a german court sentences a former member of the syrian secret police to prison for crimes against humanity. at least 75 inmates are killed in ecuador as gang gravel rees lead to prison riots i'm joined by just go with the sports as 15 time major gold champion tiger woods stuff has multiple leg injuries after crashing his car at high speed outside los angeles i'll bring you the very latest in the next hour. hello welcome to the news hour mian mars military appointed foreign minister is in thailand for crisis talks after this month's coup it's part of regional efforts to resolve the crisis which began when the army seize power on february the 1st protesters continue to demand the release of an elected leader and rallies right across the country 3 people have been killed in protests and there is a massive all disobedience campaign including strikes let's get an update from scott heiler he's joining us from across the border in the thai capital bangkok and scott interesting that me and mark would be looking to thailand for the 1st visit both of course have a long history of military involvement in politics so what's the foreign minister hoping to achieve from this visit. that it's a very good question we don't really expect a large announcement from this meeting you know as you mentioned this is the 1st physical meeting between the 2 nations since the coup on february 1st the military appointed foreign minister coming here to bangkok the thai capital for talks the indonesian foreign minister is also was also in town here she was going to go over to myanmar for a meeting but she stayed here and then also met her counterpart from me and mark because he flew over here so you know a round of meetings there's really nothing really tangible we expect out of it but at least this is a step down the path where the regional members are part of a bloc called early starting to talk to each other about the situation in myanmar there had been hesitant beforehand because that's kind of tradition within the block that they let those things that happen inside their member borders stay inside but now obviously this is gotten to a stage where there will be some at least some engagement we don't know exactly what that will be just yet the protesters are have been out on the streets and interestingly enough the last 2 days at least in front of the indonesian embassy in yang gone they are there because there are initial reports that part of a plan an aussie on plan to move forward with things to try to end the crisis was to send monitors in a part of the plan to send monitors in to observe the new elections that the joint has promised to hold the protesters don't want that because they see the election in november that brought unsung suchi and her her party the end of the maintaining its leadership position in the government they see that is as the elected government not the need for another election so that's why there's a bit of friction from the protesters asking for the numbers yes to get involved but to also respect their vote back in november so scott speaking of the protesters how much pressure are they keeping on the military. they've maintained it straight the way through you know we've seen kind of the numbers have been flow kind of day to day based on what's been announced based on what day of the week it is today they're still out as i mentioned there are they're out in number in front of the indonesian embassy and the central kind of large intersection in yangon right near the university they're out there again today in mandalay they were out again so they are still coming out they are still maintaining this pressure they are still striking some of them not going to work particularly civil servants particularly those with labor groups who have joined the civil disobedience movement so that is still a pressure that they're putting on the government's giunta there in myanmar because a lot of the you know the economy is slowly slowly creeping to a halt because of this action so that's what they're trying to do is kind of force the hand of the military put pressure on the military and now again as we're seeing with becoming involved they want regional players to become involved more to try to fix the situation obviously the protesters want to go their way and they want a democratically elected leaders who are put in detention right after the coup to be released and then reinstall them so the it's and see how things go how things go back and forth with the members now that we've had these 1st kind of round of meetings yeah right scott thank you so much for that update from bangkok well speaking of regional countries and western countries in fact they've moved quickly to speak out against and even sanction mean more as military budgets closer neighbors have been more circumspect so let's take a look now neighboring thailand risk i was just reporting from provides jobs to more than a 1000000 migrants strengthening and previously factitious relationship china is me and mars most consistent backer offering debt relief development grants and soft loans it says any international action against the military should promote reconciliation like china india shares a border with me and more and india has grown closer to its neighbor in the past 2 decades and 21000 became a top arms dealer. providing some $100000000.00 of military hardware and yes government has called for them ocracy to be protected but has avoided outright mention off the coup that there is indonesia it's been trying to corral the our nations to help steer a path out of the crisis man mar was under military rule when i joined the 10 member regional bloc that