the bbc has been told that the first 50 people will be moved to a barge docked off the south coast of england later today. the barge is called the bibby stockholm — and it will be used to house up to 500 men while they await the outcome of their asylum applications. campaigners have expressed concern about the conditions on board, but the government insists the vessel is safe — and that it will help reduce the cost of placing migrants in hotels. dan johnson reports. government sources have suggested the first asylum seekers will be moved due to portland today to go on board the bibby stockholm, the accommodation barge that has been more cheer for the last few weeks will so far been emptied, there have been delays because of concerns about fire safety, other health and safety issues that occurred and had to be dealt with, but now sources are suggesting that everything is ready. and we know some asylum seekers have received letters telling them that they will be on the move today. so far no movement, we've not seen anyone leaving hotels are arriving here at the port. it is not actually possible to see the board from this position, but we have a cameras in other spots that should see if someone does manage to get aboard today. the government is under pressure to make this work. it has made a priority of putting a tougher line in place on immigration and stopping migrants crossing the channel on small boats. those dangerous journeys that have cost lives. this is part of the solution. reducing the hotel bill for housing asylum seekers, which currently runs at around £6 million a day, but there have been issues, there have been challenges, delays and controversy. it is hugely controversial, there have been protests here in portland against this and the impact it may have on the community and public services here on this island. there has been wider opposition about the sort of conditions that these asylum seekers face. a big test now of whether the government can actually deliver on its promises, plans and rhetoric and make this workable. the uk government has also said it will triple fines against employers and landlords who allow legal migrants work for them around rent their properties. firms who are found to have repeatedly employed illegal migrants could face fines of up to £60,000 per breach. the home office says opportunities for illegal working and renting are significant pull factors for illegal migration. immigration minister robertjenrick said the move would help to deter the dangerous channel crossings. 0ur chief political correspondent nick eardley has more. the government's argument is that it's a significant part of the business models that help bring people to the uk on small boats. they are making a pretty big thing today of saying we think that cracking down on people working illegally or living in accommodation illegally will have an impact. so the two things the government are seeing today is one, yes, we will increase those fine significantly, to say to employers and landlords if you have someone illegally working for you are living in your accommodation then you could face financial ruin. the government also saying it is going to increase enforcement of these fines and make sure it is cracking down as much as possible on people who are breaking the law. so i think it's part of a wider messaging, we were talking earlier about the bibby stockholm and the government's plans to house some asylum seekers on barges. saying they willl throw the book at this issue and everything we can to reduce the amount of people coming into the uk and the big question is what impact will it have and will it fulfil rishi sunak�*s promise to stop the small boats? the world cup, we are into the given rare access to the facility. the delicate task of protecting the nation's health. this is one of the laboratories at porton down, where scientists are analysing current threats — new variants of covid, for example — and trying to identify new ones. inside these purpose—built labs, more than 200 scientists working for the uk health security agency are helping to develop and test vaccines against a range of diseases. it's vital work to keep us all safe. we've got, in many respects, the toughestjob in the world, which is to protect health against infectious diseases and environmental hazards and it is tough because we know the risks of new and emerging infections, including those of pandemic potential, is increasing. we maintain a constant state of vigilance but what we also do here in our laboratories is the research to understand those threats. as and when they arrive, we are able to control them rapidly and effectively, before they have the kind of enormous impact on our lives that covid—19 did. for decades, scientists at porton down have been involved in medical research, as well as the work on chemical and biological warfare for which the centre is perhaps better known. file: the first apparatus in the world for growing antibiotics continuously. but the coronavirus pandemic presented a new and urgent challenge. during the pandemic, laboratories like this one played an absolutely vital role in assessing how effective the vaccines were in combating the coronavirus, and that work continues today. but as well as monitoring how effective existing vaccines are against new covid variants, the new vaccine development and evaluation centre is looking