the field is located 80 miles west of shetland, and is thought to contain 500 million barrels of oil, which makes it the uk's largest untapped oil field. but the plan has faced widespread criticism. last month 50 mps and peers — from all major parties — raised concerns the oil field could produce 200m tonnes of carbon dioxide. craig macmahon is senior vice president for research at the energy consultancy wood mackenzie. i asked him what this means for the uk as an oil producer. the scale of rosebank in a uk perspective is not insignificant. on a global perspective, it's much, much smaller. so at peak production levels, maybe in about 2027, 2028, we would expect production between maybe 60,000 and 70,000 barrels per day. if you put that into perspective, i mean, currently oil demand sits at 101 million barrels per day on the global scale. so that is to say that rosebank will ultimately contribute significantly less than 0.1% of supply. from the uk perspective, though, it's slightly different. production has been declining. i guess, as we all know, currently sits round about 760,000 barrels per day. so rosebank on a uk perspective would probably contribute about 8% of overall production. there's also been criticism that much of this oil will be exported, as it were, at least at first, it will go offshore. the uk maybe might not benefit as we would hope. i think the first thing to say there is that that's not clear. uk refineries would be an option for rosebank crude. the type of oil is compatible with our refineries in the uk, but i think it is fair to say that crude from the uk is routinely exported, often to other refineries in north west europe. but i think the key point is that regardless of rosebank, the uk will remain a net importer of hydrocarbons going forward. it's really the dynamic between the import and export of crude and petroleum products that really shifts. and obviously the more crude that we produce, then that balance moves a little bit more in the uk's favour. the other thing i think to say is just the more you can increase domestic supply, the more control and overall security you will have within these shores. so do you think as well, i mean, the question of energy security has been on everyone's minds for a while now after what happened with russia and ukraine. there will be more of these decisions, potentially more of these projects coming down the line now as western countries try and get a bit more security over their energy. it's certainly possible. i mean, the uk is far from an outlier in this perspective. so we have seen a number of of projects sanctioned across the world in 2023. even the perspective of rosebank is actually pretty small. again, it's only about 8% of the hydrocarbons which have been sanctioned this year. elsewhere in the uk there are other development candidates. cambo is one which has been discussed and many occasions and i guess there will be more scrutiny and more attention on what the outlook is for those particular developments going forward. to america, and washington has restricted imports from three more chinese companies. it's part of an effort to eliminate goods from the us for illegal drugs. the facility is backed by the scottish government, as a way to tackle the country's drugs deaths crisis. the pilot scheme will be based at a health centre in the east end of glasgow. trained health professionals will supervise people as they take their own drugs. our scotland editor james cook has more. this clinic in the east end of glasgow will soon be home to a new approach to tackling drug addiction. just now, it provides a small number of long—term users with prescribed pharmaceutical heroin. but when it expands to include a consumption room, many more people could be injecting their own drugs here. these are very slightly tilted, not visibly to the eye. this allows the nurse to be able to give the patients some space and some privacy and admitted dignity while they're having their injection. this is used at present for people who have heroin prescribed to them by the nhs as part of their treatment. but is this pretty much similar to what a consumption room would look like? absolutely, it will be very similar. this is an attempt to tackle a scottish national emergency, the worst death rate from drugs in europe. the doctor in charge says the pilot project will help. they can use those drugs under the supervision of trained professional staff who can respond to any adverse events that arise, but also support those service users in the harms that they are experiencing in relation to their drug use, and support them to engage with other treatment care services that they may need. what kind of drugs could they use? we anticipate the vast majority of people who use this service will be wanting to inject heroin and cocaine. there are dozens of other drug consumption rooms around the world. this one is in portugal. but for the moment at least, technical challenges and scottish anti—smoking laws mean the glasgow facility will not include an inhalation room. there are concerns here in the east end of glasgow about what the consumption room will mean for the community. but officials behind the project say it will be better than the current situation. they say between 400 and 500 people are regularly injecting drugs in public in glasgow. although the uk government opposes the plan, it's not trying to stop it, after scotland's senior law officer said it would not be in the public interest to prosecute people for possession of illegal drugs inside the facility. but critics say the scottish government has its priorities wrong. let's be perfectly clear — there are no safe ways to take drugs. what i would like to see would be a balance of investment. and whilst this is a worthwhile investment, a proposed 2.3 million a year, i have to make the point that we are only spending half a million a year on rehab in glasgow that helps people get off drugs and helps them to get well. but supporters of the glasgow pilot say they have studied the experience of other nations, including portugal, and they insist a similar facility in scotland will save lives. james cook, bbc news, glasgow. going straight back to our main story because more detail is emerging from senior american officials about the release of travis king, the age of 25 —— 24. 50% of his mental health problems arise before the age of 14. unlike physical health problems, which happen in people who are in their middle age, when a person develops a mental mental health problems in the way that we prioritise physical health problems. we have to leave it there but thank you so much for your time. it is a really important story. now it's time for a look at the weather. good afternoon. this was the calm before the storm because agnes is well and truly bearing down across the united kingdom and ireland. the signature swirl of cloud around that deepened area of low pressure, which is not only bringing heavy rain, but gale force, if not severe gale force winds, as it tracks its way north and east. this is where we expect the potentially destructive winds with gusts up to 50 mph inland — enough to bring down some power lines and the odd tree. in extremities, we could see gusts of 70 or 75 mph over coastal areas and the hills. that, combined with the heavy rain, particularly for scotland and northern ireland, giving some disruption and hazardous conditions. away from southern and eastern areas it is a tale of two seasons today. it will feel quite summer—like i should imagine, and warm in the south and east, but wetter weather further north and west, with heavy showers across western parts of england, and wales. 22 or 23 celsius in the sunshine. staying largely fine and dry in orkney and shetland, but then this evening the rain and wind picks up across scotland. so a warm or milder night than last night with so much wind and cloud around. and still quite a bit of cloud tomorrow morning but it should lift and clear, and we will see some sunshine materialising. quite a lot of dry weather for central and eastern parts but another weather front is moving in from the west. giving some sunshine, although not as warm as today, we will still reach the high teens, and possibly 20 across the south—east. still feeling pleasant. but then the weather fronts converge during the evening and overnight with heavy, thundery showers and brisk winds around those showers across southern areas. by friday morning it finally clears away, leaving sunny spells and showers in scotland and northern ireland, but a good deal of dry and bright weather on friday to end the working week. as we move into the weekend, more wet weather on the way. it is all about storm agnes at the moment. more detail on the website, including the weather warnings, but do take care with those gales and heavy rain. live from london — this is bbc news. north
