ramaphosa, said it was a tragedy. our correspondent in johannesburg, pumza fihlani, sent this report. piercing screams as a fire rages through a building in the heart ofjohannesburg. home to hundreds, residents have described the horror of people clamouring to get to the nearest exit as smoke filled the building's narrow corridors. many were not that lucky. the actual fire escape was closed, so there was a lot of people, you know, a lot of people with smoke, people were suffocated, a lot of people died because of the smoke, because there was a lot of pressure, some of the gates were closed. as bodies are pulled out of the gutted building onto the street, grief sets in for some of the survivors. the reality of their loss sinking in. many of those who have died are said to be burnt beyond recognition. hours later, and the flames are finally out. this has now become a recovery operation, emergency workers have said. officials have told the bbc that it is unlikely that any more survivors will be found. they still do not know the cause of the fire. since this is a hijacked or abandoned building, there might be two options here. it might be an illegal connection or overheating devices they are using, because we are told that at the time when the fire started, they didn't have electricity. residents in the building were living in squalid and crowded conditions, described by authorities as an informal settlement with partitions. the building was condemned, declared unsafe by its owners, the city ofjohannesburg, but had been taken over by property gangs who rent out buildings to scores of people per room. this one was home to working—class migrants from neighbouring countries as well as south africans from poorer provinces who came tojohannesburg in search of better economic prospects. buildings like this, stay away from them, remove yourselves from them. and also, on the part of government itself, the justice system is also failing us. when we identify the hijackers, we want them to be prosecuted. somewhere along the line they are being let loose. the investigation into the fire is in its early stages, but this story is only going to get worse for those affected, left without a home or any belongings. left waiting for news on friends and family as the number of fatalities increases. a resident who managed to escape to give us this account of damaged properties in florida, in the wake of hurricane idalia. officials have warned it could take time to reach remote areas in the south—eastern us state, with routes blocked by high water or downed trees. efforts are being made to reconnect hundreds of thousands of people without power. idalia, now a tropical storm, is moving into the atlantic, after crossing georgia and south carolina. in florida, some people are returning to their homes, assuming those homes still exist. cristian bernavides of cbs news gave us this update a short while ago. take a look right behind me, and this used to be an inn right here on cedar key. the first cottage was completely decimated by the storm surge that came in. this is a small town, just about 700 full—time residents living here. of course, it depends on tourism and people coming to these inns and motels to spend a weekend at the beach. that is not happening any time soon. in fact, there is a roadblock by police, only people that have business being here are actually allowed into cedar key. now, the owner of this business is vowing to rebuild. i think it's important to compare what happened last year with hurricane ian and some of the destruction we saw there. if you think about these both being major hurricanes, and where they hit, we had an area that was not so which is where hurricane idalia went through, and then we had a heavily populated area, which is where hurricane ian went through, and we saw sort of the loss of life that we had with ian, we had not seen so far that it is anything close to that with idalia. so two things. you have a less populated area. you also have the fact that that was so fresh in the minds of floridians, those images from fort myers beach, when the storm surge came rolling in. a lot of people here remembered that, and you sort of hope that people heeded those warnings and that is why we are not seeing huge loss of life. cristian, what are the stories of people you have been talking to who have been affected by this? well, one big thing that is happening here is, there has been concern about contaminated fuel. in fact, about 29 gas stations along this region are thought to have had unleaded fuel that was potentially mixed with diesel, and so that is now further compounded by the fact that we had a hurricane, and when is the gas going to be delivered? now, we haven't heard of any specific stories of people unable to get around because of it, but it has been on the minds of floridians now. there are published reports about what some people have lived through, particularly here in cedar key. about 100 people of those 700 full—time residents, officials say, remained here through the storm. there is the story of a woman in the new york times who said that she rode it out because her son did not want to leave, her adult son did not want to leave cedar key, and she says it is something she just wishes she had not done. and you hear those stories over and over again, you know, i wish i had not stayed through that on these barrier islands. but i think what is important to also put into perspective here is that these storms, you know that they are... when the forecast is set, they wobble, and so folks may think, "oh, look, the eye is not necessarily coming through here, "it will not necessarily be that bad." and then at the very end, the storm wobbles, and actually makes landfall in those communities, and that is sort of weather disconnect comes in, where floridians, some of them may think, look, you know, "this doesn't appear "to be coming near me," but that is exactly what happened last year with ian. the track initially for ian was closer to tampa, and then it made a last—minute wobble and we saw how it devastated communities there. on this occasion, we saw idalia also wobble, put towards areas that are not heavily populated for the most part. we are expecting