north sea are set to be awarded annually, under plans to be laid out by the british government. under plans to be laid out that under plans to be laid out will be tomorrow. there is currently no fixed period between licensing rounds — but this would change under a bill to be announced in tuesday's king's speech. ministers said projects would have to meet net zero targets and claimed the policy would "bolster energy security". but greenpeace said encouraging oil and gas production was "backward—facing" and it's vowed to fight new licences in court. what is at stake? michael tholen, is director of sustainability and policy at 0ffshore energies uk — an industry body. i asked him why it is necessary to award these contracts anually rather than stick to the present system. i think what the government is trying to do is to answer the need we have the growth providing energy security and actually helping to bridge the transition to low carbon energy in years to come. i suppose the challenge is keeping an eye on net zero commitments. those will be closely tied to the awarding of those licenses. greenpeace says this is not enough, it is backward looking, investing in oil and gas projects at all. the government says it is about energy security, we know that all too well. indeed. by developing resources, in the north sea that we still have, certainly it helps support the uk. it will ensure that that gas produced is some of the cleanest round the world, we can see about the importance that we have, then it will help us meet our carbon needs and help us on only towards net zero. british steel is planning to shut down its blast furnace in scunthorpe, putting up to 2,000 jobs at risk. the business, owned by a chinese firm, wants to replace the furnace with two electric arc furnaces — one at scunthorpe and one at teesside. the construction is expected to take between two and three years, and is part of the it's push to transform into "a green and sustainable compa ny". a little earlier, our business editor simonjack explained the reasoning behind the closure and the challenges of running blast furnaces. they are carbon energy and labour intensive. the plan is to shut those two and open two electric arc furnaces. use electricity, work at lower temperatures, less carbon intensive and less labour intensive. the company and the uk government say this will put the uk's steel industry on a greener and more financially sustainable footing. these plants are actually losing money. however, unions are worried about the labour intensive bit of it, and they think that in the fullness of time, the head count at british steel would go from something like 4000 to possibly around 2000, and they want to scrutinise these plans in detail. in addition, the unions warn that if they close these blast furnaces, along with plans by another steel—maker, tata, in south wales to close their blast furnaces, the uk will lose its ability to create new virgin steel and rely on imports of that, critical in some functions to other countries such as india, china and elsewhere. and they say that would be a strategic mistake. that was our business editor there. one of the year, but this year it was 100 times worse. i was peering out my window, and i was seeing fireworks going across, up and down the street, so they were actually firing them at each other as well. it was just a nightmare. in the same edinburgh street, a national campaign to prevent bonfire attacks on emergency crews was launched two weeks ago. the warnings were clearly ignored. what happened last night, i've never seen anything like it in my whole life. i lived in niddrie, and i grew up in niddrie, and that would never have been then. the trouble started last night as darkness started to fall. police say that initially fireworks were being thrown at buildings and at passing cars. it was when officers in riot gear arrived that things escalated. police believe it was violence carried out by young people but orchestrated by adults. we've clear evidence of adults egging children on, providing them with weapons, with fireworks and other items, and coordinating their attacks on police, and that's unacceptable. eight officers were injured on a night where trouble sparked in other parts of scotland, prompting calls from some to ban the public sale of fireworks. the first minister says those responsible for the disorder should feel the full force of the law. the bottom line for people in niddrie is that what's meant to be a night of celebration has been anything but. steven godden, associate with medical research. but there are mobile units like this cropping up all over the country in supermarket car parks, where participants of our future health come to enrol. you can take a seatjust here. like jaap, who's 45 and originally from the netherlands. so, we're going to do some assessments today. we've got two blood pressure readings to do. i'll check your heart rate, see if it's regular or not... he's one of a million participants so far. by 2028, the target is five million adults. each will be offered feedback regarding their risk factors for major diseases. my parents have got heart - issues, so i want to make sure that i don't have them. and if i have something, i can. make sure my children are well prepared for their future. many of the first volunteers had undiagnosed health issues. more than half had high cholesterol, including people which were quite young, and about 25% of people had uncontrolled hypertension, which should be really easily treated. so we are actually quite concerned that there is quite a large amount of ill health in the population that could be very easily managed. our future health will have ten times the number of participants as another long—standing research project called uk biobank, which is tracking the health of half a million adults. is it gillian? yeah. do you want to follow me through? gillian, who's 67, has now signed up to both and is wearing a heart monitor for a study. ijust think, going forward, for the future health of our children, our grandchildren and for everyone, it's a good thing. i've also signed up to our future health. it's open to anyone in the uk over 18. you'll need to fill out an online questionnaire and roll up your sleeve. so, it'sjust going to be a little scratch, 0k? yeah, sure. my blood test, and all the data collected across 5 million participants, will enable scientists to explore the complex relationship between genetics, lifestyle and environment, and how each affects our health. don't expect breakthroughs overnight, but in the years ahead as the data and the participants mature. fergus walsh, bbc news. we will now catch up with the weather. good afternoon. the northern lights lit up the sky behind me in bradford yesterday evening, but they were seen from northern scotland right the way down to kent. quite unusual for that far south. lots of sunshine as well has followed today after the chilly start as well. we had a touch of frost in eastern scotland, but the showers are pestering northern western parts of scotland coming into the central belt, passing over the pennines, coming across northern ireland and one or two elsewhere as well. but temperatures for the time of year around par, 11 to 13 or 14 degrees celsius. but they will dip away overnight despite those showers, as you can see, continuing even into the central belt of scotland where we see the clearer skies here. we'll see touch of frost, probably some mist and fog as well. and it'll be slightly chillier further south, particularly across eastern areas. further west, likely to keep a bit more breeze and a few more showers, which takes us into another day of sunny spells and showers tomorrow. for tuesday, yes, there'll be some frost and some fog to get rid of, particularly in the north. but as the day goes, a little ridge of high pressure will tend to ease the shower activity across northern ireland and western areas as well. so perhaps a few more showers further east tomorrow, less further west and probably not as heavy. and temperatures very similar to those of today, spot the difference really. then as we go through tomorrow night, however, temperatures will start to drop away as we go through the evening time and there will be a touch of frost across northern and eastern areas. but through the second part of the night, this rain sweeps in strengthening winds. and it looks like we will have quite a wet start to our wednesday, particularly across mainland parts, further west across northern ireland, the bulk of the rain having cleared by midnight, 20 to 30 millimetres for most. so again, given that the ground is saturated, we've had so much rain during october, of course, it was record breakingly wet in some areas. we are expecting that there could be some further issues. we'lljust keep an eye on that. showers follow and temperatures, as you can see on wednesday, a little bit down, 9 to 13 degrees celsius because we pull in slight north westerly behind that weather system. and then it's a westerly showery weather picture as we go into thursday and friday, slightly chillier, as you can see, across the northern half of the country. temperatures dipping away so cool and showery with temperatures just a degree of