was back in 1970 let's talk about this with aaron connelly who's a research fellow in southeast asian politics and foreign policy with the international institute for strategic studies he is joining us from singapore thanks for your time on the news hour so given the backing of china is it difficult for the other regional countries to know what to do or to speak and one voice when it comes to the coup and ma'am are what's actually not clear that china is backing the coup at all it's been very circumspect in the language that it used about the coup probably because it had a very good relationship with us and she's government and sometimes we look at these things in an overly simplistic terms and although on sense that she was democratically elected that she felt forced to have a good relationship with china because it shares new archer's a very long border with china and then china of course the bend in her government at the u.n. security council so we see china joining statements at the security council and human rights council that are calling for a return to the status quo on january 31st and so that is not really split right now in the way that it sometimes is because of chinese pressure because the chinese because of aging doesn't appear to be exerting that kind of pressure on us yet right now also what do you expect to come out of any as the on meeting that may be held in regards to the coup in the way forward. well we still don't know that as you know we'll be able to get consensus on holding that meeting i know that you knew even foreign minister met him our studio is working double time to try it get that consensus but it's going to be challenging and i don't think they can actually play a very helpful role in pressuring the military government to give up power the military and the n l d at least the are actually still quite far apart and the protesters in the street have even more in vicious demands immunity have equal rights leaders were arrested of it you are worse that constructive thing that i was young can do now is to urge the military to act with restraint to stop firing at unarmed demonstrators as they join this civil disobedience disobedience movement your correspondent about earlier and to release all the political prisoners so that perhaps maybe you should take place in a more duce about this year down the road is that something that the thailand can convince the main mara foreign minister to do because we know that he is in thailand right now and and obviously thailand as well as me and mark has a has a history of military involvement in politics so what is the significance of that particular trip. but thailand actually is playing an interesting game year and also on january 1st on the day of the coup it said that this was an internal matter for me and martin of course the government in place in thailand right now 1st came to power in a military coup itself and 2014 they do not have an interest in political instability in the m.r.i. with which they share a very long border and they don't want to see refugees streaming over that border particularly during this and them it and so although it said that this was an internal matter of that you were the 1st it also joined a statement by ossie on that same day or supporting the statement biology on that same day the call for what as you know but very often language of return to normalcy so a return to that was a democratic structure that existed prior to the goo so perhaps the play useful and what about the protesters themselves you were mentioning the civil defense said b.d.s. campaign just a moment ago to what extent is that undermining the military's ambitions. oh it's absolutely undermined their ambitions i think the military may have believed that they could take power they could hold power for about a year demonstrate how competent they were at managing the economy because the previous civilian government actually wasn't especially copped into managing the economy and then haul the elections and do much better in those elections and they have done in the previous 2 democratic elections but the civil disobedience movement is making that absolutely impossible and that is precisely the goal of the movement the other thing that is happening is that conversations that are taking place on the streets right now amongst the students amounts the labor unions the trade unions they are now moving beyond the february 1st demands that you know he had for changing the constitution and they're talking about really generational change now in a way that we haven't seen him even martin decades and so again the 2 sides are moving much further apart and there's there's really no possible compromise between the civil disobedience movement and the top without the military and our military right now ok thank you so much for speaking to us from singapore thank you. now ghana has become the 1st country to receive vaccines through the international kovacs scheme the astra zeneca jobs arrived in the capital across short time ago the 600000 vols have been flown in from india gone up plans to inoculate around 20 percent of the population in the 1st phase of its campaign but the unicef executive director has hailed the delivery of the doses as a historic moment and we have to force says with the 1st shipment of doses the un can make good on the promise of kovacs to ensure people from less wealthy countries are not left behind in the race for life saving vaccines nearly 2 and a half 1000000 people worldwide have died from corona virus so far richer countries have been able to buy far more vaccines than the poor ones the u.n. backed scheme called kovacs