ruin the script. a warm welcome. let's start here in the uk, where the latest travel rule changes have been described by the travel industry as a "hammer blow", with the business travel association warning livelihoods could be "devastated". over the weekend, downing street announced new rules due to a rise in travel—linked omicron cases. from 0a:00 gmt on tuesday travellers aged 12 and over will be required to show proof of a negative pcr or lateral flow test taken no earlier than 48 hours before departure. and nigeria will be added to the travel red list of countries from monday, which means uk or irish nationals returning from the country must quarantine in a hotel for ten days. so what do these new rules mean for the travel industry and travellers? joining me now is paul charles, who's the ceo of the pc agency. paul was also a former director at virgin atlantic. i know that your agency represents a huge number of the travel industry and you know what will happen with the laws but we have been inundated with requests from travellers out there wanting to know what the new rules mean for them. first auestion new rules mean for them. first question for — new rules mean for them. first question for you, _ new rules mean for them. first question for you, has - new rules mean for them. first question for you, has the - question for you, has the government given any guidance on whether travellers can conduct a remote test now? they can conduct a remote test as long as it is not one provided by the nhs that is not a publicly funded test. the government does what you to pay for your test through the private sector and many people pay for them in advance before leaving the uk to travel overseas. they take those tests with them and they usually organise a video interview which takes a few minutes while they are doing the test and their certificate can be with them in maybe 30 minutes. it is an efficient system although you do pay a little more for a video interview. you can do that and it does make it easier for some who cannot reach a pharmacy or cannot reach a medicalfacility, to have their pcr or antigen test taken. precisely that. what if you are stuck in a remote location like the maldives or somewhere or some remote island. but i think you've already answered.- you've already answered. those facilities are _ you've already answered. those facilities are often _ you've already answered. those facilities are often offered - you've already answered. those facilities are often offered in - facilities are often offered in resorts like the maldives. they know they need to be done so they have set up facilities. there are parts of the world where it could be a sunday and you need to test result on that day and you cannot get a test so you there were then forced to doing it. but equally that relies on having good wi—fi internet connection and that is not always possible either. always worth asking your hotel first at any rate. can you perform an nhs lateral flow test from your holiday location?— test from your holiday location? ., ., , location? you cannot. it is clear the _ location? you cannot. it is clear the government - location? you cannot. it is clear the government in i location? you cannot. it is. clear the government in the location? you cannot. it is - clear the government in the uk that you cannot use an nhs test. these are meant purely for taking within the uk itself there is nothing stopped in —— stopping you from taking it abroad and taking them on a buy daily basis to check that you are not infectious you cannot use them to then use on your passenger locator form and that is the key. everybody coming into the uk whether for business or leisure has to fill in a passenger locator form online and within that form you have to put a reference number for the test you have purchased from a private test provider. if you use an nhs one you do not get a reference number and you do not get a certificate to prove that you have done your test. {iii prove that you have done your test. . ., , prove that you have done your test. u, , . prove that you have done your test. . ., , . , prove that you have done your test. , ., , , ., test. of course, a big question from lots _ test. of course, a big question from lots of — test. of course, a big question from lots of people, _ test. of course, a big question from lots of people, paul, - from lots of people, paul, about pricing involved in all of this and that is what concerns the travel industry. an added layer of cost for travellers. what is the price involved in these new tests and will be more expensive than a regular pcr test? test costs have been rising because one of the problems is that there has not been much regulation or oversight by the government of the test providers. they have clamped down a little bit since summer in reducing cost but there is no guarantee that test providers have listened and brought down their cost across the board. sadly, as the government says, there are still wild west tactics and place it with some providers who simply have not reduced the cost and it is a major failing of the government that they have not introduced a regulator to oversee these costs. for have not introduced a regulator to oversee these costs.- to oversee these costs. for a family of— to oversee these costs. for a family of four _ to oversee these costs. for a family of four you _ to oversee these costs. for a family of four you could - to oversee these costs. for a | family of four you could easily look until extra 50— £80 per person, another £300 on the cost of your holiday. and just think of the layers of the complexity of cost. you have to pay for a test to come into the uk, you have to pay for a day two arrival test which can be taken at any point before the end of day two, you can take that when you land in the uk or arrive in the uk. and then you may have to do a further test if you are found positive on your day two test. at that particular test will be paid for, a pcr test will be paid for, a pcr test will be paid for by the government is the third test needed. in some cases, if you are not vaccinated you do have to take a day eight test and pay for that yourself. potentially you could be looking at three lost that meant lots of tests so it is understandable why it is so expensive. is understandable why it is so exoensive-— is understandable why it is so expensive. thank you for that clear and _ expensive. thank you for