geoffrey cox — the latest conservative mp at the centre of a storm about second jobs — says he doesn't believe he's broken any rules and he'll cooperate fully with an inquiry. and the supermodel bella hadid opens up about the impact of social media on her mental health. we'll talk to a leading uk mental health expert about this. the united nations has published the first draught of an agreement from the cop26 summit. it calls for stronger carbon cutting targets by end of 2022. and encourages richer countries to scale up support for poorer nations. the document will now have to be negotiated by countries attending the talks. and it's likely to go through further draughts. also, in the last hour the chinese climate envoy has announced a climate cooperation deal with the us. we'll come back to that later. first, here's the uk prime minister borisjohnson. we need to be more ambitious and we need more credible plans for implementation. we have to bridge the gap between where we are and where we need to be if we are going to cut emissions in half by 2030. and we need to pull out all the stops if we are going to do what we came here to do, and that's keep 1.5 alive and to make paris the success that the world needed to be. a notable absentee from the climate summit, has been china's president xi. but in the past hour china's climate envoy announced the launch of an enhanced climate action plan with us. we — action plan with us. we action plan with us. have had around 30 virtual meetings we have had around 30 virtual meetings and to make face—to—face meetings _ meetings and to make face—to—face meetings in china as well as meeting each other_ meetings in china as well as meeting each other both in london and glasgow _ each other both in london and glasgow. the reason for us working together— glasgow. the reason for us working together is— glasgow. the reason for us working together is we both see the challenge of climate change is existential and a severe one. we need _ existential and a severe one. we need to— existential and a severe one. we need to work actively to address climate — need to work actively to address climate change as the two major powers — climate change as the two major powers in — climate change as the two major powers in the world china and the united _ powers in the world china and the united states to take our due responsibilities, work together and work with— responsibilities, work together and work with other parties in the spirit — work with other parties in the spirit of— work with other parties in the spirit of solidarity and cooperation. us climate envoyjohn kerry is giving a press conference what president biden wanted to do and what president xi jinping wanted you and us were together and solve this weather is not necessarily a clear path today. and i am convinced that that is the better road to pursue. and it is clear in there. i think we have, let mejust pursue. and it is clear in there. i think we have, let me just check on this... leslie, financialtimes. this... leslie, financial times. this this... leslie, financialtimes. this morning we saw the covered tents— this morning we saw the covered tents published by the presidency, one cp_ tents published by the presidency, one cp 26— tents published by the presidency, one cp 26 and cmh will 23. including language _ one cp 26 and cmh will 23. including language etc during the phase out of coal, language etc during the phase out of coat. the _ language etc during the phase out of coal, the end of fossil fuel subsidies. are you, what would you like to— subsidies. are you, what would you like to see — subsidies. are you, what would you like to see changed in this covert text or— like to see changed in this covert text or do — like to see changed in this covert text or do you think it is perfect the way— text or do you think it is perfect the way it— text or do you think it is perfect the way it is?— text or do you think it is perfect the wa it is? (tx this tweet is from the head of greenpeace international. the uk prime minister borisjohnson — acknowledged there was still work to do. the world has heard leaders from every country, continent stand here and acknowledge the need for action. and the world will find it absolutely incomprehensible if we fail to deliver that. and the backlash from people will be immense and it will be long—lasting. and frankly we will deserve their criticism and their opprobrium. lets get the analysis on the draft agremenet from our science editor david shukman , i started by asking him if the text fell short of expectations. very much so. if you think the starting point for this whole process is trying to bridge the gap between what the science says is needed, and the reality of what countries around the world are actually doing, the scientist have speued actually doing, the scientist have spelled out with incredible clarity. to avoid the most dangerous rises in global temperatures the world has to cut in half the emissions of carbon dioxide by 2030. the latest assessments says those emissions are projected to rise over that time, over the next nine years byjust short of 14%. that's where you have this enormous gap between what is required and what is happening. and i think people were hoping at the start of this process that might be a new sense of momentum, and there certainly has been some energy. we have had like—minded groups in countries coming forward with pledges to do all kinds of things like limit deforestation, cut methane, cut the use of coal. but they only go so far. the only heavy lifting that requires global agreement with other big players. that's what we have not seen just yet. so the chance of a surprise breakthrough in the next coming hours, but at the together in this way. the next one is for egypt this way. the next one is for egypt this time next year. his talk of the next one already possibly in the gulf, may be to buy or even south korea. it is a rolling programme. and i think