aims to get vaccines to the most vulnerable people and shared fairly among all nations kovacs aims to deliver more than $2000000000.00 doses to people in $100.00 in $1000.00 countries in less than a year and those most likely to receive vaccines next will be afghanistan haiti the democratic republic of congo if you and so malia kovacs has raised $6000000000.00 but says it needs at least another $2000000000.00 to meet its target for 2021 repair is unicef regional director for west and central africa she says there's still a long way to go to stop poor countries being left behind. this is the 1st step in the rollout that will reach gradually $92.00 countries in the world this court next program is about equity and sony darity if you follow that the vaccination going on around the planet so far it's only citizens from the let us say the better off countries that have benefited from this and from today we're bringing in equity this was a very complex program it started with preparedness plans at the country level and then you know when our partners we have worked with countries so that when the vaccines arrive we are ready to roll it has legal and regulatory dimensions but the country has to certify that they can use the vaccine don't hear chill confirmed that they are safe and then poor supply and procurement operations so this week we will see ghana and then later on could did while we have another 27 countries that have been cleared for immediate fallout and as preparations a country level are put in place the vaccines are all top to the airport shipments are right and then we move to the most important that's an issue given vaccine scarcity you need to be sure that when we get somewhere it will be used efficiently and for the target population this is just the 1st step towards equity this pullbacks is only finance now so we can reach in 1002 countries the most vulnerable population the all of the citizens the health workers people with school morbidity you know but we need much more accidents and financing so we can vaccine that everybody just like if you walk in the rich world. thailand has received its for a spatula 200000 sin of corona virus vaccine doses from china the country has ordered 2000000 jobs with the 2nd batch due to be shipped next month and a 3rd in april thailand has reported more than $25000.00 infections since the pandemic began but most have been detected since the summer the world bank is threatening to suspend $34000000.00 in financings for corona virus vaccines in lebanon on the bank is investigating accusations that politicians were inoculated in parliament without prior approval a top lebanese officials supervising the vaccine called the revelations outrageous and has threatened to step down several u.s. cities have opened mass vaccination sites in sports stadiums as the government ramps up distribution some of the largest are normally used by the n.f.l. football teams but one city has rejected calls to use its arena instead taking a more personal approach to the vaccine rollouts. reports from philadelphia. earlier this month levi's stadium in san francisco home to the 49 er's professional football team was opened and people weren't celebrating touchdowns right every lead but instead cope with 1000 vaccinations health officials transformed the stadium into a giant vaccination site and expect to be able to administer up to 15000 shots a day for more than can be done daily at a hospital pharmacy or community center so far 7 n.f.l. stadiums have been opened as mass spec's nation sites all over the country with more next month the n.f.l. has told president joe biden all $32.00 stadiums are available but notably one city has taken a different approach this is lincoln financial field home to the philadelphia eagles football team it's a huge distillery inside seats for more than 67000 people and over 170 different private suites and outside more than 22000 parking spots in theory this is the perfect place for a mass vaccination site however the city of philadelphia has said no thanks i for stanford when you look at these are all of them are down a vaccine what is it represent to you. live in the city teamed up with dr ala stanford the founder of a community based group that works with the idea take the vaccine to the people into their neighborhoods rather than having the people come to the vaccine in a place like a stadium that may be difficult to reach black people in philadelphia make up 44 percent of the population and over 50 percent of the kovac deaths but in the early stages only made up 10 percent of those being vaccinated that's gone up considerably to over 20 percent dr stanford says there. still a long way to go but the trends show that the current strategy is working we're not there yet at all and so that's why it needs to continue these vaccination efforts in these communities and we want to go to them there are so many places that are set up that are not easily accessible that people perceive as barriers to get vaccinated and so we want to be the way we always were going to the people city officials say they might use the stadium in the future but will need a lot more doses the vaccine to make it work but if we were to set up one of the states that lincoln financial field the only way we could do it only we could support it is to pull doses out of the community out of those pharmacies out of those community health centers and that's not something we're willing to do at this point for a city bucking the trend of mega vaccination sites saying bigger isn't necessarily better when getting the shots to those who need them the most keep rosendo. philadelphia. american go