at emerging threats for which no vaccine yet exists. one of those is crimean—congo haemorrhagic fever, a virus that is spread by the bite of an infected tick and is fatal in about 30% of cases. a serious outbreak occurred in afghanistan in 2017 but the disease is widespread across africa, asia, the middle east and the balkans. changes to climate and the way we live mean viruses like this one could find a way to the uk. but equally, the next pandemic could be caused by a virus that has yet to be identified — what experts call disease x. well, covid, of course, is not a one—off. it's a pathogen that's arisen, but in a rising tide of risk. so, we have climate change, we've got mosquitoes, we've got ticks, we've got different habitats, we've got urbanisation with closeness between animals and humans, so this unit here is designed to try and get ahead of that curve, to identify the pathogens that may an inquest due to begin today into the death of a 27—year—old man. his family believe was linked to mould in their privately rented home. luke brooks died from respiratory problems last year. the case will be heard by the same coroner who investigated the death of two—year—old awaab ishak, who died due to mould exposure in 2020. 0ur north of england correspondent, fiona trott, reports. he had nine years of disrepair, they believe, and constant leaks. second leak. you can see it's going down the walls. i was stood here, i was doing sandwiches for my son. next minute, i felt the drip and the next minute i got a shower. every time they go in the shower, that leaks. that's dangerous, that. i'm frightened of one of them getting electrocuted up there. there's wires there. what has the landlord done about it? nothing. "i'll get it sorted." everything's knackered in here. waste of space, man. this is luke's room. where was the mould? all around the windows. it's ridiculous. it's freezing cold. when mould forms across here, my mind starts racing and then i start thinking about him and ijust can't stop crying. he was my rock, my best mate. beautiful lad. why couldn't they just sort it out? why couldn't they just fix it? i'd have looked after it. nine years of hell we've had, nine years of hell. surviving the cold. surviving this, surviving that. it shouldn't be about surviving. i've not had a life, me and my husband, or my family. it's just been this house. "what are we going to do? what can... how can we do...? get out of here. what can we do?" you know what i mean? i've tried. this all feels quite familiar because the hearing into luke's death is being held by the same coroner and in the same court as the awaab ishak inquest, the little toddler who died from mould exposure in his home. and at that inquest, we heard there was concern about this automatic assumption that in houses like these across the uk, it's tenants and their lifestyles that are to blame. and patsy and jimmy have told us they did everything. they said they even used mould treatment themselves. they played their part, they say, and they want this inquest to find out if their landlords and other authorities played their part, too. we've approached the landlord for comment but haven't yet had a response. meanwhile, both the department for levelling up housing and communities and 0ldham council expressed their deepest condolences and said they were unable to manet who has been appointed prime minister by cambodia's king. hun sen made the announcement days after a landslide election victory. it ends his decades—long reign. analysts say stability was established — but democracy was stifled — under his rule. 0ur south east asia correspondent jonathan head sent this update. hun sen's eldest son hun manet is now the new prime minister, although he has to go before parliament to have his new government confirmed in the next couple of weeks but that is a formality as well because the ruling party, which is very much hun sen's own vehicle, completely dominates parliament after an election in which the main opposition was actually banned from contesting it. so the new prime minister is a much younger face, a different generation, little—known — has been very prominent in the cambodian army and western educated, unlike his father, who came up through the crucible of a revolution, a very different background, but not tested in politics. has really only been active in politics in the last year so nobody knows what kind of prime minister he is going to be but i think the hope is that this a gradual transition and does not create any dramatic changes and that hun sen's son gets a chance to bed down. it is a difficult thing to do, hun sen has so dominated the country in these last 38 years, come to almost personalise politics, sits at the centre of a web of complex alliances with other powerfulfigures, all of whom are ambitious, and has very skilfully played one off against the other, bought them off as well. the bbc has been told that the first 50 people will be moved to a barge docked off the south coast of england later today. the barge is called the bibby stockholm — and it will be used to house up to 500 men while they await the outcome of their asylum applications. campaigners have expressed concern about the conditions on board, but the government insists the vessel is safe — and that it will help reduce the cost of placing migrants in hotels. dan johnson reports. government sources have