Inquests have ruled that two young cambridge graduates were Unlawfully Killed by a convicted terrorist at a Prisoner Rehabilitation Event In London after a string of failures by police, the Security Services and probation service. Jack merritt and Saskia Jones were stabbed to death by Usman Khan during the attack at Fishmongers Hall in 2019. Hed been released from prison on licence less than a year earlier and was allowed to travel alone to the event In London where he carried out his planned attack. The family of one of his victims was scathing about the events organisers accusing them of Scant Regard for safety. The man who murdered them was living under the curve you having just been convicted of terrorism offences. He had also been under investigation by mi5 but still he managed to travel alone to london to kill. Convicted terrorist, Usman Khan, Travelling To London alone on a train. Today an inquestjury said the unacceptable management of khan and poor sharing of vital intelligence had contributed to their deaths. For those who hide behind the cloak of secrecy, to search their own conscience and review their own potential failings. However, it is beyond understanding and astonishing that not one of the state agencies sufficiently considered the associated risk and therefore questioned the wisdom of sending Usman Khan unaccompanied to london. The jurys conclusions brought an immediate apology from those responsible for protecting the public. Saskia jones and Jack Merritt were extremely bright and talented young people. They had both chosen to do something good with their lives, to make tremendously positive contributions to our society. The fact, that as the jury determined, there were omissions or failures in the management of the attack and in the sharing of Information And Guidance by the agencies responsible is simply unacceptable, and i am deeply sorry we werent better than this in 2019. Usman khan was jailed as a teenager for trying to set up a terrorist training camp. After eight years in prison he was still a high Risk Category a inmate, seen as a violent, radicalising extremist. A month before he was released there was intelligence recorded in Capital Letters that he intended to carry out an attack. In prison, he mixed with one of the murderers of lee rigby, and abu hamza. Jack merritt� s parents told me their Sons Death was as a result of a system not fit for purpose. They had this hugely dangerous person and they lost sight of him being dangerous from the beginning. With all that information, you would have thought the authorities would have put in place a system to monitor and manage him effectively and keep the public safe. They failed to do that. Injail, khan studied with Cambridge Universitys learning together prisoner education scheme. Learning together is Working Togethen he became their poster boy, even recording a video for them. After his release, living in a flat in stafford, he stuck to the rules, lulling everyone into a false sense of security. But mostly he spent days alone playing violent video games. A Prison Psychologist had warned that if he started isolating, it was a worrying sign. Once he knew he was travelling alone to london, khan started to prepare, shopping for four large knives and materials to make a fake suicide belt. That same month, the public protection panel, mappa, that was responsible for him, met to discuss his case but didnt even consider the risk of him taking a train by himself to the capital. Neither M15 Nor Counter Terrorism Police told them about the intelligence that khan might be intending an attack. I mean, that was the piece of intel that they had, and so, to not share that one piece is, well, its unforgivable. And so the scene was set for khans brutal attack at an Iconic London location. As Jack Merritt and others arrived for learning together� s fifth anniversary event, there were no metal detectors. Hiding the knife under his belt, Khan Sat chatting to Saskia Jones, who he would soon stab to death. Knives to his hands. Khan slipped out to the Mens Toilet and strapped two knives to his hands. Then he went about looking for people to stab to death, first Saskia Jones and thenJack Merritt. He nearly killed another young woman. First, john crilly, who started challenging questions, what are you doing, what is going on here. Hejust replied to me, i am going to kill you all and blow you all up. Ijust, maybe stupidly, told him to get on with it. At which point, he said, im waiting for the police to come and blow it then. The men Chased Khan Out onto london bridge, where he was Shot by armed police. The jury said thered been serious deficiencies in the Mappa Process thats supposed to keep the public safe. Jack merritt and Saskia Jones had been murdered by a man known to have a terrorist past and still under active investigation by m15. Ministers said this evening there is a lot of work has been done to try to prevent a repeat of the Fishmongers Hall attack. Stephen toope is the Vice Chancellor of Cambridge University he spoke earlier about the future of the learning together programme, which has been running at the university since 2015. He said the future of the programme has yet to be decided. Well, i have to say first, its not designed for rehabilitation, its designed for education and theres a lot of evidence that education of prisoners is one of the best means of ensuring that, when people go back into the community, they can reintegrate. So, we dont yet know what the future of learning together will be. Were going to have to learn from what has been said at the inquest. Were very grateful for people who were courageous enough to testify, and well have to learn as much as we can and think through carefully what the programme looks like. Theres already been work done on that basis, but more has to be done now that the inquest is concluded. 