for tiger woods is recovering from surgery after being seriously injured in a car crash near los angeles his surgeon has have all the details in sports. but 1st a german court has convicted a former syrian security agency officer in a landmark case related to the torturing of protesters yeah that he was found guilty of being an accomplice to crimes against humanity and jailed for 4 and a half years the charges involved the arrest on torture of at least 30 people in damascus after a rally and 2011 and that he had arrived in germany in $2800.00 seeking asylum another man is directly facing similar charges his trial is continuing dominick cain is following proceedings from berlin and joining us now dominick so tell us a little bit more about the case against anybody. the evidence that was presented in court and the offenses which he hadn't got of his now being convicted of took place at the start of the civil war in syria 2011 at that time he was working for the security services of president bashar assad and the evidence basically said that he had taken a group of 30 people to a notorious prison the out the to the prison near damascus a place where he knew the prosecution saying that torture and other crimes against humanity were being carried out and that he had knowingly taken them to that prison where torture was indeed carried out now his defense said that he had to do that that had he refused to carry out that order he would have been shot dead they said that he had refused to carry out the shootings on other prisoners apps that prison they said that he had defected from the side of president bashar assad to help the opposition in syria and then made his way from syria via greece to germany it was in germany that this this defendant now convicted this defendant was spotted by people who recognized him as somebody who had worked for the forces of president al assad and they tipped the tipped off the oil thora he's here about mr alcott and what they said he had carried out it is worth pointing out that the trial is continuing regarding another defendant and that the defendant convicted today and cooperated with the german authorities in providing them evidence relating to the other defendant that other defendants case is expected to carry on until at least october but in so far as this proceeding versus this defendant today is concerned it is over he now faces 4 and a half years in prison and dominick what is the significance of this judgment and how unusual is it that this particular case is being carried out in germany. what's very interesting is 2 different parts of this which operative in the 1st is as we were as you were saying an introduction that this is the 1st time that somebody directly linked to torture and other offenses crimes against humanity carried out in syria has been found and then prosecuted and now punished by a court outside syria particularly in the western world this is the 1st time that that has happened and then secondly it's the way that the or thorazine is here have been able to prosecute this individual because it be clear about this the defendant is not german the victims of the defendant on not german and the offenses that the person convicted has been convicted of did not take place in germany but the authorities here said that they were able to employ apply rather the universal jurisdiction that applies everywhere the german government said relating to crimes against humanity and that makes this a landmark ruling as i say on 2 parts that's why this particular case is so interesting but as i say it is worth bearing in mind that the other defendant in this case is accused of considerably more offenses than the defendant convicted this morning that other trial that other case is continuing and it involves many more serious atrocities which the person concerned is accused of which of course the person concerned denies ok dominic a new report of our berlin thank you. security has been stepped up outside a military court in beirut where 32 anti government activists are standing trial and supporters are holding a sit in the accused face charges of terrorism and faffed stemming from protests in tripoli in january the terrorism offense carries the death penalty this is the 1st time it's been leveled against demonstrators a worsening economic situation is the main reason for the year long protests is following developments for us from beirut outside that military chords in a talk us through this decision that was made to try protestors in a military court. yes clearly activists are seeing this as an escalation a turning point in the ongoing struggle or the divide between the state and the people tight security here a few dozen activists gathered outside expressing their anger at least 30 to $34.00 protesters are on trial on terrorism charges these young men took part in protests last month and the northern city of tripoli those protests at times turned violent the military judge says that these young men use nala tough cocktails and used grenades and burned down the minister piloted building that is the way he is just the flying the terrorism charges but we've been speaking to lawyers human rights groups activists and they're saying that this is just not fair that this is a political decision it is aimed at scaring people instilling fear in the minds of people in order to deter them from taking to the streets so once again there is a nationwide protest movement which really began more than a year ago but the numbers as you can see are dwindling in the streets because of this repression it's one of the reasons why people are not taking to the streets as security forces have