that clear and practical— clear and practical information, answering some of our viewer questions. many thanks. another country imposing travel restrictions is the united states. president biden has unveiled strict covid rules as a handful of omicron cases were confirmed. from today international travellers to the united states including americans must take a covid test no more than one day before travel, regardless of vaccination status. joining me live nile is martin olcott, the director of trade consultancy. thank you forjoining me here. what does this mean for european us travel? it what does this mean for european us travel? it is early da s at european us travel? it is early days at the — european us travel? it is early days at the moment _ european us travel? it is early days at the moment but - european us travel? it is early days at the moment but what | european us travel? it is early i days at the moment but what we are not seeing a large numbers of cancellation from our clients and that is good news. on the leisure side people are so desperate to travel and there are many people who have rolled over bookings up to four times and just want to get away. so if they can still travel they will despite the additional hassle we have just learnt about. our concern is that all of these announcements renew terms in different countries moving in different ways across the world is uncertainty that it breeds. to be honest, in europe, it is not a peak booking period right now but from boxing day onwards things go nuts and travel companies rely on having a strong january to provide them with their cash flow and commitment for the year ahead. so we really hope that we will see more positive news on omicron and the severity of omicron and the severity of omicron and the severity of omicron and hopefully that will lead to slightly more rational approach of the government. slightly different i think for business. i slightly different i think for business. ., slightly different i think for business-— slightly different i to hope not. _ these measures have? you really have to hope not. there - these measures have? you really have to hope not. there is - have to hope not. there is messaging coming out from the world health organization that travel bans are ineffective and so testing and vaccines are more effective measure. we hope what we have in place in the moment will be enough. i think the problem is that you have all of the countries acting independently when what we need is co—ordination. generally speaking, travel is complex. we just heard from paul earlier about the testing side of things with each country having its own passenger locator forms, vaccine certificate requirements et cetera. so what we see is that these measures are pushing people back towards using travel professionals and travel agents, just because of that level of complexity. on the flipside, travel agents have to work a lot harder because the time between making your booking and travel, that is to be an exciting beautiful period just before your holiday when everyone was getting into the holiday spirit and it is nowjust the holiday spirit and it is now just super stressful and provokes anxiety. so those professionals do a greatjob of calming the nerves but we hear things like traditionally you may only need to interact with customer one at times but now it can be up to five times per booking. those professionals are worth it but it does come at an enormous operational cost. 3 at an enormous operational cost. * ., ., at an enormous operational cost. ., ., . ., cost. a lot of handholding then reuuired cost. a italy is tightening its rules for those who have not been vaccinated. since august, italians have needed a covid "green pass" to access train stations, cinemas and restaurants. but from today those activities will be restricted to those who have been vaccinated or recently recovered from covid. governments across europe have been scrambling to tighten covid—i9 restrictions amid record—breaking numbers of infections. so how are the latest restrictions hitting business across europe? joining me now is ben butters who's the ceo of eurochambers. good to talk to you. what impact will the latest restrictions in italy have on your members? thank you for the invitation. it does not help. businesses have learned to adapt. they have learned to adapt. they have become quite nimble over the last few months as these new measures have been introduced, rolled back and reintroduce. we ran a survey and the basis for that was that companies were expecting measures to be eventually rolled back over the coming weeks and months and because of that most companies were optimistic about 2022. since the survey came out, new restrictions have come out and businesses are worried that this instability and uncertainty and undermined the recovery next year. what about the wider picture across the eu — many countries are bringing in more restrictions — how is that hitting business? yes, indeed, it is something companies have got used to over the last few months to an extent and for example remote biking and hybrid working is no longer considered a restraint but part of the new normal. —— remote working. but they have bigger concerns and perhaps longer lasting concerns about things like energy prices, raw material costs, skill shortages and they will need to be handled if the recovery is going to gain traction and these rolling back or reintroducing restrictions it really does not help them to prepared to deal with those big problems so we want some parity and of course governments have to respond to new variants and you developments into the pandemic but nonetheless it is not helping with the recovery which is so important to our economy and stability. ursula von der leyen has said european union countries should consider mandatory vaccination to combat covid and the omicron variant — is that likely to happen? it is happening at national level in some countries already, as we have seen in austria. in germany it is under way and several other member states. these issues are decided at national level. president ursula von der leyen cannot impose them. but we still have many europeans not vaccinated and that is seemingly slowing down our efforts to revive the economy and get back on our feet but ultimately it is up to the national governments to make those decisions. population about the need to take it seriously. all of these stories