governor ron desantis to bring us up—to—date on the situation after idalia travelled across the state, wreaking, as you heard there, havoc across the state. governor desantis is one of the frontrunners for president —— republican nominee for president. he will be keen to show himself, and has been very vocal and very much seen by people in florida and across the united states. we will keep an eye on that, and bring you that press conference as and when it happens. across the uk, this is bbc news. let's look at some other stories making news. the former conservative mp antoinette sandbach has asked to be removed from an academic�*s research that connects her to a slave—owning ancestor. malik al nasir named ms sandbach as a descendant of samuel sandbach, a liverpool merchant who had a stake in plantations in the west indies, in a 2021 video. she argues the links are not in the public interest. sandwich chain pret—a—manger has been fined £800,000 after a member of staff was trapped in a walk—in freezer at one of its london shops for 2.5 hours. the woman was treated for mutual aid. all the linemen that we have come tens of thousands, they are here still. they have been released, and they're going to be working on particularly that area to get people back. there are parts of it that are 100% out, like in taylor county, so that is priority number one to start getting those reconnected. some of that stuff may require more than just connecting the power lines. if you have real significant structural damage, if there is damage to a substation that requires a little bit more, kevin will properly provide a bit of an update on that. the reality is we have a lot of people on the ground, and this is a big priority. also a priority has been clearing impacted roadways. the florida department of transportation is clear that the vast majority of impacted roadways. allstate bridges, including the cedar key bridge have been cleared, and that happened within 12 hours of landfall. we really appreciate them doing that. the 15 mile stretch of i10 that was closed yesterday in madison county was cleared and reopened last night, and so that is opened today going forward. we have requested from the federal government a major disaster declaration for all 25 counties that fell under the hurricane warning. this will allow us to start the pre—removal, and will provide funding for individual assistance, which include shelter and temporary housing for impacted individuals. schools, we are going to have 30 of the 52 districts that closed during the 52 districts that closed during the storm open today, and an additional eight will be open tomorrow. our commissioner of education is working with those big bend to counties to get them back up and thatis that is ron desantis, talking about the clean—up operation, and in particular getting people electricity back to their homes, and as you just heard there, getting schools back up and running. now, some breaking news for you from wales, where two teenagers were killed in an e—bike crash in being chased by police. cctv captured the two boys being followed by a police van in elee — in the welsh capital. now a police officer, who had previously been served a gross misconduct notice — is being criminally investigated for dangerous driving. development in that story that we have been talking about on bbc news. our wales correspondent hywel griffith is in cardiff. this investigation was taken up by the independent office for police complaints, after it was alleged that police had chased these teenagers minutes before their death in may. the two boys, who were 16 and 15, were on an electric bike that crashed in their home neighbourhood, and residents there were immediately angry and suspicious of the police action. cctv footage later emerged showing thatjust cctv footage later hundreds ofjobs will be lost after a bid for the entirety of the collapsed company fell through. the only potential bidder, which had said it would protect all 12,500 employees and 400 wilko sites, but back to the here and now, low pressure continues to bring a lot more cloud outbreaks of rain for southern and western areas courtesy of these weather fronts. so the heaviest of the rain will be through the channel, particularly later on this evening and overnight. so this is how it's looking for the rest of today. northern ireland, much of wales, central and southern england will see thicker cloud outbreaks of rain, but large parts of scotland, northeast and east england will stay dry with some good sunny spells here. variable cloud up to 21 degrees in the east with some sunshine. generally, the mid—teens further south and west where we have the rain now this evening of overnight could see an area of thundery rain move through the channel certainly for the channel islands. scraping along the south coast further north would be rather cloudy. outbreaks of light and patchy rain, quite a mild, muggy night to come in the south, a little bit fresher across scotland where we have clear skies for friday. then we have that weather front lying across southern scotland, northern ireland, northern england, to the north of it, sunnier with one or two showers and an improving picture for the rest of england and wales. we should see the sunshine emerging into the afternoon. some good sunny spells around and just one or two showers. the odd heavier one. i'm feeling warmer, temperatures, 24 or 25 degrees, it will be warming up. and then as we head into next week, high pressure continues to bring a lot of dry, and settled weather, particularly towards southern and western thompson. let's start in china, where the latest economic data out shows the country's manufacturing activity contracted for a fifth straight month. the official manufacturing purchasing managers' index rose slightly to 49.7 in august, which was slightly higher than many analysts were expecting. but, that figure is still below 50 which signals contraction. it's safe to say, the much anticipated post—covid rebound has not materialised yet. there are also worries about the indebted property sector. today, moody's downgraded chinese property giant country garden again — the firm faces a crucial vote to avoid defaulting on a bond repayment.