been accused of using. excessive force unlawful force against against people and now these young men being tried in military courts which international human rights groups say they won't be given a fair trial so this is really a turning point in escalation charging protesters and demonstrators and rioters with with terrorism yes and so what is the message that. officials or those behind this decision are trying to send out to to the lebanese and like you're saying being tried in a military court means that it will be very difficult to know exactly what's going on. exactly even lawyers have been telling us that they were not given access to the defendants they didn't even know where they were being held they were going from one police station to another police station to find out where they are in fact nobody can give us an exact number of how many people have been charged some say 34 some say 35 what we understand is that 20 have been detained or 14 or 15 others are at large and we spoke to a mother and she said i don't know where my son is i haven't seen him for 4 months is this fair my son is not a terrorist in fact people here are calling the leadership terrorists they feel that they're trying to instill fear to to stop people from taking to the streets basically and really look around you not many people terrorism charges and many activists will tell you it's because we are scared we've received a very militarized response from the state in the over the past over the past year or so ok thank you for that update from beirut. still ahead on the al-jazeera news hour. why indigenous people in ecuador have spent days marching to the capital to call for an election recount international criticism and protests after the arrest of a leading opposition politician in georgia the mavericks are safe from collapse in the final seconds of their game against the celtics that stories coming up with joe in sports. probably that the weather's looking pretty good across a good policy if europe at the moment lost the clear skies into central and southern possible more cloud further north as you can see and we have got these areas of cloud of gray he said weather systems just rolling in across the top of the area of high pressure which is currently just across central parts but it's a mild direction with the winds coming in from the south westerly direction here we are looking at temperatures getting up to around 1920 celsius the northern parts of germany so pretty typical a weather system a weakening weather feature which will run into that area of high pressure just rolling down across the southeast of england through east anglia just pushing its way down across the low countries for northern parts of france as you go on into friday that will continue to sink its way further south which of course a good part of germany getting stretched out in the process but there will be some rain pushing across southern parts of poland right down across the czech republic and on into the alps so we'll see some rain turning to snow here south of that it stays fine and try and look over towards warming up in moscow temperatures getting up to around 5 degrees celsius at long last the same fine weather meanwhile across a good pass over northern africa we got a few showers down towards the gulf meeting as president got to buy a rajapakse on the 2nd and final day of his visit imran khan has been discussing efforts to fight religious extremism and how to help poor countries whether the pandemic later on wednesday is expected to face strong criticism at the un human rights council meeting that's partly over criticisms it's failed to bring accountability to those involved in its 25 year long civil war when al fernandez has more from colombo. but essentially the pakistan prime minister on wednesday met with president gore tabi rajapaksa that's at the presidential complex set up you see behind me and what we're hearing from the statement is that obviously the usual kind of rhetoric they had called real 8 talks they did sort of focus on the agricultural economy a book of both countries they talked about deepening bilateral relations but the key things like sensually the issue that many muslims here in sri lanka having issue with the government's policy of forced cremations of course $1000.00 victims is not anywhere featured on any of the officialdom of iran's iran can visit here to colombo now he had also been due to meet with muslim representatives that meeting was canceled yesterday we heard among security concerns amid security concerns but today we had the leader of the sri lanka muslim congress tweeting out that that meeting had been doing so they will get their day with the pakistan premier but so far anything above the sort of general things like the bilateral relations tree and now the agriculture agricultural economy this visit at least in terms of what's being reflected in the media and officially has been merely on pretty sort of non-controversial issues we spoke earlier to the sirloin can foreign minister and you know more than i hear explained what's been agreed to ring the meeting. as foreign minister nor certainly did on the house of parliament i could say that the thiel governments have a hand in the read on health and by many that i have boxer and having discussions since yesterday which have been ready for 200 are very friendly and our relations have been hurt the consulate and dead in this we see it on the prime minister be the 1st receipt of head of state to israel lanka in the minds of course read as sri lanka government has pledged to the un as well as the human rights commission the programs that we. can we don't