suggested the first asylum seekers will be moved due to portland today to go on board the bibby stockholm, the accommodation barge that has been more cheer for the last few weeks will so far been emptied, there have been delays because of concerns about fire safety, other health and safety issues that occurred and had to be dealt with, but now sources are suggesting that everything is ready. and we know some asylum seekers have received letters telling them that they will be on the move today. so far no movement, we've not seen anyone leaving hotels are arriving here at the port. it is not actually possible to see the board from this position, but we have a cameras in other spots that should see if someone does manage to get aboard today. the government is under pressure to make this work. it has made a priority of putting a tougher line in place on immigration and stopping migrants crossing the channel on small boats. those dangerous journeys that have cost lives. this is part of the solution. reducing the hotel bill for housing asylum seekers, which currently runs at around £6 million a day, but there have been issues, there have been challenges, delays and controversy. it is hugely controversial, there have been protests here in portland against this and the impact it may have on the community and public services here on this island. there has been wider opposition about the sort of conditions that these asylum seekers face. a big test now of whether the government can actually deliver on its promises, plans and rhetoric and make this workable. the uk government has also said it will triple fines against employers and landlords who allow legal migrants work for them around rent their properties. firms who are found to have repeatedly employed illegal migrants could face fines of up to £60,000 per breach. the home office says opportunities for illegal working and renting are significant pull factors for illegal migration. immigration minister robertjenrick said the move would help to deter the dangerous channel crossings. 0ur chief political correspondent nick eardley has more. the government's argument is that it's a significant part of the business models that help bring people to the uk on small boats. they are making a pretty big thing today of saying we think that cracking down on people working illegally or living in accommodation illegally will have an impact. so the two things the government are seeing today is one, yes, we will increase those fine significantly, to say to employers and landlords if you have someone illegally working for you are living in your accommodation then you could face financial ruin. the government also saying it is going to increase enforcement of these fines and make sure it is cracking down as much as possible on people who are breaking the law. so i think it's part of a wider messaging, we were talking earlier about the bibby stockholm and the government's plans to house some asylum seekers on barges. saying they willl throw the book at this issue and everything we can to reduce the amount of people coming into the uk and the big question is what impact will it have and will it fulfil rishi sunak�*s promise to stop the small boats? the world cup, we are into the covid, for example — and trying to identify new ones. inside these purpose—built labs, more than 200 scientists working for the uk health security agency are helping to develop and test vaccines against a range of diseases. it's vital work to keep us all safe. we've got, in many respects, the toughestjob in the world, which is to protect health against infectious diseases and environmental hazards and it is tough because we know the risks of new and emerging infections, including those of pandemic potential, is increasing. we maintain a constant state of vigilance but what we also do here in our laboratories is the research to understand those threats. as and when they arrive, we are able to control them rapidly and effectively, before they have the kind of enormous impact on our lives that covid—19 did. for decades, scientists at porton down have been involved in medical research, as well as the work on chemical and biological warfare for which the centre is perhaps better known. file: the first apparatus in the world for growing antibiotics continuously. but the coronavirus pandemic presented a new and urgent challenge. during the pandemic, laboratories like this one played an absolutely vital role in assessing how effective the vaccines were in combating the coronavirus, and that work continues today. but as well as monitoring how effective existing vaccines are against new covid variants, the new vaccine development and evaluation centre is looking at emerging threats for which no vaccine yet exists. one of those is crimean—congo haemorrhagic fever, a virus that is spread by the bite of an infected tick and is fatal in about 30% of cases. a serious outbreak occurred in afghanistan in 2017 but the disease is widespread across africa, asia, the middle east and the balkans. changes to climate and the way we live mean viruses like this one could find a way to the uk. but equally, the next pandemic could be caused by a virus that has yet to be identified — what experts call disease x. well, covid, of course, is not a one—off. it's a pathogen that's arisen, but in a rising tide of risk. so, we have climate change, we've got mosquitoes, we've got ticks, we've got different habitats, we've got urbanisation with closeness between animals and humans, so this unit here is designed to try and get ahead of that curve, to identify the pathogens that may an inquest due to begin today into the death of a 27—year—old man. his family believe was linked to mould in their privately rented home. luke brooks died from respiratory problems last year. the case will be heard by the same coroner who investigated the death of two—year—old awaab ishak, who died due to mould exposure in 2020. 