on our website. you can reach me on twitter. stay watching. still lots to come. hello there. it was cold over the weekend. some areas saw quite a bit of rain and we had some snow over northern hills. similar story as we start the new week. we've got a frontal system working its way in from the atlantic. that's going to bring another round of rain and hill snow. you can see it here showing up on that pressure chart. it will be very wet across northern ireland, parts of scotland, western england and wales to start this morning. quite quickly, though, it will brighten up across northern ireland with sunshine and showers. but this band of rain will continue its journey eastwards through the day, eventually crossing most of england. we'll see some snow over the pennines as well. there could be a bit of a hang back of the rain for east anglia in the far south—east, otherwise it brightens up for many of us with some good spells of sunshine. most of the showers will be in the north and the west, some of these heavy and frequent, and there will be some wintriness over the high ground. a cold day to come — we could see nine or ten degrees in the far south—west. it stays breezy with blustery showers, wintry on the hills through monday night. then it turns a little bit drier, but clear and cold for many of us. and then in the south—west, we start to see an area of wet and very windy weather pushing up across ireland and then into irish sea coasts. now, it's all tied in with this — the second named storm of the season — named storm barra by the irish met service because it's ireland that will see the biggest impacts from this storm through the course of tuesday. but across the rest of the uk, we'll see gusts widely 50mph, more than that near exposed coasts in the south and the west. that, mixed in with the heavy rain and also some hill snow, is likely to cause some disruption, even some damage. so, it starts very wet, very windy indeed across western areas — damaging gusts of wind. this area of rain pushes eastwards into the cold air, so likely to see some significant snow over the pennines, certainly across the scottish hills. and some of this rain, really, will be quite heavy, so a pretty atrocious—looking day, i think, for tuesday. stay tuned to the forecast — details may change. as we move out of tuesday into wednesday, storm barra begins to weaken and it sits across the uk, we think, as it does weaken. still be quite a windy day, i think, on wednesday — not as windy as tuesday, but a blustery one nonetheless with showers or longer spells of rain. these will be wintry over the higher ground as the air*s still cold, and we'll see gales across south—western areas, too, and it's going to feel chilly — those temperatures in single digits across the board. good morning, welcome to breakfast with dan walker and sally nugent. our headlines today. a national review has been launched into the death of 6—year—old arthur labinjo—hughes. the education secretary prepares to set out the details to parliament. recreational drug users could lose their driving licences and passports under new government plans to tackle narcotics abuse. a student from hampshire speaks from her hospital bed after surviving a crocodile attack in zambia. you just think, how do i get out of the situation? and your brain just goes into overdrive and you just think how to get out. iam one i am one of europe's largest lorry parks

ruin the script. a warm welcome. let's start here in the uk, where the latest travel rule changes have been described by the travel industry as a "hammer blow", with the business travel association warning livelihoods could be "devastated". over the weekend, downing street announced new rules due to a rise in travel—linked omicron cases. from 0a:00 gmt on tuesday travellers aged 12 and over will be required to show proof of a negative pcr or lateral flow test taken no earlier than 48 hours before departure. and nigeria will be added to the travel red list of countries from monday, which means uk or irish nationals returning from the country must quarantine in a hotel for ten days. so what do these new rules mean for the travel industry and travellers? joining me now is paul charles, who's the ceo of the pc agency. paul was also a former director at virgin atlantic. i know that your agency represents a huge number of the travel industry and you know what will happen with the laws but we have been inundated with requests from travellers out there wanting to know what the new rules mean for them. first auestion new rules mean for them. first question for — new rules mean for them. you can do that and it does make it easier for some who cannot reach a pharmacy or cannot reach a medicalfacility, to have their pcr or antigen test taken. precisely that. what if you are stuck in a them to then use on your passenger locator form and that is the key. everybody coming into the uk whether for business or leisure has to fill in a passenger locator form online and within that form you have to put a reference number for the test you have purchased from a private test provider. if you use an nhs one you do not get a reference number and you do not get a certificate to prove that these new tests and will be more expensive than a regular pcr test? test costs have been rising because one of the problems is that there has not been much regulation or oversight by the government of the test providers. they have clamped down a little bit since summer in reducing cost but there is no guarantee that test providers have listened and brought down their cost across the board. sadly, as the government says, there are still wild west tactics and place it with some providers who simply have not reduced the cost and it is a major failing of the government that they have not introduced a regulator to oversee these costs. for have not introduced a regulator to oversee these costs.