people who are veterans of this process know that by and large each cop and almost certainly including this one, if they are going to make progress that progress is incremental. we very rarely get a make a breakthrough. i mean, that kind of happened with the paris cop in 2015 leading to the paris agreement but that was a framework that set in train a process of work that set in train a process of work that was still seeing implemented right now. we did not of itself, a vertical boring. it is better to see this as a series of incremental steps and one hopes the signals coming out of this events are positive. the big investors will say, actually, the world is serious about this process. we will shift more or less rapidly, were less sincerely out of fossil fuels and into clean technology. i think that is where the value of this process lies. not so much for what it achieves but for all of the agreements it generates. the momentum is created, the kind of sense of direction that is given to the world. let's turn to coronavirus now and one of germany's most prominet sir geoffrey cox a study does not believe he breached the rules covering empty behaviour with his legal work abroad. he's a devon mp and with picture taking part in an online hearing about corruption in the caribbean. apparently while in his parliamentary office. sir geoffrey said he will cooperate with an investigation into the incident. not always pretty from the outside of the inside other. he was a cabinet minister seem to work as a lawyer from what seems to be his cabinet office. the bell went off, he says, in other words, he had to leave this lucrative session to go and vote. and here he was again working in the caribbean, whilst travel restrictions were tight. there are real drawbacks, it becomes a political tool... pondering that while declaring outside work with the right thing it could cause some problems. mps are allowed to do other jobs, but the booming brexiteer sir geoffrey has been the top outside earner in the commons and using premises funded by the taxpayer for other work is not allowed. after a couple of days of silence, a statement appeared on his website, saying... prime minister, are you running from sleaze allegations? borisjohnson might have boarded an early train to glasgow by 400 miles didn't give him a political distance. there are plenty in his own party as well as the odd person greeting him in glasgow, deeply unimpressed. pressed for answers at the climate conference, he would not say sorry for how he has handled mps with second jobs. anybody who breaks the rules should be punished and should face the appropriate sanction. i genuinely believe that the uk is not remotely a corrupt country, nor do i believe that our institutions are corrupt. labour will not let up because it thinks the prime minister is vulnerable. although, as an mp before he became leader, keir starmer earned more than £100,000 part—time doing legal work. this is going back several years. i gave up my certificate to practice for the best part of two years ago. there are many different strands and claims of sleaze, that toxic mixture of money and politics, that creates such suspicion. it is the behaviour of a few dozen mainly conservative mps that is being called into question, but the whole of this place and the prime minister's judgment have been mired in that mess. the prime minister must feel the need to say to the role that our parliament and politics are not corrupt, but allegations day after day do laps at the edges. faith, if lost, is hard to restore. laura kuenssberg, bbc news, westminster. remainder of our top story. the last hour or so us remainder of our top story. the last hour orso us and remainder of our top story. the last terrorism" and the supermodel bella hadid opens up about the impact of social media on her mental health. an international row over the migrant crisis on the poland—belarus border is escalating. poland, the eu, the us and now nato, have accused the belarusian president of provoking a renewed migrant crisis in europe. we're going to spend the next 15 minutes or so on 0utside source looking at this story from a number of angles. 0n the border — there are thousands of people stuck in freezing conditions as they try to enter the european union, from belarus. poland is calling it *state terrorism*. this is its prime minister translation: this| is also lukashenko's quiet revenge for the fact that we supported democratic elections for people in belarus in august last year and the changes that we had hoped would occur, that all of europe had hoped for. this crisis is playing out here, the european union*s eastern frontier on poland*s border with belarus. on one side is poland — an eu member — the other side is belarus, which isn*t. and trapped between these two countries are these migrants. it*s thought there are 4,000 here. many have come from the middle east. we know there have been repeated attempts to tear down this razor wire fence that poland has erected to keep them out. 0vernight, poland reported two separate incidents of groups trying to cross. poland says in all, there have 599 attempts in the past day. some have used bolt cuttors and tree trunks to make it across. the bbc*s nick beake is at the border. well, this is the main road to belarus. the border isjust well, this is the main road to belarus. the border is just over the horizon but this is about as close as we can get this morning because a state of emergency remains in place. that means journalists can*t get to the border area and, crucially, aid agencies and charities cannot reach the people who are now trapped between poland and belarus. we think that may be up to 4000 people who have spent a second night in the forest in subzero conditions and, obviously, there are concerns about their welfare. we heard overnight that two groups of people were able to break through the fence and get into poland, get in to eu soil. we*re not talking about hundreds of people, we