14 degrees. now, thursday's weather chart is quite a complex one, one weather system trying to approach from the southwest, another one a little bit further north. there's some uncertainty about which of these will win out and end up on top of the uk for thursday. but either way, we're expecting some outbreaks of rain to push eastwards. it may be that we have some quite strong and blustery winds. temperatures again generally between 8 and 13 degrees. and an early look at the weekend weather, it does look quite unsettled. there'll be showers or longer spells of rain. low pressure firmly in charge, it could