- to oversee these costs. for a family of— to oversee these costs. for a family of four _ to which can be taken at any point before the end of day two, you can take that when you land in the uk or arrive in the uk. and then you may have to do a further test if you are found positive on your day two test. at that particular test will be paid for, a pcr test will be paid for, a pcr test will be paid for by the government is the third test needed. in some cases, if you are not vaccinated are so desperate to travel and there are many people who have rolled over bookings up to four times and just want to get away. so if they can still travel they will despite the additional hassle we have just learnt about. our concern is that all of these announcements renew terms in different countries moving in different ways across the world is uncertainty that it breeds. to be honest, in europe, it is not a peak booking period right now but from boxing day onwards things go nuts and travel companies rely on having a strong january to provide them with their cash flow and commitment for the year ahead. so we really hope that we will see more positive news on omicron and the severity of omicron and the severity of omicron and the severity of omicron and hopefully that will lead to health organization that travel bans are ineffective and so testing and vaccines are more effective measure. we hope what we have in place in the moment will be enough. i think the problem is that you have all of the countries acting independently when what we need is co—ordination. generally speaking, travel is complex. we just heard from paul earlier about the testing side of things with each country having its own passenger locator forms, vaccine certificate requirements et cetera. so what we see is that these measures are pushing people back towards using travel professionals and travel agents, just because of that level of complexity. on the flipside, travel agents have to work a lot harder because the time between making your booking and travel, that is to be an exciting beautiful period just before your holiday when everyone was getting into the holiday spirit and it is nowjust the holiday spirit and it is now just super stressful and provokes anxiety. so those professionals numbers of infections. so how are the latest restrictions hitting business across europe? joining me now is ben butters who's the ceo of eurochambers. good to talk to you. what impact will the latest restrictions in italy have on your members? thank you for the invitation. it does not help. businesses have learned to adapt. they have learned to adapt. they have become quite nimble over the last few months as these new measures have been introduced, rolled back and reintroduce. we ran a survey and the basis for that was that companies were expecting measures to be eventually rolled back over the coming weeks and months and because of that most companies were optimistic about 2022. since the survey came out, new restrictions have come out and businesses are worried that this instability and uncertainty and undermined the recovery next year. what about the wider picture across the eu — many countries are bringing in more restrictions — how is that hitting business? yes, indeed, it is something companies have got used to over the last few months to an extent and for example remote biking and hybrid working is no longer considered a restraint but part of the new normal. —— remote working. but they have bigger concerns and perhaps longer lasting concerns about things like energy prices, raw material costs, skill shortages and they will need to be handled if the recovery is going to gain traction and these rolling back or reintroducing restrictions it really does not help them to prepared to deal with those big problems so we want some parity and of course governments have to respond to new variants and you developments into the pandemic but nonetheless it is not helping with the recovery which is so important to our economy and stability. ursula von der leyen has we have seen in austria. in germany it is under way and several other member states. these issues are decided at national level. president ursula von der leyen cannot impose them. but we still have areas saw quite a bit of rain and we had some snow over northern hills. similar story as we start the new week. we've got a frontal system working its way in from the atlantic. that's going to bring another round of rain and hill snow. you can see it here showing up on that pressure chart. it will be very wet across northern ireland, parts of scotland, western england and wales to start this morning. quite quickly, though, it will brighten up across northern ireland with sunshine and showers. but this band of rain will continue its journey eastwards through the day, eventually crossing most of england. we'll see some snow over the pennines as well. there could be a bit of a hang back of the rain for east anglia in the far south—east, otherwise it brightens up for many of us with some good spells of sunshine. most of the showers will be in the north and the west, some of these heavy and frequent, and there will be some wintriness over the high ground. a cold day to come — we could see nine or ten degrees in the far south—west. it stays breezy with blustery showers, wintry on the hills through monday night. then it turns a little bit drier, but clear and cold for many of us. and then in the south—west, we start to see an area of wet and very windy weather pushing up across ireland and then into irish sea coasts. now, it's all tied in with this — the second named storm of the season — named storm barra by the irish met service because it's ireland that will see the biggest impacts from this storm through the course of tuesday. but across the rest of the uk, we'll see gusts widely 50mph, more than that near exposed coasts in the south and the west. that, mixed in with the heavy rain and also some hill snow, is likely to cause some disruption, even some damage. so, it starts very wet, very windy indeed across western areas — damaging gusts of wind. this area of rain pushes eastwards into the cold air, so likely to see some significant snow over the pennines, certainly across the scottish hills. and some of this rain, really, will be quite heavy, so a pretty atrocious—looking day, i think, for tuesday. stay tuned to the forecast — details may change. as we move out of tuesday into wednesday, storm barra begins to weaken and it sits across the uk, we think, as it does weaken. still be quite a windy day, i think, on wednesday — not as windy as tuesday, but a blustery one nonetheless with showers or longer spells of rain. these will be wintry over the higher ground as the air*s still cold, and we'll see gales across south—western areas, too, and it's going to feel chilly — those temperatures in single digits across the board. good morning, welcome to breakfast with dan walker and sally nugent. our headlines today. a national review has been