think may be groups of dozens of people. that is even though there are now 15,000 polish troops and police guarding the border. both poland and belarus accuse each other of violence towards migrants. they*ve been posting videos showing alleged mistreatment. in this video poland says a belarusian soldier fired a shot to intimidate migrants who were camped near the fence. you can hear gunfire. we should warn you that the pictures posted by belarus are more graphic. this video, taken by belarusian border guards, show injured migrants. they*d allegedly been beaten by polish soldiers. the flashpoint is near this polish border town. the area is under a state of emergency, making the claims impossible to independently verify — as journalists and aid workers — don*t have full access. among them is the polish red cross. these are the concerns of a member of its governing board. from time to time, we are able to reach people in those camps being together with police ombudsman but this, was police red cross and red cross and red crescent movement and mandate in several principals say humanity but independence, neutrality. this is enough mandate in our opinion to act in these places as well. we did not go there tojudge this or other places as well. we did not go there to judge this or other political opinion or idea. we are to fulfil our humanitarian mission. we are frightened for the hundreds, thousands, we really believe thousands, we really believe thousands of people somewhere in the forest. they were told that this is a border, a small forest, and afterwards there is a... this is not true. it is a huge forest on the border with tens and hundreds of hectares and it is huge and they are between two armies in the middle of political conflicts. it is wider and wider. but we have to support them. they need to be supported. on monday, poland accused belarus of trying to provoke an incident and sending hundreds of migrants to its border. the issue goes back further than monday though. according to poland, 28,500 migrants have tried to cross illegally from belarus since august. poland is using a range of methods to dissuade migrants from coming. for example, there are 15,000 border guards reinforcing the border. another example is this message being sent to foreign phone numbers that are detected near the border. it reads... it links to a page on the polish government website where migrants are warned in english and arabic that crossing the border is dangerous and that pills might be poisonous. again, we can*t verify that claim. we know that despite these measures migrants are still heading to poland. we also know that some migrants are making it into poland. lets hear from two syrian migrants — who are now in a detention facility. the last... took us to the border. they go through forest then he dropped us off and told us there is the border, 500 metres. facing you. you just cross. the border, 500 metres. facing you. you just cross-— the border, 500 metres. facing you. you just cross._ he . you just cross. they polish government and i would intend to belarus because at the centre this is the belarusian president, alexander lukashenko. the eu accuses him of flying in migrants from the middle east and then moving them to the border —, to destabilise europe. the eu calls this an *inhuman, gangster style appraoach*.as evidence, it*s listed 20 countries which migrants have flown from, into misnk, on tourist visas. the eu also claims president lukashenko is doing this in retaliation against western sanctions over his crackdown on protests last year protests which followed a disputed presidential election which kept him in power. the eu also claims he has the backing of russia in pushing migrants into the eu. this is the position of the president of the european council. we are facing a brutal, hybrid attack on our eu borders. belarus is weaponising migrants distress and a cynical and shocking way. in the last european council we decided to respond to these attacks and we asked the commission to propose all necessary measures in line with eu law and international regulations. we have opened the debate on the eu financing of physical... and this must be settled rapidly. president lukashenko denies the allegation that he*s orchestrating a crisis — insisting belarus is acting as a "hospitable country". what*s not disputed is his support from russia — a relationship that has been on show in moscow at this meeting of the russian and belarusian foreigners ministers. they accused the west of an *anti—belarussian campaign*. and they blamed the eu for provoking the crisis. that message was repeated by the kremlin. translation: we consider absolutely irres - onsible translation: we consider absolutely irresponsible and _ translation: we consider absolutely irresponsible and unacceptable - translation: we consider absolutely irresponsible and unacceptable the - words of the polish by minister about russia bearing responsibility for the situation. it is a totally irresponsible and unacceptable claim. those decisions would, of course, only complicate the situation. this is nothing other than further attempts to actually strangle belarus. so, as you can hear, the blame game is in full swing. this is the un*s perspective. these challenges simply do not justify the unreasonable reaction we*ve seen in some places, irresponsible xenophobic discourse, walls and barbed wire, violent push backs and beating of refugees and migrants, sometimes stripping them naked or dumping them in with or leading them to drown in seas. the attempts to evade asylum obligations by paying other states to take on 1*s own responsibilities. but then vice president, the european union, a union based on the rule of law, should and can do better and in matters of rule of law continue to be an example to others. so we*ve looked at the perspective from poland, belarus, russia, lithuania. next we turn to latvia another eu country bordering belarus. 0ksana antonenko