0ur Security Correspondent Frank Gardner said he thinks the same mistakes could be made by Security Agencies again. Well, i think the most worrying thing for me, looking at this, is could it happen again . And the answer, i think, is yes. Because there is an element here of what i would call well, it wasnt entirely our fault, we werent given enough information etc, which is true. Lets just have a look at the facts here. At the time that Usman Khan came out of prison in december 2018, he was still considered to be high risk. He was under enhanced surveillance by m15, the security service. But during the subsequent 11 months, despite the fact that he was clearly still a radicalised individual, they say, m15, in their witness testimony, that there was nothing in his actions that wouldve allowed them lawfully to put him under 24 hour surveillance. So, when he came up to london and conducted his despicable attack in november of 2019, he wasnt under 24 hour surveillance, and, you know, the question that i put to authorities is, why wasnt he . Given that he was clearly a very violent person, he tried to radicalise people injail, as we heard in daniel sansfords report there, but he hadnt actually. There is nothing that he had done in his actions that they knew in their knowledge that wouldve allowed them lawfully, that wouldve been proportionate, so thats one thing. Now, m15, the security service, did have concerns. They did have some intelligence on him. They say they passed this to the police. They didnt have a direct communication with mappa, the Multi Agency Public Protection Arrangements agency, but the police do, so m15 said they passed their concerns to the police, who in turn did not pass it on to mappa. So this is what im talking about, this kind of sleeping shoulder syndrome, of one agency saying well, you know, it wasnt entirely our fault. Theres no question, though, that collectively, this was a failure of authority, and the really worrying thing here is that Usman Khan was clearly very clever at deceiving people. He deceived those around him, and there will be others like that who have been, who will try to fool their captors, as it were, and whats worrying is the numbers of people that the Police And Intelligence agencies remember, theyre notjust islamist extremists, there are far right extremists as well, a growing number of whom that could present a danger to the public. So, could it happen again . I fear the answer is possibly yes, unless these lessons are learned. Frank gardner, a security correspondent. The office for national Statistics Survey of Community Infections suggests in scotland one in 630 people had the virus last week, that was an increase. In Northern Ireland it was one in 820, again with signs of an increase. In england it was one in 1,120, with possible increases over two weeks. In Wales Case rates were lower, at one in 3,850. A report by an independent adviser found borisjohnson didnt break the rules but he did Act Unwisely when he allowed the refurbishment of the apartment at number 11 Downing Street to proceed without more regard to how it would be funded. Downing street says the Prime Minister didnt know many of the problems about how their work would be funded, and when he found out, he made sure taxpayers werent burdened. But while the report finds borisjohnson stuck to the rules, it still makes uncomfortable reading, suggesting he should have paid more attention to how the refurbishment was paid for, and it throws up a separate issue relating to the health secretary, Matt Hancock. He says at the time he didnt know and the report agrees, saying. I think they see this as, perhaps, drawing a line. Certainly with regards to Matt Hancock too, they say that the Prime Minister will take no further action there. There is, of course, an ongoing outstanding investigation into this being done by the electoral commission. They are looking at the conservative partys actions and role in this, so, actually, that has still to report, so well still hear that. Thats certainly not the end of the matter there. And then, as you heard in alexs report there, labourflagging a few of the questions that come with this, you know, the fact that this criticism of borisjohnson for having been unaware of this, not asked sufficient numbers of questions, and certainly, you know, the role of others on this what about the cabinet office, what about various other people who were involved in this throughout the chain . So i think the questions are still probably going to be asked. I think Downing Street sees this as drawing a line. Police say they thought that illegal drugs were being housed at an industrial estate, after receiving a tip off that the site was being used as a cannabis farm, but they instead found a Bitcoin Mining operation. Our Technology Correspondent Rory cellanjones explained a little earlier why the police initially suspected the building was being used to grow cannabis. They put a drone above this building, they observed lots of people coming and going throughout the day and they saw a lot of heat coming from the building, and they assumed that meant it was a cannabis farm. They got inside, they found a bank of computerised equipment, specialised equipment which is used for mining bitcoin. And that is the process of both recorded transactions and earning new coins. This is an incredibly Computer Processing Power intensive process. And, obviously, as the price goes up, of bitcoin, it becomes more and more popular to engage in it, but theres a kind of energy sucking war going on between people around the world trying to compete for the new bitcoins, to earn from each transaction. And this particular rig was using a vast amount of electricity, as they do, and, of course, not paying for it. It had been wired around the grid, so they were getting electricity for free. Interestingly, Bitcoin Mining is not a crime. Its perfectly legal to do that. It has become illegal in china, interestingly, where they are concerned about the process. Theres general concern around the world about the sheer amount of energy being used in this process. Theres an index produced by Cambridge University, and theyre currently working out that more electricity is used in the mining of bitcoin that is used by the whole of the netherlands in a year, so a vast amount, a big impact on the climate. These particular people. I put this picture up on twitter and said, any experts around there . And they looked at this equipment and said that equipment is already out of date. It costs a lot. I was extremely surprised by the link or the potential link between astrazeneca and this new thrombotic syndrome. It was not something any of us had envisaged. However, we did find it. With regards to vaccination, we cannot overstate the importance of it, particularly in trying to rid ourselves of this pandemic related to covid 19 infection. Nearly 35 Million doses of the Astrazeneca Vaccine have been administered by the nhs. There have been 332 cases of the rare clots nearly all after the first Shot. 58 people have died. Thats fewer than two deaths per million doses. By contrast, there have been 1900 covid deaths per million people in the uk since the pandemic began. To put the risks in context, Reverend Hatwell would need to preach to 100 different newly immunised adults every sunday for around 15 years before hed be likely to meet another person with a vaccine induced clot. The under 40s, who are at lower risk from covid, are being offered the Pfizer Or Moderna vaccines, which dont produce these rare clots. Customers could still see prices rise if their insurer thinks their risk has increased, but they can still Shop Around providers for cheaper deals.