0ur north of england correspondent, fiona trott, reports. he had plans. he's never going to experience love. he's never going to have children. i've got a great grandchild on the way and he's not going to see it. we've shouted from the top of the mountain, haven't we? nothing. nobody�*s helped us — no—one. what is life like for you at the moment? oh, god. nightmare. absolute nightmare. afraid of the house they were living in. shouldn't be doing that. it's all wet. we first visited jimmy and patsy about three months ago. it's where luke died. they believe all this killed him. it started, he said, "mum, my chest feels a bit bit sore." i said, "right," i said, "we'll keep an eye on it." and he progressively got worse, to the point where he could hardly breathe. two days after, dead, gone. mould was everywhere, it was even on their clothes. caused by nine years of disrepair, they believe, and constant leaks. second leak. you can see it's going down the walls. i was stood here, i was doing sandwiches for my son. next minute, i felt the drip and the next minute i got a shower. every time they go in the shower, that leaks. that's dangerous, that. i'm frightened of one of them getting electrocuted up there. there's wires there. what has the landlord done about it? nothing. "i'll get it sorted." everything's knackered in here. waste of space, man. this is luke's room. where was the mould? all around the windows. it's ridiculous. it's freezing cold. when mould forms across here, my mind starts racing and then i start thinking about him and ijust can't stop crying. he was my rock, my best mate. beautiful lad. why couldn't they just sort it out? why couldn't they just fix it? i'd have looked after it. nine years of hell we've had, nine years of hell. surviving the cold. surviving this, surviving that. it shouldn't be about surviving. i've not had a life, me and my husband, or my family. it's just been this house. "what are we going to do? what can... how can we do...? get out of here. what can we do?" you know what i mean? i've tried. this all feels quite familiar because the hearing into luke's death is being held by the same coroner and in the same court as the awaab ishak inquest, the little toddler who died from mould exposure in his home. and at that inquest, we heard there was concern about this automatic assumption that in houses like these across the uk, it's tenants and their lifestyles that are to blame. and patsy and jimmy have told us they did everything. they said they even used mould treatment themselves. they played their part, they say, and they want this inquest to find out if their landlords and other authorities played their part, too. we've approached the landlord for comment but haven't yet had a response. meanwhile, both the department for levelling up housing and communities and 0ldham council expressed their deepest condolences and said they were unable to discuss the case until the inquest was over. jimmy and patsy have now moved. hi, patsy, how are you doing? all right. oh, wow. it's very different, isn't it? it's warm and it even smells different. manet who has been appointed prime minister by cambodia's king. hun sen made the announcement days after a landslide election victory. it ends his decades—long reign. analysts say stability was established — but democracy was stifled — under his rule. 0ur south east asia correspondent jonathan head sent this update. hun sen's eldest son hun manet is now the new prime minister, although he has to go before parliament to have his new government confirmed in the next couple of weeks but that is a formality as well because the ruling party, which is very much hun sen's own vehicle, completely dominates parliament after an election in which the main opposition was actually banned from contesting it. so the new prime minister is a much younger face, a different generation, little—known — has been very prominent in the cambodian army and western educated, unlike his father, who came up through the crucible of a revolution, a very different background, but not tested in politics. has really only been active in politics in the last year so nobody knows what kind of prime minister he is going to be but i think the hope is that this a gradual transition and does not create any dramatic changes and that hun sen's son gets a chance to bed down. it is a difficult thing to do, hun sen has so dominated the country in these last 38 years, come to almost personalise politics, sits at the centre of a web of complex alliances with other powerfulfigures, all of whom are ambitious, and has very skilfully played one off against the other, bought them off as well. further eastwards, break up later in the day but for some largely dry day with sunshine, a few showers in the far north—east where it will also be windy. through the evening, the rain continues to
